Il-mina mhix soluzzjoni: hi problema

Il-mina li hi proposta taħt qiegħ il-baħar bejn Għawdex u Malta ser ikollha impatti negattivi konsiderevoli kemm fuq Għawdex kif ukoll fuq Malta. L-iżjed wieħed ovvju hu l-ġenerazzjoni ta’ madwar miljun u nofs metru kubu ta’ radam li ser jispiċċa fil-baħar. Dan ser jagħti bidu għal ħmar il-lejl ambjentali ieħor: għax l-iżviluppaturi ma baqgħalhomx fejn “jiżviluppaw” fuq l-art! Qed ifittxu l-ispazju. L-Awtorità dwar l-Ambjent u r-Riżorsi diġa identifikat fejn dan jista’ jsir. Mhux ta’ b’xejn li r-residenti tax-Xgħajra qed jirvellaw.

Il-problemi assoċjati mal-mina proposta huma bosta. Art agrikola madwar il-punti tad-dħul, fuq iż-żewġ naħat, kemm f’ Ta’ Kenuna fil-limiti tan-Nadur kif ukoll ħdejn

L-Għerien fil-periferija tal-Mellieħa u ma tul il-wied tal-Pwales ser ikollha tagħmel il-wisgħa. Din ser tispiċċa tkun trasformata f’toroq kif ukoll f’faċilitajiet għall-kontroll tad-dħul fil-mina. Magħhom imbagħad jiżdiedu pompi tal-petrol, kull naħa tal-mina.

Hu ċar, minn dak magħruf s’issa, li d-dħul għall-mina min-naħa ta’ Malta ser ikun viċin ħafna tal-ilma tal-pjan tal-Miżieb, jekk mhux dritt minn ġo fih ukoll! Dan l-ilma tal-pjan hu f’kundizzjoni tajba, l-aħjar wieħed fil-gżejjer Maltin. Din kienet ukoll waħda mir-ragunijiet ewlenin l-għaliex fil-passat riċenti kellhom ikunu abbandunati żewġ proġetti kbar fl-inħawi, dak tal-golf course u ieħor konness mat-toroq (in-network TEN-T).

Għandu jingħad ukoll li volum kbir ta’ traffiku ser ikun iġġenerat u dan ser jgħaddi viċin ħafna tar-riżerva naturali tas-Simar fix-Xemxija. Il-ħsejjes, id-dwal u t-tniġġiż tal-arja ser ikollhom impatt negattiv konsiderevoli fuq ir-riżerva, b’mod partikolari matul il-lejl, ħin li fih in-natura ukoll tfittex li tistrieħ.

Dawn il-problemi li inevitabilment jinħolqu mill-mina għandhom iwasslu lil min hu rasu fuq għonqu biex ifittex soluzzjoni alternattiva biex titjieb il-konnettività bejn Għawdex u Malta. Soluzzjoni li tevita dawn il-problemi u iktar.

Ħa nkun ċar: il-konnettività bejn il-gżejjer ta’ Għawdex u Malta teħtieġ titjib konsiderevoli: is-soluzzjoni imma, mhiex il-mina. Is-soluzzjoni għandha tkun waħda li tiffaċilita l-moviment bejn il-gżejjer mingħajr ma żżid mal-problemi li diġa għandna. B’mod partikolari għandna nevitaw li nkabbru l-problema tat-traffiku iktar milli hi diġa. Dan nistgħu nagħmluh jekk niżviluppaw soluzzjoni li tnaqqas flok ma tkabbar id-dipendenza tagħna fuq il-karozzi.

Hu stmat li l-mina proposta ser iżżid il-medja kull jum tal-movimenti tat-traffiku bejn il-gżejjer mit-3000 tal-lum għal madwar 9000: żieda bi tlett darbiet fuq perjodu ta’ ħmistax-il sena. Wieħed ma jridx wisq għerf biex jifhem dawn iċ-ċifri, li nsibuhom ukoll fl-istudju ekonomiku kkummissjonat fl-2015 mill-Awtorità tat-Trasport u l-Kamra tal-Kummerċ Għawdxija. Għax il-ħlas biex tgħaddi mill-mina ser jinġabar minn fuq kull karozza u allura d-dħul ser jiddependi mill-ġenerazzjoni tal-ikbar ammont possibli ta’ traffiku. L-eżistenza tal-mina tiddependi fuq dan: bla traffiku ma tistax teżisti. Dan imur kontra l-oġġettiv ewlieni tal-Pjan Nazzjonali tat-Trasport (National Transport Master-Plan 2025) li fi kliem mill-iktar ċar jispjega kemm it-tnaqqis tal-karozzi mit-toroq tagħna hu l-mira fit-tul tal-politika tagħna dwar it-trasport.

