L-abort: nippruvaw niddiskutu bil-kalma

Id-dibattitu dwar l-abort hu wieħed emottiv. L-insulti u t-tgħajjir li għaddejjin huma bla limitu. Huwa f’din l-atmosfera li qed issir id-diskussjoni. Ċerti nies ma jitgħallmu qatt.

Id-dibattitu huwa ibbażat fuq l-istess punt fundamentali tad-dibattitu dwar id-divorzju: fil-pajjiż jirrenja l-pluraliżmu etiku. Jiġifieri jeżistu valuri kuntrastanti. Kuntrasti li ilhom jinbnew ftit ftit tul is-snin imma li ġew moħbija mil-lenti pubblika. Id-diskussjoni kienet waħda ipprojibita. Ma saritx minħabba l-biża’ minn soċjetà intolleranti, frott tal-fundamentaliżmu li għixna fih għal ħafna snin. Is-soċjetà tagħna illum żviluppat f’soċjetà lajka li immanifestat ruħha fir-referendum dwar id-divorzju u fl-aċċettazzjoni tad-drittijiet LGBTIQ.

Mhux kull abort hu xorta. Mhuwiex ġustifikat li taqbad l-“agħar każ ta’ abort” u tuża lilu bħala eżempju.

Il-kampanja kontra l-abort hi iffukata fuq abort bla limitu li ma jeżisti kważi mkien. Fuq l-iktar każ estrem, kontinwament jinbena argument li jappella għall-emozzjonijiet flok għar-raġuni. Argument li jbezza’ lil uħud imma li ma jikkonvinċix lill-kotra li kapaċi taħseb b’moħħa.

Il-kampanja favur id-dritt tal-għażla (pro-choice) min-naħa l-oħra tagħmlu l-argument li mara għandha dritt li tagħżel dak li trid, x’ħin trid u bla ma jindaħlilha ħadd. Dan jinkludi dritt li tagħżel jekk u meta tidħol għal abort. Argument neoliberali fejn il-libertà individwali m’għandhiex limiti.

Id-dibattitu hu kuntrast bejn dawn iż-żewġ estremi. Id-djalogu min-naħa l-oħra taf twasslek x’imkien ieħor li jkun aċċettat abort f’każijiet limitati fejn is-sens komun jgħidlek li dan hu ġustifikat. L-argumenti emottivi dan kollu jinjorawh u allura jimminaw d-diskussjoni matura li tant neħtieġu f’dan il-pajjiż. Il-pajjiż ma jeħtiegx l-abort bħala stil ta’ ħajja imma l-abort bħala rimedju f’ċirkustanzi straordinarji.

F’Malta l-abort isir. Jagħmluh n-nisa li jixtru pilloli online u jeħduhom mingħajr ma jikkonsultaw tabib, bil-kumplikazzjonijiet kollha possibli. Ma teżistix statistika dwar kemm minnhom jidħlu l-isptar bħala riżultat ta’ dan.

L-abort isir ukoll fl-isptar Mater Dei f’ċirkustanzi fejn tittieħed azzjoni biex tkun imħarsa l-ħajja ta’ nisa tqal li jiffaċċjaw kumplikazzjonijiet fit-tqala. Riċentment kellna l-polemika dwar t-tqala magħrufa bħala “ectopic”, jiġifieri meta l-bajda ffertilizzata teħel f’tubu intern fil-mara. Dan it-tubu (Fallopian tube) hu żgħir u jekk ma tittieħed l-ebda ażżjoni jinfaqa’ u jipperikola l-ħajja tal-mara tqila.

Il-kura li tingħata f’dawn iċ-ċirkustanzi hi mediċina li taqla’ l-bajda iffertilizzata minn mat-tubu u tarmiha. Jekk dan idum ma jseħħ jikber il-periklu u tkun meħtieġa operazzjoni. Fiż-żewġ każi dan hu abort li bħalu jsiru numru kull sena f’Mater Dei. Imma ħadd ma jgħid xejn, għax kulħadd jaċċetta li dan hu intervent meħtieġ, anke jekk il-liġi tqis din is-sitwazzjoni bħala illegali.

Hu ċar li l-opinjoni pubblika f’Malta, fil-parti l-kbira taċċetta l-abort meta dan hu meħtieġ biex iħares il-ħajja tal-mara. Meta tiddiskuti bosta jaslu biex jaċċettaw li l-abort f’dawn iċ-ċirkustanzi hu tollerabbli.

Hemm ċirkustanzi oħra fejn l-abort hu inqas kontroversjali. Qed nirreferi għal meta jsir abort f’kaz ta’ stupru jew f’każ ta’ inċest. Fejn it-tqala hi sfurzata, bi vjolenza, hu ġustifikat li jsir abort preferibilment fil-fażi l-iktar kmieni possibli tat-tqala. Mara li għaddiet minn vjolenza ma tistax issib il-liġi bojja lesta biex tikkastigha, għax inkella tispiċċa soġġetta għal vjolenza doppja.

Xi żmien ilu ktibt artiklu fejn kont ikkumentajt dwar il-fatt li hawn min fil-fażi inizjali tat-tqala jagħmel xi testijiet u jekk minnhom jirriżulta xi difetti fil-fetu, il-mara tirrikorri għal abort. Dan mhux aċċettabbli. Imma mhux biżżejjed li ngħidu hekk. Hemm ħtieġa li nifhmu lil min jagħmel din l-għażla u nistaqsu jekk parti mir-raġuni hijiex soċjetà li ma tindukrax biżżejjed familji li jgħaddu minn sitwazzjonijiet ta’ disabililtà. Minkejja li sar progress kbir xorta għad hawn nuqqas enormi kemm ta’ komprensjoni kif ukoll ta’ għajnuna iffukata lejn min għandu bżonnha.

