In-nifs li nieħdu

Meta, riċentment, kienu intervistati mill-medja lokali Uffiċjali tal-Awtoritá tal-Ambjent u r-Riżorsi (ERA), ikkonfermaw dak li ilna nafu għal żmien konsiderevoli: it-tniġġiż tal-arja f’Malta hu prinċipalament ikkawżat mill-mezzi tat-trasport. Triq Sant’Anna fil-Furjana hi l-iktar triq bl-arja mniġġsa f’Malta filwaqt li mhux ‘il-bogħod li l-kwalitá tal-arja tal-Imsida teċċedi dak permissibli mir-regolamenti tal-Unjoni Ewropea dwar il-kwalitá tal-arja.

Hu ovvju li l-ħtija ewlenija għal dan hi ġejja min-numru ta’ karozzi fit-toroq tagħna. Gvern wara l-ieħor dejjem qagħda lura milli jindirizza l-problema bis-serjetá. Dejjem iduru mal-lewża: jindirizzaw il-konsegwenzi mingħajr il-kuraġġ li jiffukaw fuq il-kawża.
Is-soluzzjoni qegħda billi jonqos in-numru tal-karozzi fit-toroq tagħna kif ukoll li simultanjament titjieb il-kwalitá tal-karozzi li jibqgħu.

Waqt il-kampanja elettorali tal-2017 f’Malta, Alternattiva Demokratika ipproponiet li fi żmien 20 sena l-karozzi kollha fit-toroq tagħna jkunu jaħdmu bl-elettriku. Din il-proposta tfisser li fuq perjodu ta’ mhux iktar minn għoxrin sena ma jkollniex iktar karozzi li jaħdmu bil-petrol jew bid-disil fit-toroq tagħna. B’hekk, bla dubju, it-tniġġiż tal-arja, jonqos drastikament.

Din il-proposta ta’ Alternattiva Demokratika kienet għoġbot lil Joseph Muscat li f’ Settembru 2017, f’waħda mill-prietki tiegħu ta’ nhar ta’ Ħadd kien tkellem favur tagħha. Imma ma smajna xejn iktar dwarha minn dakinnhar!

Billi l-vjaġġi li nagħmlu bil-karozzi tagħna fil-parti l-kbira tagħhom idumu inqas minn ħmistax-il minuta hu ħafna possibli li n-numru ta’ karozzi fit-toroq tagħna jonqos. Dan faċilment jinftiehem għax għal dawn id-distanzi qosra hawn diversi mezzi alternattivi li jassiguraw mobilitá effiċjenti.

Jonqos biss ħaġa waħda: ma hawnx rieda politika biex jittieħdu d-deċiżjonijiet meħtieġa.

Il-Furjana, minn barra li għandha t-triq bl-iktar arja mniġġsa f’Malta trid tiffaċċja ukoll l-emissjonijiet tal-vapuri tal-passiġġieri (cruise liners), li, skond id-direzzjoni tar-riħ, iktar iva milli le, jonfħu d-dħaħen tagħhom direttament għal ġoż-żona residenzjali tal-Furjana. Din hi problema li f’miżura inqas hi ffaċċjata ukoll minn Birżebbuġa bħala riżultat tal-moviment tal-vapuri fil-Port Ħieles.

Il-vapuri suppost li jaqilbu l-magni tagħhom fuq żjut u fjuwil li jniġġes inqas hekk kif jidħlu fil-port. Din hi materja li hi regolata minn diversi direttivi tal-Unjoni Ewropeja. Id-diffikultá, bħal dejjem, hi, li l-infurzar tal-liġijiet ftit li xejn ikun osservat.

Teoretikament teżisti soluzzjoni oħra biex ikun ikkontrollat u jonqos sostanzjalment it-tniġġiż mill-vapuri ġaladarba dawn jkunu siguri fil-port. Jista’ jkun possibli li jagħmlu użu minn sors elettriku li joriġina mill-art flok mill-ġeneraturi tal-elettriku fuq il-vapuri.

