Ġieli qalulna ukoll fundamentalisti. L-aħħar titlu hu estremisti. Hekk irrappurtat it-Times online illum diskors dal-għodu ta’ Joseph Muscat. L-Independent min-naħa l-oħra  uża l-kelma “absolutism”.  Il-Malta Today irrappurtat dak li ntqal b’video li jaqbel ma dak li qalet l-Independent.

Ir-realtà hi li l-valur tal-ekoloġija hu wieħed assolut. Għalhekk din l-opposizzjoni li bdiet u nittama li ma tieqafx.  Il-ħerba ekoloġika madwarna qed tikber kontinwament, għax hawn wisq politiċi irresponsabbli bħal Joseph Muscat jiġru mas-saqajn. Tkun irresponsabbli jekk tħares sal-ponta ta’ mnieħrek. Jekk tħares lejn il-gwadann immedjat u tinjora, jew aħjar tagħlaq għajnejk għall-ħsara irreparabbli li qed tiżviluppa bil-mod u fit-tul.

Il-proposta tal-hekk imsejjaħ kompromess li qed jimbotta ftit ftit Joseph Muscat, fis-sens li jibni biss parti mill-campus tal-“Università” fiz-Zonqor u l-kumplament x’imkien ieħor hi proposta irresponsabbli. Għax jekk Muscat qed jagħraf li hemm validità fl-argument li l-Università għandha titbiegħed miż-Żonqor, din għandha titbiegħed kompletament. Mhux biċċa biss biex taparsi kien qed jisma’.

Tajjeb li l-Gvern jisma’. Imma hu iktar importanti li jagħti każ. Li ma tkunx trid  tisma’ hu ħażin. Imma li tisma’ u ma tagħtix każ hu agħar għax turi li taparsi qed tisma’.

Pajjiżna ma jistax jitlef iktar raba’. Tilef iktar minn biżżejjed tul is-snin. Dak li ntilef ma jistax jinġieb lura.

Ir-raba’ taż-Żonqor m’huwiex biss sors ta’ għajxien għall-bdiewa. Huwa ukoll bejta tal-bijodiversità li qed tinqered ftit ftit.

Li topponi li l-ġungla tal-konkos jibla iktar raba’ m’huwiex estremiżmu. Huwa sens ta’ responsabbiltà kbira favur żvilupp sostenibbli. Għax l-iżvilupp għaqli m’huwiex li tibni iktar imma li tkun kapaċi tutilizza dak li hu diġa mibni biex taqdi l-ħtiġijiet tal-lum.

Dan ma jgħoddx biss għaż-Żonqor imma jgħodd ukoll għall-iskejjel li trid tibni l-Knisja f’Ħal-Ghaxaq. Ankè dawk, m’għandhomx jinbnew. Għandhom jinstabu soluzzjonijiet oħra, avolja diffiċli.

It-titlu ta’ estrimist fejn jidħol l-ambjent xejn ma jdejjaqni. L-importanti l-konsistenza li min huwa mdawwar bil-poodles m’għandux idea xi tkun.

Reforming eco-taxation

Time for Radical Change

Malta Today reports this morning that in tomorrow’s Budget Speech Government will be proposing a reform of the Eco-Contribution Act. Malta Today further reports that the eco-contribution due on electric and electronic equipment will be discontinued. Instead, states Malta Today, Government will proceed with ensuring the implementation of the Waste from Electric and Electronic Equipment  (WEEE) Directive of the EU.

The WEEE Directive shifts responsibility for the recovery of waste from electric and electronic equipment to producers and their representatives. It is an Extended Producer Responsibility which has so far not been implemented in Malta notwithstanding various warnings  and infringement proceedings initiated by the EU Commission. It requires the  direct involvement of the private sector who will now have to assume direct responsibility for waste recovery in the WEEE stream.

The matter is dealt with extensively in AD’s Electoral Manifesto. In fact in the Environmental Chapter of AD’s 2013 Manifesto it is stated that :

“We encourage waste separation in localities. However we recognise that this is not enough. As a country we still lag behind and have failed to reach targets on packaging waste as well as waste generated by electrical and electronic equipment.

