The climate risks we face

The first ever European climate risk assessment carried out by the European Environment Agency (EEA) has concluded that Europe is unprepared for what lies in store.

The year 2023 was the warmest year ever. The global average temperature during 2023 has surpassed the threshold of 1.5 degrees Celsius set in the Paris agreement at the 2015 Climate Summit.

Europe is the fastest warming continent. The situation in Southern Europe is even worse. It will face considerably reduced rainfall and more severe droughts.

At this point, none of this is however news. It is already the present. The future may, however, be even worse than that.

In a 425-page report we are told that climate change is a multiplier of risks: existing risks will be aggravated. Climate risks are growing much faster than our preparedness. We are being extremely slow in developing and implementing climate change adaptation strategies.

36 major climate risks for Europe have been identified. They are grouped in five clusters, namely, ecosystems, food, health, infrastructure, and the economy/finance.  

The key findings of this first European climate risk assessment, which I quote verbatim from the EEA report, are:

“Ecosystems: climate change is one of the main drivers of biodiversity loss and ecosystem degradation in Europe. Among climate risks related to ecosystems, risks to coastal and marine ecosystems have the highest severity in the current period as well as the greatest urgency to act.

Food: Europe faces multiple challenges to food production and food security, including reducing its environmental impact. Crop production is already facing substantial climate risks in Europe as a whole, and critical risk levels in Southern Europe.

Health: climate change poses major risks to human health systems. Risks related to heat are already at critical levels in southern Europe.

Infrastructure: extreme weather events are posing increasing risks to the built environment and infrastructure in Europe, and the services they provide. Such events can disrupt essential services, including energy supply, water supply and transport networks.

Economy and finance: the European financial system faces critical risks from the impacts of climate change, both within Europe and abroad. Serious sector- and region-specific risks to Europe could catalyse a systemic financial shock.” (page 264: para 18.6 of the report)

This is a wakeup call of the highest order. The European continent is unprepared for the growing extremes of climate. Yet senior politicians at an EU level are more interested in sabotaging specific initiatives which seek to bridge the gap in climate change preparedness. The recent debate (and voting patterns) on the regulatory framework for the restoration of nature is a case in point.

The recent Dutch farmers’ revolt which has shaken the Netherlands’ body politic has its origin in the difficulties encountered in implementing the Nitrates Directive. It has however spread to other regions, motivated by the industrial agricultural lobby’s determination to sabotage the EU Green Deal.

In Germany the centre-right CDU-CSU have just launched their joint EU Parliament electoral manifesto with a pledge to reverse the controversial phase-out of the internal combustion engine. A definite commitment to water-down the EU Green Deal. The CDU-CSU leading candidate is the same person piloting the EU Green Deal, Ursula von der Leyen.

With these attitudes it is inevitable that our preparedness for the climate risks we face will get even worse. This is the future we face. It keeps getting worse until those that matter come to their senses.

Re-Connecting with nature

The EU Council of Ministers of the Environment, earlier this week, approved a common position on the proposed EU regulations relative to the restoration of nature. Seven EU countries did not support the measure, for a variety of reasons. Poland, the Netherlands, Italy, Finland and Sweden voted against while Belgium and Austria abstained. Malta has supported the measure, a basic legislative initiative in implementation of the Green Deal, honouring commitments undertaken at the 2015 Paris COP 21, the Climate Summit.  

The importance of nature in our life is grossly underestimated. It is unfortunately, generally, taken for granted. Being conscious of the role of nature in our life is not just about the provision of green open spaces for recreational purposes in and around our urban areas. At the end of the day, nature is what makes life itself possible. Without nature and the services that it provides, life on earth would not be possible.

By way of illustration, it is generally emphasised that if the bee were to disappear, the human being would not live more than four years. No bees would mean an end to pollination, no more plants, no more animals and hence little left to eat. Life itself would be practically impossible.

The creation of green open spaces or the maintenance of existing ones is not bad policy. It is however not in any way a substitute to the need to protect biodiversity in its natural setting or, as it is normally described, in its natural habitat. Nor can green open spaces substitute or make good the take-up of agricultural land for development, notwithstanding the quality of the agricultural land earmarked for this development.

The two-million square metre incursion of the development zone into ODZ territory was, and still is, blasphemous. The rationalisation exercise which made this possible in 2006 should be reversed the soonest if environmental sweet talk is to have any significance.

