Fil-Parlament ma’ Franco Debono

 

Illum wara nofsinnhar jiena, Michael Briguglio u Ralph Cassar għan-nom ta’ Alternattiva Demokratika ħadt sehem f’diskussjoni  dwar l-abbozz ta’ Liġi li Franco Debono stess ippreżenta fil-Parlament dwar il-finanzjament tal-Partiti Politiċi.

Iltqajna mal-Kumitat Magħżul tal-Parlament immexxi minn Franco Debono u magħmul ukoll mill-Onor. Francis Zammit Dimech u l-Onor Jose’ Herrera. Kienu preżenti ukoll rappreżentanti tal-PN u rappreżentanti tal-PL  u xi mistednin oħra.

L-inizzjattiva hi flokha. Id-diskussjoni tal-lum kienet waħda ta’ natura ġenerali kif jixhdu ir-rapporti fil-media li irrappurtaw id-diskussjoni (Times, Malta Today u Di-ve).

Fil-prinċipju irrid ngħid li Alternattiva Demokratika taqbel mal-proposta ta’ Franco. Irrid imma ngħid li hemm numru ta’ dettalji importanti li jeħtieġu diskussjoni fit-tul u possibilment li l-proposti in kwistjoni jkunu ikkunsidrati mill-ġdid.

Ta’ importanza kbira hi ir-rwol propost għall-Kummissjoni Elettorali biex tirreġistra l-Partiti Politiċi kif ukoll biex tkun ir-regulatur finanzjarju tal-Partiti Politiċi.

Id-diffikulta toħroġ mill-fatt li l-Kummissjoni Elettorali hi maħtura esklussivament miż-żewġ partiti politiċi l-kbar (il-PN u l-PL).  Żewġ partiti li kontinwament jużaw il-proċess elettorali biex jeskludu partiti oħra kif jixhdu l-emendi elettorali li saru tul is-snin liema emendi huma marbutin ma’ Parlament b’żewġ partiti politiċi.

F’laqgħat oħra  ser nidħlu iktar fil-fond fuq id-dettalji tal-abbozz bit-tama li nsibu linja komuni fejn dak li naqblu dwaru insbu kliem addattat li jesprimih.

Wara l-laqgħa Alternattiva Demokratika għaddiet lil Franco Debono bħala Chairman ta’ dan il-Kumitat Magħżul tal-Kamra tad-Deputati proposti għal tibdil fil-Kostituzzjoni dwar l-elezzjoni ġenerali. Imma dwar dan ngħidilkom darba oħra.

AD lambasts Marsa Power Station Persisting Pollution

 

The attempt by government to extend further the use of the obsolete and polluting Marsa Power Station shows the low level of commitment of the Maltese government to the implementation of the EU acquis. Those who voted for a European Malta are once again being betrayed. The Maltese Government has known about the requirement to phase out the Marsa plant from before accession in 2004 but failed to plan for this in an adequate manner.
 
AD spokesperson on energy, industry and transport, Ralph Cassar said “Voters have once more been taken for a ride. In the 1990s they were told that once Delimara Power Station would have been operative, Marsa Power Station would have been decommissioned. Then in 2003 they were told that the Marsa Power Station would either comply with the acquis or else close down. They changed their version once more by stating that the plant would be allowed to pollute but would only operate for 20,000 hours from 1 Jan 2008 onwards. Now that the 20,000 hours have been used up, we are being told that the plant can only be decommissioned by 2013.” Malta risks not being taken seriously by the Commission. The Gonzi government is living in denial if it expects the Commission to let Malta operate a plant in total contravention of EU law. It is incredible that 6 years after acceding to the EU, this government which poses as European, but in fact is everything else but European, has not understood this. Ralph Cassar added, “According to the Large Combustion Plants Directive, Marsa will be allowed to operate beyond the 20,000 hours only if it achieves the emission standards laid down in the Directive.”
 
