Fid-dawl tal-qtil immotivat minn razziżmu li seħħ nhar is-6 t’April li għadda, l-kummenti ta’ Maurice Mizzi, Gwardjan għall-Ġenerazzjonijiet Futuri, fit-Times tal-Ħadd, kienu, bħala minimu insensittivi. Kienu fil-fatt ħafna iktar minn hekk.

Huma kummenti li jużaw id-differenzi biex jitkattar id-disprezz u jkompli jkattar il-mibgħeda.

Maurice Mizzi jgħidilna li m’għandniex inħallu lil dawn in-nies jidħlu bla passaporti. Bħal dak li qallu li min hu maħrub minn pajjiżu, biex jevita r-ripressjoni u t-tortura ser iġorr miegħu l-passaport!

Ġie rappurtat li Maurice Mizzi kien imsejjaħ għal laqgħa l-Ministeru, kif ukoll li l-Ministru Herrera iddikjara pubblikament li l-Gvern jiddisassoċja ruħu mill-kummenti ta’ Maurice Mizzi.

Min ipproteġa lid-Direttur Ġenerali tas-Sajd bejn 2013 u illum?

Dal-għodu tħabbar li d-Direttur Ġenerali tas-Sajd Dr.Andreina Fenech Farrugia kienet sospiża b’effett immedjat. Dan wara li n-newsletter elettroniku Spanjol El Confidencial ippubblika transcript ta’ diskursata telefonika bejn id-Direttur Ġenerali tas-Sajd Maltija u negozjant ewlieni tat-tonn Spanjol. It-telfonata kienet dwar ħlas mitlub f’kuntest ta’ skandlu dwar tonn illegali b’valur ta’ madwar €25 miljun.

Il-Ministru Josè Herrera għamel sewwa mhux biss li aġixxa, imma ukoll li aġixxa mill-ewwel.

Adrian Delia, Kap tal-Opposizzjoni, huwa u jistkenn bejn attakk u ieħor li huwa soġġett għalihom bħalissa, diversi drabi ġie rappurtat jgħid li ħadd mhu ikbar mill-partit. Naħseb li jemminha din id-dikjarazzjoni għax jidher li jgħidha b’ċerta konvinzjoni. Fir-realtá l-affarijiet huma ħafna differenti minn hekk. Għax ilu li spiċċa ż-żmien li l-mexxej jordna u l-bqija jimxu warajh b’għajnejhom magħluqa.

Partit politiku hu kbir jew żgħir skond kemm jirrispetta lil dawk fi ħdanu. Għax jekk ma jirrispettax lilhom, kif qatt jista’ jirrispetta lil dawk barra minnu?

Il-Partit Nazzjonalista jidher li għadu ma tgħallem xejn mill-esperjenzi tal-konfront li kellu ma’ Franco Debono li l-enerġija tiegħu, flok ma ġiet utilizzata favur inizjattivi kostruttivi spiċċat intużat biex toħloq ħerba. Kien hemm mumenti fis-saga Franco Debono li l-PN seta’ jevita din il-ħerba, jew tal-inqas inaqqas il-konsegwenzi negattivi, imma minflok, il-Kap tal-PN ta’ dakinnhar Lawrence Gonzi għamel żbalji wieħed wara l-ieħor: ipprova jpoġġi lil Franco Debono f’rokna u minflok spiċċa fir-rokna huwa.

Il-Parlament, dakinnhar, fl-2012, kellu quddiemu żewġ mozzjonijiet. Waħda kienet imressqa mill-membri parlamentari Josè Herrera u Michael Falzon għall-Opposizzjoni Laburista, liema mozzjoni kienet kritika tal-politika tal-Gvern immexxi mill-Partit Nazzjonalista fil-qasam tal-ġustizzja u l-intern u kienet tikkonkludi b’dikjarazzjoni ta’ sfiduċja f’Carm Mifsud Bonnici, dakinnhar Ministru. Il-mozzjoni l-oħra kienet imressqa minn Franco Debono u filwaqt li kienet ukoll kritika tal-politika tal-Gvern fil-qasam tal-ġustizzja u l-intern ma kienet titlob l-ebda sfiduċja iżda kienet titlob diskussjoni fuq numru ta’ inizjattivi f’dawn l-oqsma.

