Għas-servizz tal-ispekulaturi

Il-ħatra ta’ Marthese Portelli bħala Direttur Ġenerali tal-Assoċjazzjoni tal-Iżviluppaturi Maltin (MDA) hi mossa intelliġenti min-naħa ta’ Sandro Chetcuti. Hi mossa li ġiet ippreżentata bħala pass il-quddiem fl-organizzazzjoni aħjar tal-iżviluppaturi, imma fl-istess ħin tikxef il-PN kif inhu verament : li taħt il-maskra tapasi favur l-ambjent hemm realtà ta’ xorta oħra. Is-servizz tal-ispekulaturi.

L-għażla tal-ex Membru Parlamentari Marthese Portelli mill-MDA hi pass biex jippreżentaw ruħhom b’mod iktar rispettabbli fil-konfront ta’ dawk li jiddarsu mill-assoċjazzjoni ta’ Sandro Chetcuti mar-raba’ sular tal-Partit Laburista taħt it-tmexxija ta’ Keith Schembri l-Kasco. B’daqqa ta’ pinna l-assoċjazzjoni tal-MDA issa hi maż-żewġ partiti l-kbar. Sandro jibqa’ dejjem interessat fiż-żewġ supermarkets politiċi, dejjem ifettex l-offerti tat-tnejn biex jara x’jaqbel fl-interess tal-ispekulazzjoni u tal-ispekulaturi. Sandro hu konsistenti favur l-interess tal-membri tal-MDA.

Fid-dawl tal-ħatra ta’ Marthese Portelli dak li qalet fuq issues ambjentali u l-ippjanar tal-użu tal-art tul is-snin, issa jiġi mifli għall-kuntrasti u l-kontradizzjonijiet li bla dubju ser jibdew jirriżultaw. Tul ix-xhur li ġejjin naraw il-kuntrast bejn dak li qalet fil-passat u dak li ser tipprova tiddefendi jew tipproponi fil-futur.

F’dan il-kuntest, dak li qal riċentement Adrian Delia dwar Marthese Portelli jassumi sinifikat ikbar: Ma’ Marthese Portelli dejjem taf fejn int. Tgħid?

Fis-Sunday Times Sandro Chetcuti tal-MDA emfasizza l-ħtieġa ta’ bidla fis-sistema politika, għax, qal, iddejqu bil-krib tak-politiċi (tal-PN u l-PL) għad-donazzjonijiet. Membri Parlamentari full-time qal, u finanzjament tal-partiti mill-istat!

About time ukoll Sandro.

Alternattiva Demokratika ilha snin li pproponiet li l-Membri Parlamentari jkunu full-time. Il-membri parlamentari kollha mingħajr eċezzjoni.

Anke dwar il-finanzjament pubbliku tal-partiti politiċi: Alternattiva Demokratika hi l-unika partit politiku konsistenti. Għax kemm il-PN kif ukoll il-PL jaqblu ma dan biss meta jkunu fl-Opposizzjoni għax meta jkunu fil-Gvern dejjem jibdlu l-ħsieb u jitkellmu bil-maqlub, kontra.

Aħna ukoll l-uniku partit politilku li qatt ma ġrejna wara Sandro u sħabu għad-donazzjonijiet.

L-iżbilanċ ambjentali

L-iżbilanċ ambjentali qiegħed dejjem jiżdied. Fid-diskors twil iżżejjed tiegħu meta ħabbar il-Baġit, il-Ministru tal-Finanzi Edward Scicluna dan il-fatt ma jagħtix kas tiegħu.

L-iżviluppaturi tal-propjetà, permezz tal-assoċjazzjoni tagħhom l-MDA esprimaw is-sodisfazzjon tagħhom dwar Baġit li għal darba oħra aċċetta l-proposti tagħhom biex l-iskemi ta’ inċentivi dwar tnaqqis ta’ taxxi marbuta max-xiri tal-propjetà jkunu estiżi. Il-Baġit jippreżenta dawn il-proposti b’libsa ta’ proposti soċjali. Fir-realtà huma miżuri kontra l-ambjent għax għandhom impatt dirett fuq iktar żvilupp ta’ art kif ukoll fuq l-intensifikazzjoni tal-iżvilupp fiż-żoni urbani tagħna.

It-turiżmu tal-Cruise liners huwa mfaħħar fid-diskors tal-Baġit. Il-Ministru Scicluna jentużjażma ruħu ftit iżżejjed meta jħabbar fid-diskors tiegħu li l-industrija tal-cruise liners f’Malta kibret b’75% tul dawn l-aħħar sitt snin. Il-Ministru Scicluna, probabbilment mhux konxju biżżejjed li l-industrija tal-cruise liners hi kontributur mhux żgħir fil-kontaminazzjoni tal-kwalità tal-arja.

