L-istupru t’Għawdex

Il-PLPN kontinwament jipperfezzjonaw l-istrateġija tagħhom dwar l-istupru t’Għawdex. Din l-istrateġija illum il-ġurnata jispjegawha fil-wegħdiet elettorali tagħhom.  Sfortunatament, f’din il-ħidma tagħhom għandhom l-appoġġ ta’ għaqdiet bħall-Kamra tal-Kummerċ Għawdxija li għadhom kif ħarġu dokument bil-prijoritajiet li huma qed jipproponu għall-leġislatura li jmiss.

Il-mina taħt il-fliegu bejn Malta u Għawdex, għalihom tibqa’ prijorità. Ma’ dan issa żdied mitjar rurali. Jidher li jridu jassiguraw li l-istupru li qed jippjanaw fuq Għawdex ikollu effett massimu.

Il-mina proposta mhiex għan-nies iżda għall-karozzi. Hi mina dipendenti b’mod assolut fuq il-karozzi u l-inġenji kummerċjali oħra li jkunu jistgħu jagħmlu użu minna. Kull waħda minn dawn il-karozzi jew inġenji kummerċjali tħallas biex tgħaddi mill-mina. Il-vijabilità ekonomika tal-mina tiddependi milli jkunu mħajjra jagħmlu użu minna l-ikbar numru possibli ta’ karozzi.

F’wieħed mill-istudji li saru kien ħadem stima li bħala riżultat tal-mina proposta, il-moviment ta’ karozzi bejn Malta u Għawdex jimmultiplika ruħu bi tlieta, minn 3000 moviment kuljum għal 9000 movement kuljum. L-istudju hu intitolat Establishing a Permanent Link between the Island of Gozo and Mainland Malta: An Economic Cost Benefit Analysis of Available Strategic Options.  Dan l-istudju kien ikkummissjonat mill-Kamra tal-Kummerċ Għawdxija  u  Transport Malta.

Il-Kamra tal-Kummerċ Għawdija qegħda fuq quddiem nett fl-isforz biex Għawdex ikun stuprat. Flimkien mal-PLPN iridu jerfgħu r-responsabbiltà għall-konsegwenzi.

X’sens jagħmel li żżid bi tlett darbiet il-moviment tal-karozzi Maltin fit-toroq Għawdxin? It-toroq Għawdxin jifilħu għal dan? Għandna nissagrifikaw il-kwalità tal-arja f’Għawdex ukoll?  Jagħmel sens li nesportaw il-problemi tat-traffiku minn Malta għal Għawdex?

It-tweġiba ovvja għal kull waħda minn dawn il-mistoqsijiet hi le. Bosta minnha huma konxji li t-toroq Għawdxin ma baqax fejn tqiegħed labra fihom u dan bħala riżultat tal-karozzi li diġa qed jaqsmu l-fliegu f’dan il-mument.

Anke fit-toroq Għawdxin hemm il-ħtieġa li jonqsu l-karozzi.  Diġa hemm wisq. Ma jagħmilx sens li jiżdiedu. Dan imur kontra dak kollu li jipprovdi l-pjan nazzjonali għat-trasport. Dan il-pjan japplika għal-Għawdex ukoll.

Is-servizz tal-fast-ferry service, jekk organizzat sewwa b’mod li jwassal in-nies f’punti differenti tul il-kosta Maltija, jibqa’ soluzzjoni tajba. B’hekk tkun assigurata mobilità sostenibbli bejn il-gżejjer.  Imma biex dan ikun effettiv, jeħtieġ ukoll transport pubbliku iffukat u faċilitajiet aħjar fil-port tal-iMġarr Għawdex. Dan jassigura mobilità aħjar b’impatt ambjentali sostanzjalment imnaqqas.  

Il-pjan nazzjonali għat-trasport, ippubblikat mill-Gvern Laburista jemfasizza l-ħtieġa li jonqsu l-karozzi mit-toroq tagħna. Il-proposta għal mina bejn Malta u Għawdex tikkontradixxi dan il-pjan. Għalfejn il-Gvern jieħu parir, iħallas għalih minn fondi pubbliċi u imbagħad jinjorah? Għaliex il-Gvern qiegħed kontinwament jinjora l-pjan tat-trasport tiegħu stess?

Jekk il-proġett tal-mina isseħħ, dan ser ikun il-kawża ta’ ħsara ambjentali sostanzjali kemm f’Malta kif ukoll f’Għawdex.  F’Malta ser jinqered il-villaġġ trogloditiku tal-Għerien fil-limiti tal-Mellieħa. F’Għawdex ser jinqered ammont mhux żgħir ta’ raba’ f’ Ta’ Kenuna, limiti tan-Nadur.

Hemm iktar soluzzjonijiet biex tkun indirizzata l-mobilità bejn Malta u Għawdex. Dan jirrikjedi li niffukaw fuq il-mobilità tan-nies. Jirrikjedi li nindirizzaw id-dipendenza li żviluppajna fuq il-karozza, kemm f’Malta kif ukoll f’Għawdex. Sakemm nieħdu d-deċiżjoni li nibdew nindirizzaw din id-dipendenza, kull soluzzjoni li nippruvaw, ftit tista’ tkun effettiva.  

Ilna nopponu l-proposta għall-mina sa mill-ewwel jum minn meta, madwar għaxar snin ilu, din ġiet proposta mill-Kamra tal-Kummerċ Għawdija bl-appoġġ tal-PLPN. Jekk inti ukoll ma taqbilx li issir din il-mina żomm quddiem għajnejk li huma biss membri parlamentari eletti f’isem ADPD li jistgħu jmexxu l-quddiem l-idejat tiegħek.

The rape of Gozo

The PLPN have elevated their strategy to accelerate the rape of Gozo to manifesto status. Unfortunately, they are supported in their endeavours by the likes of the Gozo Business Chamber which has just issued its key priority areas for the next legislature.

The tunnel below the Gozo Channel remains a priority on their books. To this they have now added a “rural airfield”. It seems that they want to ensure that their planned rape has maximum effect on Gozo.

The proposed tunnel is a tunnel for cars not for people.

The proposed Gozo tunnel is dependent on cars and other vehicles making use of it. It is these cars which will be subject to the payment of tolls. Maximising such vehicular use is crucial for the proposed tunnel to make any economic sense.

One of the studies carried out, which is in the public domain, had estimated that as a result of the proposed tunnel, the current daily movements of vehicles between Malta and Gozo would be trebled from 3000 daily movements to 9000 daily movements. The study entitled Establishing a Permanent Link between the Island of Gozo and Mainland Malta: An Economic Cost Benefit Analysis of Available Strategic Options was commissioned some years back by the Gozo Business Chamber together with Transport Malta.

