Il-pandemija u l-kummerċ tal-Milied

Bħala riżultat tal-pandemija Covid-19, dan il-Milied ser ikun wieħed differenti minn dawk li ġew qablu.  Normalment il-Milied  huwa ż-żmien meta  nissoċjaliżżaw iktar mill-bqija tas-sena. Żmien li fih niltaqgħu iktar mal-ħbieb u mal-familjari. Huwa ż-żmien li fih hu normali li niltaqgħu fi gruppi għal attivitajiet differenti.  

Dan hu kompletament bil-maqlub tal-mod kif issa jeħtieġ li naġixxu biex nikkumbattu kontra l-coronavirus. Li nnaqqsu drastikament u possibilment nevitaw il-kuntatti tagħna hu l-minimu meħtieġ f’dawn iċ-ċirkustanzi biex tonqos l-imxija tal-coronavirus.  Bosta minna hekk jagħmlu, minkejja li l-Gvern kontinwament jagħtina sinjali konfliġġenti.   

Wieħed minn dawn is-sinjali konfliġġenti ngħata waqt il-konferenza stampa biex ikun imniedi  Christmas in the City iktar kmieni din il-ġimgħa. Il-Ministri  Josè Herrera u Julia Farrugia-Portelli, imwieżna miċ-Chairman tas-Super One Jason Micallef, u oħrajn, tkellmu dwar il-ħinijiet tax-xiri u dwar kemm ser ikun faċli l-parking għal min jitħajjar imur il-Belt biex jixtri r-rigali tal-Milied. L-ispirtu tal-Milied xejn ma jiddependi mis-siegħat ta’ xiri fil-ħwienet. L-anqas ma jiddependi minn kemm ikollna aċċess faċli għall-parking.  

Is-sinifikat propju tal-Milied hu tal-istaġun tas-solidarjetà li fiċ-ċirkustanzi preżenti, maħluqa mill-pandemija, hu importanti iktar minn qatt qabel.

Fl-istess ħin li l-Ministri Herrera u Farrugia-Portelli kienu kienu qed jitkellmu dwar Christmas in the City, epidemologisti kienu qed iwissuna li matul ix-xahar ta’ Diċembru r-rata tal-imwiet f’Malta mill-Covid-19 mistenni li tiżdied bi tlett darbiet: minn żewgt imwiet kuljum għal sitta kuljum. In-numru tal-imwiet mill-Covid-19 diġa żdied b’mod konsiderevoli sa minn meta tnaqqsu r-restrizzjonijiet f’Lulju li għadda. Fil-ħin li qed nikteb in-numru ta’ mwiet ħtija tal-Covid-19 laħaq il-108, u sa x’ħin dan l-artiklu jinqara n-numru sfortunatament ikompli jikber.

Fid-dawl ta’ dan ma jagħmilx sens li tistieden lin-nies biex jinżlu l-Belt għax-xiri tar-rigali tal-Milied. Huwa l-waqt li nagħmlu eżatt bil-maqlub:  innaqqsu l-moviment tan-nies bit-tama li dan jgħin fit-trażżin tal-pandemija.  Huwa dan li messu qed iħeġġeġ il-Gvern.

Ikoll nirrikonoxxu li l-pandemija kellha impatt qawwi u negattiv fuq l-għixien ta’ bosta.  Is-setturi tal-ikel u tal-ospitalità  kellhom sfida qawwija matul ix-xhur tas-sajf. Iż-żmien meta normalment imorru tajjeb, kien iż-żmien meta qalgħu l-ikbar daqqa.  Iktar ma noqorbu lejn il-Milied mhux talli l-pandemija ma naqqsitx, talli donna iktar irrankat. L-irkupru ekonomiku jidher li għad baqalu.

In-numru ta’ dawk li qed ikunu infettati qiegħed jikber.  Fl-istess ħin lkoll nifhmu li l-iskop wara x-xewqa li jkunu mħajra n-nies lejn il-Belt u ċ-ċentri kummerċjali hi motivata mill-ħtieġa tad-dinja tal-kummerċ biex ittaffi d-daqqa li qalgħet billi tipprova issarraf ftit mill-kummerċ li normalment jiġġenera l-Milied. Il-konsiderazzjonijiet ta’ saħħa, imma, għandhom dejjem jibqgħu l-prijorità: issa mhux iż-żmien li jkunu nkoraġġiti l-ebda tip ta’ celebrazzjonijiet.  Flok ma ninkoraġixxu lin-nies biex tersaq lejn ic-ċentri kummerċjali l-Gvern għandu jkun fuq quddiem biex iħeġġeġ l-attenzjoni u prudenza. Mhux Ministru wieħed, imma l-Gvern kollu! Il-vouchers, l-għotjiet, l-għajnuniet u s-supplimenti għall-pagi li l-Gvern qed iqassam f’isimna lkoll, wara kollox, għandhom l-iskop li jtaffu dan il-piz li nħoloq bħala riżultat tal-pandemija.

Għalfejn f’dan il-mument kritiku narmu l-kisbiet li ġibna bis-sagrifiċċji ta’ bosta? Għax huwa dan li nkunu qed nagħmlu kull meta jingħata ħjiel li wara kollox tajjeb li ninġabru u niċċelebraw. Issa mhux il-waqt għal dan.