Is-soluzzjoni meħtieġa trid tindirizza l-moviment tan-nies u mhux il-moviment tal-karozzi. L-unika soluzzjoni raġjonevoli allura hi l-introduzzjoni ta’ katamaran (fast ferry service) bejn Għawdex u Malta: bejn l-Imġarr f’Għawdex u punti varji mal-kosta f’Malta li jistgħu jinkludu x-Xemxija, Tas-Sliema u l-Belt Valletta. Ma dan imbagħad ikun hemm ħtieġa tat-titjib tas-servizz tat-trasport pubbliku minn fejn jieqaf il-katamaran għall-bqija tal-pajjiż.

Hu essenzjali li s-soluzzjonijiet li nagħżlu għall-problemi tagħna tat-trasport ikun jħarsu fit-tul ħalli nnaqqsu u mhux inżidu l-problemi li nħallu lil ta’ warajna.

The proposed Tunnel is not a solution: it is a problem

The proposed tunnel below the seabed linking Malta and Gozo will have considerable negative impacts on both Gozo and Malta. The most obvious one is the generation of around one and a half million cubic metres of bits of rock which will be dumped into our seas, kick-starting another environmental nightmare, land reclamation. The construction lobby has run out of space to “develop” on land. The Environment and Resources Authority has already started identifying potential sites. The residents of Xgħajra have good reason to be up in arms.

The problems associated with the proposed tunnel are manifold. Agricultural land around the two points of exit of the proposed tunnel will be gobbled up: at Ta’ Kenuna on the outskirts of Nadur, and close to L-Għerien, on the periphery of Mellieħa and further along the Pwales valley. This agricultural land will make way for the roads and toll-control facilities leading to the tunnel. Then, they will inevitably be complemented by more petrol stations.

On the basis of what is known so far, it is already clear that on the Malta side the tunnel will be bored through or very close to the Miżieb aquifer, which is still in a very good state – the only one on the island so graded. This fact has been one of the determining issues leading to the abandonment of other large scale projects in the area (the golf-course and part of the TEN-T network).

One could also add that a substantial amount of traffic will be channelled very close to the Simar Nature Reserve in Xemxija. The resulting noise, light and air pollution will have a considerable negative impact on the reserve, especially at night, a time when nature seeks its resting time.

The problems generated by the proposed tunnel are substantial. There is, however, a reasonable solution to the connectivity issue.

Let me be clear: connectivity between the islands of Gozo and Malta needs considerable improvement. The proposed tunnel, however, is not the solution. The solution should be one which facilitates movement between the islands without creating more problems than we already have! In particular, we should avoid worsening the traffic problem. This can be done if the solution we seek is not one which increases our car dependency.

It is estimated that the proposed tunnel will increase average daily traffic movements between the two islands from the current 3,000 to a projected 9,000 – a threefold increase estimated over a fifteen-year period. One immediately understands the purpose of these projections referred to in the feasibility study commissioned jointly by Transport Malta and the Gozo Business Chamber in 2015. The toll to be charged – and, consequently, the tunnel’s economic performance – is dependent on generating the maximum traffic possible. Traffic underpins the very existence of the tunnel. This runs counter to the basic objective of the National Transport Master-Plan 2025 which in crystal clear language spells out the reduction of cars from our roads as the long-term objective of Malta’s National Transport Policy.

The solution needs to address the movement of people between the islands, not the movement of cars. The only reasonable solution would be the introduction of a fast-ferry service between Gozo and Malta, between Mġarr in Gozo and various points in Malta, which would include Xemxija, Sliema and Valletta. This should be linked to an improvement in the public transport links between these points and the rest of the country.

It is essential that we seek long-term solutions to our transport problems, such that we do not leave future generations burdened by our problems.

Il-mina bejn Malta u Għawdex: il-qerda finali t’Għawdex wara l-bieb

Nhar l-Erbgħa festa pubblika. Hi ukoll id-data tal-egħluq għall-konsultazzjoni pubblika li qed tagħmel l-Awtoritá tal-Ambjent u r-Riżorsi (ERA) fuq it-termini ta’ referenza għall-istudju dwar l-impatt ambjentali (EIA) tal-mina proposta bejn Malta u Għawdex.

Is-sit elettroniku tal-ERA jippreżenta żewġ dokumenti sabiex jassistu lil dawk li qed jipparteċipaw f’din il-konsultazzjoni pubblika. Dawn id-dokumenti jispjegaw il-proposta u jidentifikaw numru ta’ fatturi li jistgħu jkunu jeħtieġu investigazzjoni, u dan biex dawk li jieħdu d-deċiżjoni jkunu megħjuna jagħmlu l-“aħjar” għażla.

