L-ippjanar bl-addoċċ tal-użu tal-art tul is-snin flimkien mal-kaċċa irresponsabbli u insostenibbli kienu fuq quddiem fl-agenda ambjentali għal ftit taż-żmien mhux ħażin. Il-kwalitá tal-arja f’pajjiżna hi effettwata prinċipalment mill-emmissjonijiet tal-karozzi. Teħtieġ li tkun indirizzata permezz  ta’ strateġija nazzjonali dwar it-trasport li tinkoraġixxi forom alternattivi ta’ aċċess sostenibbli bejn l-ibliet u l-irħula tagħna.

Il-metro li qed tiġi proposta ta’ min jikkunsidraha minkejja li s’issa għad ma hemmx dettalji biżżejjed dwar il-proposta nnifisha. L-użu ikbar tar-rota tradizzjonali kif ukoll tal-pedelecs ukoll jagħti kontribut sostanzjali għal iktar mobilitá u anke għal kwalitá tal-ħajja aħjar. Imma dan jeħtieġ investiment sostanzjali fl-infrastruttura. L-iskart li niġġeneraw huwa wġiegħ ta’ ras ambjentali kbira li fl-aħħar qed jingħata iktar attenzjoni. Presentement qed ikun indirizzat l-iskart organiku ġġenerat mill-qasam domestiku. Jekk dan l-iskop jintlaħaq dan jista’ jagħti riżultati tajbin għax l-iskart organiku jammonta għal madwar nofs l-iskart li niġġeneraw mid-djar tagħna. Imma hemm ħtieġa urġenti ukoll li l-awtoritajiet tat-turiżmu jiffukaw ftit attenzjoni fuq l-iskart organiku li jiġġeneraw ir-restoranti u faċilitajiet simili għax dan il-qasam kien traskurat għal ftit taż-żmien mhux ħażin.

Il-qasam tal-iskart jista’ jiġġenera ħafna impiegi ambjentali (green jobs) f’industrija tar-riċiklaġġ li għad tista’ tikber għax għandha potenzjal kbir. Din hi problema li kibret magħna tul is-snin minħabba traskuraġni: nistgħu bi ftit attenzjoni nittrasformawha f’opportunitá li mhux biss tissarraf fi kwalitá tal-ħajja aħjar imma ukoll f’ġid ekonomiku.

Green and clean :  beyond land use planning and hunting

It is obvious to everyone that the environment is nowadays an integral part of the political lexicon of all the political parties in Malta. Whether this is out of conviction or out of convenience is,  however, another story altogether. Irrespective of the objective, it is still however positive to observe this development.

Reckless land use planning over the years, as well as irresponsible and unsustainable hunting, have been at the forefront of the environmental agenda for quite some time and I have already written extensively on these topics. Caring for the environment signifies much more than this, even though both land use planning and hunting will, of necessity remain at the top of Malta’s environmental agenda.

However, competing for attention and resources, the quality of the air we breath – as well as the waste we generate – are two specific areas which will undoubtedly be on the environmental action agenda in the months and years ahead. These are areas which the environmental lobby has been emphasising for years on end as being crucial in determining a better quality of life for all.

Air quality has to be tackled head on through the formulation of a transport strategy that seeks to encourage alternative forms of sustainable access between our towns and villages. This will most probably be a combination of various means and actions.

The proposed metro is an option worth considering, even though details are currently not available. The metro will only be feasible if it is linked with focused action on reducing the number of cars from the road and ensuring that all remaining cars on the road, after a reasonable transition, are electric cars. It is useless promoting a metro and simultaneously retaining a substantial programme of road-widening and/or construction of flyovers. Improving the road network will only ease traffic congestion temporarily but it will simultaneously increase the capacity for more traffic leading in turn to more traffic congestion.

Encouraging the use of bicycles and pedelecs will contribute substantially to improved mobility and a better quality of life, including ever-improving air quality. Substantial investment in the bicycle infrastructure  is however required. This must include the provision of more bicycle friendly roads and shower facilities at places of work as an essential pre-requisite, together with more bicycle parking areas.

