X’ser inħallu warajna?

Jekk irridu nirreġistraw progress, il-legat li ser inħallu warajna lill-ġenerazzjonijiet futuri jeħtieġ li jkun bosta aħjar minn dak li ħallewlna dawk li ġew qabilna. It-triq meħtieġa biex nirreġistraw dan il-progress għandha tkun il-mira tal-istrateġija dwar l-iżvilupp sostenibbli li sa nhar il-Ħamis li għadda kienet soġġetta għall-konsultazzjoni pubblika.

Roman Krznaric, fil-ktieb riċenti tiegħu The Good Ancestor jistaqsina mistoqsija diretta: “X’legat ser inħallu lill-ġenerazzjonijiet futuri? Ser ikunilhom ta’ għajnuna, jew ser ikissirhom?”  Hi mistoqsija li neħtieġu nwieġbu għaliha aħna ukoll, kuljum.

Il-politika dwar l-iżvilupp sostenibbli tfittex li tagħti tweġiba sura għal din il-mistoqsija. Jekk titmexxa sewwa, din il-poltika tista’ tagħti libsa xierqa lill-futur u dan bħala riżultat ta’ ħidma responsabbli li issir illum.  Dan isir billi nassiguraw li l-ħtiġijiet tagħna illum nissodisfawhom mingħajr ma nikkompromettu l-possibiltà li anke l-ġenerazzjonijiet futuri jkun possibli għalihom li huma ukoll ikunu f’posizzjoni li jissodifaw il-ħtiġijiet tagħhom.

Dan, fi ftit kliem, jiddependi fuq kemm aħna kapaċi nħarsu fit-tul, il-bogħod, f’dinja li kontinwament tikkostrinġina naħsbu u naġixxu f’termini ta’ mil-lum għal għada. Anzi, jgħidulna “għada min raħ?”

Il-Gvernijiet, minkejja l-ħafna paroli tagħhom, ftit li xejn jagħtu importanza lill-iżvilupp sostenibbli propju minħabba li din mhiex dwar illum, iżda iktar dwar għada u lil hinn minnu.  Hi dwar kif il-ħidma tal-lum ma tkunx ta’ preġudizzju għall-ġenerazzjonijiet futuri. Il-politiku ma jagħtix biżżejjed kaz ta’ dan għax l-interess tiegħu ħafna drabi ma jwassalx iktar minn ħames snin: jiġifieri kemm hemm żmien bejn elezzjoni u oħra.  Jeħtieġ li nippjanaw ħafna iktar fit-tul, fl-interess tal-ġenerazzjonijiet futuri.

Dan il-punt ġie sottolinejat minn Gro Harlem Brundtland li kienet fi żmien Prim Ministru soċjal-demokratiku tan-Norveġja. Dan għamlitu fir-rapport influwenti li ħejjiet fl-1987 għall-Ġnus Magħquda bit-titlu: Our Common Future. F’dan ir-rapport, fost oħrajn, hi emfasizzat li “Naġixxu b’dan il-mod għax naħsbu li nistgħu neħilsuha ħafif: il-ġenerazzjonijiet futuri ma jivvutawx; la għandhom poter politiku u l-anqas poter finanzjarju; mhumiex f’posizzjoni li jikkontestaw id-deċiżjonijiet tagħna.” (We act as we do because we can get away with it: future generations do not vote; they have no political or financial power; they cannot challenge our decisions.)

Dan kollu joħroġ ċar mill-kuntrast bejn dak li jipproponi (jew li jħalli barra) l-abbozz ta’ strateġija għall-iżvilupp sostenibbli u l-politika attwali u l-ħidma fil-prattika tal-Gvern.

Ħarsu per eżempju lejn il-politika dwar it-trasport.

L-istrateġija proposta titkellem fit-tul dwar viżjoni u oġġettivi biex jiżdied l-użu tat-trasport pubbliku. Tidentifika mira għall-2030 biex jonqos in-numru ta’ dawk li jsuqu l-karozzi b’41 fil-mija meta dan ikun imqabbel maċ-ċifri tal-1990.

Kliem dan li ħadd ma’ jista’ jemmnu, iktar u iktar meta wieħed iqabblu mal-ħidma f’direzzjoni kompletament opposta li fis-snin passati.

Il-politika tal-Gvern illum tinkoraġixxi l-użu tal-karozzi privati: hi politika li kontinwament tibgħat sinjali konfliġġenti.  Hu sew li l-istrateġija dwar l-iżvilupp sostenibbli tfittex li tkun indirizzata id-dipendenza fuq il-karozzi. F’kuntrast ma’ dan l-oġġettiv il-politika tal-Gvern permezz ta’ investiment massiċċ fl-infrastruttura tat-toroq kif ukoll permezz tas-sussidju tal-petrol/diesel qed twassal messagg kompletament differenti. Messaġġ li ma jħalli l-ebda dubju li l-użu tal-karozzi hu inkoraġġit.

Il-konġestjoni tat-traffiku fit-toroq tagħna mhiex il-kawża tal-problemi tagħna. Fil-fatt din hi l-effett tad-dipendenza tagħna fuq il-karozzi. F’dan il-kuntest hu ġustifikat li l-istrateġija timmira lejn tnaqqis sostanzjali fid-dipendenza fuq il-karozzi. Fil-fatt m’għandniex ħtieġa ta’ daqshekk karozzi biex nivvjaġġjaw daqstant distanzi qosra. Anke l-istrateġija l-oħra, dik dwar it-Trasport tfakkarna li nofs il-vjaġġi li nagħmlu bil-karozzi privati huma għal distanzi li jieħdu inqas minn ħmistax-il minuta.

Insibu iktar sinjali kunfliġġenti fl-abbozz tal-istrateġija dwar l-iżvilupp sostenibbli.

Numru ta’ miri huma spjegati b’mod ċar, bħall-klima, skart, xiri bi kritierji ambjentali, kwalità tal-arja, bijodiversità, tagħlim għall-ħajja, diġitalizzazzzjoni u l-ħtieġa ta’ għajnuna edukattiva lil studenti emigranti, fost oħrajn. Min-naħa l-oħra, per eżempju, ħlief għal xi kummenti ġenerali ftit li xejn hemm direzzjoni dwar materji li jikkonċernaw l-użu tal-art. Riżorsa għalina skarsa u f’diversi ċirkustanzi użata ħażin kontra l-interess pubbliku.