F’dawn id-dokumenti hemm numru ta’ nuqqasijiet li jistunaw u juru kemm Transport Malta tiġi taqa’ u tqum mill-wirt ambjentali tagħna.

Transport Malta tibbaża l-proposti tagħha fuq ir-rapport ta’ Mott MacDonald, datat Marzu 2012 u intitolat: Preliminary Analysis: Assessment of Road Tunnel Options between Malta and Gozo. Wara li kkunsidrat erba’ proposti differenti għall-mina kif imfisser fir-rapport ta’ Mott MacDonald, Transport Malta ddeċidiet li tagħżel il-proposta numru 4 b’emenda: hi proposta li tkun tikkonsisti f’mina waħda b’żewġ karreġjati u tibda mill-inħawi taħt Ta’ Kenuna fin-Nadur Għawdex u tispiċċa fl-Imbordin biswit il-Wied tal-Pwales f’San Pawl il-Baħar.

Fid-dokumenti jgħidulna li l-ewwel tliet proposti kienu skartati għax setgħu jikkawżaw ħsara ambjentali sostanzjali, f’qiegħ il-baħar jew lir-riżerva naturali tal-Għadira. Imma la Transport Malta u l-anqas l-ERA ma ħassew il-ħtieġa li jgħidulna fid-dokumenti li ippubblikaw li meta ntagħżlet il-proposta numru 4 u ġġebbdet sal-Imbordin biswit il-Wied tal-Pwales din ġiet viċin wisq tar-riżerva naturali l-oħra, tas-Simar, u tgħaddi dritt mill-Miżieb, mal-pjan tal-ilma.

Ir-riżerva naturali tas-Simar hi sit ikklassifikat bħala Natura 2000 tal-UE, u l-pjan tal-ilma tal-Miżieb hu l-unika wieħed sura li fadlilna. Allura hemm il-possibilitá kbira li din il-proposta għal mina tmur kontra żewġ direttivi importanti tal-Unjoni Ewropea: id-Direttiva Qafas dwar l-Ilma u d-Direttiva dwar il-Abitat.

Fl-2015 il-medja ta’ movimenti ta’ karozzi bejn Malta u Għawdex, kif jirriżulta mill-istatistika uffiċjali, hi ta’ madwar 3000 kuljum. Id-diversi studji u rapporti ppubblikati sal-lum jikkalkulaw li l-mina, meta tkun lesta, tista’ twassal sabiex in-numru ta’ karozzi li jaqsmu bejn iż-żewġ gżejjer jitla’ bejn 9000 u 10000 kuljum. Gordon Cordina minn Ecubed fir-rapport tiegħu kkummissjonat minn Transport Malta u l-Kamra tal-Kummerċ Għawdxija jindika li ser tintlaħaq iċ-ċifra ta’ 9000 karozza kuljum, fil-waqt li r-rapport Mott MacDonald jipponta lejn l-10,000 karozza kuljum.

Din iż-żieda konsiderevoli fil-moviment ta’ karozzi teħtieġ li tkun analizzata fil-kuntest tal-politika kurrenti dwar it-trasport. Il-master plan dwar it-trasport addottat mill-Gvern preżenti u ffinanzjat mill-Fond Ewropew għall-Iżvilupp Reġjonali hu ċar. Dan il-pjan jgħid li matul l-għaxar snin li fih ser ikun effettiv (2016-25), wieħed mill-oġġettivi ewlenin tal-politika tat-trasport f’Malta hi emfasi fuq l-użu ta’ mezzi alternattivi għall-karozzi privati u li fil-gżejjer Maltin jonqos l-użu tal-karozza privata.

Mela Transport Malta, għan-nom tal-Gvern Malti fl-2016, tistabilixxi politika dwar it-trasport biex tkun indirizzata l-konġestjoni tat-traffiku billi tinkoraġixxi bdil fl-imġieba favur mobilitá sostenibbli, u mbagħad toħroġ bi proposti bħal dawn tal-mina bejn Malta u Għawdex, li biex jagħmlu sens, jirrikjedu żieda enormi fit-traffiku.

Id-dokumenti fuq is-sit elettroniku tal-ERA għall-informazzjoni ta’ dawk li jridu jipparteċipaw f’din il-konsultazzjoni pubblika dwar il-mina bejn Malta u Għawdex jinjoraw kompletament il-politika dwar it-trasport.