What is the purpose of creating reserves or protected areas, terrestrial or marine? The designation of a status of protection must be followed up with meaningful action to ensure that the protected areas are not only taken care of but also that the accumulated damage is reversed the soonest through restoration.

This is the purpose of the current debate at an EU level on the restoration of nature.

The documentation made available by the European Commission to substantiate the urgency of the required action leading to the rehabilitation of nature throughout EU territory emphasises that 81 per cent of protected habitats are currently in a very poor state.

The twelve-part impact assessment published by the EU Commission emphasises that investing in nature restoration pays back considerable dividends. Each euro spend in nature restoration adds between €8 and €38 in economic value due to the resulting enhancement of ecosystem services which support food security, climate, the ecosystem and human health.

Where do we go from here? Malta has joined and is part of the slim majority in the Council of Ministers of the Environment supporting the EU Commission in its endeavours to create a regulatory framework for nature restoration. Cyrus Engerer, the only Maltese MEP forming part of the EU Parliament Environment Committee, supported the EU Commission initiative when it came to a vote in the said Committee thereby contributing to defeating the European People’s Party (EPP) attempted sabotage of the said initiative.

The next steps could be crucial. We need to move forward as a country from verbose declarations in favour of environmental protection to effective measures which stop the accumulating environmental deficit. Only then can we realistically start the rehabilitation and restoration of natural habitats and the eco-system.

We need to reconnect with nature the soonest. No wifi is required.

Il-qerda aċċelerata tar-raba’

Aħna ngħixu f’eko-sistema li qed tinqered ftit ftit. Dan hu rikonoxxut minn kulħadd.  

Ħarsu ftit, per eżempju, lejn l-ewwel sentenzi tal-White Paper intitolata Riforma fil-qasam tar-Raba’, White Paper ippubblikata għall-konsultazzjoni mill-Ministeru għall-Agrikultura f’Ottubru li għadda.

Dakinnhar kien intqal li: Il-ħarsien tar-raba’ huwa fundamentali biex niggarantixxu s-sostenibbiltà tal-biedja, il-produzzjoni tal-ikel, u l-ħarsien tal-ambjent rurali. Huwa għalhekk li meta jkun hemm problemi f’dan il-qasam, dawn ma jolqtux biss lill-bdiewa, iżda għandhom impatt qawwi fuq il-provista u s-sigurtà tal-ikel, u l-kwalità tal-ambjent li jista’ jitgawda mis-soċjetà.

L-art agrikola għandha valur: valur imma li mhux biss wieħed ekonomiku. Għandha valur ambjentali u soċjali. Dan hu rikonoxxut anke mill-Ministeru għall-Agrikultura. Għalfejn, mela, nistaqsu, dan il-Ministeru ma jieħux posizzjoni iebsa kullmeta Ministeri oħra jagħtihom l-estru għall-qerda ta’ art agrikola?

B’mod kontinwu, l-Awtorità tal-Ippjanar tirċievi u tipproċessa applikazzjonijiet għal żvilupp li jeqred art li tinħadem jew li kienet tinħadem. Dan isir għar-raġuni sempliċi li l-pjani lokali huma msejsa fuq filosofija tal-ippjanar għall-użu tal-art li tonqos milli tħares il-valur intrinsiku tal-biedja.  Tqis li l-biedja hi xi ħaġa ta’ bla siwi u li nistgħu ngħaddu mingħajrha. F’din is-sitwazzjoni l-Ministeru tal-Agrikultura jibqa’ sieket, kontinwament!

Sfortunatament, l-uniku valur li l-Awtorità tal-Ippjanar tifhem u tapprezza hu dak li jiffaċilità l-ħolqien tal-opportunitajiet għal min irid idawwar lira ta’ malajr. Kontinwament, l-Awtorità  tal-Ippjanar hi kompliċi fil-qerda gradwali ta’ kull ma hawn madwarna.

Xogħol mhux meħtieġ fuq l-infrastruttura tat-toroq, tul dawn l-aħħar snin, qered meded kbar ta’ raba’. Is-settur privat ilu għaddej jittrasforma ammont mhux żgħir ta’ raba’ f’art għar-rikrejazzjoni privata, għal xi barbeque jew għal xi picnic. Bħala konsegwenza ta’ dan qed jeqred komunitajiet ta’ bdiewa. L-Awtorità tal-Ippjanar, minkejja li għandha is-saħħa legali li dan kollu twaqqfu, ma għamlet xejn.   Hu biss dan l-aħħar, wara l-għagħa li rriżulta minn numru ta’ deċiżjonijiet tal-Qorti dwar il-qbiela li l-Ministeru għall-Agrikultura qam minn raqda twila u ma baqax sieket!