Is-sens komun iwasslek biex tikkonkludi li jekk kellek tagħżel bejn iż-żewġ mozzjonijiet kont tagħżel dik ta’ Franco Debono bl-intenzjoni li tnaqqas kemm tista’ l-konsegwenzi kif ukoll bit-tama li tiffoka fuq titjib fil-qasam taħt diskussjoni u forsi tikkontribwixxi biex tikkalma xi ftit is-sitwazzjoni. Nafu li Lawrence Gonzi poġġa fuq l-aġenda tal-Parlament il-mozzjoni ta’ sfiduċja mressqa mill-Opposizzjoni u dan, b’mod ċar, biex jisfida lil Debono. Iffaċċjat b’dan l-atteġġjament ta’ Lawrence Gonzi, Franco Debono ma kellux għażla, irvella u daħal għall-isfida bir-ras nhar it-30 ta’ Mejju 2012 meta ivvota favur il-mozzjoni mressqa mill-Opposizzjoni.

Dan l-iżball tattiku ta’ Lawrence Gonzi wassal għal konsegwenzi gravi fuq il-Partit Nazzjonalista fil-Gvern. Nafu kif is-seduti Parlamentari bejn Mejju 2012 u l-aħħar ta’ dik is-sena kienu battalja kontinwa li spiċċaw bin-nuqqas ta’ approvazzjoni tal-budget.

Jidher li l-PN ma tgħallem xejn minn dak l-iżball: forsi għalhekk Lawrence Gonzi jrid jagħmilha tal-medjatur biex jiggwida ftit lil Adrian Delia ‘l bogħod mill-periklu li jidher li daħal għalih meta stieden lil Simon Busuttil biex jissospendi ruħu mill-Grupp Parlamentari!

Lawrence Gonzi kellu Franco Debono wieħed. Wara żdiedlu Jeffrey Pullicino Orlando u mbagħad ingħaqad magħom ukoll Jesmond Mugliette. Kien hemm bosta oħrajn fil-grupp parlamentari li dakinnhar kienu kritiċi tat-tmexxija ta’ Lawrence Gonzi imma qatt, safejn naf jien, ma ippreżentaw front wieħed biex jikkontestaw l-arroganza fit-tmexxija tal-Partit. In parti dan kien minħabba li ma kellhomx uniformitá ta’ ħsieb u/jew viżjoni.

Jidher li l-affarijiet qed jinbidlu. Il-front komuni li qed jippreżenta parti mill-grupp parlamentari nazzjonalista, illum b’solidarjetá ma’ Simon Busuttil jista’ jwassal lill-PN biex jiġi f’sensieh u tal-inqas jibda jirrispetta lil dawk fi ħdanu.

Bla dubju hemm x’tgħid favur kif ukoll kontra dak li qed jinsisti dwaru Adrian Delia. Pero żgur li m’humiex deċiżjonijiet li l-ewwel tħabbarhom f’konferenza tal-aħbarijiet (ftit wara li jkun jħabbarhom Joseph Muscat) u mbagħad, iffaċċjat b’reazzjoni kuntrarja iddur fuq ta’ madwarek għall-appoġġ. Id-deċiżjonijiet li qiegħed jiffaċċja l-Partit Nazzjonalista jirrikjedu diskussjoni serja li minna ħadd ma għandu jkun eskluż. Forsi l-medjatur jgħallimhom, mill-esperjenza tal-iżbalji tiegħu.

Lawrence Gonzi the PN mediator

 

Adrian Delia, Leader of the Opposition, has many a time been reported as stating that “no one is greater than the Party”. It seems a basic article of his political faith. Unfortunately for him, nowadays reality is quite different. Gone are the days when the leader issues orders and everyone follows blindly because the party has spoken.

The greatness of a political party is not measured in such terms but more in terms of to what extent it is capable of respecting its own. If it is not capable of doing this, how on earth can it ever respect diverging and contrasting opinions out there?

