Politika dwar il-klima fl-Unjoni Ewropea

 

Il-politika dwar il-klima hi materja ewlenija li qegħda taħt il-lenti fil-laqgħat li Ursula von der Leyen, innominata bħala President tal-Kummissjoni tal-Unjoni Ewropea, qed ikollha mal-gruppi politiċi diversi fil-Parlament Ewropew.

Kemm il-Grupp tas-Soċjalisti u Demokratiċi kif ukoll dak Liberali fil-Parlament Ewropew ippubblikaw lista ta’ talbiet li għamlu lil von der Leyen dwar dak li jriduha tikkommetti ruħha dwaru imma li s’issa evitat. Fuq quddiem nett f’dan kollu hemm impenn ikbar dwar li politika meħtieġa biex ikun indirizzati l-impatti tat-tibdil fil-klima.

Min-naħa l-oħra, l-Grupp tal-Ħodor fil-Parlament Ewropew ħareġ stqarrija li permezz tagħha ta’ l-ġenb lill-kandidatura ta’ von der Leyen u dan għax, fi kliem Ska Keller, ko-president tal-grupp: “ma smajna l-ebda proposta konkreta, la dwar is-saltna tad-dritt u l-anqas dwar il-klima. Ġejna eletti b’mandat ta’ bidla u m’aħniex naraw kif din il-bidla tista’ sseħħ b’din il-kandidata.”

Azzjoni dwar il-bidla fil-klima hi prijorità u din il-prijorità għandha tkun riflessa fl-ambizzjonijiet li l-kandidat għall-Presidenza tal-Kummissjoni tal-Unjoni Ewropea trid tmexxi ‘l-quddiem. Sfortunatament hu magħruf li Ursula von der Leyen qatt ma tat prijorità lill-azzjoni dwar il-bidla fil-klima tul iż-żmien kollu li ilha attiva fil-politika nazzjonali tal-Ġermanja!

Tul l-għaxar snin li ġejjin, l-emissjonijiet tal-gassijiet serra fuq livell globali jeħtieġ li jonqsu b’iktar min-nofs. Anke iktar mit-tnaqqis ta’ 55% kif talab il-Parlament Ewropew kif ukoll mill-40% tnaqqis li s’issa aċċettaw il-pajjiżi membri. Dan fl-istess ħin li l-emissjonijiet netti għandhom jilħqu żero sa mhux iktar tard mill- 2050. Il-miri tal-ftehim ta’ Pariġi illum jiuffurmaw parti integrali mill-liġijiet tal-Unjoni Ewropea imma għad hemm ħafna ħidma x’issir biex dawn il-miri jitwettqu fir-realtà.

Soluzzjonijiet jeżistu biex ikunu ikunu indirizzati u trasformati l-enerġija, t-trasport, l-agrikultura u l-proċessi industrijali. Imma jeħtieġ li nkunu kapaċi li naħdmu flimkien biex l-impenn li jitwettaq il-Ftehim ta’ Pariġi mhux biss ikun onorat, imma li nkunu kapaċi nħajru oħrajn jagħmlu bħalna.

Minkejja l-wegħdiet li saru mill-pajjiżi differenti dwar emissjonijiet bħala parti mill-ftehim ta’ Pariġi xorta waħda jidher li ż-żieda fit-temperatura, sa tmiem is-seklu kurrenti, ser tkun ta’ madwar tlett gradi Celsius (3°C) fuq it-temperatura pre-industrijali. Dan meta nafu li iktar min-nofs din iż-żieda jkollha effetti katastrofiċi.

Diġà bdejna nduqu l-konsegwenzi bis-sħana tilħaq livelli ġodda, estremi ta’ għargħar u nuqqas ta’ xita u nirien li qed jagħmlu ħsara mhux żgħira f’kull rokna tad-dinja. L-affarijiet sejrin għall-agħar. Imma għad baqa’ ċans, kemm-il darba niċċaqalqu bla iktar dewmien.

