Ġustizzja klimatika: s-sehem tagħna

L-istat attwali tal-emerġenza klimatika li qed tiżviluppa madwarna hu l-effett akkumlat ta’ snin ta’ emissjonijiet ta’ karbonju. Kontinwament qed inżidu ma dawn l-impatti akkumulati tant li l-projezzjonijiet tal-Intergovernmental Panel on Climate Change (IPCC) jindikaw illi l-miri tas-Summit ta’ Pariġi dwar it-Tibdil fil-Klima li sar fl-2015 mhumiex ser jintlaħqu bil-kbir.

L-emissjonijiet globali tal-karbonju tant żdiedu li flok ser nillimitaw iż-żieda fit-temperatura għal grad u nofs Celsius fuq it-temperatura tal-era pre-industrijali, resqin lejn żieda ta’ madwar id-doppju ta’ dan sa l-aħħar tas-seklu kurrenti: ċjoe żieda ta tlett gradi Celsius.

L-istati z-żgħar li huma ġżejjer joqgħodu fihom iktar minn 65 miljun persuna. Ilu ż-żmien issa li dawn ġew meqjusa bħala l-iktar vulnerabbli minħabba l-impatti tat-tibdil fil-klima. Kull stat gżira qiegħed fuq quddiem nett biex ikun minn tal-ewwel biex ilaqqat dawn l-impatti, u dan minkejja li storikament, fil-parti l-kbira tagħhom dawn kienu fost l-anqas li kkontribwew għat-tibdil fil-klima. Prinċipalment qed nirreferi għall-istati gżejjer żgħar li hemm fil-Paċifiku li ġeneralment mhumiex ‘il-fuq mil-livell tal-baħar. Bħala riżultat ta’ dan il-fatt dawn ser ikunu fost ta’ l-ewwel li jlaqqtu d-daqqa tal-għoli tal-livell tal-baħar, bla dubju wieħed mill-konsegwenzi ewlenin tat-tibdil fil-klima.

Meta nitkellmu dwar l-għoli fil-livell tal-baħar ma nkunux qed nitkellmu b’mod tejoretiku dwar il-futur. Fl-Oċejan Paċifiku din hi r-realtà tal-lum.

Ħarsu pereżempju lejn il-gżejjer Maldives, magħrufa għall-bajjiet ramlin bojod li ma jispiċċaw qatt u li matul l-2018 żaruhom miljun u nofs turist. Il-Maldives huma fost iktar pajjiżi ċatti fid-dinja. 80% tal-art mhiex iktar minn metru ‘l-fuq mil-livell tal-baħar.

L-ebda parti tal-gżejjer mhi iktar minn tlett metri mil-livell tal-baħar. L-istudji li saru jindikaw li sa mis-snin ħamsin il-baħar madwar il-gżejjer Maldives għola bejn 0.8 u 1.6 ta’ millimetru fis-sena. B’din ir-rata hu stmat li sa tmiem dan is-seklu 77% tal-gżejjer Maldives ikunu taħt il-livell ta’ wiċċ il-baħar.

Il-ġzejjer Maldives, ċentru turistiku rinomat, jistgħu jkunu ‘l-bogħod wisq għal uħud biex jifhmu is-sinfikat ta’ dak li qed iseħħ fil-present. Imma hi ukoll esperjenza li mhux ser iddum ma tinfirex mal-erbat irjieh tad-dinja .

It-tibdil fil-klima jeffettwa direttament lill-komunitajiet mal-kosta kif ukoll l-infrastruttura kollha żviluppata mat-tul kollu tal-kosta. Il-gżejjer kollha, waħda wara l-oħra, ser ilaqqtuha.

Malta mhix ser tkun xi eċċezzjoni. Il-gżejjer Maltin, bħall-gżejjer kollha, ser jintlaqtu sewwa minn dawn l-impatti klimatiċi.

Probabbilment li din hi r-raġuni għaliex, skond Eurobarometer, il-Maltin huma l-iktar imħassba fost l-Ewropej u jqisu it-tibdil fil-klima bħala materja ta’ serjetà kbira.

Naħseb li wasal iż-żmien li din li tidher li hi sensittività għall-impatti tat-tibdil fil-klima nittrasformawha f’azzjoni konkreta.

Nistgħu per eżempju nistabilixxu l-mira li nnaqqsu nofs il-karozzi privati li għandna llum fit-toroq tagħna fi żmien għaxar snin? Ovvjament ma jkollniex bżonn it-toroq kollha li qed jippjanaw li jibnu kieku kellna nippruvaw inwettqu mira bħal din.

Dan jista’ jsir bla wisq diffikultà meta nqiesu li nofs il-vjaġġi li nagħmlu bil-karozzi tagħna fil-gżejjer Maltin huma vjaġġi għal distanzi qosra (twal inqas minn ħames kilometri) u li jdumu mhux iktar minn kwarta. Li jonqos hu ftit rieda politika. Flok ma noqgħodu nistennew lil ħaddieħor, f’pajjiżi oħra ‘l-bogħod, biex jieħdu azzjoni ħalli jonqsu l-impatti fuq il-klima wasal iż-żmien li naħsbu ftit dwar dak li nistgħu nagħmlu aħna stess u ngħaddu biex nagħmluh.

Il-problema tal-gżejjer Maldives hi il-problema tagħna wkoll. Konna fost dawk li taw kontribut biex inħolqot il-problema u jeħtieg ukoll il-kontribut tagħna għas-soluzzjoni tagħha.