Fid-dawl tal-gimmicks politiċi kurrenti dwar l-ispazji miftuħa jistona n-nuqqas ta’ referenza għall-ħtieġa li nipproteġu l-ispazju miftuħ diġà eżistenti fiż-żoni urbani u l-irħula tagħna. Dan jinkludi ġonna privati, uħud kbar, li huma taħt assedju mill-ispekulaturi li huma daqstant u kontinwament aġevolati.

Ftit li xejn ukoll hemm referenza għall-importanza li tinħadem l-art agrikola u li din tkun difiża mill-assedju li għaddej mill-forzi spekulattivi. X’utilità hemm li tinvesti  €700 million fi spazji miftuħa meta fl-istess nifs qed jintilfu spazji miftuħa kbar kontinwament u dan riżultat tal-falliment tal-ippjanar fl-użu tal-art?

B’din ir-rata il-legat li ser inħallu lill-ġenerazzjonijiet futuri huwa wieħed negattiv ħafna.  Inħarsu sal-ponta ta’ mneħirna, mhemmx viżjoni fit-tul.  Dan mhux legat li ser jagħmel il-ġid: ser ikun ta’ ħsara kbira għall-ġenerazzjonijiet futuri. Kif qalet Brundtland: dan isir għax il-ġenerazzjonijiet futuri m’għandhomx vot!

Being Good Ancestors

If we are to register any significant progress, our legacy to future generations should be a substantial improvement of what we ourselves have inherited from our predecessors. The roadmap to achieving this improvement should be the objective of the sustainable development strategy which was subject to public consultation until last Thursday.

Roman Krznaric, in his recent book The Good Ancestor asks a very pointed question: “Will our legacy to future generations be one that benefits them or will be it one that cripples them?” It is the question to which we must provide an answer, day in day out.

The politics of sustainable development seeks to mould such an answer. Properly managed it can shape the future as a result of acting in a responsible manner today. It does so by ensuring that our present-day needs are achieved without compromising the ability of future generations in meeting their own needs. It all boils down to how we can think (and plan) long-term in a short-term world.

Notwithstanding the rhetoric, governments do not give sufficient importance to sustainable development as this is not just about today. It is rather about how today’s activity should not prejudice tomorrow and future generations. This is not sufficiently on the radar of today’s politicians. Their interest, generally, does not span more than five years: that is until the next general election. We need to think and plan far more into the future.

This is a point underlined by former Norwegian social democrat Prime Minister Gro Harlem Brundtland in her seminal UN Report Our Common Future published in 1987. She emphasised that “We act as we do because we can get away with it: future generations do not vote; they have no political or financial power; they cannot challenge our decisions.

This is most evident in the contrast between what the draft sustainable development strategy proposes (or omits) and the actual policy and practice of government.

Consider for example, the issue of transport policy.

The proposed sustainable development strategy speaks at length on vision and objectives relative to an increased use of public transport. It even identifies as a 2030 target the reduction of car drivers through the use of the following words: reduce the modal share of car drivers to 41% compared to 1990.

No one in his right senses can believe a single word of this statement in view of the fact that there has been a considerable effort in the past years in a completely opposite direction!

Current government policy encourages the use of private cars and continuously sends conflicting signals. The sustainable development strategy rightly seeks to address car dependency. In contrast to this objective government policy, through investing heavily in new road infrastructure and through the subsidisation of fuels sends a completely different signal: one which without a shadow of doubt encourages car dependency.

The congestion of our roads is not the cause of our problems: it is the effect of our malady which is car dependency. Hence it is right that the strategy aims to address and reduce car dependency. We do not need so many cars to travel the short distances so prevalent in this country! As our Transport Master Plan reminds us, 50 per cent of private car trips are for distances taking less than 15 minutes.

We find other conflicting signals in the draft strategy on sustainable development.

While there are a number of specific objectives spelled out in clear language (for example: climate change, waste, green purchasing, air quality, biodiversity, lifelong learning, digitalisation, migrant induction learning …….) beyond some general comments and observations, I fail to see any emphasis on land use issues. This is not right in view of the limited availability of land and its rampant misuse, contrary to the public interest.

In view of the current political gimmicks relative to open spaces one cannot but note the omission from the strategy on any reference to the urgent need to protect existing open space in our urban areas and in our villages. This includes large private gardens continuously targeted by speculative forces on the good books of this administration. 

There is also scant reference to the need to safeguard agricultural land. What is the purpose in investing €700 million in open spaces if we are losing existing ones at an exponential rate as a result of the current practise of land use planning?

At this rate the legacy to future generations is generally negative. The short-term view is completely obliterating any possible long-term view. This is not a beneficial legacy; it is rather a very crippling one. As Brundtland pointed out: this is done as future generations have no vote!

We need to go back to the drawing board and have the strategy redrafted.

Tonio Fenech u l-froġa tal-2006

Tonio Fenech, ex-Ministru tal-Finanzi, reġa’ tfaċċa, f’attività politika li saret fil-Palazz Verdala biex  jgħidilna kif jaħsibha. Qalilna li bl-ambjent ma tirbaħx elezzjonijiet. Imma huwa bil-permessi (tal-bini), żied jgħid, tirbaħ il-voti!   Bil-qdusija artifiċjali tas-soltu jimplika li l-ħsara ambjentali kienet essenzjali biex jintrebħu l-elezzjonijiet! Għax għal Tonio Fenech kull sagrifiċċju jgħodd sakemm iwassal biex tirbaħ l-elezzjonijiet.

Dan mhu xejn ġdid. Il-problema hi li l-kejl sfortunatament hu biss mil-lum għal għada. S’issa ma konniex kapaċi nħarsu fit-tul, biex inqiesu sewwa l-impatt li d-deċiżjonijiet tal-lum għandhom fuq għada u l-ġenerazzjonijiet ta’ warajna. Sfortunatament il-politika f’pajjiż tirraġuna: għada min raħ?