Lokalment diġa tħejjew żewġ studji preliminari dwar dan: wieħed jiffoka fuq il-Port il-Kbir u l-ieħor fuq it-Terminal tal-Port Ħieles f’Birżebbuġa. Dawn l-istudji saru kif ġie inkoraġġit li jsir mir-rakkomandazzjoni tal-Kummissjoni Ewropea dwar il-promozzjoni tal-użu ta’ elettriku mill-art mill-vapuri fil-portijiet tal-Unjoni Ewropea.

Rakkomandazzjoni li saret fl-2006.

Dawn l-istudji jaslu għal konklużjonijiet simili fis-sens li ma jistax iseħħ progress bħala riżultat ta’ azzjoni unilaterali f’portijiet individwali. L-azzjoni u d-deċiżjonijiet jeħtieġ li jittieħdu fuq livell tal-industrija tal-vapuri u trid tkun misjuqa internazzjonalment jew mill-Unjoni Ewropea.

Huwa magħruf li huma biss il-vapuri li jbaħħru lejn l-istat Amerikan ta’ Kalifornja li għandhom il-kapaċita teknika li jutilizzaw l-elettriku ġġenerat fuq l-art. Dan minħabba li l-Kalifornja għandha liġijiet li tobbliga li dan isir.

Ir-rakkomandazzjoni tal-2006 tal-Unjoni Ewropea ħejjiet it-triq biex saru numru ta’ studji dwar diversi portijiet tal-Unjoni dwar kemm jagħmel sens ekonomiku li fejn hemm portijiet viċin ħafna ta’ żoni residenzjali jitfu l-magni tagħhom u jagħmlu użu tal-elettriku mill-art. Nistgħu biss nittamaw li dawn l-istudji jittieħdu in konsiderazzjoni meta titfassal t-triq il-quddiem.

The air we breathe

Officers of the Environment and Resources Authority, interviewed by the local media, emphasised what we have known for ages: the main contributor to air pollution in Malta is transport. St Anne Street in Floriana is the most polluted street in Malta, while Msida will soon exceed the maximum permissible limits of EU regulations on air quality.

It is pretty obvious that the main culprit is the number of cars on our roads. Successive governments, however, have been reluctant to bell the cat. Instead they go around in circles, tackling the effects and continuously avoiding the causes.

The solution lies in reducing the number of cars on our roads and simultaneously improving the quality of the remaining numbers.

During the 2017 Electoral Campaign in Malta, Alternattiva Demokratika-The Green Party proposed the electrification of cars on Maltese roads within a maximum of 20 years. This proposal means that all petrol and diesel run cars would be taken off our roads within a maximum of 20 years. Inevitably, air pollution would decrease drastically.

Alternattiva Demokratika’s proposal was subsequently taken up by Joseph Muscat in September 2017 in one of his Sunday sermons. However, we have not heard anything more on the matter since.

Reducing the number of cars on our roads is achievable due to the fact that most of the trips made by cars are of less than 15 minutes duration. This is understandable, as most of the distances we travel are short.

Only one thing is missing: the political will to act.

Floriana, in addition to having the most polluted street on the island, must also cope with emissions from cruise liners, which, depending on the direction of the prevailing wind, more often than not blow their fumes directly across the Floriana residential area. To a lesser extent, this is an experience also shared by Birżebbuġa as a result of the ship movements at the Malta Freeport Terminal.

Ships should switch over to less polluting fuels when in port, a matter which is regulated by a number of European Union Directives. The difficulty with this is that enforcement is practically non-existent.

Theoretically, there is also another solution to control and substantially reduce pollution from ships, once these are berthed. It would be possible to switch over the electricity supply required by a ship from one dependent on the ship generators to a source of electrical power which is land-based. Two preliminary studies have been carried out locally, one focused on the Grand Harbour and the other focused on the Freeport Terminal at Birżebbuġa. These studies were carried out in terms of the EU Commission Recommendation on the promotion of shore-side electricity for use by ships at berth in Community ports, a recommendation that was adopted in 2006.