Din hi s-sitwazzjoni li għandna illum. Drajna b’awtoritá tal-ippjanar sinkronizzata mal-lobby favur l-iżvilupp. Sfortunatament jidher li l-Awtoritá dwar l-Ambjent u r-Riżorsi miexja fuq l-istess passi. Il-jiem huma magħduda. Bla dubju dan ser iwassal għall-qerda ta’ Għawdex ukoll.

The Malta-Gozo tunnel: the final countdown to Gozo’s plunder starts now

Next Wednesday is a public holiday. It is also the closing date of the public consultation being carried out by the Environment and Resources Authority (ERA) on the terms of reference for the Environmental Impact Assessment (EIA) to be carried out on the proposed Malta-Gozo tunnel.

The ERA website presents two documents to assist those participating in the public consultation. These documents explain the proposal and highlight a number of issues that will require further investigation in order to assist the decision-takers in choosing for the “optimum” solution.

There is a number of glaring deficiencies in these documents which indicate the contempt that Transport Malta has for our environmental heritage.

Transport Malta bases its proposals on the Mott MacDonald Report of March 2012 entitled: Preliminary Analysis: Assessment of Road Tunnel Options between Malta and Gozo. After considering the four options for a tunnel as resulting from the Mott MacDonald report, Transport Malta opted for an amended version of option number 4 which is proposed as consisting of a single bore two lane tunnel between the area below Ta’ Kenuna in Nadur, Gozo and L-Imbordin along the Pwales Valley in St Paul’s Bay in Malta.

We are told in the published documentation that the first three options were discarded because they could be the cause of considerable environmental damage to the seabed, as well as to the Għadira Nature Reserve. However, neither Transport Malta nor the ERA considered it appropriate to mention that the selected option, an amended option 4, stretches the Malta portal of the proposed tunnel to the Pwales valley very close to the Simar Nature Reserve and right through the Miżieb perched aquifer.

The Simar Nature Reserve is an EU Natura 2000 site, while the Miżieb perched aquifer is the only part of our water table that is still in a relatively good state. Consequently, two important EU Directives will most probably be infringed: The Water Framework Directive and the Habitats Directive.

Based on NSO statistics, in 2015 average number of daily vehicular crossings between Malta and Gozo was around 3,000. The various studies and reports published to date indicate that it is estimated that a tunnel between the two islands would trigger an increase to between 9,000 and 10,000 vehicle crossings daily. Gordon Cordina of Ecubed in his report commissioned by Transport Malta and the Gozo Business Chamber indicates a 9,000-daily mark, while Mott MacDonald points towards the 10,000 mark.

This considerable increase in vehicular movements needs to be analysed in terms of current transport policy. The Transport Master Plan, adopted by the current government and funded by the European Regional Development Fund, is very clear. It lays down that during its 10-year lifespan (2016-25) it will be an operational objective of transport policy in Malta to aim to provide alternatives to the use of private vehicles and to reduce the role of the private car as a means of transport in the Maltese Islands.

So, Transport Malta, on behalf of the Maltese government, spells out transport policy in 2016 aimed at addressing traffic congestion in Malta by encouraging a modal shift towards sustainable mobility. Yet it then comes out with proposals such as the Malta-Gozo Tunnel, which can only be feasible if there is an astronomical increase in vehicular traffic on our roads.

The documents placed by the ERA on its website to feed the public consultation process on the proposed Malta-Gozo tunnel ignore transport policy altogether.

This is the current state of affairs. By now we are accustomed to having a Planning Authority acting in synch with the development lobby. Unfortunately, it seems that the Environment and Resources Authority is closely following in its footsteps. The final countdown is on. It will inevitably lead to the plunder of Gozo as well.

MEPA: from bad to worse

Government acting through MEPA is playing to the interests of property developers and speculators. This was stated by a group of environmental NGOs who decided to act together in voicing their concern. The eNGOs are Din l-Art Ħelwa, Flimkien għal Ambjent Aħjar, Birdlife Malta, Friends of the Earth Malta, Moviment Graffiti, Greenhouse Malta, Malta Organic Agricutural Movement, Nature Trust Malta and Ramblers’ Association.

There is nothing new in stating that government is in cahoots with property developers and speculatiors. The new element is that it is much more obvious that it ever was. MEPA in fact is functioning worse than it ever did in its 21 year history.

And we have seen nothing yet. It will get worse .

The recent approval of the redevelopment of the Mistra Village site is a case in point.  In addition to its being a blot on the landscape the approved project consisting of 774 residential units [yes its seven hundred and seventy four] as well as 1,800 square metres of retail area [including a supermarket] spread in 6 rectangual blocks of various heights up to and including 13 floors.  The traffic load on an area already bursting at the seams will be enormous.

In fact, Transport Malta  had initially objected to the project as it was considered that the situation would inevitably develop from bad to worse.