It is essential to address the operation of scrapyards. These process waste which is subject to at least three Directives of the EU, namely the WEEE Directive, the End of life Vehicles Directive and the Batteries Directive. The manner in which scrapyards have been permitted to operate signifies a total disregard of the principles and safeguards listed in the said Directives. The fact that after more than eight years of EU membership we are still discussing these issues signifies the low level of preparedness to shoulder environmental responsibilities resulting from EU adhesion.

It is essential that environmental taxation (eco-contribution) is reformed in order that it be ascertained that environmental objectives are attained. The private sector should not be penalised through double payment in order that it fulfils its responsibilities relevant to waste on which eco-contribution was due.

Environmental taxation has two objectives. Generating funds to be used by the exchequer as well as to serve as a deterrent and consequently to reduce environmental impacts. For the deterrent to be effective it is essential that when environmental taxes are proposed it be ensured that as far as possible an alternative product or service to the one being taxed which generates less impacts than the taxed product or service is available.

On the other hand we are aware that environmental taxes which are not properly designed can be regressive. That is they can have a negative social impact due to their impacting the quality of life of those with limited means. In order to ensure that the primary objective of environmental taxation would be environmental improvement AD proposes that environmental taxation should be the joint responsibility of the Ministry of the Environment and the Ministry of Finance.”

Eco-taxation can be of considerable benefit. It however needs to be properly designed. Alternattiva Demokratika looks forward to a discussion on the new proposals.

L-iżvilupp propost ser jiġġenera ħafna iktar traffiku fid-direzzjoni tal-ajruport u per konsegwenza iktar tniġġiż tal-arja.

L-airport ta’ Malta hu airport ta’ pajjiż żgħir, daqs wieħed reġjonali fil-kontinent Ewropew,  u ma jagħmilx sens li jkun fih facilitajiet bħall-ajruporti l-kbar tad-dinja. Il-facilitajiet provduti għandhom ikunu kompatibbli mad-daqs żgħir tal-pajjiż. Għandhom ukoll jieħdu in konsiderazzjoni li tefa ta’ ġebla l-bogħod hemm erbat irħula li fihom hemm diversi negożji żgħar. Kif ser jiġu effettwati dawn in-negozji żgħar? Din mhix biss materja ta’ kompetittivita’, imma fuq kollox hi materja ta’ infrastruttura ekonomika u soċjali fl-irħula tagħna li bi proġetti bħal dawn ser titmermer b’rata aċċellerata.

Fil-ġranet li ġejjin jagħlaq iż-żmien ta’ konsultazzjoni pubblika dwar ir-rapport li jikkonsidra l-impatt ambjentali. Imbagħad ikollna ċans li niddiskutu dan il-proġett f’iktar dettall.

L-ibliet u l-irħula tagħna għandhom bżonn inkoraġġiment biex isaħħu l-infrastruttura ekonomika u soċjali. L-iżvilupp veru ma jkissirhomx iżda jagħihom is-saħħa.

B’dak li għamlu l-bieraħ, il-kaċċaturi ta’ rashom sħuna, bdew il-kampanja referendarja fuq togħma morra. Il-kampanja referendarja għandha tkun waħda paċifika bbażata fuq ir-raġuni. Sfortunatament, iżda, dejjem jidher iżjed ċar li ma tantx hemm ma min tista’ tirraġuna.

Bid-deċiżjoni tal-Gvern fi tmiem il-ġimgħa li jwaqqaf temporanjament l-istaġun tal-kaċċa tal-ħarifa ngħata messaġġ li wara kollox l-irkatt bil-vot mhux dejjem għandu effett. Jista’ jkun li fl-aħħar il-Partit Laburista ukoll beda jiftaħ għajnejħ li l-appoġġ li kien qiegħed jagħti lill-kaċċaturi kien wieħed żbaljat.

Kuraġġ hemm spazju għal kulħadd fil-Koalizzjoni kontra l-Kaċċa fir-Rebbiegħa.

Il-maġġoranza tal-Maltin iridu li l-kaċċa fir-rebbiegħa tieqaf darba għal dejjem.

Is-survey li kien ġie ippubblikat mill-gazzetta Malta Today wera li fil-fatt, 59.8% tal-votanti jivvutaw biex il-kaċċa fir-rebbiegħa tieqaf.

