Climate change requires behavioural change

Climate change is nature’s reaction to the cumulative impacts it has sustained as a result of human  behaviourover the years. Long periods of drought or intensive rainfall leading to flooding, longer periods of sunshine, extremes of temperature are all too familiar nowadays.

It has been emphasised time and again that we need to achieve carbon neutrality at the earliest. This signifies that the amount of carbon emissions resulting from our activities must be less than the carbon being stored in the various carbon sinks.

We must address each and every one of our activities as the carbon emissions from all of them, added up, will bring us closer to or further away from our targets.

Addressing climate change is a political issue. It involves policy decisions. If we intend to address climate change these political decisions should be complimentary and contribute to achieving the goal of mitigating climate change as well as addressing its causes.

The decision to substitute the Delimara power station running on heavy fuel oil with one using natural gas has contributed substantially to reducing Malta’s carbon emissions.

On the other hand, the current policy of encouraging the use of fuel guzzling cars and yachts pulls in the opposite direction. Increasing the capacity of our roads and planning new yacht marinas is not a positive contribution to addressing climate change. Yet it goes on, one decision after the other.

The decision to start the long road towards electrification of our roads was not linked with a decision to have a moratorium on new fuel stations. Why does current policy encourage new fuel stations when their operational days are clearly numbered?

It would be pertinent to point once more to the Transport Master Plan which emphasises that around 50 per cent of trips made with private cars in Malta are for short distances, taking up less than 15 minutes. Yet local and regional sustainable mobility is not encouraged. A behavioural change in our mobility patterns at a local and regional level could remove a substantial number of cars from our roads. Why is this not actively encouraged?

Transport policy is unfortunately not climate friendly. This needs to change the soonest if we are to make any headway in addressing climate change.

The carbon neutrality of our buildings is also of crucial importance in our climate change strategy. I have repeatedly emphasised the need of entrenching solar rights thereby ensuring that solar energy can be generated in more buildings. In addition, planning policy should establish that individual carbon neutral buildings have all the energy required for the use of the particular buildings generated on site. This would of necessity limit buildings to dimensions whose energy needs can be catered for through solar energy generated on site. This would limit building heights and substantially reduce the construction of penthouses.  Land use planning can contribute substantially to climate change mitigation!

The basic problem with climate change issues is that the link between our behaviour and the carbon cycle is not obvious or visible to the untrained eye. This makes it easier for those who seek to avoid or reduce the uptake of actions mitigating climate change.

We owe it to future generations to do all we can to address the accumulated impacts on the climate. Taming the present can ensure that there is a future.

In-natura dejjem tiddeċiedi

Bħala riżultat tal-coronavirus il-pajjiż kważi wieqaf. Ġie kkonfermat għal darba oħra li m’aħniex iżolati min-natura u l-forzi naturali ta’ madwarna. Ma għandna l-ebda immunità la mill-virus u l-anqas mill-forzi tan-natura.

Illum hawn il-pandemija tal-coronavirus li għaddejja tkaxkar minn quddiema lil min ma jkunx moħħu hemm. Għada, mhux ‘il-bogħod, irridu niffaċċjaw il-qilla tat-tibdil fil-klima.

In-natura ma tiddiskriminax u tibqa’ għaddejja minn fuq kulħadd.

Il-pandemija tal-coronavirus hu maħsub li oriġinat f’Wuhan iċ-Ċina, fis-suq tal-annimali maqbuda mis-selvaġġ, permezz tal-bejgħ ta’ laħam tagħhom, ewlieni fosthom laħam tal-friefet il-lejl.

Din ġrat drabi oħra. Il-marda respiratorja magħrufa bħala SARS (Severe Acute Respiratory Syndrome), li tfaċċat madwar għoxrin sena ilu imma li kellha firxa limitata, ukoll oriġinat minn virus ġej mill-istess familja tal-coronavirus. Ġie identifikat li anke is-SARS toriġina minn annimali fis-selvaġġ. Jidher li fiż-żewġ każi l-virus joriġina prinċipalment mill-friefet il-lejl.

Fi żmien ieħor, kien skopert li l-HIV (Human Immune-deficiency Virus) li jattakka u jeqred id-difiża interna ta’ ġisimna toriġina minn l-ikel ta’ laħam tax-xadini infettat. Anke l-virus Ebola, kawża ta’ infezzjonijiet fatali, hi trasmessa minn annimali infettati bħall-friefet il-lejl u x-xadini, ġeneralment permezz tal-ikel ta’ laħam infettat.
In-natura għandha l-ħabta li meta jidhrilha tiddeċiedi. Il-virus jibqa’ għaddej b’mod naturali u sakemm jitwaqqaf b’imġiebitna xejn ma jżommu.