Il-Gvernijiet m’humiex jieħdu l-inizjattiva. Mhux qed jindirizzaw dak li qed jirriżulta mir-riċerka xjentifika. Sfortunatament, uħud mill-Gvernijiet (u l-partiti politiċi li jiffurmawhom) jaraw kull azzjoni meħtieġa biex tkun indirizzata l-bidla fil-klima bħala ta’ xkiel għall-industrija u għall-ekonomija.

Sa minn meta saru tibdiliet fit-trattati Ewropej fl-1987, l-Unjoni Ewropea bdiet tieħu deċiżjonijiet dwar l-oqsma ambjentali b’maġġoranza kkwalifikata. Dan wassal biex ġiet sviluppata leġislazzjoni ambjentali li tiffaċilita politika Ewropea li tirrispondi għal dak kollu meħtieġ mit-tibdil fil-klima. Tul dan iż-żmien kollu, l-Parlament Ewropew kien dejjem fuq quddiem jinsisti dwar miri ċari u ambizzjużi fil-ġlieda kontra l-bidla fil-klima. Hu meħtieġ li anke l-Kummissjoni Ewropea timxi fuq dawn il-passi.

Hu għalhekk li hu meħtieġ li l-President approvat għall-Kummissjoni Ewropea tikkunsidra l-azzjoni dwar il-bidla fil-klima bħala prijorità u li tkun lesta biex il-Kummissjoni immexxija minnha taġixxi b’dan il-mod.

Climate Change politics at the EU

The politics of climate change is a main topic of discussion at the meetings which Ursula von der Leyen, European Commission President-designate, is currently participating in with the various political groups in the EU Parliament.

The Progressive Alliance of Socialists and Democrats Group, as well as the Liberal Group, have issued written demands to von der Leyen detailing the various policy commitments which they expect but not yet see. The politics of climate change is at the forefront of the requests made.

The Greens, on the other hand, have issued a statement rejecting von der Leyen’s candidacy, as in the words of Ska Keller, co-president of the group: “We did not hear any concrete proposal, be it on the rule of law or on climate. We have been elected on a mandate for change and we don’t see how change will be possible with this candidate.”

Action on climate change is a priority and this priority must be reflected in the ambitions which the European Commission President-designate puts forward. Unfortunately, it is known that Ursula von der Leyen has never prioritised climate action during her long career in German National politics!

Over the next 10 years, global greenhouse gas (GHG) emissions need to be more than halved (beyond the 55% reduction as requested by the European Parliament and surely beyond the 40% committed to by the EU Member States), while net GHG emissions must reach zero by 2050 at the latest. Attaining the commitments of the Paris Agreement is now enshrined in EU climate and energy laws but the European Union must do much more to make it a reality.

Solutions exist for transforming energy, transport, agriculture and industrial production systems. We must act together to fulfil our commitments to the Paris Agreement and beyond, and encourage others to do so too.

Notwithstanding the national pledges made as part of the Paris Agreement, we are on course for warming of about 3°C above pre-industrial temperatures by 2100. It is known that any increase exceeding 1.5°C will be catastrophic.

We are already at the receiving end, with global temperatures warming-up at unprecedented rates, floods, droughts and fires which are impacting our communities all over the world. It is getting worse. Yet it is not too late, provided we act without further delay.

Governments are not showing leadership in tackling climate change. They are not addressing the gap between the expectations of the citizens and the analysis of the scientists on one hand, and their decisions on the other.

Unfortunately, some governments, and the political parties which form them, see climate change policies only as an obstacle for industry and the economy.

Since the Treaty change of 1987, the European Union has decided legislation in the field of the environment on the basis of a qualified majority voting. This has allowed for the development of a comprehensive set of new environmental legislation and facilitated a concerted EU policy response towards climate change.

The EU Parliament has, most of the time, been the most progressive EU institution, demanding more ambitious targets and measures in the fight against climate change. It is about time that the EU Commission follows suit.

We need a European Commission President who considers climate change action as a priority and acts accordingly.