The Gozo Business Chamber is in the front seat in this effort to rape Gozo. Together with the PLPN it has to shoulder responsibility for the consequences.

Does it make sense to treble the daily vehicle movements on Gozitan roads? Do Gozitan roads have that capacity? Should we sacrifice air quality in Gozo too? Does it make sense to export traffic problems from Malta to Gozo? The obvious answer to all these questions is a clear no. Most of us are aware that Gozitan roads are already bursting at the seams as a result of the number vehicles crossing over at this point in time.

Cars should be decreased on Gozitan roads too! There are already too many on the road. Increasing them exponentially is not on. This is the antithesis of the underlying theme of the National Transport Master Plan.

The fast-ferry service, suitably organised and servicing multiple destinations along the Maltese coast, is the potential long-term solution to ensure having a reasonable and sustainable mobility between the islands. In order for this to be effective, however, it has to be buttressed by a more focused public transport service and substantially improved port facilities at Mġarr Gozo. This will ensure better mobility with a much-reduced environmental impact.

The National Transport Master Plan published by this Labour administration advocates the need to reduce the number of cars on our roads. The proposal for the Gozo tunnel contradicts this objective. Why does government seek advice and then ignore it? Why does government repeatedly ignore its own Transport Master Plan?

If the tunnel materialises, it will result in significant environmental damage in both Malta and Gozo. On the Malta side it would include the obliteration of the troglodytic village at l-Għerien in the limits of Mellieħa. In Gozo it would ruin extensive agricultural holdings in the Ta’ Kenuna area, in the limits of Nadur.

There are other solutions which can adequately address the mobility between Malta and Gozo. It does however require thinking outside the box and focusing on the real issue: the sustainable mobility of people. This would require a bold initiative of addressing head-on car-dependency in both Malta and Gozo. Until we take the decision to start shedding our car- dependency, however, no solution can be really effective.

The Green Party has been opposing the proposal for an undersea tunnel continuously since it was first tabled by the Gozo Business Chamber and supported by the PLPN, around ten years ago. Mina : rovina

Il-mina proposta bejn Malta u Għawdex, għal darba oħra qegħda fl-aħbarijiet.

Waqt konferenza stampa, iktar kmieni matul il-ġimgħa, kelliema tal-PN fissru kif jaħsbuha dwar il-mina proposta bejn Malta u Għawdex. Bħas-soltu jippruvaw jogħġbu liż-żewġ naħat (favur u kontra l-mina), din id-darba bil-proposta ta’ referendum dwar jekk il-mina għandhiex issir jew le.

Kieku kellu jseħħ referendum ta’ din ix-xorta, dan għandu jinvolvi lil kulħadd, u mhux biss lill-Għawdxin. Dan billi l-impatti negattivi tal-mina, jekk isseħħ, ser jolqtu liż-żewġ naħat tal-fliegu: kemm f’Malta kif ukoll f’Għawdex.  

Mid-dettalji li nafu s’issa dwar il-mina, hu magħruf li f’Malta din ser tibda minn ħdejn l-Għerien, villaġġ ċkejken, villaġġ trogloditiku fil-limiti tal-Mellieħa. Kif jixhed ismu dan il-villaġġ hu parzjalment fl-għerien, fejn kienu jgħixu uħud mill-ewwel abitanti f’dawn il-gżejjer. Riżultat tat-tħaffir għall-mina dan il-villaġġ ser jinqered kompletament. F’Għawdex, min-naħa l-oħra, l-mina tibda fl-inħawi Ta’ Kenuna, fil-limiti tan-Nadur b’impatt qawwi u negattiv fuq il-biedja lokali.  

Tajjeb li neżaminaw mill-ġdid uħud mill-argumenti għala mhemmx ħtieġa ta’ mina li kull ma ser iġġib hu rovina.

Biex il-mina tagħmel sens ekonomiku n-numru ta’ karozzi u inġenji li jagħmlu użu mill-mina jrid ikun wieħed sostanzjali.  F’wieħed mill-istudji li saru u li hu pubbliku kien hemm estimu li l-moviment ta’ karozzi u inġenji oħra bejn Malta u Għawdex jiżdied bi tlett darbiet, minn tlett elef kuljum għal disat elef kuljum. Jagħmel sens li l-karozzi li kull jum jiżdiedu fit-toroq Għawdxin jiżiedu bi tlett darbiet? It-toroq Għawdxin jifilħu għal dan? Għandna nissagrifikaw il-kwalità tal-arja f’Għawdex ukoll?  Jagħmel sens li nesportaw il-problemi tat-traffiku minn Malta għal Għawdex?  it-tweġiba ovvja għal kull waħda minn dawn il-mistoqsijiet hi: le, dan ma jagħmilx sens. Bosta minna huma konxji li anke illum, it-toroq Għawdxin diġa ma jifilħux għat-traffiku li jiġi minn Malta kuljum.

Is-servizz tal-katamaran (fast-ferry service) li riċentement beda jitħaddem għandu l-potenzjal għal soluzzjoni fit-tul biex tkun indirizzata b’mod raġjonevoli l-mobilità sostenibbli bejn il-gżejjer.  Imma dan is-servizz, waħdu, mhux biżżejjed, jeħtieġ li jkun rinfurzat mis-servizz tat-trasport pubbliku kif ukoll minn faċilitajiet aħjar fil-port tal-Imġarr Għawdex.

Mid-dibattitu tul ix-xhur qed tissaħħaħ l-idea li minbarra r-rotta diretta bejn l-Imġarr u l-Port il-Kbir jista’ jkun utli li jkun hemm xi waqfiet. Din hi proposta li tajjeb li tkun ikkunsidrata, imma irridu noqgħodu attenti li din ma tkunx skuża li warajha tinħeba strateġija biex jiżdied l-iżvilupp mal-kosta, b’mod partikolari dawk il-partijiet tal-kosta li għadhom mhux mittiefsa. Ikun tajjeb li nillimitaw ruħna għall-infrastruttura kostali eżistenti.

L-iżvilupp tas-servizz tal-katamaran, b’dan il-mod, mhux biss iwassal għal ħolqa effiċjenti u permanenti bejn il-gżejjer. Iwassal ukoll għal tnaqqis ta’ karozzi mit-toroq tagħna, kemm f’Malta kif ukoll f’Għawdex.  

Il-mina proposta mhiex soluzzjoni, hi problema, iġġib rovina. Nistgħu nsolvu l-problemi ta’ mobilità bis-sens komun. Is-servizz tal-katamaran hi waħda minn dawn is-soluzzjonijiet: issolvi problema illum mingħajr ma tgħabbi l-ġenerazzjonijiet futuri.

