Il-kosta (u madwarha) tagħna lkoll

Il-pubblikazzjoni riċenti tar-rapport dwar l-impatti ambjentali (EIA)  tal-proġett ta’   Villa Roża fil-Bajja ta San Ġorġ San Ġiljan ser terġa’ tiftaħ beraħ id-dibattitu dwar il-proġett tal-grupp dB f’Pembroke kif ukoll dwar il-Masterplan ta’ Paceville li kien abbandunat madwar sitt snin ilu, riżultat ta’ dibattitu intensiv li fih kienet involuta attivament is-soċjetà ċivili.

Għal darb’oħra il-proposta ċentrali ta’ żvilupp hi l-kummerċjalizzazzjoni intensiva tal-kosta kif ukoll madwarha, u dan apparti l-impatti konsiderevoli fuq iz-zona kollha.

Il-proposta tikkonċerna medda kbira ta’ 47,572 metri kwadri bi żvilupp propost li jikkonċerna t-turiżmu, id-divertiment flimkien ma’ użu kummerċjali, primarjament  uffiċini. Dan hu propost li jsir f’żona li diġa hi iffullata, prattikament is-sena kollha.

Ir-rapport dwar l-impatti ambjentali fih numru ta’ studji dwar diversi aspetti ta’ relevanza għall-proġett propost. Wieħed minn dawn hu analiżi ekonomika mħejji minn E-Cubed Consultants. Kif mistenni, dan l-istudju jitkellem f’termini pożittivi ħafna tal-proġett. Studji ta’ din ix-xorta li kapaċi jiġġustifikaw kollox, issa drajnihom!  Dan l-istudju jinjora kompletament  l-impatti li l-proġett ta’ Villa Roża ser ikollu fuq l-infrastruttura pubblika. Dawn l-impatti huma spiża li jridu jagħmlu tajjeb għalihom il-fondi pubbliċi. L-impatti tal-proġett innifsu huma sostanzjali. Imma meta tarahom b’mod kumulattiv ma’ dawk iġġenerati minn proġetti oħra kbar ippjanati għaż-żona huma enormi.

Dan hu kaz ieħor fejn il-profitti jmorru fil-but tas-settur privat imma hu mistenni li l-kaxxa ta’ Malta terfa’ l-ispejjes għall-iżvilupp meħtieġ tal-infrastruttura biex huma jkunu jistgħu jinqdew. Dwar dan, l-istudju ta’ E-Cubed hu sieket.

Dan x’mudell hu? Kif ġie indikat b’mod ċar minn studju ta’ Deloitte dwar it-turiżmu f’Malta, studju li kien ikkummissjonat mill-Assoċjazzjoni tal-Lukandi (MHRA), ser inkunu neħtieġu 4.7 miljun turist fis-sena biex jintużaw is-sodod li diġa hawn inkella li huma ippjanati! Dan ġenn, għax il-pajjiż ma jiflaħx għall-piż iġġenerat fuq l-infrastruttura kemm-il darba in-numru ta’ turisti li jżuruna jirdoppja.

Anke l-Gvern ħabbar mira ta’ tlett miljun turist, mira li hi għolja ħafna. Kieku l-Awtorità tat-Turiżmu għandha nitfa serjetà fit-tmexxija tagħha kienet tieħu passi biex trażżan l-iżvilupp sfrenat li għaddej fl-industrija u li fl-aħħar ħsara biss jagħmel. Ir-rebgħa imma m’għandiex limitu u qed twassal għal ħsara kbira għall-pajjiż.

Il-kummerċjalizzazzjoni tal-kosta u taz-zona madwarha teħtieġ li tieqaf qabel li din tibla l-ftit spazji miftuħa li għad baqa’ madwar l-istess kosta.

Permezz ta’ emendi li kienu saru għall-Kodiċi Ċivili f’dik li hi magħrufa bħala l-liġi tad-dimanju pubbliku l-Parlament kien approva leġislazzjoni biex jipproteġi l-kosta u bħala riżultat ta’ hekk iżid l-aċċess għall-pubbliku. Dan kien kollu daħq fil-wiċċ għax fil-prattika ma sar xejn. Kieku din il-leġislazzjoni qed taħdem, proġetti bħal dan ta’ Villa Roża ma jsirux għax dawn imorru kontra kemm il-kelma kif ukoll l-ispirtu tal-liġi.

Għaddej sforz kontinwu biex il-kosta tkun ikkumerċjalizzata.  Xi żmien ilu kellna l-proposta għall-marina ta’ Marsaskala. Kellna ukoll il-proposti dwar Manoel Island, dwar il-Bajja tal-Balluta, il-Waterfront tal-Birgu (inkluż il-marina) u l-marina għall-jottijiet fil-Kalkara u dan flimkien ukoll mal-Waterfront tal-Belt Valletta.

Ma dan wieħed irid iżid il-kummerċjalizzazzjoni sfrenata li għaddejja tal-ispazji pubbliċi mal-kosta, inkluż il-bankini.

L-art pubblika qed tkun kontinwament ittrasformata fi profitti għas-settur privat, ħafna drabi għal ftit magħżulin. Fi prattikament il-każi kollha, ħadd ma jagħti kaz tal-kwalità tal-ħajja tar-residenti. Dawn qed ikun kompletament injorati. Xi drabi r-residenti saħansitra jinbeżqu l-barra miz-zoni residenzjali.