Pesticides found in hair samples

Abstract and main results of report commissioned by the                                             

European Greens-European Free Alliance in the European Parliament

 

Pesticides are ubiquitous in our environment and food. Many pesticides are reported to induce health issues including cancer, neurological pathologies and endocrine disruption. The Greens/EFA Group set up a large-scale campaign to measure human exposure for a selection of 30 pesticides, reported as endocrine disruptors, among EU population.

Hair analysis has been chosen to investigate pesticides exposure because hair is a unique and reliable biomonitoring tool to investigate long term chronic exposure. Moreover, xenobiotics that are present in blood are incorporated into the hair structure during hair synthesis in the scalp and incorporated substances have increased stability. As hair grows about 1 cm per month, the analysis of each centimetre informs about average exposure over a one-month period. In addition, hairs are easy to sample and to ship to the laboratory.

148 hair samples were collected from 6 EU countries: Germany, Denmark, United Kingdom (Wales), Italy, France and Belgium between end of July and October 2018. Samples were analysed to search for a selection of 30 pesticides including insecticides, fungicides and herbicides.

Main results of the study indicate:

15 pesticides out of 30 were detected at least one time
 60.1% of analysed samples contain at least one pesticide residue
 23.6% of analysed samples contain at least two pesticide residues
 Most occurring pesticides are:
 fipronil (insecticide) found in 29.7% of samples,
 propiconazole (fungicide) found in 18.9% of samples,
 permethrine (insecticide) found in 18.9% of samples,
 chlorpyriphos-ethyl (insecticide) found in 10.1% of samples
 Highest proportion of sample with pesticide residues (84.6%) was found for the United      Kingdom (Wales)
 Lowest proportion of sample with pesticide residues (44.1%) was found for Germany
 Highest number of different pesticide residues (4) was found for 4 samples from     Belgium
 Highest concentration of pesticide residues (3941.9 pg/mg) was found for one sample       from France
Populations from the 6 countries studied are exposed to variable number and quantity     of pesticides depending on their country and their age category.

Leo Brincat: loyalties and lip service

When Leo Brincat gave evidence before the EU Parliamentary Committee on Budgetary Control last week he was, as anticipated, quizzed on his position regarding the Panama Papers.

Leo Brincat made himself crystal clear by stating that he would have submitted his resignation – or else suspended himself from office until such time as matters would have been clarified – had he been himself involved.

He volunteered the information that there had been a point at which he had considered resigning from Ministerial office due to the manner in which the Panama Papers scandal was handled in Malta. He added that, eventually, however, his considerations did not materialise and he did not resign as he had no desire to be a “hero for a day and end up in the (political) wilderness” thereafter.

Then came the fundamental issue: what about his vote against the motion of No Confidence in Minister Konrad Mizzi which was discussed by Malta’s House of Representatives? He emphasised that he could not vote in favour of the No Confidence motion as he was bound by the party’s Parliamentary Whip! It was a basic standard of local politics, based on the Westminister model, he emphasised.

At this point Leo Brincat made it clear to the EU Parliament’s Budgetary Control Committee that he had made a very important and fundamental choice: he preferred loyalty to the party whip to loyalty to his principles: those same principles which he has been harping on for ages. When push came to shove, solidarity with Konrad Mizzi took priority over good governance. This is what irked a substantial number of MEPs and prompted them not to recommend the  approval of Leo Brincat as a member of the European Court of Auditors. Leo’s declaration means only one thing: that his statements on good governance are only lip service to which there is no real commitment.

From this point onwards, the issue became one of principle, stated Slovenian Green MEP Igor Šoltes, Vice Chairman of the EU Parliamentary Committee on Budgetary Control and rapporteur on the European Court of Auditors, when interviewed by the local media. How is it possible to expect appointment to the European Court of Auditors and simultaneously give a nod of approval to Konrad Mizzi? Leo’s reluctance to distance himself from Konrad’s misbehaviour was his undoing.

Leo Brincat was considered as being technically qualified for the post of member of the European Court of Auditors but his public behaviour relative to the Panama Papers left much to be desired: it rendered him ethically unqualified.

