Telefonata mill-Ministeru

Il-biċċa qerq dwar il-liċenzji tas-sewqan li nkixfet fil-Qorti iktar kmieni din il-ġimgħa hi inkwetanti ħafna. Dan qed ngħidu in vista tal-informazzjoni sensittiva li dwarha ingħatat biss indikazzjoni żgħira fix-xhieda li instemgħet s’issa fil-Qorti. Id-dettalji dwar dan kollu li jikkonċerna korruzzjoni fl-eżamijiet tejoretiċi dwar is-sewqan, għadhom mhux magħrufa.

S’issa ġew imħarrka tlett irġiel:  wieħed mid-Diretturi u żewġ uffiċjali ta’ Trasport Malta, li wieħed minnhom kien elett bħala kunsillier fil-Kunsill Lokali ta’ Ħaż- Żebbuġ f’isem il-Partit Laburista.  

Kien żvelat fil-Qorti li l-akkużati, waqt li kienu interrogati, iġġustifikaw l-azzjonijiet tagħhom billi emfasizzaw li kienu soġġetti għal pressjoni politika kontinwa.  L-uffiċjal anżjan fost dawk akkużati ilmenta li ħassu taħt pressjoni kbira minħabba t-telefonati kontinwi minn diversi Ministeri.

Fix-xhieda mogħtija s’issa l-pulizija żvelat li f’mobile li ġabru sabu “chats diversi ma’ persuni b’rabta ma’ partit politiku”. Ma hemm l-ebda informazzjoni uffiċjali dwar l-identità ta’ dan il-partit politiku. L-unika ħaġa li nista’ ngħid hi li dan il-partit definittivament mhux l- ADPD!

Xi ħadd li kellu aċċess għall-informazzjoni fuq il-mobile maqbud imma, fuq il-media soċjali, indirettament żvela l-għala l-pulizija hi kawta u mhux tiżvela ismijiet ta’ dawk involuti. Jidher li rrealizzaw li l-ismijiet, hekk kif ikunu żvelati jistgħu joħolqu terrimot politiku li bħalu qatt ma rajna.  Skont l-informazzjoni mhux uffiċjali li qed tiċċirkola b’mod elettroniku jidher li ġew identifikati bħala li ħadu sehem f’din il-biċċa qerq taħt investigazzjoni 4 membri attwali tal-Kabinett flimkien ma tnejn oħra li m’għadhomx fil-Kabinett.  Mid-dehra l-parti l-kbira ta’ dawk inkarigati mis-Segretarjat tal-Ministri kif ukoll numru ta’  Membri Parlamentari huma mdeffsa ukoll.

Fl-investigazzjonijiet tagħhom il-Pulizija jidher li f’uffiċċju ta’wieħed mill-akkużati sabu żewġ djarji b’informazzjoni sostanzjali li kienet tikkonsisti f’ismijiet, numri tal-karta tal-identità kif ukoll id-dati ta’ meta dawk li gawdew mill-irregolaritajiet investigati qagħdu għall-eżami tejoretiku għall-liċenzja tas-sewqan.

Wieħed mill-akkużati qed jiddefendieħ il-kelliemi tal-Opposizzjoni dwar l-Intern, l-Avukat  Dr Joe Giglio, avukat bi prattika estensiva fil-qasam tal-liġi kriminali.  Mhux etika li membri parlamentari jinvolvu ruħhom f’dawn il-każijiet. Id-difiża ta’ persuni akkużati bl-involviment fil-korruzzjoni mhiex kompatibbli mal-ħidma politika kontra l-istess korruzzjoni. Ma jistax ikun kredibbli jekk jipprova jkollu saqajh fuq iż-żewġ naħat.  Dan qed ixellef sewwa l-kredibilità politika tiegħu. Jidher li mill-kaz tal-Bank Pilatus ma’ tgħallem xejn!

Minn din l-istorja kollha  hemm żewġ punti ta’ importanza.

Għalfejn il-Pulizija joqgħodu lura milli jagħtu informazzjoni fejn ikun hemm il-politiċi involuti? Il-kliem nieqes miċ-ċarezza li intuża mill-Ispettur tal-Pulizija fil-Qorti din il-ġimgħa jwassal dan il-messaġġ. Ma jkunx ferm iktar għaqli li min qiegħed hemm biex iħares il-liġi ma jibqgħax jimxi bl-ingwanti tal-ħarir mal-membri tal-Kabinett?