Transport Malta has however had second thoughts and withdrew its objections.  FAA is on record as commenting that “In dropping its objection, Transport Malta insults local residents by claiming that the traffic situation is already so bad that adding heavy construction vehicles and another 1,500 cars to the area will not make a difference.”

This signifies that Transport Malta will now go back to its archives and reconsider the development of the TEN-T road network in the area. All the options have already been discussed and all of them will create even more probelms.  One proposal signifies cutting through the Miżieb aquifer. Other proposals pose serious threats to Manikata, the agricultural community in L-Imbordin as well as being a threat to the Simar Nature Reserve.

This is what MEPA’s decisions are leading to.  It will get worse soon.

Having nine NGOs voicing their concern together on the above and more is a good step. Their protest in Valletta’s streets on the 30th November 2013 deserves everyone’s support.

L-Unjoni Ewropeja dwar il-politika tal-Ilma f’Malta

Nhar l-14 ta’ Novembru 2012, ftit iktar minn ħmistax ilu, l-Unjoni Ewropeja ippubblikat rapport dwar il-mixja ta’ Malta biex twettaq l-obbligi tagħha stabiliti fil-Water Framework Directive. Kellna skiet fil-pajjiż dwar dan ir-rapport. Dan ir-rapport tista’ taqrah hawn .

Il-Gvern ma tkellem xejn dwaru. L-anqas l-Awtorita dwar ir-Riżorsi ma qalet xejn. Il-media baqgħet siekta ukoll inkluż dawk li jippużaw tal-indipendenti. Il-ġurnaliżmu investigattiv ma nduna b’xejn.

Il-bieraħ is-Sibt Alternattiva Demokratika organizzajna konferenza stampa li fiha irreferejna għal dan ir-rapport. Ir-rapport hu wieħed tekniku ħafna imma nistgħu niffukaw fuq tlett kummenti li jagħmel.

L-ewwel kumment hu dwar il-boreholes. Fl-2008 sar proċess ta’ reġistrazzjoni ta’ boreholes. Għaddew iktar minn 4 snin u minkejja li dan hu qasam kruċjali l-Gvern u l-Awtorita’ dwar ir-Riżorsi għadhom mexjin b’mod kajman biex jintroduċu kontrolli dwar l-użu tal-ilma tal-pjan minn dawn il-boreholes. Dan hu qasam li fih kulħadd għadu jagħmel li jrid. Mhux aħna biss qed ngħiduh. Qed qed tgħidu ukoll l-Unjoni Ewropeja.  Fir-rapport li nsemmi hawn fuq l-UE tgħid li m’hemmx monitoraġġ ta’ “private groundwater abstractions”.  Dan hu iktar gravi meta wieħed iżomm quddiem għajnejh illi 45% tal-ilma li nixorbu, imwassal fi djarna mill-Korporazzjoni għas-Servizzi tal-Ilma ġej mill-ilma tal-pjan. Jiġifieri l-ilma tal-pjan hu sors strateġiku biex il-Korporazzjoni għas-Servizzi tal-Ilma jkollha ilma xi tqassam fid-djar għall-konsum.

Minkejja dan kollu meters ftit li xejn ġew istallati ma dawn il-boreholes. L-anqas l-electronic tracking tal-bowsers għadu ma sar. Sadanittant l-ilma tal-pjan jibqa’ jinbiegħ fil-bowers qiesu m’hu jiġri xejn!

L-Unjoni Ewropeja fir-rapport tagħha tiġbed l-attenzjoni ukoll għall-frammentazzjoni: jiġifieri li l-politika dwar l-ilma hi maqsuma bejn diversi awtoritajiet: l-Awtorita dwar ir-Riżorsi (MRA) u l-Awtorita’ dwar l-Ambjent u l-Ippjanar (MEPA). Iżżid kumment dwar kumitat Inter-Ministerjali li kellu jitwaqqaf u li ħadd ma jaf jekk dan twaqqaqfx u minn min hu kompost.

Alternattiva Demokratika taqbel li fil-qasam ambjentali (mhux biss dak dwar l-ilma) hemm frammentazzjoni. Dan jista’ jkun rimedjat billi l-MRA u l-MEPA jiġu amalgamati f’Awtorita waħda taħt it-tmexxija ta’ Direttorat Ambjentali b’saħtu.  Il-ħarsien tal-ambjent u l-użu sostenibbli tar-riżorsi naturali bħall-ilma jistgħu u ġhandhom isiru aħjar b’awtorita’ konsolidata.

