Solidarity: practising what we preach

In the local political lexicon, at times, the significance of Malta’s EU membership is incorrectly equated to the financial input of the union in the financing of the development of the local infrastructure, both physical and social. The role of the cohesion funds and regional development funds, in their various forms, are, at times perceived as the be-all of Malta’s EU policy!

Solidarity is a founding principle embedded in the European Union Treaties: however, it is not sufficiently reflected in the behaviour of both EU states and EU citizens. Solidarity signifies the existence of a commitment for mutual support in time of need. As most are aware, solidarity is much more than a financial commitment of the stronger members of the union who are net contributors to the EU budget. Beyond financial assistance, unfortunately, solidarity has time and again proven easier said than done for the EU member states.

Solidarity is a two-way process: we speak of the solidarity which we expect of others without giving sufficient attention to the solidarity due from us, in particular to our neighbours. Solidarity due to us is a given, however a multitude of reservations seem to apply to the solidarity which we are expected to deliver to our neighbours in time of need.

The criminalisation of NGOs who save lives (thus filling the gaps created by EU state inaction and dereliction of duty) together with the closure of our ports for humanitarian missions is an affront to the basic principles of solidarity. We should not shift onto NGOs and onto the refugees the failure of the Libyan state to control those who are making a quick buck from the refugees’ plight.

The Covid-19 crisis has once more identified that within the European Union, in time of need, when it really matters, there exists a solidarity deficit. Ursula von der Leyen, President of the EU Commission, has earlier this week publicly apologised to the state of Italy for not helping out at the start of the coronavirus outbreak. Addressing the European Parliament, she stated that “too many were not there in time when Italy needed a helping hand at the very beginning”.

Saying sorry is however not enough. A genuine “sorry” needs to be matched by concrete action which changes behaviour, if it has to mean anything at all.

A time of crisis is a time for more Europe. It is a time where the relatively strong should seek the weak to help them out in overcoming the difficulties being faced. In a time of crises no one should beg for help. Solidarity should be forthcoming almost automatically and without any conditions attached.

As we are well aware, this is not news to us, as we have had to bear a lack of solidarity in respect of the impacts of immigration incident on our shores time and again. Together with other EU member states along the extensive borders of the Union, time and again Malta has been left on its own to face the music. There is as yet no general acceptance within the Union that this is an EU problem which requires an EU solution.

In Malta, at times, we fail to understand that the effectiveness of the EU in any specific area is dependent on the reactions from the individual member states.At times, there has been limited agreement on voluntary action to relocate refugees saved from drowning as well as those arriving in Malta on their own or else assisted by NGOs.

So far, the EU has generally been able to agree on one line of action in tackling the influx of refugees: throwing money at the problem. Development aid has also been used with limited success in aiding the rebuilding of those parts of Africa which have collapsed.

Solidarity should be a fundamental value in our operations as a state not just as an EU member state but more so as a state which claims adherence to basic Christian values. Our solidarity is a value which should stand on its own two feet without being conditioned by whether others act appropriately or not. Do unto others what you expect others do to you. Many a times have we heard this said. Isn’t it about time that we practice what we preach?

Imma forsi hemm min hu konxju li l-Milied li nikkommemoraw ukoll bil-presepju hu ukoll okkazjoni ta’ reflessjoni dwar l-għar ta’ Betlehem: dwar kif u għaliex bnedmin iwarrbu u jistmerru lill-oħrajn.

Il-Milied hu ukoll il-festa tar-refuġjati u tal-immigranti madwarna maħrubin minn pajjiżhom għal elf raġuni: persekuzzjoni, faqar, tiftix ta’ ħajja aħjar.

Il-presepju hu xbieha ta’ familja li m’għandiex saqaf fuq rasha u sabitu fi stalla qalb l-annimali. L-istatwi fil-presepju huma riflessjoni ta’ din ir-realtà li għadha magħna u tibqa’ minkejja kull progress li niftaħru bih.

F’dawn il-ġranet tal-Milied aħna u nosservaw il-biżibilju presepji fil-gżejjer Maltin ikun tajjeb jekk nirriflettu ftit kif naħsbuha fuq ir-refuġjati u l-immigranti fostna.

Il-bieraħ Joseph tkellem dwar is-solidarjetà. Solidarjetà mal-Greċja u l-Italja huma u jissieltu biex bir-riżorsi limitati tagħhom jassistu lir-refuġjati. Joseph qal li “ma nistgħux nitkellmu dwar solidarjetà jekk meta tiġi s-siegħa tal-prova ma nipprattikawhiex.”

