Il-gwerra ċivili fil-Partit Nazzjonalista

Il-gwerra ċivili li bħalissa għaddejja fil-PN ma hi ser tagħmel ġid lil ħadd. La fil-PN u l-anqas barra minnu.

Kuntrarju għal dak li jingħad minn uħud f’mumenti ta’ saħna u rabja, l-qagħda attwali tal-PN la ħi ħtija ta’ Adrian Delia u l-anqas ma hi ħtija ta’ Simon Busuttil. Għalkemm it-tnejn li huma ikkontribwew għad-diżintegrazzjoni tal-partit, pass wara pass, fl-aħħar it-tnejn huma ukoll vittmi ta’ ċirkustanzi li ilhom jiżviluppaw sa minn l-aħħar leġislatura li fiha l-Partit Nazzjonalista kien fil-Gvern.

Kien żmien li l-PN fil-Parlament iffaċċa rewwixta fil-grupp parlamentari. Irribellaw mhux biss dawk li eventwalment ivvutaw kontra l-PN fil-Gvern, jiġifieri Franco Debono, Jeffrey Pullicino-Orlando u Jesmond Mugliett, imma bosta oħrajn fuq materji serji ħafna. Xi darba l-istorja reali tinkiteb.

Tiftakru, per eżempju lil Robert Arrigo, illum Viċi Kap, iqabbel lit-tmexxija tal-PN (ta’ Lawrence Gonzi) ma karozza miexja fuq 4 flat tyres?

Hu ċar ħafna li l-kriżi tal-lum fil-PN għandha egħruq fondi li jmorru lura s-snin. Kriżi li tħalliet tikber mingħajr ma tkun indirizzata sakemm issa tant kibret bil-konsegwenzi disastrużi li qed naraw jiżviluppaw.

Ir-riżenji u l-isfiduċja ma huma ser isolvu xejn. Il-PN għandu bżonn li jfittex il-kawża vera u jindirizzha. Sakemm jagħmel hekk ser ikompli jitmermer biċċa biċċa.

Il-problema hi kbira għax ma ġietx indirizzata għal snin twal.

Kien hemm żmien meta setgħet tissolva bi ftit ħsara. Issa, naħseb li tkun xi tkun is-soluzzjoni, l-ħsara hi enormi. Dan jgħodd ukoll f’kaz li ma jsir xejn, f’liema każ il-ħsara hi ikbar.

Dawn tiegħi huma riflessjonijiet minn barra. Minn barra ma nippretendix li nista’ nidentifika l-aħjar soluzzjoni imma biss li niġbed l-attenzjoni li din is-soluzzjoni tista’ tkun identifikata biss bħala riżultat ta’ analiżi serja.

L-eserċizzju m’għandux ikun dwar min għandu t-tort jew ir-raġun iżda dwar soluzzjonijiet prattiċi.

Hu ovvju li kull min qed jitkellem għandu l-preġudizzji tiegħu jew tagħha. Imma hu importanti li fid-diskussjoni li qed tiżviluppa jonqos (preferibilment jieqaf) il-kliem ta’ disprezz u insult għax jekk dan ser jibqa’ jikkarga mhux diffiċli ħafna biex tifhem x’ser ikunu l-konklużjonijiet.

Għalkemm jiena llum qiegħed immexxi partit politiku ieħor huwa fatt li l-parti l-kbira tal-ħidma politika tiegħi għamiltha fil-PN, li kien sostanzjalment differenti mill-PN tal-lum. Jiena konxju li t-tluq tiegħi mill-PN ftit iktar minn ħdax-il sena ilu kienet r-reazzjoni tiegħi għall-fażi inizzjali ta’ din is-saga. Dakinnhar jiena għamilt ġudizzju li l-affarijiet probabbilment imorru għall-agħar. Sfortunatament hekk ġara.

 

Delia “jirranġa”

 

Tħabbar li fil-laqgħa bejn Joseph Muscat u Adrian Delia dawn laħqu ftehim u irranġaw biex ma jkunx hemm bżonn ta’ elezzjoni għall-Assoċjazzjoni tal-Kunsilli Lokali. It-Times fil-fatt issejħilha “backroom deal”.

Iktar kmieni kien tħabbar li Robert Arrigo kien ġie mitlub biex ma jikkontestax l-elezzjoni għall-Viċi Kap tal-PN, biex jagħmel il-wisa’ lil ħaddieħor. Imma ma Robert Arrigo ma irranġawx.

Għalkemm dak li jkun jista’ jaħseb li ma hemm xejn ħażin billi wieħed jasal f’arranġament ta’ dan it-tip jiena naħseb li dan hu atteġġjament perikoluż fil-politika.

Bil-mod l-intriċċi tan-negozju li b’xi mod tirranġa mal-kompetitur tiegħek jidher li ser jagħmlu l-wisa’ għall-proċess demokratiku.