Ir-rapport tal-UE jipponta subgħajh ukoll lejn l-impatt tal-agrikultura fuq ir-riżorsi tal-ilma tal-pajjiz. Dan il-fatt, jempasizza r-rapport, messu wassal għal formolazzjoni ta’ strategija ċara dwar miżuri meħtieġa. Strateġija bħal din tirrikjedi l-parteċipazzjoni tal-komunita’ agrikola fl-istadju tal-formolazzjoni tagħha.

Huwa ċar illi l-fatt li r-regolatur dwar ir-Rizorsi (MRA) u d-Dipartiment tal-Agrikultura huma ir-responsabbilta politika tal-istess Ministeru, dan qiegħed iżomm lir-regolatur mill-jaġixxi b’mod effettiv. Għandu jkun sottolineat illi l-Uffiċċju Nazzjonali tal-Istatistika żvela li matul l-2009-10 l-agrikultura użat il-fuq minn 28 miljun metru kubu ta’ ilma, li jammonta ghal hafna iktar milli qatt kien stmat. Dan hu kważi id-doppju tal-ilma li tiċċirkola l-Korporazzjoni għas-Servizzi tal-Ilma.

Hemm bżonn li l-ilma jittieħed b’iżjed serjeta’. Biex dan isir jeħtieġ li jintrifsu ħafna kallijiet.

The accumulated cost of incompetence

After last Monday’s storm the usual comments were read and heard: the damage sustained, the cost to the insurers, the cleaning operations, the near misses.

There was no comment on the real culprit for a substantial part of the damage.

No one commented on the excessive building development taking over agricultural land over the years. No one commented on the building in and along valleys. No one commented on the lack of water cisterns in residential units which although a legal requirement since 1881 is more honoured in the breach.

Who is responsible for all this?

Successive governments and the public administration in the last 50 years is responsible for this mess. It is in fact the cost of incompetence.

The storm would have happened anyway, but :

If all residential units are provided with rainwater cisterns there would certainly be less stormwater gushing around in the streets. Certainly no overflowing sewers as still happens in a number of localities.

If less building development was permitted over the years there would be more land available for the recharge of the aquifer.  We would also have substantially less vacant dwellings

If rubble walls along valleys are properly and regularly maintained there would be less obstruction to the natural flow of water.

If  no dumping of waste occurs in valleys, there would be less obstruction to the natural flow of storm water.

But this has not been so.  Hence the scale of the damage.

The damage caused by last Monday’s storm is the accumulated cost of incompetence.

The risk of failure stares us in the face

The United Nations Environment Programme is one of the success stories of the 1972 UN Stockholm Conference on the Human Environment. Through its Mediterranean Action Programme, UNEP successfully brought together the states bordering the Mediterranean. In 1976, they signed the Barcelona Convention for the Protection of the Mediterranean Sea against Pollution.

Malta signed the convention and a number of protocols, among which a 1980 protocol against pollution from land-based sources and activities, known as the LBS Protocol. One of the commitments that Malta entered into in the 1980s was to ensure that sewage should be treated before being discharged into the sea.

Malta was not in a position to honour its LBS Protocol commitments as the finance required to carry out the infrastructural development was not available. It was only as a result of EU accession that such funds were made available for the Xgħajra and the Gozo plants. (Funds through the Italian protocol were used to construct the Mellieħa plant.) This has come about because, in 1991, the EU adopted its Urban Wastewater Directive, which Malta had to implement on EU accession.

Notwithstanding the availability of EU finance, it was only in 2011, when the third sewage purification plant at Ta’ Barkat Xgħajra was commissioned, that Malta finally came in line with the EU Urban Wastewater Directive. This is clearly evidenced by the latest positive results on the quality of bathing waters along Malta’s coast. The waters off Wied Għammieq/Xgħajra, site of the sewage outfall for over 75 per cent of Malta’s sewage, have registered the most notable quality improvement.

While recognising that Malta has honoured long-standing commitments, it is unfortunate that the long wait was not utilised to identify possible uses of recycled sewage on the basis of which the available EU finance would have yielded long-term benefits. Lessons learnt from the Sant’Antnin sewage purification plant at Marsascala seem to have been ignored.

The sewage purification plants have been designed as an end-of-pipe solution. Situated at the point of discharge into the sea, the whole infrastructure is based on the wrong assumption that sewage is waste. Its potential as a resource was ignored at the drawing board. In fact, I remember quite clearly the statement issued by the Water Services Corporation in the summer of 2008 in reply to prodding by Alternattiva Demokratika. WSC had then derided AD and stated that the treated sewage effluent had no economic value.

Since then we have witnessed a policy metamorphosis. Water policy has slowly changed to accept the obvious and unavoidable fact that sewage is a resource that should be fully utilised. During the inauguration ceremony of the sewage purification plant at Il-Qammiegħ Mellieħa, Minister Austin Gatt had indicated that the possible use of recycled sewage would be studied.