Wara din id-dikjarazzjoni ċara ta’ Joseph favur is-solidarjetà ikun xieraq jekk huwa ukoll jingħaqad mal-kunsilliera Hermann Schiavone (kunsillier f’Birżebbuġa), Michael Briguglio (kunsillier f’Tas-Sliema, Ralph Cassar (kunsillier f’Ħ’Attard) u ma’ ħafna kunsilliera oħra ta’ rieda tajba li qed jipproponu illi l-komunitajiet tagħna jaddottaw familja ta’ refuġjati mis-Sirja.

Fi kliem Joseph, din hi is-siegħa tal-prova u għalhekk ikun xieraq li l-Gvern Malti jissieħeb mal-Kunsilli Lokali u l-NGOs li jixtiequ b’solidarjetà jaddottaw familja Sirjana.

Dan ikun messaġġ ċar ta’ solidarjetà, li l-poplu Malti dejjem wera ma’ min hu dgħajjef u mgħakkes.

The chihuahua that roared

During the Cancún Climate Summit Bolivian President Evo Morales emphasised that “nature has rights”. He insisted on a 1°C rise above the pre-industrial-age temperature as the maximum permissible.

Stripped of his trademark anti-US remarks the Morales input at Cancún would not have led to any radically different conclusions at the summit. Who can dispute his declaration in favour of families already deprived of water because of drought, or islanders facing the loss of their homes and possessions as a result of rising sea levels? His plea was one to buttress arguments in favour of mandatory reductions in greenhouse gas emissions. Realistically, however, there was never a chance of this being accepted.

Participants at Cancún opted instead for declarations which though very important as a political statement served to postpone decisions to the Durban Climate Summit towards the end of this year. It is this postponement which led to the Morales outburst equating lack of definite action with “ecocide which is equivalent to genocide because this would be an affront to mankind as a whole”.

Cancún went one step further from the declarations of the past. Agreement in principle was reached on the need for inspections in order to account for commitments made. As to who will eventually carry out the monitoring, reporting and verification this is still to be determined. Maybe this will be concluded at Durban later this year on the basis of the agreement in principle sealed at Cancún.

Climate change diplomacy is moving although at a very slow pace.

In the words of BBC Cancún correspondent Richard Black one can compare the 2009 Copenhagen summit to a Great Dane which whimpered while the Cancún 2010 summit can be compared to a chihuahua which roared. Much was expected from Copenhagen but little tangible results were achieved. On the other hand while there were no great expectations from the Cancún summit, foundations for a comprehensive settlement in the future were laid. Whether this will be achieved at Durban or possibly later is still to be seen.

At Cancún pledges by countries to reduce their greenhouse gas emissions were formalised. Developing countries for the first time agreed to look into possible cuts in their own emissions. They made no formal pledges yet they moved one step forward towards a more reasonable application of the “common but differentiated responsibility” principle in climate change diplomacy.

Countries represented at Cancún gave formal backing to the UN’s deforestation scheme REDD (Reduced Emissions from Deforestation and Degradation). As a result of REDD rich countries will pay poor countries not to chop down forests on their territory. This will compensate them for their lost income and further encourage the production and use of sustainable timber. The developed countries will thus be paying for protecting biodiversity as well as for the service which forests are rendering as carbon sinks. Details of the REDD scheme have still to be worked out. Maybe by the Durban Climate Summit these will be settled.

The Cancún agreement has acknowledged for the first time in a UN document that global warming must not exceed pre-industrial temperatures by more than 2°C. While being a big step forward, this is clearly not enough. In fact exceeding pre-industrial temperatures by more than 1.5°C endangers the very existence of a number of islands as well as low-lying coastal areas.

Small island states and coastal areas are already feeling the impacts of climate change: millions reside and earn their livelihood in such areas. If temperature rises are not contained within the said 1.5°C increase these millions risk becoming climate change refugees.

The first climate change refugees have already left their homeland. Those displaced by sea level changes have already left the Carteret Islands and Kiribati in the Pacific Ocean.

Drought has been playing havoc with the lives of various African nations resulting in escalating tribal conflicts which have displaced millions of human beings. In Malta we have direct experience of this through the boat refugees departing from Libyan shores, a number of whom end up in Malta.

Depending on the actual rise above pre-industrial temperatures, current projections indicate that in the long term more than one billion human beings could face losing their homes and possessions in islands and coastal areas as a result of sea level rise. Millions more will be displaced as a result of the impacts of changing weather patterns. Availability of water will change as a result of a varying frequency and intensity of rainfall. As a result this will impact agriculture, sanitation and the quality of life in the areas affected.

Mr Morales is right. Nature has rights. It will strike back in defence of these rights if current greenhouse gas emissions are not reduced substantially. Maybe the roaring chihuahua will alert policy makers around the globe that there is no alternative to substantial reductions across the board.
