Ftit ħsibijiet dwar il-baġit li jmiss

F’dawn il-ġranet, fil-Ministeru tal-Finanzi jkun qed isir ix-xogħol preparattiv dwar il-baġit li normalment ikunu imħabbar matul ix-xahar ta’ Ottubru.

Il-Ministru tal-Finanzi, mid-dehra diġa ddeċieda li jagħti l-aħħar irtokki biex ikompli jiffinanzja l-klijenteliżmu fl-Air Malta.  Dan hu proġett fit-tul li l-ħidma dwaru ilha għaddejja fuqu mill-predeċessuri tiegħu. Proġett li jinvolvi iktar miljuni ta’ euro ġejjin mit-taxxi tagħna li ser ikunu moħlija biex jonoraw wegħdiet politiċi li saru matul il-kampanja elettorali tal-elezzjoni ġenerali li għada kif għaddiet. Din hi irregolarità oħra bħat-tqassim tac-ċekkijiet bieb bieb waqt il-kampanja elettorali. Monument “xieraq” għall-klijenteliżmu politiku.

L-għoli tal-ħajja spara l-fuq, bla kontroll. Probabbilment li l-COLA, ż-żieda għall-għoli tal-ħajja għall-pagi,salarji u pensjonijiet, li titħabbar bħala parti mill-baġit li jmiss, tkun madwar €10 fil-ġimgħa. Il-Ministru Clyde Caruana diġa qal li din kienet tkun sostanzjalment għola minn hekk kieku l-Gvern ma issussidjax il-petrol/dijsil u l-kontijiet tal-elettriku u l-ilma.

Hemm ħtieġa li niddiskutu ftit iktar dawn is-sussidji biex ikunu aħjar, iktar effettivi u li jilħqu lil min verament jeħtieġhom. Fiċ-ċirkustanzi attwali hi politika tajba li l-użu bażiku jkun issussidjat, imma mhux għaqli li fuq tul ta’ żmien dan jibqa’ sussidju sħiħ għall-konsum kollu. Għax is-sussidji mhux qed imorru għand il-vulnerabbli biss: min mhux vulnerabbli għandu bżonn inqas tas-sussidji tal-lum.  Is-sussidji jeħtieġ li jkunu ffukati jekk irridu li l-pajjiż ikun ta’ għajnuna utli għall-vulnerabbli. Għax ir-riżorsi tal-pajjiż ma jippermettux li nibqgħu sejrin kif aħna fit-tul.

Xi ġranet ilu, s-sussidju fuq il-fuel li jieħdu l-inġenji tal-baħar tneħħa. Dan hu sewwa u seta ġie evitat mill-bidu. Imma dan mhux biżżejjed.  It-tnaqqis gradwali tas-sussidji fuq il-petrol u d-dijżil mhux biss inaqqas il-karozzi mit-toroq u jtejjeb il-kwalità tal-arja, imma fuq kollox jagħmilha possibli li iktar finanzi jkunu allokati għal oqsma oħra li tant jeħtieġu l-attenzjoni.

Il-Kamra tal-Kummerċ għamlet tajjeb li tkellmet dwar ftit iktar ħsieb fuq kif ikunu issussidjati l-kontijiet tal-elettriku u l-ilma. Anke f’dan il-qasam hu l-użu bażiku li għandu jkun issussidjat. Sussidji iktar minn hekk ifisser li anke l-użu esaġerat tal-elettriku u l-ilma qed ikun issussidjat. Dan hu użu ħażin ta’ fondi pubbliċi lijista’ jkun indirizzat bla diffikultà.

Naqbel perfettament ma’ Josef Bugeja tal-GWU li iż-żieda għall-għoli tal-ħajja għandha titħallas kollha lil min jaħdem (u lill-pensjonanti). Il-COLA mhiex, wara kollox, żieda fil-paga imma tipprova tagħmel tajjeb għall-impatt tal-inflazzjoni fuq il-paga, salarju jew pensjoni.

Imma tibqa’ l-ħtieġa ta’ bidla mill-qiegħ dwar il-politika li tikkonċerna l-pagi (incomes policy) biex din tkun dejjem iktar relevanti għaż-żmien li qed ngħixu fih.

Ilna ħafna nitkellmu dwar il-ħtieġa li l-baskett ta’ oġġetti u servizzi li jservu biex fuqhom tinħadem il-paga minima u l-COLA jkun revedut biex ikun assigurat li dan jirrifletti l-ħtiġijiet tal-lum. L-istudji li ippubblikat il-Caritas tul dawn l-aħħar snin jiffukaw eżattament fuq hekk. Minn dawn l-istudji joħroġ ċar li reviżjoni tal-baskett ta’ oġġetti u servizzi jwassal għal żieda inevitabbli ta’ 40 fil-mija fil-paga minima kurrenti. Li dan ikun indirizzat bla iktar dewmien hu essenzjali. Ifisser, skond dawn l-istudji tal-Caritas, li paga minima diċenti għandha tkun ta’ madwar l- €14,000 fis-sena.

