PLPN : parrini tar-rgħiba

Il-pjani lokali huma 7. Il-Pjan Lokali dwar il-Bajja ta’ Marsaxlokk kien approvat fl-1995, madwar sentejn wara li twaqqfet l-Awtorità tal-Ippjanar. Kellhom jgħaddu 7 snin oħra biex ġie approvat pjan lokali ieħor, din id-darba dak għall-Port il-Kbir.  Il-bqija kienu approvati f’daqqa bl-għaġġla fis-sajf tal-2006. Fl-2006 ukoll kien ippubblikat u approvat mill-Parlament dokument ieħor dwar ċaqlieq tal-linja tal-iżvilupp, intitolat “Rationalisation of Development Zone Boundaries”.

Kull wieħed minn dawn it-tmien dokumenti huwa wild il-PN fil-Gvern. Il-konsiderazzjonijiet ambjentali fihom huma nieqsa bil-kbira.

B’mod partikulari, d-dokument li ċaqlaq il-linja tal-żvilupp  ġie approvat mill-Parlament b’għaġġla kbira u bħala riżultat ta’ hekk żewġ miljun metru kwadru ta’ art li kienu barra  miż-żona ta’ żvilupp (ODZ) f’daqqa waħda saru tajbin għall-iżvilupp.

Mill-Opposiżżjoni l-Partit Laburista fil-Parlament ivvota kontra dan iċ-ċaqlieq tal-linja tal-iżvilupp, imma, wara, meta tela’ fil-Gvern ġie jaqa’ u jqum minn dan kollu. Dan minħabba li l-opposizzjoni għall-proposti kienet waħda partiġjana mhux minħabba xi viżjoni alternattiva.

Il-pjani lokali jeħtieġu reviżjoni immedjata. Id-dokument li jistabilixxi kif kellha tiċċaqlaq il-linja tal-iżvilupp għandu jitħassar u safejn hu possibli dik l-art kollha (ż-żewġ miljun metru kwadru) terġa’ issir art ODZ – barra miż-żona tal-iżvilupp.  

Fost it-tibdil meħtieġ hemm tnaqqis ġenerali fl-għoli permissibli tal-bini, liema għoli, f’ħafna każi qed itellef lill-komunità residenzjali mid-dritt ta’ aċċess għax-xemx. Dan qed inaqqas u jostakola l-potenzjal tagħna bħala pajjiż fil-ġenerazzjoni ta’ enerġija rinovabbli. Dan kollu kien injorat mill-pjani lokali.

Hemm bosta materji oħra fl-erba’ rkejjen tal-pajjiż li jeħtieġu li jkunu eżaminati mill-ġdid. Kif spjegajt f’artiklu preċedenti l-pjani lokali ma jagħtux każ tal-impatti kumulattivi tal-iżvilupp li huma stess jipproponu. Din hi materja bażika li teħtieġ attenzjoni kbira għax għandha impatt sostanzjali fuq il-kwalità tal-ħajja tagħna. Sfortunatament il-pjani lokali ftit li xejn jagħtu każ tal-kwalità tal-ħajja. Jiffokaw fuq is-sodisfazzjon tar-rgħiba.

Għandu jkun hemm kumpens jekk art li illum tista’ tkun żviluppata terġa’ lura fl-ODZ bħala art mhiex tajba għall-iżvilupp?

Xi ġimgħat ilu l-Ministru  Aaron Farrugia responsabbli għall-Ippjanar u l-Ambjent kien qal li kellu l-parir favur id-dritt ta’ kumpens. Konvenjentement l-Onorevoli Ministru injora l-fatt li l-Qorti Kostituzzjonali f’Malta kif ukoll il-Qorti Ewropeja dwar id-Drittijiet tal-Bniedem diġa kellhom kaz bħal dan fejn kien hemm talba għal kumpens. Il-Qorti Kostituzzjonali irrifjutat it-talba u l-Qorti fi Strasbourg ma ikkunsidratx t-talba f’deċiżjoni fis- 27 September 2011 li fiha iddiskutiet il-parametri legali applikabbli.

Il-kaz huwa dwar il-kumpanija Maltija Trimeg Limited u jikkonċerna 10,891 metru kwadru ta’ art li kienu fil-limiti tal-iżvilupp fl-1989 kif stabilit mill-iskemi temporanji tal-iżvilupp ta’ dakinnhar. Imma fl-1996 din l-art ġiet skedata għal skop ta’ konservazzjoni f’kuntest tal-protezzjoni tal-widien. Fil-Qrati Maltin il-kumpanija Maltija kienet qalet illi li kieku ħarġu l-permessi ta’ żvilupp l-art kien ikollha valur ta’  €11-il miljun. B’daqqa ta’ pinna imma, dan naqas għal  €230,000. Trimeg Limited kienet xtrat din l-art  €140,000.Il-Qorti Kostituzzjonali f’Malta ma aċċettatx dawn l-argumenti. Il-Qorti fi Strasbourg ma bidlet xejn minn dak li qalet il-Qorti Maltija.

Dan hu kaz wieħed biss. Il-ħsieb ġenerali iżda hu li apprezzament tal-ħarsien ambjentali qed jaqbad art fost in-nies illum li huma iktar sensittivi minn qatt qabel dwar dan.  Ħadd m’għandu jistenna kumpens għat-tibdil li jkun meħtieġ.

Din hi ġlieda kontinwa mar-rgħiba u l-ispekulazzjoni. Nafu li fil-passat, u għal żmien twil, ir-rgħiba kienet minn fuq. Ir-rgħiba fl-ippjanar għall-użu tal-art kellha żewġ parrini: il-PN u l-PL. Fl-Opposizzjoni jopponu u fil-Gvern jirrumblaw minn fuq kulħadd.  

Kemm il-PN kif ukoll il-PL ma jistgħux jindirizzaw din il-mandra fl-ippjanar għall-użu tal-art għax huma parti mill-problema: il-PLPN ħolquha, kabbruha u iddefendewha. Il-PN beda l-froġa u il-Labour sostniha.