Xi kultant naqraw b’min jirrikorri għal abort għax it-tqala u t-twelid jitqiesu xkiel għall-iżvilupp tal-karriera! Hemm soluzzjonijiet diversi għal dawn it-tip ta’ ċirkustanzi, minn edukazzjoni aħjar dwar is-saħħa riproduttiva għal sens ikbar ta’ responsabbilta’ mhux biss tal-mara imma wkoll tar-raġel.

L-aħħar eżempju huwa fejn issir għażla favur l-abort minħabba l-faqar. Jintqal li hawn każi fejn il-mezzi ta’ familja huma tant ristretti li ma jifilħux għal wild ieħor. Anke hawn hemm soluzzjonijiet li minħabba n-nuqqas ta’ dibattitu pubbliku ftit li xejn jiġu esplorati. Irridu nindirizzaw l-għerq tal-faqar u mhux il-konsegwenzi tiegħu. Inkella nibqgħu fejn konna. Anke hawn in-nuqqas ta’ edukazzjoni dwar is-saħħa riproduttiva hu enormi.

Mhux in-nisa biss jeħtieġilhom jitgħallmu iktar imma anke l-irġiel għandhom ħtieġa kbira għal dan: uħud jeħtieġu doża iktar qawwija ta’ rispett u sens ta’ responsabbiltà.

Id-dekriminalizzazzjoni, almenu f’ċerta aspetti, hi parti essenzjali mit-tibdil meħtieġ. L-ebda mara m’għandha tkun soġġetta għal passi kriminali għax ħadet il-pilloli li waslulha bil-posta inkella għax irrikorriet b’xi mod għall-abort wara vjolenza li taqqlitha. Il-mara li tagħmel abort hi ukoll vittma hi stess u teħtieġ l-għajnuna u mhux is-swat tal-liġi.

Fid-dawl ta’ dan kollu l-proposta ta’ Marlene Farrugia iktar kmieni din il-ġimgha ser isservi biex taċċellera d-dibattitu pubbliku. Imma jkolli ngħid li saret ftit bil-għaġġla u hija nieqsa minn preparazzjoni pubblika dwarha.

Neħtieġu dibattitu kalm għax hu b’hekk biss li nistgħu nifhmu iktar lil xulxin. Dan hu dibattitu li mhux ser jispiċċa fi ftit ġranet iżda ser idum. Jekk ma nagħmluħx bil-kalma ma nkunu wasalna mkien.

The abortion debate

The abortion debate is very emotional. Many insults are flying around. Some, unfortunately never learn.

The basic premise underlying the abortion debate is identical to that of the divorce debate: ethical pluralism reigns. Meaning that different values and attitudes co-exist. It is a clash of values that has been building up over a number of years, far away from the public eye.  Discussion has been continuously postponed due to the fear generated by an intolerant society founded on fundamentalism. A lay society has in the meantime developed and manifested itself clearly in the divorce referendum and subsequent acceptance of LGBTIQ rights.

It is incorrect to select “the worst” type of abortion and presenting it as the prototype

The “pro-life” campaign against abortion is focusing on “abortion on demand” which practically does not exist anywhere and presenting this as the prototype.  On this basis the campaign propagates an emotionally charged message instead of appealing to a reasoned approach. A message aimed at instilling extreme fear even though it is not the least convincing.

The pro-choice campaign on the other hand argues that a woman has the right to determine her choices without interference from anyone. This includes the right to determine if and when to have an abortion. This is a neo-liberal attitude which considers that there are no limits to individual liberty.

The debate is a contrast between these two extremes. Dialogue, on the other hand, leads you elsewhere, considering the exceptional circumstances in which an abortion may be justified. The emotional arguments ignore all this thereby undermining the mature discussion which this country has a right to. The country does not require abortion as a lifestyle: rather it is required as a remedy in extraordinary circumstances.

Abortion is practised in Malta. It is practised by women who purchase abortion pills online which they take without medical direction. All sorts of medical complications arise.  No statistics are available as to the number of those who require hospitalisation as a result.

Abortion is carried out at Mater Dei Hospital in circumstances to safeguard the life of women who face serious complications at some point in their pregnancy.  Recently the press highlighted the controversy on ectopic pregnancies, that is when a fertilised ovum is lodged in the female Fallopian tube. If left untreated this leads to a rupture of the said tube thereby placing the life of the pregnant woman in extreme danger.  

The medicine administered in such cases serves to dislodge the fertilised ovum which is subsequently discharged. If there is a delay in administering the medicine, or if this is ineffective, a physical intervention (surgery) would be essential.  In both circumstances this is an abortion which is carried out a number of times annually in the state hospital. However, no one ever complains as it is considered by all as a necessary and essential intervention, even if the law considers this as an illegal situation.

It is clear to all that public opinion in Malta generally accepts abortion when this is carried out to address the danger to the life of a pregnant woman.. At the end of the day in these circumstances abortion is tolerated.  

There are other circumstances when abortion is acceptable. I refer to cases of rape or incest. When a pregnancy is the result of violence, an abortion, preferably in the earliest possible stages of a pregnancy is acceptable.  A woman who has been subjected to violence should find comfort in the law otherwise she would be subject to violence for a second time.

Some time back I had written an article about tests being carried out in order to identify specific abnormalities in the foetus. In such cases depending on the results of the tests, abortions are being carried out.

This selectivity is definitely unacceptable. However, one must look beyond this and try to understand the underlying reasons for such choices. One would immediately understand that the prospective parent/s are making a forceful statement that notwithstanding existing help they feel that they are not able to shoulder the burden of the indicated disability. Notwithstanding the substantial progress registered over the years there are still substantial gaps. Parents feel this much more than anyone else. 

