Sandro Chetcuti jqis liż-żewġ partiti (l-kbar) bħala żewġt iħwienet (kbar) li fihom in-nies tal-business (u b’mod partikolari l-iżviluppaturi tal-MDA) jinqdew meta jkollhom bżonn. Ġieli jixtru mingħand wieħed u ġieli mingħand l-ieħor.  Skond x’ (policies) ikollhom għall-bejgħ. Min jixtri u min ibiegħ.

Forsi bla ma jrid, u mingħajr ma qagħad jomgħod il-kliem, Sandro poġġa sebgħu fuq il-ferita l-kbira fil-politika Maltija: il-politika tal-partiti l-kbar m’hiex ibbażata fuq dak li (suppost) jemmnu iżda fuq dak li jaħsbu li jista’ jġibilhom il-voti.

Allura għandna partit soċjalista li jitkellem u jaħdem kontra t-taxxa tad-dħul f’kompetizzjoni mal-konservattivi.

Il-konservattivi qatt ma kellhom ħeġġa biex jirrevedu l-paga minima. Imma li l-partit soċjalista (li jistħi jgħid li hu hekk) qiegħed attent idur u jdur biex jevita li jmiss mal-ħtieġa li jkun revedut il-basket li fuqu hi ibbażata l-paga minima, l-anqas titwemmen. Tinġieb elf skuża u tingħata elf spjegazzjoni għal dan.

Il-politika tas-supermarket li jħaddnu kemm il-Partit Nazzjonalista u l-Partit Laburista twassalhom biex fil-għodu jisfnu mal-ambjentalisti u waranofsinnhar jisfnu ma Sandro u sħabu. Hija politika tal-kuntrasti li jbikkuk.

Niftakar, snin ilu, lil min jirrakkonta storja dwar Membru Parlamentari Malti li tillustra din is-sitwazzjoni.

Dan il-Membru Parlamentari kienu kellmuh il-kumitat tal-każin tal-banda ta’ lokalità ewlenija fid-distrett elettorali tiegħu. Kienu inkwetati għax kellhom diffikultà dwar il-kamra tan-nar li dwarha kienu qed isibu opposizzjoni mill-bdiewa fl-inħawi.  Il-Membru Parlamentari irranġalhom appuntament mal-Ministru u għodwa waħda mar magħhom sal-Ministeru. Lil Ministru spjegalu kemm kien meħtieġ li jgħin lill-kostitwenti tiegħu li qed jagħtu kontribut kbir għall-ħajja soċjali  u kulturali fil-lokalità. Il-Ministru ħa nota u kemmex xuftejh.

Ftit ġranet wara, l-istess Membru Parlamentari kellu appuntament ieħor mal-istess Ministru. Din id-darba kien qed jakkumpanja delegazzjoni tal-bdiewa, irrabjati minħabba l-kamra tan-nar ippjanata għal ġo nofs ir-raba’ li jaħdmu.

(Ġrajja li tnissillek tbissima u li għalkemm kienu semmewli l-ismijiet tal-persuni involuti, mhux konvint li fil-fatt ġrat.)

Din hi l-politika tal-partiti l-kbar li jsemmi Sandro. Politika mhux ibbażata fuq dak li jemmnu, iżda fuq kif jingħoġbu. Il-politika ta’ kollox għal kulħadd ……….. bħall-ixkafef tas-supermarket.

Il-baġit hu wieħed nej

Il- baġit fih diversi ingridjenti tajbin. Iżda m’humiex imħalltin tajjeb. M’hemmx ħsieb biżżejjed. L-anqas m’huma msajra biżżejjed. Kif ngħidu bil-Malti: il-baġit hu nofsu nej.

F’dan l-artiklu ser nillimita ruħi għal uħud mill-proposti ta’ natura soċjali.

Nibda bil-paga minima. F’Malta din ġiet introdotta fl-1974 mit-tieni Gvern tal-Perit Mintoff.  Dakinnhar kienet stabilita għall-ammont ta’ Lm10, jiġifieri €23.29. Ovvjament Lm10, dakinnhar, kienu jiswew u bihom kont tixtri ferm iktar mill-tixtri illum. Kull sena, din il-paga minima tiżdied b’ammont li jikkumpensa għaż-żieda fil-għoli tal-ħajja. L-ammont jitħabbar fil- baġit. Iż-żieda b’effett minn l-1 ta’ Jannar li ġej ser tkun €1.75 biex b’hekk il-paga minima għal persuna ta’ il-fuq minn tmintax-il sena għal ġimgħa xogħol ta’ 40 siegħa issa ser tkun €168.01. Ma din irid jiżdied il-bonus statutorju.