Different forms of public transport using clean energy should also be encouraged – for example, converting existing public buses to the use of methane as their primary fuel.

Waste management is another environmental headache, and which has, of late, been receiving more attention. An effort is currently under way to address the organic fraction of the household waste generated. If properly managed this could lead to substantial results as organic waste accounts for around 50 per cent of all the household waste generated. The tourism authorities must, however, seek to focus on the organic waste generated by bars and restaurants as MTA has neglected this matter for far to long.

Proper waste management can result in the generation of green jobs in the recycling industry – which is still in its infancy but holds a lot of potential.  It is an opportunity to transform a problem caused by neglect over the years  into an opportunity which will be both green and clean.

Towards a zero waste target

 

The linear model of our economy follows a take-make-use-waste path as a result of which we extract resources from the earth which we use and subsequently throw away. In contrast to this cradle-to-grave trajectory, the circular economy seeks cyclical sustainability.

In a circular economy, the management of waste is paramount.  It seeks to retain the resources used in our products in the economic loop as it is considered that they can be re-used to form other products. William McDonough and Michael Braungart describe this as a cradle-to-cradle process in their seminal book Cradle to Cradle. Remaking the way we make things. This is in contrast to the throw-away society which follows a cradle-to-grave path.

This is not only makes environmental sense, it also makes economic sense. Malta’s Waste Management Plan for the period 2014-2020 tentatively points in this direction by establishing a zero waste target that is to be achieved by 2050. Thirty-three years may seem to be too far away but, in reality, it may be just enough to change our mindset. A lot of hard work is involved but, at the end of the day, it will also be rewarding.

It involves the application of what is known as the waste hierarchy to different waste streams. Waste minimisation or prevention is always the preferred option. Ideally we should aim to prevent the generation of waste and in a number of cases this can easily be done. For example, we can prevent the generation of a substantial portion of organic waste by giving more thought to the food intake in our homes. We can also reduce the amount of food packaging by opting for more fresh food which is generally local.

Obviously, most of us have very little time to think about the consequences of our large number of small decisions which end up generating a lot of waste. Convenience generally wins the day, as we often opt for packaged and processed food. As a result, we not only generate avoidable waste but also end up eating less healthy food.

A pilot project related to organic waste is currently under way in 8 localities in Malta and Gozo. It has been going on for some time and although information as to the manner in which the localities involved have reacted is not publicly available, it is known through the grapevine that this has been varied but is improving.

Collecting the organic waste part of domestic waste, if carried out successfully, may well reduce the amount going to landfill by around 50 percent. There is also an added benefit: when the organic part of our waste is processed in a waste recycling plant, the resulting gases are used to produce electricity instead of adding to greenhouse gas emissions. This is surely a win-win situation.

Reducing 50 percent of our waste through the responsible management of just one part of it is very good policy. However, this requires much more investment in environmental education in our localities. Wasteserve, being ultimately responsible for waste management in the Maltese Islands, has taken a lot of initiatives in this respect, but much more needs to be done.  It is never enough.

Waste is a collection of discarded resources and realising the value that we throw away is, in reality, what the circular economy is all about – hence the target of a zero waste society.

Our waste has good value

Our waste can be put to good use, which is why we are encouraged to separate and recycle what we would otherwise throw away. Our waste contains plenty of useful resources which can be recovered and re-circulated in our economy and we separate paper, glass, metals and plastic, all of which can be reused.

We also recycle electric and electronic equipment such as televisions, radios, refrigerators,  PCs and laptops. Instead of being thrown away, disintegrating into a chemical soup in a landfill, this equipment will be dismantled into its component parts, most of which can be reused. Most  electronic equipment  nowadays makes use of some rare metal and it is in everybody’s interest that such resources are recycled.