Six years down the line, the PN, apparently, has not yet drawn any lessons from the Franco Debono debacle, whose energy and enthusiasm – instead of being used positively –  ended up causing extreme havoc. There were specific instances when the PN could have avoided most of the damage caused, if the then PN party leader, Lawrence Gonzi, had not embarked on a series of tactical errors: he tried to corner Franco Debono into submission but instead triggered an over-reaction which he was not capable of handling.

Two specific motions were pending on Parliament’s agenda in 2012. One of these motions, submitted on behalf of the Opposition by its MPs Josè Herrera and Michael Falzon, was critical of government policy in the areas of justice and home affairs and ended by requesting a vote of no confidence in then Minister Carm Mifsud Bonnici. Another motion, presented by Franco Debono himself, while being equally critical of the same policy areas, was limited to requesting a detailed discussion of deficiencies in these policy areas.

Common sense would have led anyone in a position to choose which of the motions was to be discussed to opt for the Franco Debono motion, as it was clearly the one that could cause the least collateral damage. It was also possible that the Franco Debono motion could develop into a serious discussion and consequently the situation could calm down.

Lawrence Gonzi then proceeded to place on the Parliamentary agenda the no confidence motion presented by the Opposition, consequently calling Franco Debono’s perceived bluff. Faced with Gonzi’s challenge Franco Debono bit the bullet and, on the 30 May 2012, voted in favour of the no confidence motion moved by the Opposition.

It was a tactical error by Lawrence Gonzi and led to very serious consequences for the PN in government. We remember that parliamentary sittings between May and December 2012 were a continuous battle that led to the government being defeated when it presented its budgetary estimates.

Apparently, the PN has not learned anything from these blunders: maybe this is why Lawrence Gonzi is offering his “mediation skills” to guide Adrian Delia away from the dangers that he has created for the PN with his invitation to Simon Busuttil to auto-suspend himself from the PN Parlamentary Group!

Lawrence Gonzi had one Franco Debono, who was subsequently joined by Jeffrey Pullicino Orlando and Jesmond Mugliette and there were various other members of the then PN parliamentary group who were very critical of Lawrence Gonzi’s leadership. However, as far as I am aware, they never presented a coordinated front to stand up to the leadership’s arrogance. This, most probably, was the direct consequence of the fact that there was a lack of a uniform vision among those dissenting.

Well, times are changing. The common front of the PN parliamentary dissidents supporting Simon Busuttil may bring the PN to its senses in order that it may start respecting its own.

There is, without any doubt, much to say – both in favour and against Adrian Delia’s invitation to Simon Busuttil. These matters are, however, not normally announced in a PN press conference (after being prompted by Joseph Muscat) and then, faced with opposition, being rubber-stamped by a party structure. The decisions faced by the PN require a serious internal debate from which no-one should be excluded. The mediator may, as a result of his experience, guide the PN to avoid the pitfalls ahead. Otherwise, interesting times lie beyond the horizon.

The Environment Authority is becoming a sick joke

The current public debate about fuel stations is a wake-up call.

Earlier this week, the Environment and Resources Authority (ERA) produced a (sick) joke of a proposal which could reduce the maximum permissible size of a “new fuel station” to 2000 square metres from the current 3000 square metres.

The joke becomes a fully-fledged farce when Environment Minister Josè Herrera declared that the 14 pending applications for fuel stations will not be subject to the amended policy.

The ERA should have objected to the Fuel Stations Policy in principle, and come up with a proposal for a no-nonsense moratorium as, at this point in time, we do not need any more fuel stations. We have had more than enough compromise with only one net result: the further accelerated rape of the environment in Malta. With its proposal, the ERA has joined the queue of boot-lickers justifying the unjustifiable.

If, at some point in time, flesh is put on the bare-bones of the government declared policy of doing away with cars running on an internal combustion engine, we will need even fewer fuel stations – and eventually we will not need even one. So why does the ERA not take the bull by the horns and confront head-on the never-ending compromise that always finds some form of excuse in order to justify the rape of our environment?

For some that may be wishful thinking but it is, however, the only way forward.

Once upon a time we had a National Sustainable Development Strategy. It was drafted after an extensive exercise in public consultation and carried out after considerable in-depth discussions between all the relevant stakeholders. The public sector and the private sector, as well as the voluntary sector, were all involved.

