Gozo tunnel nightmares

Minister Ian Borg informed us, earlier this week, that he seeks to turn into reality a Gozitan “long-held dream” by starting the process for a Malta-Gozo tunnel below the seabed. After debating the matter for years, it is clear that rather more than dreams, Ian Borg should prepare himself for a nightmare.

Geological studies have now been carried out and the results therof are being treated as some state secret. Three years ago, geologist Peter Gatt had drawn attention to the fact that the Enemalta tunnel between the Marsa power station and Delimara had a cost overrun of 100 per cent as a result of rock collapse along several points of the tunnel. This had occurred due to inadequate geological information fed into the design process. If the same were to happen during the Malta-Gozo tunnel works, a series of disasters, including possibly loss of life, would be inevitable.

It is a known fact that the Gozo channel is full of geological faults. It is pertinent to note that two of the tunnel options put forward by Transport Malta advisors Mott MacDonald pass through an active fault in the Gozo channel.

Taking borehole samples and examining them in a laboratory over a few weeks certainly increases our knowledge of the geology of the area but it is nowhere near the sufficient knowledge on the basis of which one can conclude the design parameters of the project. Suffice it to point out that notwithstanding the detailed geological studies spanning over many years and underpinning planning for the Channel Tunnel linking Folkestone in Kent and Coquelles near Calais, the drilling of the tunnel had to be deviated at certain points because of unpredicted geological formations.

Serious studies take years to conclude: they cannot be rushed to meet a deadline set by a political agenda.

Feasibility studies have been carried out some time ago, long before the geological studies were even taken in hand. Three years ago, the Gozo Business Chamber in conjunction with Transport Malta commissioned a study entitled Establishing a Permanent Link between the Island of Gozo and Mainland Malta: An Economic Cost Benefit Analysis of Available Strategic Options. In the study, which was carried out by E-Cubed Consultants, it was argued that the average annual daily traffic (AADT) between the islands is projected to increase from 3000 to 9000 vehicle movements over a 15-year period.

This feasibility study makes assumptions which run counter to the National Transport Master Plan objective of reducing cars from our roads.

Basically, the proposed tunnel requires a critical mass of vehicular movements which would be subject to the payment of a toll and hence contribute to the recovery of the capital outlay, maintenance costs and profits. This runs counter to current Maltese Transport policy, which (at least on paper) aims to reduce the use of private cars from our roads.

This is an issue which would undoubtedly be examined by the Environmental Impact Assessment (EIA) on the proposed Tunnel which study is currently in its initial stages after the Environment and Resources Authority recently approved the terms of reference of such a study. The EIA is an essential stage of the assessment of the project.

It was therefore irresponsible for the Minister of Transport, earlier this week, to announce that within six months an international call for tenders would be issued relative to the Malta-Gozo undersea Tunnel. Does this mean that the government considers the EIA irrelevant? This, in my opinion is the clear message being conveyed.

It is the worst form of bad governance as it undermines the efforts of the established authorities in carrying out their responsibilities. With this in mind, I have written to the Ombudsman and asked him to investigate this breach of good governance. Government should have the patience of awaiting the outcome of the EIA before taking any further decisions.

Għax dak li jirrikjedu klijenti bbażti f’Soho huwa ferm differenti minn dak li jeħtieġ il-Partit Nazzjonalista llum.

Għax ftit jafu li hekk kif Adrian Delia l-avukat sar Kap tal-Opposizzjoni intefa’ s-switch tal-imġieba tiegħu preċedenti!

Imma s’issa ma seħħet l-ebda konsultazzjoni. Nafu iżda li x’aktarx li diġa ġie iffirmat memorandum of understanding mal-Huawei, kumpanija Ċiniża li hi meqjusa ġgant globali fil-qasam tat-teknoloġija tal-komunikazzjoni. Fix-xhur li ġejjin probabbilment tibda l-implementazzjoni. Dan ifisser li jekk il-konsultazzjoni sseħħ ma jkollha tifsira ta’ xejn, għax id-deċiżjonijiet jidher li lesti.

Iktar kmieni din is-sena, Huawei, ftehmu mad-Dipartiment tas-Sigurtà Pubblika tar-reġjun ta’ Xinjiang fil-punent taċ-Ċina. Intefqu flejjes kbar f’dan ir-reġjun biex f’Xinjiang ikun possibli li tkun ippruvata t-teknoloġija għall-għarfien tal-uċuħ, osservazzjoni diġitali u l-applikazzjoni tal-intelliġenza artifijali għal xogħol il-pulizija. Huawei ser jipprovdu lill-pulizija tar-reġjun l-appoġġ tekniku biex ikunu żviluppati l-kapaċitajiet tan-nies involuti u b’hekk tissodisfa l-ħtiġijiet diġitali tal-industrija tas-sigurtà pubblika, ġie rappurtat li qal Fan Lixin, il-Viċi Direttur tad-Dipartiment tas-Sigurtà Pubblika ta’ Xinjiang . Din il-kooperazzjoni kienet meqjusa li tista’ tassigura “l-istabilità soċjali u s-sigurtà fit-tul ta’ Xinjiang”.