Next Friday, 30 October, state waste management operator WasteServe, in conjunction with the five local councils of Mdina, Ħal-Għaxaq, Ta’ Xbiex, Bormla and Birkirkara will commence the separate collection of organic waste in Malta. This pilot project will run for a number of weeks during which separated organic waste will be collected twice weekly (on Mondays and Fridays) after which it will be extended to the rest of our localities.

The organic fraction of our waste may be as high as 52 per cent of the waste discarded by each household in the black garbage bags. This, apparently, is the most accurate estimate to date resulting from a National Statistics Office study carried out in 2012 entitled Household Waste Composition Survey. A more recent waste characterisation exercise, carried out by WasteServe itself in the localities participating in the pilot project, indicates that the size of the organic waste percentage varies in the different localities. This may be the result of different lifestyles, as a result of which we tend to have different patterns of behaviour that are even evident in our waste.

WasteServe has already organised a door-to-door information exercise explaining their role to residents of the five localities, who have also been supplied with white bags in which they are to collect organic waste, as well as suitably aerated bins in which to place these bags.

Organic waste, sometimes referred to as “green waste”, is organic material such as food and garden waste. It can also include animal and plant-based material and degradable carbon such as paper and cardboard.

The organic waste collected from our doorsteps will be delivered to the Sant Antnin Waste Treatment Plant at Marsascala where it is verified that the white bags contain only organic waste. It is then placed in a waste digester where, as a result of its decomposing in the absence of oxygen, it will produce the gas methane, which is collected and used to produce electricity.

In addition, the heat produced will be used to heat the therapeutic swimming pool at the neighbouring Inspire Foundation, a considerable help to the foundation’s clients. The remainder is then used as compost.

The organic waste pilot project thus has the potential to substantially reduce the  waste that currently ends up at the Magħtab landfill. In addition, when the methane resulting from its decomposition is used to produce electricity, we will also be reducing the emission of a greenhouse gas which is 20 times more potent than carbon dioxide. This will be an additional step in reducing Malta’s contribution to climate change.

These are the practical reasons why it is imperative that we recycle. We reduce our negative environmental impact and, as a result, create the conditions for a better quality of life for everyone.

Managing our waste

Malta’s waste management strategy establishes the attainment of a zero waste target by the year 2050. An ambitious target, but also an achievable one.  How will we get there in thirty five years time?

The waste management strategy was updated in January 2014 through the publication of a waste management plan aptly subtitled ‘A resource management approach’. It has a seven-year lifespan (2014-2020).

Waste is considered a resource which should be utilised instead of being thrown away.  For this to be achieved, we need to change gear and shift from a linear to a circular economy.

In the linear economy, we consume (or use) a product and at the end of its useful life we throw it away. On the other hand, the circular economy functions such that a product (or its constituent parts), at the end of its useful life, remains in existence by being utilised to create another product.

In line with the EU waste hierarchy, Malta’s waste management strategy rightly places waste prevention as a first step.

Waste prevention, or waste minimisation, signifies the reduction of generated waste to a minimum.  Life cycle thinking is key to reducing waste throughout the useful life of a product. This is done when a product is still being designed. Applying eco-design weeds out the unnecessary constituent elements of a product. In addition, these constituent elements are also examined, such that it is ensured that none of them impede the eventual recycling at the end of the product’s useful life.

We can also minimise waste by ensuring that we purchase and use only that which is required in appropriate quantities. We can do this, for example, by using products in large sizes instead of similar multiple products in small sizes, as a result sending less packaging to waste.

The next level of the waste hierarchy is the recycling of products at the end of their useful life. We already recycle glass, metal, paper and plastics but we need to substantially improve our recycling performance as a nation. We need to acknowledge that we had a very late start in recycling. The first attempts at recycling were carried out in the mid-1990s under the watch of then Parliamentary Secretary Stanley Zammit. Unfortunately, Dr Zammit received very little support in his endeavours. 2013 statistics indicate that in Malta only six per cent of domestic waste is recycled, with another five per cent being composted. This 11 per cent of Malta’s domestic waste, which does not go to landfill, is in striking contrast to that for Germany (65%), Slovenia (61%), Austria (59%), Belgium (55%) and many other countries.

