Il-mużika ta’ matul il-lejl

Ir-ritratti mis-satellita juru kemm hu kbir it-tniġġiż mid-dawl f’Malta. Fil-fatt, dan hu komparabbli mat-tniġġiż miż-żoni urbani fil-kontinent Ewropew! It-tniġġiż mid-dawl ma jħallix li nisimgħu l-mużika ta’ matul il-lejl. Joħnoqha u jżommna milli napprezzaw is-sbuħija tal-lejl li bil-mod jurina dak li jostor. Hekk jemfasizza l-Ħares tal-Opra (Phantom of the Opera) fix-xogħol tejatrali kapulavur ta’ Andrew Lloyd Webber.

Xi snin ilu waqt dibattitu dwar il-baġit ġie varat proġett biex id-dwal tat-toroq ikun ikkontrollat b’mod elettroniku. Proġett li meta jkun implimentat għandu jkun ta’ kontribut sostanzjali biex fil-gżejjer Maltin jonqos it-tniġġiż mid-dawl. Imma sfortunatament ftit li xejn smajna dwar xi progress seta’ kien hemm dwar din il-materja mill- 2013 lil hawn, meta tħabbar il-proġett.

Id-dawl eċċessiv użat matul il-lejl mhux biss hu użu ħażin u ineffiċjenti tal-enerġija imma jagħti kontribut konsegwenzjali għal emissjonijiet tal-karbonju li jistgħu jkunu evitati. B’dan il-ħajja fin-natura tul il-lejl qed tiġi ddisturbata u potenzjalment ukoll hi kawża għal ħsara lis-saħħa umana.

Fl-2007, il-Birdlife f’Malta ippubblikat studju dwar l-impatt tad-dwal bil-lejl fuq l-għasafar li jgħixu fl-irdumijiet u qrib il-baħar kif ukoll speċi oħra li jpassu bil-lejl. L-istudju hu intitolat Light Pollution and its effects on Yelkouan Shearwaters in Malta; causes and solutions. Il-kuntest tal-istudju kien proġett fl-iskema EU Life fl-Aħrax tal-Mellieħa fl-inħawi magħruf bħala l-Irdum tal-Madonna, sit li hu kolonja tal-garni, għasfur li jgħix mal-baħar.

L-osservazzjonijiet fir-rapport u s-soluzzjonijiet proposti jistgħu faċilment iservu ta’ bażi għal pjan ta’ azzjoni biex fil-gżejjer Maltin nibdew nindirizzaw bis-serjetà t-tniġġiż mid-dawl billi dan f’Malta mhux biss hu ta’ theddida għall-garnija (Yelkouan Shearwater)imma ukoll kawża ta’ emissjonijiet ta’ karbonju bla bżonn u theddida għall-kwalità tal-ħajja tagħna lkoll.

Bħala riżultat tad-densità qawwija ta’ popolazzjoni, t-tniġġiż mid-dawl matul il-lejl għandu impatt konsiderevoli kemm fuq iż-żoni urbani kif ukoll fuq dawk rurali tal-gżejjer Maltin. Ekologikament għandu impatt fuq l-għasafar, friefet u insetti kif ukoll friefet il-lejl imma ukoll fuq l-imġieba tal-annimali b’mod ġenerali. Lil hinn mill-ħajja naturali, it-tniġġiż mid-dawl joħloq leħħ qawwi li jweġġa’ l-għajn u li għandu impatt fuq is-sigurtà fis-sewqan. Jeffettwa lil min isuq, lil min jimxi, kif ukoll lil min juża’ r-rota u jagħti kontribut mhux żgħir fl-inċidenti tat-traffiku li jseħħu matul il-lejl.

Il-każ dwar it-tniġġiż mid-dawl fid-Dwejra deċiż mit-Tribunal ta’ Reviżjoni dwar l-Ambjent u l-Ippjanar nhar is-27 ta’ Ġunju hu każ rari fejn deċiżjoni tajba tal-Kummissjoni għall-Kontroll tal-Iżvilupp tinbidel mit-Tribunal fl-appell: ġeneralment bil-maqlub jiġri. Meta jinbidlu, s-soltu jkunu d-deċiżjonijiet il-ħżiena li jinbidlu, mhux dawk tajbin! Fil-fatt il-Kummissjoni għall-Kontroll ta’ l-Iżvilupp kienet irrifjutat l-applikazzjoni oriġinali minħabba li l-inħawi tad-Dwejra huma żona ta’ importanza ekologika. Sfortunatament it-Tribunal ittratta it-tniġġiż mid-dawl b’mod leġġer u kien insensittiv għall-impatti ekoloġiċi.

