Wanted: a transport policy which makes sense

Everywhere is within reach in the Maltese islands: distances are relatively small. It is, in addition, an established fact, documented in the Transport Masterplan, that 50 per cent of private car trips on our roads take less than fifteen minutes. Do we need to be dependent on private cars for such short distances?

Over the years public transport was neglected. In the absence of suitable public transport, and as a reaction thereto, a pattern of car dependency has inevitably developed. The resulting congested roads are a symptom of this fact rather than being, as suggested in Parliament earlier this week by a government backbencher, the direct consequence of an increase in the country’s standard of living.

There have been improvements in public transport in the last years: these are however insufficient. Having free public transport is a good but pre-mature initiative as public transport has yet to be efficient and reliable. The decision announced last week by Transport Minister to invest in cycle lanes, is welcome, even if it comes a little late in the day.

The heavy investment in road infrastructure over the years has been misdirected as it has focused on the effects instead of on the causes of traffic congestion. The financial resources utilised in the Marsa Road network, the Central Link and elsewhere, will, at the end of the day, prove to be monies down the drain as traffic congestion will build up once more. This is already evident even in these early days. Others have been there before us as is revealed by countless studies carried out all over the world on the link between traffic congestion and improvement of the road infrastructure.

It is only through the provision of alternative means of sustainable mobility that the problematic behavioural pattern we have developed over the years can be addressed. Moving away from car dependency will however be a very slow process if policy makers keep continuously sending conflicting signals.

Making it easier for the car user through more or better roads is no help in solving the problem. It will make matters worse. Likewise, the subsidisation of petrol and diesel is sending a clear message to all that car dependency is not even considered to be a problem.

Three specific factors are currently in play: traffic congestion, fuel cost and the transition to transport electrification. If properly managed, together they can help us move towards a state of sustainable mobility. The transition period is however necessarily painful unless it is properly managed.

Postponement in tackling traffic congestion properly will only make matters worse.

Improvement of road infrastructure has postponed the issue of tackling traffic congestion into the future. Fuel subsidies have added to the problem as they blatantly ignore it. Electrification, unless coupled with a reduction of cars on the road will add acute electricity dependency on foreign sources to our current problems. Energy sovereignty has been problematic for quite some time: it will get worse.

The second electricity interconnector with the Sicilian mainland will worsen our car dependency as a result of linking it with a dependency on electricity generated outside our shores. We know quite well what that signifies whenever the interconnector is out of service, whatever the cause!

We need to go beyond the rhetoric and act before it is too late. It is also possible to ensure that the vulnerable are adequately protected. This would mean that instead of having across-the-board subsidises, these would be focused on those who really need them. All those who have mobility problems should receive focused assistance to help them overcome the difficulties which could result from a modal shift in transport. We cannot however go on with subsidies for all: it is not sustainable, neither economically, nor environmentally or socially

Land use planning can also be of considerable help if it is focused on the actual needs of the whole community instead of being at the service of the developers. We need to ensure that each community is self-sufficient in respect of its basic needs. This will, on its own, decrease traffic generated by the search for such needs.

The climate change debate is a unique opportunity to rethink the way we plan our cities as one way in which to combat the climate crisis. The idea crystallised as ‘the 15-minute city’ by Carlos Moreno, an architect advising the Paris mayor, entails turning current urban planning on its head to ensure that all our basic needs are available within easy reach, not more than 15 minutes away.

Carlos Moreno speaks of a social circularity for living in our urban spaces based on six essential functions: to live in good housing, to work close by, to reach supplies and services easily, to access education, healthcare and cultural entitlement locally by low-carbon means. Can we reassess the nature and quality of our urban lifestyles within these parameters?

All we do is essentially linked. At the end of the day traffic congestion and the related car dependency are a product of our mode of behaviour.  Thinking outside the box, we can tackle it successfully, as a result unchaining ourselves from our car dependency, consequently adjusting to a better sustainable lifestyle.

Kultura ta’ dipendenza

Il-baġit għall-2023 li l-Ministru tal-Finanzi Clyde Caruana ippreżenta lill-Parlament nhar it-Tnejn għandu jkun deskritt bħala wieħed li jsaħħaħ kultura ta’ dipendenza.  Il-Gvern jagħmel użu mit-tqassim taċ-ċekkijiet biex jilħaq dan l-iskop! Id-dipendenza fuq il-Gvern, taħt il-Labour hi oġġettiv  inkoraġġit. Is-sitwazzjoni minn baġit għall-ieħor tmur mill-ħażin għall-agħar.

