Russian roulette at Pietà

 

Introducing new blood in politics will not necessarily translate into a change for the better in the way in which it is conducted in Malta. It may well signify a backward step through the importation – lock, stock and barrel – of dubious and devious methods of operation from other areas of activity.

The current debate on the PN leadership contest has justifiably focused on the candidates’ ethical behaviour. Very pertinent in this respect is the report drawn up by the Consultative Committee on Ethics led by Louis Galea.  This report concluded that, in future, more time should be dedicated to ascertaining the suitability of candidates for top party positions.

It is now clear to everyone all that the appointment of the Consultative Committee on Ethics was in reaction to the information and comments published on the candidate Adrian Delia.

The Committee’s report laments that the restricted time-frame allowed was insufficient to enable it to carry out a rigorous examination and verification of the issues raised and the explanations offered. As a result, the report concluded, specifically in respect of Adrian Delia, that the serious doubts raised on his behaviour are still unresolved.

It is on this basis that the PN leader publicly opined that Adrian Delia should consider the withdrawal of his candidature. Having followed the public debate, as well as the available information, I tend to agree with Simon Busuttil’s position but consider that it may have been more appropriate if sufficient time had been allowed for the Ethics Consultative Committee to carry out its exercise. In the circumstances, a postponement of the election would have been more in order in view of the fact that the explanations given by the candidate Adrian Delia in public are in my view not convincing at all.

I am writing this on Friday evening before Saturday’s vote. There is a real danger that the PN Councillors would consider the ethics report inconclusive at face value and consequently a substantial number may consider giving Delia the benefit of the doubt. As a result, it would seem that the PN administration is playing Russian roulette with the future of the PN.

I believe that the PN has a duty, towards not just its members, but also towards the country to ensure that all the information available in thoroughly analysed. As a result a clear and unequivocal opinion would have been possible.

Having a half-baked report on matters of such importance may turn up to be suicidal for the PN. Those familiar with the PN councillors who turned up to vote yesterday are of the opinion that a substantial number of them would require a report which is clear and unequivocal to consider the ethical issues raised as a reasonable criterion for determining their preferred candidate.

I hope I am wrong, but it may well result that the PN has placed a loaded gun to its head.

Preżentement hemm Louis Galea, li kien inħatar f’Mejju 2010. Qablu kien hemm Josef Bonnici li dam fil-ħatra bejn Mejju 2004 u Mejju 2010, jiġifieri sitt snin. Dan ifisser li l-ħatra tal-Louis Galea hi għal sitt snin. Allura l-ħatra mill-Gvern Malti tas-suċċessur ta’ Louis Galea ma tidħolx fis-seħħ f’Mejju 2015, iżda f’Mejju 2016.

Ovvjament jekk ser issir reshuffle dal-waqt mhiex ser issir minħabba s-suċċessur ta’ Louis Galea!

L-egħruq ta’ dak li qed jiġri illum fil-PN issibhom fl-ewwel xhur tal-2004.

Meta Lawrence Gonzi ġie elett Kap tal-PN għamel l-iżball li flok fittex li jintegra fit-tmexxija l-ġdida tal-PN lill-kontestanti l-oħra (Louis Galea u John Dalli) spiċċa b’Tonio Borg bħala l-Viċi tiegħu. Issa Tonio għalkemm fuq livell personali hu persuna mill-aħjar, kif ukoll ta’ integrita’ indiskussa, mhux kapaċi jmexxi. Qatt ma tajjar nar. Gonzi spiċċa b’John Dalli emarġinat u b’Louis Galea l-bogħod mill-magna tal-Partit.

Gonzi jidher li ma rrealizzax li Eddie Fenech Adami  kien b’suċċess assigura illi dawk li kkontestaw miegħu għat-tmexxija tal-PN kienu involuti madwaru: Guido de Marco bħala Viċi Kap u Ċensu Tabone bħala President tal-Eżekuttiv. Eddie Fenech Adami kien ukoll kapaċi jisma’ l-kritika b’attenzjoni: ma kienx hyper-sensitive għall-kritika.

B’Louis Galea jew John Dalli Viċi Kap tal-PN flok Tonio Borg, il-PN illum kien ikun partit ftit differenti, mhux bla problemi imma ċertament mhux fi sqaq. Dan l-iżball Gonzi għadu jġorr l-effetti tiegħu sal-lum.