Statistics for 2014 and 2015 may eventually show a slight improvement, but we still have quite a long way to go.

Wasteserv will shortly be commencing a pilot project to collect organic waste separately from domestic households. Organic waste can be converted into energy. It can also be used to produce compost. In addition, if the collection of organic waste is carried out successfully from all households, it may reduce the contents of the black garbage bag by as much as 50%, signifying a substantial reduction of domestic waste going to landfill. (If catering establishments were to take similar initiatives, the achievable results would be much more significant.)

A proper implementation of rules regulating the waste arising from electric and electronic equipment should hopefully be in place in the coming weeks when responsibility for this waste stream is definitely transferred to the private sector in terms of the extended producer responsibility specified in the EU’s WEEE Directive (WEEE meaning waste from electric and electronic equipment).

It is also essential to address the operation of scrap yards, which are an affront to Malta’s environmental obligations. They are mostly an eyesore, generally a blot on the landscape, as well as being the cause of negative environmental impacts.

Recycling scrap metal (and other materials) is an important economic activity which ensures that resources originally extracted from the earth are kept in use and not discarded as waste. Recycling activity, if properly managed, is an important economic activity which is environmentally friendly.

Managing properly the waste which we generate reduces our environmental impacts and improves our quality of life. In addition, the employment opportunities created are an important source of green jobs.

Nature provides solution

The economy is a linear one. We extract the earth’s resources, make use of them and, subsequently, when they are beyond their useful life, we throw them away.

Clearly, the linear economy and its exponents assume that this pattern of behaviour can go on and on. However, in distinct contrast to this philosophy, the earth’s resources are limited and not infinite and consequently, a linear economy is unsustainable.

In contrast to the linear economy, the politics of sustainable development puts forward the circular economy alternative. This signifies that a product , instead of being thrown away and ending in its “grave” at the end of its useful life, gives birth to another product. This is the cradle-to-cradle philosophy, which Mother Earth has been using successfully for ages.

Nature in fact works in this manner. Take a look at any tree. At the appropriate time, it sheds its leaves, which disintegrate in the soil below. Nature does not waste the leaves shed by the tree, as they are reused and reabsorbed through the roots of the same tree as nutrients.

The circular economy is, hence, basically an imitation of nature. In environmental-speak we call this biomimicry.

Through the office of DG Environment, the European Commission, in August 2014, published a scoping study “to identify potential circular economy actions, priority sectors, material flows & value chains”.

The circular economy deals with much more than waste prevention and waste reduction. Eco-design is one particular area of action. Through eco-design the circular economy seeks to eliminate waste at the drawing board. When product ideas are still in the conceptual stage, eco-design is the tool through which such products can be planned in such a manner that they create less and less waste. This is done through subjecting the constitutive elements of the product being designed to a lifecycle assessment: that is from extraction up to end of life.

This assessment leads to the identification of all the environmental impacts of a product. Consequently the options that result in the least environmental impacts can be selected. In addition, a lifecycle assessment will also point to the best materials to be used, such that, at the end of its useful life, a product could be easily recycled.

 

In their book Cradle to Cradle: Remaking the way we make things William McDonough and Michael Braungart focus specifically on this aspect. They identify specific industrial and commercial initiatives which seek to dematerialise the economy as a result of which we end up doing more with less. The same level of service is achieved but, in the process, has substantially fewer material inputs: practical resource efficiency.

In addition to saving on material costs as well as energy, the transition from a linear to a circular economy presents numerous potential benefits. In particular, it attracts additional investment and can create thousands of jobs that realistically contribute to making the world a better place to live in.

Since last May and ending next month, the European Commission is carrying out a public consultation to be in a position to present a circular economy strategy that would be more ambitious than the that put forward by the Barroso Commission.