Occasionally we read about abortion resorted to in order not to endanger career development.  There are alternatives to such a course of action starting from education on reproductive health which ought to instil a greater sense of responsibility in both man and woman.

Poverty is another situation which may lead to opting for an abortion. It has been asserted that in circumstances of poverty a woman may opt for an abortion. Alternatives exist even in such circumstances: these have however been ignored.   It is poverty which has to be addressed and not its consequences.  Even in these circumstances the impact of a lack of education on reproductive health is glaring.  

Providing adequate reproductive health education would in the long run lead to less abortions.  This is required not just by women but also by men who generally require a greater sense of responsibility.

Decriminalisation is central to the change required. No woman should be subject to criminal action for making use of abortion pills which she receives through the post or for opting for an abortion after being violently impregnated. Women who opt for abortion are themselves victims who should find full protection of the law and not be criminalised.

In the light of the above the proposals put forward by Marlene Farrugia earlier this week will aid the development of the public debate.  Unfortunately matters were done somewhat in a hurry as the public was not prepared for these developments. But maybe shocking the public was part of the strategy!

We require a calm debate as this is the only manner in which we can clearly understand each other’s arguments. This is a debate that will not be over in a few days.  Being rational and calm is the least we can do.

Il-karba tal-art, il-weġgħat tan-Natura

Il-faqar u l-ħsara ambjentali huma relatati. Qishom tewmin, inkella ż-żewġ naħat tal-istess munita. Il-faqar jiġġenera ħsara ambjentali filwaqt li l-ħsara ambjentali inevitabilment twassal għall-faqar.

Dan kien emfasizzat minn Indira Gandhi, dak iż-żmien Prim Ministru tal-Indja, meta fl-1972, fi Stokkolma, indirizzat konferenza tal-Ġnus Magħquda dwar l-Ambjent Uman. Din hi wkoll it-tema ewlenija tal-eko-enċiklika Laudato Si tal-Papa Franġisku, kif ukoll l-argument bażiku tas-Sinodu tal-Isfqijiet tar-Reġjun tal-Amazonja li presentment għaddej f’Ruma. Il-konferenza ta’ Stokkolma kienet l-ewwel waħda tax-xorta tagħha dwar materji ambjentali internazzjonali. Kienet ix-xrara li kebbset l-iżvilupp tal-politika ambjentali internazzjonali.

Fi ftit kliem, il-politika soċjali u dik ambjentali huma interrelatati: huma dak li l-egħruq Latino Amerikani tat-tejoloġija tal-liberazzjoni jiddeskrivu bħala “ekoloġija integrali”.

Maurice Strong, Segretarju Ġenerali tal-konferenza tal-Ġnus Magħquda dwar l-Ambjent Uman fi Stokkolma kiteb, fil-memorji tiegħu, dwar kemm u kif id-diskors ta’ Indira Gandhi fil-konferenza mhux biss baqa’ miftakar imma fuq kollox kemm kien influwenti. It-tema li Gandhi żviluppata b’komunikattiva kbira kienet dwar kif “il-faqar hu l-ikbar sors ta’ tniġġiż”. Kienet emfasizzat b’qawwa : “ kif qatt nistgħu nikkonvinċu lin-nies fl-irħula u fil-griebeġ biex iżommu l-ibħra, ix-xmajjar u l-arja ndaf u ħielsa mit-tniġġiż, meta ħajjithom hi kollha kemm hi tniġġisa waħda?”

Il-ħajja hi katina. Aħna l-bnedmin niffurmaw parti ntegrali min-natura. Saħhitna hi rifless tas-saħħa tan-natura. Id-dmugħ tagħna huma d-dmugħ tal-istess natura.

Leonardo Boff, il-Franġiskan Brażiljan, esponent ewlieni tat-tejoloġija tal-liberazzjoni, jitkellem ċar ħafna biex jiddeskrivi dan, saħansitra fit-titlu tal-ktieb influwenti tiegħu tal-1995 : “Il-karba tal-art, il-karba tal-fqir” (Grito da Terra, Grito dos Pobres.) L-argumenti f’dan il-ktieb kienu influwenti kemm fl-eko-enċiklika ta’ Jorge Bergoglio kif ukoll fis-Sinodu tal-Isfqijiet tal-Amazonja li għaddej bħalissa.

Il-ħsara ambjentali għandha impatt enormi fuq il-kwalità tal-ħajja tagħna lkoll. Fuq il-ħajja ta’ kulħadd ħlief ta’ dawk il-ftit li jaħtfu għalihom u għal ta’ madwarhom vantaġġi ekonomiċi jew ta’ xorta oħra u fl-istess ħin jitfgħu l-pizijiet fuq ħaddieħor.

Il-ħsara ambjentali hi strument għall-inġustizzja soċjali. Il-ħarsien ambjentali hu, għaldaqstant essenzjali biex tissaħħaħ il-ġustizzja soċjali.

Id-dinja li qed ngħixu fiha hi d-dar komuni tagħna: flimkien magħha għanda futur komuni. Kull ħsara li nagħmlu fin-natura jispiċċa lura fuqna. Bħal min jobżoq lejn is-sema, u tgħallem li dak li jagħmel dejjem jiġi lura f’wiċċu!

Hemm l-impatti diretti bħal meta l-arja tant meħtieġa għan-nifs tkun imniġġsa, inkella meta l-ilma jkun ikkontaminat, jew ħaxix inkella ħut li jkun imniġġeż minħabba diversi fatturi ambjentali.