Il-paga minima teħieġ li tkun reveduta. Meta tfasslet fl-1974, tfasslet għall-ħtiġijiet ta’ dakinnhar.

Illum, wara 41 sena teħtieġ titfassal mill-ġdid skont il-ħtiġijiet tal-lum. Fil-fatt studju li kien ippubblikat mill-Caritas f’Marzu 2012 kien jistma illi hu meħtieġ li jkun hemm żieda ta’ 13.8% fil-paga minima biex l-iktar persuni vulnerabbli jingħataw in-nifs.  Ir-rapport kien intitolat A Minimum Budget for a Decent Living. A research study by Caritas Malta focusing on three low-income household categories.

Il-Gvern,(kemm dak tal-lum kif ukoll dak tal-bieraħ) ma jaqbilx ma dan. L-argument politiku tagħhom hu li bit-taħriġ u l-investiment iffokat fuq il-kisba ta’ ħiliet, ikun possibli li taqla’ l-persuni fuq il-paga minima u ċċaqlaqhom ‘il-fuq fis-sellum tal-ħajja. Din hi idea nobbli imma fil-prattika, iddum ma tagħtik ir-riżultati. Sadanittant min hu vulnerabbli jispiċċa dipendenti mill-ħarsien soċjali u għajnuniet supplimentari. Jintgħaġen fid-dipendenza. Il-paga għal dawn in-nies mhiex biżżejjed għall-minimu neċessarju tal-ħajja. In-nuqqas tal-istat li jintervjeni biex il-paga minima toffri l-protezzjoni minima meħtieġa, hu messaġġ li bix-xogħol ma tistax tgħix meta dan jitħallas bil-paga minima li għandna illum.

Huwa neċessarju li nżewġu flimkien it-taħriġ, ma’ paga minima suriet in-nies li tkun rifless tal-ħtiġijiet minimi għall-bniedem tal-lum. In-nuqqas tal- baġit li jagħraf din il-ħtieġa u jagħġina bħala parti integrali mill-viżjoni tiegħu jagħmlu l-baġit wieħed nej.

Il- baġit jirrikonoxxi l-ħtieġa li togħla l-pensjoni minima nazzjonali biex din eventwalment tasal sa 60% tad-dħul medju f’pajjiżna.  Jagħmel  l-ewwel pass  billi jipproponi żieda fil-pensjoni minima għall-dawk li għandhom il-bolol tas-sigurta soċjali mħallsa b’tali mod li l-anqas pensjoni kontributorja ser tkun €7,280 fis-sena.  Dan hu pass tajjeb. Ħadd ma jistenna li l-aġġustament meħtieġ isir kollu f’daqqa. Imma l-pensjonanti tagħna li bnew  lil Malta kif inhi illum, bi dritt jippretendu li jkun stabilit żmien raġjonevoli sa meta l-pensjoni minima nazzjonali tkun 60% tad-dħul medju f’pajjiżna. Mhux biżżejjed li l-baġit  jgħid li dan it-tragward nilħquh sal-2027. Ikun xieraq li l-pensjonanti tagħna jingħataw lura d-dinjità w ir-rispett li jistħoqilhom. Anke hawn il-baġit kien jonqsu ftit ieħor biex isir. Għadu nofsu  nej.

L-aħħar eżempju li rrid insemmi huwa dwar il-persuni b’diżabilità. Il-baġit isemmi l-ħolqien ta’ hub għal persuni b’diżabilità. Il-baġit hu xott mid-dettalji u fil-fatt jiddedika biss 6 linji għal din il-proposta fil-paġna 77 tiegħu. Dawn id-dettalji imma kienu biżżejjed biex nhar il-Ħamis li għadda, l-eks-chairman tal-Kummissjoni Nazzjonali għall-Persuni b’Diżabilità Joseph Camilleri jiddeskirivi dak propost bħala attentat biex tkun introdotta s-segregazzjoni bis-serqa (Segregation by stealth. Times of Malta, October 15, 2015).

Joseph Camilleri jargumenta li għad hawn min ma jistax jaċċetta l-fatt li l-persuni b’diżabilità ukoll għandhom l-istess aspirazzjonijiet bħal kull wieħed u waħda minna. Għaddew minn istituzzjonijiet edukattivi li taw importanza ikbar lill-inklussività, u dan b’differenza kbira minn dak li rċevew il-ġenerazzjonijiet passati.