Għalhekk fuq stedina ta’ Alternattiva Demokratika beda l-proċess biex jinġabru flimkien l-għaqdiet ambjentali ħalli flimkien jiffurmaw Koalizzjoni kontra l-Kaċċa fir-Rebbiegħa. Dawn bdew jinġabru bil-mod.  Qegħdin jiltaqgħu u jiddiskutu.

Kif l-għaqdiet ambjentali ilestu u jieħdu d-deċiżjonijiet, flimkien nibdew it-triq li twassalna għal referendum abrogattiv, jiġifieri referendum li jħassar minn fuq il-kotba tal-liġijiet ta’ Malta r-regoli li jagħmluha possibli li jkollna l-kaċċa fir-rebbiegħa.

Bil-vot tiegħek tista’ tagħmel dak li l-ebda Gvern ma kien kapaċi jagħmel s’issa. Tista’ tgħid le għal kaċċa fir-rebbiegħa.

Spekulazzjoni dwar Alternattiva Demokratika

Hi normali li fejn l-informazzjoni tkun ftit nieqsa l-media tispekula dwar x’jista’ jkun qiegħed jiġri. Dan tagħmlu biex twassal ritratt tas-sitwazzjoni kif tkun qed tarah hi dak il-ħin.

Hekk qed tagħmel parti mill-media dal-għodu dwar it-tmexxija ta’ Alternattiva Demokratika.

Fit-Torċa hemm artiklu interessanti ta’ Mark Camilleri intitolat Il-bidla u ċ-ċaqlieq ideoloġiku. Hu analiżi tas-sitwazzjoni attwali kif ukoll tal-mixja ta’ Alternattiva Demokratika tul dawn l-aħħar ħames snin. Ir-riflessjonijiet tiegħu huma validi u xejn ma jdejquni. Jistimulaw id-diskussjoni.

M’għandix dubju li l-awtur ta’ dan l-artiklu jifhem li partit politiku li fih m’hemmx diskussjoni ħajja (u jekk meħtieġ ukoll imqanqla) jkun partit mejjet. Id-dibattitu intern hu pre-rekwizit essenzjali għall-ħidma politika. Fortunatament f’Alternattiva Demokratika matul dawn il-ħames snin kien hemm diskussjoni ħajja u kontinwa.

Hemm imbagħad fil-Malta Today ukoll il-kumment ta’ Salvu Balzan fil-paġna tiegħu. Kumment dwari li donnu pprogrammat li jidher fil-Malta Today kull darba li jkun hemm il-kariga ta’ Chairman ta’ Alternattiva Demokratika battala. Forsi issa huwa iktar faċli li wieħed jifhem għaliex għad m’għandniex liġi li tirregola l-finanzjament tal-partiti politiċi f’Malta.

Armier illegalities and amnesties

In its electoral manifesto, the Nationalist Party is proposing an amnesty relative to land use planning irregularities. It is the second amnesty in six months because, in August 2012, the Government published the rules for another amnesty: relaxed rules in respect of properties that did not follow sanitary regulations.

Existing sanitary regulations already provide the health authorities with discretionary authority when there are minor variations in the sanitary requirements of buildings. The August 2012 amnesty sought to address the gross violations of the law by addressing primarily cases where the dimensions of backyards varied by up to 33 per cent from the permissible dimensions. Now the size of backyards in properties is a requirement based on two considerations: the need for ventilation and access to natural light.

The reasons brought forward to justify this sanitary amnesty were that owners/developers were encountering difficulties to sell properties that do not conform to legal requirements.

The PN in government applied an ‘innovative’ solution: when facing difficulties, lower standards. Rules and standards are considered by the PN to be red tape and unnecessary bureaucracy, which could be dispensed with. Instead of ensuring the rule of law on such basic and elementary matters, the PN in government rewarded those who ignored the basic rules.

The PN proposal for a 2013 amnesty on land use planning irregularities is carefully worded. It says a lot and says nothing at the same time. It speaks of pre-Mepa reform (2010) and states that this amnesty will apply to irregularities in place before that date.

At the time of writing, Labour has announced its proposals on Mepa. Labour too wants an amnesty to consider the sanctioning of building irregularities.