This strategy produced a blueprint for action which was, unfortunately, generally ignored.

Among the issues addressed in the National Sustainable Development Strategy was that of sustainable mobility: an integrated transport strategy encompassing sustainable mobility is required that takes into consideration efficiency in transporting people, the protection of the environment, the promotion of public health and safety, and social inclusion.

What does ‘sustainable mobility’ mean? Put simply, it is the model that enables movement with minimal territorial and environmental impact: planning our mobility requirements such that negative impacts are the least possible.

We need to address the causes of the current transport policy mess and not tinker with the effects. Rather then playing about with fly-overs and tunnels, the Ministry for Transport needs to address the issue of car-ownership: the cause of the mess. Instead of initiating measures to reduce the number of cars on Malta’s roads from the current staggering figure, Malta’s Ministry of Transport is determined to make it easier for cars to keep increasing their dominance of those roads.

The infrastructural projects to ease traffic congestion at Kappara and Marsa, or the proposed Santa Luċija tunnels, for example, will only serve to increase the capacity of our roads – which means more cars on our roads. Traffic congestion may be addressed in the short term by these infrastructural projects, but they will, however, also increase the traffic on our roads, until another flyover or another tunnel is deemed necessary!

This shifts the problem to the future, when it will be much worse and more difficult to address.

The government is acting like an overweight individual who ‘solves’ the problem of his expanding wasteline by changing his wardrobe instead of going on a painful but necessary diet.

Within this context the Fuel Stations Policy serves the purpose of ensuring the servicing of an ever-increasing number of cars on our roads. Who is benefitting from such a policy? If this madness is not stopped, there is no way we will – as a country – be in a position to implement the declared policy of reducing from our roads vehicles running on internal combustion engines.

As a result, we will not be honouring our commitment to decarbonise the economy.

The Planning Authority has lost sight of its mission statement long ago. Unfortunately, the Environment and Resources Authority has followed in its footsteps.

L-Inċinerazzjoni: l-prezz akkumulat tal-inkompetenza

Il-Ministru Josè Herrera, f’isem il-Gvern, għadu kif ippubblika r-rapport intitolat Technical Report on the setting up of a Waste to Energy Facility in Malta. Qabel ma ntalab dan ir-rapport, il-Gvern kien diġá ħa d-deċiżjoni politika favur l-inċinerazzjoni. Fil-fatt, fid-daħla għar-rapport il-Ministru Herrera jgħid li din id-deċiżjoni kuraġġjuża (bold decision) ittieħdet mill-Gvern f’Lulju 2017.

Jiġifieri r-rapport ma jweġibx il-mistoqsija dwar jekk għandniex immorru għall-inċinerazzjoni: jiffoka dwar kif dan jista’ u għandu jsir.

Ma hemm l-ebda dubju li teżisti t-teknoloġija li tagħmilha possibli li l-impatti tal-inċinerazzjoni jkunu l-minimu possibli . Il-punt, imma, mhux dwar jekk l-inċinerazzjoni hiex possibli li ssir imma jekk hix l-għażla meħtieġa. Fl-opinjoni tiegħi mhix għażla addattata, imma l-alternattivi għaliha jeħtieġu ż-żmien biex ikunu żviluppati. Sfortunatament nafu li tul is-snin ma kien hemm l-ebda volontá politika biex dawn l-alternattivi jkunu żviluppati u jitħallew jaħdmu sewwa.

Il-Pjan għall-Immaniġjar tal-Iskart tal-gżejjer Maltin kien aġġornat fl-2014: dakinhar kien żviluppat pjan biex jitwettaq fuq medda ta’ sitt snin. Dan il-pjan tal-2014 jidentifika l-mod kif għandna nimmaniġjaw l-iskart li niġġeneraw. Fil-fatt jemfasizza li t-triq li għandna nimxu fiha hi dik li nieħdu ħsieb tar-riżorsi. Dan ifisser li l-pajjiż għandu jiffoka biex jirkupra r-riżorsi u mhux jiddistruġġihom biex jiġġenera l-enerġija minnhom. Għandna nżommu f’moħħna li l-enerġija meħtieġa biex dawn ir-riżorsi jinħadmu tiżboq bil-kbir l-enerġija ġġenerata meta dawn jinħarqu. Dan hu dokumentat fi studji li saru u jkunu aġġornati kontinwament.