Issa għaddew madwar erba’ snin minn meta l-Parlament approva l-leġislazzjioni biex iħares il-kosta. Biex din il-liġi tkun tista’ titwettaq  l-għaqdiet ambjentali ppreżentaw dokumentazzjoni dwar iktar minn għoxrin sit mal-kosta li jimmeritaw li jkunu mħarsa. Ninsab infurmat li dawn l-għaqdiet ambjentali ippreżentaw ukoll riċerka estensiva dwar min jippossjedi din l-art. Hi ta’ sfortuna li t-tkaxkir tas-saqajn tal-Awtorità tal-Artijiet u tal-Awtorità tal-Ippjanar qed iżżomm u tostakola l-ħidma meħtieġa biex din il-liġi li tipproteġi l-kosta titwettaq. Dan qed isir ukoll fejn ma hemm l-ebda dubju li l-art  hi propjetà pubblika.

Għalfejn isiru dawn il-liġijiet jekk ma hemm l-ebda intenzjoni biex dawn ikunu implimentati?

Jeħtieġ li niċċaqalqu jekk irridu nkunu f’posizzjoni li nħarsu dak li fadal mill-kosta u z-zoni ta’ madwarha, u dan qabel ma jkun tard wisq. Sfortunatament ma hemmx rieda politika dwar dan. Il-Gvern u l-awtoritajiet tiegħu iqiesu l-kosta u z-zona kostali bħala magna biex tagħmel il-flus. Din hi l-viżjoni li qed isegwu fi sħubija kontinwa mal-forzi spekulattivi.

The coast and coastal areas belong to all of us

The recent publication of the EIA for what is commonly referred to as the Villa Rosa project at St George’s Bay St Julians brings us back to the dB Pembroke project debate as well as the Paceville Masterplan aborted some six years ago as a result of an intensive debate which involved heavily civil society.

Once more the issue is a development proposal which seeks further intensive commercialisation of the coast and the coastal area. In addition, the impacts on the surroundings are substantial,

The proposal involves a massive 47,572 square metres footprint with a proposed development mix of tourism, leisure and business uses in an area which is already saturated and as a result overcrowded at practically all times of the year.

The EIA contains a number of studies relative to a multitude of aspects. One of these studies is an economic analysis by E-Cubed Consultants. As expected, this study gives a glowing economic endorsement of the project. We have become used to such studies which seem to be able to justify anything. In arriving at its conclusions this study, completely ignores the impacts which the Villa Rosa project will have on the public infrastructure and on the fact that this will have to be made good for by the public coffers. The impacts are substantial when the project is viewed on its own but they assume enormous proportions when viewed cumulatively with the impacts generated by other major projects already in hand or in the pipeline for the area.

This is another case of profits being channelled to the private sector with the public purse being expected to foot the bill for the infrastructural development required. E-Cubed are completely silent on the matter.

Is this the tourism model for the future? As clearly indicated by the Deloitte study on the tourism carrying capacity in the Maltese islands, commissioned by MHRA, at the end of the day we would require 4.7 million tourists per annum if existing and projected tourism projects are to have around an 80 per cent occupancy. This is pure madness: it would signify a more than doubling of the current number of  tourist arrivals.

Even the government stated target of 3 million tourists per annum is too high. If the Malta Tourism Authority (MTA) was anything close to serious it would have by now have taken urgent action to curtail the unrestrained development spree of these speculative developers. Their greed has no limits. It is driving this country towards a complete ruin.

The commercialisation of the coast and coastal areas has to stop before it engulfs the few open spaces left undeveloped in the vicinity of the coast.

Through amendments to the Civil Code in what is known as the Public Domain Act Parliament has approved legislation to protect the coast and to increase access to the public as a result. This legislative action unfortunately has so far proven to be another gimmick. If it were to be in any way effective this legislation would have nipped in the bud the proposed Villa Rosa development as it goes against both the letter and the spirit of this legislation.

A continuous effort to commercialise the coast is under way. It has been going on for quite some time. Some time back we had the proposal for a Marsaskala yacht marina. Some other glaring examples which come to mind are the case of  Manoel Island, Balluta Bay, the Birgu Waterfront and yacht marina, the Kalkara yacht marina, Valletta Waterfront.

There is also the ongoing commercialisation of the public spaces adjacent to the coast, including pavements and open spaces.

Public land is continuously being transformed into private profits, many times for the chosen few. In practically all cases, the quality of life of residents is not factored in, until the eleventh hour. Whenever possible, it is either avoided completely or else the residents are slowly squeezed out of residential areas.

It has been around four years since parliament approved legislation in order to reinforce the protection of the coastline through the public domain legislation. Environmental NGOs have submitted a list of over twenty sites along the coast which qualify for protection. I am informed that eNGOs have even carried out extensive research on ownership issues related to these sites. It is indeed unfortunate that the Lands Authority and the Planning Authority have ground the whole process to an unacceptable halt as a result rendering legislation ineffective. This applies even in those instances where it is proven beyond any doubt whatsoever that the land in question is public property.

Why approve such laws when there is no intention to implement them?

We need to act to protect what is left of the coast and the coastal areas, before it is too late. Unfortunately, there is no political will to act. Government and its authorities consider the coast and the coastal areas as money spinners. A vision which they pursue relentlessly in bed with the speculators.

Spażji miftuħa : 15-il minuta l-bogħod

Li jkollna żieda konsiderevoli ta’ spazji miftuħa, kif ukoll li nassiguraw li dawn l-ispazji miftuħa jkunu aċċessibli għal kulħadd hi politika tajba. Il-fatt li bħalissa għandna nuqqas ta’ spazji miftuħa u aċċessibli huwa riżultat tal-falliment tal-ippjanar tal-użu tal-art kif ipprattikat f’Malta. Sfortunatament dan hu orientat lejn l-ispekulazzjoni flok ma hu ffukat lejn użu aħjar tal-art bħala kontributur għal titjib fil-kwalità tal-ħajja.