Imbagħad xi ngħidu għall-irbit li għandhom il-membri parlamentari mal-professjoni jew xogħol tagħhom? Meta ser jinħallu minn dan l-irbit li jxekkilhom fil-qadi ta’ dmirijiethom? Kif propost repetutament minn ADPD fid-diversi manifesti elettorali, għandna bżonn  Parlament li mill-iktar fis ikun magħmul minn membri li jiddedikaw ħinhom kollu għall-ħidma Parlamentari. Huwa b’dan il-mod biss li l-Parlament jista’ jkun kredibbli u possibilment effettiv.

Phone call from the Ministry

The driving licence racket unveiled in Court earlier this week is extremely disturbing. This is being stated in view of the sensitive information indicated in the testimony heard so far in Court but the details of which are still under wraps. The case involves corruption in driving theory tests.

Three men have so far been arraigned: the Director for Land Transport at Transport Malta and two other Transport Malta officers one of whom is a Żebbuġ Local Councillor elected on behalf of the Labour Party.

It was revealed in Court that the accused, when interrogated, had justified their actions by emphasising that they were under constant “political” pressure. The senior among the accused complained that he felt pressured as he was getting continuous calls from various Ministries.

The police have revealed, in the testimony so far, that a mobile phone in their possession has “revealed chats with people linked to a political party”. No further official information is available as to the identity of this political party.  It is definitely not ADPD!

Someone having access to the mobile phone data has however indirectly revealed on social media the reason why the police have been cautious in revealing the names of those involved in this racket. It seems that the Police have realised that these names, once revealed, could cause a political earthquake the likes of which we have never seen. According to the unofficial information circulating online, the names of at least four current members of the Cabinet as well as two former ones have been so far identified as being possibly involved in the racket being investigated. Apparently, most of the Ministries’ Chief of Staff as well as a number of Members of Parliament may also have a finger in the pie.

Apparently in a Transport Malta office used by one of the accused, the police, during their investigations came across two diaries containing substantial information consisting of names, ID card numbers and dates when the persons benefitting from the irregularities under investigation were due to sit for their theoretical driving exams. The persons indicated were apparently “helped” in order to ensure that they were successful.

One of the accused is being defended by the shadow minister for Home Affairs, Dr Joe Giglio, a lawyer with an extensive criminal law practice. It is extremely unethical for members of parliament to involve themselves in such cases. His defence of clients accused with involvement in corruption is incompatible with his political actions against corruption in the political arena. He cannot be credible if he runs with the hares and then tries hunting with the hounds. He is severely denting his own credibility. Apparently, he has not learnt anything from his experiences as the legal advisor of Pilatus Bank.

This racket brings two basic issues to the fore.

Why are the Police (so far) withholding information on the holders of political office involved? The cryptic language used by the Police Inspector in Court this week transmits this basic message. Isn’t it about time that law enforcement does not treat the members of the Cabinet and their hangers-on with kids’ gloves?

When will all members of Parliament cut themselves free from the restraints of their professional practices or their previous employment? As ADPD has repeatedly proposed over the years, we need a full time Parliament as soon as possible.  It is only in this way that parliament can be credible and possibly effective.

Abusive continuity

The distribution of multiple cheques to every household by the Labour Government on the eve of the general election is more than abusing the power of incumbency. Through the said distribution, the power of incumbency is being transformed into a corrupt practice, specifically intended to unduly influence voters.

What, in normal circumstances should be a simple administrative act is being transformed into blatant political propaganda, at public expense, straight into your letterbox. A covering letter signed by Robert Abela and Clyde Caruana says it all. A Banana Republic in all but name!

Why should such handouts be distributed on the eve of elections if not to influence voters?

Even if one were to accept that such handouts are acceptable, it is certainly not in any way justifiable to plan their distribution specifically on the eve of an election. This goes against the basic principles of good governance.

The power of incumbency is the executive power of a government seeking re-election. Incumbents always have an advantage. The manner in which they handle it defines their governance credentials.

This has been a government characterised by bad governance throughout its term in office. Right from the very beginning, on 13 March 2013. I consider the full 9 years as one continuum. This was reinforced by Robert Abela himself who emphasised that his leadership of the Labour Party seeks to continue the “achievements” of his predecessor and mentor Joseph Muscat. Continuity was his declared mission.