The decision to study the matter had been taken when the design of the infrastructure was long determined. At that point, provision for the transfer of the recycled sewage from the point of treatment to the point of potential use was not factored in. Substantial additional expenditure would be required for this purpose. This is a clear case of gross mismanagement of public funds, including EU funds.

It has been recently announced that a pilot project is in hand to examine the impacts of recharging the aquifer with treated sewage effluent. This pilot project was listed in the First Water Catchment Management Plan for the Maltese Islands as one of three measures submitted to the EU in 2011 in line with the requirements of the Water Framework Directive. The other two measures are the efficient use of water in the domestic sector and using treated sewage effluent as a source of second class water.

AD agrees that a successful pilot project on recharging the aquifer could lead to a long-term sustainable solution of the management of water resources in Malta. This is, however, dependent on the nature of the liquid waste discharged into the public sewer. I am informed that tests which have been going on for some time at the WSC pilot plant at Bulebel industrial estate have revealed specific chemicals that are being discharged into the public sewer and which are proving difficult to remove from the treated sewage effluent.

The successful use of treated sewage effluent for a multitude of uses, including recharging the aquifer, is ultimately dependent on a tough enforcement policy ensuring that only permissible liquid waste is discharged into the public sewers. Recharging the aquifer with treated sewage effluent while technically possible is very risky. On the basis of past performance, enforcement is an aspect where the risk of failure stares us in the face!

The technical possibilities to address the water problem are available. What’s lacking is the capability of the authorities to enforce the law. I look forward to the time when they will develop their teeth and muscles. Only then will the risk be manageable.

Water Sustainability ………… Sostenibilta tal-Ilma

World Environment Day: Water Sustainability a most pressing issue in Malta

In a press conference held in front of the Malta Resources Authority, Alternattiva Demokratika – The Green Party said that water sustainability is a most pressing issue in Malta.

Michael Briguglio, AD Chairperson, said: “There are various important environmental issues in Malta, including air pollution, noise pollution, rampant construction and waste management. Like such issues, water sustainability deserves top prioritization in Malta’s environmental, economic and social policies”.

“Malta is one of the driest countries in the world, yet sustainable use of water does not yet seem to be a national priority.  We are in a situation where the majority pay their utility bills, whilst others steal water from boreholes. The water issue is ultimately an issue of environmental justice, social justice and economic good-sense. How could it be that we are treating such a scarce resource as if we have unlimited supply of it?”

Malta has mismanaged its water resources for far too long. Focusing on the potential use of recycled Treated Sewage Effluent Carmel Cacopardo AD Deputy Chairman and Spokesman on Sustainable Development and Home Affairs said that the infrastructure for sewage treatment was designed on the basis of the misconception that treated sewage had no economic value. As a result the 24 million cubic metres of treated sewage (estimated data for  2011 : 21,858,000 cm for Malta and 1,982,000 cm for Gozo, excluding rainwater in sewers during the rainy season) so far are being discharged into the sea. Simultaneously 29 million cubic metres of water are produced annually (56% by RO and 44% extracted from the water table).

The recently announced change of policy as a result of which it is envisaged that Treated Sewage Effluent is utilised for various purposes is a positive step.  However it is imperative that TSE of the right quality is available the soonest in order that boreholes all over the country are sealed up after sufficient water of the appropriate quality is available for both agriculture and industry. This said Carmel Cacopardo could lead to a much needed resting time for  the water table.

Last month the Prime Minister announced that a pilot project was in hand in order to examine the impacts of recharging the aquifer with Treated Sewage Effluent.  AD, said Carmel Cacopardo notes that a successful pilot project could lead to a long term sustainable solution to the management of water resources in Malta. This however, he added is not without its pitfalls as it is dependent on a tough enforcement policy ensuring that only permissible liquid waste is discharged into the public sewer.

AD has earlier this week met with Malta Resources Authority officials who confirmed that this is still a major sticking point.

Finally Carmel Cacopardo pointed out that Water Services Corporation has produced a “ (Master) Plan for the Use of Treated Sewage Effluent for the maltese Islands. A National  Reclamation project.” Dated May 2009 this Masterplan has been made public earlier this year in Parliament.  AD, stated Cacopardo, queries why this Masterplan has not been subject to a public consultation and being examined in terms of the Strategic Environment Assessement Directive of the EU.

L-ambjent tagħna, is-saħħa tagħna

Ftit riflessjonijiet tiegħi wara s-seminar tal-Fondazzjoni Ideat li fih ħadt sehem nhar is-Sibt f’isem Alternattiva Demokratika.