Jeżistu diversi studji dwar l-impatti ambjentali tal-cruise liners fl-ibħra internazzjonali. Il-materja kienet mistħarrġa ukoll minn għaqda ambjentali lokali bl-għajnuna ta’ għaqda ambjentali Ġermaniża. Il-kampjuni tal-arja li ħadu mill-inħawi tal-Port il-Kbir jindikaw preżenza mhux żgħira ta’ partikoli mikroskopiċi fl-arja li qed jispiċċaw fil-pulmun ta’ dawk li jgħixu, jaħdmu inkella sempliċiment jgħaddu mil-lokalitajiet madwar il-Port il-Kbir. Bla dubju l-istess ħaġa insibuha f’Birżebbuġa bħala riżultat tal-operazzjonijiet tal-Port Ħieles.

Biex dan ikun indirizzat, soluzzjoni possibli tkun l-introduzzjoni ta’ obbligu li l-vapuri jagħmlu użu minn elettriku ġġenerat fuq l-art meta dawn ikunu mal-moll. Dwar dan diġa saru studji preliminari. L-istudji, iżda, mhumiex biżżejjed. Jirrikjedu ukoll id-disponibilità għall-azzjoni – disponibilità li presentement ma teżistix. L-istudju dwar il-Port il-Kbir sar fl-2014 filwaqt li dak dwar Birżebbuġa sar fl-2018. Dwar dan kollu d-diskors tal-Baġit hu sieket.

Il-Gvern għadu ma ħabbarx id-data li minnha ‘l-quddiem mhux ser ikun possibli li jkunu impurtati f’Malta karozzi li jaħdmu bil-petrol jew bid-diżil. Ġejna nfurmati li din id-data tista’ titħabbar fl-2020. It-tfassil tal-istrateġija tal-Gvern f’dan il-qasam qed tieħu fit-tul biex tieħu sura meta kien il-Prim Ministru nnifsu li ħabbarha iktar minn sentejn ilu. Ma hemm l-ebda serjetà fil-mod kif din l-istrateġija qed tkun imfassla. Il-materja mhix biss dwar li ma nimpurtawx iktar karozzi li jaħdmu bil-petrol jew bid-diżil.

Tinvolvi ukoll l-interess esaġerat kurrenti fl-iżvilupp ta’ pompi tal-petrol ġodda f’diversi inħawi ta’ Malta. Għax xi ħtieġa hemm għal iktar pompi tal-petrol meta d-deċiżjoni dwar l-elettrifikazzjoni tat-trasport privat qiegħed wara l-bieb? Moratorju immedjat dwar l-iżvilupp ta’ pompi tal-petrol ġodda kienet tkun deċiżjoni tajba u f’waqtha, meta hu aċċettat minn kulħadd li ma hemmx użu għalihom!

Il-Baġit, ifaħħar u jiftaħar bl-investiment massiċċ fl-infrastruttura tat-toroq. B’mod partikolari dwar mini jew fly-overs li x-xogħol dwarhom għaddej inkella qiegħed fi stadju avvanzat ta’ ippjanar.

Il-ġustifikazzjoni għal dan, minn dikjarazzjonijiet diversi li saru matul ix-xhur li għaddew, hi, biex tkun indirizzata l-konġestjoni tat-traffiku. Studji li saru madwar id-dinja kollha repetutament żvelaw li dawn it-tipi ta’ żviluppi fl-infrastruttura tat-toroq inevitabilment twassal għal-iktar traffiku.

Il-Minstru dan kollu jinjorah u jibqa’ jinsisti li jarmi daqstant miljuni ta’ ewro. Apparti li jgħarbel ftit l-esperjenza f’pajjiżi oħra, l-Onor. Ministru għandu jikkonsulta ruħu wkoll mal-Master-Plan għat-Trasport li tfassal taħt id-direzzjoni tal-Gvern li minnu jifforma parti u li b’mod mill-iktar ċar ifisser kif it-tnaqqis tal-karozzi privati mit-toroq tagħna hu għan essenzjali. Il-Ministru għall-Finanzi għandu jfittex li jkun jaf l-għaliex il-Gvern jitlob il-pariri u mbagħad dawn ikunu injorati.

Fl-aħħar il-Gvern irrealizza li hemm ħtieġa ta’ strateġija għal Green New Deal. Din hija strateġija li tindirizza l-impatti tat-tibdil fil-klima b’mod sostenibbli: ekonomikament, ekologikament u soċjalment. Imma biex strateġija ta’ dan ix-xorta tkun tagħmel sens, il-Gvern għandu, l-ewwel u qabel kollox iżarma l-istrateġiji li diġa għandu u li huma dijametrikament opposti għall-Green New Deal.

Ma jagħmilx sens, per eżempju, li filwaqt li l-Gvern repetutament jiddikjara ruħu favur il-ħtieġa tal-ħarsien ambjentali, imma mbagħad kontinwament joħroġ inċentivi biex jinkoraġixxi is-suq tal-propjetà. Lanqas ma jagħmel sens li jibqa’ għaddej bil-programm intensiv tal-iżvilupp tal-infrastruttura tat-toroq jew li jibqa’ għaddej bil-pjani dwar l-iżvilupp tal-mina bejn Malta u Għawdex li inevitabilment ser isservi biex iktar karozzi jaqsmu bejn il-gżejjer b’faċilità.