It-tbagħbis tan-natura dejjem iwassal għal konsegwenzi serji. Hemm prezz x’jitħallas għal imġiebitna. Kull meta ninjoraw dan il-fatt bażiku, jiddispjaċina.

Nimmaġina li ħadd minna ma kiel laħam infettat ġej mill-friefet il-lejl inkella mix-xadini. Aħna iżda nbagħbsu man-natura mod ieħor li fuq tul ta’ żmien jagħmel ħsara daqs il-virus li jaqbeż mill-farfett il-lejl għal ġol-bniedem.

Il-kwalità tal-arja tagħna ħafna drabi hi deskritta mill-agenzija Ewropea tal-Ambjent bħala waħda fqira.

Imma wara li daħlu fis-seħħ il-miżuri biex nikkumbattu l-imxija tal-coronavirus, fl-Imsida, fejn l-Awtorità tal-Ambjent għandha stazzjon li jkejjel il-kwalità tal-arja, ġie osservat tnaqqis fit-tniġġiż tal-arja. L-informazzjoni li nġabret mill-kampjuni tal-kwalità tal-arja tindika tnaqqis sostanzjali fit-tniġġiż li hu assoċjat mal-użu tal-karozzi. Dan seħħ tul dawn l-aħħar ġimgħat bħala riżultat tal-fatt li iktar nies qed jaħdmu mid-dar kif ukoll minħabba li l-istituzzjonijiet edukattivi għalqu l-bibien tagħhom. L-użu tal-karozzi naqas sostanzjalment u dan wassal għal tnaqqis fit-tniġġiż li joriġina mit-traffiku.

Kellha tkun il-coronavirus li twassal għall-implimentazzjoni tal-istrateġija nazzjonali tat-trasport li identifikat id-dipendenza fuq il-karozzi bħala l-problema ewlenija li dawk li jfasslu l-miżuri dwar it-trasport kontinwament jinjoraw. Nofs il-vjaġġi bil-karozzi privati f’Malta idumu inqas minn 15-il minuta. Dan ifisser li l-mobilità meħtieġa hi prinċipalment ta’ natura lokali jew reġjonali u għal distanzi qosra. Xi ħtieġa hemm ta’ karozzi privati għal dan? F’pajjiż fejn kważi kullimkien huwa tefa’ ta’ ġebla ‘l-bogħod għandna iktar minn biżżejjed mezzi alternattivi ta’ transport.

L-impatt tal-Covid-19 fuq il-ġenerazzjoni tat-traffiku u allura fuq il-kwalità tal-arja jindika li m’għandniex ħtieġa li nibqgħu għaddejjin bil-ħela ta’ fondi pubbliċi fuq proġetti massivi mhux meħtieġa in konnessjoni mal-infrastruttura tat-toroq. Ilkoll jeħtieġ li nifhmu li hu possibli illi nnaqqsu sostanzjalment l-impatti fuq il-kwalità tal-arja jekk nindirizzaw bis-serjetà d-dipendenza tagħna lkoll fuq il-karozzi privati. Jagħmlu tajjeb dawk li huma nkarigati mill-ippjanar tat-trasport jekk jagħtu każ tal-impatti tal-coronavirus fuq it-traffiku: tibdil fl-imġieba tagħna lkoll u tnaqqis tat-traffiku ġġenerat.

L-impatt tat-traffiku fuq il-kwalità tal-arja hu kontribut sinifikanti ta’ Malta għat-tibdil fi-klima. It-tibdil fil-klima hi r-reazzjoni tan-natura għat-tniġġis tal-arja ikkawżat fid-dinja, prinċipalment mill-bniedem. Din diġa qed timmanifesta ruħha permezz ta’ tibdil, kultant sostanzjali, fit-temperaturi, perjodi twal ta’ nixfa u varjazzjonijiet dwar meta u kemm tagħmel xita. Kultant l-istaġuni donnu jaslu barra minn żmienhom.

L-impatti tal-coronavirus qed jagħtu ftit nifs lin-natura u dan mhux biss f’Malta! Hemm bosta lezzjonijiet x’nitgħallmu biex forsi nibdlu l-imġieba tagħna u l-istil ta’ ħajjitna. Meta l-impatti tat-tibdil il-klima jiżdiedu u jilħqu l-milja tagħhom, dak li għaddej bħalissa riżultat tal-coronavirus inqiesuh bħala insinifikanti. Hemm bżonn niftħu ftit widnejna u nagħtu każ dak li qed tgħidilna n-natura.

Nature calls the shots

COVID-19 has brought the country to a standstill. We are not isolated from nature and its forces at work around us. We are not immune, not just from viruses, but from the forces of nature.

Today it’s the pandemic COVID-19 that’s ploughing through. Tomorrow it will be climate change.

Nature acts in a non-discriminatory manner.