Dan hu forsi l-iktar ċar mill-mod kif il-Gvern imexxi l-quddiem il-politika tiegħu dwar il-pagi. Żviluppat differenza kbira bejn id-daqs tal-paga minima u kemm verament teħtieġ biex tgħix. Il-Gvern qed jipprova jindirizza din id-differenza billi jqassam iċ-ċekkijiet. Issa ħoloq COLA ġdida biex jgħin lill-vulnerabbli u dan flimkien ma numru ta’ sussidji li uħud minnhom mhux neċessarji inkella huma ta’ ħsara.

 Il-ħolqien ta’ dan il-benefiċċju ġdid għall-persuni vulnerabbli (80,000 skond il-Ministru) li ma jistgħux ilaħħqu mal-ħajja, hu pass pożittiv. Il-vulnerabbli jeħtieġu l-għajnuna, imma jeħtieġu ferm iktar minn ċekk ta’ madwar €300 li ser jitqassam fi żmien il-Milied. Kien ikun ferm iktar għaqli kieku l-Gvern iffoka fuq il-problema reali u indirizza din il-probema bis-serjetà. Issa ilu żmien ikaxkar saqajh.

Il-problema reali hi li l-paga minima hi baxxa ħafna: hi ferm il-bogħod minn paga li tista’ tgħix biha. Gvern wara l-ieħor għamel ħiltu biex din il-problema jevitha. Tajjeb li niftakru li l-benefiċċji soċjali, fil-parti l-kbira tagħhom, huma marbuta mal-paga minima u huma rifless tagħha. Paga minima diċenti awtomatikament teffettwa l-benefiċċji soċjali li riżultat ta’ hekk jitjiebu sostanzjalment, bi dritt.

Tul dawn l-aħħar għaxar snin tlett rapporti tal-Caritas analizzaw din il-materja fil-fond. L-aħħar rapport, li nħareġ fl-2021, kien ikkonkluda li hemm diskrepanza ta’ 40 fil-mija bejn il-paga minima u dak meħtieġ biex wieħed jgħix b’mod diċenti. Dan jammonta għal diskrepanza ta’ madwar €4,000 fis-sena. Din hi l-problema rejali!

Sakemm nibqgħu bil-paga minima baxxa daqshekk, it-tqassim fuq stil tar-rigali tal-Milied (Father Christmas) ser jibqgħu jsiru biex jitnaqqas il-piz minn fuq spallejn il-vulnerabbli. Xi drabi ir-rigali ta’ Father Christmas ma jkunux limitati għall-vulnerabbli imma qed jinfirxu ma kulħadd. Hekk ġara biċ-ċekkijiet ta’ qabel l-elezzjoni, u l-hekk imsejħa rifużjoni tat-taxxa!

Flok din id-dipendenza fuq dan it-tqassim, ikun iktar xieraq li l-paga minima tiżdied u issir paga li tista’ tgħix biha.  Dan jista’ jsir billi l-baskett ta’ oġġetti u servizzi li fuqu tkun ikkalkulata l-paga minima jkun aġġornat regolarment. Dan jelimina l-ħtieġa tat-tqassim ta’ cekkijiet ta’ kull xorta fil-parti l-kbira tal-każi għax il-paga raġjonevoli tkun ir-regola: ma jkunx hemm ħtieġa tal-benvolenza politika tal-Gvern, la fi żmien il-baġit u l-anqas, fi żmien ta’ elezzjoni ġenerali kif, b’mod abbużiv diġa sar.

B’żieda ma’ dan it-tqassim taċ-ċekkijiet bi pjaċir, flok pagi ġusti bi dritt, tajbin biex wieħed jgħix bihom, il-Gvern qiegħed ukoll japplika numru ta’ sussidji li huma mfasslin b’mod żbaljat.

Is-sussidji tal-petrol u d-dijżil huma żejda. Iż-żieda internazzjonali fil-prezz tal-petrol u d-dijżil, li huma madwar id-doppju ta’ dak li qed inħallsu Malta, hi opportunità unika li f’idejn kapaċi tista’ tikkoreġi l-iżbalji li għamel il-Gvern fil-konfront tal-problema tagħna tad-dipendenza fuq il-karozza privata.

Flok is-sussidji fuq il-prezz tal-petrol u d-dijżil ikun aħjar kieku ninvestu fl-effiċjenza u l-puntwalità tat-trasport pubbliku. Din hi opportunità unika li, f’idejn min jifhem tista’, fit-tul, twassal għal tibdil fl-imġieba tan-nies favur użu iktar tat-trasport pubbliku u użu inqas tal-karozzi privati.  L-introduzzjoni ta’ transport pubbliku b’xejn għal kulħadd mill-bidu ta’ dan ix-xahar kien pass primatur: l-effiċjenza u l-puntwalità tat-trasport pubbliku kellu jkun indirizzat ferm qabel ma ttieħed dan il-pass importanti.

Li tkun indirizzat id-dipendenza fuq il-karozzi privati hu oġġettiv politiku li l-Gvern stess ippropona fil-Pjan Nazzjonali dwar it-Trasport. Il-Gvern qiegħed jinjora l-pjan tiegħu stess.