Wara li (flimkien ma oħrajn) Tonio Fenech kien responsabbli mhux biss għall-pjani lokali, imma ukoll għall-eżerċizzju ta’ razzjonalizzazzjoni li bih żdiedet sew l-art għall-iżvilupp, issa qed jipprova jimpressjona li qed jindem!   Il-proposta tiegħu li jorbot il-pjani lokali fil-Kostituzzjoni toħloq iktar problemi milli diġa inħolqu!

Il-pjani lokali u strumenti oħra li bihom nippjanaw l-użu tal-art neċessarjament ikunu ta’ wieħed minn żewġ tipi. Jistgħu jkunu ċari u preċiżi, bil-konsegwenza li għax rigidi jkun jeħtieġilhom tibdil regolari biex jirriflettu realtajiet u żviluppi ġodda.  Inkella jkunu ġeneriċi u jkun jiddependi mill-interpretazzjoni tagħhom u l-integrità ta’ min iħaddem il-proċess kollu.

Kull possibilità hi dipendenti fuq l-integrità u l-viżjoni ta’ dawk involuti fil-fażijiet differenti li jwasslu sad-deċiżjonijiet.  Ma hemmx spjegazzjoni oħra: qegħdin f’nofs din il-froġa minħabba li Tonio Fenech u sħabu kienu bla viżjoni.  Inżid ngħid li b’mod konxju inkarigaw bil-proċess deċiżjonali numru ta’ persuni li ma kellhomx idea tal-impatt fit-tul ta’ dak li kienu qed jagħmlu. Kien jinteresshom biss mill-impatti immedjati: il-voti u l-elezzjonijiet kienu l-miri ewlenin tagħhom. Ġew jaqgħu u jqumu mill-ġid komuni.

F’dan kollu nifhem li l-integrità tfisser li tkun onest, b’subgħajk dritt, ta’ prinċipju. Kwalitajiet li huma nieqsa mill-pjani lokali.

L-ippjanar dwar l-użu tal-art huwa aspett importanti minn dak meħtieġ għall-ħarsien ambjentali: dan mhux konċernat biss mir-realtajiet tal-lum.  Jagħti sura lill-futur u jfassal il-qafas li fih jiżviluppaw il-ġenerazzjonijiet futuri. F’dan il-kuntest Il-korruzzjoni tal-ambjent biex jintrebħu l-elezzjonijiet billi jitqassmu l-permessi tal-iżvilupp bħall-pastizzi hi l-agħar azzjoni possibli, nieqsa minn kwalunkwe ħjiel ta’ integrità.  Dan hu l-kontribut sinifikanti tat-tim tal-2006 fil-politika Maltija lill-kwalità tal-ħajja tal-ġenerazzjonijiet preżenti u futuri.  Għaddew ħmistax-il sena minn meta Tonio Fenech u ta’ madwaru fl-2006 ħolqu din il-froġa ambjentali. L-impatti illum tad-deċiżjonijiet ta’ ħmistax-il sena ilu huma enormi. Sfortunatament ma hemm ħadd fil-Parlament illum li għandu l-kuraġġ li jibda it-tiswija u t-tindifa bis-serjetà tal-ħsara li ilha takkumula għal 15-il sena.

U issa? Sakemm jibqgħu jiġu eletti l-istess tip ta’ nies fil-Parlament ma hu ser jiġri xejn. Għad għandna bosta  li jiġu jaqgħu u jqumu mill-ħsara ambjentali, sakemm din tasal wara l-bieb tagħhom.  Huwa biss meta lkoll nirrealizzaw li l-vantaġġi immedjati għall-ftit ifissru tbatija fit-tul għal kulħadd li nkunu nistgħu nagħmlu l-ewwel passi fit-triq tal-fejqan.

Irridu nkunu kapaċi nifhmu kif dak li nagħmlu illum għandu effett fuq is-7 ġenerazzjonijiet li jiġu warajna. Dan nistgħu nagħmluh billi nqisu sewwa d-deċiżjonijiet u l-imġieba kollha tagħna. Ma jista’ jkun hemm l-ebda eċċezzjoni.

Tonio Fenech’s class of 2006

Tonio Fenech, former Finance Minister, has been resurrected onto a political platform to share his views in a recent political activity held at Verdala Palace.

The environment, he said, does not win elections. Development permits, on the other hand, win votes, Tonio Fenech emphasised! Tonio Fenech, sanctimoniously as ever, implies that it was essential to systematically ruin the environment, in order to win elections! Sort of, winning elections is an objective in respect of which no sacrifice is to be spared, in his opinion!

We have been there more than once before. Realistically speaking, the problem, in my view is entrenched short-termism and this is applicable not just to environmental politics but rather to a whole spectrum of issues of varying importance. We need to take the long-term view in our decision-making process at all levels and in all matters.

Having been responsible, together with others, for the approval not just of the Local Plans but also for the rationalisation (land use planning) exercise as a result of which extensive land was given up for development, it seems that Tonio Fenech is in atonement mode. However, his proposal of resolving the matter by enshrining Local Plans in the Constitution would create worse problems than those already inflicted upon Maltese society!

Local plans, and other land use planning instruments, necessarily need be one of two types. They could be either very clear and precise, in which case they would require periodic revision to reflect developments and new realities. Alternatively, local plans could be generic in which case much would depend on their interpretation and the integrity of those handling the process.

In each option much is dependent on the integrity and vision of those handling all the different stages of the decision-making process. There are no two ways about it: we are in the present mess due to the lack of vision of Tonio Fenech and his colleagues. I would also add that they consciously entrusted the decision-making process to various persons who had no idea of the long-term impact of what they embarked upon. They had their sights focused on short-term gains: winning votes and elections being among their primary objectives. Consciously they set aside the common good.

In my book integrity means the quality of being honest and having strong moral principles, being morally upright. Qualities which are definitely missing in the local plans.

Land use planning is an important aspect of environmental stewardship, and it does not deal exclusively with present day realities. It also shapes the future and determines the parameters within which future generations can act. In this respect using a corrupted environment to consciously win elections through dishing out development permits is in my view the worst possible political declaration, devoid of any integrity. This is the significant contribution of the class of 2006 in Maltese politics to the quality of life of present and future generations. It has been fifteen years since Tonio Fenech and his class of 2006 created this environmental mess. The impacts today are enormous. It is unfortunate that no one in parliament has the courage to initiate the process to reverse this 15-year damage.