Dan jikkuntrasta ma dak li nsibu fir-rapport annwali ta’ Huawei għas-sena 2017 li jwassal messaġġ ċar: Huawei jimpurtha ħafna mill-privatezza. Jgħidulna li fl-2017 “Huawei continued to strengthen compliance in multiple business domains, including trade, cyber security, and data and privacy protection.” Jgħidulna ukoll dwar “il-ħsiebijiet ta’ Huawei dwar is-sigurtà elettronika – li tissaħħaħ bl-innovazzjoni, bil-kollaborazzjoni u bl-iżvilupp tal-fiduċja fid-dinja diġitali.” Probabbilment li dan il-kuntrast jirriżulta minħabba li l-messaġġi huma indirizzati lejn udjenzi differenti!

Iktar viċin tagħna, l-pulizija fir-Renju Unit ilhom ftit taż-żmien jesperimentaw bit-teknoliġija li tirrikonoxxi l-uċuħ. Big Brother Watch, grupp li jikkampanja favur id-drittijiet ċivili fir-Renju Unit jirrapporta li s-sistemi użati jagħtu riżultati żbaljati 9 darbiet minn 10. F’rapport twil 56 paġna, li kien ippubblikat f’Mejju li għadda bit-titlu Face Off. The lawless growth of facial recognition in UK policing. kien konkluż li 95 fil-mija tal-uċuħ identifikati mis-sistema kienu żbaljati: kienu wiċċ b’ieħor. Identifikaw uċuħ ta’persuni innoċenti. Dan apparti li r-ritratti biometriċi ta’ persuni innoċenti inżammu u nħażnu mill-Pulizija b’mod sfaċċat kontra kull regola bażika tal-ħarsien tad-data.

L-użu tat-teknoloġija biex jingħarfu l-uċuħ tan-nies bħala għodda ta’ l-ordni pubbliku hi għall-qalb il-pulizija, li fuq il-karta jistgħu jgħidu li qed isaħħu l-kapaċitajiet tagħhom fil-ġlieda kontra l-kriminalità. Għall-bqija imma, dan hu ħmar-il lejl u dan billi jekk it-teknoloġija ma tintużax fil-parametri tar-regoli bażiċi tal-ħarsien tad-data tkun invażjoni tal-privatezza li kull wieħed u waħda minna aħna intitolati għaliha.

Il-Kummissarju għall-Ħarsien tad-Data u l-Informazzjoni Saviour Cachia, f’intervista mal-Orizzont iktar kmieni din il-ġimgha qal li kien jistenna li l-awtoritajiet jagħmlu analiżi addattata qabel ma jagħmlu użu ta’ teknoloġija li kapaċi tagħraf l-uċuħ. Is-Sur Cachia emfasizza li għad baqa’ ħafna xi jsir qabel ma nistgħu nikkunsidraw meta u kif it-teknoloġija għall-għarfien tal-uċuħ tista’ tuntuża fil-qasam tas-sigurtà. Ħadd ma jaf jekk l-analiżi li ġibed l-attenzjoni għaliha s-Sur Cachia saritx, jew jekk tal-inqas inbdietx. Din it-teknoloġija tinvadi l-privatezza ta’ kulħadd b’sogru li tikser d-drittijiet fundamentali tagħna lkoll.

Meta jkun eżaminat dettaljatament kif l-użu ta’ din it-teknoloġija jista’ jkollha effett fuq l-attività kriminali inkunu f’posizzjoni aħjar biex niddeċiedu x’sens jagħmel li nissagrifikaw il-privatezza tagħna, anke jekk b’mod limitat, biex l-istat jissorvelja u sa ċertu punt jikkontrolla parti minn ħajjitna. L-esperjenza tal-użu ta’ din it-teknoloġija fir-Renju Unit għandha twassalna għall-konklużjoni waħda: għandna nsemmgħu leħinna u nieqfu lill-istat li jrid jissorvelja ħajjitna.

Il-Gvern għandu l-obbligu li jibda konsultazzjoni pubblika immedjatament u jpoġġi l-pjanijiet tiegħu taħt il-lenti tal-iskrutinjun pubbliku.

Standing up to the surveillance state

Safe City Malta, part of the government’s public-private partnership arm Projects Malta, is planning to deploy high-definition CCTV cameras with facial recognition software. It is claimed that these cameras can identify those involved in criminal activity. The subject was referred to in the budget speech in which it was announced that, after adequate public consultation, such technology will be introduced in a number of areas. Paceville and Marsa are the prime candidates for this technology.

So far, no consultation has taken place, but a Memorandum of Understanding has apparently already been signed with the Chinese global communication technology giant Huawei, and implementation could begin in the coming months. So, the consultation, if carried out, will serve no purpose because the decisions have already been made.

Earlier this year, Huawei entered into an agreement with the Public Security Bureau in Xinjiang, China’s largest province. The Chinese authorities have spent heavily on making Xinjiang a testing ground for the use of facial recognition, digital monitoring and artificial intelligence in policing.

