We need a Carbon Budget

Searching for the word “climate” through the 2021 Pre-Budget document published earlier this week entitled Towards a Sustainable Economy one finds the word three times: twice referring to the United Nations Agenda which has to be addressed by Malta as a prospective UN Security Council member, while a third reference is to policy documents under preparation in Malta. The word climate in the pre-budget document is not associated with any climate change policy implementation or action and its impact on the Maltese economy.

It is already five years since the Paris Climate Summit and its conclusions are still being “studied” in Malta. If we keep on procrastinating, achieving carbon neutrality by 2050 will be very difficult to attain.

When Parliament approved the Climate Action Act in 2015 it identified that one of the tools to be used in the politics of climate change was the formulation of a Low Carbon Development Strategy. Consultation on a Vision to develop such a strategy was carried out in 2017, but three years down the line the final policy document is nowhere in sight, even though the Minister for Climate Change Aaron Farrugia has indicated that it may be concluded towards the end of this year. 

A Low Carbon Development Strategy will identify those sectors which are of considerable relevance in developing a low carbon strategy. Some of them are major carbon emission contributors to be addressed. Other sectors are part of the solution as they provide alternative tools which serve to decouple the economy from intensive energy use, in the process reducing carbon emissions.

The Vision which was subject to public consultation three years ago identifies a number of sectors as areas for climate action, namely: enterprise, energy, transport, waste, water, agriculture, tourism, information and communication technologies (ICT) and finance.

The Low Carbon Development Strategy, when published, should address these areas of action. It would also be expected that such a strategy would also identify the manner in which we will be in a position to achieve our target of carbon neutrality. Such a strategy would also, for completeness be expected to be coupled with a carbon budget which would break down the general target into specific manageable objectives which could be achieved over a specific and reasonable timeframe.

At the Paris Climate Summit, together with all other countries, Malta made pledges to take action in order to lay the foundations for reducing climate impacts. If all the pledges made at Paris are honoured, however, we will still be very far off from achieving the target of not exceeding a two-degree Celsius temperature rise. Much more is required.

Unfortunately, Malta’s climate related policies are double faced. On one hand the Malta government publicly pledges action to address climate change. Simultaneously, however, it proceeds with massive road infrastructural projects which encourage more cars on our roads. On the other hand, plans for the electrification of our roads are apparently subject to an elephantine gestation period. In the meantime, car emissions compete with power generation emissions as Malta’s major contributor to climate change.

It is unfortunate that the Low Carbon Development Strategy and the associated Carbon Budget are taking too long to be formulated. It will take much longer to implement them as special interest groups will undoubtedly seek to protect their specific areas to the detriment of attaining our carbon-neutral objective.  

Malta should be at the forefront of climate change action. Parliament’s declaration recognising the existence of a climate emergency is not enough. Words must give way to action. As an island, Malta should be aware that a primary climate change challenge in the years to come will be a rising sea level as a result of which the coastline may recede inwards at a rate so far unknown. The coast, we may remember, is home to most of our maritime and tourism infrastructural facilities, all of which are under threat. Even residential areas close to the sea level will be impacted. This would include all sandy beaches and the residential/commercial areas at l-Għadira, Xemxija, Salini, Gzira, Msida, Sliema, Ta’ Xbiex, Pietà, Marsa, Marsaxlokk, Marsaskala, Birzebbuga, Xlendi, and Marsalforn. Impacts could also move towards inland low-lying areas such as Qormi.

If we take too long to bring our own house in order, it may be too late.

F’Pariġi sar l-ewwel pass

Nhar is-Sibt f’Pariġi rappreżentanti ta’ 200 pajjiż waslu fi ftehim dwar il-bidla fil-klima li ġie deskritt bħala wieħed ambizzjuz u li jagħti tama għall-futur. Bil-ftehim ta’ Pariġi ġie miftiehem li ż-żieda fit-temperatura ma taqbiżx b’iktar minn 2oC dik taż-żmien pre-industrijali fil-waqt li ser isiru sforzi biex possibilment iż-żieda l-anqas ma tasal sa 1.5oC.  Dan sar billi kull pajjiż intrabat individwalment biex jistabilixxi l-emmissjonijiet li jeħtieġ li jnaqqas biex jintlaħaq dan l-iskop.

Dawn l-ammont ta’ emissjonijiet ikunu reveduti perjodikament biex ikun assigurat li l-isforz ta’ kulħadd magħdud flimkien jgħin biex naslu għall-iskop komuni li jonqos it-tibdil fil-klima u l-impatti tiegħu fuq id-dinja.

Intlaħaq qbil li huwa meħtieġ investiment ta’ $100 biljun dollar biex ikunu mgħejjuna l-pajjiżi mhux sviluppati biex dawn ukoll ikunu f’posizzjoni li jaddattaw l-ekonomija tagħhom ħalli anke huma jagħtu l-kontribut tagħhom fit-tnaqqis tal-emissjonijiet mingħajr ma jħarbtu l-ekonomija dgħajfa tagħhom. B’hekk il-piz ikun jista’ jintrefa minn kulħadd għax min ma jiflaħx jiġi mgħejjun.