Li l-15-il għaqda ambjentali ngħaqdu biex jiġbru l-fondi ħalli tkompli l-ġlieda b’appell fil-Qrati hu pass tajjeb ‘il-quddiem. Il-ħarsien tas-siti tan-Natura 2000 hi għadma iebsa, imma jeħtieġ li jibqa’ għaddej. Imma li jsir appell minn din id-deċiżjoni skandaluża tat-Tribunal ta’ Reviżjoni tal-Ambjent u l-Ippjanar għandu jkun biss l-ewwel pass.

Għandna nirrejalizzaw li l-Awtorità għall-Ambjent u r-Riżorsi għandha l-poter u l-awtorità taħt id-Direttiva Ewropea dwar l-abitati li mhiex tagħmel użu tagħhom sewwa. L-ERA għandha tasserixxi ruħha u tenforza r-regoli, u jekk hemm bżonn tibqa’ għaddejja minn fuq l-Awtorità tal-Ippjanar kif tista’ u għandha tagħmel kull meta dan ikun neċessarju.

Ikun ferm aħjar kieku l-Ministru għall-Ambjent jinsisti mal-ERA biex din tieħu ħsieb iż-żoni ekoloġiċi sewwa. Ovvjament għandu jassigura li jkunu ipprovduti riżorsi adegwati.

Il-kaz tad-Dwejra hu każ speċifiku li fih l-ERA tista’ tieħu l-mazz f’idejha. X’ser tagħmel?

The music of the night

Satellite photos clearly indicate the extent of light pollution in Malta: it is comparable to that in most urban areas in the European continent. As a result, the music of the night is made inaudible. The night is being “impeded from unfurling its splendour”, as the Phantom of the Opera repeatedly emphasises in Andrew Lloyd Webber’s masterpiece.

Some years back, during the budget debate, a project related to intelligent street lighting was launched. When implemented, such a project would be an effective contribution to the reduction of light pollution all over the Maltese islands. Unfortunately, we have not heard of any substantial progress on the matter since late 2013, when the project was first announced.

Excessive artificial lighting used during the night is not only an inefficient use of energy, and the consequential contribution to additional carbon emissions which can be avoided, it is also a disturbance of nocturnal animal life and potentially injurious to human health.

Way back in 2007, Birdlife in Malta had published a study on the impact of night lighting on seabirds and nocturnal migrant species. The study is entitled Light Pollution and its effects on Yelkouan Shearwaters in Malta; causes and solutions. The context of the study is the EU Life project site at l-Aħrax in Mellieħa, in the area known as l-Irdum tal-Madonna, the site of a seabird colony.

The observations made and the solutions proposed in the study could easily form the basis for an action plan applicable to all of the Maltese islands to address light pollution because, in Malta, this is a serious problem not just for shearwaters but also in terms of carbon emissions and our quality of life.

As a result of Malta’s high population density, nocturnal light pollution has a considerable impact on both urban and rural areas all over the Maltese Islands. Ecologically, it has an impact on birds, moths and bats but it also has a considerable impact on animal behaviour in general. Beyond wildlife, light pollution creates glare which is a road safety issue and has an impact on drivers, pedestrians and cyclists and is known to play a considerable part in nocturnal traffic accidents.

The Dwejra light pollution case decided by the Environment and Planning Revision Tribunal on the 27 June is a rare case when a sensible decision was taken by the Planning Control Commission only for it to be reversed on appeal: normally it is the other way round! In fact, the Planning Control Commission had refused the original application on the basis that the Dwejra area is an area of ecological importance. Unfortunately, the Tribunal treated the issue of light pollution very lightly and was insensitive to its ecological impacts.