What the PN manifesto does not say is that the Nationalist government is being consistent as it never had the political will to enforce planning regulations. The fact that pending enforcement actions have accumulated to thousands, a number pre-dating 1992, is clear testimony to this. Available data is scarce but in 2009, in reply to parliamentary question 10,537, the Prime Minister had stated that there were 7,373 pending enforcement actions. The number has since increased.

This accumulated backlog of enforcement action is proof of the incompetence of those whom the PN in government entrusted with the implementation of land use planning policy. It also spells out the achievements of a number of ministers responsible for Mepa in the past years, Lawrence Gonzi included.

Mepa needs adequate resources and a clear policy direction, which the PN in government has failed to identify and which the PL, being in cahoots with developers, is incapable of ensuring.

The Greens’ manifesto outlines a number of measures that need to be taken to bring environmental governance back on track.

Not compromising with illegalities and the political will to act heads the list. The clearest example being the commitment to demolish the shanty town at Armier. Both the PN and the PL are committed to assist the squatters at Armier who have taken over public land and illegally built over 900 boathouses on the Mellieħa peninsula.

Way back in 2003, on the eve of another election, the PN-led government had agreed to transfer to Armier Developments Limited, the squatters’ holding company, 26 hectares of public property. The agreement between the Government and the squatters’ holding company indicates a lease for 65 years against payment of €366,000 per annum.

The newsletter Mill-Bajja, published by the squatters, in October 2007 had referred to a meeting with the then Leader of the Opposition, Alfred Sant. It said that he had promised to honour an earlier agreement with the squatters, which was entered into way back in 2002. Labour’s spokesmen have, time and again, emphasised that they are in sympathy with the squatters

It is clear that both the PN and the PL openly and unashamedly support the illegalities at Armier.

The PN in government had the opportunity to tackle the issue during the past 25 years. When faced with a proposal to act, it refused. Former Minister Michael Falzon is on record (MaltaToday, February 15, 2009) as stating that he had submitted a proposal, to pull down the Armier shanty town, for Cabinet’s endorsement in the early 1990s. It was shot down.

The only way that we can get some sense in land use planning in Malta is through the election of Green MPs. The others have repeatedly proven that their quest for votes surpasses their commitments to act in the public interest.

It is indeed no coincidence that AD chairman Michael Briguglio was threatened by means of an anonymous letter received earlier this week. The threats were directly linked to AD’s commitment to act and sweep away the Armier illegalities. The status quo is under threat.

The basic message is getting through: with AD you know where we stand.

Il-Malta Today illum kompliet bl-istorja dwar is-Segretarju Permanenti fiċ-Ċivil inkarigata mill-Verifika Interna tal-Gvern (Internal Audit and Investigations Department).

L-istorja issa ilha għaddejja u mhux aċċettabbli li l-Prim Ministru jwaħhal f’denbu (l-Kap taċ-Ċivil) billi jgħid li dan għandu jinvestiga.

L-allegazzjonijiet li saru u li issa huma iktar dettaljati b’ismijiet u dati jagħtu stampa ċara ta’ sitwazzjoni li min hu inkarigat biex jissorvelja l-operat taċ-Ċivil hu stess hu involut f’attivita’ mhux permissibli.

Dan waħdu hu biżżejjed biex iqajjem diversi mistoqsijiet dwar kif inhu possibli li min jaħdem b’dan il-mod jista’ qatt inissel sens ta’ imġieba etika f’ta’ madwaru. Għax jekk is-Segretarju Permanenti fl-OPM responsabbli mill-Verifika Interna m’għandiex skrupli li tagħmilha ta’ konsulent għas-settur privat (waqt li tibqa’ tokkupa kariga pubblika) kif qatt tista’ tieħu passi effettivi fuq każi ta’ gravita’ simili li minn żmien għal żmien jixħtu dell tqil fuq l-integrita’ tas-settur pubbliku?

B’dan il-każ nistgħu nifhmu iktar għalfejn dwar diversi materji qatt ma jsir xejn.

Meta min suppost jissorvelja m’għandux sens ta’ etika, kif nistgħu qatt nippretendu li ħaddieħor iktar l-isfel fl-istruttura tas-settur pubbliku jagħti każ?