Jiġu f’moħħi żewġ applikazzjonijiet għal żvilupp, applikazzjonijiet li għadhom pendenti: waħda f’Ħal-Qormi biex jinbena u jkun operat supermarket fuq art agrikola barra miż-żona tal-iżvilupp (ODZ). L-oħra dwar il-bini ta’ skola f’Ħal-Għaxaq, anke din fuq art agrikola.

Għaddejna minn dawn l-argumenti diversi drabi, b’mod partikolari fid-dibattitu nazzjonali dwar l-eżerċizzju biex tintgħażel l-art għall-Università Amerikana f’Marsaskala xi snin ilu! L-argumenti ta’ dakinnhar għadhom jgħoddu anke illum. Ma nistgħux nibqgħu nissagrifikaw ir-raba’. Għandna ftit wisq raba’ u jeħtieġ li nibżgħu għall-ftit li għandna.

Il-formola tal-applikazzjoni biex tinbena l-iskola f’Ħal-Għaxaq tgħid ċar u tond, bl-iswed fuq l-abjad, li l-użu tal-lum tal-art hu wieħed agrikolu. Dan jgħodd għal kull wieħed mill-35,970 metru kwadru li hu propost li jinbnew. Il-formola tal-applikazzjoni l-oħra dwar is-sit f’Ħal-Qormi, min-naħa l-oħra, tgħid li l-art f’dan il-kaz b’qies ta’ 4708 metru kwadru u li hi pproġettata li tkun żviluppata f’supermarket, bħalissa mhux użata!

Dawn l-applikazzjonijiet tal-ippjanar għadhom fi stadju bikri avolja dwar l-iżvilupp propost f’Ħal-Għaxaq għadu kif ġie ippubblikat studju dwar l-impatti ambjentali (EIA) reċentement.

F’dan l-istadju l-mistoqsija toħroġ waħedha: hemm ħtieġa għall-iżvilupp propost? It-tweġiba, fil-fehma tiegħi, hi ċara: le ma hemmx ħtieġa. M’għandniex bżonn iktar supermarkets. Pjuttost li diġa għandna iżżejjed minnhom!  

Dwar l-iskola proposta f’Ħal-Għaxaq l-istorja hi ftit iktar kumplessa. Imma xorta mhux iġġustifikat li tkun issagrifikata art agrikola. Għandhom ikunu esplorati soluzzjonijiet oħra, avolja naf li ilu żmien mhux ħażin isir (bla suċċess) tiftix għal sit alternattiv.  Is-soluzzjoni tista’ tinstab fl-iżvilupp mill-ġdid ta’ bini mitluq u dilapidat, li minnu għandna bosta, mxerred mal-gżejjer tagħna.

Neħtieġu fuq kollox politika koerenti dwar il-ħarsien tar-raba’. Flok ma jorqod, u kultant jistenbaħ, il-Ministeru għall-Agrikultura għandu jkun fuq quddiem nett f’din il-ħidma. Jista’ jibda billi jassigura li l-proġetti pubbliċi u l-politika tal-Gvern jagħrfu l-valur intrinsiku tal-biedja. Minn hemm irridu nibdew għax jekk is-settur pubbliku ma jkunx ta’ eżempju xejn mhu ser jinbidel: nibqgħu għan-niżla!

The accelerated destruction of agricultural land

We live in an eco-system which is being slowly destroyed. This is recognised by one and all.

Consider, for example the introductory sentences in the White Paper entitled Acquisition and ownership of agricultural land published for public consultation by the Ministry for Agriculture last October. We were then told that: Controlling the acquisition and ownership of land is fundamental to guaranteeing the sustainability of agriculture and food production, as well as the protection of the rural environment. For this reason, whenever there are issues in this area, these not only affect farmers but also have a strong impact on the supply and security of food and the quality of the environment that can be enjoyed by society.