The coming together of fifteen environmental NGOs to crowd-fund the fight on appeal in Court is a good step forward. Protecting Natura 2000 sites is a tough fight but it needs to go on. Appealing against the scandalous decision of the Environment and Planning Revision Tribunal should, however, only be a first step. It should be realised that the Environment and Resources Authority (ERA) has powers and authority under the provisions of the EU Habitats Directive that it does not make sufficient use of. The ERA should assert itself and enforce the rules, bulldozing through the Planning Authority whenever this is necessary.

It would be much better if the Hon. Minister for the Environment insists that the ERA manages areas of ecological importance appropriately. Obviously, he must ensure that adequate resources are provided.

This Dwejra case is a specific example of where the ERA can have the final word. Will it?

Comino: beyond sun-block and deckchairs

During the past weeks, the island of Comino has been in the news. The controversy surrounding the deckchair/umbrella hawkers free-for-all at the Blue Lagoon focused on overcharging, breaching of permit conditions and the resulting lack of space for the public making use of public facilities at the beach.

Fines were imposed by the Malta Tourism Authority. This is fine (pun intended) in the short term. However, we need to plan for the long term, keeping in mind  that the island of Comino, is first and foremost a Natura 2000 site and a touristic destination second. Sites forming part of the Natura 2000 network are designated as Special Areas of Conservation (SAC) and Special Protection Areas (SPA) according to the Habitats and Birds Directives of the European Union, where habitats and species are listed. The Directives are designated to provide protection to the most vulnerable of the species listed.

It has been stated that every day, at the peak of the summer season, as many as 5,000 visitors land on Comino, most of whom remain in the Blue Lagoon and its environs .

The Natura 2000 Management Plan for Comino published recently, considers that tourism at the Blue Lagoon needs to be controlled efficiently in order to ensure that it is “in harmony with the site’s conservation needs”. One of the measures which the Comino Management Plan establishes as an operational objective is “to plan and implement a tourism carrying capacity assessment of the Blue Lagoon”.

The Management Plan believes that the tourism carrying capacity assessment should be carried out within the first year of the plan’s implementation, which means pretty soon! The issue is of fundamental importance in ensuring that the activity permitted on the island of Comino is compatible with its ecological requirements.

It is not known whether this carrying capacity assessment has been carried out yet. If not it should be done at the earliest.

This is not the first time that Maltese authorities have been asked to consider a proposal to study the possibility of limiting access to a specific site for protection purposes. Around 12 years ago, after rehabilitation work carried out at the Hypogeum in Ħal-Salfieni was concluded, it was decided that there was an urgent need to control its microclimate in order to better protect this archeological jewel so a maximum limit of 80 visitors per day was established.

Various other countries place limits on tourism in order to better control its environmental impacts. There are various examples, but permit me to point to the Brazilian archipelago of Fernando de Noronha, 545 kilometres off the coastal city of Recife. The archipelago is a UNESCO World Heritage site and the number of visitors is restricted in order  to adequately protect its environmental patrimony. The environmental protection rules of the Brazilian archipelago of Fernando de Noronha go into such detail as to even forbid the use of sunprotection lotions/creams or even the use of footwear on the beach, as well as curtailing various other activities incompatible with the archipelago’s ecological characteristics!

It is a path we should consider following for Comino, if we are serious about protecting the little that we still have.

It is welcome news earlier this week as three of Malta’s environmental NGOs, Din l-Art Ħelwa, Friends of the Earth and Nature Trust, have endorsed the proposal for carrying out the capacity assessment of the Blue Lagoon at Comino. Comino deserves our protection. Implementing the Natura 2000 Management Plan for Comino would be a suitable first step.

And the sooner, the better.

Il-prijorità li Joseph qatt ma kellu

Wara l-froġa tal-Cafè Premier, Joseph kien qalilna li l-affarijiet setgħu saru aħjar. Kien għadu qed jitgħallem!

Issa reġa’ għaffiġha.

Wara li s-soċjetà ċivili għal darba oħra semmgħet leħinha, Joseph qed jitlob li l-pubbliku jindikalu siti alternattivi fejn jista’ jpoġġi l-Universita “Amerikana”.  Qed iħokk rasu biex jara jsibx sit flok iż-Żonqor! Dan minkejja li gie dikjarat li intagħzlet l-art ODZ għax din tiswa’ inqas! Qalulna li kieku l-art tiswa’ iktar il-proġett ma jkunx vijabbli, jiġifieri l-investitur iħoss li ma jagħmilx biżżejjed qliegħ!