Huawei will provide the region’s police with technical support, help build up human technical expertise and “meet the digitization requirements of the public security industry”. A local government website paraphrased Fan Lixin, Xinjiang Public Security Bureau’s deputy director, as saying that such co-operation would guarantee “Xinjiang’s social stability and long-term security.”

The above quote is in contrast to the contents of Huawei’s Annual Report for 2017,  which drives home the message that Huawei cares a great deal about privacy. We are told that, in 2017, “Huawei continued to strengthen compliance in multiple business domains, including trade, cyber security and data and privacy protection.” We are furthermore informed of the “Huawei’s cyber security concepts – building security through innovation, enhancing security through collaboration and jointly building trust in a digital world.”

The contrast is probably the result of the messages being directed towards different audiences!

Closer to home, police in the United Kingdom have been experimenting with facial recognition technology for some time. Big Brother Watch, a UK based civil liberties group, reports that the systems in use are on average, incorrect nine times out of ten. A 56-page report published in May, entitled Face Off: the lawless growth of facial recognition in UK policing. concluded that “a staggering 95 per cent of matches wrongly identified innocent people”. To add insult to injury, innocent people’s biometric photographs were taken and stored without their knowledge in blatant disregard of basic data protection norms.

The use of facial recognition technology as a law and order tool has been welcomed by the police, as it can theoretically enhance their capabilities in the fight against crime. The proposal, however, is a nightmare for the rest of us because if it is not used within the parameters of data protection legislation, facial recognition technology will be an unacceptable invasion of the basic norms of privacy to which each one of us is entitled to.

The Commissioner for Information and Data Protection Saviour Cachia, interviewed by the GWU’s daily newspaper earlier this week emphasised that he expected that a proper assessment to be carried out by the authorities prior to the use of facial recognition technology. Mr Cachia emphasised the fact much more needs to be done before considering when and how facial recognition technology is used for security purposes. No one is aware whether or not the required assessment indicated by Mr Cachia has, in fact, been done or even if work on it has commenced.

This technology invades our privacy in an indiscriminate manner and our fundamental human rights are at risk of being breeched left , right and centre.

Examining in detail the impacts that this technology could have on criminal activity would help us determine whether it makes any sense to sacrifice our privacy (even minutely) in order for the surveillance state to take over and control segments of our life. If the UK experience is anything to go by, there is one logical conclusion: we should stand up to the surveillance state.

The Government should initiate a public consultation at the earliest opportunity and lay all its cards on the table for public scrutiny.

L-Awtoritá tal-Ippjanar tinkoraġixxi l-ispekulazzjoni tal-art

L-Awtoritá tal-Ippjanar qed toħroġ il-permessi ta’ żvilupp għall-pompi tal-petrol u d-dijsil ħierġin bħall-pastizzi.

Xi xhur ilu, f’diskors li għamel il-Prim Ministru kien qal li l-Gvern immexxi minnu jaqbel li karozzi li jaħdmu bil-petrol jew bid-dijsil għandhom jispiċċaw mit-toroq Maltin. Nhar l-10 ta’ Settembru 2017 Joseph Muscat kien ħabbar li l-Gvern kien fi ħsiebu li “dal-waqt” jagħti bidu għal konsultazzjoni pubblika biex ikun stabilit meta u kif għandha tkun implimentata din il-politika li bħala riżultat tagħha jkunu jistgħu jinxtraw biss karozzi li jaħdmu bl-elettriku jew karozzi simili.

Għaddew seba’ xhur u għadna qed nistennew li jibda dan il-proċess ta’ konsultazzjoni pubblika. Sadanittant, aħna u nistennew, l-ispekulaturi tal-art, bl-għajnuna tal-Awtoritá tal-Ippjanar għaddejjin xalata: jippjanaw kif jirrovinaw iktar raba’, 3000 metru kwadru kull darba, u dan biex jibnu pompi li ftit ieħor mhux ser ikollna bżonn. Imbagħad x’nagħmlu bl-art li tkun diġa ġiet rovinata?

Alternattiva Demokratika taqbel li m’għandniex ħtieġa ta’ karozzi li jaħdmu bil-petrol u d-dijsil fit-toroq tagħna. Fil-fatt kienet Alternattiva Demokratika, bil-ħsieb li tintlaħaq il-mira strateġika ta’ Karbonju Żero fil-gżejjer Maltin li fil-Manifest Elettorali ta’ l-aħħar elezzjoni ġenerali poġġiet quddiem l-elettorat din il-proposta speċifika: li fi żmien 20 sena, ċjoe sal-2037, għandhom jispiċċaw il-karozzi kollha li jaħdmu bil-petrol u d-dijsil mit-toroq Maltin. Alternattiva Demokratika kienet l-uniku partit politiku f’Malta li kien ċar fuq dan f’Malta sa minn qabel l-elezzjoni ġenerali.