Imbagħad hemm l-impatti ndiretti li jieħdu ż-żmien biex jimmaterjalizzaw. Bħat-tibdil fil-klima. L-emissjonijiet tal-karbonju ilhom jakkumulaw għal mijiet ta’ snin b’mod li jidher, minn diversi studji, li qed noqorbu lejn xi waħda kbira. Bħala riżultat tat-tibdil fil-klima qed nisograw impatti katastrofiċi: żieda fit-temperatura u silġ li jdub b’mod aċċelerat fil-poli u fil-Grenlandja b’mod partikolari: dawn iwasslu għal żieda sostanzjali fil-livell tal-baħar.

Il-vulnerabbli u l-foqra ikunu dawk li l-iżjed ilaqqtuha. L-istati gżejjer żgħar fil-Paċifiku diġa qed jgħaddu minn din l-esperjenza. Għandna speċi ġdida ta’ immigranti: ir-refuġjati tal-klima li qed jaħarbu minn impatti ambjentali li jridu jissaportu mingħajr ma kkontribwew għalihom.

In-natura, kif nafu, tirritalja b’qawwa kontinwament biex tirrestawra bilanċ. M’għandhiex għażla. Lanqas ma tiddiskrimina.

Dan hu kollu frott tar-rgħiba. Hi frott ta’ viżjoni li ma tħarisx fit-tul. Viżjoni li ma titlifx opportunità waħda biex issarraf vantaġġi li jistgħu jinkisbu malajr bla ma jkun hemm l-iċken idea tal-impatti fit-tul.

In-natura hi kapaċi tipprovdi għall-ħtiġijiet ta’ kulħadd. Imma ma tistax tissodisfa r-rgħiba fit-tul. F’din il-komunità ekoloġika jeħtieg li mhux biss ningwalawha man-natura, mal-ambjent immedjat tagħna, imma iktar mal-ambjent fit-totalità tiegħu, mal-ambjent integrat. Dan jista’ jsir biss jekk jirnexxielna nifhmu u nagħtu kaz tal-weġgħat tan-natura.

The tears of the Earth

Poverty and environmental degradation are inter-related. They are, in fact, twins or possibly the two sides of the same coin. Poverty generates environmental degradation while environmental degradation inevitably results in poverty.

This was emphasised by Indira Gandhi, then Indian Prime Minister, way back in 1972 during her intervention at the United Nations Stockholm conference on the Human Environment. It is also the underlying theme of Laudato Si, the eco-encyclical of Pope Francis, and a basic theme of the Bishops Synod for the Pan-Amazonian Region currently proceeding in Rome.

The Stockholm Conference was the United Nations first major conference on international environmental issues and marked the definite turning point in the development of international environmental politics.

Put simply, social and environmental policy are interlinked: it is what the Latin American roots of liberation theology describe as “the integral ecology”.

In his memoirs, Maurice Strong, Secretary-General of the UN Stockholm Conference on the Human Environment described Indira Gandhi’s Stockholm speech as being the most memorable and influential speech of the entire conference. The theme – which she forcefully developed and communicated – was that “poverty is the greatest polluter”. She eloquently emphasised: “…… how can we speak to those who live in villages and in slums about keeping the oceans, the rivers and the air clean, when their own lives are contaminated at the source?”

Everything is related. We humans are an integral part of the natural order:our health is the earth’s health; our tears are the earth’s tears.

Leonardo Boff, the Brazilian Franciscan Liberation Theologist, uses crystal clear language to describe this, even encapsulating it in the title of his 1995 seminal publication: “Cry of the Earth, Cry of the Poor” (Grito da Terra, Grito dos Pobres) which is the essential backdrop for both Jorge Bergoglio’s eco-encyclical as well as for the Amazonian Bishop’s Synod currently under way.

Environmental degradation has a considerable impact on the quality of life of all of us except, that is, for the quality of life of the select few who pocket profits by appropriating for themselves advantages (economic or otherwise) and lumping the negative impacts on the rest.

Environmental degradation is an instrument of social injustice. Consequently, enhancing the protection of the environment is also essential to restore social justice. The Earth is our common home: together with the earth we have a common future and all the damage we cause comes back to us.

There are the direct impacts, such as having to breathe contaminated air, drink polluted water, or eat fish and/or vegetables which contain various contaminants.

There are also the indirect impacts which take time to materialise. Climate change is a case in point. A slow build-up of carbon emissions over the centuries is currently close to a tipping point. We risk a catastrophic impact as a result of climate change: an increase in temperature and an accelerated melting of ice at the poles, and in Greenland in particular, which would lead to a substantial increase in sea level rise.

The poor and the vulnerable will be those most affected. The vulnerable small island states in the Pacific are already experiencing these impacts. “Climate Refugees” are a new breed of immigrants, fleeing from the environmental impacts which they have to shoulder but to which they did not contribute.

The Earth continuously retaliates to restore a natural balance. It has no choice: it does not discriminate.

This is the result of greed – a myopic vision which takes every opportunity to cash on short-terms gains but is unable to understand the long-term impacts.

Nature is able to provide for the needs of everyone. It is, however, unable to sustain long-term greed. In our ecological community we need to interact not just with nature, our immediate environment, but more with the total environment. This can only be achieved if we take heed of the tears of the Earth.

Il-bidla fil-klima hi magħna

Nhar il-Ġimgħa li għaddiet rappreżentanti ta’ iktar minn 170 pajjiż, Malta inkluża, inġabru fil-kwartieri ġenerali tal-Ġnus Magħquda fi New York biex jiffirmaw il-ftehim dwar il-klima li intlaħaq fi tmiem is-sena ġewwa Pariġi. Dan il-ftehim għandu jfisser li hemm qbil li kull pajjiż ser jikkontribwixxi lejn soluzzjoni ta’ din il-problema.