Most of the information on Malta and the Panama Papers scandal is freely available online. In this day and age, MEPs and their staff, like anyone else, can easily look up all the information they need in an instant. They do not need any prodding by David Casa, Roberta Metsola, Therese Commodini Cachia or anyone else!

The facts are damning enough. Leo Brincat, unfortunately, came across as an ambivalent person who speaks in favour of good governance yet through his vote simultaneously gives support to its negation. Konrad Mizzi’s behaviour,, sanctioned in parliament by the vote of Leo Brincat and his colleagues on the government benches, signifies that the Parliamentary Labour Party in Malta does not care about good governance. Leo Brincat’s failure is quite representative of the Labour Parliamentary group’s behaviour in Malta, as they have all contributed to this mess – the effects of which are yet to come.

In fairness, I must also point out that the press had, at a point in time picked up information about a rowdy Labour Party Parliamentary Group meeting during which Leo Brincat and a number of other MPs (including a number of Ministers ) had argued for Konrad Mizzi’s resignation or removal. It is indeed unfortunate that Joseph Muscat did not feel sufficiently pressured to remove Konrad Mizzi from Cabinet, as that meeting was only followed up with cosmetic changes in Konrad Mizzi’s Cabinet responsibilities.

It is useless to try and shift the blame onto Joseph Muscat and his cronies. While Joseph Muscat is ultimately responsible, this does not exonerate Leo Brincat and each individual member of the Labour Party Parliamentary group; each one of them too must shoulder responsibilities for  failure to act in removing Konrad Mizzi from public office.

At the end of the day there is just one lesson: loyalty to your conscience is not up for bartering.

L-iskandlu tal-Volkswagen

Id-dettalji tal-iskandlu tal-Volkswagen  fl-iStati Uniti tal-Amerika għadhom ħerġin. L-istorja kollha, forsi, għadha mhux magħrufa s’issa.

Jidher li dan l-iskandlu jinvolvi madwar nofs miljun karozza li taħdem bid-diesel (qed issemma ukoll iċ-ċifra ferm ikbar ta’ 11-il miljun karozza) kif ukoll żieda ta’ madwar miljun tunellata ta’ emmissjonijiet ta’ NOx li jniġġzu l-arja u li  fil-parti l–kbira tagħhom huma ta’ ħsara għas-saħħa.

Dan jidher li seħħ minħabba li diversi karozzi prodotti mill-kumpanija Volkswagen kellhom apparat elettroniku stallat li kien inaqqas it-tniġġiz meta l-karozzi jkunu qed jiġu ittestjati liema apparat iżda ma kienx jaħdem f’ħin ieħor. Jidher li l-logħba kienet permezz ta’ software li kien istallat biex meta l-karozza tkun qed tiġi misjuqa b’mod normali l-kontrolli tal-emmissjoniiet kienu jintfew awtomatikament b’mod elettroniku. Dawn il-kontrolli iżda, kienu jerġgħu jinxtegħlu awtomatikament meta jkun għaddej xi test tal-emmissjonijiet.

Il-karozzi effettwati, mudelli li jaħdmu bid-diesel li ġew immanifatturati bejn l-2009 u l-2015 jidher li huma VW Jetta, Beetle u Golf, il-mudell Passat tal-2014-15, u l-mudell Audi A3 ta’ bejn l-2009 u l-2015.

Volkswagen qed tikkalkula li dan l-iskandlu ser jiswielha €6.5 biljuni fi ħsarat u possibilment mat-$18-il biljun f’multi fl-iStati Uniti tal-Amerika fejn ġie identifikat dan l-abbuż. Dan aparti multi f’pajjiżi oħra, kif ukoll, possibilment, proċeduri kriminali kontra d-diriġenti tal-kumpanija.

Il-ħsara lir-reputazzjoni tal-kumpanija, ukoll, diġa hi kbira ħafna.