Agricultural land has value. Its value is not just economic. It has an environmental and social value. This is recognised as a fact even by the Ministry for Agriculture. Why then, may we ask, does the Ministry not take a robust stand whenever other Ministries embark on a spree of accelerated destruction of agriculture land?

On a continuous basis the Planning Authority receives and processes applications for development which seek to obliterate agricultural land. This is done for the simple reason that the local plans are buttressed by a land use planning philosophy which fails to protect the intrinsic value of agriculture. It is deemed to be expendable. The Ministry for Agriculture, in this situation, is conspicuously silent, continuously!

Unfortunately, the only value which the Planning Authority understands and appreciates is that which facilitates “making hay while the sun shines”. It has been continuously an accomplice in the gradual destruction of all that surrounds us.

Unnecessary road infrastructure has gobbled up considerable swathes of agricultural land over the past years. The private sector has been transforming considerable agricultural tracts into barbeque or picnic areas squeezing out the farming community in the process. The Planning Authority has the legal remit to stop this but it has continuously failed to act. Until the recent public outcry in response to a number of Court decisions relative to agricultural leases, the Ministry for Agriculture has been silent on this matter too!

Two specific planning development applications (currently still pending) come to mind: one in Qormi to construct and operate a supermarket on agricultural land Outside the Development Zone (ODZ). The other relative to the construction of a school on agricultural land at Għaxaq.

We have been through the relative arguments many a time, in particular when debating the site selection exercise for the American University at Marsaskala some years back! The arguments made then are still valid today. We cannot keep sacrificing agricultural land. We have too little of it and we have to take care of the little we have.

The application form for the Għaxaq school declares black on white that the current use of the site is agricultural: each and every one of the 35,970 square metres of the site. The application form for the Qormi site, on the other hand states that the site measuring 4708 square metres which it is proposed to develop into a supermarket is currently “un-used”.

These planning applications are still in their early stages, even though an EIA (Environmental Impact Assessment) has been produced for the proposed Għaxaq development.

At this point we need to query: do we need the development proposed? The answer, in my opinion is a clear no. We definitely do not need more supermarkets. There are already too many of them.

As to the proposed school at Għaxaq the issue is much more complex. It does not however justify sacrificing more agricultural land. Other solutions should be explored, even though a search for an alternative has been going on unsuccessfully for quite some time. The solution lies in the redevelopment of existing dilapidated buildings of which we have quite a number.

We do however need policy coherence in respect of the protection of agricultural land. The Ministry of Agriculture should be at the forefront in such an exercise. It could definitely start by ensuring that public projects as well as policies factor in agriculture’s intrinsic value. This is the required starting point. The public sector sets the benchmark. If it fails to turn the page, matters will definitely change from bad to worse!

Ir-raba’ qed isejħilna

Diversi tefgħu għajnejhom fuq art agrikola biex jixtruha. Ma jriduhiex għax għandhom xi interess fl-agrikultura iżda għal diversi raġunijiet oħra. Hemm min iridha għal investiment u hemm min iridha biex fiha jqatta’ l-ħin liberu tiegħu, għall-kwiet, il-bogħod mill-istorbju madwar l-inħawi fejn noqgħodu jew naħdmu.

Dawn, għax jifilħu jħallsu qed jgħollu l-prezz li qed joffru u bi prezz għoli qed jispiċċaw jixtru bosta tmiem raba’ f’diversi partijiet ta’ Malta u Għawdex.

Billi bħalissa din it-tip ta’ domanda qed tikber qed jinħoloq suq li fih il-prezz offrut għal art agrikola hu għoli, għax hemm min jiflaħ u jrid iħallas. Dan qed iħajjar sewwa lil min ibiegħ.

Ma hemmx għalfejn ngħidilkom li bosta sidien tar-raba’ jippreferu somma tajba milli l-ftit ċekċik ta’ euro li bħalissa qed idaħħlu mill-qbiela.

Fin-nofs, imma, hemm il-bidwi li l-qbiela li illum iħallas hi baxxa wisq, ftit euro fis-sena. Bla dubju l-qbiela trid tiżdied. Id-diffikultà hi dwar kemm għandha tkun din iż-żieda. Għax ir-raba’ anke jekk fgata bil-kimika, prinċipalment fil-forma ta’ pestiċidi, ftit tista’ tikkompetti ma dawk li għandhom but fond ħafna. Dan apparti l-fatt li l-kimika fir-raba’ teħtieġ li tonqos sewwa, u preferibilment ma tintużax iktar!