AD Chairperson Michael Briguglio said that “the government is condemning the residents of Marsa, Fgura, Paola, Tarxien, Santa Lucija and neighbouring localities to 2 more years of unacceptable emissions from the power station with dire consequences for their health. Austin Gatt and Tonio Fench have failed, their carelessness and mismanagement of the energy sector is glaringly obvious. Their incompetence will force our country to keep on using a polluting power plant against all rules which are designed to protect our health.”

Budget with positive, vague and missing measures – AD

Alternattiva Demokratika – The Green Party said the budget had a mix of measures, some of which were positive, whilst others being rather vague. The budget also missed out from taking concrete action in certain social and environmental matters.
 
Michael Briguglio, AD Chairperson, said: ‘It is positive that in a context of global economic difficulties, Government is aiming to reduce the deficit. Hopefully, Government’s expenditure programme will be more sustainable’.
 
‘We also agree that Government shall pay workers on minimum wage who undergo training programmes, and that Government will make life easier for people on social assistance who choose to work. On the other hand, AD strongly believes in an increase in the national and hourly minimum wage, including that for part-timers and contractual workers on a pro-rata basis. AD also augurs that Government’s enforcement against employers who exploit foreign workers is effective’.
‘As regards cost of living and social benefits, we agree with the increase in supplementary benefits and in expenditure aimed at vulnerable groups such as fostered children. We would however have expected more expenditure on disabled persons and the inclusion of vulnerable groups such as those with ME and FB for entitlement of disability benefits’.

‘As regards health, it is also positive that Government shall investment in the Cancer Centre at Mater Dei Hospital. In this regard, it is important to note that cancer should also be confronted through better environmental policy which is currently lacking. Government should also do much more to tackle costly medicinal prices, including considering importing them itself alongside importers from the private sector’.

‘Alternattiva Demokratika believes that it would have been better if Government put even more investment in public education and childcare centres rather than incentivising private education’.

Ralph Cassar, AD Secretary General, said: ‘As regards environmental policy, we strongly believe that Government should do much more for sustainable development, for example by reactivating the national commission for sustainable development. Government’s expenditure on renewable energy is simply not enough, especially when one keeps in mind the dirty fuel which shall be used in the power station extension. Government should also elaborate on the assistance schemes for sustainable energy’.
‘Government should also have introduced fiscal measures on property speculation, from the third vacant property onwards, particularly when one considers that Malta is a perpetual building site where a quarter of properties are vacant. Fiscal mechanisms should encourage the renting and selling of properties which are kept vacant for speculation purposes and the use of existing buildings rather than building more areas’.

‘AD also supports the investment in farmers’ markets and in animal welfare centre. It is also positive that Government shall introduce incentives encouraging cleaner transport. Till now details are too vague to comment in detail.’
 
 
Baġit b’taħlita ta’ miżuri pożittivi, vagi u nieqsa – AD

Alternattiva Demokratika – The Green Party qal li l-baġit kellu taħlita ta ‘miżuri, li wħud minnhom kienu pożittivi, filwaqt li oħrajn huma pjuttost vagi. Il-baġit ukoll ma ħax azzjoni konkreta fuq ċerti materji soċjali u ambjentali.

Michael Briguglio, AD Chairperson qal: “Huwa pożittiv li f’kuntest ta’ diffikultajiet ekonomiċi globali, l-Gvern qed jimmira li jnaqqas id-defiċit. Nawguraw li l-programm ta’ infiq tal-Gvern ikun aktar sostenibbli “.

“Aħna wkoll naqblu li l-Gvern iħallas ħaddiema bil-paga minima li jagħmlu programmi ta’ taħriġ, u li l-Gvern se jagħmel il-ħajja eħfef għall-persuni fuq assistenza soċjali li jagħżlu li jaħdmu. Min-naħa l-oħra, AD temmen li għandu jkun hemm żieda fil-paga minima nazzjonali u bis-siegħa, inkluż dak għall-part-timers u ħaddiema kuntrattwali fuq bażi pro-rata. AD tawgura ukoll li l-infurzar tal-Gvern kontra min iħaddem li jisfruttaw ħaddiema barranin ikun effettiv “.