Iktar tard illum, il-Kumitat tal-Ambjent tal-Parlament Ewropew ser jikkonkludi d-diskussjoni dwar abbozz ta’ leġislazzjoni li taġġorna r-regolamenti dwar it-tniġġiz mill-karozzi Euro 5 u Euro 6 applikabbli fl-Unjoni Ewropeja. Fi stqarrija li ħareġ il-bieraħ,  il-kelliemi tal-Ħodor Ewropej Bas Eickhout qal li ilu magħruf li l-manufatturi tal-karozzi fl-Unjoni Ewopeja qed iduru mar-regoli tat-tniġġiz tant li m’humiex josservawhom. L-iskandlu tal-Volkswagen fl-Istati Uniti għandu tiftaħ beraħ għajnejn kulħadd dwar dak li fil-fatt qed jiġri.

Nistennew li nkunu infurmati jekk ġewx mibjugħa minn dawn il-karozzi f’Malta u x’passi ser jittieħdu dwarhom.

L-approvazzjoni ta’ Karmenu Vella

Uħud qed jogħruk jdejhom li Karmenu Vella kien approvat miż-żewġ kumitati tal-Parlament Ewropew li għarbluh.

Kien mistenni li jsir hekk minkejja li uħud kellhom u għad għandhom dubji dwar dan. Huma esprimew dawn id-dubji fil-laqgħat li saru, kemm fil-pubbliku kif ukoll fil-privat.

Il-kritika ndirizzata lejn Karmenu Vella kienet ta’ żewġ tipi.

L-ewwel tip ta’ kritika kienet dik dwar ir-responsabbiltajiet tiegħu. Fir-realta’ din kienet kritika iktar indirizzata lejn Jean Claude Juncker u l-mod kif huwa qassam ir-responsabbiltajiet bejn il-Kummissarji differenti proposti. Id-diffikulta tal-Membri Parlamentari Ewropej kienet li minħabba li diversi materji ta’ importanza ambjentali ġew assenjati bħala responsabbilta ta’ Kummissarji oħra huma riedu jkunu jafu l-fehma ta’ Karmenu Vella dwarhom. Dan minħabba li bħala membru tal-Kummissjoni Ewropeja Karmenu Vella bla dubju ser ikun mitlub jieħu sehem fit-teħid ta’ deċiżjonijiet dwarhom. Allura kien meħtieġ li jkun stabilit x’kienet il-ħegga u l-viżjoni ambjentali ta’ Karmenu Vella. Izda dwar dan ħarġu ferm disappuntati.

It-tieni tip ta’ kritika kienet dwar il-preparazzjoni. Karmenu Vella kellu ħmistax-il jum (biss) biex jipprepara ruħ. Kellu preparazzjoni raġjonevoli dwar is-Sajd u l-Politika Marittima imma l- preparazzjoni dwar l-ambjent kienet waħda ferm fqira.

Imma xorta ġie approvat.

Għaliex sar dan?

L-unika grupp li appoġġah b’mod assolut kien dak Soċjalista. Il-Popolari kellhom riżervi dwar it-tweġibiet li ta’ imma kienu lesti li jagħtuh ċans. Il-Liberali riedu assugurazzjoni dwar l-impenn tal-Kummissjoni kollha favur l-iżvilupp sostenibbli. Il-Greens dehrilhom li ma kienx addattat u fuq kollox li ma kienx ser joħroġ għonqu għall-Ambjent u Sajd jekk ikun ikkonfrontat minn interessi proposti.

Huwa ċar li ġaladarba qablu bejniethom is-Soċjalisti u l-Popolari, Karmenu Vella kellu l-appoġġ tal-maġġoranza fil-kumitati tal-Parlament Ewropew li deher quddiemhom. Wara li s-Soċjalisti iddeċidew li jagħtu l-appoġġ lill-kandidatura ta’ Jean Claude Juncker bħala President tal-Kummissjoni kien ċar li ħlief f’kaz li jinqala’ xi ħaġa gravi m’hu ser ikun hemm l-ebda Kummissarju Socjalista jew Popolari li ma jkunx approvat. Jekk ma jseħħx dan, kull naħa għandha x’titlef. (Nafu li hemm ta’ l-inqas sitt Kummissarji li qegħdin taħt attakk.)