In the EU Roadmap for a Circular Economy strategy, the clear focus is on innovation and job creation placed within the wider EU commitment to sustainable development. The EU wants to decouple the strategy from waste management and, as a result, to factor in other policies such as competitiveness, research and innovation, environment protection, job creation and economic growth as the practical objectives of a revised circular economy strategy.

Addressing the 2015 European Circular Economy Conference last March, European Environment Commissioner Karmenu Vella emphasised that, in a circular economy, sustainability is inbuilt into the fabric of society.

I will go one further : the circular economy, if allowed to operate, will decrease the incompatibilities between the economy and nature. It will bring us closer to reality: that we live in an ecosystem which must be respected at all times and at all costs.

The pre-budget document : Malta’s ecological deficit

The deficit facing our country is not just a fiscal one. It is also a social and ecological one. The Finance Minister addresses the fiscal deficit and with various measures tries to address the social deficit. The ecological deficit is however very rarely mentioned.

We have just been informed that the enormous tunnels constructed as part of the storm water management plan is on target and that Malta will soon be dumping a substantial part of our rainwater directly into the sea. For a country which lacks water resources this is suicidal.

Yet it is being carried out. EU funding for the project was also approved notwithstanding that dumping such large quantities of rainwater into the sea is anything but sustainable.

The pre-budget document published by the Minister of Finance in September ignores completely the ecological deficit. Now the Hon Minister is aware that ignoring the ecological deficit does not make it disappear. It makes it worse as the message driven home by the pre-budget document  is that there is nothing to worry about.

Water is not the only contributor to Malta’s ecological deficit. Waste management, air pollution, traffic management, biodiversity protection, land use planning, are other heavy contributors to the ecological deficit. I do not detect any keen interest in the matter at the Finance Ministry, as its main interest seems to be the construction industry which is being further encouraged, thereby increasing the ecological deficit by design. With such a limited vision it is no wonder that the ecological deficit did not make it to the pre-budget document.

Green talk but no more

When push comes to shove it is always the rights of future generations which are ignored and thrown overboard. This is done repeatedly as governments tend to give greater value to the rights of present generations, in the process discounting the rights of the future.

It is a recurring theme in all areas of environmental concern. Whether land use planning, water management, resource management, waste management, climate change, biodiversity or air quality,  procrastination is the name of the game. With 101 excuses governments postpone to tomorrow decisions which should have been implemented yesterday.

Future generations have a right to take their own decisions. It is pretty obvious that they will not be able to take adequate decisions as their options will be severely curtailed as a result of the implementation of present and past decisions.

The politics of sustainable development aims to address this deficiency.

On a global level it all started in Stockholm in 1972 as a result of the sensitivities of the Nordic countries which set in motion the UN Human Environment Conference. After the publication of the Brundtland Report in 1987, the Rio Summits (1992 and 2012), as well as the Johannesburg Summit (2002), we can speak of charters, international conventions, declarations and strategies all of which plot out in detail as to what is to be done. However as pointed out by UN Secretary General Ban Ki Moon at the UN Rio+20 Summit (2012) in his report entitled “Objectives and Themes of the United Nations Conference on Sustainable Development” institution building has lagged behind. This signifies that the integration of policymaking and its implementation is nowhere on target, Malta not being an exception.

The Sustainable Development Annual Report 2013 presented in Parliament by Minister Leo Brincat on the 27 May 2014 indicates that not much progress has been made to date on the matter, notwithstanding the number of meetings as well as the appointment of coordinating officers and focal points in each of the Ministries.