The coronavirus pandemic is thought to have had its origins at the Wuhan wild animal market in China through the sale of meat derived from various wild animals, primarily bats.

This is not the first time for such an occurrence. SARS (Severe Acute Respiratory Syndrome), is another respiratory disease which was detected some 20 years ago, when it had a limited spread. It was traced to a virus belonging to the same family of viruses as the Coronavirus, also traced to viruses originating in wild animals. Incidentally, bats seem to be the point of origin in both cases.

At other times HIV (Human immune-deficiency Virus) which destroys the human immune defences, was traced to the eating of meat of infected chimpanzees. Likewise, the Ebola virus, causing outbreaks of fatal infections, is transmitted from infected animals such as fruit bats, chimpanzees, and monkeys, to humans, generally through the consumption of infected meat.

Nature has a habit of calling the shots whenever it deems fit. Viruses follow natural paths and until brought in check by proper behaviour on our part, they will reign supreme.

Tinkering with nature and natural processes always backfires. There is then a price to pay and we ignore this at our peril.

None of us, most probably, has consumed infected meat from bats or chimpanzees. However, we tinker with nature in other ways, which, in the longer term are just as lethal as viruses which jump from bats to man.

The quality of our air is poor. The European Environment Agency in fact, at times, describes it as very poor.

Yet after the Coronavirus mitigation measures came into force there was a substantial decrease in air pollution registered at the air-monitoring station in Msida operated by the Environment and Resources Authority. Data available indicates a significant decrease in pollutants associated with a decrease in car use during the past weeks as more work from home and the educational institutions closed their doors. Car use has decreased substantially, as a result leading to an all-round decrease in traffic generated pollutants.

It had to be the Coronavirus to commence seriously “implementing” Malta’s National Transport Master Plan which identified car-dependency as a major issue ignored continuously by our transport planners. A basic statistic which stares at us in the face is that 50 per cent of car trips in Malta have a duration shorter than 15 minutes. It follows that mobility is primarily local and regional in nature and on very short routes. Do we need private cars for this? Are the available alternative means of transport not sufficient for this need in a country where practically everywhere is a stone’s throw away?

The impact of COVID-19 on the generation of traffic and consequently on air quality should be an eye opener indicating that we do not need to waste public funds on unnecessary infrastructural road works. We need to understand that it is possible to substantially reduce our impacts on air quality if we address car-dependency head-on. The traffic impacts of Coronavirus could be of help to transport planners to do their job properly.

The impact of traffic on air quality is a significant contribution from Malta towards climate change.

Climate change is nature’s reaction to man-made pollution of the atmosphere. This is already manifesting itself through changes in temperatures, extended periods of drought and changes to rainfall patterns. The seasons at times seem to be inversed. It could get worse, much worse in fact.

The Coronavirus impact has introduced some much-needed breathing space for nature and natural forces, not only in Malta. There are significant lessons to be learnt in order to adjust our behaviour. When the full force of nature releases additional impacts of climate change, the coronavirus impacts would pale to insignificance. Is it not about time that we start listening to nature and act accordingly?

It-tibdil fil-klima hi kawża ta’ inġustizzji

Kulħadd hu konxju li f’partijiet differenti tad-dinja t-temp għaddej minn estrem għall-ieħor. In-National Geographic, riċentement, taħt it-titlu “It-tibdil fil-klima tisforza Gwatemali biex jemigraw” irrappurtat ukoll li “n-nixfa u t-tibdil fil-klima qed jagħmilha diffiċli għall-bdiewa ta’ mezzi żgħar biex jgħajxu lill-familji tagħhom. Dan qed iwassal għal kriżi umanitarja.”

L-Organizzazzjoni Dinjija tal-Ikel (FAO) u l-Programm Dinji tal-Ikel tal-Ġnus Magħquda huma kkonċernati li n-nixfa qed ikollha impatt sostanzjali fuq dawk l-iktar vulnerabbli fl-Amerika Ċentrali. Din diġa wasslet biex intilfu 280,000 ettaru ta’ raba’ fil-Gwatemala, l-El Salvador u l-Honduras, u bħala riżultat ta’ dan effettwat is-sigurta tal-ikel ta’ żewġ miljun ruħ.

Nafu anke minn esperjenza tagħna stess f’Malta kif in-nixfa u l-għargħar huma kawża ta’ ħsara kbira lill-uċuħ tar-raba’: ħsara li qed tkun iktar spissa.

Xi pajjiżi qed isofru min-nuqqas ta’ xita. Oħrajn għaddejjin minn esperjenza differenti: fi ftit ġranet ikollhom ix-xita kollha li normalment tagħmel f’sena u dan bil-konsegwenza ta’ għargħar kbar. Dan it-tibdil fil-klima qed iseħħ ħtija tal-ħidma u l-imġieba tal-bniedem, ħidma mifruxa fuq ħafna snin li wasslet għal żidiet sostanzjali ta’ emissjonijiet ta’ karbonju (carbon emissions).