The Gozo tunnel white elephant

The Gozo tunnel issue is once more on the agenda. It forms part of the Father Christmas politics of the Nationalist and the Labour Party.

At a press conference earlier during the week, spokespersons on behalf of the PN put forward their arguments on the Gozo tunnel, as usual trying to straddle both sides of the debate through a proposal for a referendum as to whether the tunnel should proceed or not!

If such a referendum were to take place it should involve everyone and not just Gozitans, as the proposed tunnel will have considerable (negative) impacts on both sides of the Channel.

The details of the proposed tunnel, as known to date, signify that the tunnel will have a Malta starting point close to the troglodytic hamlet at l-Għerien in the limits of Mellieħa which hamlet would, as a result, be completely obliterated. At Gozo the tunnel will start at Ta’ Kenuna, within the limits of Nadur impacting considerably the agricultural community in the area.

It would be pertinent however to reiterate some of the arguments as to why we do not need another white elephant.

The fast-ferry service, recently commencing operation is the potential long-term solution to having a reasonable and sustainable mobility between the islands. It has however to be buttressed by a more focused public transport service and better port facilities at Mġarr Gozo.

The debate over the months has suggested that in addition to a direct Mġarr-Valletta-Mġarr route one could consider intermediate stops on the coast along the route. This is an option worth considering in some depth. Care should however be taken that this would not increase development along the coast, particularly in those stretches of the coast which are still in an almost natural state. The preference for establishing intermediate stops should go for existing coastal infrastructure which could be improved.

The further development of the fast-ferry service would thus not only lead to a permanent efficient link between the islands, but also to a considerable reduction of cars from our roads on both sides of the Channel.

The proposed tunnel is not a solution, it is a problem. We can solve our mobility problems by opting for common sense solutions. The fast-ferry service is one such solution: it solves today’s problem without burdening future generations.

Il-mina bejn Malta u Għawdex: lil hinn mill-ponta ta’ mneħirna

Il-mina taħt il-baħar bejn Malta u Għawdex ser tkun mina għall-karozzi u mhux mina għan-nies. Biex din tagħmel sens ekonomiku ser ikollha tiddependi minn żieda fit-traffiku bejn il-gżejjer u għaldaqstant tikkontradixxi l-ispirtu tal-Pjan Nazzjonali għat-Trasport sas-sena 2025.

Tajjeb li niftakru li l-Pjan Nazzjonali għat-Trasport imfassal fl-2016 mill-Gvern Laburista jenfasizza li l-linja politika dwar it-transport u l-ippjanar tiegħu f’Malta baqgħet qatt ma ħares fit-tul. Dan ikkaġuna “nuqqas ta’ direzzjoni strateġika u n-nuqqas ta’ kapaċità li jkunu ndirizzati materji diffiċli, bħar-restrizzjonijiet dwar karozzi privati.”

Minflok ma jippresenta politika maħsuba biex tindirizza t-tnaqqis tal-karozzi privati mit-toroq tagħna, l-Gvern u l-aġenziji tiegħu baqgħu għaddejin b’ħidma li tkompli ssaħħaħ id-dipendenza mill-karozzi privati. Dan qed isir permezz ta’ investiment eċċessiv fl-infrastruttura tat-trasport lokali. Dan l-investiment qed isir bil-għan li jżid iżjed karozzi minn kemm filfatt jesgħu t-toroq tal-pajjiż, u dan biex jissodisfa lin-negozjanti tal-karozzi. Importanti ukoll li nirrealizzaw li ladarba l-emmissjonijiet mit-trasport jirrappreżentaw l-ikbar kontribut tagħna għaż-żieda tal-karbonju fl-arja, dawn qegħdin ixekklu l-politika dwar it-tibdil fil-klima li kull Gvern sensibbli jenħtieg isegwi. Dan minkejja li l-Gvern jiftaħar li kien minn tal-ewwel li segwa u beda jimplimenta l-konklużjonijiet tas-summit ta’ Pariġi dwar il-klima.

Fil-konferenza stampa il-Ministri Ian Borg u Justyne Caruana saħqu li l-investituri li ser jinvestu fil-mina għandhom jimmiraw lejn mina li tkun kapaċi tiffaċilita l-moviment ta’ 9,000 karozza kuljum bejn il-gżejjer. Dan ifisser illi jiġi ġġenerat livell ta’ traffiku li jlaħħaq it-tripplu ta’ dak li għandna illum, b’mod konsistenti mal-projezzjonijiet tal-istudju li għamlet id-ditta E-cubed rigward il-vijabilità ekonomika tal-proġett. Dan l-istudju kien ġie kkummissjonat minn Transport Malta u l-Kamra Għawdxija tal-Kummerċ.

Il-ħlas li jkun meħtieġ li jsir għall-użu tal-mina, jiġifieri t-toll, jiddetermina kif jinġabru lura l-ispejjes biex tiġi żviluppata l-mina u biex din tibqa’ topera tul is-snin. Dan kollu jiddependi minn kemm il-mina tintuża mill-karozzi. L-esiġenza li mill-mina jgħaddi l-ikbar traffiku possibli hija l-bażi li ssejjes l-esistenza tal-mina, għax mingħajr dan it-traffiku ma jinġabrux il-flejjes li għandhom jagħmlu tajjeb għall-ispejjes u l-profitti ta’ min ser jidħol għal dan “l-investiment”. Imma dan min-naħa l-oħra jmur kontra objettiv bażiku tal-Pjan Nazzjonali għat-Trasport li bi kliem ċar jispjega li t-tnaqqis tal-karozzi mit-toroq hu essenzjali jekk tassew irridu nħarsu lil hinn mill-ponta ta’ mneħirna.

L-ammont ta’ ħlas li ser jinġabar mill-utenti tal-mina ser jiddependi mill-ispiża meħtieġa biex din tiġi żviluppata u mill-ħtieġijiet tal-operat tagħha. Ir-rapporti tal-konferenza stampa li saret iktar kmieni din il-ġimgħa ma taw l-ebda indikazzjoni dwar l-istima ta’ din l-ispiża. F’dan l-istadju dan jinftiehem għax għadu ma ġie iffinalizzat l-ebda diżinn. Hemm ukoll raġuni partikolari oħra. L-informazzjoni dwar il-ġejoloġija tal-Fliegu inġabret biss dan l-aħħar u mhemm l-ebda dubju li ser ikun meħtieġ iżjed iżjed tagħrif speċifiku rigward iż-żoni problematiċi. L-istudji mistennija li jkollhom impatt kemm fuq id-disinn finali u kemm fuq l-ispiża li tirriżulta u allura fuq il-ħlas li jkun meħtieg li jintalab mill-utenti tal-mina.