Din hi t-triq li twassal lejn ġustizzja klimatika.

Climate Justice: our role

The current state of the developing climate emergency is the cumulative effect of years of carbon emissions.

We continuously add to this accumulated impact to the extent that projections by the Intergovernmental Panel on Climate Change (IPCC) indicate that the targets of the Paris 2015 Climate Change Summit will be substantially exceeded. The current global carbon emissions are such that instead of limiting temperature increases to 1.5 degrees Celsius above the temperature prevalent in the pre-industrial era, we are moving towards double this increase by the end of this century, that is 3 degrees Celsius.

Small island states, home to more than 65 million people, have long been recognised as being especially vulnerable to the adverse impacts of climate change. Each island state is on the frontline of such impacts even though, historically, most of them have been the lowest contributors to climate change. I am referring mostly to the Pacific small island states which are generally low-lying and as a result, the first port of call of the rising sea level – one of the major consequences of climate change.

Rising sea levels is not the theoretical future. In the Pacific Ocean it is the real present. Consider, for example the Maldives, known for its extensive sandy beaches frequented by around 1.5 million tourists in 2018. The Maldives is also considered to be the flattest country on earth, with 80 per cent of its land area no higher than one metre above sea level and none of the rest no more than 3 metres above sea level. Studies indicate that, since the 1950s, the sea level around the Maldives has risen between 0.8 and 1.6 millimetres annually. At this rate it is estimated that, by the end of this century, 77 per cent of the Maldives current land area will be below sea level.

The Maldives, a tourism haven, may be too far away for some to grasp the significance of what is happening right now. It is, however, experiencing what will soon be the reality around the whole globe.

The coastal communities and the coastal infrastructure will be the hardest hit by climate change and al islands, around the world will be hit.

Malta will not be an exception; along with all other island states, the Maltese Islands will have to bear the brunt of this impact of climate change.

This could be the reason why, according to Eurobarometer, the Maltese are among the most concerned Europeans and consider climate change a very serious issue.

Isn’t it about time that this “apparent” sensitivity to the impacts of climate change is translated into concrete action?

How about, for example, setting a target of reducing the number of private cars on our roads by 50 per cent over the next ten years? We would obviously not need all the new roads being built, should we start seeking the best way to achieve such a target.

Given that it is estimated that 50 per cent of our private car journeys all around the Maltese Islands are for short distances (less than five kilometres) and of a duration that does not exceed 15 minutes this target would be easily achievable if there is some political will. Instead of waiting for others in faraway places to take action to reduce the impacts of climate change, it is about time that we start planning what we can do ourselves, and then proceed with doing it.

The problem of The Maldives is our problem too. We have contributed to its creation and consequently we must also contribute to its solution.

This is the path of climate justice.

L-emerġenza klimatika

Li niddikjaraw li l-qagħda tal-klima tnissel sens ta’ emergenza hu pass pożittiv. Li nagħrfu dan ifissser li qed titnissel kuxjenza illi ma baqax wisq żmien biex nieħdu l-passi li hemm bżonn.

Ir-Renju Unit, ir- Republika tal-Irlanda, Franza, il-Kanada, l-Awstrija u l-Argentina flimkien ma bosta bliet u awtoritajiet lokali madwar id-dinja, iddikjaraw li għandna Emergenza Klimatika. Dawn jinkludu lil New York u San Francisco fl-Istati Uniti, Sydney u Melbourne fl-Awstralja, Pariġi u Mulhouse fi Franza, Seville, Zaragoza, ir-reġjun tal-Catalonia u l-Gżejjer Canary fi Spanja, Milan, Napli u Lucca fl-Italja, Basel-Stadt fl-Isvizzera, Bonn, Cologne u Düsseldorf fil-Ġermanja, Auckland u Wellington fi New Zealand, Amsterdam fl-Olanda, Varsavja u Krakow fil-Polonja, u Bacolod fil-Filippini.

Id-dikjarazzjoni dwar l-emerġenza klimatika, li kienet waħda mit-talbiet tal-grupp ta’ attivisti ambjentali Extinction Rebellion, kienet bla dubju pass importanti, imma hu ferm iktar importanti dak li jrid isegwi din id-dikjarazzjoni. Jekk il-kliem tad-dikjarazzjoni ma jkunux tradotti f’azzjoni, id-dikjarazzjoni l-anqas biss tiswa’ l-karta li hi stampata fuqha!

Il-punt bażiku li jista’ joħroġ mid-dikjarazzjoni tal-emerġenza klimatika hu l-għarfien li l-azzjoni dwar it-tibdil fil-klima għandha tkun prijorità politika. KuIl Gvern għandu jagħti kaz ta’ dan fil-ħidma kollha tiegħu.

L-aħħar rapport tal-IPCC (Intergovernmental Panel on Climate Change) ippubblikat fl-2018 jagħmel enfasi li minkejja l-wegħdiet mill-komunità internazzjonali fis-Summit ta’ Pariġi dwar it-tibdil fil-klima, it-temperatura globali tidher li ser taqbeż bid-doppju l-massimu li nagħtajna parir li m’għandux jinqabeż: mexjin lejn żieda ta’ 3 gradi Celsius iktar mit-temperatura pre-industrijali . Din iż-żieda astronomika antiċipata hi l-kawża tal-emergenza. L-impatt kumulattiv tal-azzjoni dwar il-klima madwar id-dinja s’issa jindika li l-miri minimi mhux ser jintlaħqu.