L-inflazzjoni  sostanzjali ta’ din is-sena jfisser li l-vulnerabbli fostna għaddejjin minn żmien diffiċli. F’dawn iċ-ċirkustanzi ikun mill-iktar raġjonevoli li l-COLA titħallas darbtejn fis-sena: fl-1 ta’ Lulju u l-1 ta’ Jannar. Dan ma jżidx l-ammont li jitħallas imma billi dan jinqasam fi tnejn, u parti titħallas sitt xhur qabel, inaqqas ħafna l-piz fuq spallejn il-vulnerabbli.

Għadna qed nistennew lill-Onorevoli Ministru tal-Finanzi biex iwettaq dak li wiegħed is-sena l-oħra bl-introduzzjoni ta’ mekkaniżmu speċjali li jipproteġi lill-vulnerabbli mill-impatti tal-għoli tal-ħajja. Għadna nistennew, imma l-Onorevoli Ministru jidher li hu iktar ippreokkupat biex jonora l-wegħdiet konnessi mal-klijenteliżmu politiku fl-Air Malta.

Some budgetary considerations

In the Finance Ministry this is the time when they gear up to prepare next year’s budget which is normally presented sometime in October.

The Hon Minister for Finance has apparently already decided to proceed with the finishing touches to further finance clientelism in Air Malta. This is a long-term project what they call “works in progress”. It involves more millions of euro in taxpayer’s money down the drain to honour political pledges made during the March 2022 general election. This is another corrupt practice together with the distribution of cheques to every household during the general election campaign. A “fitting” monument to political clientelism.

The cost-of-living is out of control. Most probably that the COLA, the cost-of-living adjustment to wages, salaries and pensions, announced during the budget speech will be around €10 per week. Minister Clyde Caruana states that it could be substantially more if government did not subsidise fuel and electricity bills.

The blanket subsidises of fuel and electricity bills need to be revisited in order that they are more effective in supporting the vulnerable. In the present circumstances it is good policy to subsidise basic use but it does not make sense for a prolonged blanket policy of subsidies. The current subsidies are not going into the pockets of the vulnerable alone. Those who are not amongst the vulnerable can do without most of the current subsidies. Subsidises need to be focused such that they are of help to the most vulnerable. The country does not have the resources to go on in this way for too long a time.

Some days ago, the fuel subsidisation policy was amended in order that the fuelling of pleasure seacraft was at last excluded from further benefitting from the use of subsidised fuel. This is however not enough. The gradual reduction of subsidies of petrol and diesel would not only ease traffic from our roads and improve the quality of our air: they would also make substantial finance available for other areas.

The Chamber of Commerce has also rightfully pointed out that subsidising water and electricity bills across the board needs to be revisited. Even in this area it is basic use which should be subsidised. Subsidising across the board signifies that excessive use is subsidised too. This is a misuse of public funds which we can easily do without.

Josef Bugeja (GWU) is spot on in insisting that the cost-of-living adjustment (COLA) should be paid out in full to all employees (and pensioners). It has to be underlined that COLA is not an increase in wages and salaries. It merely makes good for the impact of inflation on wages, salaries and pensions during the past year.

There is however need for a long overdue overhaul of the incomes policy to make it more relevant to this day and age.

It is about time that the basket of goods and services used to compute the minimum wage and the COLA is revised in order to ensure that it reflects todays needs. The Caritas studies throughout the years have made this basic contribution to the debate: revising the basket of goods and services would identify a 40 per cent shortfall in the current minimum wage. The sooner this is addressed the better. On the basis of the Caritas studies, currently a decent minimum wage should be around €14,000 per annum.

The substantial inflation throughout this year signifies that the vulnerable amongst us are passing though a very difficult patch. In such circumstances it would be reasonable to consider having COLA paid twice a year: 1st July and 1st January. This would not increase the amount due but by splitting it in two, and bringing forward part of its payment by six months, would reduce the burden shouldered by the most vulnerable amongst us.

We are still waiting for the Hon Minister of Finance to honour his commitment made this time last year to address the cost-of-living impacts on the vulnerable through some special mechanism. We are still waiting, unfortunately, as the Hon Minister is more preoccupied in servicing clientelism at Air Malta.

Paga minima diċenti

Nhar it-Tnejn, waqt id-diskors tal-buġit konna infurmati biż-żieda statutorja annwali fil-paga minima. Kif nafu ser tkun żieda ta’ €1.75. Bosta ikkummentaw li dan mhux biżżejjed. Hi r-reazzjoni naturali li nisimgħu kważi kull sena.