Il-proposta fil-baġit li toħloq dan il-hub għall-persuni b’diżabilità hu għaldaqstant pass retrogradu, nieqes mill-ħsieb u huwa anke perikoluż.  Is-soċjetà Maltija tant imxiet il-quddiem, li d-Dar tal-Providenza, il-pijuniera f’Malta tal-kura għall-persuni b’diżabilità, illum il-ġurnata qed tiffoka l-enerġija tagħha fuq inizjattivi bbażati fil-komunità li joffru opportunitajiet għal għixien indipendenti lill-persuni b’diżabilità.

Anke hawn il-baġit hu nej għax huwa nieqes mill-ħsieb. Post il-persuni b’diżabilità hu magħna fil-komunità u mhux ġo gaġġa bil-vireg tad-deheb. Għax is-segregazzjoni tibqa’ gaġġa u irrispettivament mill-kwalità għolja tas-servizz mogħti, tibqa’ ħajja f’gaġġa li toqtol l-aspirazzjonijiet tal-persuni b’diżabilità. Qed nitkellmu dwar persuni, mhux dwar numri.

Għalhekk, u għal bosta raġunijiet oħra, l-baġit ta’ nhar it-Tnejn kien wieħed nofsu nej.

You know where we stand

You know where we stand. This statement distinguishes Alternattiva Demokratika, the Green party in Malta, from the other political parties. Greens in Malta are, and have always been, clear as to the political agenda which they champion. In contrast, there are a number of issues on which both the Nationalist Party and the Labour Party are silent or evasive.

One important issue will be missing from AD’s 2013 electoral manifesto for the first time since the 1992 general election. I am referring to proposals for the introduction of divorce legislation. The PN and the PL always shied away from taking a stand on divorce. They were, however, faced with the inevitable when PN maverick MP Jeffrey Pullicino Orlando, (later joined by Labour MP Evarist Bartolo) took a leaf out of AD’s 2008 electoral manifesto and presented a Private Member’s Bill on divorce. The Bill was approved after the need for divorce legislation was endorsed by popular support expressed in a referendum notwithstanding the resistance of a number of fundamentalist MPs.

Much has been written about the matter but it is necessary at this point in time to underline that on this basic issue both the PN and the PL failed to be clear with the electorate. They tried to avoid the issue to pander to fundamentalist sentiment.

AD has always been very clear on the issues it supports or opposes. It will remain so.

Today, AD will present to the public its team of candidates, which, once more, will be contesting all 13 electoral districts in the March 2013 general election. Eventual Green members of Parliament will ensure a responsible approach to the country’s challenges.

Instead of political pique and unnecessary confrontation, Green MPs will advocate a policy of consensus based on consistency, responsibility and progressive politics.

Greens in Malta will continue to be the strongest defenders of what is left of Malta’s environmental heritage and will strive towards having public spaces that are accessible to all.

Greens, in contrast to the others, have already proven themselves of not being hostage to big business, hunters, trappers, firework fanatics, Armier squatters and greedy land developers.

We insist on the need for sustainable policies. With over 70,000 vacant dwellings resulting from a land use policy that is anything but sustainable, Greens in Parliament after the March 2013 election will champion the immediate reversal of the rationalisation exercise that has extended unnecessarily the permissible development boundaries.

Water has been mismanaged over the years such that the water table is severely depleted and treated sewage effluent is discarded, being considered as a waste product rather than as an important resource. In the long term, all boreholes in private use should cease to be operational and steps have to be taken to ensure that it is clear to all that the water table is public property.

In contrast to the above, the PN and the PL have taken an ambivalent attitude towards the environment. They bend backwards making efforts to be pleasant to environmentalists, yet, simultaneously echo the demands of those who have been plundering natural resources.

Greens have always stood up for animal rights.

Greens call for socially just economic and social policies, such as the need to increase the minimum wage as well as socially just pensions, including adequate disability pensions. To counter speculation and to discourage the unsustainable use of property, Greens propose taxing vacant properties, from the third property onwards.

AD will continue to be the progressive party, championing humane social policies and equal rights for all: persons with disability, LGBT persons as well as alternative families.

AD is for gender equality, in favour of the right of access to IVF without discrimination, full equality in marriage and family rights for same-sex couples. AD is against all forms of discrimination, including that based on race.

AD will advocate the decriminalisation of drugs for personal use while insisting on the necessity that society helps drug victims to overcome their addiction rather than criminalise them.

Green MPs will be ready to work with MPs from other political parties on the basis of an agreed joint programme and will work to ensure its implementation when in Parliament.

As a minor partner, Greens will strive to develop politics by consensus, conscious that this is a prerequisite essential to the creation of a stable political environment.

Voting for AD is a vote for change in the method of governance that has been corrupted by the two-party system. If you believe in giving priority to social justice, civil rights, environmental justice, sustainable development, ecological modernisation, and, last but not least, the reform in the institutional set-up for the enhancement of democracy, you know where you stand with the Greens.