Meta neżaminaw dan il-pjan li kien approvat mill-amministrazzjoni preżenti, imkien ma nsibu emfasi fuq l-inċinerazzjoni. Pjuttost li hemm emfasi fuq is-separazzjoni tal-iskart, r-riċiklaġġ u diversi miri dwar dan li jridu jintlaħqu. Flimkien ma dan hemm il-mira identifikata mill-Gvern li sas-sena 2050 l-ebda skart ma jintrema iktar fil-miżbliet. Is-sena 2050 hi s-sena ta’ skart żero.

Il-mistoqsija waħidha tiġi: x’mar ħażin bejn l-2014 (meta tfassal il-pjan u ġew identifikati l-miri) u l-2017 meta ittieħdet id-deċiżjoni favur l-inċinerazzjoni? It-tweġiba ċara hi li l-Wasteserve ma kienitx kapaċi tilħaq il-miri u bħala riżultat ta’ dan marret għas-soluzzjoni l-faċli: l-inċinerazzjoni. X’utilitá hemm li nippubblikaw dawn l-istrateġiji jekk ma l-ewwel diffikultá inwarrbuhom u narmuhom?

Id-“deċiżjoni kuraġġuża” li jirreferi għaliha l-Ministru Herrera, l-inċinerazzjoni, hi riżultat ta’ ippjanar imgerfex, ippjanar mil-lum għal-ghada. Hu ovvju li l-ispażju għall-miżbliet huwa limitat. Imma s-soluzzjonijiet prattiċi u realistiċi, imfassla b’mod ċar fil-Pjan għall-Immaniġjar tal-Iskart ġew injorati tul is-snin. L-għażla reali, la kienet u l-anqas ma hi, bejn iktar miżbliet u l-inċinerazzjoni, imma dwar kemm aħna kapaċi nilħqu l-miri tagħna stess dwar ir-riċiklaġġ u t-tnaqqis tal-iskart. Meta l-pjan dwar l-immaniġjar tal-iskart kien imfassal kien meqjus bħala l-għodda addattata biex nimmaniġjaw ir-riżorsi. Dan kollu in konsistenza mal-politika tal-Unjoni Ewropea dwar l-iskart, ir-riżorsi, l-ekonomija ċirkulari u dokumenti politiċi oħra tal-Kummissjoni Ewropea.

Mir-rapport tekniku li ppubblika l-Ministru Josè Herrera hu ċar li flimkien mal-inċinerazzjoni ser ikun hemm bżonn ukoll ta’ “kampanja aggressiva biex ikunu indirizzati l-miri ta’ riċiklaġġ stabiliti fid-Direttivi diversi tal-UE kif ukoll fil-Pjan għall-Imanigġjar tal-iskart tal-Gżejjer Maltin.” Din hi konferma bil-miktub li l-inċinerazzjoni hi l-prezz li rridu nħallsu għall-inkompetenza akkumulata fl-immaniġjar tal-iskart fil-gżejjer tagħna.

Imma minn dak li smajna fil-Parlament matul il-ġimgħa li għaddiet jidher li tul is-snin, il-Ministeru tal-Ambjent iktar kien interessat fl-impiegi ġġenerati mill-Wasteserve milli li jkunu onorati l-miri tar-riċiklaġġ. L-emails li ġemmgħet il-Wasteserve qieshom jindikaw li dan hu l-iktar importanti fost il-ħidmiet tagħha!

Ovvjament dejjem hemm l-inċinerazzjoni biex taħraq il-problemi akkumulati tal-iskart. Għax dik hi s-soluzzjoni l-faċli.

Incineration: the accumulated cost of incompetence

Minister Josè Herrera, on behalf of the government, has recently published the Technical Report on the setting up of a Waste to Energy facility in Malta. Prior to the commissioning of the report, the government had already taken the political decision that it should go for incineration.