The above-mentioned studies have reached similar conclusions in that it is considered that progress cannot be achieved by unilateral action at individual ports. Action must be industry-wide and must be driven internationally or by the EU.

It is known that only sea vessels which call at ports in the American state of California are equipped to take onshore power supply, because California has legislated on the matter.

The EU recommendation of 2006 has paved the way for a number of studies across the EU on the economic feasibility of onshore power supply to ships berthed close to residential areas. We can only hope that these studies are taken into consideration when plotting the way forward.

It-Times online irrappurtat dwar rapport li l-Ministru Manwel Mallia qiegħed fuq il-mejda tal-Kamra wara talba li saret għal dan mill-Membru Parlamentari Anthony Agius Decelis. Rapport li ilna nafu bih xhur twal!

Huwa tajjeb, anzi tajjeb ħafna, li l-Parlament jistenbaħ għar-realtá ta madwarna. U din ir-realtá hi sempliċi ħafna. Mhux diffiċli biex tinftiehem.

Is-suċċess ekonomiku tal-Freeport, tgħid din ir-realtá, qed iħallsu għalih ir-residenti ta Birżebbuġa. Għal ħafna snin ħadd ma kienet qiegħed jagħti kaz. Huwa tajjeb li fl-aħħar hemm min qiegħed jistenbaħ.

Imma waqt li l-Onorevoli Agius Delicata (u oħrajn) kien rieqed, ħaddieħor kien qiegħed jaħdem biex iktar persuni jirrealizzaw xinhu jiġri. Għax ir-rapport dwar il-ħsejjes ma sarx waħdu. Sar għax il-Kunsill Lokali ta Birżebbuġa ħadem kemm felaħ ħalli l-Freeport jerfa r-responsabbiltajiet tiegħu.

L-isfida reali hi li l-Freeport iwettaq ir-rakkomandazzjonijiet li fih dak ir-rapport! Hi triq twila u anke hemm naslu!

Ilna iktar minn tliet snin nargumentaw fuq il-ħażna tal-gass għall-power station ġdida li kienet issue ċentrali fl-aħħar elezzjoni ġenerali.

Qabel l-elezzjoni l-ħażna kienet proposta li issir fuq l-art. Wara l-elezzjoni nbidlu l-pjani u saret il-proposta għall-ħażna fuq il-baħar.

Tajjeb li niftakru li fi tmiem is-snin 90 kien hemm diskussjonijiet dettaljati mat-Taljani tal-AGIP dwar il-kostruzzjoni ta’ pipeline tal-gass bejn Gela fi Sqallija u Marsaxlokk. Il-ftehim ma twettaqx għax kieku ilna 20 sena bil-gass u t-tanker ma kienx ikun hemm bżonnu.

Il-Gvern ħabbar xi xhur ilu li t-tanker tal-gass sorġut fil-Port ta’ Marsaxlokk ser ikun qiegħed hemm temporanjament sakemm ikunu iffinalizzati l-proċeduri kollha neċessarji biex isir il-pipeline tal-gass.

Meta kien hemm id-diskussjoni dwar il-power station il-ġdida quddiem il-Bord tal-MEPA xi sentejn ilu konna iddiskutejna f’ċerta dettall id-diffikultajiet li konna qed nantiċipaw dwar dan it-tanker tal-gass. Dawn essenzjalment kienu tnejn. L-ewwel l-impatt tal-maltemp fuq it-tanker innifsu kif ukoll fuq il-vapuri  fil-viċinanzi, prinċipalment dawk fil-Port  Ħieles imma ukoll l-impatt fuq is-sajjieda. It-tieni dwar il-miżuri ta’ sigurtá biex ikunu evitati inċidenti u f’kaz li dawn xorta jseħħu jkunu minimizzati l-konsegwenzi.