Flok l-għotjiet għax-xiri tal-batteriji għall-ħażna tal-elettriku ġġenerat mill-pannelli fotovoltajiċi kien ikun ferm aħjar kieku l-Gvern jagħti bidu għal investiment massiv biex ikun assigurat li s-sistema tad-distribuzzjoni tal-elettriku titjib għax hu b’dan li jista’ jkun aċċertat illi fid-djar tagħna jkun possibli li niġġeneraw iktar elettriku mix-xemx. In-nuqqas ta’ miżuri effettivi biex tkun iġġenerata iktar enerġija minn sorsi rinovabbli juru kemm mhu veru xejn li l-Gvern hu kommess favur t-tfassil u l-implimentazzjoni ta’ strateġija dwar il-Green New Deal.

Il-Ministru tal-Finanzi qed jgħaddina biż-żmien meta f’nifs wieħed jinsisti jitkellem dwar Għawdex bħala gżira ekoloġika filwaqt li jibqa’ jinsisti fuq “ħtieġa” għall-mina bejn il-gżejjer. Mina li ser taċċellera l-ħsara ambjentali fil-gżira Għawdxija.

L-iżbilanċ ambjentali qed jikber kontinwament, bla ebda kontroll ta’ xejn.

The environmental deficit

The environmental deficit is still rising and  the long-winded Budget speech by Finance Minister Edward Scicluna last Monday did not address it.

Through the MDA, their association, property developers have expressed satisfaction at the Budget as, once more, it has taken up their proposals intended to further extend tax incentive schemes linked to the purchase of property. The budget presents these measures as being of a social nature when, in fact, that are anti-environmental measures because their direct impact is the take-up of more land as well as additional pressure on the intensification of the development of our urban areas.

Cruise liner tourism comes in for substantial praise in the Budget speech. Minister Scicluna was over-enthusiastic in announcing that there has been a 75 per cent  increase in the cruise liner industry in Malta over the last six years. He may not be sufficiently aware that the cruise liner industry is a substantial contributor to the degradation of air quality. Various studies have been carried out on the environmental impacts of cruise liners on the high seas and the subject has also been studied by a local environmental NGO with the support of their German counterparts.

Their studies revealed that air samples taken from the Grand Harbour area indicte the presence of a high level of microscopic particulate matter, which is ending in the respiratory systems of those living, working or passing through this area. Similar issues undoubtedly exist in Birżebbuġa as a result of the operations of the Freeport.

A possible solution to address this problem  is the introduction of a compulsory shore-to-ship electricity supply – in respect of which preliminary studies have already been carried out. The studies, however, are not enough. They require a commitment to act – a commitment is currently non-existent. The studies date back to 2014 in respect of the Grand Harbour and to 2018 in respect of Birżebbuġa.

The government has not yet announced the cut-off date for the importation of cars running on petrol and diesel. We were informed that it may be announced some time in 2020. The government strategy in this respect is taking too long too formulate – given that it was announced by the Prime Minister over two years ago.

There is alack of seriousness about the manner in which this issue is being addressed. It  does not just involve determining when no more vehicles running on petrol or diesel will be imported; it also involves the current acute interest in the development of new fuel service stations in various parts of the island. Why do we need such fuel service stations if electrification of private transport is around the corner? An immediate moratorium on the development of new fuel service stations would have been quite appropriate, given that it is accepted by one and all that there will be no use for them!

In addition, the budget praises the heavy investment in road infrastructure, in particular the construction fly-overs and tunnels, the construction of which are either already in hand or else at an advanced state of planning. The justification for this, as has been made through various statements over the months, is to address the ever-increasing traffic congestion.

Studies carried out all over the world have repeatedly revealed that such developments in the road infrastructure inevitably leads to more traffic. Minster Scicluna ignores this experience from other countries and keeps insisting in channelling millions of euros down the drain. He should consult the Transport Master-Plan, drawn up under the direction of his own government, which clearly lists the reduction of the number of vehicles on our roads as an essential objective. The Finance Minister should query why his government commissions experts for their advice which it then ignores.

The Government has, at last realised that it needs a ‘Green New Deal’ strategy – a strategy which addresses the impacts of climate change sustainably, economically, ecologically and socially. But for such a strategy to make sense, it should first dismantle its existing strategies which are in direct opposition to a ‘Green New Deal’.

It does not make sense, for example, for the Government to declare the need to protect the environment and then hands out all sorts of incentives to encourage the property market. Nor does it make sense to keep to its programme of intensive development of the road infrastructure, or to keep pushing for the development of a tunnel between Malta and Gozo, which will only serve the free movement of more cars between the islands.

Instead of grants for batteries to store electricity generated through solar panels, it would have been much better had the Government embarked on a massive investment to ensure a better distribution network of electricity, as this would – of itself – increase the potential for the generation of more renewable energy by households. The lack of effective measures to generate more energy from renewable sources clearly shows that Government is not really committed to drafting and implementing a real ‘Green New Deal’ strategy.

The Minister of Finance is taking everybody for a ride when, on the one hand he speaks of Gozo as an ecological island and then, on the other, keeps insisting on the ‘need’ for a tunnel between the islands, – which will only serve to accelerate the environmental degradation of Gozo.

The environmental deficit is clearly out of control.