In fact, Minister Herrera states in the introduction to the report that the “bold decision” was taken by government in July 2017.

As a consequence, the published report addresses the “how” and not the “if” question on incineration.

There is no doubt that the technology exists to ensure that the direct impacts of the incineration of waste are reduced to a minimum. The point at issue is, however, not on its possibility but on whether it is the desired option – and in my opinion it is not.  However, unfortunately the alternatives to incineration take time to be developed and there has been no political will over the years to implement the realistic identified alternatives.

The Waste Management Plan for the Maltese Islands was updated in 2014 and a six year roadmap was then plotted. This 2014 roadmap identified the preferred waste management options. The sub-title of this Waste Management Plan was “A Resource Management Approach”, which signifies that Malta’s waste management options should be focused on recovering resources from waste and not on destroying them to recover energy. It should be borne in mind that the energy required to manufacture the resources gobbled up by an incinerator is substantially more than that released when they are burned.

Going through this plan, approved by the current administration, one does not find any particular emphasis on incineration. Instead, there is an emphasis on waste separation, recycling and the identification of the related targets, to the extent that the year 2050 was identified by the government as a target by which to achieve zero waste to landfill.

The question to ask is: what went wrong between 2014 (when the targets were identified) and 2017 when the decision to go for incineration was taken? The clear, unequivocal answer is that Wasteserve was not capable of implementing its targets, and, as a result went for the easy solution: incineration. What is the use of publishing strategies of this sort if, when the first difficulties are encountered, they are dumped?

The “bold decision” referred to by Minister Herrera – the adoption of the incineration option – is the result of  management-by-crisis in the waste sector. Obviously, there is little available space for more landfills. However, the only practical and realistic options detailed in the Waste Management Plan were not followed adequately over the years.

The real choice was never between landfill or incineration but on whether we are capable of meeting our own recycling and waste reduction targets. When the waste management plan was drawn up it was viewed as a tool to achieve resource management. This is in line with various EU policies on waste, resource management, circular economy, and various other policy documents issued by the EU Commission.

It is clear from perusing the Technical Report published by Minister Josè Herrera that the incineration options being adopted must be “carried out in parallel with an aggressive campaign to address the targets for recycling, established in various EU Directives and the Waste Management Plan for the Maltese islands.” This is a written confirmation that the incineration option is the cost of an accumulated incompetence in the management of waste in our islands.

From what we have heard in Parliament during the past week it seems that, over the years, the Environment Ministry has been more interested in the employment posts generated by Wasteserve than in honouring recycling targets. The accumulated emails at Wasteserve seem to indicate that this is part of its mission statement!

Of course there is always incineration to burn our accumulated waste problems! It is an easy way out.

Nhar it-Tnejn il-Parlament beda d-diskussjoni dwar l-implimentazzjoni tal-leġislazzjoni tad-dimanju pubbliku u b’mod partikolari dwar rapport li ħejjiet l-Awtorità tal-Ippjanar fuq is-siti nominati. Ir-rapport jirreferi għal 24 sit nominati prinċipalment mill-għaqdiet ambjentali: 16-il sit kienu nominati minn Flimkien għal Ambjent Aħjar (FAA), seba’ siti minn Friends of the Earth u sit wieħed mill-Ministru għall-Ambjent Josè Herrera.

Id-diskussjoni għadha fl-istadji inizzjali u s’issa kienet limitata għal spjegazzjoni tal-liġi li l-Parlament approva lejn nofs l-2016.

Moħbi mill-attenzjoni pubblika hemm il-ħtieġa urġenti li tkun implimentata d-Direttiva tal-Unjoni Ewropeja dwar l-Ippjanar tal-Ispazju Marittimu. Din id-Direttiva kellha tkun addottata sa tmiem l-2014. Permezz tal-Avviż Legali 341 tal-2016 Malta nnominat lill-Awtorità tal-Ippjanar bħala l-awtorità kompetenti li ser tieħu ħsieb dak li għandu x’jaqsam mal-ippjanar tal-ispazju marittimu fil-gżejjer Maltin.