Il-Gvern nieda proġett biex jinvesti €700 miljun ħalli jtejjeb l-ispazji miftuħa eżistenti kif ukoll biex joħloq oħrajn inkella biex iħajjar lil min jieħu inizjattivi f’dan is-sens. Ħadd mhu ser joġġezzjona għal proġetta ta’ din ix-xorta sakemm dan ma jkunx skuża li warajha tkun ser tinħeba xi ħaġa oħra li illum mhux dikjarata.

Biex proġett ta’ din ix-xorta jirnexxi jeħtieġ li jkun parti minn viżjoni fit-tul, viżjoni li mhux biss tħares lejn titjib madwarna imma fuq kollox tkun immirata biex in-natura terġa’ tkun integrata mill-ġdid f’ħajjitna u madwarna. Iktar minn investiment finanzjarju neħtieġu bidla fl-attitudni li twassal biex nibdew inqiesu l-ispazji pubbliċi bħala parti essenzjali mill-infrastruttura meħtieġa għal titjib fil-kwalità tal-ħajja tagħna.

Filwaqt li hu oġġettiv tajjeb li noħolqu spazji pubbliċi ġodda, u li ntejbu dawk li għandna, ikun ferm aħjar kieku bħala l-ewwel pass nagħmlu ħilitna biex inħarsu l-ispazji miftuħa li diġa għandna,  nħarsuhom u ma nħalluhomx jinqerdu.  Il-ġonna privati, uħud minnhom kbar, li jiffurmaw parti integrali miż-żoni urbani u mill-qalba tal-irħula tagħna ilhom żmien jinqerdu biex flokhom jinbnew blokki ta’ flattijiet.  Dawn għandhom ikunu minn tal-ewwel  spazji muftuħa li nħarsu jekk verament nemmnu fuq l-importanza tagħhom. Dawn il-ġonna servew bħala l-pulmun tal-komunitajiet lokali tagħna għal ħafna snin. Għalkemm huma propjetà privata dawn taw kontribut kbir għall-ħarsien tal-komunitajiet tagħna. Dan kollu ma jiswiex flus. Jeħtieġ biss ftit konsistenza u rieda tajba.

Imbagħad ikun imiss l-art agrikola li qed tintilef b’rata mgħaġġla. L-art agrikola ukoll hi taħt assedju:  qed tinbela fi kwantitajiet mhux żgħar mill-bini tat-toroq, proġetti ta’ żvilupp inkella minn min irid jirriżervha għalih għad-divertiment għall-BBQ jew picnic fejn jistrieħu ftit il-bogħod minn għajn in-nies.  Dan kollu qed jeqred l-għixien tal-bdiewa u tal-familji tagħhom li għal snin kbar ħadu ħsieb ir-raba’ b’tant dedikazzjoni u ipprovdew l-ikel għall-pajjiż.  Dan ukoll ma jiswiex flus. Jeħtieġ awtoritajiet li jaħdmu sewwa, li m’għandniex!

Ix-xewqa li lkoll għandna għal iktar spazji miftuħa hi rifless tal-ħsieb iberren f’moħħna li nerġgħu nistabilixxu kuntatt sod mal-egħruq tagħna, man-natura. In-natura hi ċentrali f’ħajjitna, u iktar nies, dan qed jirrealizzawħ u japrezzawħ. Dan ifisser li permezz tal-ispazji miftuħa irridu nintroduċu n-natura mill-ġdid fil-lokalitajiet tagħna bis-serjetà, u mhux li jitqegħdu xi erbat iqsari tal-konkos, taparsi sar xi ħaġa! L-ispazji miftuħa huma għan-natura u mhux biex tiżdied id-dominazzjoni tal-konkos fil-forom differenti tiegħu fil-lokalitajiet tagħna! L-anqas m’ghandhom jintużaw għall-parking tal-karozzi!

Ġie emfasizzat li dan il-proġett ta’ investiment fl-ispazji miftuħa għandu l-iskop li jassigura li kull wieħed u waħda minna jkollu aċċess għal spazju pubbliku miftuħ li jkun mhux iktar il-bogħod minn għaxar minuti minn fejn toqgħod. Dan l-oġġettiv jorbot mal-inizjattiva li ttieħdet f’diversi bliet Ewropej imsejħa l-belt ta’ 15-il minuta (15-minute city). Belt ta’ din ix-xorta għandha jkollha dak kollu li teħtieġ, fil-parti l-kbira mhux iktar minn kwarta l-bogħod mid-dar. Għax mhux l-ispazju pubbliku miftuħ biss għandu jkun fil-viċin: imma dak kollu li neħtieġu.

Dan iwassalna biex neżaminaw it-tifsila urbanistika tagħna, meta nirrealizzaw li l-ħwienet iż-żgħar tagħna li servew lill-komunitajiet lokali għal bosta snin, qed jonqsu sewwa. Qed jispiċċaw jinbeżqu mis-suq bħala riżultat tal-bosta supermarkets u stabilimenti kummerċjali kbar li qed jinfetħu.

Din l-idea tal-belt ta’ 15-il minuta (the 15-minute city) bdiet b’inizjattiva ta’ Carlos Moreno, arkitett konsulent tas-sindku ta’ Pariġi imma issa qed tinfirex ma numru ta’ bliet Ewropej. Tfisser tibdil sostanzjali fl-ippjanar għall-użu tal-art biex ikun assigurat li f’kull Belt jew raħal dak li normalment neħtieġu nistgħu nsibuh mhux iktar minn kwarta ‘l bogħodminn fejn noqgħodu.

Carlos Moreno jitkellem dwar il-ħtiġijiet marbuta mal-għixien fi spazju urban imfassla fuq sitt punti essenzjali: żona residenzjali adegwata, xogħol fil-viċin, possibiltà ta’ xiri ta’ oġġetti jew servizzi bla diffikultà, kif ukoll aċċess għall-edukazzjoni, servizz għas-saħħa u esperjenzi kulturali fil-qrib, ilkoll aċċessibli b’mezzi sostenibbli.