Lil hinn mir-rapport tal-KPMG dwar l-industrija tal-kostruzzjoni

Kif mistenni, ir-rapport tal-KPMG dwar l-industrija tal-kostruzzjoni jpinġi stampa sabiħa tal-industrija. Dan minkejja li l-awturi tar-rapport jikkonċedu li l-informazzjoni fir-rapport faċli li tintuża biex biha tasal għal konklużjonijiet ferm differenti minn tagħhom.

Jiena eżaminajt ir-rapport biex nara kemm dan jitkellem dwar numru ta’ affarijiet importanti bħall-iżvilupp esaġerat (over-development), ir-riċiklaġġ tal-iskart tal-kostruzzjoni, l-ambjent u l-klima. Kien ikun importanti kieku konna infurmati dwar il-veduti tal-industrija tal-kostruzzjoni dwar dawn il-materji u oħrajn. Imma ftit li xejn hemm kummenti dwarhom, skond l-awturi tar-rapport.

Ma jiena bl-ebda mod sorpriż li l-KPMG ma qalulna xejn fir-rapport dwar l-iżvilupp esaġerat jew ir-riċiklaġġ tal-iskart tal-kostruzzjoni. Dan ovvjament juri, għal min għadu ma ndunax, li l-industrija la jidhrilha li hemm żvilupp esaġerat u l-anqas ma għandha ebda interess fir-riċiklaġġ tal-iskart tal-kostruzzjoni. Kif diġa spjegat f’artiklu riċenti tiegħi (Illum 22 ta’ Settembru 2019: Sħab ma min iħammeġ), l-industrija tal-kostruzzjoni ma għandha l-ebda interess li tirriċikla l-iskart li tiġġenera hi stess, meta dan ikun possibli: interessata biss li jkollha fejn tarmi l-iskart tagħha b’mod issussidjat.

Hi tħammeġ u int tħallas. KPMG jaqblu ma dan?

Fir-rapport tal-KPMG hemm żewġ referenzi ghall-ambjent. L-ewwel referenza hi dwar in-nuqqas ta’ użu ta’ materjal sensittiv ambjentalment fil-bini u jenfasizza li dan ma jsirx ħtija tal-konsumaturi li ma jinteressawhomx! It-tieni referenza hi dwar l-għaqdiet ambjentali u tisfidhom biex il-proposti li jagħmlu jkunu realistiċi!

L-awturi tar-rapport jinsistu li dawn is-suġġerimenti mhux biss għandhom ikunu realistiċi imma għandhom jirrikonoxxu li mhuwiex realistiku li twaqqaf il-kostruzzjoni u l-iżvilupp.

KPMG qed jgħixu fis-sħab għax kieku forsi kienu jirrealizzaw li l-ambjentalisti ilhom żmien twil iressqu proposti li l-gvernijiet kontinwament jinjoraw għax il-gvernijiet moħħhom biss f’kif jinkoraġixxu iktar bini a spejjes tal-kwalità tal-ħajja tagħna. Ikkunsidraw pereżempju l-eżerċizzju tar-razzjonalizzazzjoni, approvat fl-2006 imma li l-impatti tiegħu għadna inħossuhom kuljum f’kull rokna ta’ dawn il-gżejjer. Il-ħsara li saret, u li għadha qed issir, mill-Gvern id f’id mal-iżviluppaturi, hi waħda enormi. Imma, dwar dan, skiet komplet mingħand KPMG.

It-tibdil fil-klima, skont ir-rapport ta’ KPMG, qiesha ma teżistix, għax fir-rapport ma hemm l-ebda referenza għaliha. Dan ovvjament ifisser li l-industrija tal-kostruzzjoni mhiex interessata fil-materja.

M’aħniex qed nistennew lill-awturi tar-rapport ta’ KPMG jispjegawlna kif l-industrija tal-kostruzzjoni ħarbtet pajjiż bi żvilupp esaġerat u l-pretensjoni tagħhom li aħna, l-bqija, nħallsu d-djun ambjentali tagħhom. Il-ġungla tal-konkos li qed tiżviluppa madwarna qed tifgana. L-industrija tal-kostruzzjoni kontinwament trid iktar art għal żvilupp li donnu ma jintemm qatt.

L-industrija tal-kostruzzjoni hemm bżonn li tiġi f’sensiha. Ilkoll jeħtieġilna nifhmu, qabel ma jkun tard wisq, li dan il-bini li għaddej kullimkien mhux sostenibbli u li l-progress ma jitkejjilx bil-bini, bit-toroq jew bin-numru ta’ karozzi li ma jispiċċaw qatt.

Il-kwalità tal-ħajja tagħna għandha titkejjel bl-ispazji miftuħin li jipperpettulna li niskopru mill-ġdid l-egħruq naturali tagħna fil-ħajja naturali li l-urbanizzazzjoni bla limitu qed teqred ftit ftit.

L-industrija tal-kostruzzjoni hi determinata li tisfrutta dan il-mument fejn qed titħalla tagħmel prattikament dak li trid: tibqa’ għaddejja b’bini bla limitu sakemm timla kull ċentimetru possibli, inkluż il-baħar, fuq skala li jħabbatha ma Dubaj! Dik hi l-viżjoni.