Min-naħa l-oħra hu xieraq li l-konsum bażiku tal-ilma u l-elettriku fir-residenzi tagħna jibqa’ jkun issussidjat. Imma hu żball li is-sussidju japplika ukoll għall-konsum kollu ta’ kulħadd. Ikun ferm aħjar jekk setturi differenti tal-ekonomija jkollhom aċċess għal għajnuna mfassla għall-ħtiġijiet tagħhom sakemm iddum il-kriżi kurrenti.   Dan jista’ jagħti protezzjoni ferm ikbar kemm lill-impiegi kif ukoll lill-ekonomija. Fuq kollox b’dan il-mod jista’ jkun evitat li jkun issussidjat il-ħela u l-abbuż fl-użu tal-ilma u l-elettriku.

Ma hemmx ħtieġa li nsaħħu kultura ta’ dipendenza fil-forma ta’ tqassim ta’ ċekkijiet inkella b’sussidji mhux meħtieġa.  Huwa tajjeb li l-vulnerabbli jkunu mgħejjuna. Imma li tinbena u tissaħħaħ kultura ta’ dependenza bħala riżultat ta’ politika skaduta dwar il-pagi hi xi ħaġa ferm differenti. Dan jagħmel ħsara lit-tessut soċjali tal-pajjiż u għandu jinġieb fit-tmiem l-iktar kmieni possibli.

A Culture of Dependency

The budget for 2023 presented to Parliament by Finance Minister Clyde Caruana last Monday may be described as one which reinforces a culture of dependency. Government handouts are used, left, right and centre to achieve this objective. Under Labour the culture of dependency is actively encouraged: it gets worse with every budget.

This is most clear in the manner in which government deals with incomes policy. A chasm has developed between the actual minimum wage and what is required as a living wage. Government tries to bridge this through various handouts including the newly created special COLA for the vulnerable as well as through subsidies, some of which are unnecessary or damaging.

The creation of a new ad hoc benefit payable to vulnerable persons (estimated by the Minister at 80,000 persons) who cannot cope with the current rate of inflation is a positive step. They definitely need help, but they need much more than an approximately €300 handout at Christmas time.  It would have been much better if government focused on the real problem and addressed it head-on. It has been procrastinating for ages.

The real problem is that the minimum wage is ridiculously low: it is far from being a living wage. Governments have repeated sought to avoid addressing this issue. It is pertinent to point out that social benefits are mostly pegged to the minimum wage. A minimum wage at a reasonable level would automatically adjust all social benefits to an equally reasonable level too.

Three Caritas reports have analysed the issue in depth in the last ten years. The last report issued in 2021 had found a 40 per cent discrepancy between the minimum wage and what is required as a living wage. This translates into approximately a €4,000 shortfall per annum. This is the real problem!

For so long as the minimum wage remains at such a low level, government handouts in Father Christmas style will remain the norm in order to reduce the burdens on the vulnerable. At times, this Father Christmas benevolence is not limited to the vulnerable but spread to the benefit of one and all. The pre-electoral handouts and the so-called tax refunds are just two examples.

Instead of being dependent on handouts, it would be appropriate if the minimum wage is a living wage. This can only be achieved through a regular updating of the basket of goods and services on the basis of which the quantum of the minimum wage is determined. This would eliminate the need for most handouts at any time of the year as all would get their dues as of right, on a regular basis, and not be dependent on the political benevolence of government, be it at budget time or else, abusively, on the eve of general elections as has already happened.

In addition to a policy of preferring handouts to a clear statutory determination of a fair living wage Government has also embarked on a policy of increased subsidies, designed in an ill-advised manner.

The subsidies applied to petrol and diesel are uncalled for. The current international spike in fuel prices – approximately double what we pay locally– is a unique opportunity which, if properly managed could make up for government’s lack of action to address the car dependency problem on the Maltese islands.

Instead of subsidising the price of petrol and diesel it would be much better to invest in the efficiency and reliability of public transport. This is a unique opportunity which if properly managed could be the beginning of a long-term behavioural change: away from the private car and towards public transport. Having free public transport for all as of this month was a pre-mature step: the efficiency and reliability of public transport should have been adequately addressed before embarking on such an important step.

Addressing car dependency head-on is a policy objective proposed by government’s own National Transport Master Plan but repeatedly ignored by government itself.

On the other hand, it is appropriate to subsidise basic water and electricity domestic consumption. One should however think beyond an across-the-board subsidy.  Having focused assistance to different sectors of the economy tailor-made to their specific needs for the duration of the current crises would yield far better results in protecting employment and the economy in the long-term. It would definitely avoid subsidisation of waste and misuse of water and electricity.  