Nistgħu neżaminaw u nfasslu l-istil ta’ ħajjitna fl-ibliet u l-irħula tagħna f’dawn il-parametri?

Il-ħwienet żgħar fl-ibliet u l-irħula tagħna jeħtieġu l-għajnuna għax qed jagħtu servizz essenzjali li jagħti l-ħajja lill-komunitajiet tagħna: jagħtu servizz u fl-istess ħin joħolqu x-xogħol fil-lokalità. Meta wieħed jinkoraġixxi l-ħidma tal-ħwienet iż-żgħar fil-ħidma tagħhom ikun qed jagħti kontribut għat-tnaqqis tat-traffiku fil-lokalità f’kull ħin tal-ġurnata għax ikun hemm inqas ħtieġa li wieħed jivvjaġġa. B’hekk jintlaħaq oġgettiv ieħor fil-pjanijiet tal-Gven, jiġifieri t-tnaqqis tal-karozzi mit-toroq tagħna.

L-ippjanar għall-użu tal-art għandu jiffoka fuq in-nies u l-ħtiġijiet tagħhom. Hu biss f’dan il-kuntest li l-iffinanzjar ta’ proġetti ta’ tħaddir fil-komunità jagħmel sens.

Open spaces and the 15-minute city

Having a substantially increased area of open spaces and ensuring that these spaces are accessible for all is good policy. The fact that currently we lack accessible open spaces is a failure of land use planning as practised in Malta, which is unfortunately speculation oriented instead of being focused on optimisation of land use as a contribution towards an improvement in the quality of life for all.

Government is embarking on a €700 million project in order to enhance existing open spaces as well as to create or to encourage the creation of new ones. No one would object to that provided that it is not an excuse for a different and undeclared objective.

In order for such a project to be successful it must be part of a long-term view of enhancing our surroundings such that we bridge the substantial and ever-widening gap which separates us from nature. However, what is really needed is a change in attitude towards the availability of public space as an essential element in the basic infrastructure required for an enhanced healthy quality of life.

While it is definitely an acceptable objective to create new open spaces, we could do much better if, as an essential first step we strive to retain existent open spaces and save them from destruction. Private gardens, some of them of a substantial size, forming an integral part of our urban areas and village cores have for quite some time been making way for the development of blocks of flats. These should be the first obvious open spaces which we should seek to protect if we are serious about the importance of open spaces. Such gardens have served as the lungs of our local communities for ages. They are in private ownership but they still contribute substantially to the wellbeing of our communities. This does not entail any expense. All it requires is a dose of consistency and plenty of goodwill.

Next on the protection list would be agricultural land which is being lost at an ever-accelerating rate. When agricultural land is not being engulfed by road-building or building development it is being taken up by those who want to transform it into BBQ or picnic land, as their private recreational hideout.  In the process they squeeze out farmers who have tilled the land for ages and contributed continuously to the national food production effort. Even this does not entail any expense. All it requires is properly functioning authorities, which we lack!

The urge for more open spaces is a longing to re-establish contacts with our roots, that is with nature. Nature has a role in every aspect of our life. We can only keep ignoring it at our peril. This would primarily signify that open spaces need to reintroduce nature into our localities and not introduce a number of token planters in concrete pots. Open spaces are about nature and not about the increased domination of our localities by concrete in whatever shape or form! Nor should they be used as parking spaces.

It has been emphasised that the current project of investing in open spaces aims to ensure that each and every one of us will have access to a public open space not more than ten minutes away from where he or she resides. This objective ties in with a current initiative in various European towns of developing a 15-minute city: that is a local community which is almost self-sufficient, all needs, or most of them being available not more than 15 minutes away. It is not just public open spaces which ought to be close by: all our basic needs should be within easy reach.

This would necessitate that we examine closely our urban fabric to realise that the small commercial outlets which have served our local communities for ages are heading towards extinction. They are being squeezed out of the market through the ever-increasing number of supermarkets and large commercial establishments.

The idea of ‘the 15-minute city’ initially put forward by Carlos Moreno, an architect advising the Paris mayor, but adopted by an ever-increasing number of cities entails turning current urban planning on its head to ensure that all our needs are available not more than 15 minutes away.

Carlos Moreno speaks of a social circularity for living in our urban spaces based on six essential functions: to live in good housing, to work close by, to reach supplies and services easily, to access education, healthcare and cultural entitlement locally by low-carbon means.

Can we reassess the nature and quality of our urban lifestyles within these parameters?

Small commercial outlets in our towns and villages require support as they are an essential help to make our communities vibrant: being of service and creating local employment in the process. Encouraging the local commercial outlets also reduces traffic at all times of the day as there will be less need to travel. It would also directly help in achieving that other objective of reducing cars from our roads.

Land use planning is for people. It is about time that this is put into practice. It is only within this context that the funding of community greening projects makes any sense.

From Dubai to Singapore

Last week, the President of the Republic, laying out the programme for the new government in what is known as the speech from the throne, emphasised that the environment is a core value for this government. Reading through the speech prepared by government, his Excellency was clear by dwelling on a number of different topics of considerable environmental importance.

However, Dr Vella was unfortunately not advised as to how and when the government intends to address its continuous contradictions in its drive to shift its focus from the infrastructure to the environment.

The elastic environmental politics presented by this government ranges from more flyovers to achieving carbon neutrality, simultaneously being dependent on two interconnectors tapping the Sicilian energy market.

Previous governments led by the Labour party had sought to transform Malta into another Dubai, that is a land of high rises and extensive land reclamation . The attempt at Dubai-ification embarked on by the Muscat led government will apparently now be transformed into a Singaporization as emphasised by infrastructure Minister Aaron Farrugia. This is the implementation of the policy of continuity which his Excellency was apparently not sufficiently advised about.