Il-Covid-19 mhux ser joqtol il-Milied jekk inqas nies jixtru ir-rigali! L-ispirtu tal-Milied ma jitkejjilx  mill-volum ta’ rigali li jinxtraw imma minn kemm aħna kapaċi nkun solidali mal-vulnerabbli tal-lum.

U issa?

L-ikbar att ta’ solidarjetà, bħalissa, hu li harsu lill-vulnerabbli fostna billi nimxu mad-direttivi tal-awtoritajiet tas-saħħa intenzjonati biex iżommu lill-pandemija milli tkompli tixtered.  Il-vaċċin jidher li hu fil-qrib. Dan inissel tama li possibilment matul l-ewwel nofs tas-sena l-ġdida nibdew l-ewwel passi fil-mixja bil-mod lejn in-normalità.  

Imma sadakinnhar hu obbligu tagħna li nħarsu kemm lilna nfusna kif ukoll lil ħaddieħor b’imġieba prudenti. Din hi s-solidarjetà prattika li dan l-istaġun tal-Milied jistenna minn għandna.

Covid-19 and the City

As a result of the Covid-19 pandemic, this Christmas is essentially different from all past ones.

Christmas is normally time for meeting with friends and family, for socialising. It is the time when we normally gather in large groups for a variety of purposes. This is exactly the opposite of what is required to combat the spread of the coronavirus. Avoiding and reducing unnecessary contacts to the bare minimum helps to prevent the further spread of Covid-19. That is what we all say and believe, notwithstanding government’s continuous conflicting signals. 

One of the last such conflicting signals was given during a Press Conference launching Christmas in the City earlier this week. Ministers Josè Herrera and Julia Farrugia-Portelli, buttressed by Super One Chairman Jason Micallef and others spoke about shopping hours and parking requirements when launching Christmas in the City.  The Christmas spirit is not dependent on shopping hours, nor does it have any parking requirements.

In my book Christmas is the solidarity season which in the context of the current Covid-19 pandemic assumes additional significance.

Almost simultaneously with the Christmas in the City launching, epidemiologists were warning us that the daily number of deaths from Covid-19 in Malta was expected to triple during the month of December: from two to six deaths daily. At the time of writing the Covid-19 death count is 106 and rising. The death count has increased substantially since restrictions were reduced in July 2020.

Within this context it is not on to encourage large numbers to descend on Valletta for their Christmas shopping. It is the time to do exactly the opposite: discourage movements, hoping that as a result, movements are restricted to the bear minimum.

All of us acknowledge that Covid-19 has seriously impacted the livelihood of many. Economic sectors such as the food and the hospitality industries have experienced severe challenges during the summer season, when ordinarily this business would have been booming. As we approach Christmas, the pandemic not only does not show any sign of slowing down: it may well spike once more. An opportunity for economic recovery remains under threat.

More people are succumbing to the virus every day. The desire to draw people to Valletta and other commercial centres in an effort to tap the Christmas spirit for commercial gain, thereby providing a lifeline to businesses is understandable. Health considerations should however take priority: now is however not the time to encourage celebrations of whatever nature. Instead of encouraging people to get out to the commercial centres, government should encourage more cautious behaviour. Government handouts and wage supplements have the specific purpose of helping shoulder the burden created by all this.

Why do we threaten the sacrifices of the many at this critical time by encouraging unreasonable behaviour?

Covid-19 will not kill Christmas if fewer people do their Christmas shopping. The Christmas spirit is not measured in terms of the volume of Christmas shopping but in terms of our acts of solidarity.

Where do we go from here?

The greatest act of solidarity, at this time, is to protect the vulnerable amongst us by following the advice of the health authorities intended to contain the Covid-19 spread as much as possible. A vaccine may be on the horizon, possibly heralding the beginning of a slow return to normality in the first half of the new year.

Until then, it is our duty to take care of ourselves and others by ensuring cautious behaviour. This is the practical solidarity expected from all of us this Christmas season.

Ir-razziżmu jagħmel ħsara iktar mill-coronavirus

Illum tħabbar li kellna 52 każ ġdid ta’ coronavirus. L-ebda wieħed minnhom ma oriġina miċ-ċentru miftuħ ta’ Ħal-Far.

Hemm min ilu jrewwaħ mill-bieraħ b’ħanqa razzista. Ilhom jikkummentaw li ser ikollna splużjoni ta’ każijiet minħabba ċ-ċentru miftuħ ta’ Ħal-Far, preżentement taħt kwarantina.

Bla dubju, lil dawk kollha fiċ-ċentru miftuħ irridu nqiesuhom bħala persuni vulnerabbli għal diversi raġunijiet. Ewlenija fosthom li qegħdin iffullati, ħafna persuni f’żona ristretta. Hemm bżonn jittieħdu passi urġenti dwar dan. Sakemm iddum il-kriżi tal-coronavirus il-Gvern jista’ faċilment juża’ uħud mil-lukandi li bħalissa huma vojta għal dan l-iskop! Ikun qed jieħu miżura effettiva biex inaqqas it-tixrid tal-virus. Il-liġi digà tagħti l-poteri kollha Gvern biex dan jista’ jagħmlu immedjatament. Dik tkun solidarjetà ta’ veru. Solidarjetà ta’ insara ta’ veru.