U ġaladarba dan jibda, ma tistax tkun taf fejn jispiċċa.

Leo Brincat kellu raġun meta nhar it-Tnejn 7 ta’ Lulju 2014 fil-Parlament emfasizza li għal bosta l-iżvilupp sostenibbli huwa bħaċ-chewing gum. Iġebbdu u jmeċilqu u meta jispiċċaw, la huma u wisq inqas min jismagħhom ma jkollu idea x’qalu. Id-diskussjoni ta’ nhar it-Tnejn fl-opinjoni tiegħi, kienet waħda minn dawn it-tip tad-diskussjonijiet.

Leo Brincat għamel tajjeb li emfasizza kemm huma meħtieġa l-istrutturi biex titfassal u titwettaq il-politika tal-iżvilupp sostenibbli.

L-Istrateġija Nazzjonali għall-Iżvilupp Sostenibbli ilha li tfasslet. L-obbligu li jinħolqu l-istrutturi meħtieġa biex din l-istrateġija tibda titwettaq ilu magħna mill-2007. Kien ikun għaqli kieku l-kelliemi tal-Opposizzjoni spjega għaliex ma sar xejn matul il-perjodu 2008-2013 minkejja li l-PN fil-Gvern poġġa l-iżvilupp sostenibbli bħala mira ewlenija tiegħu. Imma sfortunatament ma kienx kapaċi jagħmel dan. Il-kwalita’ tal-kontribut (jew in-nuqqas tiegħu) li jagħtu l-kelliema diversi fil-Parlament ħafna drabi hi rifless tal-importanza li l-partiti jagħtu lill-materja. Il-faqar tal-kontribut ta’ l-Onor Charlo Bonnici jirrifletti n-nuqqas tal-importanza li l-PN dejjem ta’ lill-iżvilupp sostenibbli. Nifhem li bħall-predeċessur tiegħu, Simon Busuttil m’għandux minnfejn jagħżel. Irid jaħdem b’dak li għandu. M’hemmx x’tagħmel.

Carmelo Abela min-naħa tal-Gvern ukoll qagħad idur mal-lewża. Meta tagħsar dak li qal ma issib xejn. Robert Arrigo ipprova jimla ftit minuti billi tkellem fuq it-turiżmu, iġebbed ftit l-argumenti bħaċ-ċhewing gum.

Ryan Callus miss punt importanti meta emfasizza li l-fatt li l-iżvilupp sostenibbli ma jiffurmax parti mill-Uffiċċju tal-Prim Ministru m’huwiex pass tajjeb. Dan minħabba li l-politika tal-iżvilupp sostenibbli tmiss l-oqsma kollha tal-politka u huwa biss il-Prim Ministru li għandu l-awtorita’ politika li jiddirieġi u jikkordina bejniethom dawn l-oqsma.

Għoġobi l-aħħar kumment ta’ Leo Brincat. Li l-iżvilupp sostenibbli jwassal għal iggvernar tajjeb. Kejl tajjeb illi kieku nagħrfu nużawħ nirrealizzaw kemm għadna lura.

Greening our Communities

 

Alternattiva Demo­kratika will be fielding 10 candidates for next week’s local council elections. While many valid candidates are contesting these elections, the debate has focused on councillors who have created a mess. Topping the list are Sliema and Mosta who have let their electors down.

In Sliema, infighting, administrative irregularities and allegations of corruption (now under investigation) are surely not what electors voted for when they chose the candidates presented in 2009 by the Nationalist Party. The operation of the Sliema council over the past three years proves that in selecting its candidates the PN does not always consider competence as a primary criterion. The dissolution of the Sliema council was an appropriate step. It could, however, have been taken much earlier.

On March 10, electors will be called to clean up the mess created by Labour at Mosta where infighting has led to an ineffective council. I hasten to add that, notwithstanding the above, this council had quite a headache to bring its finances in order, an inheritance bequeathed by a 13-year PN council administration. Administrative incompetence at Mosta dates back to the first council that overspent its financial allocation, passing on the unsettled bills to subsequent councils. The unsettled bills surpassed the €1million mark!

The PN-led government has played a game of political chess at Mosta, tolerating infighting that led the council to miss meetings for five consecutive months. This should have led to its dissolution ages ago, thereby permitting the community to immediately replace those who could not deliver. By not dissolving the council, the government placed its political advantage before the interests of the Mosta community.

Last week, in an article in The Malta Independent, entitled The Way Ahead For Local Councils, Nationalist MP Robert Arrigo identified another serious issue. He spoke of instances where sitting MPs invest in the election of local councillors hoping that, upon election, they would have their protégés in place. It is very positive that Mr Arrigo emphasises that he will keep himself at arm’s length from direct involvement in the local elections in his constituencies.