Hu ċar li t-tibdil fil-klima hu theddida għar-riżorsi bażiċi tal-ikel u l-ilma li fuqhom jiddependu l-komunitajiet tal-ġnus: dan kollu hu ostaklu kbir għad-dritt għal ħajja li għandu kull wieħed u waħda minna.

Il-politika dwar il-bidla fil-klima, fuq inizjattiva u l-insistenza ta’ stati gżejjer, ewlenin fosthom il-gżejjer fil-Paċifiku, preżentement qed tiffoka fuq il-ħtieġa li ż-żieda fit-temperatura tad-dinja ma taqbiżx 1.5 grad Celsius fuq it-temperatura pre-industrijali. Hemm kunsens fost il-komunità xjentifika globali li jekk iż-żieda taqbeż din iċ-ċifra hemm possibilità kbira ta’ apokalissi klimatika. Dan ma jikkawżax biss estremitajiet ta’ nixfa u għargħar imma ukoll jogħla l-livell tal-baħar b’mod li jinqerdu z-zoni kostali kif ukoll gżejjer diversi jispiċċaw taħt wiċċ l-ilma.

Ir-rapport speċjali tal-lnter-governmental Panel on Climate Change (IPCC) ippubblikat f’Ottubru li għadda jispjega fid-dettall il-veduti tal-komunità xjentifika globali dwar x’inhu jiġri: jispjega x-xjenza tal-bidla fil-klima u l-effett ta’ dan fuq id-dinja. 224 xjenzjat ewlieni minn 40 pajjiż differenti eżaminaw 30,000 studju xjentifku: il-konklużjonijiet tagħhom ma jistgħux ikunu injorati.

Ir-rapport tal-IPPC iwissina li t-temperatura tad-dinja diġa għoliet bi grad Celsius fuq it-temperatura pre-industrijali. Jekk nibqgħu għaddejjin bl-istess livell ta’ attività, sa mhux iktar tard mis-sena 2050 din it-temperatura ser tiżdied b’nofs grad Celsius ieħor, ikompli jwissina r-rapport. Għal din ir-raġuni l-komunità xjentifika hi tal-fehma li l-emmissjonijiet tal-karbonju għandhom jonqsu tant li sa mhux iktar tard mis-sena 2050 l-emmissjonijiet netti jkunu zero.

Hemm resistenza għal dan l-oġġettiv f’numru ta’ pajjiżi. Erbgħa minnhom (ir-Russia, l-Istati Uniti tal-Amerika, l-Kuwajt u l-Arabja Sawdita) ippruvaw ixellfu l-kunsens globali dwar il-konklużjonijiet tar-rapport tal-IPPC waqt il-laqgħa f’Katowice dwar il-klima iktar kmieni dan ix-xahar.

Kull pajjiż għandu sehem x’jagħti biex it-tnaqqis fl-emmissjonijiet jintlaħaq, u dan soġġett għall-prinċipju ambjentali li jistabilixxi li r-responsabbilta għalkemm hi waħda komuni tintrefa b’mod differenti (principle of common but differentiated responsibility). Anke Malta teħtieġ li terfa’ is-sehem tagħha ta’ din ir-responsabbiltà b’mod li tikkontribwixxi biex jonqsu l-emissjonijiet tal-karbonju ħalli jkun assigurat li ż-żieda ta’ 1.5 gradi fit-temperatura tad-dinja ma tinqabizx.

Meta l-ġenerazzjoni tal-enerġija f’Malta ma baqgħitx issir bl-użu tal-HFO (heavy fuel oil), żejt maħmuġ, u minflok qlibna għall-gass sar pass importanti l-quddiem. Imma meta nħarsu fit-tul dan mhux biżżejjed għax il-gass hu fuel ta’ transizzjoni: transizzjoni fit-triq lejn enerġija li tkun iġġenerata kompletament minn sorsi renovabbli. Neħtieġu iktar enerġija ġġenerata mix-xemx u mir-riħ kif ukoll għandna bżonn nagħrfu nagħmlu użu tajjeb mill-enerġija ġġenerata mill-mewġ li hi abbundanti fl-ibħra madwarna.

L-applikazzjoni tat-teknologija f’dawn l-oqsma toħloq xogħol sostenibbli u fl-istess ħin ittejjeb il-kwalità tal-ħajja ta’ kulħadd.