Dawk kollha li bħalissa qed jippostjaw is-santi tar-Redentur u tad-Duluri fuq facebook ikun tajjeb għalihom u għal kulħadd li jirrealizzaw li t-tixrid tal-mibgħeda razzjali tagħmel ħsara iktar mill-coronavirus.

Is-solidarjetá mhiex qegħda kwarantina.

Lejn normal differenti

L-imxija tal-coronavirus għadha fl-istadji bikrija tagħha. In-numri ta’ dawk identifikati bħala infettati, s’issa, s-servizzi tas-saħħa qed ilaħħqu magħhom. Nittamaw li l-affarijiet jibqgħu hekk, anke jekk in-numri inevitabilment ser jiżdiedu. Dan ser ikun jiddependi fuq diversi fatturi, ewlieni fosthom li lkoll kemm aħna qed nosservaw dak li jgħidulna l-awtoritajiet tas-saħħa biex b’hekk tonqos il-possibilità li l-virus ikun trasmess fuq skala kbira.

Bla dubju, l-mistoqsija fuq fomm kulħadd hi: kemm ser jgħaddi żmien biex il-pajjiż jirkupra minn dan kollu?

F’waħda mill-intervisti li tiegħu, l-Prim Ministru Robert Abela indika li l-kriżi tal-coronavirus tista’ twassal sal-bidu tas-sajf. Jista’ jkun, iżda, li din iddum ferm iktar: possibilment anke sa tnax-il xahar ieħor! Il-medja internazzjonali qed tispekula dwar jekk il-firxa tal-coronavirus tonqosx fis-sajf biex imbagħad tirritorna iktar tard bħall-influwenza “normali” li tkun magħna kull sena. Il-possibilità tat-tieni mewġa tal-coronavirus m’għandiex tkun injorata, għax, jekk dan iseħħ jista’ jkollha impatti konsiderevoli fuq dak li jkun baqa’!

Meta ser niġu lura għan-normal? Il-ħajja f’Malta ser tirritorna għal dak li mdorrijin bih jew ser nieħdu l-opportunità biex nibnu normal ġdid u differenti?

Il-pajjiż jeħtieġlu ż-żmien biex jerġa’ jiġi fuq saqajh, ħafna iktar minn kemm hu meħtieġ biex ikun eliminat il-coronavirus minn fostna. Iż-żmien ta’ stennija nistgħu nagħmlu użu tajjeb minnu billi nibdew nippjanaw bis-serjetà dwar kif ser nibnu mill-ġdid ir-reputazzjoni tal-pajjiż. Huwa iktar diffiċli li nibnu r-reputazzjoni tal-pajjiż milli nsewwu l-ħsara kkawżata mill-firxa tal-coronavirus.

Reċentement ġew ippubblikati żewġ dokumenti bi proposti li jistgħu jkunu ta’ għajnuna kbira f’din il-ħidma li hi tant meħtieġa. L-ewwel dokument ippubblikat huwa dokument konsultattiv li ippubblika xi ġimgħat ilu l-Kummissarju għall-iStandards fil-Ħajja Pubblika. Dan hu intitolat: Towards the Regulation of Lobbying in Malta. It-tieni dokument huwa intitolat Review of the Ethical Framework guiding public employees u kien pubblikat mill-Uffiċċju Nazzjonali tal-Verifika iktar kmieni din il-ġimgħa. Hi ħasra li, safejn naf jiena, ma teżisti l-ebda verżjoni bil-Malti ta’ dawn id-dokumenti. Dan ukoll hu nuqqas amministrattiv li għandu jkun rimedjat. Il-Malti hu lsienna u proposti ta’ din ix-xorta jeħtieġ li jkunu ppubblikati bil-Malti ukoll.

Fid-dokument konsultattiv tiegħu l-Kummissarju għall-iStandards fil-Ħajja Pubblika jargumenta favur it-trasparenza permezz tar-regolamentazzjoni tal-lobbying, materja li s’issa hi nieqsa mill-liġijiet tagħna. Hu biss permezz ta’ transparenza rigoruża tal-proċess politiku li nistgħu nassiguraw il-kontabilità u allura l-iskrutinju pubbliku tal-formazzjoni ta’ proposti politiċi kif ukoll tal-proċess tat-teħid ta’ deċiżjonijiet. Ilkoll konxji li sakemm il-lobbying ma’ jkunx regolat, dan ser jibqa’ sors ewlieni tal-kontaminazzjoni tal-proċess politiku. Meta nirregolaw il-lobbying, min-naħa l-oħra, nistgħu jkollna proċess politiku infurmat u allura nkunu qed nikkontribwixxu b’mod effettiv għall-kontabilità.

