Birżebbuġa: minn ġot-taġen għal ġon-nar

Id-deċiżjoni tal-Gvern li jagħżel sit għal trakka għat-tlielaq tal-karozzi f’Ħal-Far, viċin ta’ Birżebbuġa juri nuqqas kbir ta’ sensittività fil-konfront tal-komunità ta’ Birżebbuġa. Ir-residenti ta’ Birżebbuġa ilhom is-snin jaqilgħu ġo fihom bl-istorbju madwarhom. Imma ħadd mill-awtoritajiet m’hu qed jagħti każ. Kollha għala biebhom.

Il-parti l-kbira tal-ajruplani jinżlu fl-Ajruport Internazzjonali tal-Gudja minn fuq parti miż-żona residenzjali ta’ Birżebbuġa. Dan iseħħ kuljum. Ir-residenti tant draw b’dan, li uħud ftit li xejn għadhom jagħtu kaz bl-ajruplani storbjużi jittajjru fil-baxx : avolja xorta qed issir ħsara lill-saħħithom kif tispjega repetutament l-Organizzazzjoni Dinjija tas-Saħħa (WHO). Ma’ dan żid l-impatti tat-Terminal tal-Port Ħieles, kuljum, xi drabi lejl u nhar. Xi drabi diffiċli biex tissaporti. Meta wara ġurnata xogħol tfittex il-mistrieħ u ma issibux, tkun ilħaqt il-limitu tal-paċenzja.  

Dan it-tniġġiż xi kultant jitnaqqas ftit bħala riżultat ta’ titjib fl-iżviluppi teknoloġiċi. Imma huwa ċar li sostanzjalment, Birżebbuġa, ser tibqa’ tgħum fl-istorbju.

Iż-żona residenzjali Tal-Papa f’Birżebbuġa hi l-iktar waħda effettwata mill-istorbju ġġenerat mill-ajruplani u mit-Terminal tal-Port Ħieles. Hi ukoll iż-zona l-iktar viċin tat-trakka għat-tlielaq tal-karozzi.   Apparti ż-żona Tal-Papa li qegħda ġol-limiti tal-iżvilupp hemm ukoll il-komunità residenzjali ċkejkna ta’ Bengħajsa kif ukoll numru żgħir ta’ residenzi rurali: fihom ukoll jgħixu in-nies!  

Iz-zona residenzjali Tal-Papa qegħda 1,500 metru biss il-bogħod mit-trakka proposta. Hemm numru ta’ residenzi rurali, barra miz-zona tal-iżvilupp li huma ferm iktar viċin tat-trakka minn hekk.  

L-art li fuqha hemm il-proposta għal trakka tat-tlielaq tal-karozzi illum hi parti miż-żona industrijali ta’  Ħal-Far. Issa jidher li anke l-Malta Industrial Parks ser tibda tilgħab il-logħob elettorali. Mhix xi ħaġa normali li l-Malta Industrial Parks tirrilaxxja art li tifforma parti minn żona industrijali. Għall-ebda raġuni! L-unika żvilupp li jista’ jsir fuq art ta’ din ix-xorta hu żvilupp industrijali. Il-bqija mhux aċċettabbli għax imur kontra dak li jipprovdi l-pjan lokali.  Is-saltna tad-dritt tapplika għall-ippjanar tal-użu tal-art ukoll: għar-regoli u r-regolamenti tal-ippjanar. Il-Pjani Lokali m’għandhomx jibqgħu jġebbdu fihom. Giebuhom agħar miċ-chewing gum.

L-iżvilupp tat-trakka għat-tlielaq tal-karozzi fuq l-art li ġiet indikata ser iwassal għal tniġġiż sostanzjali mill-ħsejjes ġġenerati li ser ikollhom impatt fuq iż-żona residenzjali f’Birżebbuġa li hi viċin ħafna. Miżuri ta’ mitigazzjoni jistgħu jnaqqsu xi ftit dawn l-impatti, imma dawn l-impatti sostanzjalment ser jibqgħu hemm, idejqu lir-residenti.