We do not need to create or reinforce a culture of dependency in the form of handouts and unnecessary subsidies. Helping the vulnerable is laudable. Reinforcing a culture of dependency as a result of an outdated incomes policy is something quite different: it damages the social fabric and should be reversed the soonest!

Neħtieġu paga minima suriet in-nies

Hemm min iqis li huwa tajjeb li nħoloq mod ġdid ta’ għajnuna lill-vulnerabbli fil-konfront tal-piz fuqhom tal-inflazzjoni. Imma jkun ferm aħjar kieku nindirizzaw il-problema vera bis-serjetà. Il-Gvernijiet wieħed wara l-ieħor ilhom jonqsu milli jagħmlu dan.

Il-paga minima hi baxxa. Mhiex tajba biex tgħix biha. Teħtieġ li tgħola b’madwar €4,000 fis-sena kif ġie muri repetutament fir-rapporti tal-Caritas, sena wara l-oħra.

Sakemm il-pagi jibqgħu daqshekk baxxi jibqa’ l-ħtieġa tal-għotjiet mill-Gvern ta’ kull sena lil dak u lill-ieħor. Ir-ras iebsa tal-Gvern li ma jirrevedix il-baskett li fuqu hija ikkalkulata il-paga minima hija politika skaduta li qed iżżomm dipendenza tal-pajjiz fuq pagi baxxi u handouts.

Hu dritt li l-pagi jkunu ta’ livell diċenti. Dritt li hu mkasbar mill-Gvernijiet, wieħed wara l-ieħor. Pagi diċenti jnaqqsu l-ħtieġa ta’ politika ta’ Father Christmas. Ma nibqgħux nistennewh jiġi jqassam ir-rigali fil-budget!

Il-Gvern jista’ jagħmel użu aħjar tar-riżorsi tal-pajjiż. Is-sussidji kif qed japplikom il-Gvern jistgħu jkunu ferm aħjar.

Is-sussidji tal-fuel lill-kulħadd hu ħela ta’ riżorsi. Nistgħu ngħaddu mingħajr sussidji tal-petrol u tad-dijżil. Dan is-sussidju jista’ faċilment jitnaqqas u dan iwassal għal benefiċċju kbir: inqas karozzi fit-toroq u użu ikbar tat-trasport pubbliku! Li t-trasport pubbliku issa hu b’xejn mhux biżżejjed. Jeħtieg ukoll li jkun effiċjenti, li mhux.

Bla dubju, l-konsum bażiku tal-elettriku għad-djar, għandu jibqa’ jkun issussidjat imma l-bqija tas-sussidji għall-elettriku u l-fuels għandhom ikunu studjati aħjar.  Hemm modi aħjar kif il-Gvern jista’ jnaqqas il-piż minn fuq spallejn in-nies. U fl-aħħar ikollu iktar riżorsi għall-ħtiġijiet tal-pajjiz.

Towards a wider cannabis consensus

It has been more than 10 years since the publication of the report of the Global Commission on Drug Policy led by former UN Secretary General Kofi Anan. One of its main recommendations was to end criminalisation, marginalisation and stigmatisation of people who use drugs but who do no harm to others.  

The changes in drug legislation approved by Parliament earlier this week as a result of which the possession of cannabis for personal use was decriminalised was a definite step in the right direction. This does not however signify that all provisions of the approved legislation are satisfactory. It means that the general thrust of the legislation is positive and acceptable. Improvements are however still necessary.

The legislation approved earlier this week is a radical change and as such there is still a reluctance in some quarters and sectors about it. This is understandable. It is however a fact that the decriminalisation of the possession of cannabis for personal use has been generally accepted. This is a reflection of the positive development in our society’s attitudes and should form the basis for the way forward.

The Daniel Holmes case as a result of which the cultivation of a number of cannabis plants for personal use led to a draconian prison sentence is too recent for anyone of us to forget. Until this week, drug legislation was out of tune and not an adequate reflection of what our society is prepared to accept.

The publication of the 24-page White Paper in March 2021 entitled “Towards the strengthening of the legal framework on the responsible use of cannabis” should not be viewed as an end in itself but rather as part of a continuous consultation process with all stakeholders. It has to be borne in mind that notwithstanding the sterling work of the NGO ReLeaf Malta on behalf of cannabis users there are others who, while recognising the urgent need for reform, are however much more cautious and would prefer that the required reforms are more gradual.

Ignoring the rudderless parliamentary Opposition, which does not yet have a clue on the issue, I refer to various proposals on the drug reform legislation which proposals were prepared by a number of NGOs and presented to Parliament.  Parliament was wrong to ignore these proposals and to steamroll ahead, notwithstanding. Such an attitude is not conducive to good governance. Parliament ought to have listened much more before deciding. This applies even if at the end of the day not all of the proposals made by the NGOs would have been taken on board.