The current crop will do their best to outshine their predecessors. Since there is not much more land to ruin, they have therefore turned their gaze towards the sea which they will be ruined in due course.

Preliminary studies carried out in the past had identified the areas in Maltese waters where land reclamation could be considered, subject to more in-depth studies. The coastal areas identified and studied are those along the  Magħtab/Baħar iċ-Ċagħaq coastline and the Xgħajra/Marsaskala coastline. These are the coastal zones which have to be watched and protected.

The basic question to ask before embarking on planning any land reclamation projects is: what do we need land reclamation for? In the past land was reclaimed to construct the Freeport or to protect the coast at Msida, Gżira and elsewhere.

If any new pressing need is identified one should carefully consider them.

The Netherlands used land reclamation successfully to adequately manage its low-lying land. Hong Kong made use of land reclamation to create high value land required for its airport on the Chek Lak Kok island. Through land reclamation Singapore expanded its container port, an essential cornerstone in its economy.

The way to go about tackling land reclamation is through serious public consultation. Labour in government has, so far, only consulted developers on land reclamation. It has, in the recent past, only consulted those who were seeking new ways to make a quick buck! These are the fourth-floor guys who are only interested in making hay while the sun shines.

If government is serious about land reclamation it should immediately publish a list of its proposed projects. This should be accompanied by a draft national land-reclamation strategy for public consultation. At this point consultation should not be with the speculation lobby: it has already been extensively consulted. Consultation at this stage should primarily be with environmental NGOs and the coastal communities, in particular those directly impacted.

Having said the above I do not think that land reclamation is or should be a priority. Rather, the priority should be the restructuring of the construction industry: specifically cutting it down to size and putting it to good use.

The country would be economically, environmentally and socially much better off if the construction industry is assisted in its much-needed restructuring. It would undoubtedly need to shed labour which can be absorbed by other sectors of the economy. Retraining would be required to ease the entry of the shed labour force into other economic areas.

After years of haphazard and abusive land-use planning, land reclamation is the last thing we need!

Improving waste collection

Waste collection in our towns and villages does not cater for a modern 21st century European island state. It is approximately fifty years out of phase. It has not evolved with time to take into consideration modern day requirements.

The waste collection schedules do not cater for the needs of shift workers, of short-term tenants and small local businesses.

Local government governs at a local level. It takes decisions necessary in order to address the varying requirements of the community which it leads. Our local councils unfortunately do not have such an authority. Government (directly as well as through Wasteserv Malta Limited, the state waste operator) is continuously breathing down their necks such that they cannot plan and carry out waste collection differently and in an efficient manner.

A news item in the Malta Independent on Monday pointed at a proposal of the Local Councils’ Association on an alternative to the door-to-door waste collection in our towns and villages.

Our restricted pavements, as things stand, are during parts of the mornings cluttered with waste bags. In addition, they are also used for restaurant tables and chairs.  Possibly if there is enough space, pavements can also be used for the mobility of pedestrians! Vulnerable persons with different mobility disabilities and parents caring for young children are often at a loss in such situations. They are the first squeezed out of pavements!

It is within this context that the Local Councils’ Association has proposed a gradual shift from a door-to-door waste collection system to one where waste is deposited at specific collection points. The proposal is interesting even though it is not easily applicable in all localities. Specifically in village cores and in urban conservation areas there may not be sufficient space suitable for the development of the necessary infrastructure for the development of waste collection points. Our streets are already cluttered with services: drainage, water, electricity and communications! I believe that it will be slightly difficult to find adequate space for these collection points in some of our streets.

The proposal was submitted to government some months ago in response to the public consultation in hand on the Waste Management Strategy. It entails the identification of 13,000 collection points serving 250,000 households. It is envisaged that each household could possibly be within a 100-metre distance from a waste collection point.

I have discussed this proposal with Local Councils Association President Mario Fava who is very enthusiastic on its workability. Studies detailing the proposal have not to date been carried out locally but the method is practiced in a number of European cities.

Such a collection system could be the source of various benefits in our localities. Top of the list would be cleaner pavements and roads as a result of substantially reduced waste spillage. There would be less traffic congestion and obstruction as a result of not having a waste collection vehicle doing the rounds at a speed of 5 kilometres per hour through the streets of our towns and villages. In addition, greenhouse gas emissions from fuel consumption by waste collection vehicles would be substantially reduced. (Electrification of waste collection vehicles could likewise attain the same objective of greenhouse gas emission reduction.)

The next step should be a pilot project in a number of localities as a result of which the required infrastructural improvements should be identified and implemented for a selected number of waste collection points. Such a pilot project should not only consider the workability of the proposed alternative. It should also seek to address how those facing mobility difficulties can cope and what assistance would be required to ensure that they will eventually benefit from the proposed improvement to the waste collection system.

The new waste management strategy is long overdue. I hope that when finalised it will recognise that local councils, both individually as well as through their association are fully capable of planning and delivering the services which our towns and villages require in this day and age. They should not be obstructed from functioning as a local government.

L-ilma tax-xita: l-inkompetenza tal-awtoritajiet

Il-Ministru tal-Finanzi Edward Scicluna, fl-aħħar diskors tal-Baġit qalilna : “Il-Gvern huwa wkoll kommess li jkompli jaħdem biex jitnaqqas ir-riskju tal-għargħar f’pajjiżna. Għaldaqstant, se jsiru studji dettaljati sabiex jiġu żviluppati aktar miżuri li jistgħu jnaqqsu dan ir-riskju filwaqt li jimmassimizzaw l-użu tal-ilma tax-xita.”