Meta żieda fil-paga minima, li nirreferu għaliha bħala żieda għall-għoli tal-ħajja, ma tikkorrispondix ma kemm fil-fatt il-ħajja tkun qed togħla jinħolqu bosta problemi għall-persuni u gruppi vulnerabbli.  Meta żieda għall-għoli tal-ħajja ma tkunx adegwata, din tiekol ukoll mill-valur tal-pagi li jkunu għola mill-paga minima. Dan iseħħ minħabba li l-baskett ta’ oġġetti u servizzi li jintużaw biex permezz tagħhom titkejjel żieda fl-għoli tal-ħajja ma jkunx għadu jirrifletti r-realtà dwar il-ħtiġijiet bażiċi tan-nies.

Aħna, bħala partit ilna żmien nitkellmu dwar il-ħtieġa li jkun aġġornat il-kontenut tal-baskett ta’ oġġetti u servizzi li bih titkejjel l-għoli tal-ħajja u tkun determinata l-paga minima. Dan irid ikun aġġornat għaż-żminijiet.  

Il-Caritas f’Malta għamlet diversi studji dwar dan. L-aħħar wieħed li kien ippubblikat f’Diċembru 2020 kien jiffoka fuq tlett kategoriji vulnerabbli bi dħul baxx. Ir-rapport kien intitolat : A Minimum Essential Budget for a Decent Living. Jiena diġa ktibt dwar dan f’dawn il-paġni fi Frar li għadda.  Dwar familja li tikkonsisti f’żewġ adulti u żewġt itfal l-istudju tal-Caritas kien ikkonkluda li bil-prezzijiet tal-2020, bħala minimu, kienu meħtieġa  €14,000 f’sena għal għixien diċenti. Bejn wieħed u ieħor dak hu madwar  €4,000 iktar mill-paga minima attwali. Il-paga minima mhiex paga li tista’ tgħix biha. Min hu bil-paga minima qed jgħix fil-faqar minkejja li jaħdem.  

Qabel ma tħabbar il-buġit iktar kmieni din il-ġimgħa mill-Ministru tal-Finanzi Clyde Caruana, hu parla ħafna dwar proposta li qal li kien qed iħejji biex ikunu ndirizzati l-ħtiġijiet tal-persuni vulnerabbli lil hinn minn dak li tipprovdi l-COLA (Il-mekkaniżmu ta’ aġġustament fil-pagi għall-għoli tal-ħajja).  Imma meta qara l-buġit, minkejja li dam jaqra mhux ħażin, ma qal xejn minn dan. Irid jistudja iktar mal-imsieħba soċjali, qal!

Il-proċess konsultattiv dwar proposta għal direttiva tal-EU dwar paga minima diċenti ilu ftit għaddej. Il-proposta tfittex biex toħloq għodda aċċettabli ħalli bihom tkun tista’ tiġi mkejla kemm għandha tkun il-paga minima f’kull pajjiż individwali tal-EU. Fl-istudju dwar l-impatti ta’ din il-direttiva kien emfasizzat li l-paga minima tkun waħda adegwata meta tkun ġusta fil-konfront tal-pagi ta’ ħaddiema oħrajn u meta tipprovdi għal għixien diċenti.Dan fil-kuntest tal-kundizzjonijiet ekonomiċi tal-pajjiżi individwali.  Il-proposta tal-EU tfisser kif dan jista’ jsir b’għodda statistika.

Malta hi wieħed minn disa’ pajjiżi Ewropej fejn il-paga minima li titħallas skond il-liġi mhiex garanzija kontra r-riskju tal-faqar. Minkejja dan Malta hi wieħed mill-pajjiżi li qed jopponu l-introduzzjoni ta’ direttiva li tindirizza bis-serjetà l-adegwatezza tal-paga minima.

L-istudju tal-Caritas diġa żvela li l-paga minima jonqosha €4,000 fis-sena biex toqrob lejn paga diċenti. Iktar ma ddum ma tittieħed azzjoni din id-differenza iktar ser tikber. Huwa ferm aħjar li tiżdied il-paga kemm hemm bżonn milli jkunu ntrodotti servizzi soċjali addizzjonali biex jagħmlu tajjeb għan-nuqqas.  

Min jaħdem għandu dritt għal paga ġusta: il-paga minima mhiex waħda ġusta. Il-paga minima trid tkun paga li tista’ tgħix biha għax tkun tkopri l-ħtiġijiet bażiċi tal-familja. Għandna bżonn ekonomija sensittiva għall-ħtiġijiet umani.

M’għandniex noqgħodu nistennew soluzzjoni Ewropeja. L-istudju tal-Caritas ilu li wera lil kulħadd ir-realità. Imma  l-Parlament jibqa’ jinjora dan kollu.   Huma biss Membri Parlamentari eletti minn fost dawk ippreżentati minn ADPD li jistgħu jibdew it-triq għal deċizjoni li torbot ħalli l-paga minima tkun waħda li tista’ tgħix biha.