Il-biedja ma tirrendix qliegħ biżżejjed biex tagħmel tajjeb għal dawn il-prezzijiet li qed jintalbu. Għal uħud dan ifisser li l-biedja allura għandha tagħmel il-wisa’ għal min jiflaħ iħallas. Il-bdiewa allura, x’ser jiġri minnhom? L-ikel meħtieġ minn artna, min ser jieħu ħsiebu? Ma nistgħux niddependu biss minn ikel impurtat.

Sa ftit ġranet ilu dan kien l-argument li f’każ wara l-ieħor il-Qrati tagħna kienu qed jaċċettaw. Il-każijiet kienu qed jinqatgħu wieħed wara l-ieħor a bażi ta’ din il-liġi tal-ġungla: li min jiflaħ għall-prezz tas-suq għandu d-dritt li jħawwel lil min ma jiflaħx għalih.

Iżda din il-ġimgħa kellna każ interessanti li poġġa l-argumenti li smajna s’issa rashom l-isfel.

F’sentenza mogħtija nhar it-Tlieta li għaddew l-Imħallef Wenzu Mintoff għamel l-argument favur il-biedja. Argument li rari, jekk qatt, instema’ fl-awli tal-Qrati tagħna. Il-pajjiż, qal l-Imħallef, għandu jħares il-biedja u japprezza iktar dak li tirrendi. Jekk ma nħarsux il-biedja, x’ser nieklu? Il-kummerċ ma’ barra mhux dejjem jipprovdi, biżżejjed jew fil-ħin.  Ma nistgħux nistrieħu fuq il-kummerċ ma’ barra biss. L-art tagħna, jekk tinħadem tista’ tipprovdi, kif ipprovdiet iktar minn biżżejjed fil-passat. Imma jeħtieġ li l-art inħarsuha.

L-imħallef Mintoff għamel tlett osservazzjonijiet importanti.

Fl-1967 il-Parlament Malti, osserva l-Imħallef, approva liġi dwar il-qbiela. Dan għamlu biex iħares l-użu tal-art agrikola, għax anke dakinnhar kien ikkunsidrat li kien hemm il-ħtieġa għal dan il-ħarsien. Dan kien skop leġittimu tal-Parlament Malti.

L-Imħallef kompla josserva li l-istat għandu r-responsabbiltà li jassigura li pajjiż ikollu biżżejjed prodotti tal-ikel għall-ħtiġijiet tal-pajjiż. Dan kien rifess tal-qagħda ekonomika u finanzjarja tal-pajjiż.

Ikompli josserva li minkejja l-liberalizzazzjoni tal-kummerċ u l-importazzjoni tal-ikel minn barra, l-istat xorta jibqalu l-obbligu li jassigura ruħu li l-pajjiż ma jkunx jiddependi iżżejjed fuq l-importazzjoni. Jekk dan ma jsirx, l-agrikultura, ftit ftit tispiċċa, darba għal dejjem.

Dan kollu għandu jseħħ f’kuntest ta’ rispett sħih tad-drittijiet fundamentali ta’ kulħadd.

Huwa fid-dawl ta’ dan kollu li jridu nfasslu u niddeċiedu t-triq il-quddiem.

Fid-deċiżjoni tiegħu l-Imħallef Wenzu Mintoff jemfasizza li l-valur reali tar-raba’ jrid ikun rifless ta’ dak li l-art verament tirrendi. L-argumenti legali li tagħmel il-Qorti huma kumplessi ħafna iktar minn hekk, imma essenzjalment il-Qorti qed tgħid li l-biedja għandha valur fih innifsu u huwa f’dan il-valur li wieħed irid isib is-soluzzjoni għall-problema li għandna quddiemna.

Il-kobba hi mħabbla sewwa u każ wieħed mhux ser isolvi l-biżibilju kawżi li bħalissa deħlin fil-Qrati biex ikunu żgumbrati l-bdiewa minn raba’ li ġieb prezz tajjeb fis-suq tal-propjetà. Apparti dan, hu fatt li l-messaġġ ċar u etiku tal-Imħallef Mintoff idarras lil bosta li l-unika valur li jafu bih u japprezzaw hu il-valur tal-flus.