Voting for the PN and PL signifies voting for a stagnant two-party system.

AD can deliver change. The other parties cannot: they are compromised.

Magħna taf fejn qiegħed

new identity

 Il-ġimgħa d-dieħla nisimgħu s-suffara li ssejjaħ elezzjoni ġenerali.

Alternattiva Demokratika ser terġa tkun hemm fuq id-Distretti kollha. F’uħud b’kandidat wieħed, f’oħrajn b’iktar.

Il-programm elettorali ta’ Alternattiva Demokratika bħal dejjem ser ikun ċar fuq issues li partiti oħra jevitaw. Hekk ġara fil-passat dwar id-divorzju u r-riforma tal-liġijiet tal-kera. Il-partiti l-oħra evitaw dawn is-suġġetti fil-kampanja elettorali imma mbagħad kellhom jiffaċċawhom fil-Parlament.

Alternattiva Demokratika m’hi ostaġġ ta’ ħadd, għalhekk titkellem ċar.

AD tkompli tkun l-akbar difensur ta’ dak li baqa’ mill-wirt ambjentali Malti, tistinka għal aktar spazji pubbliċi u infrastruttura aħjar. AD mħiex ostaġġ tal-kaċċaturi u n-nassaba, l-iffissati fil-logħob tan-nar, l-abitanti illegali tal-Armier, u spekulaturi u żviluppaturi bla rażan. Issejjaħ għal politika sostenibbli dwar l-art u l-ilma, għal politika ekonomika progressiva, bħal żieda fil-paga minima u taxxa mit-tielet proprjetà vojta lil hinn.

AD hi favur politika soċjali umana u drittijiet ugwali għal kulħadd, fosthom il-minoranzi fil-politika soċjali u tal-familja, bħall-persuni b’diżabilità, il-persuni LGBT u kull tip ta’ familja. AD hi favur ugwaljanza bejn is-sessi, id-dekriminalizzazzjoni tad-drogi għall-użu personali, u l-għajnuna għall-vittimi tad-droga minflok kriminalizzazzjoni.

AD lesta biex taħdem ma’ ħaddieħor, skont programm konġunt maqbul. Taħdem biex dak miftiehem jitwettaq meta nkunu fil-Parlament. Bħala sieħeb minuri, AD tistinka biex tkun żviluppata il-politika bil-kunsens u ma theddidx li tgħaddi tagħha akkost ta’ kollox, konxja mill-fatt li dan iġib l-instabilità.

Vot għal Alternattiva Demokratika jkun vot għall-bidla fil-mod ta’ tmexxija u favur stabbilità.

Jekk temmen li għandhom jkunu fuq quddiem il-ġustizzja soċjali, id-drittijiet ċivili, il-ġustizzja ambjentali, l-iżvilupp sostenibbli, il-modernizzazzjoni ekoloġika u, fuq kollox, ir-riforma tal-istituzzjonijiet għat-tisħiħ tad-demokrazija, mela taf fejn qiegħed mal-Alternattiva Demokratika. Vot għall-PN jew għall-PL ifisser vot għas-sistema staġnata taż-żewġ partiti.

Jekk vera trid il-bidla, ivvota Alternattiva. Magħna taf fejn qiegħed.

Labour : ensuring a smooth transition

Franco Debono has made many a statement during the past 12 months. He abstained when a vote of no confidence was submitted against Minister Austin Gatt. He explained that he did so as he wanted to give the man and his party another chance!

He has been stating for days now, that he will not vote in favour of the budget  because he considers that Austin Gatt should have resigned months ago due to his political failures. Whether  Franco Debono will keep his word is anybody’s guess. But if he does the budget will not be approved. We will have to keep guessing what comes next for some more days.

With this in mind the budget’s relevance is limited.

But we need not panic as Labour will come to the rescue. Labour, we are told, will deliver.

Progressive Labour will deliver income tax revised rates which will ignore low wage earners and reduce tax payable to those who are already reasonably well off. No tax deductions can be guaranteed for low wage earners by Labour.

Progressive Labour, like conservative PN, does not agree with the need to revise the minimum wage. It is not in the interest of employers to do so. And it is their vote which progressive Labour is after.  The employers’ vote, that is!

Why should progressive Labour accept the GWU’s proposal to have the cost of living adjustment paid in two installments?  There is consensus between the PN and Labour that the GWU’s proposals should be ignored. It is only Alternattiva Demokratika which has offered support for a progressive incomes policy as proposed by the GWU.