Fil-ġranet li ġejjin ser ikunu ippubblikati r-rapporti li saru u terġa tiftaħ beraħ id-diskussjoni.

Naħseb li kulħadd jieħu pjaċir kieku dawn il-problemi jissolvew.

L-istandards ta’ sigurtá fl-industrija tal-gass ifissru li dwar issues ta’ sigurtá u periklu, r-riskju possibilment ikun minimizzat kif kienu rrappurtaw l-esperti George Papadakis u Roberto Vaccari, kwazi tlett snin ilu. Hemm ukoll il-materja tas-sigurtá marittima li għad irridu naraw x’miżuri effettivi ser jittieħdu. Għax s’issa ftit huwa magħruf sakemm naraw ir-rapporti u naqrawhom sew.

Ir-riskji ħadd ma hu ser jeliminhom. Bla dubju hemm kull interess li dawn jonqsu l-iktar possibli. Imma kemm fil-fatt jonqsu  għad irridu naraw. Kif wara kollox irridu naraw min ser iħallas il-prezz. U l-prezz, tajjeb li niftakru, ma jitħallasx biss bl-euro.

Moving away from Ali Baba politics

Way back in 2008 during the general election, Alternattiva Demokratika – The Green Party in Malta had put the issue of a possible parliamentary coalition on the national political agenda.

The PN, then, did its best to try and ridicule the proposal as it preferred to go it alone. At the end of the day, the PN just managed to scrape through the general election by the minimum of margins (1580 votes) on a national level. Eventually, however, it had to pay the consequences, as it ended up as a political hostage of a couple of unprincipled mavericks.

Simon Busuttil is trying not to repeat his predecessor’s mistake. He has called for the formation of a coalition against corruption, hoping that until the forthcoming general election, such a coalition will coalesce around the PN. This is similar to the strategy adopted by Joseph Muscat who transformed the Labour Party into what he described as a “movement”. In practice, however, Muscat’s endeavours have only transformed his Labour Party into a modern day version of Ali Baba and the Forty Thieves!

To date, both the PN and the Labour Party have acted in such a way that the only coalition that made sense to them was the one within their own parties as both of them have over the years developed into grand coalitions, at times, championing diametrically opposed causes simultaneously.

However, coalitions are forged quite differently, at least those coalitions that are intended to contribute positively to the local political kaleidoscope.

The first foundation on which coalitions are built is reciprocal respect. Without reciprocal respect, those forming part of a coalition end up clowning around, trying to impress those around them with their buffoonery.

A second essential prerequisite for a coalition is an agreed political programme which clearly communicates the agreed common objectives of the coalition members. It would obviously be expected that members of such a coalition act in accordance to such an agreed political programme. Supporting environmental protection as an essential element of a programme to better everyone’s quality of life would undoubtedly feature in such an agreed political programme to which Alternattiva Demokratika could adhere. This would also be in line with the PN’s recent “conversion” in support of environmental activism.

It is not however clear how these newly discovered credentials of the PN are manifested by going around patting the management of Palumbo Shipyards and Malta Freeport Terminals on the back, congratulating them on their achievements which have inconvenienced their neighbours in the surrounding localities. This was recently done by the Leader of the Opposition Simon Busuttil during his visits to the Għajn Dwieli yard and the Kalafrana Terminal.

Consistency by the coalition members is not only desirable, it is an essential prerequisite for a coalition intended to last!

A coalition is not formed just to win an election. On the contrary, it seeks to win an election in order to be in a position to implement an agreed electoral programme. Winning an election is a means to an end and not an end in itself. It is for this reason that coalitions seek to bring together people and political parties who share a sufficient number of ideals on the basis of which they can construct a common electoral platform. Otherwise, what purpose would be served if those forming part of a coalition are not at ease with the new political environment which they seek to create?