Hu meħtieġ li nibdew paġna ġdida.  Il-linja tal-iżvilupp trid titraġġa lura u l-pjani lokali jeħtieġu tibdil mill-qiegħ. Aħna l-Ħodor biss nistgħu nagħmluh dan, għax aħna m’aħna fil-but ta’ ħadd. L-oħrajn, bil-provi wrew tul is-snin li bejn ir-rgħiba u l-kwalità tal-ħajja dejjem isostnu r-rgħiba!

PLPN have continuously sponsored greed

The local plans are 7 in number.  The Marsaxlokk Bay Local Plan was approved in 1995, just two years after the setting up of the Planning Authority. It took another 7 years to approve the next one, the Grand Harbour Local Plan. The rest were approved in one go, in a hurry in the summer of 2006. In 2006 a document entitled “Rationalisation of Development Zone Boundaries” was also published and approved by Parliament.

All eight documents above-mentioned have the PN fingerprints on them. They are certainly not green fingerprints.

The Rationalisation document in particular which was rushed through Parliamentary approval during July 2006 transformed 2 million square metres of land outside the development zone into land which could be considered for development. It shifted the development zone boundaries.

Labour, in Opposition when the rationalisation document was submitted for Parliament’s consideration, voted against its adoption only to embrace it as if it were its own once it was elected into government. Labour’s opposition was not on principle due to some alternative vision. It was pure partisan politics.

The local plans should be revisited the earliest. The rationalisation document should be scrapped and the land it refers to returned to ODZ status wherever this is possible.

Among the revisions considered essential to the local plans is a general reduction in permissible building heights which are interfering with the solar rights of our residential community. This is hampering our potential as a country to generate more renewable energy. This was ignored by the local plans!

There are various other issues spread all over the islands which require revisiting and careful analysis. As explained in a previous article the local plans fail to take into consideration the cumulative impacts of the development which they propose. This is one of the basic matters which should be considered in depth as it has a substantial impact on our quality of life.

Unfortunately, quality of life was considered irrelevant on the local plan drawing board. Only servicing greed was deemed essential.

Would any compensation be due if land currently suitable for development is relegated to ODZ status? Some weeks ago, Planning and Environment Minister Aaron Farrugia emphasised that the advice he received was in favour of compensation. Conveniently the Hon Minister failed to point out that the Constitutional Court in Malta and the European Court of Human Rights in Strasbourg has already dealt with a Maltese similar case requesting compensation. The Constitutional Court shot down the case and the Strasbourg Court considered it as being inadmissible on 27 September 2011 in a decision which discusses at some length the applicable legal parameters.

The case involved the Maltese Company Trimeg Limited and concerned 10,891 square metres of land which was within the limits of development as defined by the Temporary Provisions Schemes of 1989 but was then, in 1996, scheduled for conservation purposes as part of a valley protection zone.  The Maltese Company had previously claimed in the Maltese Courts that the land would have a value of €11 million if development permits were issued but was reduced in value to €230,000 at the stroke of a pen. The land was originally purchased by Trimeg Limited for €140,000.

The Constitutional Court in Malta had not accepted the arguments brought forward and the Strasbourg Court did not change anything from that judgement.

This is obviously just one case. The general train of thought however is that it is not a legitimate expectation to expect that the law does not change in the future. Environmental protection is hopefully on the increase as today’s men and women are nowadays more sensitive on the matter.

It is obviously a continuous tug-of-war with greed and speculation. The dreadful news of the past is that greed has for quite a stretch of time had the upper hand. Greed in land use planning has been alternatively sponsored by the PN and the PL. They oppose it when in opposition but adopt it once in government.

Neither the PN nor the PL can offer solutions to the current land use planning mess as both of them are part of the problem: PLPN created it, encouraged it and defended it. PN created the mess, PL sustained it.

It is time to start a new page. Scrap the rationalisation exercise and radically reform the local plans. Only we, the Greens, can do it, as we are in nobody’s pocket. The others have proven, time and again that they support greed at the expense of our quality of life.

Facing the inevitable

With temperatures on the increase all around us, the Intergovernmental Panel on Climate Change (IPCC) report published Monday, running into over 4000 pages, underlines that it may get much worse very soon.

The Climate Change 2015 summit in Paris agreed on the need to spare no effort in ensuring that the global temperature did not increase by more than 1.5 degrees Celsius over that recorded in the pre-industrial age. The voluntary targets which the different countries committed to post-Paris are nowhere enough to limit global temperature increases not to exceed the Paris targets. The latest IPCC report states that we are on target to exceed the 1.5 degree Celsius much earlier than expected.

We can feel the excessive heat.  We have seen the raging fires all around the world. We have seen the storms across various parts of Western Europe triggering havoc all around. We have not been spared in the past and await the first major storm of the season, hoping against hope that the resulting floods will not flush damage through our communities.

It will be much worse. We will not be spared

As an island state Malta should be at the forefront of the climate change debate. Unfortunately, our country is among the laggards, continuously seeking to avoid or minimise the action required at our end.

Maltese governments have ensured that we do not meet EU targets for renewable energy generation, reducing them by half from 20 per cent to 10 per cent of the energy generated. After a policy announcement in favour of transport electrification way back in 2017, four years down the line we are still without clear targets. The change will now have to be adopted at a quicker pace, and one which we are not yet prepared for.

The EU has recently unveiled a proposal intended to reduce greenhouse gas emissions by 55 per cent, compared to 1990 levels, by the year 2030, an intermediate target to carbon neutrality by 2050.

One of the measures proposed would require raising the share of the renewable energy generated to 40 per cent of the final energy consumption, meaning that Malta, within nine years, would be required to quadruple the renewable energy which it generates. This would be quite tough, in view of having repeatedly been successful in wriggling out of our commitments.

A de facto ban on the purchase of new petrol and diesel cars by 2035 would accelerate our path to the electrification of transport. That is a target to be achieved within 14 years. Locally, however, it will not solve much, unless it is coupled with a substantial decrease in private car usage.

If not coupled with a planned decrease of the number of cars on our roads, electrification of our roads will result in a substantial portion of the renewable energy generated being used for transport. This would further embed our dependence on fossil fuels when we should be moving in a diametrically opposite direction!  

The EU proposal to tax shipping and aviation fuel will have a considerable impact on islands and the peripheral states of Europe. It makes sense when applied to the European mainland which is more dependent on railways, a suitable alternative. In respect of islands and the peripheral states like Malta it will be certainly painful, even though it will, when applied, contribute substantially to achieving carbon emission reduction targets.