Imma għada jasal għal kulħadd, mhux biss għal dawk li jridu jisfruttaw is-sitwazzjoni illum li tippermettilhom iħaxxnu bwiethom bi ħsara għall-komunità kollha. Nittama li meta jasal jibqalna l-enerġija u l-kapaċità li nsewwu l-ħsara enormi li qed issir lil kulħadd.

Beyond the KPMG construction industry report

As expected, KPMG’s report on the construction industry paints a very rosy picture of it, although its authors concede that “others may arrive at a different conclusion” on the basis of the information contained therein.

I have searched through the report to identify the incidence of a number of important expressions like “over-development”, “re-cycling” (of construction waste), “the environment”, and “the climate”. The views of the construction industry on these terms (and others) would have been quite interesting, had they been expressed. According to the authors of the report, however, practically none of them were.

I am not surprised that the terms “over-development” and “recycling” do not feature in the report. This obviously indicates that the industry does not consider there is any “over-development” and, in addition, that the industry is not bothered about recycling its construction waste. As explained in a recent article of mine (TMIS, 22 September 2019 entitled In cahoots with the polluter), the construction industry is not interested in recycling its waste, when this is possible; it is only interested in subsidised dumping sites. They pollute, you pay. Does KPMG endorse this?

There are two references to the environment in the KPMG report. The first points fingers at consumers and emphasises that there is a lack of environmentally-friendly materials in properties because there is no demand for them! The second focuses on environmental lobby groups and challenges them to come forward with realistic suggestions! The authors of the report, however, point out that “such suggestions should be grounded in reality, and recognise that halting all construction and development is not a realistic option.”

KPMG is apparently reporting from the moon as it would have otherwise realised long ago that the environmental lobby has brought forward a multitude of proposals which have been generally ignored by governments, which have continuously sought to ensure that development is facilitated at the expense of our quality of life. It would suffice for a moment if they were to consider, for example, the rationalisation exercise introduced way back in 2006 but the impacts of which are still being felt still being felt up to this very day all around our islands. The damage done by government in cahoots with the developers is enormous but KPMG is, however, completely silent on the matter.

Climate change does not feature at all in the report, meaning that the construction industry is generally not bothered.

We do not expect the authors of the KPMG report to explain how the construction industry has been a major force in ruining this country through over-development and through expecting us to foot their environmental bills.

The concrete jungle developing all around us is suffocating. It is fuelled by a construction industry which has no idea of where to stop and that continuously wants more land for development.

It is about time that the construction industry is cut down to size. We should all realise, before it is too late, that the ongoing building spree is unsustainable and that progress is not measured in terms of buildings, roads or the enormous number of cars on our roads.
Our quality of life is actually measured through the open spaces we can enjoy and through rediscovering our natural roots, which have been obliterated as a result of the ever-expanding urban boundaries.

The construction industry is bent on making even more hay while the sun shines: on building more and more for as long as their Dubaification vision remains in place.

The sun rises for everyone, not just for those seeking to make hay while it shines. When it sets, we rest – preparing for tomorrow and hoping that, when it comes, there will still be time to repair the extensive damage being done to us all.

Sħab ma’ min iħammeġ

Il-pjan ta’ Malta dwar l-immaniġjar tal-iskart huwa intitolat “A Resource Management Approach.” Huwa titlu li għandu sinifikat u jwassal messaġġ li kull skart jeħtieġ li nħarsu lejh bħala riżorsa li għandna nagħmlu użu tajjeb minnha.

Bdejna nirriċiklaw l-iskart li niġġeneraw. F’kontenituri mxerrda mal-pajjiż jinġabar il-plastik, il-ħġieg, il-karta u l-metall. Nhar ta’ Tlieta l-ġbir tal-iskart minn wara l-bibien ta’ djarna jiffaċilita li nirriċiklaw fid-djar tagħna. Tliet darbiet fil-ġimgħa, bieb bieb, jinġabar l-iskart organiku.

Meta ser nirriċiklaw l-iskart tal-kostruzzjoni?

Meta tara r-rapporti dwar il-laqgħa li l-Assoċjazzjoni tal-Iżviluppaturi Maltin kellha f’Kastilja f’nofs il-ġimgħa tirrealizza li l-emfasi kontinwament kienet li hemm bżonn iktar postijiet fejn jintrema’ l-iskart. L-ebda vuċi ma lissnet imqar kelma waħda favur kemm hu meħtieġ ir-riċiklaġġ tal-iskart tal-kostruzzjoni kif ukoll dwar kemm dan jagħmel sens ekonomiku u ambjentali.

Hemm raġuni waħda sempliċi l-għala ħadd ma tniffes u lissen kelma favur ir-riċiklaġġ tal-iskart tal-kostruzzjoni: għax għalfejn tħabbel rasek fuq x’tista’ tagħmel ġaladarba għandek Gvern li jimmina kull inizjattiva dwar dan billi joffri is-soluzzjoni l-faċli permezz ta’ ħlas baxx biex tkun tista’ tarmi l-iskart tiegħek?