Il-mużika ta’ matul il-lejl

Ir-ritratti mis-satellita juru kemm hu kbir it-tniġġiż mid-dawl f’Malta. Fil-fatt, dan hu komparabbli mat-tniġġiż miż-żoni urbani fil-kontinent Ewropew! It-tniġġiż mid-dawl ma jħallix li nisimgħu l-mużika ta’ matul il-lejl. Joħnoqha u jżommna milli napprezzaw is-sbuħija tal-lejl li bil-mod jurina dak li jostor. Hekk jemfasizza l-Ħares tal-Opra (Phantom of the Opera) fix-xogħol tejatrali kapulavur ta’ Andrew Lloyd Webber.

Xi snin ilu waqt dibattitu dwar il-baġit ġie varat proġett biex id-dwal tat-toroq ikun ikkontrollat b’mod elettroniku. Proġett li meta jkun implimentat għandu jkun ta’ kontribut sostanzjali biex fil-gżejjer Maltin jonqos it-tniġġiż mid-dawl. Imma sfortunatament ftit li xejn smajna dwar xi progress seta’ kien hemm dwar din il-materja mill- 2013 lil hawn, meta tħabbar il-proġett.

Id-dawl eċċessiv użat matul il-lejl mhux biss hu użu ħażin u ineffiċjenti tal-enerġija imma jagħti kontribut konsegwenzjali għal emissjonijiet tal-karbonju li jistgħu jkunu evitati. B’dan il-ħajja fin-natura tul il-lejl qed tiġi ddisturbata u potenzjalment ukoll hi kawża għal ħsara lis-saħħa umana.

Fl-2007, il-Birdlife f’Malta ippubblikat studju dwar l-impatt tad-dwal bil-lejl fuq l-għasafar li jgħixu fl-irdumijiet u qrib il-baħar kif ukoll speċi oħra li jpassu bil-lejl. L-istudju hu intitolat Light Pollution and its effects on Yelkouan Shearwaters in Malta; causes and solutions. Il-kuntest tal-istudju kien proġett fl-iskema EU Life fl-Aħrax tal-Mellieħa fl-inħawi magħruf bħala l-Irdum tal-Madonna, sit li hu kolonja tal-garni, għasfur li jgħix mal-baħar.

L-osservazzjonijiet fir-rapport u s-soluzzjonijiet proposti jistgħu faċilment iservu ta’ bażi għal pjan ta’ azzjoni biex fil-gżejjer Maltin nibdew nindirizzaw bis-serjetà t-tniġġiż mid-dawl billi dan f’Malta mhux biss hu ta’ theddida għall-garnija (Yelkouan Shearwater)imma ukoll kawża ta’ emissjonijiet ta’ karbonju bla bżonn u theddida għall-kwalità tal-ħajja tagħna lkoll.

Bħala riżultat tad-densità qawwija ta’ popolazzjoni, t-tniġġiż mid-dawl matul il-lejl għandu impatt konsiderevoli kemm fuq iż-żoni urbani kif ukoll fuq dawk rurali tal-gżejjer Maltin. Ekologikament għandu impatt fuq l-għasafar, friefet u insetti kif ukoll friefet il-lejl imma ukoll fuq l-imġieba tal-annimali b’mod ġenerali. Lil hinn mill-ħajja naturali, it-tniġġiż mid-dawl joħloq leħħ qawwi li jweġġa’ l-għajn u li għandu impatt fuq is-sigurtà fis-sewqan. Jeffettwa lil min isuq, lil min jimxi, kif ukoll lil min juża’ r-rota u jagħti kontribut mhux żgħir fl-inċidenti tat-traffiku li jseħħu matul il-lejl.

Il-każ dwar it-tniġġiż mid-dawl fid-Dwejra deċiż mit-Tribunal ta’ Reviżjoni dwar l-Ambjent u l-Ippjanar nhar is-27 ta’ Ġunju hu każ rari fejn deċiżjoni tajba tal-Kummissjoni għall-Kontroll tal-Iżvilupp tinbidel mit-Tribunal fl-appell: ġeneralment bil-maqlub jiġri. Meta jinbidlu, s-soltu jkunu d-deċiżjonijiet il-ħżiena li jinbidlu, mhux dawk tajbin! Fil-fatt il-Kummissjoni għall-Kontroll ta’ l-Iżvilupp kienet irrifjutat l-applikazzjoni oriġinali minħabba li l-inħawi tad-Dwejra huma żona ta’ importanza ekologika. Sfortunatament it-Tribunal ittratta it-tniġġiż mid-dawl b’mod leġġer u kien insensittiv għall-impatti ekoloġiċi.

Li l-15-il għaqda ambjentali ngħaqdu biex jiġbru l-fondi ħalli tkompli l-ġlieda b’appell fil-Qrati hu pass tajjeb ‘il-quddiem. Il-ħarsien tas-siti tan-Natura 2000 hi għadma iebsa, imma jeħtieġ li jibqa’ għaddej. Imma li jsir appell minn din id-deċiżjoni skandaluża tat-Tribunal ta’ Reviżjoni tal-Ambjent u l-Ippjanar għandu jkun biss l-ewwel pass.