It-team ta’ madwar Gonzi minn l-ewwel ġurnata fittex li jipprattika l-politika ta’ winner takes all. Mhux biss, talli hemm dubju serju illi l-qlajjiet li wasslu għar-riżenja ta’ John Dalli jafu l-oriġini tagħhom madwar it-team li ħadem għal Lawrence Gonzi.

Biex il-PN joħroġ minn dan l-isqaq jeħtieġ mexxej ġdid li jħares b’mod oġġettiv lejn ideat differenti. Irid ikun xi ħadd li għandu egħruq fondi fil-partit, ħaġa li Lawrence Gonzi qatt ma kellu. Billi qatt ma kellu dawn l-egħruq Lawrence kien dipendenti iżżejjed fuq ta’ madwaru biex iħoss il-polz tal-Partit!

Biex joħroġ minn dan l-isqaq il-PN jeħtieġlu s-snin. Il-Labour ilu 25 sena fl-isqaq u s’issa għadu l-anqas ħareġ.

Louis Galea should ensure fair electoral reform

Louis Galea should ensure fair electoral reform. Speaking about parliament’s select committee on electoral law reform, Alternattiva Demokratika – The Green Party said that it is disappointed at the fact that in one and a half years the only thing the select committee seems to have agreed upon with regards to the reform on the electoral system is to widen the threshold for expenditure by candidates at elections. Michael Briguglio, AD Chairperson, asked:’Is this being done to ensure that PN and PL candidates who broke the law by exceeding expenditure limits, could come off scot free? We augur that Louis Galea will not be remembered for chairing a select committee that only managed to cover up for such candidates. We strongly urge Louis Galea to ensure that before he leaves for the Court of Auditors, the electoral law is changed so that the number of votes are reflected proportionately for all political parties as regards the number of seats, and not only for PL and PN, as the situation scandalously is at the moment’. In the meantime, a delegation of Alternattiva Demokratika – The Green Party, comprising Michael Briguglio, Ralph Cassar, Arnold Cassola and Carmel Cacopardo met Louis Galea last week to discuss issues relating to the select committee (electoral reform, regulating political party financing and broadcasting) as well as Dr Galea’s nomination to the EU Court of Auditors. As regards the reform of the electoral system Alternattiva Demokratika – The Green Party is proposing a double threshold, with a district quota of 16.6% that would allow an individual to be elected on her/his own steam, and a national quota with a threshold of 2 quotas for a party to be represented in parliament. This system is similar to that of highly developed democracies such as Germany. ‘AD is proposing a fair balance between democratic representation of voters and functional governance. We are for true proportional representation for all citizens, where each and every vote counts the same. Unlike PN and PL which work as a duopoly that excludes others from the electoral process, AD is putting forward responsible proposals’, added Briguglio AD’s proposals can be read at:

Dalli għall-Kummissarju ?

Is-Sunday Times  dalgħodu qaltilna li John Dalli jidher li hu l-favorit biex ikun il-Kummissarju Ewropew li jmiss minn Malta. Mhux ċar iżda s’issa jekk huwiex fi ħsiebu jaċċetta.

Jiena m’għandi l-ebda dubju li John Dalli jekk eventwalment jinħatar jagħmel suċċess mill-ħatra, mhux biss għalih iżda ukoll għall-pajjiż bħalma għamel Joe Borg qablu.

Fil-passat jiena ħdimt mill-viċin ma’ John Dalli kemm meta kien Ministru fis-snin 90 kif ukoll fil-PN. Kont wieħed minn dawk li innominaw lil John Dalli meta iddeċieda li jikkontesta it-tmexxija tal-PN.

Naħseb li l-issue mhiex waħda dwar jekk Dalli huwiex kapaċi jew le. L-anqas ma nagħti importanza lil dak li jgħidu uħud illi Gonzi jħossu skomdu b’Dalli ma saqajh. Iċ-ċavetta naħseb li hi ta’ xorta oħra.

Jekk Dalli eventwalment jinħatar bħala Kummissarju tal-Unjoni Ewropea tinfetah it-triq biex jerġa’ jidħol fil-Parlament Louis Galea. Għax Louis Galea 99% jirbaħ il-bye-election li jkollha ssir fuq is-VI Distrett jekk John Dalli jwarrab mix-xena politika lokali.

Dan il-pass imbagħad jiftah it-triq għar-ritorn ta’ Louis Galea fil-Kabinett fejn m’għandix dubju illi l-kontribut tiegħu huwa meħtieġ. Iktar u iktar meta l-alleati politiċi ta’ Lawrence Gonzi qed jiddgħajfu kontinwament.