Fid-diskussjoni li għaddejja fil-pajjiż diġà ssemmew diversi siti. Uħud huma addattati iktar minn oħrajn!

Din x’serjetà hi li wara li tiddeċiedi u tkun ankè iffirmajt ftehim preliminari taparsi tikkonsulta? Konsultazzjoni bis-serjeta kienet tkun ferm differenti.  Gvern serju  kien jaħdem differenti.

Fuq is-sit elettroniku tal-uffiċċju tal-Prim Ministru Muscat qed jitlob proposti mill-pubbliku għal siti alternattivi għaż-Żonqor liema siti jridu josservaw 5 kriterji :

  1. jkunu fis-“South”,
  2. jkunu użabbli bħala Università internazzjonali,
  3. li l-qies tal-proposti jkun ta’ madwar 90,000 metru kwadru, avolja l-Gvern lest li jikkunsidra li dawn ikunu mqassma fuq iktar minn sit wieħed,
  4. li biex titwassal l-infrastruttura neċessarja fis-sit identifikat ma jkunx hemm bżonn interventi kbar,
  5. li s-siti ma jkunux soġġetti għal protezzjoni ambjentali, b’mod partikolari protezzjoni li tirriżulta minn Direttivi Ewropej (jsemmi tlett eżempji: Habitats Directive, Birds Directive, Water Framework Directive).

Issa kieku Muscat nieda din il-konsultazzjoni qabel ma iddeċieda kont bla dubju ngħid li kien ikun pass tajjeb. Imma li mexa b’dan il-mod wara li l-opinjoni pubblika ġabitu dahru mal-ħajt, il-proċess  jista’ jkun deskritt biss bħala farsa.

 

Fi ftit kliem dan mhux eżerċiżżju ta’ konsultazzjoni, iżda wieħed ta’ damage control.  Joseph qed ifittex li jsewwi l-ħsara li għamel billi għal darba oħra għaffeġ. Għax nesa li suppost għall-Labour fil-Gvern l-ambjent kellu jkun prijorità.

Għax ngħiduha kif inhi issa ma setax jibqa’ jgħidilna li l-affarijiet setgħu saru aħjar. Għax it-tweġiba ovvja tkun: kemm ser iddum ma titgħallem?

Il-billboard ta’ Audrey Harrison hu ħafna l-bogħod mill-prijorità ta’ Joseph. Għax l-ambjent qatt ma kien prijorità ta’ Joseph. Kieku l-ambjent kien prijorità għal Joseph, kien jibda mill-ewwel fuq sieq tajba!

Il-wirja ta’ Karmenu Vella illum huwa u jwieġeb il-mistoqsjiet tal-Membri Parlamentari Ewropej kienet waħda fqira.

Mhux biss ma kellux għarfien adegwat tal-oqsma ambjentali, talli ma wera l-ebda ħeġġa jew viżjoni dwar d-diversi oqsma li kien mistoqsi dwarhom. Tant li Claude Turmes, il-membru Parlamentari tal-Ħodor tal-Lussemburgu ħass il-ħtieġa li jsaqsieħ jekk Juncker taħx struzzjonijiet biex ma jikkommettix ruħu.

Tlift il-kont ta’ kemm il-darba ma kienx f’posizzjoni li jirrispondi, ma tax risposta jew qagħad idur mal-lewża. Buzz-words uża kemm trid. Imma meta kien mitlub ikun konkret f’dak li qed jgħid naqas milli jagħmel dan.

Anke dwar id-Direttiva dwar l-Għasafar żelaq meta ipprova jgħid x’għandu f’moħħu Juncker meta taħ l-inkarigu biex jikkonsolida din id-Direttiva u dik dwar il-Habitats. L-ikbar ċertifikat tawhulu l-Birdlife International meta qalu li : I don’t think we can feel reassured in any way by his performance.

Minkejja dan kollu l-Grupp Soċjalista hu sodisfatt u l-grupp tal-Popolari jafu li x’aktarx li ser ikollhom jitwikkew bih, għax hekk ftehmu ma’ Gianni Pitella u Martin Schultz. Inkella Juncker ma jkollux l-appoġġ tas-Soċjalisti!