Din hi l-problema reali li minħabba fiha r-raba’ qed isejħilna. Qed jgħajjat u jokrob, imma ħafna mhux qed jagħtu każ.

It-tibdil fil-klima hi kawża ta’ inġustizzji

Kulħadd hu konxju li f’partijiet differenti tad-dinja t-temp għaddej minn estrem għall-ieħor. In-National Geographic, riċentement, taħt it-titlu “It-tibdil fil-klima tisforza Gwatemali biex jemigraw” irrappurtat ukoll li “n-nixfa u t-tibdil fil-klima qed jagħmilha diffiċli għall-bdiewa ta’ mezzi żgħar biex jgħajxu lill-familji tagħhom. Dan qed iwassal għal kriżi umanitarja.”

L-Organizzazzjoni Dinjija tal-Ikel (FAO) u l-Programm Dinji tal-Ikel tal-Ġnus Magħquda huma kkonċernati li n-nixfa qed ikollha impatt sostanzjali fuq dawk l-iktar vulnerabbli fl-Amerika Ċentrali. Din diġa wasslet biex intilfu 280,000 ettaru ta’ raba’ fil-Gwatemala, l-El Salvador u l-Honduras, u bħala riżultat ta’ dan effettwat is-sigurta tal-ikel ta’ żewġ miljun ruħ.

Nafu anke minn esperjenza tagħna stess f’Malta kif in-nixfa u l-għargħar huma kawża ta’ ħsara kbira lill-uċuħ tar-raba’: ħsara li qed tkun iktar spissa.

Xi pajjiżi qed isofru min-nuqqas ta’ xita. Oħrajn għaddejjin minn esperjenza differenti: fi ftit ġranet ikollhom ix-xita kollha li normalment tagħmel f’sena u dan bil-konsegwenza ta’ għargħar kbar. Dan it-tibdil fil-klima qed iseħħ ħtija tal-ħidma u l-imġieba tal-bniedem, ħidma mifruxa fuq ħafna snin li wasslet għal żidiet sostanzjali ta’ emissjonijiet ta’ karbonju (carbon emissions).

Hu ċar li t-tibdil fil-klima hu theddida għar-riżorsi bażiċi tal-ikel u l-ilma li fuqhom jiddependu l-komunitajiet tal-ġnus: dan kollu hu ostaklu kbir għad-dritt għal ħajja li għandu kull wieħed u waħda minna.

Il-politika dwar il-bidla fil-klima, fuq inizjattiva u l-insistenza ta’ stati gżejjer, ewlenin fosthom il-gżejjer fil-Paċifiku, preżentement qed tiffoka fuq il-ħtieġa li ż-żieda fit-temperatura tad-dinja ma taqbiżx 1.5 grad Celsius fuq it-temperatura pre-industrijali. Hemm kunsens fost il-komunità xjentifika globali li jekk iż-żieda taqbeż din iċ-ċifra hemm possibilità kbira ta’ apokalissi klimatika. Dan ma jikkawżax biss estremitajiet ta’ nixfa u għargħar imma ukoll jogħla l-livell tal-baħar b’mod li jinqerdu z-zoni kostali kif ukoll gżejjer diversi jispiċċaw taħt wiċċ l-ilma.

Ir-rapport speċjali tal-lnter-governmental Panel on Climate Change (IPCC) ippubblikat f’Ottubru li għadda jispjega fid-dettall il-veduti tal-komunità xjentifika globali dwar x’inhu jiġri: jispjega x-xjenza tal-bidla fil-klima u l-effett ta’ dan fuq id-dinja. 224 xjenzjat ewlieni minn 40 pajjiż differenti eżaminaw 30,000 studju xjentifku: il-konklużjonijiet tagħhom ma jistgħux ikunu injorati.

Ir-rapport tal-IPPC iwissina li t-temperatura tad-dinja diġa għoliet bi grad Celsius fuq it-temperatura pre-industrijali. Jekk nibqgħu għaddejjin bl-istess livell ta’ attività, sa mhux iktar tard mis-sena 2050 din it-temperatura ser tiżdied b’nofs grad Celsius ieħor, ikompli jwissina r-rapport. Għal din ir-raġuni l-komunità xjentifika hi tal-fehma li l-emmissjonijiet tal-karbonju għandhom jonqsu tant li sa mhux iktar tard mis-sena 2050 l-emmissjonijiet netti jkunu zero.