Wara li staqsejt inġibdet l-atttenzjoni tiegħi li l-Pjan dwar l-Ispazju Marittimu għal Malta diġà jifforma parti mill-Pjan Strateġiku dwar l-Ambjent u l-Iżvilupp (Strategic Plan for the Environment and Development – SPED). Ngħid il-verità ma kontx irrealizzajt dan. Ħsibt li kien hemm xi paġni f’dak id-dokument li kienu qabżuli u allura mort infittex mill-ġdid u sibt sezzjoni intitolata Coastal Zone and Marine Area u taħtha tlett oġġettivi għall ħarsien tal-kosta. Dawn l-oġġettivi jistgħu, u nittama li jkunu, sviluppati fi strateġija dettaljata dwar l-Ispazju Marittimu Malti.

Waqt li Malta jidher li llimitat ruħha għal tlett oġġettivi xotti, pajjiżi oħra għamlu ħidma kbira biex jippreparaw il-pjani tagħhom dwar l-Ispazju Marittimu. L-Irlanda, per eżempju, ippubblikat dokument ta’ 88 paġna intitolat Harnessing our Ocean Wealth. An Integrated Marine Plan for Ireland. Min-naħa l-oħra, ir-Renju Unit ippubblika dokument ta’ 55 paġna intitolat UK Marine Policy Statement.

Dawn iż-żewġ dokumenti jidħlu fid-dettall dwar l-Ippjanar għall-Ispazju Marittimu meħtieġ fl-Irlanda u r-Renju Unit. Bla dubju dawn id-dokumenti jeħtieġ li jkunu supplimentati bi pjani ħafna iktar dettaljati. Id-Direttiva tal-Unjoni Ewropeja fil-fatt tistabilixxi s-sena 2021 bħala d-data sa meta għandhom ikunu ffinalizzati l-Pjani għall-Ispazju Marittimu.

Malta hi gżira mdawra bil-baħar Mediterran. Fatt li għandu jkun rifless f’politika marittima serja u aġġornata. Sfortunatament dan mhux il-kaz għax jidher li għalina f’Malta it-tlett oġġettivi dwar il-kosta fil-Pjan Strateġiku dwar l-Ambjent u l-Iżvilupp (SPED) huma biżżejjed.

Id-Direttiva tal-Unjoni Ewropeja dwar l-Ippjanar tal-Ispazju Marittimu bla dubju hi intenzjonata biex iċċaqlaqna ħalli nimlew it-toqob fil-politika tagħna. L-ekonomija l-blu, jiġifieri l-ħidma ekonomika li tiddependi fuq l-użu tar-riżorsi marittimi, teħtieġ attenzjoni ħafna iktar dettaljata.

Il-Gvernijiet Maltin, wieħed wara l-ieħor, għamlu ħerba fuq l-art u ħsara bla qies fiż-żoni naturali. F’xi kazi l-ħsara li saret ftit tista’ tiġi rimedjata. L-ilma tal-pjan hu l-eżempju ewlieni.

L-ippjanar b’attenzjoni tal-Ispazju Marittimu jista’ jkun ta’ għajnuna biex din l-imġieba żbaljata tal-Gvernijiet ma tkunx esportata lil hinn mill-kosta ħalli wara li ħarbatna l-art ma nħarbtux il-baħar ukoll.

Snin ilu kien pass għaqli li kienet indirizzata l-kwalità tal-ilma baħar bl-introduzzjoni tal-impjanti għat-tisfija tad-drenaġġ. Għad baqa’ xi jsir biex l-ilma msoffi, flok jintrema, jibda jintuża. Kontinwament għadna niffaċċjaw it-tniġġiż mill-gaġeġ tal-ħut li għandna fl-ibħra u li qed ikollhom impatti kemm fuq iż-żoni residenzjali kif ukoll fuq il-faċilitajiet turistiċi. Imbagħad hemm ukoll is-sajd, it-tibdil fil-klima, l-bijodiversita, is-sigurtà marittima, il-fdalijiet arkeologiċi fil-baħar kif ukoll il-ħmar il-lejl li nassoċjaw mar-riklamazzjoni tal-baħar. Pjan għall-Ispazji marittimi fil-gżejjer Maltin irid jindirizza dawn l-oqsma u bosta oħra b’mod integrat.