F’dan is-sens il-qasam tat-trasport f’Malta għadu ta’ uġiegħ ta’ ras u dan minħabba l-emmissjonijiet tal-karbonju li jirriżultaw miż-żieda astronomika ta’ karozzi fit-toroq tagħna. Sfortunatament, flok ma jinvesti f’trasport sostenibbli, l-gvern għaddej bi programm intensiv ta’ żvilupp tal-infrastruttura tat-toroq li inevitabilment ser iwassal biex jinkoraġixxi użu ikbar tal-karozzi fit-toroq tagħna. Dan iwassal biex jikkanċella l-progress li sar biż-żieda reġistrat fl-użu tat-trasport pubbliku.

Biex tkompli tagħmel l-affarijiet agħar, il-mina bejn Malta u Għawdex hi essenzjalment mina għall-karozzi,mhux mina għan-nies. Hu stmat li bħala riżultat ta’ din il-mina proposta ċ-ċaqlieq ta’ karozzi bejn iż-żewġ gżejjer jiżdied minn medja ta’ 3,000 għal medja ta’ 9,000 kuljum, u dan fi żmien 15-il sena. Hu possibli li jkun provdut serviz alternattiv u sostenibbli, indirizzat biss lejn in-nies, permezz ta’ dak li nirreferu għalih bħala fast ferry. Dan jista’ jwassal lin-nies dritt minn Għawdex saċ-ċentri kummerċjali tal-pajjiż. Il-karozzi, imma, huma fattur ċentrali għall-mina proġettata u dan għax il-ħlas li jsir għall-użu tal-mina huwa dipendenti fuq in-numru ta’ karozzi li jagħmlu użu minnha!

Dan kollu jmur kontra l-ispirtu tal-Pjan Nazzjonali għat-Trasport-2025 li jistabilixxi l-oġġettiv ta’ tnaqqis ta’ karozzi mit-toroq tagħna bħala mira li tista’ tintlaħaq. It-tnaqqis tal-karozzi mit-toroq tagħna mhux biss itejjeb il-kwalità tal-arja li permezz tagħha nieħdu n-nifs: hu ukoll il-kontribut żgħir tagħna bħala pajjiż kontra l-inġustizzji maħluqa minn tibdil fil-klima għax inkun qed innaqqsu l-emissjonijiet tal-karbonju bil-konsegwenza ta’ tnaqqis fiż-żieda tat-temperatura tad-dinja.

Għax il-ġlieda kontra l-inġustizzji li qed jinħolqu bit-tibdil fil-klima hi responsabbiltà tagħna ukoll.

Climate justice is our responsibility too

Everyone is aware that different parts of the world are experiencing weather extremes.  Under the heading “Changing climate forces desperate Guatemalans to emigrate”, National Geographic recently reported that “Drought and shifting weather are making it difficult for many small-scale farmers to feed their families, fuelling a human crisis”.

The Food and Agriculture Organisation and the World Food Programme of the United Nations are concerned that drought is having a considerable impact on the most vulnerable in Central America. It has led to a loss of 280,000 hectares of agricultural land in Guatemala, El Salvador and Honduras, as a result affecting the food security of more than two million human persons.

We are aware, even as a result of local experience, that drought and floods cause considerable damage to agriculture and are occurring with increasing frequency. Some countries are experiencing an acute lack of rain while others are experiencing a concentration of a year’s rainfall in the space of a few days. These changing patterns of the weather are the result of human behaviour, accumulated over a large number of years through ever-increasing carbon emissions.

Clearly, climate change threatens essential resources – such as water and food – on which communities depend, putting in question their very right to life.

The politics of Climate Change, on the initiative and insistence of island states, in particular Pacific island micro-states, is currently focusing on the need to limit increases in global warming to not more than 1.5 degrees Celsius. There is a consensus among the global scientific community that, beyond such an increase, a climatic apocalypse would be more likely. This will be the cause of not just more drought and floods but also of unprecedented rise in sea level, as a result wiping out coastal areas, and low-lying islands all around the globe.

The special report issued by the lnter-governmental Panel on Climate Change (IPCC) in October explains in detail the views of the global scientific community on the current state of play: it explains the science of climate change and the future of the Earth. A total of 224 leading scientists from 40 countries have assessed 30,000 scientific papers and their conclusions cannot be ignored.

Its report warns that the earth has already warmed by one degree Celsius more than the pre-industrial age. If we retain the present level of activity, we are warned that the temperature will rise a further half of a degree before the year 2050.

This is the reason why the scientific community considers that carbon emissions must be reduced, achieving net zero emissions before the year 2050. However, there are various pockets of resistance to attaining such an objective in a number of countries. So much that four of them (Russia, the United States, Kuwait and Saudi Arabia) have sought to water down the global consensus on the IPPC report conclusions in Katowice, at the climate change summit held earlier this month.

Each and every country has a role in achieving this substantial reduction of carbon emissions, subject to the principle of common but differentiated responsibility. Malta also has such a responsibility to contribute to a reduction of carbon emissions in order to ensure that the 1.5 degree barrier is not breached.