Where do we go from here? Realistically speaking we cannot go anywhere if the same type keeps making it to Parliament. We have had more than enough of those who ignore environmental blasphemy until it arrives at their doorstep or their street! The moment we realise that short-term gains for the few signify long-term pains for all, we may start registering some progress. We need to realise that the way forward is to be good ancestors to at least the next seven generations: ensuring that we take the long-term view in all our decisions. There is no room for any exception.

It-turiżmu wara l-pandemija

It-turiżmu kien wieħed mis-setturi li l-iktar intlaqat bħala riżultat tal-pandemija Covid-19. Tul is-snin in-numri tat-turisti li ġew iżuruna żdied kull meta tjiebet il-konnettività: min-naħa l-oħra hekk kif il-konnettività naqset u eventwalment waqfet kompletament, ġara bil-maqlub.

Iktar kmieni din il-ġimgħa bdew jaslu l-ewwel turisti fil-port u l-ajruport tagħna. Bil-mod qed terġa’ tiġi stabilita l-konnettività li twassal biex it-turiżmu jibda jirpilja bil-mod. Il-Ministru tat-Turiżmu Julia Farrugia-Portelli f’dawn il-ġranet ħabbret il-mira tal-Gvern: 700,000 turist sal-aħħar tas-sena. Iktar kmieni t-tmexxija tal-Ajruport Internazzjonali ta’ Malta kienet emfasizzat li jeħtieġ madwar sentejn biex il-wasla tal-passiġġiera tirkupra u naslu fejn konna qabel ma faqqgħet il-pandemija.

Jista’ t-turiżmu qatt jilħaq il-livelli ta’ qabel il-pandemija?

Jeżistu stimi diversi dwar il-kontribut tat-turiżmu lejn l-ekonomija. Stima minnhom tipponta lejn kontribut dirett ta’ 5 fil-mija tal-ekonomija. Imma, bħala riżultat tal-impatt fuq setturi oħra dan is-sehem jitla għal madwar 12 fil-mija. Barijiet, restoranti, ħwienet li jbiegħu bl-imnut, attivitajiet pubbliċi, l-industrija tad-divertiment u t-trasport (in partikolari l-kiri tal-karozzi) huma dipendenti fuq it-turiżmu. Setturi partikolari bħat-tagħlim tal-Ingliż u ċ-ċentri tal-għaddasa huma meqjusa bħala parti integrali mill-ekonomija turistika.

Intqal ħafna dwar l-impatt tal-pandemija fuq il-lukandi. Imma anke dawk li jipprovdu sodod turistiċi barra mil-lukandi ġarrew fuq spallejhom impatt sostanzjali avolja ftit li xejn issemmew fid-dibattitu konness mal-impatti tal-pandemija. Dan huwa settur li jinvolvi negozjanti żgħar u dawk li nirreferu għalihom bħala micro-businesses li kull wieħed minnhom jimpjega inqas minn għaxar persuni.

UNCTAD, l-Aġenzija tal-Ġnus Magħquda dwar il-Kummerċ u l-Iżvilupp, iktar kmieni din il-ġimgħa ħabbret li l-iġġammjar tat-turiżmu minħabba l-pandemija ser jiswa’ lill-industrija globali tat-turiżmu madwar $1.2 triljun . Din l-istima tista’ tirdoppja skond kif tiżviluppa t-tieni mewġa tal-pandemija.

Il-Ġamajka tista’ titlef madwar 11 fil-mija tal-Prodott Gross Domestiku, t-Tajlandja 9 fil-mija, l-Italja 5 fil-mija. Fl-Unjoni Ewropeja l-agħar impatti huma mal-kosta Mediterranja fejn l-ekonomija hi dipendenti ħafna fuq it-turiżmu. Minbarra Malta hemm l-Italja, l-Kroazja, is-Slovenja, Cipru u l-Greċja li kollha ntlaqtu sew. It-Turkija u t-Tunesija, parteċipanti Mediterranji fl-industrija turistika ukoll iġġammjaw, wara li gawdew minn żidiet sostanzjali fin-numri ta’ turisti tul is-snin.

Jagħmel sens li l-Gvern, f’dan il-waqt, permezz tal-Awtorità Maltija tat-Turiżmu, qiegħed jiffoka fuq li jġib lill-industrija tat-turiżmu lura fuq saqajha. Dan imma, mhux biżżejjed. Jeħtieġ li nibdew naħsbu dwar il-futur tal-industrija u dan billi neżaminaw fid-dettall dak li l-industrja teħtieġ li tiffaċċja fit-tul.

Fi tmiem is-sena li għaddiet, l-2019, ilħaqna in-numru ta’ 2.8 miljun turista iżuruna. Il-punt hu jekk dawn in-numri humiex sostenibbli. Dan hu argument ta’ dejjem li ilu għaddej sa minnmeta n-numri kienu ferm iżgħar. Id-dibattitu kien, u għandu jibqa’ jkun dwar jekk għandniex niffukaw iktar fuq il-kwalità milli fuq il-kwantità.

Il-miġja fostna tal-linji tal-ajru low-cost bħala parti essenzjali mill-politika tat-turiżmu illum tpoġġi emfasi ikbar fuq in-numri. Din hi għażla politika li saret u li teħtieġ li tkun eżaminata u analizzata fil-fond. L-impatti ekonomiċi għandhom jitqiesu fl-istess ħin mal-impatti ambjentali. Irridu niftakru kontinwament li t-turiżmu jiġġenera bosta impatti ambjentali.

Wasal iż-żmien li nirrealizzaw li d-dibattitu meħtieġ dwar il-futur tat-turiżmu jeħtieġ li jsir fl-isfond tal-Patt l-Aħdar: The Green Deal.