Bħala riżultat tat-tibdil fil-klima partijiet mid-dinja, gradwalment, mhux ser jibqgħu abitabbli: zieda fit-temperatura, intensifikazzjoni tal-maltempati, nixfa banda u għargħar band’oħra. Dan kollu ser iħarbat il-ħajja kif nafuha sal-lum.

Iktar kmieni din il-ġimgħa, l-European Environment Agency (EEA) ippubblikat rapport qasir intitolat Climate Change Threatens the Future of Farming in Europe fejn kien enfasizzat li t-temperatura fin-Nofsinnhar tal-Ewropa ser togħla tant li sal-2050, mir-raba’ jista’ jkun li  l-prodotti li nieħdu jonqsu bin-nofs. Fl-istess ħin iż-żieda fit-temperatura fit-Tramuntana tal-Ewropa ser tagħmel dik iż-żona iktar addattata għall-agrikultura.

B’mod partikulari, emfasizza Euractive, l-vitikultura fir-reġjuni madwar il-Mediterran li huma storikament marbutin mal-inbid tonqos sostanzjalment bħala riżultat tas-sħana eċċessiva li qed tiżviluppa.

Din hi l-emerġenza rejali. Minkejja kollox baqa’ ftit taż-żmien biex dan inkunu nistgħu nindirizzawh. Jeħtieġilna imma illi nieħdu iktar ażżjoni bis-serjetà biex nindirizzaw il-kawżi tat-tibdil fil-klima. Qed ngħixu stil ta’ ħajja insostenibbli li jagħti l-impressjoni li għada mhux ser jasla.

M’għandniex bżonn wisq iżjed rapporti. Nafu x’qed jikkawża t-tibdil fil-klima imma ma hemmx biżżejjed rieda politika għal azzjoni. Li nipposponu l-problema f’ħoġor il-futur mhi ser isolvi xejn għax anke għada jista’ jkun tard wisq.

Huwa għal dan l-iskop li jinħtieġ li nirrikonoxxu l-fatt li qegħdin fi kriżi klimatika: hemm ħtieġa li niffukaw l-azzjoni tagħna u nikkommettu ruħna li l-azzjoni dwar it-tibdil fil-klima hi prijorità.

Li neliminaw iż-żieda fil-produzzjoni tal-karbonju (carbon neutrality) fl-iqsar żmien possibli għandu jkun il-mira ta’ kull Gvern. Dan jintlaħaq billi tittieħed azzjoni f’kull qasam, b’mod partikolari fejn jistgħu jinkisbu riżultati b’mod immedjat.

Huwa għal dan l-iskop li Alternattiva Demokratika issa ilna żmien niffukaw fuq il-qasam tat-Trasport bħala s-settur ovvju li jista’ jagħti kontribut sostanzjali għall-isforz ta’ Malta biex ikun indirizzat it-tibdil fil-klima. Minħabba d-distanzi żgħar bejn l-ibliet u l-irħula tagħna, hu iktar faċli minn f’pajjiżi oħra li jkollna mobilità sostenibbli mingħajr l-użu ta’ karozzi privati li jħammġu bl-użu tal-petrol u d-diżil. Ilkoll nirrabjaw li qed jintużaw wisq il-karozzi u li l-użu ta’ mezzi alternattivi ta’ transport mhux inkoraġġiti biżżejjed.

Il-Pjan Nazzjonali tat-Trasport jenfasizza dan kollu meta jiġbdilna l-attenzjoni tagħna li iktar minn nofs il-vjaġġi li nagħmlu bil-karozzi privati jdumu inqas minn kwarta u huma għal distanzi li ma jaqbżux il- ħames kilometri.

Flok ir-retorika dwar il-klima għandna bżonn azzjoni konkreta. B’hekk biss nindirizzaw l-emerġenza.

The Climate Emergency

Declaring a climate emergency is a positive step: recognising that the current state of the climate creates an emergency situation signifies that we are aware that time is running out.

The United Kingdom, the Republic of Ireland, France, Canada, Austria and Argentina together with various municipalities and local authorities all around the world, have declared a Climate Emergency. These include New York and San Francisco in the USA, Sydney and Melbourne in Australia, Paris and Mulhouse in France, Seville, Zaragoza, Catalonia and the Canary Islands in Spain, Milan, Naples and Lucca in Italy, the canton of Basel-Stadt in Switzerland, Bonn, Cologne and Düsseldorf in Germany, Auckland and Wellington in New Zealand, Amsterdam in Holland, Warsaw and Krakow in Poland, and Bacolod in the Philippines. This was one of the demands of the environmental activist group Extinction Rebellion.

The Climate Emergency Declaration was certainly a positive step, but what comes next is more important because if the words of the declaration are not translated into action the declaration will not be worth the paper it is printed on.

The basic point which emerges from a Climate Emergency Declaration is the recognition that action on climate change is a political priority and all the actions of governments should be developed in recognition of this basic fact.

The latest IPCC (Intergovernmental Panel on Climate Change) report published in 2018 underlines the fact that, notwithstanding the Paris Climate Change Summit pledges by the international community, the global temperature is on track for an increase that is double the maximum which we are advised should not be exceeded: that is 3 degrees Celsius above the pre-industrial temperature. This anticipated astronomical increase is the cause of the emergency: the cumulative impact of climate action on a global level so far indicates that the minimum targets set will not be met.

As a result of climate change parts of the globe will become progressively uninhabitable with increasing temperature, intensification of storms, droughts in some parts of the world and floods in others, all of which will disrupt our life as we know it.