Is-sit hu diġa użat għat-tlielaq fi tmiem il-ġimgħa. L-istorbju ġġenerat f’dawn il-ġranet jasal anke sa Ħal-Safi u Ħal-Kirkop, aħseb u ara sa Birżebbuġa. Residenti infurmawni li xi drabi l-attività konnessa mat-tlielaq tal-karozzi ġieli damet sas-sagħtejn ta’ fil-għodu. Lir-residenti, id-dilettanti tat-tlielaq tal-karozzi dejjem ġew għala biebhom minnhom!  Hu ftit diffiċli li wieħed jifhem kif jistgħu jibdlu l-imġiebha tagħhom issa.

It-tniġġiż ikkawżat mill-ħsejjes ser ikollu ukoll impatt fuq iż-żona ta’ importanza ekoloġika li qegħda fil-viċin ħafna. Issa ser ikun possibli li naraw kif dawk li jmexxu l-ERA, l-awtorità li tħares l-ambjent, jitgħawġu ġanċ biex jippruvaw jiġġustifikaw dak li mhux ġustifikabbli.

Safejn naf jien, f’Malta ma hawn l-ebda sit li jista’ jakkomoda b’mod raġjonevoli t-trakka proposta għat-tlielaq tal-karozzi mingħajr ma tikkawża impatti negattivi fuq in-nies jew fuq l-ambjent jew it-tnejn. Malta żgħira fid-daqs u iktar ma nirrealizzaw dan malajr iktar ċans li tieqaf issir il-ħsara permezz ta’ proġetti li ma hawnx spazju għalihom. In parti dan hu l-prezz li jeħtieg li nħallsu għal nuqqas ta’ ippjanar tul is-snin.

Kemm il-PN kif ukoll il-PL jappoġġaw dan il-ġenn. It-tnejn li huma jitgħawġu ġanċ biex jappoġġaw dawn il-proposti. Sal-lum ma iddejqux li jissagrifikaw il-kwalità tal-ħajja tar-residenti ta’ Birżebbuġa biex jissodisfaw il-lobby tat-tiġrijiet tal-karozzi.  Il-komunità residenzjali ta’ Birżebbuġa ilha taqla’ ġo fiha.  Li l-Gvern ikompli jżid ma dan hu inuman. Birżebbuġa ser tispiċċa minn ġot-taġen għal ġon-nar.

Huwa biss b’membri parlamentari ħodor minn ADPD fil-Parlament li jmiss li nistgħu nibdew nindirizzaw dawn l-abbużi. Il-PLPN ma jinteresshomx mill-kwalità tal-ħajja tan-nies imma biss mill-poter!

Birżebbuġa: adding insult to injury

Government’s decision to select a site for a car-racing track at Ħal-Far, on the outskirts of Birżebbuġa, betrays a gross lack of sensitivity towards the welfare of the Birżebbuġa community. Birżebbuġa residents have been at the receiving end of noise pollution for ages. Apparently, no one in authority cares. They are not the least bothered.

Most aircraft approach landing at Gudja International Airport over part of the Birżebbuġa residential area. This happens throughout most of any normal day. Birżebbuġa residents are so used to it that at times they barely notice the noise from aeroplanes at low altitude blasting above: nothwithstanding, this is damaging to their health as attested to repeatedly by the World Health Organisation (WHO). Added to this, Birżebbuġa residents have to bear the impacts of the Freeport Terminal, likewise a round the clock operation! At times the noise pollution from the Freeport Terminal in areas of Birżebbuġa is unbearable. After a day’s work you seek some resting time and you are obstructed from doing so by the excessive noise around you.

These noise sources may be slightly mitigated through the application of technological improvements. It is however clear for Biżebbuġa residents that these impacts are substantially here to stay.