Fit-tieni dokument, l-Awditur Ġenerali jeżamina r-regoli dwar l-imġieba etika li huma mifruxa fl-Att dwar l- Amministrazzjoni Publika, fil-Kodiċi tal-Etika u fil-Kodiċi dwar it-Tmexxija tas-Servizz Pubbliku li flimkien jirregolaw il-mod kif jopera is-servizz pubbliku. L-Awditur Ġenerali ġustament josserva, illi, meta tqis il-kontenut ta’ dawn it-tlett dokumenti flimkien jirriżulta li hemm nuqqas ta’ ċarezza, liema nuqqas joħloq l-inċertezza, u b’hekk tkun imnaqqsa l-effettività tagħhom. Huwa jemfasizza illi r-regoli huma ultimament effettivi skond kemm huma kapaċi jwasslu għal azzjoni konkreta. Jiġifieri r-regoli għandu jkollhom il-kapaċita li jittraduċu l-prinċipji f’azzjoni reali.

Permezz tal-proposti tagħhom il-Kummissarju għall-iStandards fil-Ħajja Pubblika u l-Awditur Ġenerali qed iwasslu messaġġ għat-tisħieħ tal-pedamenti tal-amministrazzjoni pubblika. Bħala riżultat ta’ dan, jista’ jkun possibli li nibnu “normal ġdid” u differenti minn dak li drajna bih sal-lum. Normal fejn il-governanza tajba ma tkunx iktar eċċezzjoni imma tkun l-imġieba normali li nistennew mingħand dawk fil-ħajja pubblika u fl-amministrazzjoni pubblika għas-servizz tal-pajjiż.

Il-waqfien tal-pajjiż ħtija tal-mixja tal-coronavirus hi ukoll opportunità għal riflessjoni tant meħtieġa. Huwa l-waqt li l-paroli kollu dwar governanza tajba nittrasformawh f’azzjoni konkreta. Il-pajjiż għandu bżonn ta’ normal ġdid, ta’ normal differenti minn dak imdorrijin bih.

Il-Gvern ta’ Robert Abela hu irresponsabbli li fetaħ l-istaġun tal-kaċċa.

B’dan il-pass qed tkun mhedda l-kredibilità tal-miżuri tajba kollha li ttieħdu s’issa biex ikun evitat it-tixrid tal-coronavirus. Il-Pulizija li ser ikollhom jagħmlu r-ronda kontra l-abbuzi tal-kaċċaturi (madwar 40 pulizija) ser jittieħdu minn fuq xogħol ieħor li hu essenzjali, ewlieni fosthom dak li jkunu sorveljati dawk li qegħdin kwarantina.

Mela kulħadd ingħata l-parir biex nibqgħu ġewwa, sakemm ma jkunx hemm il-bżonn li noħorġu. Allura dan mhux qżież li qed jinfetaħ l-istaġun tal-kaċċa fir-rebbiegħa f’dan il-mument partikolari?

Kif issa nippretendu li l-bqija jsegwu d-direttivi tad-Dipartment tas-Saħħa u jibqgħu ġewwa?

Mbagħad, wara kollox, jekk ma jkun ġara xejn li joħorġu l-kaċċaturi fil-kampanja x’iżommna jekk noħorgu aħna, l-bqija, dawk li ma naqblux mal-kaċċa fir-rebbiegħa? Xi jżommna milli noħorġu tlieta tlieta bid-distanza ta’ żewġ metri l-bogħod minn xulxin biex nammiraw is-sbuħija tal-kampanja? Inkunu qed insegwu id-direttivi tad-Dipartiment tas-Saħħa. Mhux hekk?

Towards a new normal

The Coronavirus outbreak is still in its initial stages. The numbers of those testing positive are, so far, manageable. We all hope that this will remain manageable even though the numbers are on the increase. This is however dependent on many factors, primarily on our observing the instructions issued by the health authorities in order to reduce the possibilities of transmission of the virus.

How long will it take for the country to recover?

In one of his interviews Prime Minister Robert Abela has indicated that the current Coronavirus crises may last till the beginning of summer. Recovery, could, however, last longer, even as much as twelve months. The international media is speculating on whether the Coronavirus outbreak will reduce its spread during the summer months as well as whether it will return later in the year just like the “common” flu. The possibility of a second outbreak is not to be overlooked, as if this were to happen, it could have a devastating effect on what’s left.

When will life get back to normal? Will life in Malta be back to what we were used to or will we avail ourselves of the opportunity to seek a new normal?

It will take time for the country to start functioning again, much more than is required to eliminate the Coronavirus from our midst. We can put to good use the available time on our hands to start planning in earnest the rebuilding of our reputation as a country. Reconstructing our reputation is more difficult to achieve successfully than making good the extensive damage caused by the Coronavirus outbreak.

In this respect, lately, two different sets of proposals have been published for our consideration. The first is the document for public consultation published by the Commissioner for Standards in Public Life some weeks ago, entitled: Towards the Regulation of Lobbying in Malta. The second is the Review of the Ethical Framework guiding public employees published this week by the National Audit Office. As far as I am aware no Maltese version of these documents has been published. This is a recurring administrative deficiency which should be remedied at the earliest. Maltese is our national language and proposals of this fundamental nature should be available for consideration in the Maltese language too.