Earlier this week the European Environment Agency (EEA) published a short report entitled Climate Change Threatens the Future of Farming in Europe, underlining the fact that the temperature in Southern Europe will be such the yield from various crops will be reduced by 50 per cent by 2050. Simultaneously, the increase in temperature in Northern Europe would make that region more suitable for agriculture.

In particular, emphasised Euractive, “viticulture in the historical wine regions of the Mediterranean will be not doing well, as a result of the heat stress.”

The emergency is real and yet there is still a small time-frame during which it can be addressed. We need to take serious action to address the causes of climate change: an unsustainable lifestyle which assumes that tomorrow never comes.

We do not need many more reports. The causes of climate change are known but there is an insufficient political will to act. Postponing the problem into the future will not solve anything as tomorrow may be too late.

It is for this reason that we need to recognise the fact that a Climate Emergency exists and focus our attention on a commitment to take action on climate change as a matter of priority.

Achieving carbon neutrality in the shortest possible time should be a clear objective of all governments. This can be achieved by acting immediately in all areas, but primarily in those where immediate results could be attained.

It is for this reason that the Greens in Malta have, in recent months, focused on the transport sector as the most obvious sector that could contribute substantially to Malta’s efforts against climate change. Given the short distances between localities, sustainable mobility can be easily achieved by means other than private cars using fossil fuel. I think it makes many people angry, as it does me, that people use cars far too much and there is certainly a lack of encouragement to use alternatives.

The Transport Master Plan underlines the attainability of this objective by pointing out that over 50 per cent of journeys by private car are for less than 15 minutes and for distances not exceeding 5 kilometres.

Climate action rhetoric needs to be translated into concrete action – and the sooner the better. It is the only way to address the emergency.

Il-politika dwar il-klima

“Extinction Rebellion” hi waħda minn l-aħħar forom ta’ eko-attiviżmu. Stabilita fir-Renju Unit reċentment, dan hu attiviżmu non-vjolenti bbażat fuq azzjoni diretta, intenzjonat li jikkonvinċi lill-Gvern biex jaġixxi fil-konfront tal-emergenza klimatika u ekoloġika li qed niffaċċjaw presentement.

It-talbiet li qed jagħmlu lill-Gvern tar-Renju Unit huma ffokati fuq il-ħtieġa li l-fatti veri jkunu magħrufa kif ukoll li jkun hemm azzjoni dwarhom mingħajr iktar tkaxkir tas-saqajn.

Li nassiguraw li jingħadu l-fatti jfisser illi fid-dibattitu dwar il-bidla fil-klima, leħen ix-xjenza jitħalla jinstema’ b’mod ċar. Ix-xjenzjati kienu ċari ħafna (kważi unanimi) huma u jenfasizzaw li l-bidla fil-klima qegħda magħna. Ix-xjenza tgħidilna li diġà qed inħossu l-ewwel impatti tal-bidla fil-klima. Dawn jinkludu temperaturi estremi, tibdil fl-intensità u l-frekwenza tax-xita: nixfa estrema f’partijiet tad-dinja u xita intensiva u għargħar f’oħrajn.

Li jkunu magħrufa l-fatti, jfisser ukoll li nagħrfu illi r-riżorsi fid-dinja huma limitati u li t-tkabbir ekonomiku bla limitu mhux realtà li tista’ isseħħ għax ma hemmx x’jagħmel tajjeb għal dan ix-xorta ta’ tkabbir. Mhux vijabbli li f’dinja b’riżorsi limitati nimmaġinaw tkabbir ekonomiku infinit. Aħseb ftit dwar il-kwalità tal-arja u l-ilma tagħna, il-minerali f’żaqq id-dinja kif ukoll l-ispeċi rari.

Li naġixxu issa jfisser li ma nistgħux nibqgħu nkaxkru saqajna qiesu mhu jiġri xejn. Il-klassi politika ma tistax tibqa’ ddur mal-lewża. Jeħtieġ bidla fil-mod kif ngħixu, mingħajr iktar dewmien.

Jeħtieġilna niffukaw fuq politika ta’ żvilupp sostenibbli b’ħarsa fit-tul flok fuq politika li tħares lejn il-gwadann immedjat . Irridu nibdew naħsbu dwar kif ġenerazzjoni ser ittejjeb fuq dak li ħalliet il-ġenerazzjoni ta’ qabilha flok ma naħsbu dwar x’ser nilħqu nagħmlu sa l-elezzjoni ġenerali li jmiss.

Sadanittant iż-żmien għaddej. Il-frekwenza ta’ maltemp qalil qed jiżdied. L-għargħar qed iħarbat l-infrastruttura ta’ pajjiżi madwar id-dinja. Il-kwalità tal-arja sejra għall-agħar. L-ispeċi qed jisparixxu b’rata li qatt ma rajna bħalha.

Il-livell tal-ibħra qed jogħla, bil-mod għalissa. Imma ma għandna l-ebda garanzija li dan ma jaċċellerax fiż-żmien li ġej.