Iktar kmieni matul il-ġimgħa kien irrappurtat li s-sidien ta’ żewġ barrieri, waħda Għar Lapsi u l-oħra fl-Imqabba, ħadu l-inizjattiva u minn jeddhom għollew il-ħlas biex jintrema l-iskart tal-kostruzzjoni fil-barrieri tagħhom minn €8 għal €15 għal kull tunellata. Ir-reazzjoni għal dan kif irrappurtata fil-media hi tal-biki: il-Gvern jaqbel li joffri inċentivi biex is-sidien tal-barrieri jżommu l-prezzijiet stabbli bit-€8 kull tunellata għal tal-inqas tmintax-il xahar!

Jidher li l-Gvern għandu idea perversa tal-prinċipju ambjentali “min iħammeġ iħallas”. Flok ma jassigura li l-industrija tal-kostruzzjoni ddaħħal ftit ordni f’xogħolha u ssib soluzzjoni għall-iskart li tiġġenera, il-Gvern, b’mod irresponsabbli juża t-taxxi li jiġbor minn fuqna biex jissussidja t-tħarbit tagħhom. Huma jħammġu u aħna nħallsu.

Ir-riċiklar tal-iskart tal-kostruzzjoni jinvolvi li tissepara u ssib użu għall-ikbar ammont ta’ materjal li ma jkunx hemm użu għalih fis-sit tal-kostruzzjoni. Il-kwantità ta’ skart li tista’ tirkupra tvarja minn sit għall-ieħor imma tista’ tkun waħda sostanzjali. Tinkludi kull forma ta’ ġebel u metalli, inkluż rinforz tal-konkos minn strutturi li jkunu spiċċaw.

Uffiċjali tal-Assoċjazzjoni tal-Iżviluppaturi kontinwament jiftaħru dwar kemm jaqblu mal-iżvilupp sostenibbli. Tant jgħidu dwar dan l-iżvilupp sostenibbli li jġibulna qalbna ġunġliena, kienu ma nafuhomx biżżejjed! Mhux aħjar jippruvaw ipoġġu fil-prattika dak li jgħidu li jemmnu fih biex jippruvaw isolvu l-problemi bl-iskart li qed jiġġeneraw u b’hekk inaqqsu l-impatti ambjentali tal-industrija tal-kostruzzjoni?

Mhuma ser jagħmlu xejn qabel ma jispiċċaw daharhom mal-ħajt u jkollhom iħallsu minn imneħirhom tal-ħsara li qed jagħmlu. L-unika soluzzjoni possibbli hi t-tassazzjoni ambjentali. Jekk tkun applikata lill-industrija tal-kostruzzjoni din tkun tfisser il-ħlas ta’ taxxa fuq il-ġebla li toħroġ mill-barriera u fl-istess ħin żieda konsiderevoli fuq il-ħlas biex jintrema l-iskart sakemm l-Assoċjazzjoni tal-Iżviluppaturi tifhem li jagħmel anke sens ekonomiku u ambjentali li tirriċikla l-massimu li tista’ mill-iskart tal-kostruzzjoni.

Imma nafu li l-Gvern għandu allerġija għat-taxxi. Jippreferi jagħmel użu mis-sussidji u b’mod partikolari favur dawk li ma għandhom l-ebda dritt għalihom.

L-Assoċjazzjoni tal-Iżviluppaturi Maltin għandha linja ċara: huma impalaw il-profitti, u inti tħallas il-kont. Jistgħu jibqgħu għaddejjin biha sakemm nibqgħu b’Ministru tal-Ambjent li m’għandux idea x’laqtu.

Kulħadd hu konxju li l-Gvern hu ħaġa waħda mal-Assoċjazzjoni tal-Iżviluppaturi. Sakemm l-iżviluppaturi jibqgħu jiġu ssussidjati m’hemmx ċans li l-problema tal-iskart tal-kostruzzjoni tibda tissolva. .

In cahoots with the polluter

Malta’s current Waste Management Plan is entitled “A Resource Management Approach.” This is not simple a fancy title – it encapsulates the underlying philosophy for the management of our waste which is that waste is a resource which can be put to good use.

We have started recycling our waste. Recycling bins around the islands cater for plastic, glass, paper and metal waste. Waste collection carried out on a Tuesday is an effort to facilitate recycling in our homes. Three times a week the door-to-door collection is aimed at our organic waste.

What about recycling construction waste?

Going through the reports on the Malta Developers’ Association Meeting at Castille in mid-week, the need for dumping sites for the construction waste being generated was emphasised by all those reporting: not one word was uttered in favour of the need to recycle construction waste. Neither was there any mention of the economic and environmental benefits derived from such an exercise. Who cares!

There is a very simple reason for this attitude: why rack your brains as to how to recycle when the government is continuously undermining all your efforts by offering the easy way out through cheap rates for the dumping of construction waste?

Earlier in the week, it was reported that the management of two quarries at Għar Lapsi and Mqabba had unilaterally decided to increase their dumping charges from €8 to €15 per tonne of construction waste. In reaction, it was reported in the local media that “government had agreed to provide incentives to the quarry owners to keep the price stable at €8 per tonne for at least another year and a half”.