Hemm qbil biex jittieħdu l-passi kollha meħtieġa ħalli t-temperatura globali ma togħliex iktar minn bejn 1.5oC  u 2oC fuq it-temperatura globali, kif din kienet fil-bidu tal-perjodu industrijali. Biex dan isir jeħtieġ li jonqsu l-emissjonijiet li qed joriġinaw mill-attivitajiet tal-bniedem u li qed jinġabru fl-atmosfera u jsaħħnu d-dinja. Ewlieni fost dawn il-gassijiet hemm id-diossidju tal-karbonju (CO2) li prinċipalment joriġina mill-ħruq ta’ żjut fossili li nużaw biex niġġeneraw l-elettriku kif ukoll mill-petrol u mid-diesel li jintużaw fil-karozzi u inġenji oħra.

Anke Malta ser tfittex li tnaqqas l-impatti tagħha fuq il-klima u dan billi jkollha politika sostenibbli dwar it-trasport, l-enerġija u l-agrikoltura, fost oħrajn. Irridu nindirizzaw l-impatti tal-klima fuq il-bijodiversità, fuq is-saħħa, fuq it-turiżmu, fuq l-ilma, fuq l-agrikoltura kif ukoll fuq l-infrastruttura marittima.

Kemm is-sena li għaddiet kif ukoll l-ewwel tlett xhur ta’ din is-sena kienu fost l-iktar sħan fl-istorja. It-temp qed jitħawwad. L-istaġuni qed jiġġebbdu u jinbidlu. L-istaġuni tax-xita inbidlu għal kollox b’mod li qed issir ħsara kbira lill-agrikultura kif ukoll lill-ħażna tal-ilma li hi tant essenzjali għal kull forma ta’ ħajja. It-temperatura li qed togħla qed iddewweb is-silġ fil-poli u fuq il-muntanji f’diversi partijiet tad-dinja bil-konsegwenza li l-livell tal-baħar qed jogħla u ser jogħla iktar jekk ma’ jittieħdux miżuri biex inrazznu l-għoli tat-temperatura.

Irridu innaqqsu l-impatti tagħna fuq il-klima bħala pajjiż: irridu innaqqsu l-emissjonijiet kif ukoll il-ħela ta’ riżorsi bħall-ilma u l-elettriku. Jeħtieġilna ukoll li narmu inqas skart kif ukoll li nirriċiklaw iktar. Jekk nagħmlu iktar użu mit-trasport pubbliku ukoll nistgħu inkunu ta’ għajnuna kbira biex Malta tnaqqas il-kontribut tagħha għall-bidla fil-klima.

Irridu nifhmu li l-bidla fil-klima qed tħarbat il-ħajja ta’ kulħadd. Qed tipperikola r-riżorsi li s’issa tipprovdilna b’xejn in-natura. Dan ifisser li filwaqt li kulħadd jintlaqat, l-iktar li jintlaqtu huma l-fqar f’kull rokna tad-dinja. Għax it-tibdil fil-klima iżid il-faqar kullimkien. Dan diġa beda jseħħ.

Il-klima hi parti mill-ġid komuni, hi ta’ kulħadd u hi għal kulħadd. Hu għalhekk ukoll li għandna l-obbligu li kull wieħed minna jagħti sehmu biex l-impatti ta’ pajjiżna jonqsu. Il-ftit impatti tagħna huma importanti daqs il-ħafna impatti ta’ ħaddieħor. Mela niftħu ftit għajnejna għall-ħsara kbira li diġa saret u nagħtu sehemna biex din tonqos. Ma baqax żmien x’jintilef għax il-bidla fil-klima diġa qegħda magħna.

Din is-sena bħala riżultat tal-bidla fil-klima ftit li xejn kellna xita f’Malta. L-effett fuqna ser jinħass l-iktar fuq l-agrikultura u l-ħażniet tal-ilma. Pajjiżi oħra sofrew l-għargħar li kaxkar kull ma sab.

Dawn huma l-effetti li qed jidhru u li diġa huma magħna. Nagħmlu l-parti tagħna biex flimkien ma dak li jirnexxielhom jagħmlu pajjiżi oħra innaqqsu dawn l-impatti u b’hekk titjieb il-qagħda ta’ kulħadd. Għax il-klima hi ġid komuni tal-umanità kollha: hi ta’ kulħadd u hi għal kulħadd.

This is the title of Leonardo Boff’s seminal work on the inextricable link between social justice and environmental degradation, originally published in 1995.  Earlier, during the 1972 UN Human Environment Conference in Stockholm, it was also the rallying cry of India’s Prime Minister  Indira Gandhi who, on behalf of the developing world, forcefully insisted that poverty was inextricably linked with environmental degradation.  In Stockholm Mrs Gandhi had emphasised that “the environment cannot be improved in conditions of poverty  –  how can we speak to those who live in villages and slums about keeping the oceans, the rivers and the air clean, when their own lives are contaminated at the source?”

This is also the underlying theme of the encyclical Laudato Sì published by Pope Francis last June. It is not just a seasonal Latin American flavour at Vatican City.  The earth’s tears are continuously manifested in different ways depending on the manner in which she is maltreated .

Environmental degradation has a considerable impact on the quality of life of  us all except, that is, for the quality of life of  the select few who pocket the profits by appropriating for themselves advantages (economic or otherwise) and lumping the negative impacts on the rest.

Environmental degradation is an instrument of social injustice. Consequently, enhancing the protection of the environment is also essential to restore social justice.

The water table is subject to continuous daylight robbery: over the years it has been depleted by both authorised and unauthorised water extraction.  What is left is contaminated as a result of the impact of fertilisers as well as surface water runoff from the animal husbandry industry. Theft and acute mismanagement  are the tools used in the creation of this injustice.