Id-dikjarazzjoni tal-Prim Ministru tal-10 ta’ Settembru 2017 kellha twassal għall-konklużjoni loġika li m’għandniex bżonn ta’ iktar pompi tal-petrol u d-dijsil. Kien ikun floku kieku tħabbar moratorju immedjat. Fil-fatt messna qegħdin ngħoddu l-ġranet li neħilsu darba għal dejjem mill-karozzi li jaħdmu bil-petrol u d-dijsil. Bħala riżultat ta’ dan messu hu ovvju li fil-futur qarib m’hu ser ikollna bżonn l-ebda pompa tal-petrol jew dijsil: dawn għandhom jonqsu mit-80 li għandna illum sa xejn u dan meta tkun implimentata b’mod sħiħ il-politika mħabbra mill-Prim Ministru u li dwarha ilna 7 xhur nistennew il-konsultazzjoni pubblika.

M’għandniex bżonn ta’ pompi ġodda: imma għandna bżonn li jagħlqu l-pompi li ġja hawn mingħajr ma jinħolqu oħrajn flokhom. L-20 sena proposti minn Alternattiva Demokratika fil-manifest elettorali tal-2017 biex jispiċċaw mit-toroq Maltin karozzi li jaħdmu bil-petrol jew bid-dijsil kienu meqjusa raġjonevoli, suffiċjenti u fl-istess direzzjoni ta’ deċiżjonijiet politiċi simili li ittieħdu minn pajjiżi oħra. Dan hu żmien biżżejjed biex tkun żviluppata l-infrastruttura nazzjonali meħtieġa għall-karozzi li jaħdmu bl-elettriku. Hu ukoll biżżejjed biex dawk li għandhom dawn it-tip ta’ karozzi jibdew jidraw ftit l-iżvilupp ta’ din ir-realtá ġdida bla petrol jew dijsil.

Bosta pajjiżi oħra diġa ddeċidew, inkella qegħdin fil-proċess li jiddeċiedu li fit-toroq tagħhom ma jkollhomx iktar karozzi li jaħdmu bil-petrol jew bid-dijsil. Dawn jinkludu in-Norveġja u l-Olanda (it-tnejn sal-2025), il-Ġermanja (sal-2030), Franza, r-Renju l–Indja u ċ-Ċina (lkoll sal-2040). Ma jdumx ma jkun hemm oħrajn ukoll.
L-Awtoritá tal-Ippjanar qegħda tkompli tinjora dan l-iżvilupp importanti fil-politika tal-pajjiż billi tibqa’ għaddejja bl-applikazzjoni tal-politika imsejħa 2015 Fuel Service Stations Policy b’mod robotiku. Din il-politika dwar il-pompi tal-petrol u d-dijsil tippermetti qies massimu permissibli ta’ 3000 metru kwadru imma l-Awtoritá qatt ma qieset li kien neċessarju li tordna tnaqqis fil-qies tal-proposti li kellha quddiema. Għax kollha kellhom il-qies massimu ta’ 3000 metru kwadru. Bħala riżultat ta’ dan l-Awtoritá tal-Ippjanar flok għal pompi qed toħroġ permessi għal żoni massiċċi kummerċjali barra miż-żona tal-iżvilupp.

Din hi l-agħar forma ta’ spekulazzjoni tal-art u f’dan il-kaz it-tort hu unikament tal-Awtoritá tal-Ippjanar. L-Awtoritá tal-Ippjanar hi ta’ theddida għall-ġenerazzjonijiet futuri. Dan hu l-punt li għamlu ż-żgħażagħ mill-Moviment Graffiti u l-Kamp Emerġenza Ambjent meta nhar il-Ħamis ipprotestaw u ħarbtu laqgħa tal-Bord tal-Awtoritá tal-Ippjanar waqt li dan kien qiegħed jikkunsidra applikazzjoni għall-pompa ġdida tal-petrol u d-dijsil f’Ħal-Luqa.

Għandna Awtoritá tal-Ippjanar li hi ala bieba mill-ambjent u mill-kwalitá tal-ħajja. Bil-provi.

 

 

The Planning Authority encourages land speculation

Development permits for fuel stations are being approved left, right and centre by the Planning Authority.

Some months ago,  in a speech made in public, the Prime Minister said that the Government agrees that use of petrol and diesel cars should be phased out and that, in future, all cars should be electric. On the 10 September 2017, Joseph Muscat announced that government would “shortly” be launching a consultation on “setting a cut-off date beyond which all new car purchases would have to be electric or similar vehicles.”

Seven months have elapsed, and we are still waiting for the consultation exercise to be launched. And while we wait, land speculators (with the Planning Authority’s assistance) are in festive mood, plotting the ruin of 3000 square metres at a time to develop fuel stations that we will shortly not need any more. And what will be done with the spoiled land then?

Alternattiva Demokratika agrees with the proposal to establish a cut-off date for cars that run on petrol and diesel. Indeed in its manifesto at the last general election,  with a strategic zero carbon future for the Maltese Islands in mind, it put forward this specific proposal to the electorate: that internal combustion engine cars should be off our roads in 20 years time, that is by 2037. Alternattiva Demokratika was the only political party in Malta that took this clear stand before the general election.