On its first days in office, Labour started off on its Panama tracks. The secret Panama companies set up by Konrad Mizzi, Keith Schembri and someone else, known as the (mysterious) owner of Egrant, went on to rock Labour over the years.

The Electrogas saga and its link to the assassination of Daphne Caruana Galizia intertwined with the Panama debacle.

It is now clearly established that the assassination of Daphne Caruana Galizia was directly linked to her investigative journalism. Her investigations led her to identify the governance credentials of various holders of political office and their links with big business. Defining their relationship as being too close for comfort would be a gross understatement.

As emphasised in the investigation report on the Daphne Caruana Galizia assassination, over the years, a culture of impunity has developed in these islands. This has led to misbehaviour in public office being normalised. It has also led to considerable resistance in the shouldering of political responsibility by holders of political office, whenever they were caught with their hand in the cookie jar! Rosianne Cutajar and Justyne Caruana being the latest examples, as amply proven by the Commissioner for Standards in Public Life George Hyzler.

To add insult to injury Cutajar and Caruana were the recipients of generous termination benefits, notwithstanding that their term of political office ended in disgrace. Caruana received terminal benefits twice in the span of a short time, as she established a national record of resigning twice from Robert Abela’s Cabinet!

With this track record one should not have expected otherwise from the Muscat/Abela administration. With the abusive distribution of cheques on the eve of the general election Labour’s current term is approaching a fitting end.

The Labour Party in government has consistently acted abusively. Robert Abela has followed in the footsteps of his predecessor and mentor Joseph Muscat. Continuity has been ensured, as promised.

Il-politka bl-ixkupa

Bħala partit għażilna l-ixkupa bħala s-simbolu politiku għall-elezzjoni tas-26 ta’ Marzu. L-ixkupa hi għodda tal-indafa. Tgħinna nnaddfu. Hi l-għodda tal-kennies, il-ħaddiem umli li jnaddaf it-toroq tagħna wara li aħna nkunu ħammiġnihom

Kull politiku għandu jkun kapaċi japprezza l-indafa. Għandu jkun kapaċi jmidd għonqu għax xogħol u jkun il-kennies tal-ħajja pubblika. Il-membri tal-parlament għandhom ikunu l-kenniesa tal-politika, determinati li jnaddfu, li jħarsu l-integrità tal-ħajja pubblika u fuq kollox jassiguraw li jittieħdu d-deċiżjonijiet meħtieġa f’waqthom, mingħajr tkaxkir tas-saqajn.  

Il-Manifest ta’ ADPD ġie ippubblikat f’nofs il-ġimgħa iwassal messaġġ ċar li Xkupa ħadra tnaddaf.

Hemm ħafna x’jeħtieġ li jsir biex dan il-pajjiż jinġieb lura għan-normal. Partiti oħra għandhom viżjoni u attitudni differenti u jwasslu messaġġi li ġeneralment jikkuntrastaw ma tagħna. Hemm iżda oqsma fejn hemm qbil u dan hu tajjeb. Għandi nifhem li ilkoll wara kollox nixtiequ l-ġid lil dan il-pajjiż avolja dan ma jkunx dejjem ċar.

Għandna nifhmu li qegħdin naħdmu għall-istess pajjiż, anke jekk b’viżjoni differenti u li kulltant tikkuntrasta! Għandna nagħmlu ħilitna kollha biex nikkontribwixxu għal dibattitu pubbliku pożittiv. Il-kritika tagħna għal dak li jingħad hi essenzjali, imma hi kritika li trid issir dejjem b’mod responsabbli.

L-aħħar xhur tal-ħidma parlamentari kienet iddominata minn diskussjoni dwar rapporti tal-Kummissarju dwar l-iStandards fil-Ħajja Pubblika dwar l-imġieba mhux korretta ta’ uħud mill-membri parlamentari. Dawn ir-rapporti wasslu għar-riżenja ta’ żewġ membri tal-Kabinett u ta’ Segretarju Permanenti.  Kien hemm reżistenza biex isiru dawn ir-riżenji. Hi sfortuna li l-Prim  Ministru xejn ma kien deċiżiv fiż-żewġ każi: ħa passi biss wara pressjoni sostanzjali mis-soċjetà ċivili.