Tourism would be hit considerably but, so far, it seems the ministry for tourism is still considering a return to business as usual after COVID-19. Can we please smell the coffee?  

The aviation and maritime sector are significant contributors of greenhouse gas emissions which have, so far, avoided being addressed due to very effective lobbying over the years. The EU proposals would ensure that this will no longer be the state of affairs, dependent, that is, on the taming of the lobbies!

We have a duty to act the soonest to address this climate emergency. The small size of our country does not exempt us from our responsibilities towards the future.

Tibdil tal-klima: miżuri li jeħtieġ li jkunu ġusti

Huwa essenzjali li nilħqu l-mira ta’ emissjonijiet żero tal-karbonju (carbon neutrality). Ilu żmien ovvju li ekonomija dipendenti fuq iż-żjut mhiex waħda sostenibbli. Il-Konvenzjoni tal-Ġnus Magħquda dwar it-Tibdil fil-Klima, fis-summit ta’ Pariġi, fl-2015, kienet fasslet pjan dwar it-triq meħtieġa biex nintlaħqu miri li jħarsu l-klima. Jekk ma nimxux ma’ dan il-pjan, il-futur ifisser biss gwaj.

It-tibdil fil-klima diġa qiegħed magħna.  Madanakollu, l-impatti fuqna jistgħu jkunu ferm agħar minn dak li għaddej bħalissa: temperaturi estremi, nixfa’ kbira f’xi reġjuni u għargħar f’oħrajn. Id-diżastri qed iseħħu quddiem għajnejna kuljum. Il-qagħda għad trid teħżien bosta, qabel ma l-affarijiet (forsi) jaqilbu għall-aħjar.

It-temperatura medja fuq livell globali qed tiżdied. It-temperatura imkejla tvarja minn reġjun għall-ieħor. Fil-Mediterranean, studji riċenti qed jindikaw li qegħdin viċin li naqbżu żieda ta’ grad u nofs Celsius fuq it-temperatura pre-industrijali. L-impatti ta’ dan diġa qed inħossuhom.

Bħala stat gżira, Malta messa li hi fuq quddiem fid-dibattitu globali dwar it-tibdil fil-klima.  Sfortunatament, pajjiżna hu fost dawk il-pajjiżi li kontinwament ikaxkru saqajhom biex jevitaw jew inaqqsu l-azzjoni meħtieġa da parti tagħhom. Il-fatt li aħna żgħar ma jeżentaniex mir-responsabbiltà tagħna lejn il-futur.

Fost l-eżempji ta’ dan hemm ir-resistenza, tul is-snin, biex nagħtu importanza lill-ġenerazzjoni ta’ enerġija rinovabbli flimkien mat-tkaxkir tas-saqajn għall-proċess tal-elettrifikazzjoni tat-trasport.  

Ilkoll niftakru l-insistenza tal-Gvernijiet Maltin mal-Kummissjoni Ewropeja biex il-miri ta’ Malta dwar l-enerġija rinovabbli ma jkunux l-20 fil-mija iffissati mill-Kummissjoni imma jinżlu għal 10 fil-mija tal-enerġija totali ġġenerata.  Bl-istess mod, minkejja li fl-2017 saret dikjarazzjoni politika mill-Gvern favur l-elettrifikazzjoni tat-trasport, wara 4 snin għadna bla pjan u miri ċari. Il-bidla issa ser ikollha isseħħ b’ritmu mgħaġġel u ftit li xejn jidher li bħala pajjiż aħna ippreparati għaliha.

L-Unjoni Ewropeja għadha kemm żvelat pjan bi proposti biex l-emissjonijiet serra jitnaqqsu b’55 fil-mija meta mqabbel ma dawk tal-1990. Dan għandu jseħħ sal-2030, u dan bħala mira intermedja fit-triq lejn emmissjonijiet żero tal-karbonju (carbon neutrality) sas-sena 2050.

Waħda mill-proposti li qed issir hi li l-enerġija minn sorsi rinovabbli ġġenerata fl-Unjoni Ewropeja tkun ta’ 40 fil-mija mill-enerġija kollha użata. Dan ikun ifisser li fi żmien 9 snin Malta jkun jeħtieġilha li timmultiplika b’erbgħa l-enerġija rinovabbli li niġġeneraw fil-pajjiż. Din ser tkun mira iebsa, iktar u iktar meta tieħu kont tal-fatt li tul is-snin il-pajjiż dejjem ipprova jiżloq mill-obbligi tiegħu f’dan il-qasam.

Proposta oħra tal-Unjoni Ewropeja hi li sal-2035 ma jidħlux iktar fis-suq karozzi li jaħdmu bid-dijsil u l-petrol. Din mira li ser ikun meħtieġ li nilħquha fi żmien 14-il sena. Lokalment din mhi ser issolvi xejn jekk ma tkunx imżewġa ma miżuri biex jonqsu l-karozzi mit-toroq.

Proposta oħra tal-Kummissjoni Ewropeja hi dwar l-introduzzjoni ta’ taxxa fuq il-fjuwil użat milll-vapuri kif ukoll dak użat fl-avjazzjoni. Din il-proposta bla dubju jkollha impatt mhux żgħir fuq il-gżejjer u l-istati periferali Ewropej. Hi proposta li hi motivata mill-fatt li l-Ewropa kontinentali hi moqdija iktar bil-ferrovija, ġeneralment effiċjenti u li hu meqjus li tħalli impatti ambjentali ferm inqas mill-ajruplani.

Bi proposta ta’ din ix-xorta it-turiżmu jintlaqat sewwa. Kemm tkun kbira d-daqqa jiddependi minn kemm tkun kbira taxxa ta’ din ix-xorta.  Malta, il-Greċja u Ċipru diġa qed jgħidu li ma jaqblux ma dan!

Kemm is-settur tal-avjazzjoni kif ukoll dak marittimu huma kontributuri sinifikanti ta’ emissjonijiet serra. Sal-lum dawn iż-żewġ setturi evitaw  li jkunu nklużi fil-miżuri biex inkun mħarsa mit-tibdil fil-klima minħabba lobbying qawwi. Il-proposti tal-Unjoni Ewropeja jekk jidħlu fis-seħħ jibdlu din is-sitwazzjioni, dejjem sakemm il-lobbying jinżamm taħt kontroll!