Rari ħafna li proġetti bħal dawn isegwu l-istima tal-ispejjes. Pereżempju, rigward il-każ tal-mina bejn il-power station tal-Marsa u dik ta’ Delimara nafu li l-ispiża finali kienet viċin id-doppju tal-istima iniżjali u dan minħabba in-nuqqas ta’ informazzjoni ġeoloġika. Minħabba dan sfrondaw partijiet mill-mina waqt li kien għaddej ix-xogħol u kellhom isiru ħafna iżjed xogħolijiet, fosthom ċerti bidliet f’partijiet mir-rotta tal-mina nifsha!

Min-naħa l-oħra l-ispiża fuq iċ-Channel Tunnel bejn Folkestone f’Kent u Coquelles ħdejn Calais qabżet l-istima b’madwar 80 fil-mija u dan minkejja li kienu saru studji ġeoloġiċi dettaljati.

Fl-aħħar l-ispiża reali ser tkun bejn is-600 miljun u biljun euro, u din ser tiddependi mid-disinn finali u mid-diffikultajiet ġeoloġiċi li ser jaffaċċja t-tħaffir tal-mina taħt il-Fliegu.

Dejjem jekk isir, dan il-proġett ser iħalli impatti ambjentali sinifikanti, kemm f’Malta kif ukoll f’Għawdex, fosthom li qerda tal-villaġġ trogloditiku fl-Għerien, fil-limiti tal-Mellieħa.

Hemm soluzzjonijiet oħra li jistgħu jindirizzaw b’mod adegwat il-mobilità bejn il-gżejjer Maltin. Irridu nkunu kapaċi naħsbu b’mod kreattiv sabiex insibu soluzzjoni għall-problema reali tal-mobilità tan-nies, iżjed minn dik tal-karozzi. Dan jista’ jseħħ biss jekk nieħdu inizjattivi li bihom naslu ninfatmu mid-dipendenza tagħna mill-karozzi. Dment li ma naslux sa dan il-punt m’aħniex ser inkunu nistgħu nsibu soluzzjoni sostenibbli.

Gozo tunnel depends on maximising car movements

The Gozo-Malta undersea tunnel is a tunnel for cars, not for people. It is, in fact, the antithesis of the underlying theme of the National Transport Master Plan for 2025.

It is pertinent to remember that the Transport Master Plan, drawn up in 2016 by the present government, emphasises that the approach to transport planning and policy in Malta has, to date, generally been short-term in nature. This “has resulted in the lack of strategic direction and the inherent inability to address difficult issues such as private vehicle restraint.”

Instead of presenting a rigorous policy addressing private vehicle restraint, the government and its agencies are continuously seeking to reinforce car-dependency through the encouragement of excessive investments in the local transport infrastructure. This investment aims at increasing the capacity of our roads and consequently dances to the tune of the car lobby. Also, knowing that emissions originating from transport are currently the major contributor to carbon emissions in Malta, encouraging car-dependency is directly opposite to the climate change policy which any sensible government should follow at this point in time.

The Gozo-Malta undersea tunnel is no exception. This week’s press conference by Ministers Ian Borg and Justyne Caruana emphasised the fact that the brief for would-be investors is a tunnel that should have a capacity of 9,000 vehicle movements on a daily basis. This is three times the current movement of vehicles between the islands and is in line with the projections of the 2015 E-cubed study commissioned by Transport Malta and the Gozo Business Chamber dealing with an economic cost benefit analysis of the available strategic options.

The toll to be charged – and, consequently, the tunnel’s economic performance – is dependent on generating the maximum traffic possible. Maximising traffic underpins the very existence of the tunnel. This runs counter to the basic objective of the National Transport Master Plan 2025 which – in crystal clear language – spells out the reduction of cars from our roads as the long-term objective of Malta’s National Transport Policy.

The toll which will eventually have to be paid is also dependent on the costs to be incurred in the development and the operation of the tunnel. Reports on this week’s press conference do not indicate any estimated cost which is, at this stage,  understandable in view of the fact that the design of the tunnel is not yet cast in stone. There is, however, a specific reason for this: geological information of relevance has been compiled very recently and it will undoubtedly require additional studies focusing on problem areas, which studies will have a significant bearing on both the actual design as well as the eventual cost and consequently the toll expected.

This type of projects very rarely follow estimated costs; the tunnel linking the Marsa and Delimara powers stations in Malta, for example, overshot its projected costs by around 100 per cent due to the absence of adequate geological information. As a result, parts of the tunnel caved its construction, necessitating a substantial amount of additional work, including redirecting parts of it.

On the other hand, expenditure on the Channel Tunnel linking Folkestone in Kent to Coquelles near Calais exceeded the projected estimates by around 80 per cent, notwithstanding the availability of detailed geological studies.

At the end of the day, the actual costs of the tunnel will be anything between 600 million and one billion euros, depending on the actual design as well as the geological issues encountered below the Gozo Channel.

If the tunnel materialises, it will result in significant environmental damage in both Malta and Gozo, including the obliteration of the troglodytic village at l-Għerien in the limits of Mellieħa.

There are other solutions which can adequately address the mobility between Malta and Gozo. It does however require thinking outside the box and focusing on the real issue: people mobility. This would require a bold initiative of addressing head-on car-dependency in both Malta and Gozo. Until we take the decision to start shedding our car- dependency, however, no solution can be achieved.

L-iżbilanċ ambjentali

L-iżbilanċ ambjentali qiegħed dejjem jiżdied. Fid-diskors twil iżżejjed tiegħu meta ħabbar il-Baġit, il-Ministru tal-Finanzi Edward Scicluna dan il-fatt ma jagħtix kas tiegħu.

L-iżviluppaturi tal-propjetà, permezz tal-assoċjazzjoni tagħhom l-MDA esprimaw is-sodisfazzjon tagħhom dwar Baġit li għal darba oħra aċċetta l-proposti tagħhom biex l-iskemi ta’ inċentivi dwar tnaqqis ta’ taxxi marbuta max-xiri tal-propjetà jkunu estiżi. Il-Baġit jippreżenta dawn il-proposti b’libsa ta’ proposti soċjali. Fir-realtà huma miżuri kontra l-ambjent għax għandhom impatt dirett fuq iktar żvilupp ta’ art kif ukoll fuq l-intensifikazzjoni tal-iżvilupp fiż-żoni urbani tagħna.