F’Pariġi, fis-Summit dwar it-tibdil fil-klima fl-2015, kien hemm qbil li għandna nagħmlu ħilitna biex nassiguraw li t-temperatura tad-dinja ma tiżdiedx b’iktar minn 1.5 gradi Celsius fuq it-temperatura pre-industrijali. Imma, wara li diversi pajjiżi issottomettew il-miri volontarji tagħhom kif miftiem fis-Summit ta’ Pariġi, jirriżulta li sa l-aħħar ta’ dan is-seklu ż-żieda fit-temperatura ser taqbez il-mira bid-doppju, ċjoe ser taqbeż it-tlett gradi Celsius. Dan jirriżulta minn rapport tal- IPCC (Intergovernmental Panel on Climate Change) li kien approvat fl-2018 u sar pubbliku fil-Korea t’Isfel. Jekk dan iseħħ, l-impatti tat-tibdil fil-klima ser jiżdiedu b’mod astronomiku.

Minkejja dan, ir-rapport tal-2018 tal-IPCC jenfasizza li xorta għadu possibli illum li nilħqu l-mira li tillimita ż-żieda fit-temperatura għal 1.5 degree Celsius. Imma biex dan iseħħ hemm ħtieġa ta’ tnaqqis sostanzjali fl-emissjonijiet kif ukoll tibdil sostanzjali u b’ritmu mgħaġġel f’kull aspett tas-soċjetà. Dan jinkludi process rapidu ta’ tnaqqis ta’ dipendenza fuq il-karbonju (rapid decarbonisation).

Issa għaddew iktar minn tlett snin minn meta Alternattiva Demokratika ippubblikat dokument poliitku dwar il-ħtieġa li f’Malta niffukaw fuq li naslu biex ninfatmu mid-dipendenza fuq il-karbonju (decarbonisation) sa mhux iktar tard mill-2050. Li nilħqu dan l-oġġettiv mhux biss jelimina d-dipendenza fuq fjuwil karboniku imma joħloq ukoll opportunitajiet ekonomiċi sinifikanti kif ukoll numru sostanzjali ta’ impiegi ambjentali fl-użu ta’ teknoliġiji ġodda. Jagħti ukoll kontribut għal titjib fil-kwalità tal-ħajja tagħna lkoll.

Ma nistawx nibqgħu niġu naqgħu u nqumu mir-regoli fundamentali tan-natura u x-xjenza mingħajr imbagħad ma nerfgħu l-konsegwenzi. Anke f’dawn il-gżejjer għandna responsabbiltà li nagħtu kontribut biex tkun eradikata l-inġustizzja klimatika. Imma ż-żmien għaddej, ma jistenna lil ħadd. In-natura ma tkaxkarx saqajha biex tirritalja!

Climate politics

Extinction Rebellion is one of the latest forms of eco-activism. It was established in the United Kingdom as an apolitical network using non-violent direct action to persuade the government to take action on the climate and ecological emergency which we face.

In brief, the demands by Extinction Rebellion to the UK government focus on the need to be truthful as well as on the need to act now without any further procrastination.

Telling the truth means ensuring that, when it comes to issues of climate change, the voice of science is heard loud and clear. Scientists have been very clear (practically unanimous) in emphasising the fact that climate change is here. Science tells us that we are already at the receiving end of the first impacts of climate change, which include extremes of temperature and the changing patterns of rainfall: extreme drought in parts of the world and the most intensive rainfall and floods elsewhere.

The truth also means a realisation that the earth’s resources are finite and that they cannot keep bankrolling unlimited economic growth. Infinite economic growth on a planet with finite resources in not viable. Think about the quality of our air, our water, minerals in the earth’s core and rare species: they are, at this point in time, stretched beyond the most reasonable limits. And, finally, the truth finally also means that there is no institution on earth which will bail us out of the accumulating ecological debt.

Acting now means that the status quo must end immediately. The current political class must halt its policy of going around in circles. Changing our lifestyles is an immediate must. We need to take on board a politics of sustainable development which focuses on the long-term view instead of a politics of short-term immediate gains. We must start acting on road-maps which span a generation and not on those which span general elections.

Time is running out: violent storms are more frequent; flooding is playing havoc with the infrastructure all over the world; air quality is deteriorating continuously and species are becoming extinct at the fastest rate ever.

The sea is rising – slowly at this point in time, but we have no guarantee that this will not accelerate. The rate at which ice is melting at the polar caps is not the least reassuring.

The Climate Change 2015 summit in Paris agreed on the need to spare no effort in ensuring that the global temperature did not increase by more than 1.5 degree Celsius over that recorded in the pre-industrial age. However, after the different countries submitted their voluntary targets, as agreed at the Paris summit, it seem that by the end of the current century the increase in temperature will be 3 degree Celsius – double the target. This is the result of an IPCC report (Intergovernmental Panel on Climate Change)  approved and published in South Korea in 2018. If this happens, climate change impacts will increase exponentially.

The key finding of the 2018 IPCC report is that while the 1.5 degree Celsius climate increase target is still achievable at this stage, it would require “deep emission reductions” and “rapid, far-reaching and unprecedented changes in all aspects of society”. This would include rapid decarbonisation.

It has been more than three years since Alternattiva Demokratika -The Green Party – published a policy paper on the need to focus on decarbonisation in Malta and achieve this by not later than 2050. Such an objective would not only eradicate our dependency on carbon fuels, it would also create significant economic opportunities and the creation of a multitude of real green jobs in emerging technologies, as well as contribute significantly to an improvement in our quality of life.

We cannot continue to violate the fundamental laws of nature or science with impunity. Even on these islands we have a responsibility to contribute to the eradication of climate injustice. Time is running out. Nature does not have second thoughts about implementing its agenda!

Is-silġ qed idub

Is-silġ qed idub kullimkien. Iktar kmieni din il-ġimgħa fl-Iżlanda saret kommemorazzjoni tal-glaċier Okjökull li dab wara madwar 700 sena li ilu jeżisti.