Edward Scicluna bla dubju jaf li bħala riżultat tat-tibdil fil-klima l-maltempati kif ukoll ix-xita qed ikunu ta’ natura iktar intensivi. Meta tinżel ix-xita, b’mod partikolari meta tkun qawwija, l-infrastruttura tagħna ma tistax tlaħħaq. Imma minbarra l-impatti kkawżati mill-klima għandna fuqna ukoll il-piz u r-riskji kkawżati minn regolaturi nkompetenti.

F’Malta għal dawn l-aħħar 138 sena, il-liġi pprovdiet biex ikun hemm l-obbligu li jkollna l-bjar għall-ilma tax-xita fid-djar. Il-qisien tal-bjar varja tul is-snin. Originalment il-qies kien dipendenti fuq il-qies total tas-sulari kollha mibnija. Illum il-ġurnata dan tnaqqas biex ikun relatat mal-qies tal-art mibnija.

Sfortunatament dawn ir-regoli ftit huma osservati. Din mhiex storja li bdiet illum, ilha għaddejja snin twal possibilment sa mis-snin 60, żmien meta l-industrija tal-bini kienet għaddejja b’rankatura kbira. Jiena niftakar, meta kont għadni student, ftit snin ilu mhux ħażin, kont rajt rapport li kien tħejja għall-Gvern Malti minn esperti mibgħuta mill-Ġnus Magħquda. Dakinnhar diġa kien ċar li waqt u wara maltempati qawwija l-ilma għaddej mis-sistema tad-drenaġġ kien jiżdied b’mod astronomiku u dan billi ħafna ilma tax-xita flok ma jinġabar fil-bjar kien qed jintrema fid-drenaġġ. Is-sitwazzjoni, minn dakinnhar, marret ħafna għall-agħar!

Flok mal-ilma tax-xita jinġabar fil-bjar, f’ħafna każi qed jintrema fit-toroq, inkella direttament fis-sistema tad-drenaġġ pubbliku. Ammont enormi ta’ ilma tax-xita li nistgħu nutilizzaw qed jintrema. Ħafna, jekk jużaw l-ilma tax-xita jistgħu jnaqqsu b’mod drastiku l-kontijiet tal-ilma!

Meta l-ilma tax-xita jintrema fid-drenaġġ, dan mhux biss ifur fit-toroq tagħna imma minħabba li jgħabbi l-impjant tal-purifikazzjoni tad-drenaġġ b’ammont zejjed ta’ ilma iżid b’mod konsiderevoli l-ispejjes għat tmexxija tal-impjant.

Il-parti l-kbira tal-ħtija għal dan trid tinġarr minn dawk li jiżviluppaw il-propjetá. Anke l-Gvern, direttament, kif ukoll permezz tal-aġenziji tiegħu, fil-passat riċenti kien responsabbli għall-iżvilupp ta’ housing estates li fihom ma tinġabarx qatra ilma tax-xita!
Hu fatt magħruf li fejn żvilupp residenzjali jkun fih garaxxijiet parzjalment jew kompletament taħt il-livell tat-triq ftit għandna bjar għall-ilma tax-xita. L-Awtoritá tal-Ippjanar hi responsabbli biex tassigura li l-kundizzjonijiet tal-permessi tal-iżvilupp ikunu osservati: dawn kważi dejjem jinkludu l-obbligu li jinbena bir biex fih jinġabar l-ilma tax-xita. Imma ħafna drabi, għall-Awtoritá tal-Ippjanar, qiesu ma ġara xejn jekk il-bir ippjanat jibqa’ fuq il-karta.

Min-naħa l-oħra, l-Korporazzjoni għas-Servizzi tal-Ilma (WSC) matul dawn l-aħħar snin assumiet ir-responsabbiltá għas-sistema kollha tad-drenaġġ, liema responsabbiltá qabel kienet f’idejn id-Dipartiment tad-Drenaġġ. Din ir-responsabbiltá tinkludi l-għoti tal-permess biex bini ġdid jiġi imqabbad mas-sistema tad-drenaġġ.

Il-Korporazzjoni għas-Servizzi tal-Ilma x’verifiki qed tagħmel li l-katusi tad-drenaġġ biss qed jitqabbdu mas-sistema pubblika tad-drenaġġ? Qed isiru verifiki li m’hemmx katusi tal-ilma tax-xita ukoll? It-tweġiba teħduha waħedkom fit-toroq tagħna f’ġurnata ta’ xita qliel. Ħadd mhu jagħmel verifika dwar dak li qed jiġri.

Dan kollu jwassal għall-konklużjoni li waqt li l-ħtija ewlenija għall-qagħda preżenti hi tal-industrija tal-bini, għax, iktar le milli iva ma tipprovdix bjar għall-ilma tax-xita fi żvilupp ġdid, il-ħtija mhiex tagħha biss. L-awtoritajiet u d-dipartimenti tal-Gvern għandhom ukoll iġorru s-sehem tagħhom tar-responsabbiltá minħabba li ma onorawx l-obbligi regolatorji tagħhom. L-Awtoritá tal-Ippjanar u l-Korporazzjoni għas-Servizzi tal-Ilma (u dawk li ġew qabilhom) setgħu waqqfu dan l-abbuz, imma ma għamlu xejn.

Meta jkollna xita qliel, jew xita għal ħin twil, diffiċli tgħaddi minn ċertu toroq f’Malta u Għawdex. Dan hu sors ta’ periklu u fil-fatt id-Dipartiment tal-Protezzjoni Ċivili ikun okkupat ħafna f’dawn iż-żminijiet jgħin lil min ikun f’diffikulta minħabba l-għargħar.
Fondi tal-Unjoni Ewropea ntużaw biex jiġu ffinanzjati mini taħt l-art biex l-ilma tax-xita fit-toroq jinġabar u jintrema l-baħar. Fondi pubbliċi intużaw biex jinħbew irregolaritajiet li sar mis-settur privat. Mhux biss, imma ntużaw ukoll biex riżors prezzjuż jintrema. Dawn il-fondi setgħu intużaw ferm aħjar kieku intużaw biex l-ilma inġabar u nħażen fl-ibliet u l-irħula tagħna, flok ma ntrema.