“Fir-rigward ta’ l-għoli tal-ħajja u l-benefiċċji soċjali, aħna naqblu maż-żieda fl-assistenza supplimentari u fin-nefqa għall-gruppi vulnerabbli bħal tfal fostered. Iżda konna nistennew ukoll nefqa ikbar għal nies b’diżabilita’ u  li l-Gvern jinkludi gruppi bħal dawk li jbatu bl-ME u l-FM ma dawk intitolati għall-benefiċċji ta’ nies b’diżabilita’”.

“Fir-rigward tas-saħħa, huwa wkoll pożittiv li l-Gvern qed jinvesti fiċ-Ċentru tal-Kanċer fl-Isptar Mater Dei. F’dan ir-rigward, huwa importanti li wieħed jinnota li l-kanċer għandu ukoll ikun kkonfrontat permezz ta’ politika ambjentali aħjar li bħalissa hija nieqsa. Il-Gvern għandu wkoll jagħmel ħafna aktar biex jiġu indirizzati prezzijiet mediċinali għaljin, inkluż li jiġi kkunsidrat l-importazzjoni tagħhom flimkien ma’ importaturi mis-settur privat’.

“Alternattiva Demokratika temmen li kien ikun aħjar jekk il-Gvern jinvesti aktar fl-edukazzjoni pubblika u childcare centres minflok fl-edukazzjoni privata”.

Ralph Cassar, Segretarju Ġenerali ta’ AD, qal: “Fir-rigward tal-politika ambjentali, aħna nemmnu bil-qawwa li l-Gvern għandu jagħmel ħafna aktar għall-iżvilupp sostenibbli, per eżempju li jerga’ jattiva l-Kummissjoni Nazzjonali għall-Iżvilupp Sostenibbli. In-nefqa tal-Gvern dwar l-enerġija rinnovabbli hija sempliċement mhux biżżejjed, speċjalment meta wieħed iżomm f’moħħu l-fjuwil maħmuġ li se jintuża fl-estenzjoni tal-power station. Il-Gvern għandu jelabora wkoll dwar l-iskemi ta ‘assistenza għall-enerġija sostenibbli’.

‘Il-Gvern naqas milli jintroduċi miżuri fiskali fuq l-ispekulazzjoni tal-propjetà, mit- tielet propjeta vojta ‘l fuq, partikolarment meta Malta u Ghawdex huma sit tal-bini perpetwu u meta kwart tal-propjetajiet huma vojta. Mekkaniżmi fiskali għandhom jinkoraġġixxu l-kiri u l-bejgħ ta’ propjetajiet li huma miżmuma vakanti għal għanijiet ta’ spekulazzjoni u uzu ta’ bini ezistenti milli l-bini ta’ aktar postijiet’.

‘AD tappoġġja wkoll l-investiment fis-swieq tal-bdiewa u fiċ-ċentru għall-ħarsien ta’ l-annimali. Huwa wkoll pożittiv li l-Gvern jintroduċi inċentivi li jħeġġu trasport aktar nadif. S’issa d-dettalji huma vagi wisq biex nikkummentaw f’aktar dettall’.

Green Icing on half-baked cake

The budget environmental initiatives can best be described as green icing on the cake. However,once you cut through the icing there is not much to be overjoyed with. These initiatives could be considered as a declaration of intent: the good intentions being severely hampered by the government’s lack of action in the past, even the very recent past. As a result it is very difficult for these initiatives to yield positive results at the present time.

A number of initiatives are linked to transport. While the proposal to refund 15.25 per cent of a bicycle’s cost is welcome, it lacks the support of the necessary infrastructure thereby severely diluting its significance and possible impact. There are very few cycle lanes on our roads, and those that exist are frequently obstructed or else end abruptly. Few bicycle racks were installed in our towns and villages, the most notable being the ones in Birkirkara installed by the local council on the initiative of Green local councillor Mario Mallia during his term of office some years ago.