L-emissjonijiet tal-ajruplani ser ikollhom ikunu indirizzati fil-futur qarib. Hu inevitabbli li jiddaħħlu taxxi dwar dawn l-emissjonijiet (carbon taxes) fi żmien mhux il-bogħod. Jekk mhux ser jittieħdu passi immedjati dwar dawn l-emissjonijiet ser ikun ħafna iktar diffiċli, biex ma ngħidx impossibli, biex ikunu ndirizzati l-konklużjonijiet tas-Summit Klimatiku ta’ Pariġi tal-2015. Summit li Malta ħarġet tiftaħar li kienet wieħed mill-ewwel pajjiżi li rratifikatu. Il-kosta tkun effettwat bl-għoli tal-livell tal-baħar. Tajjeb li niftakru li l-infrastruttura tat-turiżmu qegħda kważi kollha mal-kosta! Iktar ma ninjoraw dan il-fatt bażiku ikbar tkun id-daqqa li naqilgħu.

S’issa naħseb li kulħadd irrealizza kemm l-industrija tat-turiżmu hi waħda fraġli. Kull xokk li l-industrija issofri jista’ jwassal għal tnaqqis kbir fl-impiegi f’din l-industrija. It-turiżmu għadu staġjonali wisq u dan minnu innifsu jwassal għal kundizzjonijiet tax-xogħol ta’ natura prekarja.

Jeħtieġ li nippjanaw iżjed billi nħarsu il-bogħod u fuq medda twila ta’ żmien: naħsbu u nippjanaw sewwa dwar l-impatti soċjali, ambjentali u ekonomiċi ta’ kull deċiżjoni. Dan wara kollox hu l-proċess li jwassal għal żvilupp sostenibbli. Hu l-unika mod kif nistgħu nassiguraw li l-impatti negattivi tal-industrija tat-turiżmu nistgħu nindirizzawhom illum qabel għada.

Post-Covid Tourism

Tourism is understandably one of the hardest hit sectors as a result of the Covid-19 pandemic. Over the years, tourism numbers increased substantially as a result of an increased connectivity: the reverse happened the moment that connectivity was restricted or became practically inexistent.

Earlier this week saw the first arrivals at our air and seaports. Slowly, connectivity is being restored. It is expected that tourism will now start a slow recovery. Tourism Minister Julia Farrugia-Portelli is on record with a 700,000-tourist target for year end. Malta International Airport CEO had earlier opined that it will take at least two years to recover to pre-pandemic level airport movements.

Will tourism ever recover to the pre-pandemic levels?

There are various estimates of the contribution of tourism to the economy. One such estimate points at a direct contribution of around 5 percent of our economy. However, as a result of its impacts on other sectors the overall contribution rises to around 12 percent. Bars, restaurants, retail trade, events, entertainment and transport (in particular car hire), are heavily dependent on tourism. Specific sectors such as the English language school sector as well as diving are important sectors in the tourism economy.

Much has been stated on the impact of the pandemic on the hotel industry. The providers of non-hotel beds, however, have also been heavily impacted by the pandemic, but they have not featured much in the post-Covid-19 debate. This is a sector which involves a number of small-scale investors and micro-businesses each employing less than ten employees.

UNCTAD, the UN Trade and Development Agency, earlier this week stated that the four-month standstill of the tourism industry due to the pandemic Covid-19 could cost the industry around $1.2 trillion. This estimated cost could more than double, depending on the severity and spread of a second wave of the pandemic.

Jamaica could lose as much as 11 percent of its GDP, Thailand 9 percent, Italy 5 percent. In the EU, the worst impacts are along the Mediterranean coast where the economy is heavily dependent on tourism. In addition to Malta, Italy, Croatia, Slovenia, Cyprus and Greece are also heavily impacted. Turkey and Tunisia, Mediterranean players in the tourism industry have also been almost at a standstill, after experiencing a substantial expansion of their tourism industry throughout the years.

It is understandable that government through the Malta Tourism Authority is currently focused on getting tourism back on its feet. This is however not enough. We must start discussing a long-term view of the tourism industry.

At the end of 2019 the 2.8 million mark of tourists visiting the Maltese islands had been attained. The point at issue is whether this is sustainable in the long-term. This has been a perennial issue in tourism politics since the days when the numbers were much lower. The debate was and should be whether we should focus more on quality than on quantity.

The advent of low-cost carriers as an essential part of the tourism equation places more emphasis on numbers than on quality. It is a choice which may need to be analysed and revisited. Economic impacts have to be viewed concurrently with environmental impacts. We must remember that tourism has a considerable environmental impact. It is about time that the tourism debate is carried out within the parameters of the Green Deal.

Aeroplane emissions will at some point in time in the near future have to be addressed. Carbon taxes will sooner or later come into play. Unless they are addressed immediately it will be more difficult, if not practically impossible, to address the Paris Climate Change conclusions to which Malta has adhered. At that point it will not be just the tourism industry but our whole lifestyle which will be in for the chop.

The Maltese archipelago, like all islands, will bear the brunt of climate change impacts. The coastline will be severely hit by a sea level rise. It may be pertinent to remember that the coast houses practically all of the tourism infrastructure. The longer we ignore this basic fact, the more severe will the impacts be.

By now all of us are aware that Tourism is a very volatile industry: any shock will result in mass redundancies. Tourism is currently way too seasonal, and consequently it only serves to create precarious working conditions.

It is the time to plan ahead: thinking carefully of the social, environmental and economic impacts of all decisions. This is what sustainable development is, after all, about. It is the only way to ensure that the negative impacts of the tourism industry are addressed by us sooner rather than later.

Il-politika dwar l-iżvilupp sostenibbli

Il-politika dwar l-iżvilupp sostenibbli hi materja li għandha tkun f’idejn il-Prim Ministru minħabba li tmiss ma’ kull qasam tal-politika. Hu interessanti li għal darba oħra r-responsabbiltà politika għall-iżvilupp sostenibbli reġgħet ġiet lura Kastilja, f’ħoġor il-Ministru Karmenu Abela, li nħatar Ministru fl-Uffiċċju tal-Prim Ministru. Sal-lum dan rari seħħ ħlief għall-perjodu qasir li fih Mario Demarco kien Segretarju Parlamentari għat-Turiżmu u l-Ambjent.