Hu fatt magħruf li d-dinja tan-negozju u l-poter politku huma viċin wisq ta’ xulxin. Dan hu ta’ ostaklu għall-kontabilità, għat-trasparenza u ġhall-osservanza tal-etika fil-ħajja pubblika. Aħna f’ADPD ilna s-snin ngħiduh dan. Anke is-soċjetà ċivili ilha ssemma leħinha dwar dan. Issa anke l-Kummissjoni ta’ inkjesta li investigat iċ-ċirkustanzi li wasslu għall-assassinju ta’ Daphne Caruana Galizia ikkonfermat din il-konnessjoni mhux mixtieqa bejn il-politika u d-dinja tan-negozju. Qegħdin viċin wisq!   

Għandna ħtieġa ta’ Parlament li jkollu sensittività etika.  Għandna bżonn iktar membri parlamentari ta’ integrità, kapaċi jgħarblu b’mod konsistenti l-ħidma tal-amministrazzjoni pubblika. Neħtieġu istituzzjonijiet b’karattru u b’sinsla. Għandna bżonn ta’ Parlament li jinkludi kandidati ta’ ADPD eletti mid-distretti differenti. Kandidati li mhux qegħdin fil-ġirja għal xi interess personali, tagħhom jew ta’ oħrajn, imma biss għas-servizz tal-komunità kollha.

NagħmeI emfasi fuq il-verb “jinkludi” u dan billi l-kandidati ta’ ADPD mhumiex l-uniċi li jistgħu jagħtu kontribut pożittiv għall-iżvilupp tal-politka f’pajjiżna.  Nitkellem b’rispett dwar il-kandidati l-oħra ippreżentati mill-partiti politiċi l-oħrajn. Il-parti l-kbira minnhom huma nisa u irġiel iddedikati li qed jagħtu servizz ġenwin lill-komunità tagħna huma ukoll.

Il-manifest elettorali ta’ ADPD jittratta numru mhux żgħir ta’ proposti li għandhom impatt dirett fuq il-ħajja taċ-ċittadini tagħna. Mhux manifest ta’ Father Christmas iqassam ir-rigali imma hu presentazzjoni ta’ viżjoni li irridu nimxu fuqha.

L-agenda tagħna hi li nkunu ta’ servizz għall-komunità kollha.

L-indafa fil-politika hi essenzjali. Mingħajr indafa ma nistgħux naħdmu sewwa. Aħna irridu li nkunu l-għodda għat-tiġdid tal-politika fil-pajjiż. L-ixkupa ħadra li tnaddaf. B’politika li tagħti servizz illum  waqt li tkun attenta dwar l-impatti fuq għada. B’hekk nistgħu nassiguraw li l-ħidma tal-lum ma xxekkilx lill-ġenerazzjonijiet futuri mid-dritt tagħhom li jieħdu id-deċiżjonijiet li jkunu meħtieġa minnhom.

F’dan il-mument kritiku il-politika bl-ixkupa hi l-unika triq vijabbli l-quddiem. Il-politika Maltija għandha bżonn tindifa nobis!

The politics of the broom

ADPD – The Green Party has selected the broom as its political symbol for the 26 March elections. The broom is a tool which assists us in achieving cleanliness. It is the street sweeper’s tool, the humble worker that cleans our streets after we mess them up.

Achieving cleanliness is an objective which should be shared by all parliamentarians.  Parliament and its members should be the political sweepers, keeping politics clean, safeguarding its integrity and above all ensuring that decisions are taken whenever required without unnecessary delay.

The Green political manifesto has been published in mid-week. Its main message is that Green sweeps clean (Xkupa ħadra tnaddaf).

There is so much to do to get this country back to normal. Other parties generally have a different vision and attitude and convey contrasting messages. There are however also areas of overlap between the different political parties. It is to be assumed that all seek the common good, even though at times this is not that clear!

We recognise that we are in this journey all together. We will do all in our power to contribute to a positive debate. We are critical of the political platforms of other parties but we do this in a responsible manner.

The last months of parliamentary debate have been dominated by the consideration of the reports of the Commissioner for Standards in Public Life on the unethical behaviour of members of Cabinet. These reports have led to the resignation of two members of Cabinet and a Permanent Secretary. They were reluctant resignations. The Prime Minister unfortunately did not act decisively in both cases: he acted only as a result of the substantial public pressure of civil society.