The Tal-Papa residential area in Birżebbuġa is already the zone most impacted by aircraft and Freeport Terminal noise pollution. It is also the zone closest to the planned car-racing track.  Beyond the residential development within the limits of development there is also the Bengħajsa hamlet as well as a number of rural units, some of which are still used for residential purposes.

The Tal-Papa residential area is as close as 1,500 metres to the proposed racing track. A number of rural residences, outside the development zone are even closer than this to the projected racetrack. 

The land on which the racing track proposal may be developed forms part of the Ħal-Far Industrial Estate. It seems that now, even Malta Industrial Parks is playing electoral games.  It is not normal for Malta Industrial Parks to release land forming part of an industrial estate for any purpose whatsoever! The only permissible development on such land is related to industrial development. Anything beyond that is unacceptable as it goes against the parameters determined by the Local Plan. The rule of law is applicable to planning rules and regulations too. Local Plans should not be further transformed into chewing gum, having unlimited elasticity!

The development of the car-racing track on the indicated land will generate substantial noise pollution which will impact a residential area in Birżebbuġa which is not so far away. Mitigation measures may reduce slightly the impacts but it will keep annoying the residents just the same!

The site is already in use on weekends: the resulting acoustic pollution is being picked up as far away as Kirkop and Safi, let alone in Birżebbuga itself. At times, residents inform me that this goes on well into the night, even as late as 2am. Car-racing enthusiasts never had the minimum of respect towards the residential community! It is difficult to imagine how they could change their behaviour at this point in time.

The acoustic pollution generated will also have an impact on an area of ecological importance close by. We will now be able to see how far the ERA bigwigs twist their spine to enable them to justify the unjustifiable.

As far as I am aware no site in Malta can reasonably accommodate this racing track without being the cause of extreme nuisance to residents, damaging to the environment or both. Malta is small in size. The sooner this basic fact sinks in, the better. It should be realised that there is no room for projects such as this car-racing track!  In part this is the price we have to pay for a lack of planning over the years.

Both the PN and the PL are supporting this madness. Both of them are willing to accommodate the racing track lobby. They have so far considered the Birżebbuġa residential community as unavoidable collateral damage in their drive to satisfy the racing track lobby. The Birżebbuġa residential community has already been at the receiving end of all sorts of acoustic pollution. Adding to this is grossly inhumane. It adds insult to accumulated injury.

Only Green MPs in the next parliament can apply the brakes to this madness. PLPN is not interested in the welfare of residents: they are only interested in raw power.

Toni Abela fir-raba’ sular

Id-deċiżjoni tal-bieraħ tal-Kumitat tal-Parlament Ewropew dwar il-Kontroll tal-Budget setgħet kienet antiċipata. Toni Abela hu persuna li qatt ma ħarab il-kontroversja, u l-istess kontroversja bla dubju baqgħet tiġri warajh.

Bħal ħafna oħrajn jiena kont sorpriż meta l-Gvern iddeċieda li jinnomina lil Toni Abela għall-Qorti tal-Awdituri, prinċipalment minħabba li m’għandu l-ebda esperjenza ta’ amministrazzjoni pubblika. Qatt ma miss direttament b’idejh id-deċiżjonijiet politiċi dwar l-allokazzjoni ta’ fondi pubbliċi u l-infieq tagħhom. Esperjenza f’dan il-qasam ma kellu xejn.  L-esperjenza bħala Viċi Sindku tal-Ħamrun 24 sena ilu, fil-fehma tiegħi ma tfisser assolutament xejn.

Ma dan trid iżżid il-kontroversja dwar id-droga fil-Każin Laburista ta’ Ħal-Safi li dwarha, l-ispjegazzjoni li ta Toni Abela, anke jekk probabilment hi korretta, qatt ma kienet sodisfaċenti. Hi spjegazzjoni li ma kkonvinċiet lil ħadd. Hi kontroversja li wasslet ċar il-messaġġ li l-Partit Laburista ipproteġa l-kriminalità fil-każini tiegħu.