Fil-ġranet li ġejjin irridu naraw kif ser jiżviluppaw il-laqgħat tal-Parlamentari mal-Kummissarji proposti kif ukoll kemm Jean Claude Juncker ser jagħti kaz tal-kritika li saret, lilu u lill-Kummissarji proposti.

Bl-istampa sħiħa d-diskussjoni tkun ferm iktar interessanti.

Il-wirja ta’ Karmenu Vella illum huwa u jwieġeb il-mistoqsjiet tal-Membri Parlamentari Ewropej kienet waħda fqira.

Mhux biss ma kellux għarfien adegwat tal-oqsma ambjentali, talli ma wera l-ebda ħeġġa jew viżjoni dwar d-diversi oqsma li kien mistoqsi dwarhom. Tant li Claude Turmes, il-membru Parlamentari tal-Ħodor tal-Lussemburgu ħass il-ħtieġa li jsaqsieħ jekk Juncker taħx struzzjonijiet biex ma jikkommettix ruħu.

Tlift il-kont ta’ kemm il-darba ma kienx f’posizzjoni li jirrispondi, ma tax risposta jew qagħad idur mal-lewża. Buzz-words uża kemm trid. Imma meta kien mitlub ikun konkret f’dak li qed jgħid naqas milli jagħmel dan.

Anke dwar id-Direttiva dwar l-Għasafar żelaq meta ipprova jgħid x’għandu f’moħħu Juncker meta taħ l-inkarigu biex jikkonsolida din id-Direttiva u dik dwar il-Habitats. L-ikbar ċertifikat tawhulu l-Birdlife International meta qalu li : I don’t think we can feel reassured in any way by his performance.

Minkejja dan kollu l-Grupp Soċjalista hu sodisfatt u l-grupp tal-Popolari jafu li x’aktarx li ser ikollhom jitwikkew bih, għax hekk ftehmu ma’ Gianni Pitella u Martin Schultz. Inkella Juncker ma jkollux l-appoġġ tas-Soċjalisti!

Imma x’ser jiġri eżatt għadu mhux ċar, għax għad irridu naraw kif ser imorru l-Kummissarji kollha. Imbagħad jibdew jittieħdu d-deċiżjonijiet.

Do you think he is suitable for the portfolio he has been assigned?

Not really. He is fully loyal to the political direction that has been outlined by Commission president-elect Juncker. He is capable of lip service on sustainable development (green growth), but did not demonstrate any willingness to take on industry opposition. He lacks commitment and conviction about the issues. It is difficult to imagine him confronting commissioners defending industry interests. He did not come across as a fighter, which is disappointing for one of the most important commissioners for the Greens.

Għada waranofsinnhar Karmenu Vella jippreżenta ruħu biex ikun eżaminat minn żewġ kumitati tal-Parlament Ewropew.

Fid-dibattitu pubbliku li ilu għaddej mill-10 ta’ Settembru 2014, id-diffikulta prinċipali mhiex il-persuna ta’ Karmenu Vella, imma d-deċiżjoni politika li ħa Jean Claude Juncker dwar ir-responsabbiltajiet li assenja lil Karmenu Vella u lil oħrajn. Fl-ittra li ntbagħatet mill-Grupp tal-Ħodor lil Jean Claude Juncker nhar il-Ġimgħa li għaddiet dan kien ċar ħafna u jpoġġi f’perspettiva l-argumenti kollha.

Karmenu Vella il-persuna jidher li ma hu fil-mira ta’ kważi ħadd. L-unika kritika diretta lejh kienet dik tal-Corporate Europe Observatory. Għalhekk ma nistax nifhem kif fl-aħħar siegħat ħoloq il-kontroversja hu stess meta ġew ippubblikati t-tweġibiet li kien mitlub jagħti bil-miktub għal xi mistoqsijiet li sarulu. Hi kontroversja li kien ikunu ħafna għaqli li kieku evita. Imma tawh pariri ħżiena!