It is a well-known fact that accountability, transparency and ethics in public life are severely hindered by the close connections between political power and business concerns. It is not only ADPD that has been saying this for a long time. The ever-increasing voice of civil society has led to these issues being given the attention they deserve. The Inquiry Commission investigating the circumstances into the assassination of Daphne Caruana Galizia also confirmed this unsavoury link between politics and business: they are too close for comfort.  

We need a Parliament that is ethically sensitive. We need more Members of Parliament of integrity, able to oversee continuously and consistently the public administration. We need institutions with character and a solid spine. We need a Parliament that includes ADPD representatives elected from amongst the candidates being presented to the electorate in each district – candidates that are not in it for their personal gain or in the interests of others but for the service of all citizens.

I emphasise the verb “includes” as ADPD candidates are not the only ones who can contribute positively to the development of our politics. I speak with utmost respect of the candidates presented by other parties. Most of them are dedicated men and women willing to be of genuine service to the community.

ADPD’s electoral manifesto presents a wide range of proposals that impact directly on citizens’ rights. It is not a manifesto of Father Christmas promises but a vision laying out a road map to be followed.

Our agenda is to be of service to the whole community. Clean politics in public life is essential. We want to be a political tool for renewal. A green broom to sweep clean. Politics that serves today while keeping an eye on the impact on tomorrow, ensuring that actions taken today do not deny future generations their right to eventually take their own decisions.

At this critical point the politics of the broom is the way forward. It is about time that we sweep Maltese politics clean.

Meta Abela u l-PN kienu jħokku dahar xulxin

Robert Abela hu s-suġġett kurrenti tal-billboards tal-PN. Imma, bħal ma jiġri dejjem, il-kampanja tal-PN fuq il-billboards tgħid biċċa waħda żgħira mill-istorja vera. Tiffoka fuq il-ġid li akkumula Abela permezz tal-kuntratti ta’ xogħol professjonali assoċjat mal-Gvern, speċjalment permezz tal-Awtorità tal-Ippjanar.  Il-billboard iwassal il-messaġġ politiku li Robert Abela jiġi jaqa’ u jqum u li huwa insensittiv. Jgħidilna li filwaqt li hu għamel żmien jiffanga bi dħul ta’ €17,000 fix-xahar int tikkrepa b’żieda miżera ta’ €1.75 fil-ġimgħa għall-għoli tal-ħajja.

Il-punt bażiku reali, imma, li l-billboard jinjora kompletament hu kif il-PLPN jimmanipulaw il-finanzi tal-pajjiż u l-proċeduri tax-xiri ta’ servizzi biex iżommu lill-ħbieb kuntenti u lill-għedewwa taħt kontroll.

Il-billboard tal-PN, jgħidilna li l-uffiċċju legali ta’ Robert Abela, xi żmien ilu, kellu dħul ta’ mhux inqas minn €17,000 fix-xahar mis-servizz professjonali legali li kien jagħti lill-Awtorità tal-Ippjanar. Il-billboard, imma,  ma jgħidilna xejn dwar kif dan kollu oriġina minn sejħa għal espressjoni ta’ interess u sussegwentement direct order lil George Abela li kienet imbierka mill-Gvern immexxi minn Lawrence Gonzi.   Dan seħħ fi żmien meta Abela ma kienx f’relazzjoni tajba la mal-Partit Laburista u inqas u inqas mat-tmexxija tal-istess partit!

F’sezzjoni tal-media kien irrappurtat li dan kollu beda fl-istess żmien meta George Abela aċċetta l-istedina biex jifforma parti mill-core group, parti mill-proċess preparatorju li kellu jwassal biex Malta tissieħeb fl-Unjoni Ewropea. George Abela ipparteċipa f’dan il-core group minkejja li l-Partit Laburista, li tiegħu sa ftit qabel hu kien Deputy Leader, kien jopponi din il-proposta b’qilla kbira.

Meta George Abela kien nominat u sussegwentement ġie appuntat President tar-Republika mill-Gvern ta’ Lawrence Gonzi, ibnu Robert ħa f’idejh it-tmexxija tal-uffiċċju legali ta’ missieru. Huwa u jagħmel dan, avukat ieħor li kien sħab ma’ George Abela spiċċa barra. Jingħad li ma qablux fuq kif ser jaqsmu dak li jdaħħal l-uffiċċju! Ftit wara, dan l-avukat l-ieħor spiċċa CEO tal-Awtorità tal-Ippjanar. Min hawn il-quddiem il-familja Abela ma kelliex diffikulta biex tgawdi r-rigal sostanzjali tal-Gvern ta’  Lawrence Gonzi. Il-familja Abela setgħet isserraħ rasha għax fil-mument tal-bżonn il-Gvern ta’ Lawrence Gonzi kien hemm għall-għajnuna. Wara kollox, mhux għalhekk qegħdin il-ħbieb?  