It-turiżmu tal-Cruise liners huwa mfaħħar fid-diskors tal-Baġit. Il-Ministru Scicluna jentużjażma ruħu ftit iżżejjed meta jħabbar fid-diskors tiegħu li l-industrija tal-cruise liners f’Malta kibret b’75% tul dawn l-aħħar sitt snin. Il-Ministru Scicluna, probabbilment mhux konxju biżżejjed li l-industrija tal-cruise liners hi kontributur mhux żgħir fil-kontaminazzjoni tal-kwalità tal-arja.

Jeżistu diversi studji dwar l-impatti ambjentali tal-cruise liners fl-ibħra internazzjonali. Il-materja kienet mistħarrġa ukoll minn għaqda ambjentali lokali bl-għajnuna ta’ għaqda ambjentali Ġermaniża. Il-kampjuni tal-arja li ħadu mill-inħawi tal-Port il-Kbir jindikaw preżenza mhux żgħira ta’ partikoli mikroskopiċi fl-arja li qed jispiċċaw fil-pulmun ta’ dawk li jgħixu, jaħdmu inkella sempliċiment jgħaddu mil-lokalitajiet madwar il-Port il-Kbir. Bla dubju l-istess ħaġa insibuha f’Birżebbuġa bħala riżultat tal-operazzjonijiet tal-Port Ħieles.

Biex dan ikun indirizzat, soluzzjoni possibli tkun l-introduzzjoni ta’ obbligu li l-vapuri jagħmlu użu minn elettriku ġġenerat fuq l-art meta dawn ikunu mal-moll. Dwar dan diġa saru studji preliminari. L-istudji, iżda, mhumiex biżżejjed. Jirrikjedu ukoll id-disponibilità għall-azzjoni – disponibilità li presentement ma teżistix. L-istudju dwar il-Port il-Kbir sar fl-2014 filwaqt li dak dwar Birżebbuġa sar fl-2018. Dwar dan kollu d-diskors tal-Baġit hu sieket.

Il-Gvern għadu ma ħabbarx id-data li minnha ‘l-quddiem mhux ser ikun possibli li jkunu impurtati f’Malta karozzi li jaħdmu bil-petrol jew bid-diżil. Ġejna nfurmati li din id-data tista’ titħabbar fl-2020. It-tfassil tal-istrateġija tal-Gvern f’dan il-qasam qed tieħu fit-tul biex tieħu sura meta kien il-Prim Ministru nnifsu li ħabbarha iktar minn sentejn ilu. Ma hemm l-ebda serjetà fil-mod kif din l-istrateġija qed tkun imfassla. Il-materja mhix biss dwar li ma nimpurtawx iktar karozzi li jaħdmu bil-petrol jew bid-diżil.

Tinvolvi ukoll l-interess esaġerat kurrenti fl-iżvilupp ta’ pompi tal-petrol ġodda f’diversi inħawi ta’ Malta. Għax xi ħtieġa hemm għal iktar pompi tal-petrol meta d-deċiżjoni dwar l-elettrifikazzjoni tat-trasport privat qiegħed wara l-bieb? Moratorju immedjat dwar l-iżvilupp ta’ pompi tal-petrol ġodda kienet tkun deċiżjoni tajba u f’waqtha, meta hu aċċettat minn kulħadd li ma hemmx użu għalihom!

Il-Baġit, ifaħħar u jiftaħar bl-investiment massiċċ fl-infrastruttura tat-toroq. B’mod partikolari dwar mini jew fly-overs li x-xogħol dwarhom għaddej inkella qiegħed fi stadju avvanzat ta’ ippjanar.

Il-ġustifikazzjoni għal dan, minn dikjarazzjonijiet diversi li saru matul ix-xhur li għaddew, hi, biex tkun indirizzata l-konġestjoni tat-traffiku. Studji li saru madwar id-dinja kollha repetutament żvelaw li dawn it-tipi ta’ żviluppi fl-infrastruttura tat-toroq inevitabilment twassal għal-iktar traffiku.

Il-Minstru dan kollu jinjorah u jibqa’ jinsisti li jarmi daqstant miljuni ta’ ewro. Apparti li jgħarbel ftit l-esperjenza f’pajjiżi oħra, l-Onor. Ministru għandu jikkonsulta ruħu wkoll mal-Master-Plan għat-Trasport li tfassal taħt id-direzzjoni tal-Gvern li minnu jifforma parti u li b’mod mill-iktar ċar ifisser kif it-tnaqqis tal-karozzi privati mit-toroq tagħna hu għan essenzjali. Il-Ministru għall-Finanzi għandu jfittex li jkun jaf l-għaliex il-Gvern jitlob il-pariri u mbagħad dawn ikunu injorati.

Fl-aħħar il-Gvern irrealizza li hemm ħtieġa ta’ strateġija għal Green New Deal. Din hija strateġija li tindirizza l-impatti tat-tibdil fil-klima b’mod sostenibbli: ekonomikament, ekologikament u soċjalment. Imma biex strateġija ta’ dan ix-xorta tkun tagħmel sens, il-Gvern għandu, l-ewwel u qabel kollox iżarma l-istrateġiji li diġa għandu u li huma dijametrikament opposti għall-Green New Deal.

Ma jagħmilx sens, per eżempju, li filwaqt li l-Gvern repetutament jiddikjara ruħu favur il-ħtieġa tal-ħarsien ambjentali, imma mbagħad kontinwament joħroġ inċentivi biex jinkoraġixxi is-suq tal-propjetà. Lanqas ma jagħmel sens li jibqa’ għaddej bil-programm intensiv tal-iżvilupp tal-infrastruttura tat-toroq jew li jibqa’ għaddej bil-pjani dwar l-iżvilupp tal-mina bejn Malta u Għawdex li inevitabilment ser isservi biex iktar karozzi jaqsmu bejn il-gżejjer b’faċilità.

Flok l-għotjiet għax-xiri tal-batteriji għall-ħażna tal-elettriku ġġenerat mill-pannelli fotovoltajiċi kien ikun ferm aħjar kieku l-Gvern jagħti bidu għal investiment massiv biex ikun assigurat li s-sistema tad-distribuzzjoni tal-elettriku titjib għax hu b’dan li jista’ jkun aċċertat illi fid-djar tagħna jkun possibli li niġġeneraw iktar elettriku mix-xemx. In-nuqqas ta’ miżuri effettivi biex tkun iġġenerata iktar enerġija minn sorsi rinovabbli juru kemm mhu veru xejn li l-Gvern hu kommess favur t-tfassil u l-implimentazzjoni ta’ strateġija dwar il-Green New Deal.