Il-gazzetti tal-lum (apparti l-Kullħadd u t-Torċa li baqgħu siekta) kienu mimlijin bil-kummenti li juru kemm Karmenu Vella żbalja bl-ikraħ meta qal li hu ivvota biex Malta tissieħeb fl-Unjoni Ewropeja meta hu ċar li sa ftit ġranet qabel il-votazzjoni tar-referendum tal-2003 hu kien involut b’mod attiv favur il-LE, anke f’dibattitu fuq it-TV.

Issa din kienet kontroversja bla ħtieġa għal Karmenu Vella. Imma kontroversja li ħalliet togħma morra ma bosta. Hawn Malta ħadd m’hu jemmen dak li qal Karmenu Vella dwar kif ivvota. X’ser jagħmlu l-Membri Parlamentari Ewropej ma nafx. Naf biss li ħadd m’hu ta’ subgħajh f’ħalqu. Dawk minnhom li jsegwu x’inhu jiġri jafu l-posizzjoni li ħa l-Partit Laburista f’Malta dwar is-sħubija fl-Unjoni Ewropeja. Min minnhom għaldaqstant jifhem x’qiegħed iħarref Karmenu Vella bil-fors li ser ikollu d-dubju dwar it-tweġbiet l-oħra li Karmenu Vella jagħti fuq l-Ambjent, is-Sajd u l-Politika Marittima. Għax il-loġika tgħidlek li jekk ma ssibhiex bi kbira li tħarref fuq ħaġa l-anqas m’int ser issibha bi kbira li tħarref fuq affarijiet oħra.

B’mod oġġettiv, kieku l-kumitati parlamentari tal-Parlament Ewropew kellhom jiddeċiedu fuq il-kompetenzi individwali tal-kummissarji proposti, madwar 6 minn dawk proposti ma jkunux approvati. Imma nafu li l-Parlament Ewropew u l-Kumitati tiegħu ma jaħdmux hekk sakemm ma jkun hemm affarijiet ta’ serjeta’ kbira li jistunaw. Dejjem sakemm ma jkunx hemm xi gaffe bħalma għamel Rocco Buttiglione fl-2004 inkella sakemm il-Kummissarju li jkun qed iwieġeb ma jweġibx b’mod adegwat mistoqsijiet dwar dak li jidher bħala l-konflitt ta’ interess tiegħu jew tagħha kif kien ġrala l-Bulgara Rumiana Jeleva fl-2010.  Sakemm ma jiġrix hekk hu probabbi li l-Kummissjoni tkun approvata kollha kif propost u dan bl-appoġġ tal-Popolari u s-Soċjalisti kif ukoll tal-Liberali.

Pero jekk jinqala’ dak li mhux previst ma tistax tgħid x’jiġri.

Juncker taħt il-lenti tal-Ħodor

Il-bieraħ Alternattiva Demokratika ippubblikat ittra li Rebecca Harms u Philippe Lamberts mexxejja konġunti tal-Grupp tal-Ħodor fil-Parlament Ewropew bagħtu lil Jean Claude Juncker il-President elett tal-Kummissjoni Ewropeja.

F’din l-ittra li l-oriġinal tagħha jista’ jinqara hawn Harms u Lamberts qed jilmentaw li fit-tqassim tar-responsabbiltajiet lill-Kummissarji l-ġodda Juncker injora l-fatt li t-trattat Ewropew fl-artiklu 3.3 tiegħu ipoġġi bħala mira ċara tal-Unjoni Ewropeja li din taħdem favur l-iżvilupp sostenibbli.

Dan l-obbligu, jemfasizzaw Harms u Lamberts mhux rifless fir-responsabbiltajiet tal-Viċi Presidenti u l-anqas fl-ittri tal-ħatra tal-Kummissarji differenti.