Hemm resistenza għal dan l-oġġettiv f’numru ta’ pajjiżi. Erbgħa minnhom (ir-Russia, l-Istati Uniti tal-Amerika, l-Kuwajt u l-Arabja Sawdita) ippruvaw ixellfu l-kunsens globali dwar il-konklużjonijiet tar-rapport tal-IPPC waqt il-laqgħa f’Katowice dwar il-klima iktar kmieni dan ix-xahar.

Kull pajjiż għandu sehem x’jagħti biex it-tnaqqis fl-emmissjonijiet jintlaħaq, u dan soġġett għall-prinċipju ambjentali li jistabilixxi li r-responsabbilta għalkemm hi waħda komuni tintrefa b’mod differenti (principle of common but differentiated responsibility). Anke Malta teħtieġ li terfa’ is-sehem tagħha ta’ din ir-responsabbiltà b’mod li tikkontribwixxi biex jonqsu l-emissjonijiet tal-karbonju ħalli jkun assigurat li ż-żieda ta’ 1.5 gradi fit-temperatura tad-dinja ma tinqabizx.

Meta l-ġenerazzjoni tal-enerġija f’Malta ma baqgħitx issir bl-użu tal-HFO (heavy fuel oil), żejt maħmuġ, u minflok qlibna għall-gass sar pass importanti l-quddiem. Imma meta nħarsu fit-tul dan mhux biżżejjed għax il-gass hu fuel ta’ transizzjoni: transizzjoni fit-triq lejn enerġija li tkun iġġenerata kompletament minn sorsi renovabbli. Neħtieġu iktar enerġija ġġenerata mix-xemx u mir-riħ kif ukoll għandna bżonn nagħrfu nagħmlu użu tajjeb mill-enerġija ġġenerata mill-mewġ li hi abbundanti fl-ibħra madwarna.

L-applikazzjoni tat-teknologija f’dawn l-oqsma toħloq xogħol sostenibbli u fl-istess ħin ittejjeb il-kwalità tal-ħajja ta’ kulħadd.

F’dan is-sens il-qasam tat-trasport f’Malta għadu ta’ uġiegħ ta’ ras u dan minħabba l-emmissjonijiet tal-karbonju li jirriżultaw miż-żieda astronomika ta’ karozzi fit-toroq tagħna. Sfortunatament, flok ma jinvesti f’trasport sostenibbli, l-gvern għaddej bi programm intensiv ta’ żvilupp tal-infrastruttura tat-toroq li inevitabilment ser iwassal biex jinkoraġixxi użu ikbar tal-karozzi fit-toroq tagħna. Dan iwassal biex jikkanċella l-progress li sar biż-żieda reġistrat fl-użu tat-trasport pubbliku.

Biex tkompli tagħmel l-affarijiet agħar, il-mina bejn Malta u Għawdex hi essenzjalment mina għall-karozzi,mhux mina għan-nies. Hu stmat li bħala riżultat ta’ din il-mina proposta ċ-ċaqlieq ta’ karozzi bejn iż-żewġ gżejjer jiżdied minn medja ta’ 3,000 għal medja ta’ 9,000 kuljum, u dan fi żmien 15-il sena. Hu possibli li jkun provdut serviz alternattiv u sostenibbli, indirizzat biss lejn in-nies, permezz ta’ dak li nirreferu għalih bħala fast ferry. Dan jista’ jwassal lin-nies dritt minn Għawdex saċ-ċentri kummerċjali tal-pajjiż. Il-karozzi, imma, huma fattur ċentrali għall-mina proġettata u dan għax il-ħlas li jsir għall-użu tal-mina huwa dipendenti fuq in-numru ta’ karozzi li jagħmlu użu minnha!

Dan kollu jmur kontra l-ispirtu tal-Pjan Nazzjonali għat-Trasport-2025 li jistabilixxi l-oġġettiv ta’ tnaqqis ta’ karozzi mit-toroq tagħna bħala mira li tista’ tintlaħaq. It-tnaqqis tal-karozzi mit-toroq tagħna mhux biss itejjeb il-kwalità tal-arja li permezz tagħha nieħdu n-nifs: hu ukoll il-kontribut żgħir tagħna bħala pajjiż kontra l-inġustizzji maħluqa minn tibdil fil-klima għax inkun qed innaqqsu l-emissjonijiet tal-karbonju bil-konsegwenza ta’ tnaqqis fiż-żieda tat-temperatura tad-dinja.