Kien hemm ċerimonja ta’ tifkira u twaħħlet plakka bi twissija għall-futur li tgħid: “Okjökull hu l-ewwel glaċier fl-Iżlanda li spiċċa. Matul il-mitejn sena li ġejjin il-glaċieri ewlenin li għandna ser imisshom l-istess xorti. Dan il-monument jirrikonoxxi li nafu x’qiegħed jiġri kif ukoll x’jeħtieġ li jsir. Intom biss tafu jekk għamilniehx.”

Din id-dedika tispiċċa bid-data taċ-ċerimonja u l-konċentrazzjoni attwali tad-dijossidju tal-carbonju fl-arja, 415 parti minn kull miljun.

It-tibdil fil-klima qiegħed magħna. Illum diffiċli biex dan jitwaqqaf. It-tibdil fil-klima m’għadux xi eżerċizzju tejoretiku li jbassar il-futur: hu r-realtà li qed tiżviluppa quddiemna u li rridu niffaċċjaw.

Il-kommemorazzjoni simbolika “tal-mewt” tal-glaċier Iżlandiz hi twiddiba għal kulħadd: it-tibdil fil-klima teffettwa lil kulħadd, min mod u min ieħor. Iż-żieda fit-temperatura globali qed iddewweb il-glaċieri u l-icebergs. Dan iwassal biex jogħla l-livell tal-baħar u dan b’theddida serja għal kull attività fuq l-art li hi qrib tal-livell tal-baħar. L-effetti mhux ser ikunu biss mal-kosta, imma iktar ‘il-ġewwa ukoll.

Kontinwament naqraw kif ibliet kbar li qegħdin mhux wisq ‘il-fuq mil-livell tal-baħar qed jaħsbu u jitħassbu dwar kif jistgħu jilqgħu għal din it-theddida: ibliet bħal New York, Miami, Tampa, Boston, New Orleans, Amsterdam, Mumbai, Stokkolma, Buenos Aires, Dakar, Shanghai, Hong Kong, Cancun u bosta oħrajn jistgħu jisparixxu. Miljuni ta’ bnedmin jispiċċaw bla saqaf fuq rashom.

U f’Malta?

L-għoli tal-livell tal-baħar jeqred il-faċilitajiet mal-kosta, bit-turiżmu jaqla’ l-ikbar daqqa. Numru ta’ zoni residenzjali mal-kosta ukoll jistgħu jkunu effettwati: bħal Marsalforn, ix-Xlendi, San Pawl il-Baħar, l-Għadira, tas-Sliema, l-Gżira, Ta’ Xbiex, l-Msida, Birżebbuġa, Marsaskala u Marsaxlokk, flimkien ma partijiet minn lokalitajiet oħra lkoll jintlaqtu skont kemm jogħla l-livell tal-baħar.

Jiena infurmat li l-power station ta’ Malta f’Delimara qegħda madwar 4 metri ‘l-fuq mil-livell tal-baħar.

Żieda żgħira fil-livell tal-baħar tista’ tillimita l-ħsara għall-infrastruttura turistika u l-faċilitajiet kostali. Imma jekk iż-żieda fil-livell tal-baħar tkun waħda sostanzjali iz-zoni residenzjali mal-kosta, u bosta iktar, jista’ jkunu effettwati.

It-tbassir dwar kemm ser jogħla l-livell tal-baħar jiddependi fuq iż-żidiet reali fit-temperaturi. Fis-Summit dwar il-klima f’Pariġi kien hemm it-tama li ż-żieda massima fit-temperatura ma taqbizx il-1.5 gradi Celsius fuq it-temperatura pre-industrijali. Sfortunatament, illum, dan jidher li hu ħolm għax mexjin lejn żidied ferm ikbar fit-temperaturi.

It-tbassir minimu hu dwar żieda fl-għoli tal-baħar ta’ madwar 500 millimetru imma hemm il-possibiltà li dan jista’ jilħaq żieda fl-għoli ta’ anke 7 metri! Dan hu tbassir li qed ikun revedut kontinwament mill-komunità xjentifika u jiddependi miż-żidiet reali fit-temperaturi u projezzjonijiet reveduti.

Malta għandha interess (dirett) ovvju biex it-tibdil fil-klima jkun indirizzat, imma fl-istess ħin issegwi politika li twassal il-messaġġ ċar li tiġi taqa’ u tqum, ma jimpurtahiex. Eżempju ta’ dan huma l-proġetti infrastrutturali konnessi mat-toroq li ser iservu biss biex iżidu n-numru tal-karozzi fit-toroq. Iktar karozzi, iktar emissjonijiet: kontribut dirett ikbar għat-tibdil fil-klima.

Fejn diġa beda jinħass l-għoli fil-livell tal-baħar diġa sparixxew numru ta’ gżejjer (mhux abitati) fil-Paċifiku. Hemm gżejjer oħra mill-Fiji sal-gżejjer Marshall, mill-Maldives sal-Bahamas, Tuvalu, l-Kiribati u bosta oħrajn li qegħdin taħt theddida imminenti.

Anke Malta u Għawdex qegħdin fil-queue għax in-natura ma taħfira lil ħadd, ma timxix b’mod diskriminatorju. Ser tolqot lil kulħadd mingħajr eċċezzjoni.

Requiem for a glacier

Earlier this week, mourners gathered in Iceland to commemorate the loss of Okjökull, the glacier, which has “died” at the age of about 700.