At this critical juncture it is imperative that the drug reform is supported by as wide as possible a base. The consensus achieved has to be as wide as possible. This is essential in order to isolate those elements in our society who still believe that the criminalisation of cannabis users should be the rule.

It has been estimated that in 2021 there are around 40,000 consumers of cannabis in Malta. That is the current state of play after 40 years of militarised crackdown on cannabis use in the Maltese Islands. Criminalisation of cannabis users has not yielded any tangible positive results over the years.

The way forward in drug reform is to ensure that possession for personal use can be dealt with differently from trafficking. The legislation which Parliament approved earlier this week does precisely that. It can however be improved by ensuring that there are suitable buffers which protect children and vulnerable persons. This is one of the principal points made by the NGOs, who, to their credit, accept decriminalisation of possession for personal use of cannabis as a positive step forward.

Greens in Malta support the need for drug reform in general and specifically the decriminalisation for personal use relative to cannabis. In fact, the Green Electoral Manifesto for the 2017 General Election was the only electoral platform which presented this as an electoral pledge.

It is indeed unfortunate that Government and Parliament have squandered a unique opportunity at consensus building. It is however still possible at this late hour to remedy.

Tibdil tal-klima: miżuri li jeħtieġ li jkunu ġusti

Huwa essenzjali li nilħqu l-mira ta’ emissjonijiet żero tal-karbonju (carbon neutrality). Ilu żmien ovvju li ekonomija dipendenti fuq iż-żjut mhiex waħda sostenibbli. Il-Konvenzjoni tal-Ġnus Magħquda dwar it-Tibdil fil-Klima, fis-summit ta’ Pariġi, fl-2015, kienet fasslet pjan dwar it-triq meħtieġa biex nintlaħqu miri li jħarsu l-klima. Jekk ma nimxux ma’ dan il-pjan, il-futur ifisser biss gwaj.

It-tibdil fil-klima diġa qiegħed magħna.  Madanakollu, l-impatti fuqna jistgħu jkunu ferm agħar minn dak li għaddej bħalissa: temperaturi estremi, nixfa’ kbira f’xi reġjuni u għargħar f’oħrajn. Id-diżastri qed iseħħu quddiem għajnejna kuljum. Il-qagħda għad trid teħżien bosta, qabel ma l-affarijiet (forsi) jaqilbu għall-aħjar.

It-temperatura medja fuq livell globali qed tiżdied. It-temperatura imkejla tvarja minn reġjun għall-ieħor. Fil-Mediterranean, studji riċenti qed jindikaw li qegħdin viċin li naqbżu żieda ta’ grad u nofs Celsius fuq it-temperatura pre-industrijali. L-impatti ta’ dan diġa qed inħossuhom.

Bħala stat gżira, Malta messa li hi fuq quddiem fid-dibattitu globali dwar it-tibdil fil-klima.  Sfortunatament, pajjiżna hu fost dawk il-pajjiżi li kontinwament ikaxkru saqajhom biex jevitaw jew inaqqsu l-azzjoni meħtieġa da parti tagħhom. Il-fatt li aħna żgħar ma jeżentaniex mir-responsabbiltà tagħna lejn il-futur.

Fost l-eżempji ta’ dan hemm ir-resistenza, tul is-snin, biex nagħtu importanza lill-ġenerazzjoni ta’ enerġija rinovabbli flimkien mat-tkaxkir tas-saqajn għall-proċess tal-elettrifikazzjoni tat-trasport.  

Ilkoll niftakru l-insistenza tal-Gvernijiet Maltin mal-Kummissjoni Ewropeja biex il-miri ta’ Malta dwar l-enerġija rinovabbli ma jkunux l-20 fil-mija iffissati mill-Kummissjoni imma jinżlu għal 10 fil-mija tal-enerġija totali ġġenerata.  Bl-istess mod, minkejja li fl-2017 saret dikjarazzjoni politika mill-Gvern favur l-elettrifikazzjoni tat-trasport, wara 4 snin għadna bla pjan u miri ċari. Il-bidla issa ser ikollha isseħħ b’ritmu mgħaġġel u ftit li xejn jidher li bħala pajjiż aħna ippreparati għaliha.

L-Unjoni Ewropeja għadha kemm żvelat pjan bi proposti biex l-emissjonijiet serra jitnaqqsu b’55 fil-mija meta mqabbel ma dawk tal-1990. Dan għandu jseħħ sal-2030, u dan bħala mira intermedja fit-triq lejn emmissjonijiet żero tal-karbonju (carbon neutrality) sas-sena 2050.