In view of the Prime Minister’s declaration of the 10 September 2017, the logical conclusion is that new fuel stations are not required. An immediate moratorium would be in order and, in fact, we should be on the eve of the start of a countdown that would rid us of cars that run on petrol or diesel. Consequently, there will be no need for fuel stations in the not too distant future: reducing from the current 80 to none, when the phase-out – which is still subject to public consultation – is fully implemented.

We do not need new fuel stations: what we need is that existing fuel stations are closed down without their being replaced. The 20-year time-frame proposed by Alternattiva Demokratika in its 2017 electoral manifesto was considered to be reasonable, sufficient and in line with similar policy decisions taken in other countries. This time-frame was deemed sufficient to develop the required national infrastructure for electric-powered cars. It was also deemed to be a reasonable length of time to permit those who own vehicles running on internal combustion engines to adjust to the development of a new reality without petrol or diesel.

Various other countries have decided on – or are considering – the elimination of internal combustion engine driven vehicles from their roads. These include Norway and the Netherlands (both by 2025), Germany (by 2030), France, the United Kingdom, India and China (all by 2040). Others will soon follow.

The Planning Authority continues to ignore this policy development by applying the 2015 Fuel Service Stations Policy robotically. This policy establishes a maximum permissible size of 3000 square metres but the Authority did not consider it appropriate to scale down any of the proposals submitted for its consideration as all the approved stations cover the maximum size possible. As a result, the Planning Authority is churning out permits for massive commercial areas outside the development zone.

This is land speculation at its worst and the Planning Authority has no one to blame but itself and is a threat to future generations. This is the point made by the protestors from Graffiti and Kamp Emerġenza Ambjent last Thursday, when they stormed a Planning Authority Board meeting considering a development application for a new fuel station at Luqa.

We have a Planning Authority which doesn’t give two hoots about the environment and our quality of life.

L-Ippjanar rasu l-isfel

Nhar l-Erbgħa, l-Kumitat Parlamentari dwar l-Ambjent u l-Ippjanar beda d-diskussjoni dwar jekk għandux ikun hemm tibdil fil-politika dwar il-pompi tal-petrol (u d-disil) (Fuel Service Stations Policy) tal-Awtorità tal-Ippjanar. Bla dubju kien xprunat mid-deċiżjonijiet riċenti tal-istess awtorità dwar pompi tal-petrol f’f’Burmarrad, Marsaskala u l-Magħtab. Hemm applikazzjonijiet pendenti għal pompi ġodda f’Ħ’Attard, l-Imqabba u l-Iklin fil-waqt li hemm madwar 60 pompa oħra qed jistennew il-permessi mill-Awtorità tal-Ippjanar biex itejbu l-faċilitajiet inkluż protezzjoni ambjentali u dan minn total eżistenti ta’ 85 pompa.

Il-kummenti validi kienu bosta. Ikkonċentraw l-iktar fuq il-ħtieġa li l-pompi tal-petrol fiż-żona urbana jingħalqu u li dawn jiċċaqalqu xi mkien ieħor. Ftit iżda kien hemm ħeġġa biex tkun diskussa l-qalba tal-materja: xi bżonn għandna tal-pompi tal-petrol?

Madwar ħames xhur ilu, il-Prim Ministru, wara li għal darba oħra ħares ħarsa sewwa lejn il-Manifest Elettorali ta’ Alternattiva Demokratika tal-2017, ħabbar, li l-Gvern immexxi minnu kien ser jagħti bidu għal process ta’ konsultazzjoni pubblika. Dan biex jistabilixxi data minn meta karozzi li jaħdmu bil-petrol u d-disil ma jkunux jistgħu jinbiegħu iktar biex minflok ikollna karozzi li jaħdmu bl-elettriku. Ma smajna xejn iktar dwar dan ħlief artiklu miktub mill-Ministru tat-Trasport Ian Borg entużjażmat li fis-snin li ġejjin ser nimxu fuq il-passi ta’ pajjiżi Ewropej oħra.

Il-Prim Ministru, bir-raġun kollu emfasizza li din il-bidla fil-politika tal-Gvern kienet meħtieġa minħabba li l-emmissjonijiet tal-karozzi kienu l-ikbar sors ta’ tniġġiż tal-arja fil-pajjiż. Għalfejn dan id-dewmien kollu biex ikunu stabiliti u mħabbra d-dettalji ta’ din id-deċiżjoni tajba? Uħud mill-pajjiżi Ewropej ilhom żmien li għamlu dan. In-Norveġja u l-Olanda stabilew is-sena 2025, il-Ġermanja qed tikkonsidra s-sena 2030, fil-waqt li Franza u r-Renju Unit huma mħajra għas-sena 2040 biex iwaqqfu l-bejgħ ta’ karozzi li jaħdmu bil-petrol u d-disil.

Id-diskussjoni dwar il-politika li tikkonċerna l-pompi tal-petrol/disil għandha issir f’kuntest wiesgħa tal-politika tat-trasport inkluż l-elettrifikazzjoni tal-mezzi privati tat-trasport.