Għandna nirrejalizzaw li l-Awtorità għall-Ambjent u r-Riżorsi għandha l-poter u l-awtorità taħt id-Direttiva Ewropea dwar l-abitati li mhiex tagħmel użu tagħhom sewwa. L-ERA għandha tasserixxi ruħha u tenforza r-regoli, u jekk hemm bżonn tibqa’ għaddejja minn fuq l-Awtorità tal-Ippjanar kif tista’ u għandha tagħmel kull meta dan ikun neċessarju.

Ikun ferm aħjar kieku l-Ministru għall-Ambjent jinsisti mal-ERA biex din tieħu ħsieb iż-żoni ekoloġiċi sewwa. Ovvjament għandu jassigura li jkunu ipprovduti riżorsi adegwati.

Il-kaz tad-Dwejra hu każ speċifiku li fih l-ERA tista’ tieħu l-mazz f’idejha. X’ser tagħmel?

The music of the night

Satellite photos clearly indicate the extent of light pollution in Malta: it is comparable to that in most urban areas in the European continent. As a result, the music of the night is made inaudible. The night is being “impeded from unfurling its splendour”, as the Phantom of the Opera repeatedly emphasises in Andrew Lloyd Webber’s masterpiece.

Some years back, during the budget debate, a project related to intelligent street lighting was launched. When implemented, such a project would be an effective contribution to the reduction of light pollution all over the Maltese islands. Unfortunately, we have not heard of any substantial progress on the matter since late 2013, when the project was first announced.

Excessive artificial lighting used during the night is not only an inefficient use of energy, and the consequential contribution to additional carbon emissions which can be avoided, it is also a disturbance of nocturnal animal life and potentially injurious to human health.

Way back in 2007, Birdlife in Malta had published a study on the impact of night lighting on seabirds and nocturnal migrant species. The study is entitled Light Pollution and its effects on Yelkouan Shearwaters in Malta; causes and solutions. The context of the study is the EU Life project site at l-Aħrax in Mellieħa, in the area known as l-Irdum tal-Madonna, the site of a seabird colony.

The observations made and the solutions proposed in the study could easily form the basis for an action plan applicable to all of the Maltese islands to address light pollution because, in Malta, this is a serious problem not just for shearwaters but also in terms of carbon emissions and our quality of life.

As a result of Malta’s high population density, nocturnal light pollution has a considerable impact on both urban and rural areas all over the Maltese Islands. Ecologically, it has an impact on birds, moths and bats but it also has a considerable impact on animal behaviour in general. Beyond wildlife, light pollution creates glare which is a road safety issue and has an impact on drivers, pedestrians and cyclists and is known to play a considerable part in nocturnal traffic accidents.

The Dwejra light pollution case decided by the Environment and Planning Revision Tribunal on the 27 June is a rare case when a sensible decision was taken by the Planning Control Commission only for it to be reversed on appeal: normally it is the other way round! In fact, the Planning Control Commission had refused the original application on the basis that the Dwejra area is an area of ecological importance. Unfortunately, the Tribunal treated the issue of light pollution very lightly and was insensitive to its ecological impacts.

The coming together of fifteen environmental NGOs to crowd-fund the fight on appeal in Court is a good step forward. Protecting Natura 2000 sites is a tough fight but it needs to go on. Appealing against the scandalous decision of the Environment and Planning Revision Tribunal should, however, only be a first step. It should be realised that the Environment and Resources Authority (ERA) has powers and authority under the provisions of the EU Habitats Directive that it does not make sufficient use of. The ERA should assert itself and enforce the rules, bulldozing through the Planning Authority whenever this is necessary.

It would be much better if the Hon. Minister for the Environment insists that the ERA manages areas of ecological importance appropriately. Obviously, he must ensure that adequate resources are provided.

This Dwejra case is a specific example of where the ERA can have the final word. Will it?

A financial surplus, yet an environmental deficit

As was expected, last Monday’s budget speech solemnly announced a budget surplus for the first time in many years. However, the environmental deficit was, as usual, hidden between the lines.

The budget is aptly titled Preparing for the Future (Inlestu għall-Futur). In dealing with environmental issues, the budget speech does not lay down clearly the path the government will be following. At times, it postpones matters – proposing studies and consultations on subjects that have been in the public domain for ages.

On the subject of vacant properties, the government prefers the carrot to the stick. In order to get dilapidated and empty properties in village centres back on the rental market, it is offering a €25,000 grant to renovate such properties, but then rightly insists that, once renovated these should be made available for social housing for a minimum of 10 years. In previous budgets, various other fiscal incentives have been offered to encourage such properties being placed back on the market.