Robert Abela mhuwiex l-ewwel Prim Ministru li emfasizza l-ħtieġa li jingħata iktar importanza lill-iżvilupp sostenibbli. Ħadd minnhom, imma, ma rnexxielu!

It-terminu “żvilupp sostenibbli” huwa l-iktar wieħed mit-termini fid-dizzjunarju politiku li huma użati ħazin. Il-lingwaġġ politiku użat kważi qatt ma jasal biex ifisser u jispjega li l-politika dwar l-iżvilupp sostenibbli hi politika li tħares fit-tul: li kontinwament, huma u jittieħdu d-deċiżjonijiet, tagħti każ il-ġenerazzjonijiet futuri.

Il-gvernijiet ma jagħtux importanza biżżejjed lill-iżvilupp sostenibbli għax din m’hiex biss dwar illum imma hi ukoll dwar għada. Hi dwar kif il-ħidma tal-lum teħtieġ li issir b’mod li ma jkunx ippreġudikat għada u l-ġenerazzjonijiet futuri. Għada min rah? L-interess ta’ bosta minnhom iwassal sa ħames snin, jiġifieri sal-elezzjoni ġenerali li jmiss.

Dan hu punt li saħqet dwaru Gro Harlem Brundtland, Norveġiża u soċjalista demokratika li kienet Prim Ministru ta’ pajjiżha. Fir-rapport li hi ħejjiet għall-Ġnus Magħquda snin ilu dwar l-ambjent u l-iżvilupp, intitolat Our Common Future, emfasizzat li “Naġixxu b’dan il-mod għax nafu li mhu ser jiġri xejn: il-ġenerazzjonijiet futuri ma jivvutawx; m’għandhomx poter politiku jew finanzjarju; ma jistgħux jeħduha kontra d-deċiżjonijiet tagħna.”

Il-politika dwar l-iżvilupp sostenibbli mhix biss dwar l-ambjent: hi dwar kif inħarsu b’mod integrat lejn il-politika ambjentali, ekonomika, soċjali u kulturali. Tfisser li l-ħidma tagħna jeħtieġ li tħares fit-tul u li simultanjament trid tkun kompatibbli man-natura, l-ekonomija, l-iżvilupp uman u l-kultura tagħna.

L-iżvilupp sostenibbli hu dwar kif nistgħu f’kull ħin inkunu f’armonija ma’ dak li aħna mdawrin bih. Il-ħin kollu, u mhux biss meta jaqbel. Tirrikjedi s-sinkronizzazzjoni tal-politika kulturali, soċjali, ambjentali u ekonomika. Għax il-ħarsien tad-dinjità umana, l-apprezzament tal-wirt kulturali u l-ħarsien ambjentali huma essenzjali daqs l-iżvilupp ekonomiku.

Fil-qafas globali, kif ukoll Ewropew, il-politika dwar l-iżvilupp sostenibbli tfisser ukoll l-implimentazzjoni tal-miri dwar l-iżvilupp sostenibbli approvati mill-Ġnus Magħquda: 17-il mira imfissra f’169 oġġettiv. Din hi l-Aġenda Globali 2030 li dwarha l-Unjoni Ewropea ħadmet ħafna biex tkun maqbula mill-komunità internazzjonali. Filwaqt li l-Aġenda 2030 hi importanti kollha kemm hi, partijiet minnha għandhom importanza ikbar għalina f’Malta.

Ħu, per eżempju, l-immaniġjar tal-ilma. Hu essenzjali li nifhmu li huwa meħtieġ li r-riżorsa tal-ilma nieħdu ħsiebha sewwa u li l-użu li nagħmlu minnha jkun wieħed sostenibbli. Sfortunatament, sal-lum, l-immaniġjar tal-ilma f’Malta huwa kkaratterizzat minn doża mhux żgħira ta’ inkompetenza. Hemm aċċess kważi bla kontroll għall-ilma tal-pjan filwaqt li kwantità kbira ta’ ilma tax-xita jintrema l-baħar: kemm direttament permezz tal-mini li tħaffru għal dan l-iskop kif ukoll permezz tas-sistema tad-drenaġġ. Ir-regoli dwar il-ġbir u l-ħażna tal-ilma tax-xita applikati mill-awtoritajiet għal bini u żvilupp ġdid ħafna drabi mhumiex osservati. L-awtoritajiet ftit li xejn jagħtu kas.

Il-politika dwar it-transport hi qasam ieħor fejn l-ippjanar li ma jħarisx fit-tul jeħtieġ li jkun sostitwit billi tkun applikata l-politika ta’ żvilupp sostenibbli. Il-Pjan Nazzjonali tat-Trasport, li jibqa’ fis-seħħ sal-2025, jiġbdilna l-attenzjoni tagħna li nofs il-vjaġġi li nagħmlu bil-karozzi privati jdumu inqas minn kwarta. Dan jindika li inizjattivi biex ikun imrażżan it-traffiku fuq livell lokali u reġjonali jista’ jindirizza b’mod effettiv il-konġestjoni tat-traffiku fit-toroq tagħna bil-vantaġġ doppju ta’ titjib fil-kwalità tal-arja fejn din hi l-iktar meħtieġa.

Il-Pjan Nazzjonali tat-Transport jgħidilna li f’dan il-qasam, tul is-snin, ftit li xejn ħarisna fit-tul. Dan wassal, jgħidilna l-pjan, għal nuqqas ta’ direzzjoni strateġika u bħala riżultat ta’ dan żviluppajna l-inkapaċità li jkunu indirizzati materji diffiċli bħalma hi dik li tikkonċerna t-tnaqqis tal-karozzi privati. Min-naħa l-waħda għandna dan il-ħsieb sostenibbli dwar l-ippjanar tat-trasport, imma imbagħad min-naħa l-oħra l-Gvern ġie jaqa’ u jqum u għaddej bi programm ta’ nfieq sostanzjali fl-infrastruttura tat-toroq bl-iskop li tiżdied il-kapaċità tagħhom u bil-konsegwenza li d-dipendenza tagħna fuq il-karozzi tibqa’ tiżdied.