It seems that the government has a perverted understanding of the polluter-pays environmental principle. Instead of ensuring that the construction industry cleans up its act and adequately addresses the question of how to deal with waste that it generates, the government is irresponsibly using taxpayers’ money to subsidise their mess.

Construction waste recycling is the separation and recycling of recoverable waste material generated during construction activity. The quantity of recoverable construction waste varies and includes masonry and metal items, including steel reinforcement used in discarded concrete structures.

The officials of the Malta Developers Association repeatedly claim that they are “in favour” of sustainable development. How about putting their beliefs into practice and applying them to resolving the issue of the construction waste which they generate, thereby contributing to a reduction in the environmental footprint of the construction industry?

They will not do it until such time that they are forced to pay up in full for the mess they are creating – in other words, without discounts or subsidies. Applying “the polluter-pays principle” through environmental taxation is the only possible solution. Applied to the construction industry, this would mean taxing the extraction of stone on the one hand and simultaneously increasing – many times over – the dumping charges until the Malta Developers Association realises that it makes economic sense to recycle all the recoverable construction waste.

But the government says that it is allergic to taxes. It has a distinct preference for dishing out subsidies, especially where these are not justified.

The Malta Developers Association clearly has one formula: they plough the profits and you pay their bills. They can only keep at it as long as the holder of the post of Minister of the Environment has no clue as to what his brief is all about.

It is common knowledge that the government is in cahoots with the Malta Developers Association and that as long as the polluter is not forced to pay up in full there is no end in sight to the mess developing around us.

Bejn prezz u valur

Kien Oscar Wilde li madwar mitt sena ilu kiteb li hawn uħud li jafu l-prezz ta’ kollox imma m’għandhomx l-iċken idea tal-valur ta’ dak li hemm madwarhom. Illum l-affarijiet huma ferm iktar soffistikati minn hekk. Għandna studji kkumplikati li janalizzaw il-benefiċċju miksub ikkomparat mal-infieq li jsir u studji dwar impatti ta’ kull xorta li bihom tista’ tipprova tiġġustifika dak li trid, dejjem sakemm tkun ippreparat biex tħallas minn imnieħrek għal dan il-privileġġ.

Illum il-ġurnata prattikament kollox hu ridott għal valur monetarju. Meta nitkellmu dwar spiża, prattikament kulħadd jifhem nefqa f’termini ta’ flus. Li titkellem dwar spiża ambjentali jew spiża soċjali donnu li hi xi ħaġa stramba, qisu diffiċli biex tinftiehem.

L-Assoċjazzjoni tal-Iżviluppaturi Maltin dejjem trid iktar. B’pariri minn xi professjonisti, inkluż eks uffiċjali anzjani tal-ippjanar, issa l-iżviluppaturi qed jippreżentaw it-talbiet tagħhom billi jilgħabuha tal-vittmi tar-regolamentazzjoni. Imma fis-sustanza t-talbiet tagħhom huma dejjem l-istess: biex jimmassimizzaw il-frott tar-rebgħa.

Kważi fl-istess ħin sirna nafu li l-Assoċjazzjoni Maltija tal-Ilma żarmat. Okkazjoni bħal din hi dejjem waħda ta’ dieqa. Imma r-realtà tibqa’ li f’Malta hawn ftit wisq attivisti ambjentali f’numru ta’ għaqdiet ambjentali li mhux wieħed żgħir. Forsi l-għaqdiet ambjentali jirrealizzaw illi l-multiplikazzjoni tagħhom ma tagħmilx ġid lill-kawża li jmexxu l-quddiem. Lanqas ma jagħmel ġid li dawn l-għaqdiet iħarsu lejn il-konsulenti tal-iżviluppaturi l-kbar huma u jfittxu tmexxija ġdida. Il-kredibilità tagħhom, naħseb, li tista’ tieħu daqqa ta’ ħarta.

Il-ħarsien tal-ambjent hu għadma iebsa. Bosta ma jirrealizzawx li l-kwalità tal-ħajja tagħna jiddependi minn din il-ħidma. Ir-riżultati tal-ħidma favur il-ħarsien tal-ambjent, jew in-nuqqas tagħha, jidhru ġeneralment fuq tul ta’ żmien, ma jidhrux malajr. Dan inevitabilment iwassal biex ma tidhirx b’mod ċar ir-rabta bejn il-kawża u l-effett u bħala  konsegwenza ma jkunx hemm biżżejjed interess f’dak li qed jiġri, sakemm ikun tard wisq.

Illum bosta qed jirrealizzaw x’inhuma l-impatti konsiderevoli tal-ezerċizzju ta’ razzjonalizzazzjoni tal-art li nieda l-Gvern immexxi minn Lawrence Gonzi fl-2006 li bħala riżultat tiegħu madwar żewġ miljun metru kwadru ta’ art madwar dawn il-gżejjer saru tajbin għall-iżvilupp mil-lum għal għada. Ftit jiftakru li l-Partit Laburista, dakinnhar, kien ħa posizzjoni kontra l-proposta ta’ razzjonalizzazzjoni u kien anke ivvota kontra tagħha fil-Parlament. Illum il-ġurnata, imma, l-Partit Laburista fil-Gvern ħalla kollox kif kien, għax, wara kollox, hu komdu li meta kkritikat tkun tista’ twaħħal f’ ta’ qablek u b’wiċċ ta’ qdusija artifiċjali tiddikjara li ma tista’ tagħmel xejn, għax sadanittant hemm min laħaq rabba’ l-ġust!