In his consultation paper, the Commissioner for Standards in Public Life argues in favour of transparency through the regulation of lobbying which matter is still missing from our laws. It is only through rigorous transparency of the political process that we can ensure accountability and consequently public scrutiny of the policy formation and decision-taking process. We are all aware that as long as lobbying is unregulated it will remain a primary source of the toxification of the political process. Regulated lobbying, on the other hand, can inform the political process thereby contributing to more effective accountability.

In his review, the Auditor General examines existing ethical rules spread in the Public Administration Act, the Code of Ethics and the Public Service Management Code which together regulate the operation of the civil service. He observes that at times, when one considers these three instruments together, there is a lack of clarity which creates uncertainty, as a result reducing their effectiveness. He emphasises that ultimately effectiveness of the rules is also dependent on follow-up action and an enforcement which is capable of translating principles into tangible action.

Through their proposals the Commissioner for Standards in Public Life and the Auditor General seek to strengthen the foundations of public administration. As a result, it may be possible to construct a new normal where good governance is no longer an exception but the normal behaviour which we expect from people in public office as well as from the public administration serving the country.

The Coronavirus outbreak is thus also an opportunity for a long overdue reflection. The grinding to a halt of the whole country is also the right moment to substitute lip-service to good governance with some concrete action. The country desperately needs a new normal.

In-natura dejjem tiddeċiedi

Bħala riżultat tal-coronavirus il-pajjiż kważi wieqaf. Ġie kkonfermat għal darba oħra li m’aħniex iżolati min-natura u l-forzi naturali ta’ madwarna. Ma għandna l-ebda immunità la mill-virus u l-anqas mill-forzi tan-natura.

Illum hawn il-pandemija tal-coronavirus li għaddejja tkaxkar minn quddiema lil min ma jkunx moħħu hemm. Għada, mhux ‘il-bogħod, irridu niffaċċjaw il-qilla tat-tibdil fil-klima.

In-natura ma tiddiskriminax u tibqa’ għaddejja minn fuq kulħadd.

Il-pandemija tal-coronavirus hu maħsub li oriġinat f’Wuhan iċ-Ċina, fis-suq tal-annimali maqbuda mis-selvaġġ, permezz tal-bejgħ ta’ laħam tagħhom, ewlieni fosthom laħam tal-friefet il-lejl.

Din ġrat drabi oħra. Il-marda respiratorja magħrufa bħala SARS (Severe Acute Respiratory Syndrome), li tfaċċat madwar għoxrin sena ilu imma li kellha firxa limitata, ukoll oriġinat minn virus ġej mill-istess familja tal-coronavirus. Ġie identifikat li anke is-SARS toriġina minn annimali fis-selvaġġ. Jidher li fiż-żewġ każi l-virus joriġina prinċipalment mill-friefet il-lejl.

Fi żmien ieħor, kien skopert li l-HIV (Human Immune-deficiency Virus) li jattakka u jeqred id-difiża interna ta’ ġisimna toriġina minn l-ikel ta’ laħam tax-xadini infettat. Anke l-virus Ebola, kawża ta’ infezzjonijiet fatali, hi trasmessa minn annimali infettati bħall-friefet il-lejl u x-xadini, ġeneralment permezz tal-ikel ta’ laħam infettat.
In-natura għandha l-ħabta li meta jidhrilha tiddeċiedi. Il-virus jibqa’ għaddej b’mod naturali u sakemm jitwaqqaf b’imġiebitna xejn ma jżommu.

It-tbagħbis tan-natura dejjem iwassal għal konsegwenzi serji. Hemm prezz x’jitħallas għal imġiebitna. Kull meta ninjoraw dan il-fatt bażiku, jiddispjaċina.

Nimmaġina li ħadd minna ma kiel laħam infettat ġej mill-friefet il-lejl inkella mix-xadini. Aħna iżda nbagħbsu man-natura mod ieħor li fuq tul ta’ żmien jagħmel ħsara daqs il-virus li jaqbeż mill-farfett il-lejl għal ġol-bniedem.

Il-kwalità tal-arja tagħna ħafna drabi hi deskritta mill-agenzija Ewropea tal-Ambjent bħala waħda fqira.

Imma wara li daħlu fis-seħħ il-miżuri biex nikkumbattu l-imxija tal-coronavirus, fl-Imsida, fejn l-Awtorità tal-Ambjent għandha stazzjon li jkejjel il-kwalità tal-arja, ġie osservat tnaqqis fit-tniġġiż tal-arja. L-informazzjoni li nġabret mill-kampjuni tal-kwalità tal-arja tindika tnaqqis sostanzjali fit-tniġġiż li hu assoċjat mal-użu tal-karozzi. Dan seħħ tul dawn l-aħħar ġimgħat bħala riżultat tal-fatt li iktar nies qed jaħdmu mid-dar kif ukoll minħabba li l-istituzzjonijiet edukattivi għalqu l-bibien tagħhom. L-użu tal-karozzi naqas sostanzjalment u dan wassal għal tnaqqis fit-tniġġiż li joriġina mit-traffiku.