In Malta, the switching of energy generation from one dependent on heavy fuel oil to gas was a positive step. However, in the long term, this is not enough as gas is considered a transition fuel: a step on the path to energy generation completely dependent on renewable sources. We require more energy generated from the sun and wind and we also need to ensure that good use is made of energy generated from waves – so abundant in the sea around us. The application of technology will lead to the creation of new, sustainable jobs and simultaneously contribute to an improvement in the quality of life for everyone.

Transport, however, is still a major problem considering Malta’s carbon emissions due the astronomic increase in the number of cars on our roads. Unfortunately, instead of investing in sustainable transport, the government has embarked on a massive programme of further development of the road infrastructure which will only result in encouraging more cars on our roads. Consequently, this will cancel out the progress being achieved with the registered increase in the use of public transport.

To add insult to injury, the proposed tunnel below the seabed between Malta and Gozo is essentially a tunnel for the use of cars. It is estimated that, as a result of this tunnel, the vehicle movement between the two islands will increase from 3000 to 9000 vehicle movements daily over a 15-year period. An alternative sustainable service providing for the movement of people would be a fast ferry service from Gozo to the commercial centres of Malta. However, the encouragement of the use of cars is central to the projected tunnel as tolls will be paid by car owners.

All this runs counter to the National Transport Master-Plan 2025 which establishes the reduction of cars from Maltese roads as an achievable target.

Reducing the number of cars on our roads will not only improve the quality of the air we breath but will also be a small but important contribution to global climate justice through a reduction in carbon emission levels.

Il-bidla fil-klima hi magħna

Nhar il-Ġimgħa li għaddiet rappreżentanti ta’ iktar minn 170 pajjiż, Malta inkluża, inġabru fil-kwartieri ġenerali tal-Ġnus Magħquda fi New York biex jiffirmaw il-ftehim dwar il-klima li intlaħaq fi tmiem is-sena ġewwa Pariġi. Dan il-ftehim għandu jfisser li hemm qbil li kull pajjiż ser jikkontribwixxi lejn soluzzjoni ta’ din il-problema.

Hemm qbil biex jittieħdu l-passi kollha meħtieġa ħalli t-temperatura globali ma togħliex iktar minn bejn 1.5oC  u 2oC fuq it-temperatura globali, kif din kienet fil-bidu tal-perjodu industrijali. Biex dan isir jeħtieġ li jonqsu l-emissjonijiet li qed joriġinaw mill-attivitajiet tal-bniedem u li qed jinġabru fl-atmosfera u jsaħħnu d-dinja. Ewlieni fost dawn il-gassijiet hemm id-diossidju tal-karbonju (CO2) li prinċipalment joriġina mill-ħruq ta’ żjut fossili li nużaw biex niġġeneraw l-elettriku kif ukoll mill-petrol u mid-diesel li jintużaw fil-karozzi u inġenji oħra.

Anke Malta ser tfittex li tnaqqas l-impatti tagħha fuq il-klima u dan billi jkollha politika sostenibbli dwar it-trasport, l-enerġija u l-agrikoltura, fost oħrajn. Irridu nindirizzaw l-impatti tal-klima fuq il-bijodiversità, fuq is-saħħa, fuq it-turiżmu, fuq l-ilma, fuq l-agrikoltura kif ukoll fuq l-infrastruttura marittima.

Kemm is-sena li għaddiet kif ukoll l-ewwel tlett xhur ta’ din is-sena kienu fost l-iktar sħan fl-istorja. It-temp qed jitħawwad. L-istaġuni qed jiġġebbdu u jinbidlu. L-istaġuni tax-xita inbidlu għal kollox b’mod li qed issir ħsara kbira lill-agrikultura kif ukoll lill-ħażna tal-ilma li hi tant essenzjali għal kull forma ta’ ħajja. It-temperatura li qed togħla qed iddewweb is-silġ fil-poli u fuq il-muntanji f’diversi partijiet tad-dinja bil-konsegwenza li l-livell tal-baħar qed jogħla u ser jogħla iktar jekk ma’ jittieħdux miżuri biex inrazznu l-għoli tat-temperatura.

Irridu innaqqsu l-impatti tagħna fuq il-klima bħala pajjiż: irridu innaqqsu l-emissjonijiet kif ukoll il-ħela ta’ riżorsi bħall-ilma u l-elettriku. Jeħtieġilna ukoll li narmu inqas skart kif ukoll li nirriċiklaw iktar. Jekk nagħmlu iktar użu mit-trasport pubbliku ukoll nistgħu inkunu ta’ għajnuna kbira biex Malta tnaqqas il-kontribut tagħha għall-bidla fil-klima.