L-emfasi fuq it-tnaqqis tar-regolamentazzjoni flimkien mal-fatt li ingħaqdu flmkien responsabbiltajiet ta’ dawk li sal-lum kienu dikasteri differenti huwa ferm inkwetanti. L-Ambjent ingħaqad mas-Sajd u l-Politika Marittima filwaqt li l-Enerġija u l-Azzjoni dwar it-Tibdil fil-Klima inġabru ukoll fir-responsabbiltajiet ta’ Kummissarju wieħed. Dan kollu flimkien iwassal għat-tħassib fundat li l-importanza għal azzjoni ambjentali ser tkun imdgħajfa filwaqt li l-ħidma dwar l-impatti klimatiċi ser tonqos drastikament.

Dan kollu hu konfermat ukoll miċ-ċaqlieq ta’ numru ta’ responsabbiltajiet li sal-lum kienu meqjusa bħala primarjament responsabbiltajiet ambjentali li issa ġew assenjati f’direttorati ġenerali oħra.

Fid-dawl ta’ dan il-Ħodor ħeġġew lil Jean-Claude Juncker biex jagħmel tibdil fir-responsabbiltajiet tal-Kummissarji u dan billi :

l-ewwel: jassenja r-responsabbilta għall-iżvilupp sostenibbli lil wieħed mill-Viċi Presidenti,

it-tieni: jissepara mill-ġdid ir-responsabbilta għall-klima minn dik għall-enerġija u dik għall-ambjent mis-sajd u l-politika marittima,

it-tielet: jirrevedi l-ittri tal-ħatra ta’ numru ta’ kummissarji ewlenin billi jagħti importanza u prijorita’ lis-sostenibilita kif ukoll lill-użu għaqli tar-riżorsi naturali u lill-bijodiversita,

ir-raba’ jirrevedi ċ–ċaqlieq ta’ responsabbiltajiet li tneħħew mid-Direttorat Ġenerali tal-Ambjent.

Fl-ittra tagħhom Harms u Lamberts jemfasizzaw li huwa obbligu tal-Parlament li jassugura illi l-interessi taċ-ċittadini Ewropej ikunu imħarsa huwa u jsir l-iskrutinju u l-ħatra tal-Kummissjoni. It-tibdil li dwaru l-Ħodor qed jinsistu huwa fl-interess taċ-ċittadini Ewropej u għaldaqstant il-Ħodor jidhrilhom illi jekk dan it-tibdil ma jseħħx huwa impossibli għalihom li jagħtu appoġġ lill-Kummissjoni l-ġdida.

Diġa kien hemm reazzjonijiet għal dan kemm minn Martin Schultz President tal-Parlament Ewropew kif ukoll minn Juncker innifsu.

Schultz irreaġixxa limitatament għall-punt dwar l-iżvilupp sostenibbli. Il-bieraħ stess ENDS Europe irrappurtat lil Schultz hekk : New Commission needs sustainability Vice President.

Schultz jidhirlu li hu żball da parti ta’ Juncker li ħalla barra responsabbilta għall-iżvilupp sostenibbli mir-responsabbiltajiet tal-Viċi Presidenti.

Min-naħa l-oħra Juncker isostni kemm il-ġabra flimkien ta’ responsabbiltajiet tal-ambjent, sajd u politika marittima kif ukoll dawk dwar il-klima u l-enerġija. Min-naħa l-oħra jsostni ukoll li r-responsabbilta’ dwar l-iżvilupp sostenibbli hi tal-Kummissarji kollha.

 

Din hi l-kritika kostruttiva li qed jagħmlu l-Ħodor fil-Parlament Ewropew. Mhiex kritika indirizzat lejn xi pajjiż jew lejn xi Kummissarju partikolari. Dawk qed isiru ukoll minn ħaddieħor u huma motivati minn diversi raġunijiet.

Nistennew u naraw kif ser jiżviluppaw is-seduti pubbliċi li fihom, min-nhar it-Tnejn il-Kummissarji l-ġodda ser ikunu skrutinati dwar il-kompetenzi tagħhom.