L-ewwel nett jiena diżappuntat bin-nuqqas ta’ parteċipazzjoni ta’ rappreżentanti tal-PN. Kienet opportunita unika ta’ diskussjoni mhux biss bejn rapprezentanti tat-tlett partiti politiċi iżda ukoll ma esperti u attivisti ambjentali. Dan ipoġġi f’perspettiva reali l-eżerċizzju li qiegħed jikkordina d-delegat speċjali ta’ Lawrence Gonzi. Simon Busuttil qiegħed jitħabat biex jorganizza l-laqgħat mas-soċjeta’ ċivili, imbagħad meta jiġu l-inviti għal diskussjoni jiġu injorati. Prova oħra tas-superfiċjalita’ tal-politika ta’ Lawrence Gonzi. Li iżjed milli jisma’ l-karba tal-miġugħ huwa interessat f’pontijiet elettorali. Mhuwiex interessat kif ser jissolvew il-problemi (li ma ħoloqhomx kollha hu!) imma hu interessat biss fil-voti.

Issa niġi għas-sustanza.

L-ilma huwa element mill-iktar essenzjali aħna u nħarsu lejn l-interazzjoni bejn l-ambjent u s-saħħa. Huwa neċessarju li nifhmu l-ħtieġa illi nieħdu ħsieb iktar tal-ilma bħala riżors essenzjali għall-ħajja. Għal kull ħajja. Mhux biss għal ħajja umana iżda ukoll biex tisseddaq l-ekosistema li minna l-bniedem jifforma biss parti żgħira. L-ilma tal-pjan hu fi stat disastruż u għaldaqstant huwa iktar essenzjali li noqgħodu attenti bl-esperimenti li jsiru minn żmien għal żmien. Il-proġett pilota li tħabbar reċentement biex isir artifical aquifer recharge bl-użu ta’ ilma riċiklat mid-drenaġġ huwa wieħed riskjuż. Hemm ħtieġa ta’ attenzjoni kbira f’dawn it-tip ta’ esperimenti li ma nispiċċawx nagħmlu iktar ħsara milli ġid.

L-impatti ambjentali ma jiddependux biss minn dak li nagħmlu aħna f’ Malta. Jiddependi ukoll minn dak li jagħmel ħaddieħor. Per eżempju it-42 vapur mgħobbi bi skart tossiku u nukleari li l-Mafja Taljan għerrqet fil-Mediterran għandhom ikunu  ta’ tħassib għalina. L-ilma tagħna 60% ġej mill-baħar. Il-ħut ma josservax fruntieri u t-tniġġiż fil-baħar għaldaqstant għandu impatt ħafna ikbar milli naħsbu.

Waqt id-diskussjoni issemmew ħafna aspetti ambjentali li huma ta’ preokkupazzjoni.

Naħseb li l-iktar materja inkwetanti hi n-nuqqas ta’ kredibilita’ tal-istituzzjonijiet. Waħda wara l-oħra dawn l-istituzzjonijiet huma kompromessi għax m’għandhomx is-snien li jippermettulhom jaġixxu. Dan in-nuqqas joħroġ mill-fatt li l-Gvern jappunta l-membri waħdu. Mhux biss mingħajr ma jqis x’taħseb is-soċjeta ċivili dwarhom imma fuq kollox prinċipalment a bażi tal-lealta’ politika tagħhom.

Għal dan l-iskop Alternattiva Demokratika ilha żmien tinsisti illi huwa meħtieg li l-ħatra ta’ membri tal-Bord tal-Awtoritajiet tkun soġġetta għal public hearing fil-Parliament. Dan il-proċess jassigura li min ikun ser jinħatar ikollu l-opportunita li jispjega x’inhuma l-kompetenzi tiegħu/tagħha kif ukoll iwieġeb għal mistoqsijiet dwar kif l-imġieba pubblika tiegħu tista’ teffettwa l-ħidma tiegħu/tagħha fil-ħatra maħsuba.

Din hi proposta ta’ Alternattiva Demokratika fil-Programm Elettorali tal-2008 li l-Partit Laburista fl-Opposizzjoni uża fil-Parlament huwa u jikkritika ir-riforma tal-MEPA. Għamel tajjeb, biex ma ninftiehemx ħazin.

Huwa importanti li l-Parlament jieħu lura mingħand il-Gvern il-poter tal-ħatra tal-awtoritajiet kif ukoll huwa neċessarju li l-Parlament ikun kapaċi jissorvelja hu l-ħidma ta’ dawn l-awtoritajiet. B’hekk ikun assigurat iktar koordinazzjoni effettiva kif ukoll iktar kontabilita’.