Mourners fixed a plaque as a warning to the future stating: “Ok is the first Icelandic glacier to lose its status as a glacier. In the next 200 years, all our main glaciers are expected to follow the same path. This monument is to acknowledge that we know what is happening and what needs to be done. Only you know if we did it.”

The dedication, ends with the date of the ceremony and the current global concentration of carbon dioxide in the air – 415 parts per million.

A 1901 geological map of Iceland indicated that at that time this glacier had covered an area of 38 square kilometres. Now it is no more: it has melted and disappeared into the ocean.
Climate change is definitely happening: it is now almost unstoppable. It is no longer a theoretical prediction of the future – it is today’s reality which we must face head on.

The symbolic commemoration of the “death” of an Icelandic glacier is a warning: climate change hits all of us in one way or another. The global increase in temperature is melting glaciers and icebergs which will, in turn, increase the sea level and threaten low-lying land. This will have an impact not just along the coast but also further inland.

We constantly read how various low-lying countries are considering how they could face this threat. Cities such as New York, Miami, Tampa, Boston, New Orleans, Amsterdam, Mumbai, Stockholm, Buenos Aires, Dakar, Shanghai, Hong Kong and Cancun, (to name just a few) could vanish and millions of persons would be displaced.

What about Malta? A rising sea level could wipe out coastal facilities – tourism being the hardest hit. A number of coastal residential areas would also be considerably impacted: Marsalforn, Xlendi, St Paul’s Bay, Għadira, Sliema, Gżira, Ta’ Xbiex, Msida, Birżebbuġa, Marsaskala and Marsaxlokk, together with parts of other localities – would be hit with an intensity depending on the extent of the sea level rise.

I am informed that Malta’s power station at Delimara is at approximately four metres above sea level.

A small sea level rise could possibly limit damage to tourism infrastructure and coastal facilities but if the rise is substantial, it could hit the low-lying residential areas and possibly much more.

Projections for sea-level rise vary as they are dependent on the actual increase in global temperatures. The Paris Climate Summit had pinned its hopes on a maximum temperature increase of 1.5 degrees Celsius above the pre-industrial age. Unfortunately, this is now wishful thinking, as we are moving towards much higher temperature increases.

The minimum projection is for a rise in sea level of around 500 millimetres –  which could rise even to as much as seven metres! These projections are being constantly revised by the scientific community, depending on actual rise in temperature and revised projections.

Malta has an obvious direct interest in taming climate change and yet it follows policies which send out the clear message that it does not care. The current spending spree on the development of the road infrastructure is a case in point because it will only serve to increase the number of vehicles on our roads. More vehicles, more emissions: signifying an increased direct contribution to climate change.

The rise in sea level has already wiped out a number of uninhabited low-lying islands in the Pacific. Other island states – from Fiji to the Marshall Islands, the Maldives to the Bahamas, Tuvalu, Kiribati and many more – are under an imminent threat.

Even Malta and Gozo will have to join the queue as nature will not discriminate: it will hit all of us without exception.

Politika dwar il-klima fl-Unjoni Ewropea

 

Il-politika dwar il-klima hi materja ewlenija li qegħda taħt il-lenti fil-laqgħat li Ursula von der Leyen, innominata bħala President tal-Kummissjoni tal-Unjoni Ewropea, qed ikollha mal-gruppi politiċi diversi fil-Parlament Ewropew.

Kemm il-Grupp tas-Soċjalisti u Demokratiċi kif ukoll dak Liberali fil-Parlament Ewropew ippubblikaw lista ta’ talbiet li għamlu lil von der Leyen dwar dak li jriduha tikkommetti ruħha dwaru imma li s’issa evitat. Fuq quddiem nett f’dan kollu hemm impenn ikbar dwar li politika meħtieġa biex ikun indirizzati l-impatti tat-tibdil fil-klima.

Min-naħa l-oħra, l-Grupp tal-Ħodor fil-Parlament Ewropew ħareġ stqarrija li permezz tagħha ta’ l-ġenb lill-kandidatura ta’ von der Leyen u dan għax, fi kliem Ska Keller, ko-president tal-grupp: “ma smajna l-ebda proposta konkreta, la dwar is-saltna tad-dritt u l-anqas dwar il-klima. Ġejna eletti b’mandat ta’ bidla u m’aħniex naraw kif din il-bidla tista’ sseħħ b’din il-kandidata.”

Azzjoni dwar il-bidla fil-klima hi prijorità u din il-prijorità għandha tkun riflessa fl-ambizzjonijiet li l-kandidat għall-Presidenza tal-Kummissjoni tal-Unjoni Ewropea trid tmexxi ‘l-quddiem. Sfortunatament hu magħruf li Ursula von der Leyen qatt ma tat prijorità lill-azzjoni dwar il-bidla fil-klima tul iż-żmien kollu li ilha attiva fil-politika nazzjonali tal-Ġermanja!

Tul l-għaxar snin li ġejjin, l-emissjonijiet tal-gassijiet serra fuq livell globali jeħtieġ li jonqsu b’iktar min-nofs. Anke iktar mit-tnaqqis ta’ 55% kif talab il-Parlament Ewropew kif ukoll mill-40% tnaqqis li s’issa aċċettaw il-pajjiżi membri. Dan fl-istess ħin li l-emissjonijiet netti għandhom jilħqu żero sa mhux iktar tard mill- 2050. Il-miri tal-ftehim ta’ Pariġi illum jiuffurmaw parti integrali mill-liġijiet tal-Unjoni Ewropea imma għad hemm ħafna ħidma x’issir biex dawn il-miri jitwettqu fir-realtà.