Dan kollu żejt fil-bażwa għax ġie ippruvat tul is-snin, bi studji li saru f’diversi pajjiżi, illi l-iżvilupp tas-sistema tat-toroq ma tnaqqasx il-konġestjoni tat-traffiku, imma isservi biss biex il-problema tkun posposta inkella tiċċaqlaq minn żona għall-oħra.

L-affarijiet huma agħar fil-qasam tal-ippjanar għall-użu tal-art. Gvernijiet suċċessivi wrew li ma kienux kapaċi jrażżnu l-iżvilupp esaġerat. B’wiċċ ta’ qdusija artifiċjali t-tmexxija politika tiddeskrivi lilha nnifisha bħal ħbieb tan-negozji (business friendly) inkella, kif smajna din il-ġimgħa ħbieb tas-suq (market friendly) u dan biex jippruvaw jiġġustifikaw in-nuqqas ta’ azzjoni adegwata. Qalulna li l-industrija tal-bini tant ħolqot impjiegi li qed tikkontribwixxi b’mod effettiv għal titjib fil-kwalità tal-ħajja.

Imma, kif bla dubju nafu lkoll, l-industrija tal-kostruzzjoni kienet fuq quddiem nett tkattar il-ħsara lill-pajjiż permezz ta’ żvilupp esaġerat bil-pretensjoni li l-ħsara ambjentali ikkawżata minnhom nagħmlu tajjeb għaliha aħna, l-bqija. Sfortunatament, ġew mgħejjuna minn gvernijiet suċċessivi li kontinwament fittxew kif jagħmluhielhom iktar faċli biex igawdu l-frott ta’ ħidmiethom. L-ippjanar tal-użu tal-art kif ipprattikat f’pajjiżna mhux sostenibbli u iktar ma jkun imrażżan malajr, ikun aħjar għal kulħadd.

In-nuqqas tal-politika għall-iżvilupp sostenibbli tinħass prattikament fl-oqsma kollha. Jeħtieġ li llum qabel għada nħarsu fit-tul f’kull deċiżjoni li tittieħed. Kien pass tajjeb, pass ‘l-quddiem li r-responsabbilta politika għall-iżvilupp sostenibbli marret lura f’Kastilja, fl-Uffiċċju tal-Prim Ministru. Imma dan għandu jkun biss l-ewwel pass. The politics of sustainable development

The politics of sustainable development is a matter for the Prime Minister’s direct consideration as it is wide-ranging and concerns all areas of policy.

It is quite interesting that once more sustainable development has taken up residence at Castille, being the responsibility of Minister Carmelo Abela, who has been appointed as a Minister within the Office of the Prime Minister. This was very rarely the case to date except in the short period during which Mario de Marco was Parliamentary Secretary for Tourism and the Environment.

Robert Abela is not the first Prime Minister who has emphasised the need to give much more importance to sustainable development. To date, however, none of them has delivered.

Sustainable development is one of the most abused and mis-used terms in the political lexicon. Political discourse continuously fails to project the politics of sustainable development as having a long-term view and continuously factoring future generations in the decision-taking process.

Governments do not give sufficient importance to sustainable development as this is not just about today. It is rather about how today’s activity should not prejudice tomorrow and future generations. This is not sufficiently on the radar of today’s politicians. Their interest, generally, does not span more than five years: that is until the next general election.

This is a point underlined by former Norwegian social democrat Prime Minister Gro Harlem Brundtland in her seminal UN Report Our Common Future who emphasised that “We act as we do because we can get away with it: future generations do not vote; they have no political or financial power; they cannot challenge our decisions.

The politics of sustainable development is not just a matter of environmental concern: it involves a holistic consideration of environmental, economic, social and cultural policy. It signifies that our actions must have a long-term view and be simultaneously compatible with the forces of nature, the economy, human development and our culture.

Sustainable development is about living in harmony with all that surrounds us, at all times, not just when it suits us. It requires the synchronisation of cultural, social, environmental and economic policy. Shielding human dignity, appreciating our culture and environmental protection are as essential as economic development.

Within a global and EU framework the politics of sustainable development also involves following and implementing the UN Sustainable Development Goals: 17 goals and the associated 169 targets. This is the global 2030 Agenda to which the European Union contributed substantially. While the whole 2030 Agenda is important, some aspects of it are relatively more important on a local level.

Consider water management, for example. It is imperative that we realise that we need to manage our water resources in a sustainable manner. To date gross incompetence has characterised water management in Malta. Access to the water table is still substantially a free for all, while storm water is mostly dumped into the sea, either directly or through the public sewer system. Rules for rainwater harvesting within the framework of land use planning are more honoured in the breach, without the authorities taking the minimum of enforcement action.

Transport policy is another area where short-term planning needs to give way to the politics of sustainable development. The National Transport Master Plan which runs until 2025 draws our attention that 50 per cent of private car journeys involve trips that are shorter than 15 minutes. This indicates that taking initiatives to reduce vehicular traffic at a local and regional level would be of considerable help in addressing road congestion and improving air quality where it matters most.

The National Transport Master Plan emphasises that the approach to transport planning and policy in Malta has, to date, generally been short-term in nature. This “has resulted in the lack of strategic direction and the inherent inability to address difficult issues such as private vehicle restraint.” On the one hand we have this “written” sustainable approach to transport policy, yet on the other hand government has embarked on an unsustainable spending spree of infrastructural development to increase the capacity of our roads, as a result ensuring that car-dependency continues unabated.

Addressing traffic congestion through expanding the road network only results in shifting the problem: either physically to another area, or else moving it in time.

The cherry on the cake is land use planning. Successive governments have been unable to restrain overdevelopment.

Sanctimoniously they describe themselves as being business friendly or market friendly to try and justify their lack of adequate action. The building industry, we are repeatedly told, creates so much jobs that it “contributes to the quality of life”.

As we are all well aware the construction industry has been a major force in ruining this country through over-development and through expecting us to foot their environmental bills. Unfortunately, they have been aided by successive governments who continuously seek ways to make it easier for the industry to plunder their way through. Land use planning is clearly unsustainable and the sooner it is restrained the better for all.

Sustainable development is conspicuous by its absence in practically all areas of policy. The politics of sustainable development still needs to be ingrained in the day-to-day policy-making structures. Assigning political responsibility for sustainable development to a Minister in the Office of the Prime Minister could be a good first step forward. However, there is still a long way to go.