Dan kollu, trid tarah ukoll fid-dawl tad-dibattitu kurrenti dwar il-korruzzjoni fil-pajjiż kif ukoll fid-dawl tal-fatt li l-kaz John Dalli ta lil Malta isem ħażin fuq l-livell Ewropew. Dan hu salib li bħala pajjiż irridu inġorru għal snin kbar u minħabba fih kulħadd ser jeżamina kull ma nagħmlu u nipproponu bil-lenti.

Hemm min qed jgħid li dan kollu hu riżultat ta’ kampanja negattiva mill-membri parlamentari tal-PN fil-Parlament Ewropew. Issa jiena ma nafx dawn x’għamlu, imma naf li illum il-ġurnata, sempliċi search fuq l-internet, f’tebqa’ t’għajn tagħtik l-informazzjoni kollha li tkun trid jew teħtieġ, mhux biss dwar Malta iżda ukoll dwar Toni Abela.

Fid-dawl ta’ dan kollu Toni Abela seta faċilment antiċipa r-riżultat tal-bieraħ. Żbalja bil-kbir meta aċċetta n-nomina.

Għadni ma nistax nifhem kif l-istrateġisti tar-raba’ sular dan kollu ma fehmuhx.

The airport and its neighbours

Earlier this week, the management of Malta’s International Airport announced a €78 million investment programme, aimed at enlarging the terminal buildings, improving and upgrading existing facilities for the handling of passengers and  further developing a business hub.

The airport terminal at Gudja is Malta’s only such facility and so, to a certain extent, the further development of the existing capacity to handle the arrival and departure of passengers is essential. And yet, due to the limitations of size, the proximity of Gudja’s airport to the surrounding villages of Luqa, Gudja, Kirkop and Safi has to be borne in mind. Size limitations signify that even essential works will have an impact on the surrounding communities and thus have to be thought out carefully.

Its been over five years since MEPA has received a planning application for the consideration of an updated master-plan for Malta International Airport. PA5548/10 was submitted in November 2010. A previous version of the master-plan was approved in 1997 (PA5681/96) while another version, submitted in 2003 (PA5306/03), was withdrawn.

The latest proposed master-plan currently under consideration by MEPA includes provision for the enlargement of the terminal building to include additional facilities to handle passenger traffic as well as the construction of five new buildings for a range of commercial and leisure activities.

The proposed masterplan and the environmental planning statement (EPS) published late in 2014 for public consultation focus on the proposed business hub and emphasise that the well-established trend for international airports is to expand to “include ancillary business and retail facilities.”

The masterplan was fed by two studies commissioned by the Malta International Airport. The first – carried out by Locum Consulting – studied the office market in Malta and apparently concluded that the “high quality office stock supply” is limited in comparison to the existing demand.  An audit of the proposed masterplan was also carried out by Eriksson + Partner GmbH.

The EPS contains selective quotes from these two reports, but the reports themselves have not been made public. Both MEPA and MIA have resisted requests to publish these reports as they consider that they are commercial reports and do not contain information on environmental impact.

Malta’s only airport has its requirements. In particular, it needs to cater for the increasing number of passengers it handles. This year, the number of passengers handled has recently surpassed the 4.5 million mark. It will undoubtedly continue to rise and it stands to reason that the passenger-handling facilties, currently bursting at the seams, need to be upgraded.

What number of passengers is being planned for? What are the forecasts ? This information is not available as part of the documentation which has been published to date.

The inevitable increase in the number of passengers to be handled by MIA will have an impact on the surrounding area. The traffic generated, and the  emissions associated with this, will further deteriorate the air quality in the main roads leading to Gudja. There will also be an increase in noise pollution.