Kellha tkun il-coronavirus li twassal għall-implimentazzjoni tal-istrateġija nazzjonali tat-trasport li identifikat id-dipendenza fuq il-karozzi bħala l-problema ewlenija li dawk li jfasslu l-miżuri dwar it-trasport kontinwament jinjoraw. Nofs il-vjaġġi bil-karozzi privati f’Malta idumu inqas minn 15-il minuta. Dan ifisser li l-mobilità meħtieġa hi prinċipalment ta’ natura lokali jew reġjonali u għal distanzi qosra. Xi ħtieġa hemm ta’ karozzi privati għal dan? F’pajjiż fejn kważi kullimkien huwa tefa’ ta’ ġebla ‘l-bogħod għandna iktar minn biżżejjed mezzi alternattivi ta’ transport.

L-impatt tal-Covid-19 fuq il-ġenerazzjoni tat-traffiku u allura fuq il-kwalità tal-arja jindika li m’għandniex ħtieġa li nibqgħu għaddejjin bil-ħela ta’ fondi pubbliċi fuq proġetti massivi mhux meħtieġa in konnessjoni mal-infrastruttura tat-toroq. Ilkoll jeħtieġ li nifhmu li hu possibli illi nnaqqsu sostanzjalment l-impatti fuq il-kwalità tal-arja jekk nindirizzaw bis-serjetà d-dipendenza tagħna lkoll fuq il-karozzi privati. Jagħmlu tajjeb dawk li huma nkarigati mill-ippjanar tat-trasport jekk jagħtu każ tal-impatti tal-coronavirus fuq it-traffiku: tibdil fl-imġieba tagħna lkoll u tnaqqis tat-traffiku ġġenerat.

L-impatt tat-traffiku fuq il-kwalità tal-arja hu kontribut sinifikanti ta’ Malta għat-tibdil fi-klima. It-tibdil fil-klima hi r-reazzjoni tan-natura għat-tniġġis tal-arja ikkawżat fid-dinja, prinċipalment mill-bniedem. Din diġa qed timmanifesta ruħha permezz ta’ tibdil, kultant sostanzjali, fit-temperaturi, perjodi twal ta’ nixfa u varjazzjonijiet dwar meta u kemm tagħmel xita. Kultant l-istaġuni donnu jaslu barra minn żmienhom.

L-impatti tal-coronavirus qed jagħtu ftit nifs lin-natura u dan mhux biss f’Malta! Hemm bosta lezzjonijiet x’nitgħallmu biex forsi nibdlu l-imġieba tagħna u l-istil ta’ ħajjitna. Meta l-impatti tat-tibdil il-klima jiżdiedu u jilħqu l-milja tagħhom, dak li għaddej bħalissa riżultat tal-coronavirus inqiesuh bħala insinifikanti. Hemm bżonn niftħu ftit widnejna u nagħtu każ dak li qed tgħidilna n-natura.

Nature calls the shots

COVID-19 has brought the country to a standstill. We are not isolated from nature and its forces at work around us. We are not immune, not just from viruses, but from the forces of nature.

Today it’s the pandemic COVID-19 that’s ploughing through. Tomorrow it will be climate change.

Nature acts in a non-discriminatory manner.

The coronavirus pandemic is thought to have had its origins at the Wuhan wild animal market in China through the sale of meat derived from various wild animals, primarily bats.

This is not the first time for such an occurrence. SARS (Severe Acute Respiratory Syndrome), is another respiratory disease which was detected some 20 years ago, when it had a limited spread. It was traced to a virus belonging to the same family of viruses as the Coronavirus, also traced to viruses originating in wild animals. Incidentally, bats seem to be the point of origin in both cases.

At other times HIV (Human immune-deficiency Virus) which destroys the human immune defences, was traced to the eating of meat of infected chimpanzees. Likewise, the Ebola virus, causing outbreaks of fatal infections, is transmitted from infected animals such as fruit bats, chimpanzees, and monkeys, to humans, generally through the consumption of infected meat.

Nature has a habit of calling the shots whenever it deems fit. Viruses follow natural paths and until brought in check by proper behaviour on our part, they will reign supreme.

Tinkering with nature and natural processes always backfires. There is then a price to pay and we ignore this at our peril.

None of us, most probably, has consumed infected meat from bats or chimpanzees. However, we tinker with nature in other ways, which, in the longer term are just as lethal as viruses which jump from bats to man.

The quality of our air is poor. The European Environment Agency in fact, at times, describes it as very poor.

Yet after the Coronavirus mitigation measures came into force there was a substantial decrease in air pollution registered at the air-monitoring station in Msida operated by the Environment and Resources Authority. Data available indicates a significant decrease in pollutants associated with a decrease in car use during the past weeks as more work from home and the educational institutions closed their doors. Car use has decreased substantially, as a result leading to an all-round decrease in traffic generated pollutants.

It had to be the Coronavirus to commence seriously “implementing” Malta’s National Transport Master Plan which identified car-dependency as a major issue ignored continuously by our transport planners. A basic statistic which stares at us in the face is that 50 per cent of car trips in Malta have a duration shorter than 15 minutes. It follows that mobility is primarily local and regional in nature and on very short routes. Do we need private cars for this? Are the available alternative means of transport not sufficient for this need in a country where practically everywhere is a stone’s throw away?