Way back in 2008 Malta had a National Sustainable Development Commission which through the inputs of civil society, in coordination with government involvement, had produced a National Sustainable Development Strategy. This was approved by Cabinet at that time but never implemented. So much that to try and justify its inertia the then government tried to divert attention in 2012 by proposing a Sustainable Development Act. This essentially transferred (with changes) some of the proposed structures and institutions identified in the National Sustainable Development Strategy to the legislation and used the process as a justification for not doing anything except talk and talk. The changes piloted through Parliament by then Environment Minister Mario de Marco included the effective dissolution of the National Commission for Sustainable Development (which had been dormant for 5 years). The justification which  the responsible Permanent Secretary uttered as an excuse was that the Commission was too large and hence of no practical use.

It has to be borne in mind that sustainable development is also an exercise in practical democracy whereby policy is formed through capillarity, rising from the roots of society, and not through filtration by dripping from the top downwards. For sustainable development to take root the strategy leading to sustainability must be owned by civil society which must be in the driving seat of the process.

Readers may remember that the President’s address to Parliament  way back on 10 May 2008 had emphasised that : “The government’s plans and actions are to be underpinned by the notion of sustainable development of the economy, of society and of the environment. When making decisions today, serious consideration will be given to the generations of tomorrow.”

This was not manifested in the government’s actions throughout its 5 year term. Not just in its approach to sustainable development but also in its dealing with the individual issues of environmental concern: be it land use planning, water management, resource management, waste management, climate change, biodiversity or air quality.The politics of sustainable development is an uphill struggle. It signifies a long term view in decision making, that is, considering carefully the impacts of today’s decisions on tomorrow. It requires much more than chatter.

As the report tabled by Minister Leo Brincat states in its conclusion, we are in for more chatter as the emphasis in the coming year seems to be the revision of a strategy which has never been implemented. The strategy is worded in such general terms that it is difficult to understand what this means, except that there is no practical interest in getting things done. It would have been much better if some effort was invested in the Action Plans which the different Ministries have to draw up in order to implement the strategy in the various departments/authorities under their political responsibility.

This, it seems, is unfortunately the Maltese long term view.

L-ekonomija l-ħadra taħdem flimkien man-natura, mhux kontra tagħha. Allura tfittex li tnaqqas l-impatti ambjentali tal-ħidma ekonomika f’kull qasam. Hi u tagħmel hekk toħloq ix-xogħol.

Toħloq ix-xogħol fil-ġenerazzjoni ta’ enerġija nadifa u alternattiva kif ukoll fil-ħidma biex tiżdied l-effiċjenza fl-użu tal-enerġija.

Ix-xogħol jinħoloq ukoll fil-proċess li jrid iwassalna sal-punt li ma niġġenerawx iktar skart. Nafu li trasport pubbliku effiċjenti (meta xi darba jkollna) jnaqqas b’mod sostanzjali t-tniġġis tal-arja fl-ibliet u l-irħula tagħna. Jnaqqas ukoll l-istorbju iġġenerat minn traffiku kontinwu. Dan iseħħ billi (meta jkun effiċjenti) t-trasport pubbliku jħajjar iktar persuni minna biex nagħmlu użu minnu flok ma nagħmlu użu mill-karozzi privati tagħna. Fuq perjodu ta’ żmien trasport pubbliku effiċjenti jista’ jikkonvinċina li wara kollox nistgħu ngħaddu mingħajr karozza privat. Ta’ l-inqas nitħajjru nnaqsu l-karozzi fil-familji. Dan nistgħu nagħmluh meta nkunu konvinti li jkun jaqbel li nagħmlu dan.

Din tkun sitwazzjoni li minnha jirbaħ kulħadd. Jirbaħ il-pajjiż kollu għax ikollna kwalita’ ta’ arja aħjar. Nirbħu aħna lkoll mhux biss għax ninqdew aħjar imma ukoll għax innaqqsu l-ispejjes biex ikollna l-karozzi privati.

Tirbaħ ukoll l-ekonomija tal-pajjiż għax bil-ħidma tal-ekonomija l–ħadra jkunu ġġenerati l-impiegi. Impiegi b’differenza. Impiegi ħodor (green jobs) li permezz tagħhom jinħoloq il-ġid mingħajr ma issir ħsara ambjentali.