Soluzzjonijiet jeżistu biex ikunu ikunu indirizzati u trasformati l-enerġija, t-trasport, l-agrikultura u l-proċessi industrijali. Imma jeħtieġ li nkunu kapaċi li naħdmu flimkien biex l-impenn li jitwettaq il-Ftehim ta’ Pariġi mhux biss ikun onorat, imma li nkunu kapaċi nħajru oħrajn jagħmlu bħalna.

Minkejja l-wegħdiet li saru mill-pajjiżi differenti dwar emissjonijiet bħala parti mill-ftehim ta’ Pariġi xorta waħda jidher li ż-żieda fit-temperatura, sa tmiem is-seklu kurrenti, ser tkun ta’ madwar tlett gradi Celsius (3°C) fuq it-temperatura pre-industrijali. Dan meta nafu li iktar min-nofs din iż-żieda jkollha effetti katastrofiċi.

Diġà bdejna nduqu l-konsegwenzi bis-sħana tilħaq livelli ġodda, estremi ta’ għargħar u nuqqas ta’ xita u nirien li qed jagħmlu ħsara mhux żgħira f’kull rokna tad-dinja. L-affarijiet sejrin għall-agħar. Imma għad baqa’ ċans, kemm-il darba niċċaqalqu bla iktar dewmien.

Il-Gvernijiet m’humiex jieħdu l-inizjattiva. Mhux qed jindirizzaw dak li qed jirriżulta mir-riċerka xjentifika. Sfortunatament, uħud mill-Gvernijiet (u l-partiti politiċi li jiffurmawhom) jaraw kull azzjoni meħtieġa biex tkun indirizzata l-bidla fil-klima bħala ta’ xkiel għall-industrija u għall-ekonomija.

Sa minn meta saru tibdiliet fit-trattati Ewropej fl-1987, l-Unjoni Ewropea bdiet tieħu deċiżjonijiet dwar l-oqsma ambjentali b’maġġoranza kkwalifikata. Dan wassal biex ġiet sviluppata leġislazzjoni ambjentali li tiffaċilita politika Ewropea li tirrispondi għal dak kollu meħtieġ mit-tibdil fil-klima. Tul dan iż-żmien kollu, l-Parlament Ewropew kien dejjem fuq quddiem jinsisti dwar miri ċari u ambizzjużi fil-ġlieda kontra l-bidla fil-klima. Hu meħtieġ li anke l-Kummissjoni Ewropea timxi fuq dawn il-passi.

Hu għalhekk li hu meħtieġ li l-President approvat għall-Kummissjoni Ewropea tikkunsidra l-azzjoni dwar il-bidla fil-klima bħala prijorità u li tkun lesta biex il-Kummissjoni immexxija minnha taġixxi b’dan il-mod.

Climate Change politics at the EU

The politics of climate change is a main topic of discussion at the meetings which Ursula von der Leyen, European Commission President-designate, is currently participating in with the various political groups in the EU Parliament.

The Progressive Alliance of Socialists and Democrats Group, as well as the Liberal Group, have issued written demands to von der Leyen detailing the various policy commitments which they expect but not yet see. The politics of climate change is at the forefront of the requests made.

The Greens, on the other hand, have issued a statement rejecting von der Leyen’s candidacy, as in the words of Ska Keller, co-president of the group: “We did not hear any concrete proposal, be it on the rule of law or on climate. We have been elected on a mandate for change and we don’t see how change will be possible with this candidate.”

Action on climate change is a priority and this priority must be reflected in the ambitions which the European Commission President-designate puts forward. Unfortunately, it is known that Ursula von der Leyen has never prioritised climate action during her long career in German National politics!

Over the next 10 years, global greenhouse gas (GHG) emissions need to be more than halved (beyond the 55% reduction as requested by the European Parliament and surely beyond the 40% committed to by the EU Member States), while net GHG emissions must reach zero by 2050 at the latest. Attaining the commitments of the Paris Agreement is now enshrined in EU climate and energy laws but the European Union must do much more to make it a reality.

Solutions exist for transforming energy, transport, agriculture and industrial production systems. We must act together to fulfil our commitments to the Paris Agreement and beyond, and encourage others to do so too.

Notwithstanding the national pledges made as part of the Paris Agreement, we are on course for warming of about 3°C above pre-industrial temperatures by 2100. It is known that any increase exceeding 1.5°C will be catastrophic.

We are already at the receiving end, with global temperatures warming-up at unprecedented rates, floods, droughts and fires which are impacting our communities all over the world. It is getting worse. Yet it is not too late, provided we act without further delay.

Governments are not showing leadership in tackling climate change. They are not addressing the gap between the expectations of the citizens and the analysis of the scientists on one hand, and their decisions on the other.

Unfortunately, some governments, and the political parties which form them, see climate change policies only as an obstacle for industry and the economy.

Since the Treaty change of 1987, the European Union has decided legislation in the field of the environment on the basis of a qualified majority voting. This has allowed for the development of a comprehensive set of new environmental legislation and facilitated a concerted EU policy response towards climate change.

The EU Parliament has, most of the time, been the most progressive EU institution, demanding more ambitious targets and measures in the fight against climate change. It is about time that the EU Commission follows suit.

We need a European Commission President who considers climate change action as a priority and acts accordingly.