Uħud diġa iddeskrivew dawn il-proposti (u oħrajn) tal-Unjoni Ewropeja bħala suwiċidju politiku u dan minħabba li l-impatti konsiderevoli tagħhom jistgħu jkunu l-kawża ta’ nkwiet soċjali qalil. Li nilħqu l-mira ta’ emissjoni żero tal-karbonju hu essenzjali imma rridu nkunu konxji li l-impatti tal-miżuri meħtieġa inevitabilment ser iweġġgħu bosta bihom.  Id-diskussjoni meħtieġa trid tassigura li waqt li jittieħdu d-deċiżjonijiet meħtieġa bla iktar dewmien, il-vulnerabbli, inkluż dawk bla mezzi jew b’mezzi limitati, għandhom ikunu mħarsa  milli jkunu huma li jħallsu għall-ispiża akkumulata minħabba nuqqas ta’ azzjoni għal snin kbar.

L-ikbar sfida ghal dan il-Patt Aħdar hi li l-bidla meħtieġa teħtieġ li tkun waħda li issir b’ġustizzja. It-trasformazzjoni ekoloġika teħtieġ li tkun soċjalment ġusta. Dan tagħmlu billi tpoġġi lin-nies mhux il-kapital jew il-profitti bħala l-konsiderazzjoni ċentrali tagħha. Il-bidla, iżda trid isseħħ illum qabel għada. Iktar ma ndumu nkaxkru saqajna, iktar ikun għoli l-prezz li jkollna nħallsu.

Change must be fair

Achieving carbon neutrality is long overdue. It has long been obvious that an economy that is dependent on fossil fuel is not sustainable. The UNFCCC (United Nations Framework Convention for Climate Change) at its 2015 Paris summit finally agreed to plot the basic roadmap required. If we do not follow this roadmap, havoc is the name of the future.

Climate change is already here. However, its impacts can be much worse than what we are already experiencing: extremes of temperature, drought in some regions with floods in others. We see the disasters developing almost daily. It will get much worse before it can get any better.

The mean global temperature is rising. The measured increase varies between one region and another. In the Mediterranean, recent studies have indicated that here we are very close to surpassing a 1.5-degree Celsius rise over the pre-industrial age temperature. We can feel the impact already.

Our slow take-up of renewable energy over the years and the institutional resistance to transport electrification are among the most obvious examples.

Some have already described the proposals of the EU Commission as political suicide as their far-reaching impacts could trigger considerable social unrest. Achieving carbon neutrality is essential but the paths selected will be very painful, some more than others. In the ensuing discussion we have to ensure that while the essential decisions are taken without delay the poor and the most vulnerable are shielded from having to pay the accumulated cost of inaction over the years.

The biggest challenge we face is to ensure that the Green Deal is fair. The ecological transformation must be socially just and place people, not profits, as its central consideration. Change must however happen the soonest. The longer we postpone taking action the higher the price we will have to pay.

Solar rights and planning wrongs

Solar rights are once more in the public debate. The number of those aware that utilising solar energy for our needs makes both environmental and economic sense is on the increase. Unfortunately, they are being obstructed by land use planning policy which is only interested in serving greed, camouflaged as development.

The utilisation of the sun’s energy is dependent on what gets in the way of the sun’s rays when we need them!  When most of the Local Plans were approved way back in summer of 2006, the permissible heights of building development in a multitude of areas were substantially increased. At times this increase was from 2 to 5 floors, including a penthouse level. It is worse where semi-basement garages are permissible. This change was in particular applied in respect of large areas with a previous predominance of two floored terraced houses. 

The impact of this change in the permissible height limitation is increasing in severity with time as the redevelopment of old properties is being gradually taken in hand. This is resulting in the shadowing of an ever-increasing number of residential units in a number of residential areas. As a result, solar water heaters and photo voltaic panels installed on a number of roofs in the past years, are now in the shade for a considerable amount of time and consequently are practically useless. Investments made by a number of our families have been sacrificed on the altar of development greed. Subsidies (including those originating from EU funds) which were utilised to assist the tapping of solar energy in a substantial number of cases have thus been thrown down the drain.

This is the result of myopic land use planning which failed to consider obvious impacts. Specifically, it is the result of the failure to subject the proposed height relaxation planning policies to the EU Strategic Environment Assessment Directive. The Strategic Environment Assessment Directive seeks to examine policies, plans and programmes in order to ensure that their environmental aspects are effectively considered.

Those of us familiar with the workings of the Planning Authority are aware that most of the Local Plans were rushed through to approval during the summer of 2006. This was done as any further delay would have made them subject to Strategic Environment Assessment procedures which would have inevitably highlighted the impact of height relaxation on the generation of solar energy. As a result, the conflict with the need to have solar energy generated would have been highlighted and most probably addressed.

While one section of government was encouraging one and all on the need to tap the sun’s rays to generate clean and renewable energy, another section, hostage to the development lobby was obstructing this and pushing forward their need for more space to develop! The rest is history. That space is currently being developed today, in the process obstructing the further generation of renewable energy on our rooftops.

In Parliament, earlier this week Minister for Energy, Enterprise and Sustainable Development Miriam Dalli in reply to a Parliamentary Question from Ryan Callus, spokesperson for Energy on behalf of the Opposition, stated that government was holding internal discussions on the matter.

The matter has been discussed many times to date so I cannot decipher exactly what Minister Miriam Dalli has in mind. There are in fact very few possible options which can be considered.

The most obvious option is to revise as much as possible the height relaxation carried out in 2006. This will be very difficult to carry out, and, if done, it will be immediately followed-up by a request for compensation running into many millions of euro.

Alternatively, one can seek to introduce solar rights on new buildings without further delay. It is possible that planning policy is amended to ensure that all new properties, in particular blocks of flats, should generate sufficient electricity to cater for the number of units in the new block, thus ensuring carbon neutrality. Such a measure would essentially require that the roof is owned together with the individual units in order that owners of the said units may install photo voltaic panels. Consequently, it would signify that the space which till now has been utilised for the development of penthouses would henceforth be reserved for the generation of renewable energy.