For this specific reason, coalitions must be based on sound political principles. Having a coalition or a political party based on anything else is a recipe for the creation of an additional Ali Baba den, of which the present one is more than enough.

A solution to the current ethical crisis, which Malta’s political infrastructure is faced with, will not be delivered by a Parliament which is composed of only two political parties. This ethical crisis can only be overcome if more than two political parties make it to Parliament and if the winner-takes-all mentality and behaviour is consigned to the dustbin of history once and for all . This is both essential and possible without any changes to Malta’s electoral legislation and still allows for like-minded political parties to form a coalition.

It is important that those who have discarded good governance are set aside by the electorate in the forthcoming general election. It is however equally important that the machinery of government is never again entrusted into the hands of one single political party. In Malta’s particular circumstances only this can guarantee that good governance is placed on solid foundations.

Il-bieraħ fil-gazzetti kellna żewġ rapporti li jgħidu affarijiet bil-maqlub dwar it-tanker tal-gass.

Is-Sunday Times tgħidilna li waqt il-maltemp it-tanker ikollu joħroġ barra mill-port, waqt li l-Malta Independent on Sunday tgħidilna li ser jibqa’ hemm imma li ser jittieħdu miżuri biex ikun protett.

Huwa fatt li l-maltemp fil-Port ta’ Marsaxlokk jista’ jkun qalil. Fil-fatt fil-Freeport stess, minkejja l-protezzjoni parzjali mill-breakwater ukoll ikun hemm id-diffikultajiet tant li  jkollhom jissejħu t-tugboats għall-għajnuna.

L-Independent tikkwota lill-project manager tal-Electrogas li min-naħa tagħha tispjega dwar il-miżuri addizzjonali li huma ippjanati li jittieħdu matul il-ġimgħatejn li ġejjin. Il-project manager Catherine Halpin spjegat lill-Independent li ser tkun stallata fil-port sistema speċjali ta’ rmiġġ (mooring system) magħrufa bħala Spread Mooring System li huwa ippjanat li tagħti protezzjoni addizzjonali lit-tanker li ser ikun fil-port b’mod permanenti meta jkun hemm il-maltemp.

Tajjeb li issa għandna din l-informazzjoni għax s’issa ma jidhirx li huma aċċessibli r-rapporti li jeżistu dwar dawn il-miżuri.

Bħalissa għaddejjin numru ta’ argumenti bejn il-Partit Nazzjonalista u l-Partit Laburista dwar il-Bajja ta’ Marsaxlokk. Dwar il-kuntrast bejn l-impatti tal-Freeport u dawk tat-tanker tal-gass li dalwaqt ikun qiegħed fi triqtu lejn Malta minn Singapore!

Il-Partit Laburista fl-aħħar induna li l-Freeport għandu impatt negattiv fuq ir-residenti ta’ Birżebbuġa. Qed ngħid li fl-aħħar induna, għax għal numru kbir ta’ snin ħadd mill-Partit Laburista ma fetaħ ħalqu dwar dan is-suġġett. Inkluż meta l-Grupp Parlamentari Laburista kollu, unanimament, ivvota favur li l-konnċessjoni tat-Terminal tal-Port Ħieles lis-CMA-CGM tiżdied minn 30 għal 65 sena. Dakinnhar ħadd mill-Partit Laburista ma kellu riżervi favur ir-residenti ta’ Birżebbuġa. Imma biż-żmien il-Partit Laburista fetaħ għajnejħ. Iktar għall-konvenjenza milli b’konvinzjoni. Imma fetaħhom.

Allura issa li l-Partit Laburista fetaħ għajnejh dwar il-Freeport qed jakkuża lill-Partit Nazzjonalista li hu ma jimpurtahx mill-impatti fuq ir-residenti ta’ Birżebbuġa. Kif kien il-Partit Laburista sa ftit ilu!