Ta’ Abela kienu attentissimi li ħobżhom jieħdu ħsiebu sewwa! Dejjem irnexxielhom!  Biex jaslu iddefendew kull taħwid fl-ippjanar għall-użu tal-art tul is-snin, kemm dak taħt il-Gvern ta’ Gonzi kif ukoll dak taħt is-suċċessur tiegħu Joseph Muscat.

Tul is-snin id-direct order lill-uffiċċju legali tal-familja Abela mhux biss ġie ikkonfermat, talli kiber fl-iskop u fil-ħlas li ġġenera.

Waqt dan kollu kien hemm leħen wieħed kritiku ta’ dak li kien qed jiġri: kien kritiku tad-direct order tal-Awtorità tal-Ippjanar lill-uffiċċju legali tal-familja Abela. Dan kien Joe Mizzi,  l-Membru Parlamentari Laburista mill-Kalkara. Kien qiesu seqer, jaf x’inhu jiġri, għax hu kien ir-rappresentant tal-Opposizzjoni Laburista fuq il-Bord tal-Awtorità tal-Ippjanar.

Joe Mizzi dam ftit mhux ħażin biex ħa tweġiba għal dan kollu. Dan seħħ meta tħalla barra minn l-ewwel Kabinett ta’ Robert Abela liema Kabinett tħabbar nhar il-15 ta’ Jannar 2020!  Imma sa dak in-nhar hu kien ilu jappoġġa l-kandidatura ta’ Chris Fearne għat-tmexxija tal-Partit Laburista.

Din hi l-istorja li l-billboard jaħbi. Storja ta’ kemm meta kien meħtieġ il-familja Abela u l-PN kienu  jħokku dar xulxin!

Abela’s bread: buttered on both sides!

Robert Abela is the current billboard boy of the PN. The PN’s campaign, all over their billboards, however, only emphasises part of the real story: it is focused on Abela’s wealth generated through government contracts, specifically through the Planning Authority. It makes the political point that Robert Abela does not care. He is insensitive, states the billboard: he gluttons through €17,000 per month; you get a miserly €1.75 per week cost of living increase.

The real basic issue however, conveniently avoided by the billboard, is how the PLPN manipulate the country’s finances and procurement procedures to keep friends happy and foes on a leash.

The PN billboard points to the fact that the legal office of Robert Abela, at a recent point in time, had an income of at least €17,000 per month from legal services rendered to the Planning Authority.  The billboard does not, however, in any way indicate, that the contract was originally the result of an expression of interest and subsequently of a direct order. This was carried out with the compliments of the Lawrence Gonzi led PN government to George Abela, Robert’s father, at a time when the Abelas had very sour relations with the Labour Party and its leadership!

Sections of the media have reported that this lucrative relationship commenced at the same time that George Abela accepted the invitation to take part in the EU accession core group, part of the preparatory process leading to Malta’s accession to the European Union. George Abela participated in this core group notwithstanding that, the Labour Party, of which some time previously he had been deputy leader, was an aggressive opponent of the EU accession proposal. I am informed that additional members of the core group were Harry Vassallo, Lino Briguglio, Joe Saliba and Godfrey Baldacchino.

When George Abela was nominated and appointed President of the Republic by the Gonzi Government, his son Robert took over the running of the law firm. In the process the other lawyer who was a partner in the Abela law firm was immediately squeezed out of the firm. It is rumoured that they disagreed on the distribution of the profits of the law firm. As a result, the other lawyer was offered and he eventually assumed the role as CEO of the Planning Authority. The Abelas consequently had no obstacle to retaining full control of the lucrative gifts of the Lawrence Gonzi government. The Abelas had their mind at rest that at times of need Lawrence Gonzi and his government could always be relied upon. After all that is what friends are for!

The Abelas always sought to have their bread buttered on both sides. They were quite successful in this respect throughout the years. In the process they defended tooth and nail many a planning mess, both those created by the Gonzi government as well as also those created by his successor Joseph Muscat.

The PN direct order to the Abela law firm was confirmed throughout the years and widened in scope. The payments made increased accordingly.