The Environment Planning Statement identified the Ħal-Farruġ Road/Qormi Road roundabout at Luqa as requiring upgrading  as a result of long-term traffic projections made. It did not, however, identify any other major traffic impact on the villages surrounding the airport. In particular, the EPS did not consider it relevant to consider that already, at this point in time, the residential area of Gudja – less than 50 metres away from the boundary of the airport carpark –  is being used by airport employees and passengers as an additional carpark, thereby creating an unnecessary burden on Gudja itself.

The current burden for the airport’s core functions, and the first phase of the Skyparks project, are primarily being borne by the communities of Luqa, Gudja, Kirkop and Safi.

Additional impact due to an increase in the airport’s core functions is unavoidable. But making matters worse through further development of the airport as a business hub is verging on sadistic. Gudja’s airport should not be compared to major airports when determining long-term functions, but rather to regional airports.

Given Malta’s size, practically all facilities are available within a 15-minute drive from the airport. It would hence make sense for the airport’s management to realise that the airport’s corporate social responsibility should not be limited to funding some restoration projects. It is about time that it focused on the fact that human beings reside in the surrounding villages. The airport’s contribution to Malta’s economic performance is welcome but this should not be at the expense of the quality of life of the surrounding communities.

Il-bluff tal-PN dwar l-ambjent

Il-PN qed jipprova jiġbor ġieħu. Qed jitkellem u jipprova jagħti l-impressjoni li l-għandu l-ambjent għal qalbu.

Qed ixerred id-dmugħ tal-kukkudrilli dwar l-ODZ. Il-PN ma jaqbilx mal-bini barra miż-żona tal-iżvilupp (fl-ODZ) tgħidilna l-kelliema tal-PN dwar l-ambjent Marthese Portelli bi kważi d-dmugħ f’għajnejha.

Sadanittant imma l-PN jibqa l-partit li fiż-żmien li għamel fil-Gvern għamilha possibli biex isir bosta bini barra miż-żona tal-iżvilupp.

Fl-artiklu tal-bieraħ fuq dan il-blog semmejt iż-żewġ miljun metru kwadru ta’ art ODZ li saru tajbin għal bini bil-barka tal-PN fil-Gvern.

Imma hemm bosta iktar eżempji.

Tiftakru meta twaqqgħet il-Lukanda Solemar fil-Marfa u l-binja li telgħet flokha kienet ferm ikbar milli kien indikat fil-permess? Dakinnhar l-iżviluppatur kien bena bla permess fuq art pubblika, ukoll barra miż-żona tal-iżvilupp. Il-Gvern immexxi mill-PN (direttament jew permezz tal-MEPA) flok ma applika l-liġi u waqqa’ l-bini bla permess, sab “soluzzjoni” billi wara ħruġ ta’ “sejħa għall-offerti” irranġa kollox. Anke dakinnhar  l-arroganza rebħet billi l-Gvern baxxa rasu quddiem min ħataf l-art u abbuża. Dakinnhar ukoll art ODZ inbniet u l-Gvern immexxi mill-PN ma tniffisx ħlief biex jikkoopera ma min seraq l-art pubblika.

Smajtu f’dawn il-ġranet dwar il-bini tad-diversi friegħi tal-Lidl, b’mod partikolari dawk ta’ Ħal-Safi u Ħal-Luqa li t-tnejn inbnew f’żoni ODZ ukoll fi żmien Gvern immexxi mill-PN. Fl-2008 Alternattiva Demokratika kienet semmgħet leħinha dwar il-każ. Ara hawn dak li ktibt dakinnhar.

Nista’ nibqa’ sejjer, u ma nispiċċa qatt.

Dawn huma kollha dnubiet ambjentali li ma nħafrux u l-anqas ma ntesew bħala riżultat tal-aħħar elezzjoni ġenerali. Għax għadna nbatu l-konsegwenzi bħala pajjiż. Ser nibqgħu nbatu l-konsegwenzi, u l-PN li kien il-kawża ta’ dan kollu frisk bħal ħassa, jidhirlu li l-Passat għadda u mar.