In so doing a history of planning wrongs would commence the long and difficult road of correction.

L-iżbilanċ ambjentali

L-iżbilanċ ambjentali qiegħed dejjem jiżdied. Fid-diskors twil iżżejjed tiegħu meta ħabbar il-Baġit, il-Ministru tal-Finanzi Edward Scicluna dan il-fatt ma jagħtix kas tiegħu.

L-iżviluppaturi tal-propjetà, permezz tal-assoċjazzjoni tagħhom l-MDA esprimaw is-sodisfazzjon tagħhom dwar Baġit li għal darba oħra aċċetta l-proposti tagħhom biex l-iskemi ta’ inċentivi dwar tnaqqis ta’ taxxi marbuta max-xiri tal-propjetà jkunu estiżi. Il-Baġit jippreżenta dawn il-proposti b’libsa ta’ proposti soċjali. Fir-realtà huma miżuri kontra l-ambjent għax għandhom impatt dirett fuq iktar żvilupp ta’ art kif ukoll fuq l-intensifikazzjoni tal-iżvilupp fiż-żoni urbani tagħna.

It-turiżmu tal-Cruise liners huwa mfaħħar fid-diskors tal-Baġit. Il-Ministru Scicluna jentużjażma ruħu ftit iżżejjed meta jħabbar fid-diskors tiegħu li l-industrija tal-cruise liners f’Malta kibret b’75% tul dawn l-aħħar sitt snin. Il-Ministru Scicluna, probabbilment mhux konxju biżżejjed li l-industrija tal-cruise liners hi kontributur mhux żgħir fil-kontaminazzjoni tal-kwalità tal-arja.

Jeżistu diversi studji dwar l-impatti ambjentali tal-cruise liners fl-ibħra internazzjonali. Il-materja kienet mistħarrġa ukoll minn għaqda ambjentali lokali bl-għajnuna ta’ għaqda ambjentali Ġermaniża. Il-kampjuni tal-arja li ħadu mill-inħawi tal-Port il-Kbir jindikaw preżenza mhux żgħira ta’ partikoli mikroskopiċi fl-arja li qed jispiċċaw fil-pulmun ta’ dawk li jgħixu, jaħdmu inkella sempliċiment jgħaddu mil-lokalitajiet madwar il-Port il-Kbir. Bla dubju l-istess ħaġa insibuha f’Birżebbuġa bħala riżultat tal-operazzjonijiet tal-Port Ħieles.

Biex dan ikun indirizzat, soluzzjoni possibli tkun l-introduzzjoni ta’ obbligu li l-vapuri jagħmlu użu minn elettriku ġġenerat fuq l-art meta dawn ikunu mal-moll. Dwar dan diġa saru studji preliminari. L-istudji, iżda, mhumiex biżżejjed. Jirrikjedu ukoll id-disponibilità għall-azzjoni – disponibilità li presentement ma teżistix. L-istudju dwar il-Port il-Kbir sar fl-2014 filwaqt li dak dwar Birżebbuġa sar fl-2018. Dwar dan kollu d-diskors tal-Baġit hu sieket.

Il-Gvern għadu ma ħabbarx id-data li minnha ‘l-quddiem mhux ser ikun possibli li jkunu impurtati f’Malta karozzi li jaħdmu bil-petrol jew bid-diżil. Ġejna nfurmati li din id-data tista’ titħabbar fl-2020. It-tfassil tal-istrateġija tal-Gvern f’dan il-qasam qed tieħu fit-tul biex tieħu sura meta kien il-Prim Ministru nnifsu li ħabbarha iktar minn sentejn ilu. Ma hemm l-ebda serjetà fil-mod kif din l-istrateġija qed tkun imfassla. Il-materja mhix biss dwar li ma nimpurtawx iktar karozzi li jaħdmu bil-petrol jew bid-diżil.

Tinvolvi ukoll l-interess esaġerat kurrenti fl-iżvilupp ta’ pompi tal-petrol ġodda f’diversi inħawi ta’ Malta. Għax xi ħtieġa hemm għal iktar pompi tal-petrol meta d-deċiżjoni dwar l-elettrifikazzjoni tat-trasport privat qiegħed wara l-bieb? Moratorju immedjat dwar l-iżvilupp ta’ pompi tal-petrol ġodda kienet tkun deċiżjoni tajba u f’waqtha, meta hu aċċettat minn kulħadd li ma hemmx użu għalihom!

Il-Baġit, ifaħħar u jiftaħar bl-investiment massiċċ fl-infrastruttura tat-toroq. B’mod partikolari dwar mini jew fly-overs li x-xogħol dwarhom għaddej inkella qiegħed fi stadju avvanzat ta’ ippjanar.

Il-ġustifikazzjoni għal dan, minn dikjarazzjonijiet diversi li saru matul ix-xhur li għaddew, hi, biex tkun indirizzata l-konġestjoni tat-traffiku. Studji li saru madwar id-dinja kollha repetutament żvelaw li dawn it-tipi ta’ żviluppi fl-infrastruttura tat-toroq inevitabilment twassal għal-iktar traffiku.

Il-Minstru dan kollu jinjorah u jibqa’ jinsisti li jarmi daqstant miljuni ta’ ewro. Apparti li jgħarbel ftit l-esperjenza f’pajjiżi oħra, l-Onor. Ministru għandu jikkonsulta ruħu wkoll mal-Master-Plan għat-Trasport li tfassal taħt id-direzzjoni tal-Gvern li minnu jifforma parti u li b’mod mill-iktar ċar ifisser kif it-tnaqqis tal-karozzi privati mit-toroq tagħna hu għan essenzjali. Il-Ministru għall-Finanzi għandu jfittex li jkun jaf l-għaliex il-Gvern jitlob il-pariri u mbagħad dawn ikunu injorati.

Fl-aħħar il-Gvern irrealizza li hemm ħtieġa ta’ strateġija għal Green New Deal. Din hija strateġija li tindirizza l-impatti tat-tibdil fil-klima b’mod sostenibbli: ekonomikament, ekologikament u soċjalment. Imma biex strateġija ta’ dan ix-xorta tkun tagħmel sens, il-Gvern għandu, l-ewwel u qabel kollox iżarma l-istrateġiji li diġa għandu u li huma dijametrikament opposti għall-Green New Deal.