I remember one solitary voice at that time denouncing the lucrative direct order of the Planning Authority to the Abela law firm: it was the Kalkara Labour MP Joe Mizzi. Joe Mizzi knew what was going on from day one: he was the representative of the Labour Party Parliamentary Opposition on the Board of the Planning Authority.

Payback for Joe Mizzi took quite some time to arrive. He was left out of the first Robert Abela Cabinet on the 15 January 2020!  But by then he had also endorsed Chris Fearne in the Labour leadership contest.

Ħlasijiet kbar: trasparenza xejn

Għadni kif ktibt lill-Awditur Ġenerali fejn talbtu jinvestiga x’inhu jiġri dwar il-ħlasijiet enormi li qed isiru lill-Ministri u Segretarji parlamentari li jispiċċaw mill-ħatra.

Il-kriterji li qed ikunu applikati m’humiex magħrufa. Ma hemm l-ebda trasparenza dwar x’inhu jiġri.

It-talba li bagħatt hi s-segwenti:

“Nikteb biex nitolbok tinvestiga l-ħlas ta’ “golden handshakes” lill-membri tal-Kabinett li jispiċċaw mill-ħatra. Presentment fl-aħbarijiet hemm il-każ ta’ Justyne Caruana imma għad kif kellna ukoll il-ħlasijiet li saru lil Rosianne Cutajar.

Ma hemm l-ebda trasparenza dwar il-ħlasijiet li saru u li qed isiru lill-Ministri u Segretarji Parlamentari, uħud minnhom għal darba tnejn.

Nitolbok għaldaqstant tinvestiga xi kriterji qed ikunu użati biex isiru dawn il-ħlasijiet kif ukoll li teżamina l-ħtieġa li jkunu introdotti mekkaniżmi effettivi ta’ kontroll u verifika dwar dan il-proċess kollu.”

Wara r-riżenja ta’ Justyne

Issa Justyne irriżenjat għat-tieni darba mill-Kabinett ta’ Robert Abela. Il-Kabinett ta’ Abela, l-ikbar wieħed fl-istorja, naqas bi tnejn, Justyne u Rosianne.

Meta irriżenjat Rosianne ma kien daħal ħadd ġdid fil-Kabinett.

Kif diġa għidt, il-każ ta’ Justyne għadu miftuħ, mhux biss għax il-Kumitat Permanenti tal-Parlament dwar l-Istandards fil-Ħajja Pubblika għad irid jiddiskuti r-rapport (m’għandux għaġġla) imma ukoll għax hemm riżenji oħra li jeħtieġ li jsiru.

Frank Fabri u Paul Debattista huma mistennija li jwarrbu ma jdumux. Tal-ewwel għax iffirma l-kuntratt abbużiv u illegali u tat-tieni għax kien hu li iffaċilita dan il-qerq kollu billi kiteb ir-rapport li għal xi żmien kien qed jingħad li taparsi kitbu Daniel Bogdanovic u b’hekk ikun jista’ jsir il-ħlas ta’ ħmistax-il elf euro.

Minn kif tkellem Robert Abela jidher li m’għandux għaġġla biex jaħtar Ministru flok Justyne. Dan isaħħaħ ix-xniegħa, li issa ilha ftit ġranet għaddejja, li mhux biss ġejja reshuffle tal-Kabinett dalwaqt, imma li hu ippjanat ukoll li jinbidlu diversi f’karigi mlaħħqin.

Ma ninsewx ukoll li f’Jannar, xahar ieħor, għandu jibda jinstema l-ġuri dwar il-hold-up li falla fuq l-HSBC. Intqal diġa li f’dan il-ġuri jistgħu jsiru rivelazzjonijiet dwar membru ieħor tal-Kabinett ta’ Robert Abela. Din tista’ twassal għal riżenja oħra!

Technocrats in Cabinet

It is being argued by some that the Prime Minister should have the possibility to appoint technocrats as members of Cabinet.

As things currently stand, there are several posts servicing government departments which should be filled by technocrats but are instead seeing appointment of persons of trust, that is persons who are in the good books of politicians.

How about ensuring that technocrats are appointed where it matters before dreaming of having technocrats in government?

On a final note, we have had three technocrats appointed to Cabinet recently. The first two were responsible for many a mess! I am referring to Edward Scicluna and Konrad Mizzi. The third one, Clyde Caruana is still works in progress!