Il-parir tiegħi lil Edward Scicluna hu li, flok ma jinħlew iktar fondi pubbliċi, għandu jassigura ruħu li l-Awtoritá tal-Ippjanar u l-Korporazzjoni għas-Servizzi tal-Ilma jwettqu l-obbligi regolatorji tagħhom. Rainwater: the cost of incompetence

In his latest Budget speech, Finance Minister Edward Scicluna informed us that more studies will be carried out to identify flooding risks, simultaneously seeking to maximise the use of rainwater.

Edward Scicluna is aware that, as a result of climate change, storms are more intense than ever. When it rains, it pours, and our infrastructure is not capable of handling the resulting rainwater. To add to the impact of climate change, we also have to deal with the risks created as a direct result of incompetent regulators.

For the past 138 years,legislation in Malta has specifically provided for the construction of water cisterns in buildings, primarily residential ones. The dimensions of these water cisterns varied over time. Originally, they were related to the floor area of the residence but in the recent past, the required volume was reduced to be related to the footprint of the building.

These regulatory provisions are, however, more honoured in the breach, even when reduced. This is not a recent phenomenon. Regulatory control in Malta has been in steep decline since the building boom of the 1960s. I remember, while I was still a student – many moons ago- leafing through a UN expert-financed report penned in the late 1960s which, even then, had measured the significant increase in foul water in our sewers during intense rainfall, clearly indicating that too much rainwater was going to waste notwithstanding the collection obligations. The situation has not improved since!

Instead of being collected in rainwater cisterns, in an ever-increasing number of cases rainwater is discharged directly onto our roads or into the public sewers. Large volumes of rainwater, which can be utilised for various purposes, are being wasted. Its use domestically could substantially reduce water bills.

When rainwater is discharged into our public sewers, not only does the water overflow onto our streets, but it also increases the costs of sewage purification unnecessarily.
The major culprits are a substantial portion of the developers of blocks of flats and maisonettes. The government, both directly, as well as through its agencies, has also (in the recent past) been responsible for the development of housing estates without providing for the collection of rainwater.

In particular, it is common knowledge that in cases where basement or semi-basement garages are constructed, the duty to provide for the collection of rainwater is very rarely complied with. The Planning Authority (PA) is responsible for determining and ensuring the observance of the conditions of development permits which, in most cases, specify the required capacity of a rainwater cistern.

Over the years, the Water Services Corporation (WSC) has taken over responsibility for the management of the public sewers from the former Drainage Department. This responsibility includes authorising the owners of newly- constructed properties to connect the drains with the public sewer. Is the WSC verifying that it is only the drains that are connected and, in particular, that rainwater pipes are not connected to the public sewer too? The obvious answer is provided by our streets on a rainy day. Clearly, no one is bothering to check what is connected to the public sewer.

This leads to the conclusion that, while the culprit for the present state of affairs is the building industry because, more often than not, it does not provide for rainwater storage in new developments, it is not the only one to blame. The authorities and government departments must take a substantial share of the blame for not complying with their regulatory responsibilities. The PA and the WSC could have stopped the abuse, but they did not.

A number of areas are practically out of bounds whenever heavy or continuous rain hits the Maltese islands. This is a source of danger and, in fact, the Civil Protection Department is heavily involved in assisting residents or motorists who are trapped as a result of flooding.

Money made available by the EU has been used to fund a project for the construction of underground tunnels, as a result of which rainwater from our streets and roads is being collected and discharged into the sea. Public funds have been used to cover up private irregularities.

The EU funds utilised in the construction of these tunnels have been used to squander a very precious resource. European taxpayers’ money has also have been flushed down the drain. This could have been put to a much better use had it been applied to address the lack of adequate rainwater harvesting in our towns and villages.

My advice to Edward Scicluna is that before wasting any more public funds he should ensure that the Planning Authority and the Water Services Corporation carry out their regulatory responsibilities. When they do, a considerable part of the problem of the flooding of our streets will disappear.

Tall Buildings : the advice ignored by the Maltese authorities

“Tall buildings cannot be avoided in our times. The choice we have is whether to control them or else whether to put up with their future growth.” These were the concluding comments of a report drawn up by Professor Mir Ali from the University of Illinois at Urbana-Champaign USA after a visit to Malta in 2008 during which he met with and advised MEPA on the future of tall buildings in Malta.The report is entitled Urban Design Strategy Report on Tall Buildings in Malta.

Professor Ali’s report contains recommendations most of which are as relevant today as when they were originally drafted. Central to these recommendations, way back in 2008, was the need to draw a master plan addressing tall buildings and their impacts. “Lack of a master plan,”  Professor Ali stated, “results in uncontrolled developments and unpredictable impacts on urban life.”  The developed master plan,  Prof. Ali emphasised, should be “for Malta as a whole and for the selected sites for tall buildings, individually.”  Drawing up such a master plan with a reasonable level of detail will take time to carry out, a considerable portion of which should be utilised in consultation, primarily with the residents to be impacted. Certainly much more time would be required than the November 2016 target indicated by the government earlier this week.  A moratorium on the issuing of any development permit for high-rises until such time that a master plan has been discussed and approved would be a very reasonable course of action.