Irridu nifhmu li l-bidla fil-klima qed tħarbat il-ħajja ta’ kulħadd. Qed tipperikola r-riżorsi li s’issa tipprovdilna b’xejn in-natura. Dan ifisser li filwaqt li kulħadd jintlaqat, l-iktar li jintlaqtu huma l-fqar f’kull rokna tad-dinja. Għax it-tibdil fil-klima iżid il-faqar kullimkien. Dan diġa beda jseħħ.

Il-klima hi parti mill-ġid komuni, hi ta’ kulħadd u hi għal kulħadd. Hu għalhekk ukoll li għandna l-obbligu li kull wieħed minna jagħti sehmu biex l-impatti ta’ pajjiżna jonqsu. Il-ftit impatti tagħna huma importanti daqs il-ħafna impatti ta’ ħaddieħor. Mela niftħu ftit għajnejna għall-ħsara kbira li diġa saret u nagħtu sehemna biex din tonqos. Ma baqax żmien x’jintilef għax il-bidla fil-klima diġa qegħda magħna.

Din is-sena bħala riżultat tal-bidla fil-klima ftit li xejn kellna xita f’Malta. L-effett fuqna ser jinħass l-iktar fuq l-agrikultura u l-ħażniet tal-ilma. Pajjiżi oħra sofrew l-għargħar li kaxkar kull ma sab.

Dawn huma l-effetti li qed jidhru u li diġa huma magħna. Nagħmlu l-parti tagħna biex flimkien ma dak li jirnexxielhom jagħmlu pajjiżi oħra innaqqsu dawn l-impatti u b’hekk titjieb il-qagħda ta’ kulħadd. Għax il-klima hi ġid komuni tal-umanità kollha: hi ta’ kulħadd u hi għal kulħadd.

At the time of writing the average rainfall in Malta from 1st September 2014 to date is recorded at 442.4 mm. The actual rainfall varies from a high of 529.6mm recorded at Selmun to a low of 373.7mm noted at Valletta. With still some months to go, it seems that precipitation in the Maltese islands during the current year will shortly exceed the average annual precipitation of 553.12mm, computed by Charles Galdies in his National Statistics Office publication entitled The Climate of Malta: statistics, trends and analysis 1951-2010. It will however be far short of 955.62mm, the maximum recorded precipitation in Malta which was recorded at Luqa Airport in 1951.

Since 1880, legislation in Malta has specifically provided for the construction of water cisterns in buildings, primarily residential ones. The dimensions of these water cisterns varied over time. Originally they were related to the floor area of the residential building. Recently, the required volume was reduced to be related to the footprint of the building.

These regulatory provisions are however more honoured in the breach, even when reduced. This is not a recent phenomenon. Regulatory control in Malta has been in decline since the 1960s building boom.

Instead of being collected in rainwater cisterns, in an ever increasing number of cases, rainwater is discharged directly onto our roads, or else into the public sewers. As a result, navigating some of our roads during or immediately after heavy rainfall is a dangerous exercise.

This is a case of water literally going down the drain. Large volumes of storm water, which can be utilised for various purposes, are being wasted. Much has been written about the potential use of harvested rainwater. Its use domestically can substantially reduce water bills.

It is also an issue of civil protection. Large quantities of rainwater in our streets, at times moving at an excessive velocity, are a danger to life and limb. Fortunately, it is very rare for people to lose their life in storms in Malta, but damage to property is a more frequent occurrence.

When rainwater is discharged into our overburdened public sewers, not only does the water overflow onto our streets, but it also increases the costs of sewage purification unnecessarily. These costs are recovered through our water bills. Hence, in the end, we all pay the costs of this abuse, irrespective of whether we are participants or not.

The major culprits are a substantial portion of the developers of blocks of flats and maisonettes. The government, directly, as well as through its agencies, has also been responsible for the development of housing estates without providing for rainwater harvesting.

In particular, it is common knowledge that in cases where basement or semi-basement garages are constructed, the duty to provide for rainwater harvesting is very rarely complied with. Since 1992, MEPA has been responsible for determining and ensuring the observance of the conditions of development permits, which in most cases, specify the required capacity of a rainwater cistern.

The Water Services Corporation (WSC) has during the last years, taken over the responsibility for the management of the public sewers from the former Drainage Department. This responsibility includes authorising owners of newly- constructed properties to connect the drains with the public sewer.

Is the WSC verifying that it is only the drains that are connected and, in particular, that rainwater pipes are not connected to the public sewer too? The obvious answer is provided by our streets on a rainy day. No one is bothering to check what is connected to the public sewer . This leads to the conclusion that, while the culprit for the present state of affairs is the building industry as, more often than not, it does not provide for rainwater storage in new developments, it is not the only one to blame. The authorities and government departments must take a substantial share of the blame for not shouldering their regulatory responsibilities. They could have stopped the abuse, but they did not.