After offering so many carrots, it would also make sense to use the stick by way of taxing vacant properties in situations where the owner is continuously ignoring the signals sent regarding the social, economic and environmental impacts of empty properties.

The budget speech announced improvements to rental subsidies. However, it then opted to postpone the regulation of the rental market. It announced a White Paper on the subject which, when published, will propose ways of regulating the market without in any way regulating the subject of rents. In view of the currently abnormal situation of sky-high rents, this is sheer madness.

It is fine to ensure that the duties and responsibilities of landlords and tenants are clearly spelt out. Does anyone argue with that in 2017? It should have been done years ago. Instead of a White Paper a Legal Notice defining clear-cut duties and responsibilities would suffice: there is no need to wait.

It is, however, too much to bear when a “social democrat” Finance Minister declares  that he will not even consider rent control. There are ways and means of ensuring that the market acts fairly. Other countries have done it and are still doing it, as rental greed has no preferred nationality. Ignoring this possibility is not a good omen. The market should not be glorified by the Finance Minister; it should be tamed rather than further encouraged to keep running wild with the resulting social havoc it has created.

This brings us to transport and roads. The Finance Minister sends a clear message when he stated (on page 44 of the budget speech) that no one should be under the illusion that upgrading the road infrastructure will, on its own, resolve the traffic (congestion) problem. Edward Scicluna hints on the following page of his speech that he is not too happy with the current situation. He laments that the more developed countries encourage active mobility through walking, cycling and the use of motorbikes, as well as various means of public transport, simultaneously discouraging the use of the private car. However, he does not then proceed to the logical conclusion of his statement: scrapping large-scale road infrastructural projects such as the proposed Marsa flyover or the proposed tunnels below the Santa Luċija roundabout announced recently by Minister Ian Borg.

These projects, like the Kappara flyover currently in its final stages, will only serve to increase the capacity of our roads. And this means only one thing: more cars on our roads. It is certified madness.

While the Government’s policy of increasing the capacity of existing roads through the construction of flyovers and tunnels will address congestion in the short term, it will lead to increased traffic on our roads. This moves the problem to the future, when it will be worse and more difficult to tackle. The government is acting like an overweight individual who ‘solves’ the problem of his expanding wasteline by changing his wardrobe instead of going on a painful but necessary diet.

This cancels out the positive impact of other policies announced in the budget speech such as free public transport to young people aged between 16 and 20, free (collective) transport to all schools, incentives for car-pooling, grants encouraging the purchase of bicycles, pedelec bicycles and scooters, reduction in the VAT charged when hiring bicycles as well as the introduction of bicycle lanes, as well as encouraging the purchase of electric or hybrid vehicles.

All this contributes to the current environmental deficit. And I have not even mentioned issues of land use planning once.

Ma nafx jekk hux apposta, imma f’dawn il-ġranet il-Gvern beda żewġ eżerċizzji ta’ konsultazzjoni.

L-ewwel wieħed, iktar kmieni din il-ġimgħa kien dwar il-Budget li jmiss. Dan sar bil-pubblikazzjoni tad-dokument ta’ qabel il-budget intitolat Delivering our Vision. Ma sibtx verzjoni bil-Malti ta’ dan id-dokument. Forsi għax tekniku. Imma xorta mhux aċċettabbli li materji ta’ importanza bħalma hi l-politika ekonomika u fiskali tal-pajjiż ma jkunux spjegati ukoll b’dokumenti bl-ilsien Malti. Suppost li qbiżna l-ħamsin sena bħala pajjiż indipendenti.

Ikolli ngħid l-istess ħaġa għall-White Paper li ħarġet dwar it-trasport għall-iskejjel. Din ħarġet il-bieraħ u hi intitolata School Opening Hours and Traffic Congestion. Hi parti minn eżerċiżżju importanti. Għalfejn bl-Ingliż? Għalfejn fi tmiem il-ġimgħa fis-sajf?

Kulltant jiġini d-dubju x’inhu l-iskop meta l-affarijiet isiru b’dan il-mod. Jekk hux kumbinazzjoni inkella jekk ikunux ippjanati.

Il-lingwa tas-sinjali

Meta l-Ministru tal-Finanzi kien qiegħed jaqra d-diskors tal-Budget il-ġimgħa l-oħra d-diskors tiegħu kien maqlub għal-lingwa tas-sinjali (bil-malti). L-istess id-diskors tal-Kap tal-Opposizzjoni l-bieraħ u iktar tard matul il-ġimgħa l-istess ser jiġri bit-tweġiba tal-Prim Ministru.

Tajjeb. Anzi tajjeb ħafna.

Huwa neċessarju li nifhmu li dan m’huwiex xi kapriċċ iżda neċessita. Hu pass pożittiv. Iżda huwa meħtieġ li dan ikun estiż għall-oqsma kollha tal-amministrazzjoni pubblika. Bħala minimu naħseb li hu neċessarju li jkun hemm aċċess għal-lingwa tas-sinjali f’dawk l-oqsma tal-amministrazzjoni pubblika li huma f’kuntatt dirett mal-pubbliku.