Professor Ali considered six sites, which were indicated to him by MEPA, as having the potential of hosting high-rise development. He proposed the following rank order : Qawra, Gżira, Tignè, Paceville, Pembroke and Marsa.  Such a ranking order by Prof. Ali is qualified by an emphasis on the substantial infusion of public monies which is required. Prof. Ali commented that if the number of sites are reduced to less than six it would be much better for Malta.

Professor Ali made a number of incisive remarks.

There is a need for an objective market and feasibility study for each project, which study should include the life cycle cost of the project. In view of the high vacancy rate of existing residential units, Prof. Ali queried the kind of occupancy expected of high-rises. Failure of high-rises will impact the economy of the whole of Malta which has no safety valve because of its size and lack of adequate elasticity, he stressed.

An efficient public transport is a fundamental requirement for the Maltese islands irrespective of whether high-rises are developed or not. But for the success of tall buildings “an integrated sustainable public transport system” is absolutely necessary. Yet, surprise, surprise, Professor Ali observed that “there is no efficient public transport system that is efficient and that covers the whole of Malta”

Sounds like familiar territory!

Infrastructural deficiencies must be addressed. If the existing infrastructure is inadequate or in a state of disrepair it must be upgraded and expanded to meet future needs. Tignè residents in Sliema have much to say about the matter, not just with reference to the state of the roads in the area but more on the present state of the public sewers! Residents of the Tignè peninsula are not the only ones who urgently require an upgrade of their infrastructural services. Residents in many other localities have similar requirements.

Social and environmental impacts of tall buildings must be considered thoroughly at the design stage. However Maltese authorities have developed the habit of ignoring the social impacts of development projects. In addition, it is very worrying that, as reported in the press earlier during this week,  Prime Minister Joseph Muscat does not seem to be losing any sleep over the matter.

People living in a low-rise environment consider high-rises as intrusive. Unless public participation is factored in at a very early stage through planned beneficial impacts on the community in terms of economic benefits, upgrade of services and the general benefits of the redevelopment of the surroundings, such projects do not have a future.

The upkeep of high-rises is quite a challenge which requires skills that are different from low-rise buildings. Notwithstanding changes to the relevant provisions of the law, there already exist serious difficulties in bringing together owners of low-rise multi-owned properties in order that they can ensure that maintenance of such properties is addressed. The challenge of high-rises is exponentially more complex.

The above is a snap-shot of Prof. Ali’s report. From what I’ve heard from a number  of people who met Professor Ali, he was more vociferous in his verbal utterances. Unfortunately,  his advice has been largely ignored.

Iċ-ċensiment tal-1995 kien wera li   f’Malta u Għawdex kien hawn 35,723 propjetá reżidenzjali vojta. Għaxar snin wara,  fl-2005 dan in-numru żdied sewwa u laħaq 53,136. L-uffiċċju nazzjonali tal-istatistika diġa’ indika li fiċ-ċensment ta’ Novembru 2011 dan in-numru kompla jiżdied u laħaq it-72,150 post reżidenzjali vojt.

Din il-propjeta’ vojta għandha valur ta’ biljuni ta’ euros. Snin ilu kienet stmata b’valur ta’ €5 biljuni. B’żieda sostanzjali ta’ propjeta’ vojta l-valur issa hu iktar qrib id-€9 biljuni. Dan hu kapital mejjet.  Investiment li sar jew li intiret u ġie mitluq.

Uħud jirraġunaw li x’jiġri (jew ma jiġrix) minn propjetá vojta m’hu affari ta’ ħadd ħlief tas-sidien tal-istess propjetá. Dan ir-raġunament  hu wieħed żbaljat għax il-fatt li propjetá ma tkunx qed tintuża u titħalla vojta għandu impatt fuq il-komunita kollha.

Waqt li hawn 72,150 propjetá reżidenzjali vojta għandna mat-3,000 familja jfittxu saqaf diċenti għal fuq rashom!

Meta propjetá titħalla vojta din toħloq pressjoni biex tinbena iktar art għall-ħtiġijiet li jinqalgħu minn żmien għal żmien. Dan meta dawn il-ħtiġijiet jistgħu faċilment ikunu sodisfatti b’uħud mill-propjetajiet vojta.  L-art li għandna hi limitata u ma nistgħux nibqgħu nibnu iktar art.  Il-pressjoni biex tinbena iżjed art iġġib magħha l-ħtieġa ta’ iktar toroq kif ukoll il-bżonn li jkunu estiżi s-servizzi: is-sistema tad-drenagg, is-servizz tad-distribuzzjoni tal-ilma u tal-elettriku kif ukoll id-dwal fit-toroq.  Dawn is-servizzi huma diġa ipprovduti għall-propjetajiet vojta.  L-ispiża saret imma għal xejn, għax il-propjetá vojta! Presentement għaddejjin proċeduri biex ikunu reveduti l-Pjani Lokali. Ikun ġenn jekk dan il-fatt ma jingħatax piż sostanzjali huma u jitħejjew il-Pjani Lokali ġodda.  Ir-reviżjoni tal-Pjani Lokali għandha titlaq minn dan il-punt.

Iż-żmien jagħtina parir jekk il-Gvern immexxi minn Joseph Muscat hux ser ikun irresponsabbli daqs dak immexxi minn Lawrence Gonzi jew jekk hux ser jibda jsewwi l-problemi.  Id-dikjarazzjonijiet li saru s’issa li l-industrija tal-bini hi meqjusa mill-Partit Laburista bħala pilastru importanti għall-ekonomija tal-pajjiż m’huwiex ta’ awgurju tajjeb.

Flok nibnu iktar ikun aħjar li nagħmlu użu aħjar minn dak li hu diġa mibni. Hawn propjeta’ reżidenzjali  mibnija iżda mhiex użata li tista’ isservi l-ħtiġijiet tal-pajjiż  għal snin twal.