Din l-aħħar manuvra tal-Assoċjazzjoni tal-Iżviluppaturi li jilgħabuha tal-vittmi mhiex xi ħaġa ġdida. Kif spjega dak li kien Direttur tal-Ippjanar, u li illum mid-dehra hu konsulent tal-Assoċjazzjoni, l-Perit Stephen Farrugia, l-proposta tinvolvi tpartit ta’ arja f’żoni ta’ konservazzjoni urbana ma drittijiet ta’ żvilupp iktar vantaġġjuż xi mkien ieħor. Bażikament it-talba tal-Assoċjazzjoni hi biex il-membri tagħha jkunu kkumpensati għar-restrizzjonijiet fiż-żoni ta’ konservazzjoni urbana kif ukoll fil-konfront ta’ bini protett. Kif intqal f’artiklu ippubblikat iktar kmieni din il-ġimgħa mill-President tal-Assoċjazzjoni Sandro Chetcuti t-talba hi biex dak li mhux jitħallew jiżviluppaw jibqa’ għandhom bi dritt li jkun trasferit fuq art oħra fejn ma hemmx l-istess restrizzjonijiet. S’issa ma ippubblikawx dettalji imma hu ovvju li l-proposta qed tfittex li jinħolqu ammont sostanzjali ta’ drittijiet ta’ żvilupp li jkompli jżid mal-madra li diġa hawn.

L-Assoċjazzjoni bil-proposta tagħha qed tmur kontra dak li hu bażiku fl-ippjanar tal-użu tal-art għax qed tassumi b’mod żbaljat li kull sid ta’ propjetà għandu dritt ugwali biex jiżviluppa rrispettivament mil-livell ta’ protezzjoni applikabbli. Hi proposta li tfisser biss taħwid, iktar milli diġa hawn.

Knowing the price of everything but the value of nothing

It was Oscar Wilde who over 100 years ago coined the expression on “knowing the price of everything but the value of nothing”. Today matters are more sophisticated, with “cost benefit analysis” and impact studies of all sorts which seek to justify practically anything, as long as you can pay for the privilege.

Reducing everything to a monetary value seems to be the order of the day. When we speak of costs, we are only understood as having spoken about financial outlays. Environmental costs or social costs seem to be something out of this world: apparently, they are so difficult to comprehend.

The Malta Developers Association wants more. With advice from professionals, including former senior land use planning regulators, they are now sugar-coating their demands. Essentially, however they are still making the same point: they are seeking to maximise the fruits of greed.

Almost simultaneously, we get to know that the Malta Water Association has closed shop. It is always a sad day when an eNGO disbands, but the reality is that we have too few environmental activists and too many environmental organisations on this little rock. It is about time that all environmental NGOs come together, as the proliferation of eNGOs is not doing the environment lobby any good. Nor is it helpful to the environment cause to co-opt former advisors of mega-developers to lead eNGOs. Credibility may, in my view, be at stake.

Protecting the environment is a tough job because not many realise that our quality of life is dependent on it. The results of environment protection – or the lack of it – are generally only evident in the long term as they are not easily identifiable immediately. This inevitably leads to a lack of connection between cause and effect and consequently to a lack of interest in the issues which matter, until it is too late.

Today, many people are realising the considerable impacts of the rationalisation exercise on land use embarked upon by the Lawrence Gonzi administration in 2006, as a result of which around two million square metres of land spread around the Maltese islands became suitable for development overnight. Few remember that, at the time, the Labour Party had then taken a stand against the proposal, even voting against it in Parliament. Today, however, Labour leaves the rationalisation proposals in place because, when faced with rampant over-development, it is most convenient to be able to continuously shift the blame on your predecessors, sanctimoniously declaring that you cannot do anything about it, as, in the meantime, vested rights have taken root!

The latest MDA land use planning gimmick is a well-known strategy of playing the role of the victims. As explained by the former Director of Planning – now apparently a consultant to the Association, architect Stephen Farrugia – this MDA proposal will involve trading in airspaces in urban conservation areas in order to acquire more advantageous planning rights elsewhere instead. Basically, it is a request by the MDA for its members to be compensated for planning restrictions in Urban Conservation Areas as well as in respect of limitations on the potential development of protected buildings. The MDA seeks the possibility, as stated earlier in an article published this week by its President Sandro Chetcuti, to transfer the potential unused gross floor area from buildings whose development is restricted to areas where it is not. The details are not yet out but it is obvious that this proposal seeks to create a substantial amount of development rights which will further increase the unbridled development to which we have become so accustomed to.

The MRA proposal negates the very basics of land use planning as it assumes that every property owner has an equal right to develop, irrespective of the level of protection afforded to specific properties. In practise the MDA proposal will signify deregulation and the sooner it is shot down, the better.