Maybe it is also time to consider whether those employed in the private secretariats of holders of political office should be precluded from contesting local council elections.

AD has already had the opportunity to criticise Directive 5 issued by the Principal Permanent Secretary at the Office of the Prime Minister dealing with the participation of public officers in politics. While the most pressing issue, the right of public officers below salary scale five to contest local council elections without being required to take forced unpaid leave was resolved, there are additional matters that need to be tackled. Directive 5 needs extensive revision.

AD’s local council electoral programme places community identity and basic community services as the focal point of its mission statement. Local councils exist to serve and protect local communities, yet, various local councils have remained silent when faced with rampant over-development, which has devoured precious spaces in our towns and villages. The Mosta local council, for example, was conspicuously absent in the Wied il-Għasel debate. Residents have only been supported by AD and environmental NGOs.

Similarly, in Sliema, the local council has lost its voice on issues of over-development. It’s been ages since it spoke up on behalf of Sliema residents who feel trampled upon by so-called “developers” who have taken over Sliema, which is nowadays a permanent construction site!

Another case focused on by AD is the impact on residents of a quarry at Wied Inċita, Attard, which is too close for comfort to the residential area. Illegal developments have taken place in the quarry and, notwithstanding that it has been reformed (!), alerted and reminded of the issue many a time, the Malta Environment and Planning Authority has let the quarry operators free to do as they please. Minister Jason Azzopardi is probably unaware that part of the quarry is government owned! AD has also drawn attention to the development that Mepa recently approved on Manoel Island. Building about 500 apartments together with other structures on Manoel Island is not a good omen!

Over-development has led to the current glut, quantified at 53,000 vacant residential units in 2005 and now estimated to surpass the 70,000 mark. This glut strains the local councils’ budget for the upkeep of localities as, in fact, it means that services are unnecessarily stretched to service ghost towns! Vacant residential property in Malta adds up to nine times the size of Birkirkara!

The election of green local councillors on March 10 will ensure that environmental issues will be at the top of the local councils’ agenda. For it is through tackling environmental issues at a local level that the quality of life of our communities takes a leap forward. Experience has shown time and again that this only happens when green local councillors are elected.

Green is the colour of real change.

Lenti fuq ir-rewwixta : 1) Il-karrotti

Ir-rewwixta li għaddejja bħalissa fil-Parlament fil-fehma tiegħi taf il-bidu tagħha  lir-rwol sekondarju li għandu l-backbench fuq in-naħa tal-Gvern.

Kellna diversi membri parlamentari li kienu kritiċi tal-Gvern tul din il-leġislatura, b’kull wieħed minnhom iżid id-doża. Jesmond Mugliette, Jean Pierre Farrugia, Robert Arrigo, Jeffrey Pullicino Orlando u dan l-aħħar xhur Franco Debono. Ftit li xejn kien hemm komuni bejniethom. Ilkoll ġejjin minn distretti differenti. Kuntrarjament għal li jiġri fil-Parlament ta’ diversi pajjiżi Ewropej jidher li ma kien hemm l-ebda koordinazzjoni bejniethom. Kulħadd ħadem għal rasu. Li ħadmu flimkien ir-riżultati kienu jkunu differenti u iżjed posittivi.

L-ewwel riflessjoni hi dwar ir-rwol tal-backbench.  Tradizzjonalment dan kien meqjus bħala il-qaddej fidil tal-front bench, iħejji ruħu sa ma jingħoġob biżżejjed biex jieħu promozzjoni ħalli jkun jista’ jservi lit-tmexxija.

Il-ħolqien tal-grad ta’ Assistent Parlamentari, l-ekwivalenti tal-Parliamentary Private Secretary fil-House of Commons, jiena nqiesu f’din id-direzzjoni.  Karrotta u sarima fl-istess ħin tant li kien hemm min ma aċċettax il-ħatra ta’ Assistent Parlamentari.

Karrotti oħra li tqassmu kienu postijiet eżekuttivi bħalma huma c-Chairmanship ta’ Kunsill tax-Xjenza u t-Teknoloġija u c-Chairmanship tal-Kumitat Konsultattiv dwar l-Industrija tal-Bini.

Dan kollu huwa aljenazzjoni mill-funzjoni vera tal-membri parlamentari li hi li jissorveljaw il-ħidma tal-Gvern billi kontinwament jitolbuh jagħti kont ta’ egħmilu.

Dak li għamlu Mugliette, Farrugia, Arrigo, Pullicino Orlando u Debono. Setgħu għamluh aħjar, imma jekk iħarsu lejn il-ħidma ta’ dawk li ġew qabilhom ftit li xejn isibu x’jispirhom.

Ir-rewwixta qegħdet il-pedament għal backbench attiv li jirrifjuta li joqgħod kwiet, bil-karrotti jew mingħajrhom.