Mhux jien, jgħid Simon Busuttil. Mhux jien tgħid Marthese Portelli.

Imma sadanittant lil dak li kien responsabbli biex idderiġa din il-ħerba, lil George Pullicino, ħbewħ u issa tawħ l-inkarigu ta’ kelliemi tal-Opposizzjoni għal Kindergarten.

Il-passat ambjentali tal-PN ma nistgħux ninsewh. Għax mhux biss ħarbat il-preżent iżda għamel il-futur ta’ dan il-pajjiż iktar diffiċli.

Meta tqis dan kollu, d-dmugħ tal-kukkudrilli tal-PN dwar l-ambjent hu kollu bluff. Il-passat tagħhom hu mera tal-futur. Kważi ħamsa u għoxrin sena huma iktar minn biżżejjed biex juruna dak li fil-fatt jemmnu.

Il-Labour huma agħar minn hekk, kif qed naraw u ilna naraw ġimgħa wara l-oħra minn Marzu 2013 sal-lum.

L-irħula madwar l-ajruport ta’ Malta

Il-Malta Today illum irrappurtat dwar l-iżvilupp propost fl-Airport Internazzjonali ta’ Malta.

Hemm applikazzjoni pendenti għal Masterplan li tinkludi diversi binjiet.

L-impatti ikkawżati minn dan l-iżvilupp ser ikun sostanzjali fuq il-komunitajiet madwar l-Airport u ċjoe fuq l-irħula ta’ Ħal-Luqa, l-Gudja, Ħal Kirkop u Ħal-Safi.

L-iżvilupp propost ser jiġġenera ħafna iktar traffiku fid-direzzjoni tal-ajruport u per konsegwenza iktar tniġġiż tal-arja.

L-airport ta’ Malta hu airport ta’ pajjiż żgħir, daqs wieħed reġjonali fil-kontinent Ewropew,  u ma jagħmilx sens li jkun fih facilitajiet bħall-ajruporti l-kbar tad-dinja. Il-facilitajiet provduti għandhom ikunu kompatibbli mad-daqs żgħir tal-pajjiż. Għandhom ukoll jieħdu in konsiderazzjoni li tefa ta’ ġebla l-bogħod hemm erbat irħula li fihom hemm diversi negożji żgħar. Kif ser jiġu effettwati dawn in-negozji żgħar? Din mhix biss materja ta’ kompetittivita’, imma fuq kollox hi materja ta’ infrastruttura ekonomika u soċjali fl-irħula tagħna li bi proġetti bħal dawn ser titmermer b’rata aċċellerata.

Fil-ġranet li ġejjin jagħlaq iż-żmien ta’ konsultazzjoni pubblika dwar ir-rapport li jikkonsidra l-impatt ambjentali. Imbagħad ikollna ċans li niddiskutu dan il-proġett f’iktar dettall.

L-ibliet u l-irħula tagħna għandhom bżonn inkoraġġiment biex isaħħu l-infrastruttura ekonomika u soċjali. L-iżvilupp veru ma jkissirhomx iżda jagħihom is-saħħa.

 

Il-MEPA u l-froġa tal-Mistra Village

Il-Kummissarju tal-Ambjent u l-Ippjanar David Pace f’rapport li ġie ippubblikat il-bierah it-Tnejn 2 ta’ Diċembru 2013 fi ftit kliem jgħid li l-permessi għall-iżvilupp mill-ġdid tal-Mistra Village huma froġa oħra tal-MEPA. Dan jagħmlu wara li mexxa investigazzjoni fuq talba ta’ Din l-Art Ħelwa.

Il-frejjeġ fil-MEPA li kienu jsiru taħt Lawrence Gonzi, George Pullicino u Mario Demarco għadhom qed isiru taħt Joseph Muscat u Michael Farrugia.