Waħda mill-proposti li qed issir hi li l-enerġija minn sorsi rinovabbli ġġenerata fl-Unjoni Ewropeja tkun ta’ 40 fil-mija mill-enerġija kollha użata. Dan ikun ifisser li fi żmien 9 snin Malta jkun jeħtieġilha li timmultiplika b’erbgħa l-enerġija rinovabbli li niġġeneraw fil-pajjiż. Din ser tkun mira iebsa, iktar u iktar meta tieħu kont tal-fatt li tul is-snin il-pajjiż dejjem ipprova jiżloq mill-obbligi tiegħu f’dan il-qasam.

Proposta oħra tal-Unjoni Ewropeja hi li sal-2035 ma jidħlux iktar fis-suq karozzi li jaħdmu bid-dijsil u l-petrol. Din mira li ser ikun meħtieġ li nilħquha fi żmien 14-il sena. Lokalment din mhi ser issolvi xejn jekk ma tkunx imżewġa ma miżuri biex jonqsu l-karozzi mit-toroq.

Proposta oħra tal-Kummissjoni Ewropeja hi dwar l-introduzzjoni ta’ taxxa fuq il-fjuwil użat milll-vapuri kif ukoll dak użat fl-avjazzjoni. Din il-proposta bla dubju jkollha impatt mhux żgħir fuq il-gżejjer u l-istati periferali Ewropej. Hi proposta li hi motivata mill-fatt li l-Ewropa kontinentali hi moqdija iktar bil-ferrovija, ġeneralment effiċjenti u li hu meqjus li tħalli impatti ambjentali ferm inqas mill-ajruplani.

Bi proposta ta’ din ix-xorta it-turiżmu jintlaqat sewwa. Kemm tkun kbira d-daqqa jiddependi minn kemm tkun kbira taxxa ta’ din ix-xorta.  Malta, il-Greċja u Ċipru diġa qed jgħidu li ma jaqblux ma dan!

Kemm is-settur tal-avjazzjoni kif ukoll dak marittimu huma kontributuri sinifikanti ta’ emissjonijiet serra. Sal-lum dawn iż-żewġ setturi evitaw  li jkunu nklużi fil-miżuri biex inkun mħarsa mit-tibdil fil-klima minħabba lobbying qawwi. Il-proposti tal-Unjoni Ewropeja jekk jidħlu fis-seħħ jibdlu din is-sitwazzjioni, dejjem sakemm il-lobbying jinżamm taħt kontroll!

Uħud diġa iddeskrivew dawn il-proposti (u oħrajn) tal-Unjoni Ewropeja bħala suwiċidju politiku u dan minħabba li l-impatti konsiderevoli tagħhom jistgħu jkunu l-kawża ta’ nkwiet soċjali qalil. Li nilħqu l-mira ta’ emissjoni żero tal-karbonju hu essenzjali imma rridu nkunu konxji li l-impatti tal-miżuri meħtieġa inevitabilment ser iweġġgħu bosta bihom.  Id-diskussjoni meħtieġa trid tassigura li waqt li jittieħdu d-deċiżjonijiet meħtieġa bla iktar dewmien, il-vulnerabbli, inkluż dawk bla mezzi jew b’mezzi limitati, għandhom ikunu mħarsa  milli jkunu huma li jħallsu għall-ispiża akkumulata minħabba nuqqas ta’ azzjoni għal snin kbar.

L-ikbar sfida ghal dan il-Patt Aħdar hi li l-bidla meħtieġa teħtieġ li tkun waħda li issir b’ġustizzja. It-trasformazzjoni ekoloġika teħtieġ li tkun soċjalment ġusta. Dan tagħmlu billi tpoġġi lin-nies mhux il-kapital jew il-profitti bħala l-konsiderazzjoni ċentrali tagħha. Il-bidla, iżda trid isseħħ illum qabel għada. Iktar ma ndumu nkaxkru saqajna, iktar ikun għoli l-prezz li jkollna nħallsu.

Lil hinn mill-larinġ ta’ Rosianne Cutajar

Mela issa kulħadd jaf li Rosianne Cutajar marret tqassam il-larinġ. Mal-larinġ hemm ir-ritratt tagħha, għax il-larinġ tqassam b’messaġġ politiku!

Wieħed jista’ jargumenta, u b’daqshekk? Mela l-larinġ ta’ Rosianne ser jinfluwenza kif ser jivvutaw in-nies? Intendi li naqbel. Imma fl-istess ħin it-tqassim tal-larinġ hu simoliku ta’ kif il-vulnerabbli huma trattati minn uħud mill-politiċi.

Anke l-azzjoni ta’ Repubblika għaldaqstant inqisha bħala waħda simbolika. L-ewwel azzjoni minn sensiela li inevitabilment ser iseħħu matul il-kampanja elettorali li ġejja.

Għax il-problema reali mhux il-larinġ ta’ Rosianne jew il-flixkun tal-inbid ta’ Konrad inkella ir-roly poly ta’ Silvio.

Tul kull kampanja elettorali nisimgħu stejjer tal-biki.