Hu neċessarju li l-Korp tal-Pulizija jkollu membri tiegħu imħarrġa biex jikkomunikaw bil-lingwa tas-sinjali għax il-pulizija f’kull ħin ikunu in kuntatt ma kull settur tal-popolazzjoni u huwa neċessarju li jkun possibli li l-pulizija tkun f’posizzjoni li tikkomunika ma kulħadd. L-istess jgħodd għad-dipartiment tal-protezzjoni ċivili, għad-dipartment tal-edukazzjoni, għad-dipartiment tas-servizzi soċjali kif ukoll għall-Kunsilli Lokali.

Mhux faċli li tħarreġ in-nies mil-lum għal għada. Dan nifhmu. Bħalma nifhem l-impenn li s-soċjetá tagħna tkun dejjem iktar inklussiva: tagħti spazju lil kulħadd, tisma’ lil kulħadd u tagħti l-opportunitá lil kulħadd biex isemma’ leħnu. Huwa proċess li jieħu ż-żmien. Imma huwa proċess li bħalma ġie emfasizzat fil-Manifest Elettorali ta’ Alternattiva Demokratika fl-aħħar elezzjoni ġenerali, jeħtieġ li jwassal biex il-lingwa tas-sinjali tkun rikonoxxuta ukoll bħala lingwa uffiċjali tal-pajjiż.

B’hekk inkunu dejjem iktar pajjiż li jinkludi lil kulħadd: jisma’ lil kulħadd u jħalli lil kulħadd isemma’ leħnu b’dik il-lingwa li jifhem u li hu kapaċi juża.

Mhux budget ħażin …………. iżda budget sfukat

Segwejt il-budget u qrajt uħud mill-kummenti dwaru.  Il-budget mhux wieħed ħażin iżda huwa sfukat. Fih miżuri posittivi. Fih ukoll numru ta’ miżuri kontradittorji.

Meta tħares lejn l-estimi l-ewwel mistoqsija loġika hi dwar id-dħul li l-Gvern qiegħed jipproġetta. Billi f’Gunju li għadda d-dħul mill-VAT u t-taxxa tad-dħul kienu baxxi meta mqabbla ma dak proġettat, għadu mhux ċar jekk il-projezzjonijiet tad-dħul tal-Gvern għall-2014 humiex ottimisti ż-żejjed. Issa skont il-Ministru tal-Finanzi l-projezzjonijiet li fuqhom huwa bbażat il-budget ġew verifikati mill-Awditur Ġenerali. Dan għandu jserrħilna moħħna imma l-Ministru għandu jippubblika l-konklużjonijiet  tal-Awditur Ġenerali.

Inqis it-traħħis tal-kontijiet tad-dawl u l-ilma, l-bidu tal-proċess tal-ftuħ ta’ childcare centres b’xejn, l-emfasi fuq il-kunċett ta’ ‘making work pay’, kif ukoll il-proposti ta’ programmi w inċentivi għal żgħażagħ li la qegħdin fis-suq tax-xogħol u l-anqas jistudjaw fost il-miżuri pożittivi ewlenin tal-budget imressqa l-bieraħ mill-Ministru tal-Finanzi Edward Scicluna.

Madanakollu meta tħares lejn il-budget fit-totalita’ tiegħu Alternattiva Demokratika tħoss li  huwa sfukat u filwaqt li hemm ftit kliem fuq kollox, il-propost konkreti li fih huma ftit. Fih  ukoll numru ta’ kontradizzjonijiet.

F’xi oqsma m’hemmx direzzjoni ċara. Eżempju ta’ dan huwa fejn jidħlu l-awtoritajiet u l-kummissjonijiet, għax minflok jissimplifika l-amministrazzjoni l-Gvern qed jikkomplika l-affarijiet. F’pajjiz żgħir fid-daqs bħal Malta, minflok ma jkompli jikkonsolida l-awtoritajiet il-Gvern qed jerġa’ jisparpalja r-riżorsi bil-ħolqien ta’ awtoritajiet u kummissjonijiet ġodda. Eżempju ta’ dan huwa l-ħolqien tal- Awtorita dwar l-Avjazzjoni, liema qasam se jerga jinqata’ minn Transport Malta u dan wara li matul l-aħħar snin kienet seħħet il-konsolidazzjoni ta’ l-oqsma kollha konnessi mat-trasport f’Awtorita’ waħda . B’id waħda l-Gvern jipprietka kontra l-burokrazija u bl-oħra jkattarha.