Għax il-ġlieda kontra l-inġustizzji li qed jinħolqu bit-tibdil fil-klima hi responsabbiltà tagħna ukoll.

Climate justice is our responsibility too

Everyone is aware that different parts of the world are experiencing weather extremes.  Under the heading “Changing climate forces desperate Guatemalans to emigrate”, National Geographic recently reported that “Drought and shifting weather are making it difficult for many small-scale farmers to feed their families, fuelling a human crisis”.

The Food and Agriculture Organisation and the World Food Programme of the United Nations are concerned that drought is having a considerable impact on the most vulnerable in Central America. It has led to a loss of 280,000 hectares of agricultural land in Guatemala, El Salvador and Honduras, as a result affecting the food security of more than two million human persons.

We are aware, even as a result of local experience, that drought and floods cause considerable damage to agriculture and are occurring with increasing frequency. Some countries are experiencing an acute lack of rain while others are experiencing a concentration of a year’s rainfall in the space of a few days. These changing patterns of the weather are the result of human behaviour, accumulated over a large number of years through ever-increasing carbon emissions.

Clearly, climate change threatens essential resources – such as water and food – on which communities depend, putting in question their very right to life.

The politics of Climate Change, on the initiative and insistence of island states, in particular Pacific island micro-states, is currently focusing on the need to limit increases in global warming to not more than 1.5 degrees Celsius. There is a consensus among the global scientific community that, beyond such an increase, a climatic apocalypse would be more likely. This will be the cause of not just more drought and floods but also of unprecedented rise in sea level, as a result wiping out coastal areas, and low-lying islands all around the globe.

The special report issued by the lnter-governmental Panel on Climate Change (IPCC) in October explains in detail the views of the global scientific community on the current state of play: it explains the science of climate change and the future of the Earth. A total of 224 leading scientists from 40 countries have assessed 30,000 scientific papers and their conclusions cannot be ignored.

Its report warns that the earth has already warmed by one degree Celsius more than the pre-industrial age. If we retain the present level of activity, we are warned that the temperature will rise a further half of a degree before the year 2050.

This is the reason why the scientific community considers that carbon emissions must be reduced, achieving net zero emissions before the year 2050. However, there are various pockets of resistance to attaining such an objective in a number of countries. So much that four of them (Russia, the United States, Kuwait and Saudi Arabia) have sought to water down the global consensus on the IPPC report conclusions in Katowice, at the climate change summit held earlier this month.

Each and every country has a role in achieving this substantial reduction of carbon emissions, subject to the principle of common but differentiated responsibility. Malta also has such a responsibility to contribute to a reduction of carbon emissions in order to ensure that the 1.5 degree barrier is not breached.

In Malta, the switching of energy generation from one dependent on heavy fuel oil to gas was a positive step. However, in the long term, this is not enough as gas is considered a transition fuel: a step on the path to energy generation completely dependent on renewable sources. We require more energy generated from the sun and wind and we also need to ensure that good use is made of energy generated from waves – so abundant in the sea around us. The application of technology will lead to the creation of new, sustainable jobs and simultaneously contribute to an improvement in the quality of life for everyone.

Transport, however, is still a major problem considering Malta’s carbon emissions due the astronomic increase in the number of cars on our roads. Unfortunately, instead of investing in sustainable transport, the government has embarked on a massive programme of further development of the road infrastructure which will only result in encouraging more cars on our roads. Consequently, this will cancel out the progress being achieved with the registered increase in the use of public transport.

To add insult to injury, the proposed tunnel below the seabed between Malta and Gozo is essentially a tunnel for the use of cars. It is estimated that, as a result of this tunnel, the vehicle movement between the two islands will increase from 3000 to 9000 vehicle movements daily over a 15-year period. An alternative sustainable service providing for the movement of people would be a fast ferry service from Gozo to the commercial centres of Malta. However, the encouragement of the use of cars is central to the projected tunnel as tolls will be paid by car owners.

All this runs counter to the National Transport Master-Plan 2025 which establishes the reduction of cars from Maltese roads as an achievable target.

Reducing the number of cars on our roads will not only improve the quality of the air we breath but will also be a small but important contribution to global climate justice through a reduction in carbon emission levels.

Climate justice is our responsibility too.