Hemm min infurmani dwar kandidati li ħallsu kontijiet tad-dawl u l-ilma ta’ xi kostitwenti. Hemm min qassam xi fridge jew washing machine.

L-infieq ta’ uħud fl-elezzjonijet hu astronomiku. Imur lil hinn minn dak permissibli.

Il-messaġġ ta’ Repubblika mhux dwar il-larinġ ta’ Rosianne, iżda dwar l-abbuż fl-infieq fil-kampanja elettorali.

Niftħu l-iskejjel ftit ftit

Il-messaġġi konfliġġenti fil-bidu tas-sajf minn politiċi fis-sens li l-Covid-19 kien taħt kontroll huma in parti responsabbli għall-qagħda attwali. Kien in partikolari l-Prim Ministru flimkien mal-Ministru tat-Turiżmu li pubblikament emfasizzaw li issa li l-pandemija kienet taħt kontroll stajna ingawdu is-sajf!

Kienet din l-attitudni irresponsabbli li wasslet biex ġew rilassati b’mod mgħaġġel ir-restrizzjonijiet marbuta mal-Covid-19 meta s-sens komun kien jitlob pass iktar kawt.

Nifhem li l-operaturi ekonomiċi li kienu qed iġorru l-piz kienu kontinwament isusu wara l-awtoritajiet tat-turiżmu. Imma meta l-Gvern ċeda bagħat l-agħar messaġġ possibli: li r-restrizzjonijiet ma kienux meħtieġa. Meta l-Prim Ministru mbagħad ħafer il-multi li weħlu dawk li abbużaw u kisru l-kundizzjonijiet tal-kwarantina u restrizzjonijiet oħra, għaxxaqha!

Din hi s-sitwazzjoni attwali: fi tmiem is-sajf ir-rata tal-infezzjonijiet tal-Covid-19 hi sfortunatament l-ogħla s’issa f’Malta. Il-106 każ ta’ Covid-19 li irriżultaw nhar l-Erbgħa huma bozza ħamra li qed  itteptep u tgħidilna li l-kontrolli li għanda illum mhux adegwati. Hemm ħtieġa ta’ infurzar aħjar.  

L-ekonomija qalgħet daqqa ta’  ħarta għalkemm is-sussidji u l-għajnuniet li ħareġ il-Gvern bla dubju naqqsu l-impatt tad-daqqa. 

Il-mixja lura lejn in-normalità mhiex waħda faċli. Mhux ser isseħħ mil-lum għal għada. Teħtieġ il-paċenzja min-naħa ta’ kulħadd. Teħtieġ ukoll sens ta’ responsabbiltà billi nsegwu l-prewkazzjonijiet kollha neċessarji, fosthom li nilbsu l-maskri protettivi, mhux biss biex nipproteġu lilna nfusna imma fuq kollox biex nipproteġu lill-oħrajn.

L-argument bħalissa huwa jekk l-iskejjel għandhomx jiftħu jew le. Fin-nofs hemm l-interess tal-edukazzjoni tal-istudenti, il-ħtiega tal-genituri li jaħdmu u s-saħħa kulħadd: fuq quddiem nett dik tal-istudenti kif ukoll tal-għalliema kif ukoll ta’ dawk kollha nvoluti fl-amministrazzjoni tal-iskejjel u tal-istituzzjonijiet edukattivi.

Hemm ħafna argumenti validi għax l-iskejjel u l-istituzzjonijiet edukattivi għandhom jiftħu. Dan minkejja li l-protokolli dwar l-imġieba meħtieġa damu ma ħarġu b’mod li kabbru l-inċertezza ta’ kulħadd.

L-ewwel u qabel kollox hu fl-interess tal-istudenti, kbar u żgħar, li l-istituzzjonijiet edukattivi jerġgħu jiftħu l-bibien tagħhom. Hemm limitu dwar kemm jista’ jsir tagħlim effettiv b’mod virtwali. It-tagħlim b’mod elettroniku bla dubju jista’ jgħin – hu għodda tajba – imma qatt ma jista’ jissostitwixxi l-kuntatt dirett bejn l-għalliema u l-studenti b’mod partikolari ta’ dawk li għadhom fl-istadji inizzjali tat-tagħlim. F’numru ta’ każi ta’ studenti vulnerabbli l-kuntatt dirett bejn l-għalliem u l-istudent hu l-unika mezz ta’ tagħlim effettiv. Dawn huma fost l-iktar li batew bl-għeluq komplet tal-iskejjel u l-istituzzjonijiet edukattivi. Il-ħsara li saritilhom mhux faċli li tkun rimedjata. Bħala riżultat tal-għeluq tal-iskejjel, effett dirett tal-Covid-19, hemm numru ta’ tfal li qegħdin fil-periklu li jintilfu għal kollox għas-sistema edukattiva!