Ma jagħmilx sens, per eżempju, li filwaqt li l-Gvern repetutament jiddikjara ruħu favur il-ħtieġa tal-ħarsien ambjentali, imma mbagħad kontinwament joħroġ inċentivi biex jinkoraġixxi is-suq tal-propjetà. Lanqas ma jagħmel sens li jibqa’ għaddej bil-programm intensiv tal-iżvilupp tal-infrastruttura tat-toroq jew li jibqa’ għaddej bil-pjani dwar l-iżvilupp tal-mina bejn Malta u Għawdex li inevitabilment ser isservi biex iktar karozzi jaqsmu bejn il-gżejjer b’faċilità.

Flok l-għotjiet għax-xiri tal-batteriji għall-ħażna tal-elettriku ġġenerat mill-pannelli fotovoltajiċi kien ikun ferm aħjar kieku l-Gvern jagħti bidu għal investiment massiv biex ikun assigurat li s-sistema tad-distribuzzjoni tal-elettriku titjib għax hu b’dan li jista’ jkun aċċertat illi fid-djar tagħna jkun possibli li niġġeneraw iktar elettriku mix-xemx. In-nuqqas ta’ miżuri effettivi biex tkun iġġenerata iktar enerġija minn sorsi rinovabbli juru kemm mhu veru xejn li l-Gvern hu kommess favur t-tfassil u l-implimentazzjoni ta’ strateġija dwar il-Green New Deal.

Il-Ministru tal-Finanzi qed jgħaddina biż-żmien meta f’nifs wieħed jinsisti jitkellem dwar Għawdex bħala gżira ekoloġika filwaqt li jibqa’ jinsisti fuq “ħtieġa” għall-mina bejn il-gżejjer. Mina li ser taċċellera l-ħsara ambjentali fil-gżira Għawdxija.

L-iżbilanċ ambjentali qed jikber kontinwament, bla ebda kontroll ta’ xejn.

The environmental deficit

The environmental deficit is still rising and  the long-winded Budget speech by Finance Minister Edward Scicluna last Monday did not address it.

Through the MDA, their association, property developers have expressed satisfaction at the Budget as, once more, it has taken up their proposals intended to further extend tax incentive schemes linked to the purchase of property. The budget presents these measures as being of a social nature when, in fact, that are anti-environmental measures because their direct impact is the take-up of more land as well as additional pressure on the intensification of the development of our urban areas.

Cruise liner tourism comes in for substantial praise in the Budget speech. Minister Scicluna was over-enthusiastic in announcing that there has been a 75 per cent  increase in the cruise liner industry in Malta over the last six years. He may not be sufficiently aware that the cruise liner industry is a substantial contributor to the degradation of air quality. Various studies have been carried out on the environmental impacts of cruise liners on the high seas and the subject has also been studied by a local environmental NGO with the support of their German counterparts.

Their studies revealed that air samples taken from the Grand Harbour area indicte the presence of a high level of microscopic particulate matter, which is ending in the respiratory systems of those living, working or passing through this area. Similar issues undoubtedly exist in Birżebbuġa as a result of the operations of the Freeport.

A possible solution to address this problem  is the introduction of a compulsory shore-to-ship electricity supply – in respect of which preliminary studies have already been carried out. The studies, however, are not enough. They require a commitment to act – a commitment is currently non-existent. The studies date back to 2014 in respect of the Grand Harbour and to 2018 in respect of Birżebbuġa.

The government has not yet announced the cut-off date for the importation of cars running on petrol and diesel. We were informed that it may be announced some time in 2020. The government strategy in this respect is taking too long too formulate – given that it was announced by the Prime Minister over two years ago.

There is alack of seriousness about the manner in which this issue is being addressed. It  does not just involve determining when no more vehicles running on petrol or diesel will be imported; it also involves the current acute interest in the development of new fuel service stations in various parts of the island. Why do we need such fuel service stations if electrification of private transport is around the corner? An immediate moratorium on the development of new fuel service stations would have been quite appropriate, given that it is accepted by one and all that there will be no use for them!

In addition, the budget praises the heavy investment in road infrastructure, in particular the construction fly-overs and tunnels, the construction of which are either already in hand or else at an advanced state of planning. The justification for this, as has been made through various statements over the months, is to address the ever-increasing traffic congestion.

Studies carried out all over the world have repeatedly revealed that such developments in the road infrastructure inevitably leads to more traffic. Minster Scicluna ignores this experience from other countries and keeps insisting in channelling millions of euros down the drain. He should consult the Transport Master-Plan, drawn up under the direction of his own government, which clearly lists the reduction of the number of vehicles on our roads as an essential objective. The Finance Minister should query why his government commissions experts for their advice which it then ignores.

The Government has, at last realised that it needs a ‘Green New Deal’ strategy – a strategy which addresses the impacts of climate change sustainably, economically, ecologically and socially. But for such a strategy to make sense, it should first dismantle its existing strategies which are in direct opposition to a ‘Green New Deal’.

It does not make sense, for example, for the Government to declare the need to protect the environment and then hands out all sorts of incentives to encourage the property market. Nor does it make sense to keep to its programme of intensive development of the road infrastructure, or to keep pushing for the development of a tunnel between Malta and Gozo, which will only serve the free movement of more cars between the islands.

Instead of grants for batteries to store electricity generated through solar panels, it would have been much better had the Government embarked on a massive investment to ensure a better distribution network of electricity, as this would – of itself – increase the potential for the generation of more renewable energy by households. The lack of effective measures to generate more energy from renewable sources clearly shows that Government is not really committed to drafting and implementing a real ‘Green New Deal’ strategy.

The Minister of Finance is taking everybody for a ride when, on the one hand he speaks of Gozo as an ecological island and then, on the other, keeps insisting on the ‘need’ for a tunnel between the islands, – which will only serve to accelerate the environmental degradation of Gozo.

The environmental deficit is clearly out of control.

It-tibdil fil-klima hi kawża ta’ inġustizzji

Kulħadd hu konxju li f’partijiet differenti tad-dinja t-temp għaddej minn estrem għall-ieħor. In-National Geographic, riċentement, taħt it-titlu “It-tibdil fil-klima tisforza Gwatemali biex jemigraw” irrappurtat ukoll li “n-nixfa u t-tibdil fil-klima qed jagħmilha diffiċli għall-bdiewa ta’ mezzi żgħar biex jgħajxu lill-familji tagħhom. Dan qed iwassal għal kriżi umanitarja.”