Labour, the progressive party, has opted for a conservative approach: the PN’s approach. It is the only way forward as in this way it ensures a smooth transition,  continuity and stability!

…………… and they looked from pig to man and from man to pig again and could not tell which was which.  The more things change, the more they remain the same.

Joseph (il-progressiv) delivers

Joseph Muscat jaqbel mal-budget tal-bieraħ. Tant li qiegħed jgħid li l-Partit Laburista biss huwa l-unika garanzija li dan il-budget jista’ jitwettaq. Joseph delivers.

Jiġifieri Joseph Muscat jaqbel li min jaqla’ mhux ħażin titnaqqaslu it-taxxa minn 35% għal 25%. Fl-istess waqt min hu bil-paga minima jħallas it-taxxa fuq id-dħul. Ovvjament min kien qed jaħseb li Joseph hu favur il-batut aħjar jerġa’ jaħsibha sewwa għax il-voti (jaħseb Joseph) mhux min hemm iridu jiġu.

L-aqwa li jgħid li hu progressiv. Imma fl-istess ħin hu kontra li tiżdied il-paga minima. Fl-istess ħin ma jaqbilx mal-proposta tal-GWU li biex min jaqlagħha u jiekolha jbati inqas, iż-żieda għall-għoli tal-ħajja tingħata kull sitt xhur mhux kull sena kif tingħata issa. Joseph il-progressiv ma jaqbilx ma dan.

Wanted: a progressive incomes policy

The budget to be presented next Wednesday should revisit Malta’s incomes policy such that the difficulties faced by low income households is addressed.

The minimum wage should be increased in line with the findings of the Caritas Report published in March this year. This report entitled “A Minimum budget for a decent living” had focused on three low income household categories and concluded that it is necessary to uplift the statutory minimum wage from €158.11 to €180 per week of 40 hours. It is unfortunate that both the PN and Labour are deadset against this proposal.

Alternattiva Demokratika  realises the importance of such a proposal in assisting those having a low income to make ends meet and has repeatedly encouraged its implementation.

Another proposal on incomes policy is on the table. The General Workers’ Union has proposed that Cost of Living wage adjustments should be made every 6 months. Implementing this proposal would provide a realistic and timely compensation to those at the lower end of the social ladder.

Its about time that these proposals are seriously considered by government in its budget proposals.

It-tradiment tal-Labour Party

Qed jgħidulna li min iħaddem, jiġifieri l-Malta Employers Association (MEA) qed jaqbel mal-Partit Laburista. Tafu dwar xiex? Għax il-Partit Laburista ma jridx li jirrevedi l-paga minima (ħlief għal żieda dovuta għall-għoli tal-ħajja).

Issa jiena naħseb li ħadd ma hu ta’ subgħajh f’ħalqu. Hu ċar għal kulħadd li l-Partit Laburista immexxi minn Joseph Muscat aċċetta l-posizzjoni ta’ min iħaddem li ma jridux li l-paga minima tkun reveduta.

Iżda mhux hekk kien jgħid Joseph Muscat meta kien jinsisti li għandu jkun inkoraġġit l-kunċett ta’ living wage għax il-minimum wage m’hiex biżżejjed.  Issa għal Muscat u l-Labour Party, dak li jippretendi li hu progressiv, l-minimum wage tidher li hi biżżejjed.

F’Marzu li għadda, għal min jiftakar, il-Caritas Malta ippubblikat rapport intitolat: A Minimum Budget for a Decent Living. L-aħħar punt: il-Labour qed jgħid li flok ma jirrevedi l-paga minima fi ħsiebu jraħħas il-kontijiet tad-dawl u l-ilma. Jiġifieri l-Labour Party daħal f’alleanza man-negozju u l-industrija biex bl-iskuża li qed iraħħas il-kontijiet għan-nies tal-paga jissussidja l-kontijiet tad-dawl u l-ilma tal-industrija u n-negozju.  Dan mhux biss hu populiżmu ta’ l-agħar tip talli hu r-riċetta preċiża biex ikompli jitkisser il-pajjiż. Għax biex iraħħas il-kontijiet mod wieħed għandu : jżid it-taxxi biex jagħmel tajjeb għall-ispejjes tal-Korporazzjoni Enemalta.  U dwar dan m’hu jgħid xejn (għalissa).

Mela issa għanda żewġ partiti konservattivi f’Malta : dak ta’ Lawrence Gonzi u dak ta’ Joseph Muscat li t-tnejn qed ifittxu li jaqdu mill-koxxa lill-big business. Il-Partit Laburista bil-posizzjoni li ħa dwar il-paga minima qed jittradixxi n-nies tax-xogħol u daħal f’alleanza mal-big business.