Il-ftehim ta’ Pariġi jorbot lil kull pajjiż li jistabilixxi hu l-emmissjonijiet tiegħu fil-futur iżda ma hemmx obbligu dwar kemm għandhom ikunu dawn l-emmissjonijiet. B’differenza mill-passat dan il-ftehim iħalli ħafna iktar diskrezzjoni f’idejn il-pajjiżi li iffirmawh u allura jiddependi ħafna iktar minn qatt qabel fuq il-volontà tal-pajjiżi individwali. Hawn qegħda d-diffikulta prinċipali tal-ftehim ta’ Pariġi: il-wegħdiet li għamlu s’issa l-pajjiżi individwali meta tgħoddhom flimkien m’humiex biżżejjed. Għad jonqos ħafna iktar x’isir.

Huwa għalhekk li l-għaqdiet ambjentali internazzjonali fil-waqt li huma sodisfatti li l-ftehim intlaħaq jenfasizzaw li dan għadu biss l-ewwel pass. Warajh iridu jiġu ħafna passi oħrajn li jekk ma jseħħux ma jintlaħaq xejn minn dak li ġie miftiehem.

Ma kienx faċli li jaslu sa hawn għax kienu diversi l-pajjiżi li baqgħu jkaxkru saqajhom, anke f’Pariġi. Pajjiżi bħall-Arabja Sawdita u l-Venezwela, produtturi ewlenin taż-żejt opponew kemm felħu. L-istess pajjiżi żviluppati argumentaw kontra l-prinċipju li jerfgħu l-piż tat-tniġġiż passat li wassal lid-dinja fil-posizzjoni diffiċli li tinsab fiha illum.

 

Jeħtieġ nifhmu li t-tibdil fil-klima diġa qiegħed magħna. Illum li (kif jgħidulna l-esperti) diġa qbiżna t-temperatura pre-industrijali bi 1oC u qed naraw b’għajnejna temp li qed jinbidel bin-natura tħarbat kull ma hawn madwarna.

Qed naraw xita li qed tonqos fil-frekwenza imma żżid fl-intensità, temperatura medja li qed togħla, silġ fil-poli u fuq il-muntanji li qed idub bil-konsegwenza li l-livelli tal-ibħra bdew jogħolew.

Diġa qed naraw b’għajnejna l-ħerba li qed tħalli warajha l-bidla fil-klima. Dan iżda għadu m’hu xejn ħdejn dak li jista’ jseħħ jekk il-pajjiżi kollha li nġabru u ftehmu f’Pariġi ma jwettqux dak li wegħdu. Għax l-effetti tal-bidla fil-klima huma serji ħafna.

Għalina f’Malta t-tibdil fil-klima jħalli impatt fuq saħħita, fuq l-ekonomija u anke bħala riżultat tal-għoli tal-livell tal-baħar il-kosta ta’ pajjiżna ukoll hi mhedda. Inżommu quddiem għajnejna li l-ogħli fil-livell tal-baħar jeffettwa l-faċilitajiet kollha kummerċjali u turistiċi li pajjiżna għandu mal-kosta, sviluppati tul is-snin bid-dedikazzjoni ta’ tant ġenerazzjonijiet li ġew qabilna.

Biex Malta tnaqqas il-kontribut tagħha lejn il-bdil fil-klima jeħtieġ li tkun inkoraġġita iżjed il-ġenerazzjoni ta’ enerġija alternattiva kif ukoll li jonqsu drastikament il-karozzi mit-toroq, permezz tal-użu ta’ mezzi differenti u alternattivi ta’ trasport u b’użu ikbar tat-trasport pubbliku. Hemm bżonn ukoll ta’ pjan fit-tul dwar kif tul is-snin ser innaqqsu l-emmissjonijiet mingħajr ma jkun hemm impatt negattiv fuq l-ekonomija. Dan jista’ jsir permezz ta’ dak li jissejjah Carbon Budget li jorbot lill-Gvern li jnaqqas id-dipendenza fuq iż-żjut billi jistabilixxi miri speċifiċi. Il-bidla li trid twassal għal tnaqqis tad-dipendenza fuq il-fjuwils fossili hija opportunità biex mhux biss nagħtu kontribut ikbar għat-tnaqqis tal-impatti fuq il-klima, imma ukoll biex ikollna arja nadifa, innaqqsu t-tniġġis u l-mard, kif ukoll biex nibnu ekonomija moderna li toffri sors ta’ għixien sostenibbli lin-nies.

The following extract is taken verbatim from Chapter 14 of AD’s Electoral Manifesto

Climate Change.
Climate Change is anthropogenic. AD believes that all countries should contribute towards the solutions required in proportion to the impacts which they generate.
Malta should seek to reduce its climate impacts through developing sustainable transport, energy and agriculture policies.
We need to address the climate change impacts on biodiversity, health, tourism, water, agriculture as well as maritime infrastructure.
Government should prepare plans on the climate change impacts of the various sectors. These plans in the form of a carbon budget drawn up after consultation with the social partners should be submitted periodically for Parliament’s approval.