Il-Ministru tal-Finanzi qed jgħaddina biż-żmien meta f’nifs wieħed jinsisti jitkellem dwar Għawdex bħala gżira ekoloġika filwaqt li jibqa’ jinsisti fuq “ħtieġa” għall-mina bejn il-gżejjer. Mina li ser taċċellera l-ħsara ambjentali fil-gżira Għawdxija.

L-iżbilanċ ambjentali qed jikber kontinwament, bla ebda kontroll ta’ xejn.

The environmental deficit

The environmental deficit is still rising and  the long-winded Budget speech by Finance Minister Edward Scicluna last Monday did not address it.

Through the MDA, their association, property developers have expressed satisfaction at the Budget as, once more, it has taken up their proposals intended to further extend tax incentive schemes linked to the purchase of property. The budget presents these measures as being of a social nature when, in fact, that are anti-environmental measures because their direct impact is the take-up of more land as well as additional pressure on the intensification of the development of our urban areas.

Cruise liner tourism comes in for substantial praise in the Budget speech. Minister Scicluna was over-enthusiastic in announcing that there has been a 75 per cent  increase in the cruise liner industry in Malta over the last six years. He may not be sufficiently aware that the cruise liner industry is a substantial contributor to the degradation of air quality. Various studies have been carried out on the environmental impacts of cruise liners on the high seas and the subject has also been studied by a local environmental NGO with the support of their German counterparts.

Their studies revealed that air samples taken from the Grand Harbour area indicte the presence of a high level of microscopic particulate matter, which is ending in the respiratory systems of those living, working or passing through this area. Similar issues undoubtedly exist in Birżebbuġa as a result of the operations of the Freeport.

A possible solution to address this problem  is the introduction of a compulsory shore-to-ship electricity supply – in respect of which preliminary studies have already been carried out. The studies, however, are not enough. They require a commitment to act – a commitment is currently non-existent. The studies date back to 2014 in respect of the Grand Harbour and to 2018 in respect of Birżebbuġa.

The government has not yet announced the cut-off date for the importation of cars running on petrol and diesel. We were informed that it may be announced some time in 2020. The government strategy in this respect is taking too long too formulate – given that it was announced by the Prime Minister over two years ago.

There is alack of seriousness about the manner in which this issue is being addressed. It  does not just involve determining when no more vehicles running on petrol or diesel will be imported; it also involves the current acute interest in the development of new fuel service stations in various parts of the island. Why do we need such fuel service stations if electrification of private transport is around the corner? An immediate moratorium on the development of new fuel service stations would have been quite appropriate, given that it is accepted by one and all that there will be no use for them!

In addition, the budget praises the heavy investment in road infrastructure, in particular the construction fly-overs and tunnels, the construction of which are either already in hand or else at an advanced state of planning. The justification for this, as has been made through various statements over the months, is to address the ever-increasing traffic congestion.

Studies carried out all over the world have repeatedly revealed that such developments in the road infrastructure inevitably leads to more traffic. Minster Scicluna ignores this experience from other countries and keeps insisting in channelling millions of euros down the drain. He should consult the Transport Master-Plan, drawn up under the direction of his own government, which clearly lists the reduction of the number of vehicles on our roads as an essential objective. The Finance Minister should query why his government commissions experts for their advice which it then ignores.

The Government has, at last realised that it needs a ‘Green New Deal’ strategy – a strategy which addresses the impacts of climate change sustainably, economically, ecologically and socially. But for such a strategy to make sense, it should first dismantle its existing strategies which are in direct opposition to a ‘Green New Deal’.

It does not make sense, for example, for the Government to declare the need to protect the environment and then hands out all sorts of incentives to encourage the property market. Nor does it make sense to keep to its programme of intensive development of the road infrastructure, or to keep pushing for the development of a tunnel between Malta and Gozo, which will only serve the free movement of more cars between the islands.

Instead of grants for batteries to store electricity generated through solar panels, it would have been much better had the Government embarked on a massive investment to ensure a better distribution network of electricity, as this would – of itself – increase the potential for the generation of more renewable energy by households. The lack of effective measures to generate more energy from renewable sources clearly shows that Government is not really committed to drafting and implementing a real ‘Green New Deal’ strategy.

The Minister of Finance is taking everybody for a ride when, on the one hand he speaks of Gozo as an ecological island and then, on the other, keeps insisting on the ‘need’ for a tunnel between the islands, – which will only serve to accelerate the environmental degradation of Gozo.

The environmental deficit is clearly out of control.

L-MPs tal-PD bidlu l-ħsieb dwar il-mina

 

Nieħu pjaċir li llum il-ġurnata l-kelliema tal-Partit Demokratiku fetħu għajnejhom u qed jitkellmu kontra l-mina bejn Malta u Għawdex.

Naqbel perfettament li d-dibattitu parlamentari dwar il-mozzjoni li ressaq il-Gvern biex il-Parlament jesprimi ruħu fuq il-mina kien farsa. Imma ma naħsibx li kien għaqli li ż-żewġ membri parlamentari tal-PD ma ħadux sehem fid-dibattitu. Kellhom l-obbligu, fil-fehma tiegħi, li jippreżentaw il-kaz kontra l-mina u jivvutaw kontra.

Xejn xejn kien ikollhom l-opportunità biex jispjegaw kif u għaliex l-ewwel ġew eletti fuq il-programm elettorali tal-PN favur il-mina, u issa bidlu l-ħsieb.

Aħdar ir-risposta

Il-Manifest Elettorali li għadna kif iddiskutejna u approvajna huwa mibni fuq erba’ argumenti: l-ugwaljanza, l-ekoloġija, is-saħħa u d-demokrazija. Hija r-rabta kontinwa li nfittxu bejn il-politika ambjentali u l-politika soċjali.

Kif ngħidu fil-Manifest li għadna kif approvajna, “Biex tkompli tinbena Ewropa b’saħħitha li tiddefendi liċ-ċittadin hemm bżonn li tissaħħaħ id-demokrazija. Id-demokrazija trid titħaddem dejjem iżjed fl-istituzzjonijiet kollha, b’mod li d-deċiżjonijiet kollha li jittieħdu mhux biss ikunu trasparenti imma fuq kollox jittieħdu minn persuni eletti u politikament kontabbli. Iċ-ċittadini għandu jkunilhom possibli li jinvolvu ruħhom direttament f’dan il-proċess demokratiku.

Għal dan l-iskop, anke l-lobbying għandu jkun trasparenti, b’regoli ċari li japplikaw għal kulħadd. (hu ta’ sodisfazzjoni li illum qrajna fil-gazzetti li l-Kummissarju tal-Istandards fil-Ħajja Pubblika beda jaħdem dwar l-ewwel regoli dwar il-lobbying)

Għax mhux aċċettabbli f’soċjetà Demokratika li ma jkunx magħruf min qed jipprova jinfluwenza d-deċiżjonijiet, kif u għaliex.