Hu ġustifikat, jgħidilna l-Kummissarju tal-Ambjent u l-Ippjanar, li l-permessi għall-iżvilupp tal-Mistra Village jkunu irtirati.

Ir-rapport li tistgħu taqrawh fuq is-sit elettroniku ta’ Din l-Art Ħelwa jagħti raġunijiet dettaljati biex jispjega għaliex il-Kummissarju David Pace wasal għal din il-konklużjoni. Ir-rapport jispjega xi tħalla barra fil-konsiderazzjonijiet li għamel id-Direttorat tal-Ippjanar u jgħid li l-Bord tal-MEPA kien iggwidat ħażin mill-Major Projects Unit tal-istess MEPA. Il-Bord tal-MEPA ngħata informazzjoni nieqsa u informazzjoni żbaljata.

F’pajjiż ċivilizzat il-Bord tal-MEPA kien jirreżenja en bloc wara deċiżjoni bħal din.

Darba waħda hekk kien sar meta l-Perit Joseph Falzon kien ħareġ rapport dwar il-permess abbużiv tal-LIDL ta’ Ħal-Safi fuq talba għal investigazzjoni li dakinnhar kienet saret minn Alternattiva Demokratika . Dakinnhar 6 minn 7 membri tal-Kummissjoni għall-Kontroll ta’ l-Iżvilupp li approvat il-permess kienu irriżenjaw lejlet l-elezzjoni ġenerali tal-2008.

Ma nafx kemm il-wieħed jew waħda mill-membri tal-Bord tal-MEPA għandhom il-kuraġġ li jammettu li għamlu żball u li għandhom iħallsu tiegħu billi jirreżenjaw.

I attended yesterday’s business breakfast organised by the Malta Motorsports Federation on its proposal to build a Road Safety and Motorsports Facility in Malta.  The proposal requires a land area of between 33 and 40 hectares and it appears that government has already identified the land which could serve for this purpose. Indications given so far are that it is in the vicinity of the airport, close to Safi and Kirkop.

During the Business Breakfast the Prime Minister expressed qualified support for the project. He referred to issues of noise and financial feasibility as being basic and which in his view require to be addressed in more detail before government considers the matter definitely to take a final decision.

I also heard veteran entrepeneur Maurice Mizzi air his views. He agreed with the road safety aspect of the project whilst disagreeing with the motor sports part on the basis of noise pollution.

The two aspects of the proposed project are complimentary. The Motor Sports aspect is considered to be the revenue generating part whilst the Road Safety aspect will contribute to an organised professional drive to have better trained drivers. The road safety aspect of the project was defined by one of the foreign speakers as being a CSR driven project, a means through which Motor Sports channels back into the community profits which are generated.

The issues to be examined are not only those relating to financial feasibility and noise impacts as emphasisied by the Prime Minister. Air quality and the emission of particulate matter resulting from the fuels which will be in use has to be studied in detail. One has also to consider the fact that the localities in the vicinity of the airport are already subject to excessive noise pollution resulting from the operations of Malta’s International Airport.

With this in mind whilst emphasising that the proposed project may serve as a much needed educational tool to improve driving skills much more needs to be examined before it can be given the go-ahead.

Our community may reap great benefits from this initiatve through improved road safety. As to the sports aspect one has undoubtedly to consider further. Eventually a decision will depend on the technical parameters of the project, the proposed mitigating measures and the precise location of the site. Any decision has to await such time as these issues are clear. It has to be clear that the communities close by are not shouldered with more burdens. They have shouldered more than enough to date.

Ħalluna naħdmu ………ħalluna ngħixu

Ħalluna naħdmu.

Hekk qal l-iżviluppatur Sandro Chetcuti waqt laqgħa organizzata man-nies tan-negozju mill-Partit Laburista. Dan hu slogan li qed jintuża issa biex ifisser ġlieda kontra l-burokrazija. Fost oħrajn kontra l-hekk imsejħa burokrazija fil-MEPA.