The Malta Freeport has been quite successful over the years in contributing to economic growth and job creation. The price for this has, however, been paid by Birżebbuġa residents – primarily through being subjected to continuous noise pollution on a 24/7 basis. Various residential units in the area closest to the Freeport Terminal are vacant and have been so for a considerable time. A noise report commissioned as a result of the conditions of the Terminal’s environmental permit will be concluded shortly. Hopefully, the implementation of its conclusions will start the reversal of the Freeport’s negative impacts on its neighbours.

The Freeport, together with various fuel storage outlets, the Delimara Power Station (including the floating gas storage facility which will soon be a permanent feature) as well as fish-farms have together definitely converted Marsaxlokk Bay into an industrial port. As a result of various incidents during 2015, spills in Marsaxlokk Bay signify that Pretty Bay risks losing its title permanently.   Fortunately, Birżebbuġa residents have been spared additional impact originating from minor ship and oil-rig repairs after they reacted vociferously to a decision by the MEPA Board to permit such work at the Freeport Terminal.

Public Transport has made minor improvements but nowhere near what is required. It is essential that Malta’s congested roads are mopped up of the excessive number of cars. Improving the road infrastructure will just make it easier for more cars to roam about in our roads, thereby increasing the scale of the problem.  The major consequences are a reduced ease of access and the deterioration air quality.

We will soon be in a position to assess the impact of two other major projects: a business hub at the Malta International Airport as well as a car-racing track with various ancillary facilities. The former will take up land at the airport carpark but will have considerable impact on the surrounding villages. The car-racing track may take up as much as 110 hectares of land outside the development zone and have a considerable impact on both nature and local residents in the areas close to where it will be developed.

The list of environmental impacts that we have to endure is endless.

I could also have included the impact of the Malta Drydocks and the consequent squeezing out of residents from the Three Cities as a result of its operations, primarily as a result of sandblasting, in the 1970s and 1980s. I could also have added the impact of the waste recycling plant at Marsaskala and the refusal of the authorities to finance studies on the impact of its operations on the health of residents, or else the impact of the operation of petrol stations close to and within various residential areas.

The size of the Maltese islands is limited. A number of the abovementioned  activities/developments  are essential, but others are not. However, it stands to reason that we should not bear the brunt of non-essential activities or developments. This should lead us to plan more carefully so that  the impacts of the activities that are essential are adequately addressed.

As evidenced by the above list, unfortunately over the years those taking decisions betrayed their responsibilities towards the common good, seeking, instead the interests of the select few thereby compounding social injustices.

Il-ħsara ambjentali teffettwa lil kulħadd, imma b’mod speċjali tolqot iktar lil dawk li huma vulnerabbli. L-esperjenza tal-ħajja ta’ kuljum, imsaħħa bir-riċerka turi li l-agħar effetti tal-ħsara ambjentali jġarrbuhom l-aktar nies foqra. Per eżempju, n-nuqqas jew it-tniġġis tal-ilma jolqot l-iżjed lil dawk li huma l-aktar foqra, li għalihom ix-xiri ta’ flixkun ilma ħafna drabi hi spiża żejda. U meta f’diversi pajjiżi għola l-livell tal-baħar dan laqat l-ewwel lill-foqra li kienu qed jgħixu fi griebeġ mal-kosta, u li ma kellhomx iktar fejn imorru.

M’aħniex konxji biżżejjed tal-problemi li jolqtu lil dawk li huma mwarrba mis-soċjetà. Illum ma nistgħux ma nagħrfux li l-impenn ambjentali irid jieħu ukoll dimensjoni soċjali. Dan għandu jdaħħal diskors dwar il-ġustizzja fid-diskussjonijiet dwar l-ambjent, biex nifhmu dejjem iktar li l-karba tal-art hi ukoll il-karba tal-fqir. Il-ħsara ambjentali hi l-kawża ta’ inġustizzja soċjali.

Flok jindirzzaw il-problemi tal-foqra uħud iwaħħlu fiż-żieda fil-popolazzjoni u jippruvaw ma jagħtux importanza lill-konsumiżmu estrem u selettiv tas-soċjetà moderna. B’hekk jippretendu li jilleġittimizzaw il-mudell ta’ distribuzzjoni tar-riżorsi li għandna llum, fejn hemm minoranza li temmen li għandha dritt tikkonsma fi proporzjon li qatt ma jista’ jiġi applikat fuq livell universali, għax il-pjaneta bilkemm l-iskart ta’ konsum bħal dan ma tkun kapaċi żżomm.

Iktar minn hekk, terz tal-ikel li nipproduċu qed jinħela: l-ikel li jintrema qed jinsteraq minn fuq il-mejda tal-fqir. Iż-żieda fil-konsum taf twassal għat-tlaqqigħ flimkien ta’ problemi marbuta mat-tinġis ambjentali, il-mezzi ta’ trasport, it-trattament tal-iskart, il-qerda ta’ riżorsi, u l-kwalità tal-ħajja.

Jeżisti “dejn ekoloġiku” bejn il-pajjiżi żviluppati u dawk inqas żviluppati. Dan id-“dejn ekoloġiku” hu marbut ma’ żbilanċ fil-kummerċ b’konsegwenzi fil-qasam ekoloġiku, kif ukoll mal-użu sproporzjonat tar-riżorsi naturali storikament imwettaq minn xi pajjiżi. L-esportazzjoni ta’ xi materja prima biex tissodisfa s-swieq tal-pajjiżi industrijalizzati ħalliet warajha ħafna ħsara ambjentali, bħal, per eżempju t-tinġis bil-merkurju fil-minjieri tad-deheb jew bid-dijossidu tal-kubrit fil-minjieri tar-ram.

It-tisħin ikkawżat mill-konsum enormi ta’ xi pajjiżi għonja għandu riperkussjonijiet fl-ifqar postijiet ta’ din l-art, speċjalment fl-Afrika, fejn iż-żieda fit-temperatura flimkien man-nixfa għandha effetti diżastrużi fuq l-agrikultura.