Ir-risposta tal-Partit Nazzjonalista, kif antiċipat, hi emfasi fuq it-tanker tal-ħażna tal-gass li ser ikun sorġut fil-Bajja ta’ Marsaxlokk għal numru ta’ snin sakemm isir il-pipeline tal-gass bejn Malta u Sqallija.

Il-Partit Nazzjonalista u l-Partit Laburista jridu jdaħħqu dwar min għamel l-iktar ħsara!

Ir-realtà hi li l-ħsara jagħmluha t-tnejn imma din m’hiex ħsara komparabbli.

Il-ħsara kkawżata mill-Freeport Terminal hi riżultat ta’ ippjanar ħażin li ma qiesx l-impatti tal-operat tal-Freeport Terminal fuq ir-residenti ta’ Birżebbuġa. Huwa nuqqas li jmur lura sal-1962, li seta jkun ikkoreġut fis-snin tmenin u li minflok sar agħar bil-plots għad-djar li ħareġ il-Gvern fil-viċinanżi!

Il-ħsara li jista’ jikkawża t-tanker tal-gass hi li jqarreb il-periklu (anke jekk remot) lejn ir-residenti ta’ Birżebbuġa. Hawn ukoll hawn nuqqas ta’ ippjanar. Imma tajjeb, for the record, niftakru li l-Gvern Taljan permezz tal-ENI fl-1999 ried jagħmel il-pipeline tal-gass bejn Malta u Sqallija. Imma l-Gvern, dakinnhar immexxi mill-PN, ma wasalx għal ftehim!

Kieku l-Gvern immexxi mill-Partit Nazzjonalista ippjana l-politika tal-enerġija sewwa ilna iktar minn 10 snin li qlibna għall-gass u bla dubju ma jkunx hemm bżonn l-ebda tanker tal-gass!

Allura, ser jibqgħu għaddejjin biha dwar min għamel l-iktar ħsara?

Qed joqrob il-jum li fih it-tanker għall-ħażna tal-gass tal-power station jidħol u jitqiegħed fil-Port ta’ Marsaxlokk. Qed jgħidulna li dan ser ikun temporanju, jiġifieri għal ftit taż-żmien, sakemm jitlestew l-istudji dwar il-pipline tal-gass bejn Sqallija u Malta. Ovvjament trid iżżid ukoll iż-żmien biex il-pipeline jitqieghed f’qiegħ il-baħar inkluż ukoll il-perjodu tal-finanzjament, tendering u commissioning. Mhux xahar u tnejn.

Kemm ser ikun twil dan il-perjodu temporanju? Jiddependi mix-xogħol li sar diġà. Peró ma neħodiex bi kbira jekk dan iż-żmien ikun bejn 5 u 8 snin.

Sadanittant hemm il-ħtieġa li jkun ikkunsidrat il-permess operattiv tal-power station taħdem bil-gass f’Delimara. Dan il-permess ikun irid jissodisfa tlett tipi ta’ direttivi/regolamenti. Dawk dwar l-impjanti industrijali, dawk dwar l-impatti ambjentali (IPPC – Integrated Pollution Prevention and Control) u dawk dwar il-ħarsien minn inċidenti industrijali u l-impatti kemm ambjentali kif ukoll dawk ta’ protezzjoni ċivili (Direttivi ta’ Seveso).

Dan kollu jkun ikkunsidrat mill-Awtorità tal-Ambjent u Riżorsi flimkien ma’ awtoritajiet oħra, prinċipalment id-Dipartiment tal-Protezzjoni Ċivili u l-Awtorità għall-Ħarsien tas-Saħħa fuq il-Post tax-Xogħol. Imma ser ikun hemm ukoll bla dubju ħtieġa  ta’ eżami sewwa ta’ issues ta’ navigazzjoni minn Trasport Malta minħabba kemm it-tanker stazzjonarju (marbut mal-moll) fil-bajja ta’ Marsaxlokk kif ukoll minħabba li madwar 8 darbiet fis-sena ser jidħlu tankers bil-ħtiġijiet tal-gass skond kemm tkun qed tikkonsma gass il-Power Station ta’ Delimara.