It-Tibdil fil-Klima.
It-tibdil fil-klima huwa riżultat akkumulat tal-ħidma tal-bniedem. Alternattiva Demokratika temmen li kull pajjiż għandu jikkontribwixxi lejn soluzzjoni iżda dan il-kontribut għandu jkun proporzjonat għall-impatt li kull pajjiż qed ikollu illum jew inkella kellu l-bieraħ fuq il-ħolqien ta’ din il-problema.
Malta għandha tfittex li tnaqqas l-impatti tagħha fuq il-klima billi jkollha politika sostenibbli dwar it-trasport, l-enerġija u l-agrikoltura.
Irridu nindirizzaw l-impatti tal-klima fuq il-bijodiversità, fuq is-saħħa, fuq it-turiżmu, fuq l-ilma, fuq l-agrikoltura kif ukoll fuq l-infrastruttura marittima.
Fuq bażi regolari l-Gvern għandu jfassal pjan dwar l-impatti ta’ Malta fuq il-klima mis-setturi differenti. Dan il-pjan fil-forma ta’ baġit tal-karbonju għandu jitfassal b’konsultazzjoni mal-isħab soċjali u jitressaq għall-approvazzjoni tal-Parlament perjodikament.

A Price To Pay

The report to the UK government by Sir Nicholas Stern in late 2006 underlined that the effects of climate change are on our doorstep. There is a cost which we will have to pay even if we act in good time. The cost is, however, substantially higher if we do not act at all and it increases further with every “bad” policy decision.

Malta needs to take all possible action to reduce its carbon emissions. It is an unavoidable necessity. Within this context it is necessary to debate on a national level the utility of having a carbon budget, a point which I emphasised last year (Wanted: A Carbon Budget, October 10, 2007). Carbon budgeting will entail reporting regularly to Parliament on the manner in which targets are to be achieved as well as the extent to which Malta would be in line with its set targets.

The opposition spokesman on climate change has already declared his intention of presenting a private member’s Bill in this respect. In the process he is trying to lay the foundations for a credible opposition environmental policy which has been nowhere in sight for ages. The opposition’s initiative, stated the minister responsible for climate change, is ill-timed as a climate change commission has just been appointed and one should have the decency to await its conclusions.

There is obviously another side to the argument. That we are fed up of commissions reporting: report after report with nothing tangible resulting. The minister responsible for climate change has been in office for more than 10 years (having a portfolio responsible for the environment and, consequently, climate change for most of this time) and throughout all these years he had more than ample time to plan for national action on climate change. But, obviously, he was too busy dealing with local plans and could ill afford the time to act for climate change !

Malta urgently needs to plan for both the short term as well as the long term effects of climate change. The most obvious effect is that caused by changing patterns of climate. Extremes of weather in the form of higher temperatures, more intense rainfall and more severe storms are already being felt. A rise in sea levels is also on the cards. The Intergovernmental Panel on Climate Change (IPCC) has forecast that sea levels could rise between 28 and 43 centimetres by the end of this century. Yet, new research is already pointing towards the 1.50 metres range as being a more likely occurrence by 2100.

Depending on its magnitude, a sea level rise could play havoc with Malta’s coastline which would change beyond recognition. It could also threaten the existence of coastal settlements like Msida, Gżira, parts of Sliema, Marsascala, Marsaxlokk, Birżebbuġa, Għadira, Marsalforn and Xlendi. The Freeport, seaside facilities including hotels and resorts as well as Grand Harbour facilities would also be under threat.

Effects would not be just along the coastline. They could move further inland towards low-lying areas like Marsa, Qormi, Burmarrad and beyond. This would also have a bearing on our territorial waters, on fishing rights and oil exploration rights. Although these are “just” long-term effects they should be taken seriously as it seems that this will be the inheritance we will pass on to future generations! (On a global level as many as one billion people could be forced to move from their homes by 2050.)

A sea level rise will also cause further damage to what’s left of our water table, currently the source of 40 per cent of Malta’s potable water supply. This will increase the salinity of the ground water thereby causing it to be of little use for human consumption. Coupled with a predicted annual rainfall reduction this will have a devastating effect on the sustainable freshwater yield from our aquifers. It will increase the pressure on energy intensive RO plants.

Agriculture will be effected too. Changed weather conditions will not be able to sustain our current crops. Our farmers will have to switch to new crops.

A change in climate will also accelerate an ecological change as it will create the right conditions for the establishment of alien species that cannot do so to date, simultaneously wiping out existing species on the islands. In the long term, Malta’s climate could start resembling that of the tropics. This would create the right conditions for new pests and diseases currently prevalent in such climates.

Most of us have been aware of the above for years. Sufficient information has been available to enable the government to act. Unfortunately it had other priorities, or, worse, it did not have the will to act.

The longer the wait the harder it will be to take action and the higher the price which the Maltese community will have to pay.