Ma’ dan inżidu r-rimi ta’ skart tossiku f’pajjiżi li qed jiżviluppaw minn intrapriżi ibbażati f’pajjiżi żviluppati. Dawn jagħmlu fil-pajjiżi mhux żviluppati dak li m’huwiex permess li jsir f’pajjiżhom.

Ġeneralment, meta jwaqqfu l-attività tagħhom u jitilqu, iħallu warajhom ħsarat kbar umani u ambjentali, bħal qgħad, irħula bla ħajja, il-qerda ta’ ħażniet naturali, deforestazzjoni, tifqir fil-biedja u fil-merħliet tal-post, ħofor kbar, għoljiet imħarbta, xmajjar imniġġsa u xi opra soċjali li ma tiflaħx tieqaf iktar fuq riġlejha”.

Din hi s-sejħa li tagħmlilna l-art. Hi s-sejħa tal-fqir li hu ukoll misruq mill-ġid li tagħtu n-natura biex biex bih jistagħna ħaddieħor. Il-ħsara ambjentali hi l-kawża ta’ inġustizzji soċjali kbar li lkoll isiru f’isem l-iżvilupp. Għax fl-aħħar huma dawk l-iktar vulnerabbli fostna li l-iżjed iħossu l-konsegwenzi tal-qerda ambjentali li qed isseħħ madwarna. Għalhekk kull pass il-quddiem, (żgħir jew kbir), li nagħmlu biex inħarsu l-ambjent ta’ madwarna huwa pass biex innaqqsu l-inġustizzji ta’ madwarna.

Is-sena 2015 kienet waħda li fiha l-ambjent kien taħt assedju. Assedju li bla dubju ser jintensifika ruħu matul is-sena d-dieħla. Għax ma hemm l-ebda dubju li l-aġenda tal-Labour hi waħda kontra l-ambjent.

Bla dubju mument importanti fl-2015 kien ir-referendum abrogattiv dwar il-kaċċa fir-rebbiegħa. Referendum li intilef bi sbrixx imma li xorta wassal messaġġ qawwi, prinċipalment minħabba li huwa riżultat li nkiseb minkejja li kemm il-PN kif ukoll il-PL dejjem appoġġaw il-kaċċa fir-rebbiegħa.

Wara spikka il-każ taż-Żonqor li wassal għal dimostrazzjoni kbira ġol-Belt. Iktar tard il-Gvern ipprova jagħti l-impressjoni li kien qed jagħti kaz u dan billi ċċaqlaq ftit.

Il-qagħda tat-trasport pubbliku matul l-2015 tjibiet ftit imma għadha lura ħafna minn dak li jixraqlu u għandu bżonn dan il-pajjiż. Hi l-unika tama li tista’ tnaqqas il-pressjoni taż-żieda tal-karozzi fit-toroq. Hi l-unika tama għal titjib fil-kwalità tal-arja. Inutli jwaħħlu fil-ħinijiet tal-ftuħ tal-iskejjel.

Matul l-2015 l-ilma tax-xita flok ma jinġabar fi bjar li qatt ma saru, baqa’ jintefa’ fit-toroq. Issa li x-xogħol fuq il-mini taħt l-art ġie konkluż il-periklu fit-toroq ser jonqos għax il-parti l-kbira tal-ilma ser jispiċċa l-baħar. Il-flus li intefqgħu fuq dawn il-mini kienu fil-parti l-kbira tagħhom flus moħlija. Kien ikun iktar għaqli kieku intefqgħu biex l-ilma jinġabar flok biex jintrema.

F’nofs dawn l-aħbarijiet negattivi kollha ġiet ippubblikata l-enċiklika ambjentali tal-Papa Franġisku. Fiha tinħass sewwa t-togħma Latino-Amerikana ta’ Leonardo Boff li tenfasizza r-rabta bejn il-faqar u t-tħassir ambjentali. Hemm tama li din l-enċiklika tista’ tkun ta’ siwi biex iktar nies jiftħu għajnejhom.

F’Ġunju l-Kap tal-Opposizzjoni qalilna li l-PN fil-Gvern għamel diversi żbalji ambjentali u li jixtieq li jibda paġna ġdida. Din id-dikjarazzjoni ta’ Busuttil tikkuntrasta ma dak li ntqal fir-rapport tal-PN dwar it-telfa fejn ġie emfasizzat li l-PN kien vittma ta’ sabutaġġ minn dawk maħtura biex imexxu (inkluż ovvjament mill-MEPA).

Il-battalja tat-torrijiet għadha magħna. Preżentement hemm pendenti żewġ applikazzjonijiet f’tas-Sliema, waħda f’Townsquare (38 sular) u oħra f’Fort Cambridge (40 sular). Ir-residenti, li bħal dejjem jispiċċaw iġorru l-konsegwenzi ta’ dawn id-deċiżjonijiet, huma injorati.

Kellna t-tniġġiż fil-baħar. Diversi inċidenti fil-Port ta’ Marsaxlokk li bihom ġie ikkonfermat, jekk qatt kien hemm ħtieġa ta’ dan, li l-Bajja s-Sabiħa m’għandhiex iktar sabiħa. Dan minħabba li issa l-port sar definittivament wieħed industrijali. L-unika ħaġa li jonqos huwa t-tanker sorġut b’mod permanenti fil-port biex fih jinħażen il-gass.

Nhar is-Sibt jorħos il-prezz tal-petrol u d-diesel. Għal uħud imissu ilu li raħas. Forsi kien ikun aħjar li ma raħas xejn. Hemm bżonn kull mezz possibli biex jonqsu l-karozzi mit-toroq. Il-prezz tal-fuel hu wieħed minn diversi miżuri li jekk użati bil-għaqal jistgħu jagħtu frott. Il-problema imma, sfortunatament hi li ma hemmx volontà politika.