Il-punt ewlieni tad-diskussjoni huwa li bħala riżultat tal-elettrifikazzjoni n-numru ta’ pompi tal-petrol/disel meħtieġa mhux ser jiżdied imma ser jonqos fuq medda ta’ snin u dan sakemm jasal għal xejn jew kważi xejn. Allura għalfejn nibnu u ninkoraġixxu l-bini ta’ iktar pompi tal-petrol/disil? Ikun ferm iktar għaqli kieku l-investiment nindirizzawh lejn is-soluzzjoni tal-problemi, mhux lejn it-tkattir tagħhom!

Il-pompi tal-petrol eżistenti fiż-żoni urbani qed jintużaw bħala skuża biex jippruvaw jiġġustifikaw it-tħarbit ta’ 3000 metru kwadru ta’ art. Fil-fatt dan hu l-iskop ewlieni tal-politika dwar il-pompi tal-fjuwil approvata fl-2015.

Ma jkunx aħjar li flok ma jingħalqu l-pompi tal-petrol fl-abitat ikunu konvertiti f’lok fejn tiċċarġja l-batteriji tal-karozzi? Dawn il-pompi qegħdin fil-parti l-kbira tagħhom f’żoni ċentrali u huma ġeneralment ta’ qies żgħir. Kull pompa tal-petrol urbana li tkun salvata u konvertita biex fiha niċċarġjaw il-batteriji tfisser ukoll li nkunu salvajna 3000 metru kwadru ta’ art minn spekulazzjoni. Fl-istess ħin inkunu qed nippovdu servizz li ser ikun essenzjali eżatt fejn hu meħtieġ.

Dan ikun użu tajjeb għall-investiment, aħjar milli jintuża f’bini ta’ pompi ġodda barra miż-żona ta’ l-iżvilupp. Jekk dan isir inkunu qed nittrasformaw problema eżistenti f’diversi lokalitajiet f’soluzzjoni addattata għall-bini tal-infrastruttura meħtieġa għall-eletrifikazzjoni tat-trasport privat f’Malta.

Dan ovvjament ifisser li nkunu qed naqilbu ta’ taħt fuq il-politika dwar il-pompi tal-fjuwil. Flok ma nużaw il-pompi urbani bħala skuża biex tkun ġustifikata l-ispekulazzjoni tal-art inkunu qed nagħtu spinta tajba lill-ħarsien ambjentali.

Hu eżattament dan li għandna bżonn f’dan il-mument: naqilbu l-ippjanar rasu l-isfel.

Turning the Fuel Service Stations Policy on its head

Last Wednesday, the Parliamentary Environment and Land Use Planning Committee discussed the possible revision of the Fuel Service Stations Policy. The three development permits issued in the past weeks by the Planning Authority for fuel service stations at Burmarrad, Marsaskala and Magħtab without doubt was the spark that motivated the discussion. Among the pending applications, Attard, Mqabba and Iklin are queuing for new service stations, while over 60 more, from a current total of 85 stations are awaiting the Planning Authority go-ahead for upgrading.

A number of valid observations were made. Most of the discussion dealt with the need to relocate service stations currently within urban areas but there was, however, a reluctance to address head-on the real issue: do we need fuel service stations?

Almost five months ago, the Prime Minister – taking a leaf from Alternattiva Demokratika’s 2017 election manifesto – announced that his government will be launching a public consultation to establish a cut-off date for the sale of diesel and petrol cars in Malta and the use of only electricity-driven vehicles instead. We have not heard much more about this proposal, apart for an article by Transport Minister Ian Borg who wrote about following in the footsteps of other European countries in “phasing out new petrol and diesel vehicles in the next few decades”.

The Prime Minister has rightly emphasised that this change in policy is required in view of the fact that vehicle emissions are the largest source of pollution in Malta, but why wait so long to put flesh on the bare bones of the declared policy? Other European countries have already determined their cut-off date. Norway and the Netherlands are considering the year 2025, Germany is considering 2030, while France and the United Kingdom are opting for the year 2040 by which to halt the sale of diesel and petrol vehicles.

Revisiting the Fuel Service Stations Policy should not be discussed in a vacuum. It has to be placed in the context of related transport policies and in particular the fact (hopefully) that Malta should now be going electric.

The main issue clearly is that, as a result of going electric, the number of fuel service stations required will at some point in the future – hopefully the not so very distant future – will be next to nil. So why build more of them? Why encourage investment in something that is not needed? It would be much better to channel investment into resolving problems instead of adding to them.

The relocation of urban area fuel service stations – the main thrust of the Fuel Service Stations Policy approved in 2015 – is being used to justify the uptake of 3,000 square metres of land. But instead of relocating the existing service stations in urban areas, would it not be much better if these were converted into charging stations? These service stations are centrally located and mostly of a relatively small size. Every conversion one into a charging station would potentially save 3000 square metres of land in the middle of nowhere and simultaneously provide the service of electrically charging vehicles right where that service is required: in our urban areas.