Others exist in Attard, a credit to Attard Green councillor Ralph Cassar. But very few exist elsewhere. AD is insisting through its local councillors in Attard (Ralph Cassar), Sliema (Michael Briguglio) and Ta’ Sannat (John Mizzi) for more initiatives which would make our roads bicycle friendly. It is only thus that the budget bicycle initiative could make any sense. What about some action by ADT?

The new car tax regime (both registration tax and circulation tax) could have been designed in a better manner. The age of a car, for example, is not necessarily conducive to increased environmental impacts.

The actual emissions as resulting from the VRT test would have been a much better point of reference than vehicle age in determining car taxation. This would encourage and reward those who keep their cars in good working order.

The budget also increased the licence fees (circulation tax) to be paid relative to cars currently on the road. When viewed within the context of the practical inexistence of a reliable public transport service, in the short term this is bad policy.

In the long term, however, it could be an adequate policy tool to encourage the reduction of the 295,000 cars currently on the road. In order to function properly eco taxation requires the existence of an alternative to what is being taxed: the alternative in this case being public transport. In the absence of an alternative the end result will be socially regressive: reduced accessibility to those at the lower end of the social ladder. If the real objective of the new car licence rates (circulation tax) is environmental, it would have been much better for all if they were not applicable immediately. Their applicability should be linked to the reform of the public transport system.

Government’s encouragement of photovoltaic panel installation is very limited. It is generous but due to financial constraints it will be limited to around 200 households.

It is also hampered by other issues which have not yet been addressed. Issues of ownership of airspace have to be examined and new concepts as to its use have to be developed. Likewise from a land use planning point of view any future increase of permissible building heights has to be balanced against the right of access to solar energy.

The direct subsidy of photovoltaic panel purchase is not the only way to encourage installation. The government should explore schemes through which the purchase price is paid through the electrical energy generated. An initiative such as this would render solar energy accessible to those who do not have the required capital outlay readily available.

The eco tax applicable to incandescent light bulbs and the increase in eco tax payable on plastic bags were long overdue. However, the government must explain how it will tackle its major loophole in this respect. It is a known fact, at times documented in the media, that the manner in which eco taxes are being evaded is through overland supplies from neighbouring Sicily. It is eco tax versus the free movement of goods. Will checks be introduced at the border to control blatant and obvious tax evasion?

It is also amusing to note that the government is a late convert to the applicability of eco taxation in the tourism sector. The rate to be applied as from 2010 is insignificant but at last this green principle, which was under attack on the eve of the 2004 European Parliament elections, has now been accepted. Tourism has to date been excluded from the applicability of the polluter pays principle. Hopefully it will slowly come in line. Next to follow should be MTA encouragement of eco and agro tourism. These are forms of tourism with substantially lower environmental impacts than conventional tourism.

The green icing may be fine, but if the cake is half-baked what’s the use?

Mela issa jekk tixtri bicycle ser tieħu lura 15.25% ta’ dak li tħallas. Din hi miżura tajba intenzjonata biex tħajjar l-użu tal-bicycle għal distanzi qosra. Miżura posittiva.

 

Imma l-bicycle fejn sr ikun ipparkjat ? Ma hawnx bicycle racks biżżejjed. Safejn naf jien ġew istallati bicycle racks f’B’Kara (fi żmien li kien kunsillier Mario Mallia f’isem Alternattiva Demokratika) u f’H’Attard (bl-inizzjattiva ta’ Ralph Cassar – kunsillier ieħor ta’ Alternattiva).

 

Fit-toroq l-anqas ma għandna sigurta’ biżżejjed għax ftit li xejn għandna cycle lanes. Uħud minn dawk li saru jieqfu ħesrem.