IL-MEPA ser tinqasam. L-ippjanar għalih u l-ambjent għalih. Mhux ser isir wisq ġid b’din il-miżura għax is-saħħa amministrattiva li għandu pajjiż żgħir ġejja miċ-ċokon tiegħu. Meta taqsam l-awtorita f’biċċiet tkun ferm inqas effettiv. Hekk ser jiġri. Il-MEPA ma kienitx qed taħdem sewwa għax ma ħallewiex taħdem sewwa. Għax kienet imxekkla minn bordijiet li jew ma jifhmux inkella b’aġenda moħbija.

Dan hu l-wirt li s-sena 2015 ser tħalli lis-sena 2016. L-unika ħaġa pożittiva hi li bil-mod qed tiżviluppa kuxjenza ambjentali fost il-ġenerazzjonijiet li tielgħin.

Sustainable development goals : beyond rhetoric

In the past few months, considerable work has been carried out by the United Nations to produce a document on sustainable development goals and earlier this week it was announced that a consensus has been achieved over this document that lists 17 goals and 169 specific targets.

The final document, which is now ready for adoption, is brief but wide-ranging. It is entitled Transforming our world: The 2030 agenda for sustainable development.

Taking into account the different national realities, the 17 identified goals cover  a wide range of issues (vide box) that form the global sustainable development agenda for the next 15 years. They aim to eradicate poverty, promote prosperity and increase environmental protection – constant objectives of the international community, that are continuously aimed for but so far not achieved.

The renewed commitment to achieve these goals is welcome. However, both the goals and the specific objectives will have to take account of different national realities and capacities, while respecting national policies and priorities.

Although the document has been described as a historic achievement, in practice it is nothing of the sort. We have been there before. For the past 40 years, commitments have been made at one global meeting after another, only for the world community to come back years later with a slightly different document.

In Malta, the politics of sustainable development is generally cosmetic in nature: full of rhetoric but relatively void when it comes to substance.

Sustainable development should be primarily concerned with having a long-term view which spans generations. It seeks an inter-generational commitment, with the present generation committing  itself to ensure that future generations have sufficient elbow room to take their own decisions. Even if we limit ourselves to this basic objective of sustainable development, it is clear that such a commitment is nowhere in sight in Maltese politics.

Sifting through the rhetoric, a clear gap is very visible. Rather than being developed over the years, the rudimentary sustainable development infrastructure has been dismantled. The National Commission for Sustainable Development, through which civil society actively participated in the formulation of a National Strategy for Sustainable Development, was dismantled by the previous administration.

If the politics of sustainable development is to be of any significance, it has to be evident at the roots of society and the sustainable development strategy itelf has to be owned by civil society. In Malta, a completely different path is followed. The sustainable development strategy is owned by the state and not by civil society. Hence it is largely irrelevant and practically insignificant.

The net result of the developments in recent years has transformed sustainable development politics in Malta into another bureaucratic process, with government appointees pushing pen against paper, producing reports and no visible improvement.

There is no political will to implement a sustainable development strategy, as this runs diametrically opposite to the political decisions of the current administration, which seeks to intensify the complete domination of Malta’s natural heritage by economic forces, plundered for short term gain.

The fragmentation of environmental governance is the latest building block of this strategy which is clearly evident behind the rhetorical facade.

This is not the future we want nor the future we deserve and it is not the transformation that Malta requires.

Next September, Malta will join the community of nations at New York in approving a document which it has no intention of implementing. Behind that rhetorical facade, the farce continues.

Il-ħarsien tal-ambjent : l-istedina tal-President Marie-Louise Coleiro-Preca

Meta l-bieraħ mexxejt delegazzjoni ta’ Alternattiva Demokratika għand il-President tar-Repubblika Marie-Louise Coleiro-Preca biex nagħtuha l-awguri għas-sena 2015  kien obbligu tiegħi u ta’ Alternattiva Demokratika li ngħidulha grazzi għall-ħidma tagħha matul dawn it-tmien xhur li ilha fil-ħatra.

Fid-diskorsi tagħha l-President ta’ Malta qed kontinwament temfasizza r-rabta bejn il-ħarsien ambjentali u l-kwalità tal-ħajja, b’emfasi fuq il-ġlieda kontra l-faqar. Fil-fatt fid-diskors tagħha mxandar fl-okkażjoni tal-Milied hija qalet li kull settur li għandu impatt ambjentali jeħtieġlu jeżamina ftit il-kuxjenza tiegħu. Il-kelma sostenibilità, qalet Coleiro-Preca fil-messaġġ tal-Milied, m’għandiex tibqa’ sempliċi kelma bħall-oħrajn iżda għandha isservi bħala gwida għall-mod kif naġixxu.

Dan id-diskors ta’ Coleiro-Preca huwa ta’ importanza, iktar u iktar fil-kuntest ta’ żewġ avvenimenti ambjentali importanti li ser iseħħu matul din is-sena li jista’ jkollhom impatt sostanzjali fuq il-ġenerazzjonijiet futuri.

F’Settembru li ġej l-Assembleja Ġenerali tal-Ġnus Magħquda ser tiddiskuti s-Sustainable Development Goals li fuq quddiem nett jinkludu l-ġlieda kontra l-faqar. F’Diċembru imbagħad, ġewwa Pariġi, ser ikun hemm laqgħa importanti dwar il-klima li tista’ twassal għal ftehim ġlobali li jagħmel sens u li jkun effettiv b’seħħ mill-2020.

Nawguraw lill-President iktar minn din il-ħidma. Nittama dejjem li min għandu widnejn, jisma’.