The impact of COVID-19 on the generation of traffic and consequently on air quality should be an eye opener indicating that we do not need to waste public funds on unnecessary infrastructural road works. We need to understand that it is possible to substantially reduce our impacts on air quality if we address car-dependency head-on. The traffic impacts of Coronavirus could be of help to transport planners to do their job properly.

The impact of traffic on air quality is a significant contribution from Malta towards climate change.

Climate change is nature’s reaction to man-made pollution of the atmosphere. This is already manifesting itself through changes in temperatures, extended periods of drought and changes to rainfall patterns. The seasons at times seem to be inversed. It could get worse, much worse in fact.

The Coronavirus impact has introduced some much-needed breathing space for nature and natural forces, not only in Malta. There are significant lessons to be learnt in order to adjust our behaviour. When the full force of nature releases additional impacts of climate change, the coronavirus impacts would pale to insignificance. Is it not about time that we start listening to nature and act accordingly?

Messaġġi differenti bejn il-Ħamis u l-Ġimgħa

Bejn dak li ntqal fil-konferenza stampa ta’ Chris Fearne il-Ħamis waranofsinnhar u dak li ntqal fl-intervista l-Ġimgħa fil-għaxija minn Robert Abela hemm differenza. Din ma kienitx differenza żgħira u qed tħawwad lin-nies.

Chris Fearne, Ministru tas-Saħħa, qal, u fisser f’ċertu dettall, li madwar 118,000-il persuna kien jeħtieġilhom ma joħorġux mid-dar minħabba li huma vulnerabbli: jiġifieri hu iktar faċli għalihom li jimirdu. Min għax vulnerabbli minħabba l-età u min għax vulnerabbli minħabba l-kundizzjoni ta’ saħħtu minħabba li hu soġġett għal mard kroniku.

Kien imfisser ċar ħafna minn Chris Fearne li biex il-protezzjoni tingħata sewwa kien meħtieġ li anke dawk li joqgħodu fl-istess dar jibqgħu ġewwa huma ukoll. Biex ikun ċar Fearne qal li l-uniku mod biex dan ikun evitat kien li dawk li joqgħodu fl-istess dar issibu x’imkien ieħor fejn joqgħodu b’mod immedjat. Dan biex ikun evitat li min hu dieħel u ħiereġ jeffettwhom ħażin bil-coronavirus. B’hekk tkompli tonqos il-possibiltà tat-tixrid tal-virus.

Issa, sfortunatament, il-Prim Ministru Robert Abela bidel id-diska.

Fl-intervista, waqt l-aħbarijiet tat-tmienja l-bieraħ fil-għaxija, Abela qal li min jaħdem u joqgħod ma persuni ta’ età ikbar minn 65 sena, jista’ jmur għax-xogħol. U li jistgħu joħorġu ukoll biex jixtru. Dan imur kontra dak li qal il-Ministru tas-Saħħa u joħloq il-periklu ta’ infezzjoni għal dawn vulnerabbli.

Id-direttivi, li ghandhom l-iskop illi jnaqqsu l-moviment tan-nies, dejjem ser joħolqu diffikulta. Jekk ser joqgħodu jħawdu n-nies b’messaġġi differenti d-diffikultajiet ser ikunu ħafna ikbar u s-siwi tad-direttivi jonqos drastikament. Ser nispiċċaw li dak kollu li ser jingħad minn issa ‘l quddiem ma hu ser jemmnu jew jagħti kaz tiegħu ħadd, bit-tama li l-għada xi ħadd jgħid xi ħaġa differenti.

Minkejja d-diffikultà li inevitabilment tinħoloq b’kull restrizzjoni li titħabbar, s’issa jidher li t-tixrid tal-virus kien xi ftit jew wisq taħt kontroll. B’din it-taħwida hemm il-periklu li l-affarijiet issa ma jibqgħux hekk.

Għalfejn qed iħawdu in-nies? Sar tant xogħol siewi, jarmuh issa?

L-impatti tal-Coronavirus: inħarsu l-impiegi kollha

Il-Gvern ħabbar pakkett finanzjarju ta’ €1.8 biljun biex jilqa’ għall-impatti tal-Coronavirus.

Kif ser ikun effettwat il-ħaddiem b’kuntratt bla rabta ta’ numru ta’ siegħat li jaħdem (zero-hours contract), jew dawk f’impieg temporanju, dawk tas-sengħa li jaħdmu għal rashom, inkella n-negozjanti ż-żgħar? Il-pakkett finanzjarju imħabbar, ftit li xejn jaħseb fihom. Allura, minkejja l-merti tiegħu, il-pakkett finanzjarju tal-Gvern mhux tajjeb biżżejjed.

Il-ħaddiem iż-żgħir l-ewwel li jlaqqatha f’kull kriżi. Hu l-impatt fuqhom li għandu jservi ta’ kejl biex inkunu nistgħu niffurmaw opinjoni dwar kemm dan il-pakkett finanzjarju, kif ukoll dawk li għad jistgħu jiġu, huma effettivi.