A number of areas are practically out of bounds whenever heavy or continuous rainfall hits the Maltese islands. This is a source of danger and, in fact, the Civil Protection Department is heavily involved in assisting residents or motorists who are trapped as a result of flooding. The Birkirkara local council had, some years back installed a storm warning system to alert residents and passers-by that, “danger was on the way”! Public authorities in Malta, unfortunately, have developed the habit of dealing with the effects but continuously ignore the cause of flooding!

Monies made available by the EU have been used to fund a project for the construction of underground tunnels through which it is planned to collect rainwater from our streets and roads and to discharge most of the collected storm water into the sea.

The EU funds utilised in the construction of these tunnels have been utilised to squander a very precious resource. European taxpayers’ monies too have been flushed down the drain. They could have been put to a much better use if they had been applied to address the lack of adequate rainwater harvesting in our towns and villages.

We have been inundated with political speeches lauding sustainability and sustainable development. However, when push comes to shove, it is more than amply clear that this is just a case of some Members of Parliament showing off a newly-acquired vocabulary they have not yet understood. In 2015, Malta still lacks a sustainable water policy.

No Compromise with Nature

At the time of writing negotiators at the Copenhagen Climate Change Conference are still wrangling. The bone of contention is that the developed world has already used up the planet’s capacity to absorb emissions through past industrial activity whilst the developing countries as well as the emerging economies are demanding their fair share. This, they maintain, could be achieved through adequate funding as well as monitoring of binding emission targets. It is estimated that business as usual will lead to a global temperature increase of around six degrees Celsius above pre-industrial temperatures. Researchers maintain that in order to minimise required adaptation measures it is imperative to restrict a temperature increase to not more than two degrees. Island states consider that any increase above 1.5 degrees would be catastrophic. The Maldives, Tuvalu and Fiji have been vociferous in their campaigning for drastic emission cuts by all states in the short term. They risk being submerged. In Africa, countries are already shouldering drought and the resulting famine due to a collapse of agriculture. Faced with these problems many seek to move elsewhere away from nature’s wrath. Malta’s problem of illegal immigration is a direct result of these impacts of climate change on the African Continent. Mitigation through the reduction of carbon emissions is not a switch which can be put on or off at ease. It is, in part, the result of a carefully planned shift away from a carbon economy. There is a substantial financial cost related to such a transition. Alternatively as demonstrated in the Stern Report, the financial, ecological and human costs will be substantially higher. Malta is committed to mitigation measures decided within an EU framework. These currently entail a reduction of carbon emissions by 20 per cent on the basis of 1990 emission levels and the sourcing of 10 per cent of energy needs from sustainable alternatives by 2020. Government has been moving very slowly and it is still not clear whether targets will be achieved. The mitigation measures implemented by the global community will determine the intensity of the climate changes that Malta will have to face together with the rest of the international community. Malta’s vulnerability is substantial and comparable to that faced by the Pacific and Caribbean islands. If mitigation measures implemented are not substantial the temperature rise will be closer to six degrees. This will mean more drastic impacts as a result of higher sea level rises, reduced rainfall, as well as more intense storms. Malta’s adaptation measures will be dependent on the extent to which the international community implements the mitigation measures agreed to. So far the assumption has been that the international community would come to its senses and agree to measures which restrict a temperature rise to not more than two degrees Celsius. This requires a 40 per cent global carbon emission cut by 2020. Yet commitments made to date are insufficient. The resulting sea level rise could be substantial: around two metres by the end of this century. This will affect coastal facilities, low lying residential areas as well as the water table. It may also affect the extent of Malta’s rights over the surrounding sea in view of the fact that these rights are determined on the basis of a distance from the coastline. A receding coastline may affect territorial waters, fishing rights as well as the economic zone (including oil exploration rights). A rising sea level will affect most of Malta’s tourism facilities as well as the commercial infrastructure in our ports. These will as a result, either be closer to or else below sea level. Malta’s beaches such as Għadira, Għajn Tuffieħa and Pretty Bay will be below sea level whilst some low-lying residential areas may have to be abandoned. The water table will be affected by a rise in sea level through an increase in its salinity. Coupled with the mismanagement of water resources in past years, climate change will lead to a situation where ground water in Malta will not be usable if not subject to substantial, costly and energy intensive treatment. This will hasten the collapse of agriculture which is dependent on the direct use of water extracted from the water table. It will also increase exponentially the cost of water used for consumption and industrial purposes. Consideration of the impacts of climate change should thus lead us to consider whether the Maltese islands will still be capable of supporting a population of 400,000. Misuse of nature’s resources in the past coupled with the foreseeable impacts of climate change lead to the inevitable conclusion that in the not too distant future it will be difficult to support human life on these islands. Resistance to change over the years signifies that environmental problems faced by Malta have increased. Nature does not compromise. Deferring action will condemn millions (including Maltese) to immeasurable suffering.