Dawn huma kollha affarijiet li ġew diskussi f’ċerta dettall madwar sentejn ilu meta kien qed ikun diskuss il-permess ta’ żvilupp quddiem il-MEPA. Dakinnhar kien intqal li dawn kollha kienu affarijiet li riedu jkunu deċiżi iktar tard. Preċiżament issa hu dak il-mument, matul dawn il-ġimgħat u xhur li ġejjin.

Ser naraw matul il-ġimgħat li ġejjin dwar il-ħtieġa ta’ sigurtà huwa u jkun trasferit il-gass mit-tankers ġejjin u sejrin għal ġot-tanker stazzjonarju. Jekk hux veru li għal ċertu ħin il-port ikun jeħtieġlu illi jkun magħluq u kif dan (jekk minnu) ser jeffettwa l-operat tal Freeport u tas-sajjieda.

Irridu naraw kemm il-miżuri ta’ sigurtà fl-operazzjoni tal-power station huma f’posthom u xi drills ser ikunu meħtieġa (inkluż il-frekwenza tagħhom) biex ikun assigurat illi l-popolazzjoni residenzjali fil-viċinanzi tkun imħejjija għal kull eventwalità, anke jekk remota.

Wara l-inċidenti ta’ tmiem il-ġimgħa fil-ħruq tan-nar tal-festa ta’ Marsaxlokk bla dubju jridu jittieħdu prewkazzjonijiet ħafna iktar biex ikun assigurat li dawn it-tip ta’ inċidenti, jekk iseħħu, jinżammu l-bogħod kemm jista’ jkun mill-power station ta’ Delimara u l-ħażna tal-gass.

Dan kollu dwaru hemm l-obbligu li jkun hemm konsultazzjoni pubblika mar-residenti effettwati, dawk ta’ Marsaxlokk prinċipalment, imma probabbilment ukoll dawk ta’ Birżebbuġa.

Il-kostruzzjoni tal-pipe tal-gass eventwalment tnaqqas u tbiegħed il-perikli. Imma sa ma jasal dak il-jum, il-possibiltà tal-perikli, anke jekk remoti xorta qegħda wara l-bieb tagħna.

Lil hinn mill-partiġġjaniżmu politiku għandna l-obbligu li nassiguraw li l-affarijiet isiru sewwa. Biex dan isir għandna l-obbligu li neżaminaw kull pass li jsir. Għax b’hekk biss kulħadd joqgħod attent li jagħmel xogħolu sewwa.

Political calculation or environmental principle?

Joseph Muscat’s declaration that the Freeport Terminal will not be permitted to expand in Birżebbuġa’s direction due to its impacts on the residential community will inevitably have an effect on the Planning Authority. Viewed in the context of the recent Planning Authority decision not to approve the proposed Ħondoq ir-Rummien development, a pattern seems to be developing.

Given the fact that these two decisions are closely associated with localities that politically support the Labour Party it is still not clear whether this newly discovered sensitivity to restrict development which negatively impacts residential communities is based on political calculation or on environmental principle. This consideration is inevitable, in particular due to the report in this newspaper on 22 June that the Prime Minister had stated, in a discussion with environmental NGO Flimkien għall-Ambjent Aħjar, that he does not care about impact assessments, as residents get used to everything. As far as I am aware, the Office of the Prime Minister never corrected this report.

The Freeport Terminal debate clearly indicates that Birżebbuġa residents are determined to deliver a different message: they have had enough. During the last seven years there has been an ongoing tug-of-war between Birżebbuġa Local Council, MEPA and the Freeport Terminal Management. This has led to a number of improvements, the most important of which was the setting up of a tripartite Environmental Monitoring Committee that has served to build some bridges and to explore solutions to existing problems caused by the operation of the Freeport Terminal.