Ilkoll nieħdu pjaċir b’inizjattivi biex jassiguraw li l-ekonomija u min iħaddimha jiġi fuq saqajh, mhux biss meta tiġi fi tmiemha din il-kriżi iżda ukoll fil-mixja li jeħtieġilna ngħaddu minnha biex nirkupraw. Imma kemm hu sew li noħorġu r-riżorsi tal-pajjiż biex tkun tista’ tirkupra ekonomija li mhiex kapaċi tirrispetta l-iktar dgħajfa fostna?

Il-proposti tal-Gvern biex jilqa’ għall-impatti tal-Coronavirus ma jorbtux lill-operaturi ekonomiċi li jagħmlu użu mill-proposti differenti fil-pakkett milli jħarsu l-impiegi. Is-sensji diġa bdew. Il-ħaddiem iż-żgħir l-ewwel li jlaqqatha. Warajh ilaqqtuha oħrajn.

Il-pakkett tal-Gvern biex jilqa’ għall-effetti tal-Coronavirus jeħtieġ miżuri addizzjonali.

L-għajnuna li ser tingħata għandha tmur lil dawk li sofrew tnaqqis sostanzjali fid-dħul tagħhom meta kkomparat mas-sena li għaddiet. Il-pakkett tal-Gvern huwa iffukat biex jiffaċilita l-likwidità kif ukoll biex jgħin ħalli jkun iggarantit self bankarju. Filwaqt li dawn huma miżuri importanti, f’din il-kriżi hu essenzjali li l-għajnuna tkun iffukata fuq il-pagi tal-ħaddiema. L-għajnuna diretta lill-operaturi ekonomiċi għandha tkun marbuta mal-obbligu tagħhom li jipproteġu l-impiegi. Jekk ma jkunx imħares ix-xogħol m’għandhiex tingħata għajnuna.

Aħna l-Ħodor f’Alternattiva Demokratika mħassba dwar il-ħaddiem iż-żgħir. Hu l-ewwel ma jlaqqatha f’din il-kriżi: huma l-ewwel vittmi tal-Coronavirus. L-għajnuna li dawn jeħtieġu hi fil-forma ta’ dħul minimu garantit tul ix-xhur li ġejjin, kemm iddum il-kriżi. Huma l-iktar vulnerabbli u ħadd mhu jitkellem dwarhom.

Il-kirjiet ta’ residenzi għandhom jiġġeddu awtomatikament sakemm tintemm il-kriżi. Għandu jkun hemm provediment għall-ħarsien minn xoljiment ta’ kuntratti ta’ kera tul il-kriżi. Hemm ħtieġa ukoll li tul il-kriżi l-Gvern jimpenja ruħu iktar biex jassigura illi l-iktar vulnerabbli jkollhom saqaf fuq rashom. Dan għandu jsir dejjem imma b’mod specjali tul il-kriżi.

Aħna l-Ħodor tal-fehma li l-impatt ta’ din il-kriżi fuq l-impiegi turi difetti strutturali fil-qasam soċjali fil-pajjiż. Malta mhux l-unika pajjiż li qed jiffaċċja din il-problema. Huwa importanti li bħal numru ta’ pajjiżi oħra, fosthom l-Isveżja, in-Norveġja, il-belt ta’ Utrecht fl-Olanda, anke f’Malta nidħlu fil-fond u neżaminaw kif jistgħu jaħdmu skemi ta’ dħul minimu garantit li jirreferu għalihom bħala Universal Basic Income u Guaranteed Minimum Income schemes. Ikun għaqli li neżaminaw sewwa dawn it-tip ta’ skemi, għax dawn jistgħu joffrulna tarka tajba meta nkunu iffaċċjati b’dawn il-kriżijiet.

Huwa l-waqt li kulħadd iżomm rasu f’lokha. Il-paroli vojt fil-Parlament tal-Ministru Silvio Schembri iktar kmieni din il-ġimgħa kien barra minn postu u għamel il-ħsara, minkejja li wara skuża ruħu. Qatt mhi idea tajba li thedded bit-tkeċċija lil dawk li b’ħidmiethom taw kontribut biex il-pajjiż kiber, anke bix-xogħol tagħhom. Meta din il-kriżi tgħaddi jerġgħu jkunu huma, inkella oħrajn bħalhom, li nsibu biex jagħmlu dak ix-xogħol li għalih la hemm Maltin, inkella l-Maltin ma jridux jagħmluh għal raġunijiet diversi. Anke issa stess l-Onor Ministru jista’ jagħti titwila lejn is-servizz tas-saħħa u jara jekk hux possibli li jopera mingħajrhom, flimkien dejjem mal-kollegi Maltin. Flimkien qed jagħtu servizz impekkabbli lil pajjiż.

Ilkoll niftakru kif madwar sena ilu, l-Prim Ministru Joseph Muscat kien assoċja l-involviment tal-barranin fid-dinja tax-xogħol f’Malta mal-ġbir taż-żibel. Anke hu, dakinnhar kien għamel apoloġija. Imma sfortunatament il-preġudizzji tiegħu ħallihom warajh fil-Kabinett ta’ Robert Abela.