L-iskejjel jeħtieġ li jiftħu ukoll għax il-genituri jeħtieġ li huma ukoll imorru għax-xogħol. L-għeluq tal-iskejjel qed iżżomm numru ta’ ġenituri milli jmorru lura għax-xogħol għax inkella ma jibqa’ ħadd biex jieħu ħsieb l-ulied. Niftakru li issa anke in-nanniet huma out of action għax huma fost il-vulnerabbli! Mhuwiex raġjonevoli li nistennew li f’dan il-mument kritiku jerfgħu l-piż in-nanniet, b’periklu għal saħħithom. Fost dawk li qalgħu daqqa kbira bl-egħluq tal-iskejjel hemm il-familji b’genitur wieħed: dawn qed jissograw l-impieg tagħhom ferm iktar minn ħaddieħor.

Mhux kull xogħol hu possibli li jsir bit-telework! Fejn hu possibli dan għandu jibqa’ jsir. Imma kif nafu ilkoll dan mhux possibli dejjem.

Fid-dawl tal-ispluzjoni ta’ każi tal-Covid-19 naħseb li minkejja l-ħtieġa li l-iskejjel jiftħu, m’huwiex prattiku li dawn jiftħu kompletament u dan biex jonqos ir-riskju tal-imxija tal-Covid-19. Huwa l-każ li nesploraw li minflok ma jiftħu kompletament l-iskejjel jiftħu bil-mod biex jerġgħu jibdew jistabilixxu kuntatt (anke jekk wieħed minimu) mal-istudenti u jkun possibli li tkun imħarsa is-saħħa ta’ kulħadd.

Is-soluzzjoni hi li nimxu b’mod gradwali, bil-mod, pass pass. L-istudenti vulnerabbli u dawk fl-etajiet li għandhom dipendenti mill-għalliema għandhom ikunu minn tal-ewwel li jerġgħu jibdew l-iskola għax huma l-iktar li għandhom bżonn!

Dan hu l-unika mod li bih nistgħu naslu. Aħjar pass żgħir il-quddiem, b’kuntatt minimu flok bil-bibien magħluqin.

Covid detection and school opening

The conflicting messages in early summer issued by Maltese holders of political office that Covid-19 was under control are partly responsible for the current state of play. Specifically, the Prime Minister and the Minister for Tourism are on record as having publicly stated that matters were under control and that we could now “enjoy summer”.

It is this irresponsible attitude that led to the fast track relaxation of Covid-19 restrictions when a more common-sense approach would have indicated a much slower pace.

One does understand that the economic operators feeling the pinch were lobbying continuously the Tourism authorities. However, when government gave way, it sent the worst possible message: that the restrictions were not required. When the Prime Minister announced an amnesty relative to  fines imposed, he made matters worse.

This is the current state of play: at the end of summer the rate of Covid-19 infections is unfortunately the highest ever in the Maltese islands. The 106 cases identified on Wednesday is a red light warning us that controls in place are not adequate. They need to be tightened up and enforced.

As a result of the Covid-19 restrictions the economy has contracted. The government subsidies and handouts helped substantially to reduce the negative impacts.

The road back to “some version of normal” will be slow and painful. It will definitely take a considerable time, depending on the sector under consideration. It requires caution, patience and a sense of responsibility.

The current Covid-19 agenda is considering whether and when it will be possible to re-open our educational institutions.  This is primarily in the interests of our students as well as of parents whose painfully constructed work/life balance has been destabilised. It is also in the interest of protecting everyone’s health: that of students, teachers, as well as those responsible for the administration of the educational institutions.

There are a multitude of valid arguments as to why all educational institutions should re-open the soonest even though the state authorities were very late in issuing the behaviour protocols, further fuelling unnecessary uncertainty.

It is first and foremost in the interest of most students, young and old, that formal education gets going the soonest. Online learning, while being useful and having many merits, is no substitute for direct face to face contact between student and teacher, especially in the initial stages of education.

In the case of vulnerable students direct contact with the educator is essential. These are the Covid-19 education victims: their future, already in the fringes, has been severely damaged. There is a real risk of the system losing track of them completely thereby impairing severely their future.

Opening schools is also in the interest of working parents. Their active involvement at their place of work is being hampered as long as schools remain closed. Where can they leave their children? Grandparents are out of the question as they are vulnerable too!  Single parents are definitely worse off with closed schools as even their very livelihood is put into question. 

Telework is not necessarily always a solution, even though it is helpful.

The explosive increase in the number of detected Covid-19 cases during this week does not help matters. Coupled with the late availability of the school behavioural protocols this is creating considerable doubt in all stakeholders as to whether the authorities can handle the return back to school.

It may be reasonable to explore whether instead of an across the board return to school, a staggered approach can be implemented with the vulnerable and the dependent students being given priority. This could be the only realistic way forward.