L-Organizzazzjoni Dinjija tal-Ikel (FAO) u l-Programm Dinji tal-Ikel tal-Ġnus Magħquda huma kkonċernati li n-nixfa qed ikollha impatt sostanzjali fuq dawk l-iktar vulnerabbli fl-Amerika Ċentrali. Din diġa wasslet biex intilfu 280,000 ettaru ta’ raba’ fil-Gwatemala, l-El Salvador u l-Honduras, u bħala riżultat ta’ dan effettwat is-sigurta tal-ikel ta’ żewġ miljun ruħ.

Nafu anke minn esperjenza tagħna stess f’Malta kif in-nixfa u l-għargħar huma kawża ta’ ħsara kbira lill-uċuħ tar-raba’: ħsara li qed tkun iktar spissa.

Xi pajjiżi qed isofru min-nuqqas ta’ xita. Oħrajn għaddejjin minn esperjenza differenti: fi ftit ġranet ikollhom ix-xita kollha li normalment tagħmel f’sena u dan bil-konsegwenza ta’ għargħar kbar. Dan it-tibdil fil-klima qed iseħħ ħtija tal-ħidma u l-imġieba tal-bniedem, ħidma mifruxa fuq ħafna snin li wasslet għal żidiet sostanzjali ta’ emissjonijiet ta’ karbonju (carbon emissions).

Hu ċar li t-tibdil fil-klima hu theddida għar-riżorsi bażiċi tal-ikel u l-ilma li fuqhom jiddependu l-komunitajiet tal-ġnus: dan kollu hu ostaklu kbir għad-dritt għal ħajja li għandu kull wieħed u waħda minna.

Il-politika dwar il-bidla fil-klima, fuq inizjattiva u l-insistenza ta’ stati gżejjer, ewlenin fosthom il-gżejjer fil-Paċifiku, preżentement qed tiffoka fuq il-ħtieġa li ż-żieda fit-temperatura tad-dinja ma taqbiżx 1.5 grad Celsius fuq it-temperatura pre-industrijali. Hemm kunsens fost il-komunità xjentifika globali li jekk iż-żieda taqbeż din iċ-ċifra hemm possibilità kbira ta’ apokalissi klimatika. Dan ma jikkawżax biss estremitajiet ta’ nixfa u għargħar imma ukoll jogħla l-livell tal-baħar b’mod li jinqerdu z-zoni kostali kif ukoll gżejjer diversi jispiċċaw taħt wiċċ l-ilma.

Ir-rapport speċjali tal-lnter-governmental Panel on Climate Change (IPCC) ippubblikat f’Ottubru li għadda jispjega fid-dettall il-veduti tal-komunità xjentifika globali dwar x’inhu jiġri: jispjega x-xjenza tal-bidla fil-klima u l-effett ta’ dan fuq id-dinja. 224 xjenzjat ewlieni minn 40 pajjiż differenti eżaminaw 30,000 studju xjentifku: il-konklużjonijiet tagħhom ma jistgħux ikunu injorati.

Ir-rapport tal-IPPC iwissina li t-temperatura tad-dinja diġa għoliet bi grad Celsius fuq it-temperatura pre-industrijali. Jekk nibqgħu għaddejjin bl-istess livell ta’ attività, sa mhux iktar tard mis-sena 2050 din it-temperatura ser tiżdied b’nofs grad Celsius ieħor, ikompli jwissina r-rapport. Għal din ir-raġuni l-komunità xjentifika hi tal-fehma li l-emmissjonijiet tal-karbonju għandhom jonqsu tant li sa mhux iktar tard mis-sena 2050 l-emmissjonijiet netti jkunu zero.

Hemm resistenza għal dan l-oġġettiv f’numru ta’ pajjiżi. Erbgħa minnhom (ir-Russia, l-Istati Uniti tal-Amerika, l-Kuwajt u l-Arabja Sawdita) ippruvaw ixellfu l-kunsens globali dwar il-konklużjonijiet tar-rapport tal-IPPC waqt il-laqgħa f’Katowice dwar il-klima iktar kmieni dan ix-xahar.

Kull pajjiż għandu sehem x’jagħti biex it-tnaqqis fl-emmissjonijiet jintlaħaq, u dan soġġett għall-prinċipju ambjentali li jistabilixxi li r-responsabbilta għalkemm hi waħda komuni tintrefa b’mod differenti (principle of common but differentiated responsibility). Anke Malta teħtieġ li terfa’ is-sehem tagħha ta’ din ir-responsabbiltà b’mod li tikkontribwixxi biex jonqsu l-emissjonijiet tal-karbonju ħalli jkun assigurat li ż-żieda ta’ 1.5 gradi fit-temperatura tad-dinja ma tinqabizx.

Meta l-ġenerazzjoni tal-enerġija f’Malta ma baqgħitx issir bl-użu tal-HFO (heavy fuel oil), żejt maħmuġ, u minflok qlibna għall-gass sar pass importanti l-quddiem. Imma meta nħarsu fit-tul dan mhux biżżejjed għax il-gass hu fuel ta’ transizzjoni: transizzjoni fit-triq lejn enerġija li tkun iġġenerata kompletament minn sorsi renovabbli. Neħtieġu iktar enerġija ġġenerata mix-xemx u mir-riħ kif ukoll għandna bżonn nagħrfu nagħmlu użu tajjeb mill-enerġija ġġenerata mill-mewġ li hi abbundanti fl-ibħra madwarna.

L-applikazzjoni tat-teknologija f’dawn l-oqsma toħloq xogħol sostenibbli u fl-istess ħin ittejjeb il-kwalità tal-ħajja ta’ kulħadd.

F’dan is-sens il-qasam tat-trasport f’Malta għadu ta’ uġiegħ ta’ ras u dan minħabba l-emmissjonijiet tal-karbonju li jirriżultaw miż-żieda astronomika ta’ karozzi fit-toroq tagħna. Sfortunatament, flok ma jinvesti f’trasport sostenibbli, l-gvern għaddej bi programm intensiv ta’ żvilupp tal-infrastruttura tat-toroq li inevitabilment ser iwassal biex jinkoraġixxi użu ikbar tal-karozzi fit-toroq tagħna. Dan iwassal biex jikkanċella l-progress li sar biż-żieda reġistrat fl-użu tat-trasport pubbliku.