Imma x’ser jiġri eżatt għadu mhux ċar, għax għad irridu naraw kif ser imorru l-Kummissarji kollha. Imbagħad jibdew jittieħdu d-deċiżjonijiet.

Do you think he is suitable for the portfolio he has been assigned?

Not really. He is fully loyal to the political direction that has been outlined by Commission president-elect Juncker. He is capable of lip service on sustainable development (green growth), but did not demonstrate any willingness to take on industry opposition. He lacks commitment and conviction about the issues. It is difficult to imagine him confronting commissioners defending industry interests. He did not come across as a fighter, which is disappointing for one of the most important commissioners for the Greens.

Karmenu Vella + Dom Mintoff

On Monday 29 September at 2.30pm Karmenu Vella, Malta’s nominee to the Juncker led EU Commission will meet with Members of the European Parliament who sit on the Parliamentary Committees dealing with the Environment, Fisheries and Maritime Affairs. They will listen to his introductory views on the responsibilities which he has been assigned and subsequently they will ask questions.

For three hours they will listen to his answers after which they will decide whether in their opinion he is suitable for the post to which he has been nominated, that is as EU Commissioner for the Environment, Maritime Affairs and Fisheries.

The MEPs will be interested to hear Karmenu Vella explain as to how he will go about with the proposed revision and possible consolidation of the Birds Directive and the Habitats Directives which matter he was specifically instructed by Commission President-elect Jean-Claude Juncker to take in hand. These views are especially significant in view of the quasi unconditional support which the Labour Party in Malta gives to hunters and trappers. The European Voice on Monday 22 September paraphrased it very accurately when it stated that: the matter “is particularly sensitive because Malta has been in repeated and continued violation of these laws because of bird hunting.” Will Karmenu Vella, for example, in view of the Labour’s experiences in Malta seek to sanction spring hunting within the rest of the EU? MEPs will undoubtedly be very eager to learn about what possiblies lies ahead if EU Environmental governance is dependent on Karmenu Vella!

In the letter of appointment Jean-Claude Juncker identified 5 clear targets which Karmenu Vella has to attain, namely:

  1. The overhaul of existing environmental legislative framework,
  2. The European Union strategy about the quality of air,
  3. The circular economy and the results achieved to date and in the light of the first reactions of the European Parliament and of the Council of Ministers,
  4. The implementation of the common fisheries policy,
  5. Active participation in international fora on the Oceans within the United Nations and other multilateral and bilateral fora.

MEPs would be very much interested as to what is in store as a result of environmental deregulation. Which legislative instruments will be targeted? How will Karmenu Vella in his role as Commissioner  seek to ensure that the protection which the EU has to date afforded to both man and the eco-system is not dismantled but rather reinforced?

The European Chemicals Agency which deals with the implementation of the REACH Directive has been removed from the Environment portfolio and transferred to the portfolio dealing with Enterprise. This is not a matter which Karmenu Vella has to answer for but it is indicative as to the forces at play on Juncker’s table. The REACH Directive is not considered as an environmental matter by Jean-Claude Juncker. In his opinion it has to be administered primarily in the interests of enterprise, that is of business and industry.

Committees of the European Parliament will by now have digested the experiences of former European Commissioner John Dalli. As a result they would be more than interested about Karmenu Vella’s contacts with the business world, about his thoughts on lobbying as well as what he think’s transparency is all about.

A report published by the Corporate Europe Observatory earlier this month is entitled: Do not bet on the commissioner: the case of Karmenu Vella of Malta.  Since this report emphasises that Karmenu Vella “is not suitable to be a commissioner” the members of the Committees of the European Parliament would undoubtedly wish to hear from Karmenu Vella as to why, in his opinion they should arrive at a different conclusion.

Five nominees with questions to resolve at Commission hearings

Political alliances in the European Parliament will protect some nominees during confirmation hearings, and leave others at risk.

5) Karmenu Vella

Wrong country, right group, sensitive portfolio (environment and fisheries), wrong profile.