Dan ma’ jgħoddx biss fl-Unjoni Ewropeja imma fuq kollox għandu jgħodd f’kull wieħed mill-istati membri.

Ir-rapporti ippubblikati dwar Malta mill-Kunsill tal-Ewropa, mill-Kummissjoni Venezja u il-GRECO (il-kumitat kontra l-korruzzjoni) lilna ma ssorpreduniex. Fihom ħafna affarijiet li mhux biss Alternattiva Demokratika ilha żmien titkellem dwarhom imma dwarhom ukoll għamilna proposti konkreti matul is-snin, inkluż fil-Manifesti Elettorali differenti.

Il-Gvern qed jipprova jiddefendi ruħu li l-kritika qed issir dwar liġijiet li saru żmien ilu li l-gvern tal-lum wiret mingħand il-gverijiet ta’qabel. Filwaqt li f’numru ta’ kazijiet dan hu minnu jibqa’ l-fatt li l-Gvern preżenti sabha komda li jibqa’ għaddej fuq dak li sab, għax hu komdu ħafna li meta tiġi dahrek mal-ħajt twaħħal f’ dawk li ġew qablek.

Ħu per eżempju l-poteri li għandu l-Prim Ministru u l-Ministru tal-Intern li jawtorizza l-intercettazzjoni tat-telekomunikazzjoni (tapping). Ma kellniex bżonn li l-GRECO jiġbdulna l-attenzjoni għaliha din. Ilna ngħiduha, kif għamilna anke fil-Manifest Elettorali tal-2017 ta’ AD. Kif jista’jkun li jibqa’ jkun il-politku li jiddeċiedi jekk jingħatax permess jew le biex isir it-tapping? Kif ser jiddeċiedi l-politiku meta jkun iffaċċjat b’talba biex ikunu investigati dawk ta’ madwaru? Dan mhux konflitt ta’ interess kbir? Hu għalhekk li ilna ngħidu li l-awtorità li jsir it-tapping għandha tingħata lill-ġudikatura li bla dubju tfittex li toqgħod attenta illi fil-ġlieda kontra l-kriminalità mhux biss titwarrab il-politika partiġjana u l-protezzjoni tal-ħbieb tal-politiku imma fuq kollox tassigura li jkun imħarsa d-drittijiet fundamentali.
Għidna ferm iktar minn hekk. Fl-2017 fil-Manifest Elettorali tkellimna ukoll fuq l-FIAU (Financial Intelligence Analysis Unit) fejn insistejna li m’għandiex tkompli tkun imexxija mill-AG (Avukat Ġenerali) u li r-rapporti tagħha m’għandhomx imorru għand il-Pulizija imma direttament għand il-Magistrat tal-Għassa. Irid ikun assigurat li r-rapporti tal-FIAU meta jaslu għand il-Pulizija ma jispiċċawx fil-bir tas-skieken imma li dawn ikunu investigati sewwa u li jittieħdu passi kull fejn jirriżulta meħtieġ.

Il-Kummissjoni Venezja u l-GRECO qalulna li istituzzjonijiet f’Malta għandna ħafna imma li dawn huwa dgħajfa. Qalu tajjeb, imma l-opinjoni pubblika f’Malta ilha konxja minn dan. Imma dan ġie injorat mill-Gvern immexxi mill-Partit Laburista. Il-PN min-naħa l-oħra, kellu jkun fl-Opposizzjoni biex jirrealizza dwar id-djgħufija tal-istituzzjonjijiet. Uħud minnhom ħoloqhom hu stess, iddiżinjati dgħajfa apposta, u dwar oħrajn sakemm inqeda għalaq għajnejh.

Huwa f’dan il-kuntest li ilna naħdmu għal dawn is-snin kollha.
Il-ħidma tagħna f’din il-kampanja elettorali b’differenza is-soltu mhiex limitat inkella iffukatan kważi esklussivament fuq il-Parlament Ewropew. Għall-ewwel darba qed niffaċċjaw l-elezzjonijiet tal-Kunsilli Lokali kollha fl-istess jum.

Ser nippreżentaw tal-inqas 9 kandidati, l-parti l-kbira minnhom żgħażagħ li qed jikkontestaw għall-ewwel darba fuq il-Mellieħa (Luke Caruana), Marsaskala (Daniel Desira), B’Kara (Anna Azzopardi), Naxxar (James Gabarretta), u Ħaż-Żebbuġ (Samwel Muscat). Għandna ukoll Irlandiż li jgħix Malta (Donal Kelly) li offra s-servizz tiegħu bħala kandidat fuq ix-Xgħajra u l-attivist ambjentali fil-Gżira (Jamie Mercieca). Ma dawn ngħodd ukoll lill-veteran tagħna fil-Kunsill Lokali ta’ H’Attard Ralph Cassar, li issa ilu jiġi elett għal snin twal – madwar għoxrin sena.

Grazzi lilkom ilkoll li qed toffru s-servizz tagħkom.

Ma dawn kollha, bħala partit iddeċidejna li għandi nikkontesta jiena ukoll fil-lokalità ta’ San Ġiljan. Għażilna din il-lokalità għax bħala partit irridu nagħtu kontribut dirett lir-residenti f’San Ġiljan li qed jiffaċċjaw problemi kbar. San Ġiljan hu fost dawk il-lokalitajiet li huma l-iktar milquta mill-iżvilupp bla rażan li bħalissa qed iħarbat il-ħajja ta’ kuljum ta’ bosta mill-Maltin.

Fiċ-ċentru tal-ħidma politika tagħna bħalissa hemm il-ħarsien tal-ambjent urban. Tul dawn il-ġimgħat dorna diversi lokalitajiet nitkellmu dwar il-kundizzjonijiet tat-toroq, dwar il-politika tat-trasport intenzjonata biex tkompli iżżid il-karozzi fit-toroq, dwar in-nuqqas ta’ aċċessibilità kif ukoll dwar it-teħid tal-ispazji pubbliċi, inkluż il-bankini, min-negozji għad-detriment tar-residenti.

F’diversi lokalitajiet, primarjament mal-kosta r-residenti ġew ridotti għal priġuniera f’darhom għax il-bankini okkupati minn imwejjed u siġġijiet li qed joħlqu diffikultajiet kbar kemm għall-aċċess tar-residenti għal djarhom kif ukoll għal servizzi bażiċi bħall-ġbir tal-iskart.