Tackling the green skills gap

Launching the public consultation on the Green Economy last month, Ministers Leo Brincat and Evarist Bartolo emphasised the need to address the green skills gap in the process leading to a Green Economy strategy and action plan.

It is estimated that 20 million jobs will be created in the Green Economy between now and 2020 within the European Union. Capacity building is the greatest challenge: ensuring that more working men and women are adequately equipped with green skills.

The Green Economy includes activities in different sectors. It is possible to go about activity in these sectors in a manner which reduces their environmental impacts, is socially inclusive and economically rewarding.

Various sectors have been identified as being of key importance in the transition to a Green Economy. The basic characteristics which distinguish the Green Economy are a reduction of carbon emissions, the reduction of all forms of pollution, energy and resource efficiency, prevention of biodiversity loss  and the protection of eco-system services.

The United Nations Environment Programme  has repeatedly emphasised that the transition to a Green Economy enables economic growth and investment while increasing environmental quality and social inclusiveness. A Green Economy is one which respects the eco-system and recognises that there are natural limits  which, if exceeded, endanger the earth’s ecological balance. In effect it means that the transition to a Green Economy signifies addressing all of our environmental impacts in all areas of activity. Addressing impacts in one area would still signify progress although this would be of limited benefit.

An agriculture which forms part of the Green Economy is one which works with nature, not against it. It uses water sustainably and does not contaminate it. Green agriculture does not seek to genetically modify any form of life nor to patent it.

Energy efficient buildings, clean and renewable energy together with the sustainable use of land are also basic building blocks of the Green Economy. We cannot speak of the Green Economy whilst simultaneously tolerating  large scale building construction. Having a stock of 72,000 vacant dwellings, (irrespective of the reasons for their being vacant) signifies that as a nation we have not yet understood that the limited size of the Maltese islands ought to lead to a different attitude. The green skills of politicians and their political appointees on MEPA is what’s lacking in this regard.

Maritime issues are of paramount economic importance to Malta’s economy. The depleted fish stock and the quality of sea water are obvious issues. But the impacts of organised crime through the dumping of toxic, hazardous and nuclear waste in the Mediterranean Sea is not to be underestimated as has been evidenced time and again in the exploits of the eco-mafia reign to our north.

Heavy industry is fortunately absent in Malta. New industries like the pharmaceutical industry are more eco-conscious. However we still require more inputs on resource efficiency and eco-design.

Greening tourism is essential in order to ensure that more of tourism’s environmental impacts are addressed.  The consumption of tourism is 50% more per capita than that registered for a resident, indicating that there is room for considerable improvements.

Public transport is still in shambles. The effects of this state of affairs is evident in the ever increasing number of passenger cars on our roads which have a major impact on air and noise pollution in our communities. Greening transport policies signifies that the mobility of all is ensured with the least possible impacts.  Still a long way to go.

Waste management has made substantial improvement over the years even though it is still way  behind EU targets. It is positive that the draft waste management strategy has established the attaining of a Zero Waste target by 2050. However we still await the specifics of how this is to be achieved. It is achievable but the commitment of all is essential.

Our water resources have been mismanaged, year in, year our. Discharging millions of litres of treated sewage effluent into the sea is just the cherry on the cake. The contaminated and depleted water table which still contributes around 40% to Malta’s potable water supply is in danger of being  completely lost for future generations if we do not act fast.

All the above have been dealt with in various policy documents. One such document is the National Sustainable Development Strategy which establishes the parameters for the action required. Implementing the National Sustainable Development Strategy is the obvious first step in establishing a Green Economy.  It is here where the real green skill gap exists. Decision makers lack green skills. This skill gap exists at the level of Cabinet, Parliament, the top echelons of the civil service and in the ranks of the political appointees to Boards and Authorities where decisions are taken and strategies implemented.

When this skill gap is addressed, the rest will follow and we will be on the way to establishing  a green economy.