Biex tkompli tagħmel l-affarijiet agħar, il-mina bejn Malta u Għawdex hi essenzjalment mina għall-karozzi,mhux mina għan-nies. Hu stmat li bħala riżultat ta’ din il-mina proposta ċ-ċaqlieq ta’ karozzi bejn iż-żewġ gżejjer jiżdied minn medja ta’ 3,000 għal medja ta’ 9,000 kuljum, u dan fi żmien 15-il sena. Hu possibli li jkun provdut serviz alternattiv u sostenibbli, indirizzat biss lejn in-nies, permezz ta’ dak li nirreferu għalih bħala fast ferry. Dan jista’ jwassal lin-nies dritt minn Għawdex saċ-ċentri kummerċjali tal-pajjiż. Il-karozzi, imma, huma fattur ċentrali għall-mina proġettata u dan għax il-ħlas li jsir għall-użu tal-mina huwa dipendenti fuq in-numru ta’ karozzi li jagħmlu użu minnha!

Dan kollu jmur kontra l-ispirtu tal-Pjan Nazzjonali għat-Trasport-2025 li jistabilixxi l-oġġettiv ta’ tnaqqis ta’ karozzi mit-toroq tagħna bħala mira li tista’ tintlaħaq. It-tnaqqis tal-karozzi mit-toroq tagħna mhux biss itejjeb il-kwalità tal-arja li permezz tagħha nieħdu n-nifs: hu ukoll il-kontribut żgħir tagħna bħala pajjiż kontra l-inġustizzji maħluqa minn tibdil fil-klima għax inkun qed innaqqsu l-emissjonijiet tal-karbonju bil-konsegwenza ta’ tnaqqis fiż-żieda tat-temperatura tad-dinja.

Għax il-ġlieda kontra l-inġustizzji li qed jinħolqu bit-tibdil fil-klima hi responsabbiltà tagħna ukoll.

Climate justice is our responsibility too

Everyone is aware that different parts of the world are experiencing weather extremes.  Under the heading “Changing climate forces desperate Guatemalans to emigrate”, National Geographic recently reported that “Drought and shifting weather are making it difficult for many small-scale farmers to feed their families, fuelling a human crisis”.

The Food and Agriculture Organisation and the World Food Programme of the United Nations are concerned that drought is having a considerable impact on the most vulnerable in Central America. It has led to a loss of 280,000 hectares of agricultural land in Guatemala, El Salvador and Honduras, as a result affecting the food security of more than two million human persons.

We are aware, even as a result of local experience, that drought and floods cause considerable damage to agriculture and are occurring with increasing frequency. Some countries are experiencing an acute lack of rain while others are experiencing a concentration of a year’s rainfall in the space of a few days. These changing patterns of the weather are the result of human behaviour, accumulated over a large number of years through ever-increasing carbon emissions.

Clearly, climate change threatens essential resources – such as water and food – on which communities depend, putting in question their very right to life.

The politics of Climate Change, on the initiative and insistence of island states, in particular Pacific island micro-states, is currently focusing on the need to limit increases in global warming to not more than 1.5 degrees Celsius. There is a consensus among the global scientific community that, beyond such an increase, a climatic apocalypse would be more likely. This will be the cause of not just more drought and floods but also of unprecedented rise in sea level, as a result wiping out coastal areas, and low-lying islands all around the globe.

The special report issued by the lnter-governmental Panel on Climate Change (IPCC) in October explains in detail the views of the global scientific community on the current state of play: it explains the science of climate change and the future of the Earth. A total of 224 leading scientists from 40 countries have assessed 30,000 scientific papers and their conclusions cannot be ignored.

Its report warns that the earth has already warmed by one degree Celsius more than the pre-industrial age. If we retain the present level of activity, we are warned that the temperature will rise a further half of a degree before the year 2050.

This is the reason why the scientific community considers that carbon emissions must be reduced, achieving net zero emissions before the year 2050. However, there are various pockets of resistance to attaining such an objective in a number of countries. So much that four of them (Russia, the United States, Kuwait and Saudi Arabia) have sought to water down the global consensus on the IPPC report conclusions in Katowice, at the climate change summit held earlier this month.

Each and every country has a role in achieving this substantial reduction of carbon emissions, subject to the principle of common but differentiated responsibility. Malta also has such a responsibility to contribute to a reduction of carbon emissions in order to ensure that the 1.5 degree barrier is not breached.

In Malta, the switching of energy generation from one dependent on heavy fuel oil to gas was a positive step. However, in the long term, this is not enough as gas is considered a transition fuel: a step on the path to energy generation completely dependent on renewable sources. We require more energy generated from the sun and wind and we also need to ensure that good use is made of energy generated from waves – so abundant in the sea around us. The application of technology will lead to the creation of new, sustainable jobs and simultaneously contribute to an improvement in the quality of life for everyone.

Transport, however, is still a major problem considering Malta’s carbon emissions due the astronomic increase in the number of cars on our roads. Unfortunately, instead of investing in sustainable transport, the government has embarked on a massive programme of further development of the road infrastructure which will only result in encouraging more cars on our roads. Consequently, this will cancel out the progress being achieved with the registered increase in the use of public transport.

To add insult to injury, the proposed tunnel below the seabed between Malta and Gozo is essentially a tunnel for the use of cars. It is estimated that, as a result of this tunnel, the vehicle movement between the two islands will increase from 3000 to 9000 vehicle movements daily over a 15-year period. An alternative sustainable service providing for the movement of people would be a fast ferry service from Gozo to the commercial centres of Malta. However, the encouragement of the use of cars is central to the projected tunnel as tolls will be paid by car owners.

All this runs counter to the National Transport Master-Plan 2025 which establishes the reduction of cars from Maltese roads as an achievable target.

Reducing the number of cars on our roads will not only improve the quality of the air we breath but will also be a small but important contribution to global climate justice through a reduction in carbon emission levels.

Climate justice is our responsibility too.