It-traskuraġni amministrattiva tul is-snin irrediet lokalità bħall-B’Kara bħala lokalità perikoluża kull meta jkollna maltempata. B’Kara għadha tiffaċċja l-għargħar kull meta jkun hawn ħalba xita, qawwija u mhux. Il-Gvernijiet repetutament fittxew li jindirizzaw l-effett u ftit li xejn saret ħidma dwar il-kawża ta’ dan kollu. Parti mhux żgħira mill-bini ta’ dan l-aħħar ħamisn sena fiħ nuqqas ta’ bjar (jew bjar ta’ qisien żgħar) bil-konsegwenza li f’kull ħalba xita miljuni ta’ litri ta’ ilma tax-xita jispiċċa fit-toroq ta’ B’Kara flok fil-bjar li suppost inbnew. Dan mhux biss hu ħtija ta’ nuqqas ta’ bjar f’B’Kara imma ukoll fil-lokalitajiet fil-madwar. F’dan is-sens B’Kara hi l-vittma ta’ amministrazzjoni pubblika inkompetenti li tul is-snin injorat ir-responsabbiltà li tara illi kull binja hi mgħammra b’bir ta’ daqs adegwat.

Hemm il-ħtieġa li nenfasizzaw iktar fuq il-ħtieġa li tkun implimentata mingħajr iktar dewmien l-istrateġija nazzjonali dwar it-trasport li teżiġi li jonqsu l-karozzi mit-toroq tagħna, primarjament għax m’għandniex bżonn din il-kwantità ta’ karozzi. Għandna bżonn investiment ikbar fit-trasport pubbliku, inkluż transport pubbliku reġjonali u lokali għax dan iservi biex inaqqas l-użu ta’ karozzi privati fit-toroq tagħna għal distanzi qosra. Irridu nirrealizzaw li 50% tal-vjaġġi li jsiru bil-karozzi privati fit-toroq Maltin isiru għal distanzi qosra li jdumu inqas minn 15-il minuta.

Fuq kollox hemm bżonn ta’ investiment ikbar fl-infrastruttura lokali, iffukata fuq il-ħtieġa li niffaċilitaw dejjem iktar l-aċċessibilità għal in jagħżel li jimxi inkella li jsuq ir-rota.

Il-kwalità tal-ambjent urban jirrifletti l-kwalità tal-ħajja tagħna. Jeffettwa l-arja tant essenzjali biex ngħixu. Jeffettwa l-ispazji pubbliċi tant essenzjali biex bħala l-pulmun tal-lokalitajiet tagħna jagħtuna in-nifs u l-ispazju fejn ngħixu.

Il-karozzi ħadulna t-toroq. In-negożji ħadulna l-bankini. Irriduhom lura. Dawn huma essenzjali għall-ħajja urbana. Huma l-ispazji pubbliċi bażiċi li flimkien mal-pjazez tagħna jimmarkaw lill-komunitajiet tagħna.

Neħtieġu toroq u bankini li jkunu aċċessibli għal kulħadd. Il-Kunsilli Lokali, għandhom ikunu fuq quddiem biex iħeġġu lill-gvern sabiex mis-€700 miljun li qed jipproġetta bħala nefqa biex jirranġa t-toroq, jitbiddlu ukoll il-bankini. Ħafna minnhom saru biex jaġevolaw il-karozzi fil-garaxxijiet bil-konsegwenza li diversi bankini spiċċaw tlajja u nżul kontinwi b’detriment għal min huwa vulnerabbli. Bl-istess mod, il-Kunsilli Lokali għandhom jaraw li l-bankini ikunu ħielsa minn ostakli li ħafna drabi iġiegħlu lir-residenti, partikolarment dawk l-iktar vulnerabbli jimxu fin-nofs tat-triq.

Għal kunsilliera f’isem Alternattiva Demokratika, din hija kwistjoni prijoritarja ta′ aċċessibilità għar-residenti kollha.

Irridu nsellmu lill-dawk il-kunsilliera kollha li tul is-snin ħarġu għonqhom b’konvinzjoni kbira biex inħarsu l-wirt storiku u l-wirt ekoliġiku ta’pajjiżna. Mhux xogħol faċli. Ħidma li f’Alternattiva Demokratika nagħmluha bla waqfien. Uħud mill-proġetti l-kbar li huma fuq l-aġenda tal-pajjiż għax-xhur u s-snin li ġejjin huma ta’ ħsara kbira. M’għandix f’moħħi biss il-mina bejn Malta u Għawdex li barra li mhiex meħtieġa ser tagħmel ħsara mhux biss lill-Għawdex fit-totalità tiegħu imma ukoll lill-agrikultura madwar in-Nadur f’ Ta’ Kenuna kif ukoll lill-Wied tal-Pwales u z-zona tal-Għerien fil-limiti tal-Mellieħa. Iktar kmieni din il-ġimgħa ippreżentajna oġġezzjini għall-bini tat-torri tat-Toyota f’Ħaż-Żebbuġ li qed ifittex li joħloq mostru ta’ 14-il sular, 11 minnhom il-fuq mit-triq f’zona li ser ikollha impatti kbar fuq ir-residenti ta’ Ħaż-Żebbuġ.

Aħna qegħdin hawn biex inservu. Ilkoll.

Qed noffru mill-ġdid is-servizz tagħna fil-Parlament Ewropew u fil-Kunsilli Lokali. Hi ħidma li ser tkun imsejsa fuq il-valuri bażiċi li fuqhom hi mibnija l-ħidma ħadra: l-għarfien ekoloġiku, il-ġustizzja soċjali, id-demokrazija parteċipattiva, n-non-vjolenza, s-sostenibilità u r-rispett lejn id-diversità.

Qegħdin nippreżentaw Manifest li jiftaħ il-bibien u t-twieqi għal żiffa li tnaddaf, għal diskussjoni li tfittex risposti għall-mistoqsijiet u teżamina s-soluzzjonijiet possibli. Irridu b’mod kontinwu nisfidaw l-istatus quo u f’dan il-proċess inneħħu l-għanqbut li hemm f’diversi irkejjen mhux biss f’Malta imma ukoll fi Brussell.

Il-politika ħadra tfisser li ma tibża’ tiddiskuti xejn.

Jekk inti tfittex u tistaqsi kif il-kwalità tal-ħajja tagħna lkoll tista′ tkun aħjar, kif għandha tonqos u eventwalment tkun eliminata l-emarġinazzjoni, kif tissaħħaħ id-demokrazija, m’għandekx wisq minn fejn tagħżel.

Pajjiżna ma jistax jibqa’ b’rasu fir-ramel: għalhekk l-aħdar hu r-risposta għall-mistoqsijiet tiegħek.

Alternattiva Demokratika hi l-unika garanzija li leħen kulħadd jinstema’ .