It is towards the conversion of these fuel stations that investment should be channelled. They can be transformed from being a problem in our residential communities to being an integral and focal part of the strategy to develop a suitable, reliable and – above all – sustainable infrastructure so necessary for the electrification of private transport.

This would obviously turn the Fuel Service Stations policy upside down. Instead of using urban service stations as an excuse to trigger more land speculation, it is about time to inject some environmental considerations right where they are most needed.

This is what we need right now: the turning of the Fuel Service Stations Policy on its head.

Ħmar il-lejl: l-ippjanar għall-kosta u r-riżorsi marittimi

Nhar it-Tnejn il-Parlament beda d-diskussjoni dwar l-implimentazzjoni tal-leġislazzjoni tad-dimanju pubbliku u b’mod partikolari dwar rapport li ħejjiet l-Awtorità tal-Ippjanar fuq is-siti nominati. Ir-rapport jirreferi għal 24 sit nominati prinċipalment mill-għaqdiet ambjentali: 16-il sit kienu nominati minn Flimkien għal Ambjent Aħjar (FAA), seba’ siti minn Friends of the Earth u sit wieħed mill-Ministru għall-Ambjent Josè Herrera.

Id-diskussjoni għadha fl-istadji inizzjali u s’issa kienet limitata għal spjegazzjoni tal-liġi li l-Parlament approva lejn nofs l-2016.

Moħbi mill-attenzjoni pubblika hemm il-ħtieġa urġenti li tkun implimentata d-Direttiva tal-Unjoni Ewropeja dwar l-Ippjanar tal-Ispazju Marittimu. Din id-Direttiva kellha tkun addottata sa tmiem l-2014. Permezz tal-Avviż Legali 341 tal-2016 Malta nnominat lill-Awtorità tal-Ippjanar bħala l-awtorità kompetenti li ser tieħu ħsieb dak li għandu x’jaqsam mal-ippjanar tal-ispazju marittimu fil-gżejjer Maltin.

Wara li staqsejt inġibdet l-atttenzjoni tiegħi li l-Pjan dwar l-Ispazju Marittimu għal Malta diġà jifforma parti mill-Pjan Strateġiku dwar l-Ambjent u l-Iżvilupp (Strategic Plan for the Environment and Development – SPED). Ngħid il-verità ma kontx irrealizzajt dan. Ħsibt li kien hemm xi paġni f’dak id-dokument li kienu qabżuli u allura mort infittex mill-ġdid u sibt sezzjoni intitolata Coastal Zone and Marine Area u taħtha tlett oġġettivi għall ħarsien tal-kosta. Dawn l-oġġettivi jistgħu, u nittama li jkunu, sviluppati fi strateġija dettaljata dwar l-Ispazju Marittimu Malti.

Waqt li Malta jidher li llimitat ruħha għal tlett oġġettivi xotti, pajjiżi oħra għamlu ħidma kbira biex jippreparaw il-pjani tagħhom dwar l-Ispazju Marittimu. L-Irlanda, per eżempju, ippubblikat dokument ta’ 88 paġna intitolat Harnessing our Ocean Wealth. An Integrated Marine Plan for Ireland. Min-naħa l-oħra, ir-Renju Unit ippubblika dokument ta’ 55 paġna intitolat UK Marine Policy Statement.

Dawn iż-żewġ dokumenti jidħlu fid-dettall dwar l-Ippjanar għall-Ispazju Marittimu meħtieġ fl-Irlanda u r-Renju Unit. Bla dubju dawn id-dokumenti jeħtieġ li jkunu supplimentati bi pjani ħafna iktar dettaljati. Id-Direttiva tal-Unjoni Ewropeja fil-fatt tistabilixxi s-sena 2021 bħala d-data sa meta għandhom ikunu ffinalizzati l-Pjani għall-Ispazju Marittimu.

Malta hi gżira mdawra bil-baħar Mediterran. Fatt li għandu jkun rifless f’politika marittima serja u aġġornata. Sfortunatament dan mhux il-kaz għax jidher li għalina f’Malta it-tlett oġġettivi dwar il-kosta fil-Pjan Strateġiku dwar l-Ambjent u l-Iżvilupp (SPED) huma biżżejjed.

Id-Direttiva tal-Unjoni Ewropeja dwar l-Ippjanar tal-Ispazju Marittimu bla dubju hi intenzjonata biex iċċaqlaqna ħalli nimlew it-toqob fil-politika tagħna. L-ekonomija l-blu, jiġifieri l-ħidma ekonomika li tiddependi fuq l-użu tar-riżorsi marittimi, teħtieġ attenzjoni ħafna iktar dettaljata.

Il-Gvernijiet Maltin, wieħed wara l-ieħor, għamlu ħerba fuq l-art u ħsara bla qies fiż-żoni naturali. F’xi kazi l-ħsara li saret ftit tista’ tiġi rimedjata. L-ilma tal-pjan hu l-eżempju ewlieni.