Fil-budget il-Gvern jemfasizza l-bżonn tal-ħarsien tal-kosta, iżda imbagħad iħalli l-oxxenita ambjentali kbira tal-abbużi tal-bini illegali fuq art pubblika fl-Armier. Tisemmi emfasi fuq il-monitoraġġ tal-kwalita’ tal-arja imma fl-istess ħin ser jiżdied it-traffiku fil-Belt Valletta. Għax il-problema  tal-Belt Valletta mhiex ic-CVA imma in-nuqqas ta’ spazji għal parkeġġ u allura hu inutli illi l-karozzi jistgħu jidħlu bla ħlas wara is-2.00pm u nhar ta’ Sibt jekk spazju fejn jipparkjaw ma hemmx. L-uniku impatt li miżura bħal din ser ikollha fuq il-Belt hu ta’ karozzi jduru jfittxu fejn jipparkjaw bil-konsegwenza ta’ iktar emissjonjiet li bla dubju jkollhom impatt negattiv fuq il-kwalita’ tal-arja.

Dan iwassal għal konklużjoni loġika li tal-inqas għalissa l-Gvern qata’ qalbu li jkun hemm trasport pubbliku sura, anke lejn il-Belt. M’hemm l-ebda referenza għal inkoraggiment ta’ mezzi alternattivi ta’ trasport u lanqas ma jissemmew ideat dwar kif se titjieb s-sistema tat-trasport pubbliku. Il-budget jistaħba wara in-negozjati mal-Arriva li għadhom pendenti u fi stadju delikat.

Jidher ukoll li l-Gvern qata’ qalbu li għalissa jsolvi l-problema ta’ tfal li qed jitwasslu kmieni ħafna l-iskola. Is-soluzzjoni li ħareġ biha hija li joffri kolazzjon lit-tfal li jkun kmieni l-iskola. Dan flok ma ttanta li jfassal strateġija kredibbli li ssaħħaħ t-trasport lejn l-iskejjel.

Filwaqt li t-taxxi għal min jaqla’ l-aktar ikomplu jonqsu, l-persuni b’diżabilita se jibqgħu b’pensjoni miżera ta’ nofs il-paga minima. Fl-istess ħin il-paga minima, li tfisser li familji sħaħ jgħixu fil-periklu tal-faqar, se tibqa’ l-istess. Il-proposti tal-Caritas għal bidla fil-paga minima bħala strument ta’ għajnuna lill-kategoriji l-iktar vulnerabbli fis-soċjeta ġie injorat.  L-aġġustament għall-għoli tal-ħajja fil-paga minima jħalliha fl-istess ilma.

Għal Alternattiva Demokratika il-budget għaldaqstant m’huwiex wieħed negattiv iżda sfukat.

Id-diżonesta fiskali tal-Partit Laburista fil-Gvern

Fit-Times ta’ dal-għodu u fil-gazzetti l-oħra fi ġranet oħra hemm kumment dwar dak li ġej fil-budget li jmiss.

Waqt il-Kampanja Elettorali ta’ Marzu li għaddiet il-Labour Party ta’ Malta wiegħed li ser iwettaq dak li kien diga wiegħed il-PN fil-budget li ma kienx approvat u ċjoe li l-Income Tax tonqos.  Il-PN ukoll kien qiegħed iwiegħed li jwettaq dik il-wegħda.

Alternattiva Demokratika kienet iddikjarat dakinnhar li dan kollu kien falz. Kienu wegħdiet diżonesti tal-Partit Laburista u tal-PN għax jekk id-dħul tal-Gvern kien ser jonqos minħabba t-tnaqqis mit-taxxa tad-dħul il-Gvern ried ta’ bil-fors jikkumpensa b’xi mod ieħor:  jew billi jintroduċi taxxi ġodda inkella billi jnaqqas l-infieq. U billi l-infieq ma kienx jidher li ser jonqos bil-fors kellhom jiżdiedu t-taxxi.

Il-Partit Laburista dejjem wieġeb li ma kellux il-ħsieb li jżid it-taxxi għax l-ekonomija kienet ser tikber, qaluna. U jekk tikber l-ekonomija jiżdied id-dħul tal-Gvern, biżżejjed biex jagħmel tajjeb għat-tnaqqis tal-Income Tax.

Għal darba oħra issa Alternattiva Demokratika qed tingħata raġun.

Fil-budget li ser jipproponi l-Ministru Edward Scicluna f’Novembru li ġej ser jiżdiedu t-taxxi indiretti b’€50 miljun. Dawk it-taxxi jiġifieri li ma jiddependux fuq id-dħul tal-individwu. Mela l-partit politiku li jippretendi li hu progressiv naqqas taxxa progressiva li permezz tagħha jħallas iktar min jiflaħ l-iktar u minflok ser jagħtina taxxi li jħallashom kulħadd. Kemm min jiflaħ kif ukoll min ma jiflaħx.

Il-Partit Laburista Malti kien diżonest meta wiegħed li jnaqqas it-taxxa tad-dħul.