Hearing: Monday 29 September, 2.30pm

Vella will face two concerns during his hearing: discontent over the portfolio he has been given and discomfort over his political history in Malta. Juncker’s decision to merge environment and fisheries has not gone over well and Vella will face demands from MEPs on both the environment and fisheries committees to guarantee that he will not give their policy area short shrift. MEPs on the environment committee are concerned about the mandate letter sent by Juncker to Vella, which they see as prioritising an agenda of deregulation. Juncker’s request that Vella “carry out an in-depth evaluation of the birds and habitats directives and assess the potential for merging them into a more modern piece of legislation” is particularly sensitive because Malta has been in repeated and continued violation of these laws because of bird hunting. A group of the EU’s biggest environmental campaign groups wrote to Juncker last week and warned: “The environment portfolio has been given to a commissioner whose government is under intense international criticism for failing to implement EU bird conservation legislation, which the commissioner will now be in a position to amend.”

Vella may also face questions about his time as part of the Labour government of Dom Mintoff  in the 1980s – a time of political turmoil in Malta. There have been allegations in the Maltese press against Vella of political thuggery, tax evasion and corruption. None of these allegations has been proven but Vella will probably face a few questions. In part, these allegations are the product of Malta’s brand of intensely tribal politics, but faith in Malta has been damaged by the loss from the last college of commissioners of John Dalli, the Maltese commissioner forced to resign during the last term over allegations of corruption.

On the other hand, it will count to Vella’s advantage that his government belongs to the S&D group. Neither the S&D nor the EPP is expected to pursue an aggressive line of questioning. But colourful anecdotes from Vella’s time in Maltese politics could be red meat for Eurosceptic MEPs, who could use the opportunity to attempt a resurrection of Dalligate. The European Conservatives and Reformists group would also have nothing to lose by going after a centre-left MEP. This would likely not translate to a majority voting against Vella’s nomination, and the numbers are still in his favour. But if questions over his political past cause Vella’s hearing to go off the rails, he may find support from the EPP and S&D groups is brittle.

Karmenu Vella mhux bniedem li jbeżża’ n-nies. Huwa l-programm politiku li għandu quddiemu li hu tal-biża’. Huwa programm politiku li fil-qasam tal-ambjent imexxi l-arloġġ lura.

Jean-Claude Juncker jidher li għandu l-mira li jdgħajjef jew jelimina kull regolament ambjentali li jista’ jitqies bħala li hu ta’ xkiel għall-ħidma ekonomika. Issa meta jingħad kliem f’dan is-sens ifisser li l-business u l-industrija jitħallew jagħmlu li jridu għax dawn iqiesu kull regola bħala li ixxekkilhom fl-iskop uniku tagħhom: dak li jimpalaw l-euros! Regoli li jipproteġu n-nies u l-ambjent. Regoli li jippruvaw jasiguraw imġieba korretta. Dawn kollha qegħdin fil-mira tal-Kummissjoni immexxija minn Jean-Claude Juncker.

Karmenu Vella ġej minn pajjiż (u minn partit politiku) li ftit li xejn għandu kredibilita’ fejn tidħol l-osservanza tar-regolamenti ambjentali. Il-lista hi twila u mhux il-Gvern tal-lum biss ta’ kontribut għal din il-fama ħażina: il-Gvernijiet ta’ Gonzi u Fenech Adami ukoll għandhom jerfgħu ir-responsabbilta’ għal dan.

L-għaqdiet ambjentali internazzjonali, għaxra minnhom, mhux minn Karmenu Vella biss qed jibżgħu. Huma inkwetati mill-programm politiku tal-Kummissjoni immexxija minn Jean-Claude Juncker li jidher li jrid idawwar l-arloġġ lura fil-qasam ambjentali.

F’ittra pubblika grupp ta’ għaxar għaqdiet ambjentali isemmu r-raġunijiet dettaljati għal din il-biża’ tagħhom kif ġej:

  1. Ir-responsabbiltajiet ambjentali flimkien ma dawk għas-sajd u l-politika marittima taħt Kummissarju wieħed ser idgħajfu l-impenn u l-prijorita’ li għandu jkollha l-politika ambjentali,
  2. L-oġġettiv ewlieni tal-Kummissjoni għall-ħames snin jidher li hu tnaqqis tar-regolamentazzjoni (deregulation),
  3. L-inkarigu ċar u speċifiku lil Karmenu Vella biex jinbidlu id-direttivi dwar l-Għasafar u l-Habitats: hu messaġġ ċar kontra l-ħarsien tal-bijodiversita’,
  4. Ġew imqegħda flimkien, taħt Kummissarju wieħed ukoll, l-enerġija u t-tibdil fil-klima: dan ifisser li l-azzjoni dwar il-bidla fil-klima ser tkun soġġetta għas-suq tal-enerġija,
  5. L-għażla bħala Kummissarju għall-Klima u l-Enerġija ta’ persuna b’kuntatti magħrufa fl-industrija taż-żejt jnissel biża’ addizzjonali ta’ kunflitt ta’ interess,
  6. Iċ-ċaqlieq tar-responsabbilta’ għal Aġenzija Ewropeja dwar il-Kimiċi (u allura d-Direttiva REACH) mid-Direttorat Ġenerali dwar l-Ambjent għad-Direttorat Ġenerali tal-Intrapriża juri b’mod ċar li l-interessi tal-industrija qed jitpoġġew qabel l-interessi tan-nies, qabel il-ħarsien tas-saħħa u qabel konsiderazzjonijiet ta’ ħarsien ambjentali,
  7. Ma hemm l-ebda Viċi President tal-Kummissjoni inkarigat milli jikkorodina l-ħidma ambjentali (ekonomija l-ħadra, żvilupp sostenibbli, ħarsien tar-riżorsi ………….).

 

Dan kollu jfisser li l-Kummissjoni Juncker ser tkun Kummissjoni kontra l-politika ambjentali. Il-kliem li l-għaqdiet ambjentali jużaw hu li ser ikun hemm “a de facto shut-down of EU environmental policy making.”

Din hi l-biża’. Mhux biss biża’ minn Karmenu Vella, imma biża’ li l-Kummissjoni immexxija minn Jean-Claude Juncker ser iddawwar l-arloġġ lura fil-qasam tal-ambjent u Karmenu Vella ser ikun l-istrument biex dan iseħħ.

Il-BBQ li l-Parlament Ewropew mistenni jorganizza għal Karmenu Vella ser isir nhar it-Tnejn 29 ta’ Settembru 2014 bejn s-2.30pm u l-5.30pm.

Tlett siegħat sħaħ li fihom huwa mistenni li jwieġeb mistoqsijiet tal-Membri Parlamentari Ewropej dwar l-Ambjent, dwar is-Sajd u dwar il-Politika Marittima. Hu mistenni li fost il-mistoqsijiet ikun hemm xi waħda jew tnejn dwar il-kaċċa fir-rebbiegħa.

Ikun interessanti ukoll kif Karmenu Vella ser jispjega x’ser jagħmel dwar id-Direttiva tal-Għasafar u d-Direttiva tal-Habitats liema żewġ direttivi ngħata l-inkarigu speċifiku dwarhom minn Jean-Claude Juncker.

Fl-ittra tal-ħatra  Jean Claude Juncker ipoġġi 5 targets quddiem Karmenu Vella:

  1. L-eżami mill-ġdid tar-regolamentazzjoni ambjentali,
  2. L-istrateġja tal-Unjoni Ewropeja dwar il-kwalita’ tal-arja,
  3. L-ekonomija ċirkulari u r-riżultati miksuba s’issa u dan fid-dawl tal-ewwel reazzjonijiet tal-Parlament u tal-Kunsill tal-Ministri,
  4. L-implimentazzjoni tal-istrateġija komuni dwar is-sajd,
  5. Sehem attiv f’fora internazzjonali dwar l-ibħra fi ħdan il-Ġnus Magħquda u fora oħra multilaterali u bilaterali.

Il-Kumitati tal-Parlament Ewropew bla dubju ser ifittxu li jgħarblu l-ideat ta’ Karmenu Vella dwar kif ser iwettaq l-inkarigu l-ingħatalu. Imma fuq kollox, fid-dawl tal-esperjenzi ta’ John Dalli bħala Kummissarju Ewropew bla dubju l-Kumitati tal-Parlament Ewropew ser jistaqsu lil Karmenu Vella diversi mistoqsijiet dwar il-kuntatti tiegħu mad-dinja tan-negozju, dwar il-ħsiebijiet tiegħu fuq il-lobbying kif ukoll kif jaħsibha dwar it-trasparenza.

Ser jissemma ukoll ir-rapport ippubblikat ftit tal-ġranet ilu mill-Corporate Europe Observatory intitolat: Don’t bet on the commissioner: the case of Karmenu Vella of Malta. 