Beyond the trees

Trees are in the news, mostly for the wrong reasons. Some of them are being chopped, others are being uprooted and transplanted from areas impacted by road infrastructure projects to elsewhere, generally close by.

At this stage of these projects’ development, their impact on trees along our roads are the most visible outcome. There are various other outcomes that will only become clear in due course.

The symbolic value of trees is powerful. They are the most obvious choice for environmental activists when these need a medium to convey clearly understood messages about what is happening to our environment.

While their symbolic value is spearheading the criticism directed at the road development programme, trees have also inherent value as part of an eco-system that is continuously under siege.

The road development projects currently under way symbolise what is wrong with our planners – they work against nature, continuously failing to factor eco-sensitivity into their plans.

The issue at hand is clearly traffic congestion and the current exercise regarding infrastructure is trying to address this to facilitate mobility. However, in addressing traffic congestion, the main problem is that the authorities are approaching the issue in the wrong manner.

Their approach is based in the short-term and, consequently, the problem is never solved. It is merely postponed to some later date to be picked up again years down the line by future generations. This has been shown to be the case time and again everywhere, and clearly crops up in all major studies on transport planning and management.

Ian Borg, the Minister of Transport, is not the cause of traffic congestion. He has inherited it from his predecessors who failed to act properly on their watch.

Unfortunately, he is following in their footsteps. Borg too will pass the buck to his successor – more roads, more traffic, more bottlenecks, more traffic congestion.

Borg is ignoring the advice that is clearly spelt out in the Transport Master Plan 2015, which clearly identifies car use and ownership as the perennially unaddressed issue.

It would be pertinent to point out the following extract from section 2.2.1 of the Transport Master Plan, saying that: “historically, it can be seen from experience that the approach to transport planning and policy in Malta has generally been more short-term (4-5 years) in nature. The lack of importance given to long-term planning means that a long-term integrated plan based on solid analysis with clear objectives and targets is lacking.”

The section goes on to say: “This has resulted in the lack of strategic direction and the inherent inability to address difficult issues such as private vehicle restraint. There is a strong reluctance for Maltese society to change but this is in contrast with the need for communal action to address the traffic problems existing now and in the future. This results in the Maltese traveller expecting that everyone else will change their travel habits so that they can continue to drive their car.”

The real issue is that our society is car dependent. This is reflected not only in all we do but also in the manner we go about doing it.

Unfortunately, governments are only interested in short-term solutions as they will generally not be around for much longer than that. So, they do not bother with implementing a long-term vision.

We need to change tack and focus our energy on the long-term solutions. It this case, it means that we can only solve traffic congestion by shifting from a focus on road capacity to one addressing car dependency. This signifies that we no longer merely act on the effects but that, instead, we start focusing on the real cause of our problem: changing our behaviour by reducing our car dependency.

I agree that this is easier said than done. But it is also fair and realistic to state that further procrastination will only add to our problems. The present state of affairs is precisely the direct consequence of a failure to act over a number of years, spurred by a policy and planning failure that has consistently opted for the short-term stop-gap solutions instead of the long-term ones.

Post-electoral reflections

When voters repeatedly elect a candidate accused of usury and money-laundering into public office, it is inevitable that I ask the question as to whether, really, the voters are always right.

In view of this reality it is inevitable that now, more frequently than ever, I ask myself why I am in politics. Following the electoral counting process presents the stark reality of the substantial number of spoilt ballot papers – with a variety of comments written in very colourful language.

Answering my daily question, now more than ever, I choose to stay on as I am driven by a sense of duty towards the ordinary man and woman who request continuous help in facing their daily problems caused by an insensitive state buttressed by a variety of colourful hangers-on.

It is unfortunate that immediate gain, as opposed to long-term benefits, is the obvious choice of a majority of voters, irrespective of the locality. Tomorrow is too far away to feature in today’s choices and, as a result, voters are continuously misguided instead of being assisted in making their choices.

I am obviously disappointed that no green local councillors were elected in the latest election. Moreover, the only green councillor currently in office, Ralph Cassar in Attard, was not re-elected. The result was affected by a low turnout, coupled with a reduced number of cross-party voters in the locality. Ralph has given sterling service to Attard for a considerable number of years, almost uninterruptedly since the 1990s.

The voters’ decision not to re-elect Ralph Cassar but then for voters in another locality to  repeatedly elect a person charged with usury and money-laundering is mind-boggling.
“Crooks are everywhere” could be too simplistic an explanation. They are certainly present but their presence is definitely not ubiquitous. It would be unfair to tar all those who stand for public office with the same brush, because most of them are drawn into public life through a sense of public service.

Why am I in politics? “To be of service to the community” is the answer which I have repeatedly and convincingly given since my youth. It is a service against an ever-intruding state. It is a service in favour of the betterment of our quality of life through ensuring the optimisation of policy-making and implementation, focusing on addressing the common good.

Throughout the past months and years, together with fellow greens, I have striven hard to ensure that more people are conscious of the need to prioritise ecological issues. Tackling environmental issues is a political matter because it involves continuous political decision-taking on a large variety of issues – ranging from food and pesticides to land-use planning in all its complexities or water management.

Those who continuously plead against linking environmental issues with politics are unfortunately not conscious that each and every decision impacting the environment is a political decision. Politics is also a service to the environment, ideally seeking to ensure that long-term views prevail over short-term egoistic decisions.

During the past weeks. Alternattiva Demokratika focused on several environmental issues regarding the need to improve our urban environment. The agenda is topped by a need to improve transport planning and reclaiming back our roads and ensuring adequate accessibility for all. Reducing the number of cars from our roads is an urgent requirement but there is no interest in achieving it as an objective. This will keep up the pressure on our public spaces which are either being taken up by more parking spaces or else by tables and chairs servicing catering establishments.

It is indeed unfortunate that the voters who share these objectives did not sufficiently support those who continuously strive to address them.

It is difficult to answer the question as to why I am in politics striving to attain environmental protection in order to better our quality of life, when everything seems to be pointing in a different direction. However, there is no alternative. Putting egoistic short-termism aside is an absolute priority.