Qalulna li fil-Ġermanja permess ta’ żvilupp joħroġ fi tlett xhur iżda f’Malta jieħu ta’ l-inqas tmien xhur.

Li ma qalulniex li f’Malta l-industrija tal-bini tħalliet għal snin sħah tagħmel prattikament dak li trid. Bil-konsegwenza li presentement hawn iktar minn 70,000 post residenzjali vojt. Dawn il-postijiet vojta huma ekwivalenti għal 9 darbiet daqs iż-żona residenzjali ta’ B’kara.

Ma qalulniex li minkejja l-attaparsi kontrolli l-MEPA ħarġet permessi li qatt ma kellhom joħorġu.

Il-Lidl ta’ Ħal Safi inbena bħala riżultat ta’ permess ta’ żvilupp li qatt ma kellu joħroġ. Tant li wara li l-Uffiċjal tal-Verifika (Audit Officer) tal-MEPA fi Frar 2008 ikkonkluda l-investigazzjoni tiegħu kienet irreżenjat il-Kummissjoni għall-Kontroll ta’ l-Iżvilupp.

Il-Lidl ta’ Ħal-Luqa mhux biss nbena f’żona li ma kienx permess li jsir dan il-bini talli l-parkeġġ tiegħu qiegħed sitwat taħt l-aħħar parti tal-flight path għall-mitjar internazzjonali ta’ Malta. Jiena infurmat li waqt li kien għaddej ix-xogħol ta’ kostruzzjoni fis-sit tal-Lidl f’Ħal-Luqa minħabba l-jib tal-krejnijiet li kien hemm fil-parking area l-aċċess għall-mitjar ingħalaq għal xi ħin. Huma u neżlin l-ajruplani tant ikunu fil-baxx meta jkunu fuq il-parkeġġ tal-Lidl ta’ Ħal-Luqa li kien hemm periklu serju ta’ inċident minħabba dawn il-krejnijiet.

Il-problemi konnessi mal-MEPA huma is-swaba politiċi li hemm fiha l-ħin kollu. Ir-riforma tal-MEPA ma indirizzatx l-iżjed element essenzjali u ċjoe kif jinħatru dawk li jieħdu d-deċiżjonijiet. Dwar dan Alternattiva Demokratika fil-manifest elettorali li ser tippreżenta għall-elezzjoni ġenerali li għandna wara l-bieb ser terġa’ tipproponi soluzzjoni li lill-politiku toħorġu l-barra mill-proċess li permezz tiegħu preżentement qiegħed involut direttament fid-deċiżjonijiet u minflok issaħħaħ ir-rwol tiegħu (tal-politiku) fejn tidħol is-sorveljanza.

Il-MEPA għandha rwol importanti. Sfortunatament m’hiex titħalla taqdi dan ir-rwol. Tkun tista’ taqdi dan ir-rwol meta jinħatru persuni kapaċi fit-tmexxija tal-MEPA. Dawn il-persuni jeħtieġ li jkunu disponibbli biex kontinwament jagħtu kont ta’ egħmilhom. Ir-rwol tal-MEPA mhux biss li toħroġ jew iżżomm il-permessi tal-iżvilupp. Fuq kollox għandha l-obbligu li fid-deċiżjonijiet tagħha u permezz tagħhom tassigura li l-kwalita’ ta’ ħajja li ngħixu lkoll kemm aħna titjieb.

Biex dan ikun jista’ jsir il-MEPA trid trabbi is-snien mal-Gvern u l-awtoritajiet pubbliċi. (Għax fost l-agħar deċiżjonijiet tal-MEPA hemm dawk fejn huwa involut il-Gvern: il-power station f’Delimara, il-Freeport f’Birzebbuga, l-impjant tal-iskart ta’ Sant’ Antnin f’Marsaskala……) Meta dan ikun jista’ jsir, imbagħad  ikun possibli li jingħad li l-MEPA qed taqdi l-missjoni tagħha.