Billi f’dan ir-rapport jingħad li Karmenu Vella “ is not suitable to be a commissioner ” il-membri tal-Kumitati tal-Parlament Ewropew ikunu jixtiequ jisimgħu mingħand Karmenu Vella għaliex huma għandhom jaslu għal konklużjoni differenti.

Kif jista’ Karmenu Vella jitfi s-switch?

Karmenu Vella hu ferħan bl-inkarigu li ngħata minn Jean-Claude Juncker. Imma meta tara l-affarijiet sewwa huwa ċar li m’għandux wisq biex jifraħ.

Jiena bħala ambjentalist naħseb li l-proposta ta’ Juncker hi waħda żbaljata u nantiċipa kritika qawwija fil-Parlament Ewropew u fil-kumitati relattivi. Dan diġa jinħass mill-kummenti li qed jinstemgħu fil-kurituri diversi ġo Brussels.

L-ewwel nett l-oqsma ta’ responsabbiltà li Juncker għazel li jgħabbi fuq Karmenu Vella mhux biss huma wisq, imma iktar minn hekk jagħtu l-messaġġ ta’ tnaqqis tal-importanza tal-oqsma kollha: l-ambjent, il-politika marittima kif ukoll is-sajd. L-għażla tar-responsabbiltajiet ta’ Karmenu Vella kienet deċiżjoni politika ta’ Jean-Claude Juncker. Hi għażla li tfisser li dawn it-tlett oqsma ser ikunu emarġinati.  Dan hu messaġġ ħażin li qed jagħti Jean-Claude Juncker.

Hu messaġġ li ma jirriżultax biss mid-daqs tal-portafoll imma ukoll mill-fatt li l-ħidma ta’ Vella biex tasal għad-diskussjoni fil-Kummissjoni trid il-kunsens ta’ wieħed mill-Viċi Presidenti tal-Kummissjoni prinċipalment fuq kriterji ekonomiċi u ta’ kompetittivita u dan bħala riżultat tal-proposta tal-clustering tar-responsabbiltajiet fil-Kummissjoni. Dan ser ifisser li jista’ jinħonoq il-leħen ambjentali fil-Kummissjoni. Dan ikun pass kbir lura li jieħu lill-Unjoni Ewropeja lura snin kbar.

Kien ikun ħafna iktar għaqli kieku, kif qed tinsisti l-World Wildlife Fund, inħoloq cluster ta’ Kummissarji taħt id-direzzjoni ta’ Viċi President responsabbli mill-Iżvilupp Sostenibbli. Imma din donnha li għal Jean-Claude Juncker mhiex materja ta’ importanza.

Karmenu Vella hu bniedem raġjonevoli. Tista’ tiddiskuti miegħu b’faċilita. Filwaqt li dan hu importanti ħafna, mhux biżżejjed.

F’karriera politika ta’ kważi 40 sena Karmenu Vella ftit li xejn kien espost għall-politika ambjentali . Li taqra d-dossiers li jħejjulek fuq materji differenti jista’ jkun ta’ għajnuna imma qatt ma hu ser jirrimedja, f’kamp daqstant vast u kultant ikkumplikat bħalma hu dak ambjentali.

Fuq kollox imbagħad Karmenu Vella jappartjeni lil partit politku li m’għandux kredenzjali ambjentali li qatt jista’ jiftaħar bihom. Għadu ħiereġ minn kampanja elettorali fejn bħala parti mill-Partit Laburista Karmenu Vella ta appoġġ inkundizzjonat lill-kaċċa fir-rebbiegħa u lill-insib, posizzjonijiet li huma dijametrikament opposti għar-responsabbiltajiet li hu propost li jerfa’. Anzi għandu l-inkarigu ċar u speċifiku minn Juncker li jibda l-proċess ta’ reviżjoni u konsolidament tad-Direttivi bażici dwar l-Għasafar u l-Habitats. Safejn naf jiena ma naħsibx li Juncker irid jintroduċi l-kaċċa fir-rebbiegħa fl-Unjoni Ewropeja kollha!

Kif jista’ Karmenu Vella jitfi s-switch  ta’ posizzjonijiet politiċi li m’humiex kompatibbli mal-linja politika ambjentali tal-Unjoni Ewropeja?