There was a time, around two years ago, when pressure was put on Birżebbuġa Local Council to drop its objections to specific operations. I distinctly remember representatives from the oil-rig repair industry  trying to convince the Council of the “benefits” that an oil-rig industry based at the Freeport Terminal could generate.

When these representatives realised that no one was convinced, an amendment to the environmental permit was forced through the then MEPA Board. To their credit, only three of the then board members understood the real issues and voted against the proposal: the two MPs (Joe Sammut and Ryan Callus) and the environmental NGO representative Alex Vella of the Ramblers Association.

The amended environmental permit would have permitted minor repairs to ships and oil-rigs berthed at the Freeport Terminal. However, after the MEPA Board meeting all hell broke loose, leading Prime Minister Joseph Muscat to disassociate himself from its decision and publicly align himself with the minority on the board opposing the changes. He then stated that he was in agreement with “his representative”, Labour MP Joe Sammut.

While the Freeport Terminal, faced with the reaction of residents, eventually relinquished the newly-acquired permit, the internal debate within the Labour Party continued, leading to the recent statement by Joseph Muscat that he is not in agreement with an expansion of the Freeport Terminal operations that would have a negative impact on the Birżebbuġa community.

Irrespective of whether it is a matter of principle or a political calculation which has led the Prime Minister to make such a statement, I submit that this is still a significant turning point that has been achieved as a direct result of Birżebbuġa Local Council’s persistent lobbying. It contrasts with the position taken by the Leader of the Opposition, who looks forward to an increase in the operations of the Freeport Terminal, without batting an eyelid over the resulting, continuously increasing, impact on the residential community.

The Prime Minister’s statement, while being a positive first step, is certainly not enough. It needs to be translated into policy as an integral part of the revised Local Plans currently under consideration. It is also important that the Prime Minister’s newly identified sensitivities are exported to other areas in Malta and Gozo. It is essential that, in a small country such as ours, third party rights opposing “development” are reinforced.

The issue at stake is far larger than Birżebbbuġa or the Freeport Terminal. It is a tug-of-war between those supporting “development” at all costs and our residential communities. The government must, through planning policy, be supportive of all our residential communities without exception.

Il-Freeport : il-ħmar iwaħħal f’denbu!

Matul dawn il-ġranet kienu ppubblikati diversi artikli b’kummenti dwar id-deċiżjoni li ħa l-Gvern u kkomunikata mill-Prim Ministru li mhux għaqli li l-Port Ħieles jitħalla jikber fid-direzzjoni ta’ Birżebbuġa minħabba l-impatti fuq ir-residenti.

Id-deċiżjoni hi waħda tajba imma ………………. tfisser li l-awtoritajiet li wassluna sa dan il-punt m’għamlux xogħolhom sewwa. B’mod partikolari l-MEPA li repetutament ħadet deċiżjonijiet mingħajr ma qieset sewwa l-impatti fuq in-nies, residenti f’Birżebbuġa.

Sentejn ilu, f’April 2014, il-MEPA kienet anke ddeċidiet li tagħti permess biex isiru xogħolijiet ta’ tiswija żgħira ta’ vapuri u oilrigs fil-Port Ħieles. Deċiżjoni li kienet wasslet għal dikjarazzjoni pubblika kuntrarja minn Joseph Muscat.

Quddiem dan kollu hemm mistoqsija waħda: kemm ser idumu jinħatru dawn it-tip ta’ nies fit-tmexxija tal-awtoritajiet jekk m’humiex kapaċi jmexxu? Għax dawk magħżul sal-lum ftit li xejn għandhom sensittività dwar kif dak li huma ser jiddeċiedu dwaru jeffettwa lir-residenti.

Dawn min jagħżilhom? Mhux kollha bil-barka tal-Prim Ministru jintagħżlu? Hemm xi cans li jintagħżlu persuni aħjar? Forsi ma nibqgħux bil-ħmar iwaħħal f’denbu!