L-ippjanar b’attenzjoni tal-Ispazju Marittimu jista’ jkun ta’ għajnuna biex din l-imġieba żbaljata tal-Gvernijiet ma tkunx esportata lil hinn mill-kosta ħalli wara li ħarbatna l-art ma nħarbtux il-baħar ukoll.

Snin ilu kien pass għaqli li kienet indirizzata l-kwalità tal-ilma baħar bl-introduzzjoni tal-impjanti għat-tisfija tad-drenaġġ. Għad baqa’ xi jsir biex l-ilma msoffi, flok jintrema, jibda jintuża. Kontinwament għadna niffaċċjaw it-tniġġiż mill-gaġeġ tal-ħut li għandna fl-ibħra u li qed ikollhom impatti kemm fuq iż-żoni residenzjali kif ukoll fuq il-faċilitajiet turistiċi. Imbagħad hemm ukoll is-sajd, it-tibdil fil-klima, l-bijodiversita, is-sigurtà marittima, il-fdalijiet arkeologiċi fil-baħar kif ukoll il-ħmar il-lejl li nassoċjaw mar-riklamazzjoni tal-baħar. Pjan għall-Ispazji marittimi fil-gżejjer Maltin irid jindirizza dawn l-oqsma u bosta oħra b’mod integrat.

Il-gżejjer Maltin fihom 316 kilometru kwadrat. L-ibħra Maltin sa 25 mil nawtiku mill-kosta fihom medda ferm ikbar b’kejl ta’ 11,480 kilometru kwadrat filwaqt li l-blata kontinentali taħt il-ġurisdizzjoni Maltija fiha 75,779 kilometru kwadrat.
Din hi l-isfida li għandna quddiemna biex inħarsu l-ibħra tagħna.

Planning nightmares: the coastline and marine resources

 

Last Monday, Parliament commenced a discussion on the implementation of the Public Domain legislation, in respect of which the Planning Authority has submitted a report entitled “Sites Nominated to be declared as Public Domain”. This report refers to 24 sites, nominated primarily by eNGOs: 16 sites were nominated by Flimkien għal Ambjent Aħjar (FAA), seven by Friends of the Earth and one by Minister for the Environment Josè Herrera.

The discussion is still in its initial stages and so far it has been limited to an explanation of the legislation enacted by Parliament in mid-2016.

Currently under the radar is the urgent need to implement the EU Directive on Maritime Spatial Planning, which had to be adopted by end of 2014. Malta has, in fact, adopted it and through Legal Notice 341 of 2016 it identified the Planning Authority as the competent authority which will deal with issues of maritime spatial planning in the Maltese Islands.

After submitting a query, it was pointed out to me that the Strategic Plan for the Environment and Development (SPED) shall constitute Malta’s Maritime Spatial Plan – something I had not realised. Thinking that I had missed something, I checked the SPED and found a text entitled Coastal Zone and Marine Area under which are listed three coastal objectives. These are clearly objectives that can (and hopefully will) be developed into a detailed Maritime Spatial Plan.

While Malta has apparently limited itself to three brief objectives, other countries have gone into considerable detail to prepare their Maritime Spatial Plans. Ireland, for example, has published an 88-page document entitled Harnessing our Ocean Wealth – an Integrated Marine Plan for Ireland and the United Kingdom has published a 55-page document entitled UK Marine Policy Statement.

Both documents go into some detail as to the Maritime Spatial Planning required in Ireland and the United Kingdom and they will undoubtedly have to be supplemented with more detailed plans. The EU Directive determines the year 2021 as the deadline for the establishment of Maritime Spatial Plans.

The fact that Malta is an island should be reflected in more importance being given to maritime policy. Unfortunately, this is clearly not the case as it seems that we have to manage with three coastal objectives in our Strategic Plan for Environment and Development (SPED).

The EU Directive on Maritime Spatial Planning is intended to nudge us to fill the gaps in our policies and plans. The blue economy, which is the economic activity dependent on the utilisation of marine resources, requires much careful planning.

Successive Maltese governments have ruined land-based resources and natural habitats. At times this has been done almost beyond repair. The water table is one such glaring example.

Careful maritime spatial planning could be of assistance in not exporting this erroneous behaviour beyond the coastline so that the environmental damage inflicted on the land is not repeated at sea.

Some years ago, addressing the quality of seawater by ensuring that urban wastewater dumped into the sea was adequately treated was a positive step. More still needs to be done to use the treated water. We repeatedly face issues of contamination arising out of fish-farms that has a negative impact on our residential and tourist facilities. What about fishing, energy, climate change, biodiversity, maritime safety, marine archaeological remains and land reclamation nightmares? A Maritime Spatial Plan for the Maltese Islands has to address all these issues and many more, in an holistic manner.

The Maltese Islands have a land area of 316 square kilometres. On the other hand, the area around the Maltese islands up to 25 nautical miles from the shoreline measures 11,480 square kilometres, while the area of the Continental Shelf under Malta’s jurisdiction in terms of the Continental Shelf Act measures approximately 75,779 square kilometres.

This is the physical extend of the challenge we face to protect our sea.