Il-gżejjer Maltin fihom 316 kilometru kwadrat. L-ibħra Maltin sa 25 mil nawtiku mill-kosta fihom medda ferm ikbar b’kejl ta’ 11,480 kilometru kwadrat filwaqt li l-blata kontinentali taħt il-ġurisdizzjoni Maltija fiha 75,779 kilometru kwadrat.
Din hi l-isfida li għandna quddiemna biex inħarsu l-ibħra tagħna.

Planning nightmares: the coastline and marine resources

 

Last Monday, Parliament commenced a discussion on the implementation of the Public Domain legislation, in respect of which the Planning Authority has submitted a report entitled “Sites Nominated to be declared as Public Domain”. This report refers to 24 sites, nominated primarily by eNGOs: 16 sites were nominated by Flimkien għal Ambjent Aħjar (FAA), seven by Friends of the Earth and one by Minister for the Environment Josè Herrera.

The discussion is still in its initial stages and so far it has been limited to an explanation of the legislation enacted by Parliament in mid-2016.

Currently under the radar is the urgent need to implement the EU Directive on Maritime Spatial Planning, which had to be adopted by end of 2014. Malta has, in fact, adopted it and through Legal Notice 341 of 2016 it identified the Planning Authority as the competent authority which will deal with issues of maritime spatial planning in the Maltese Islands.

After submitting a query, it was pointed out to me that the Strategic Plan for the Environment and Development (SPED) shall constitute Malta’s Maritime Spatial Plan – something I had not realised. Thinking that I had missed something, I checked the SPED and found a text entitled Coastal Zone and Marine Area under which are listed three coastal objectives. These are clearly objectives that can (and hopefully will) be developed into a detailed Maritime Spatial Plan.

While Malta has apparently limited itself to three brief objectives, other countries have gone into considerable detail to prepare their Maritime Spatial Plans. Ireland, for example, has published an 88-page document entitled Harnessing our Ocean Wealth – an Integrated Marine Plan for Ireland and the United Kingdom has published a 55-page document entitled UK Marine Policy Statement.

Both documents go into some detail as to the Maritime Spatial Planning required in Ireland and the United Kingdom and they will undoubtedly have to be supplemented with more detailed plans. The EU Directive determines the year 2021 as the deadline for the establishment of Maritime Spatial Plans.

The fact that Malta is an island should be reflected in more importance being given to maritime policy. Unfortunately, this is clearly not the case as it seems that we have to manage with three coastal objectives in our Strategic Plan for Environment and Development (SPED).

The EU Directive on Maritime Spatial Planning is intended to nudge us to fill the gaps in our policies and plans. The blue economy, which is the economic activity dependent on the utilisation of marine resources, requires much careful planning.

Successive Maltese governments have ruined land-based resources and natural habitats. At times this has been done almost beyond repair. The water table is one such glaring example.

Careful maritime spatial planning could be of assistance in not exporting this erroneous behaviour beyond the coastline so that the environmental damage inflicted on the land is not repeated at sea.

Some years ago, addressing the quality of seawater by ensuring that urban wastewater dumped into the sea was adequately treated was a positive step. More still needs to be done to use the treated water. We repeatedly face issues of contamination arising out of fish-farms that has a negative impact on our residential and tourist facilities. What about fishing, energy, climate change, biodiversity, maritime safety, marine archaeological remains and land reclamation nightmares? A Maritime Spatial Plan for the Maltese Islands has to address all these issues and many more, in an holistic manner.

The Maltese Islands have a land area of 316 square kilometres. On the other hand, the area around the Maltese islands up to 25 nautical miles from the shoreline measures 11,480 square kilometres, while the area of the Continental Shelf under Malta’s jurisdiction in terms of the Continental Shelf Act measures approximately 75,779 square kilometres.

This is the physical extend of the challenge we face to protect our sea.

Zero waste : a 2050 target

Malta’s Waste Management Strategy for 2014-20 establishes the year 2050 as the one by which our society should achieve a zero waste target. In fact the first of four principles of Malta’s national waste policy is specifically: “to reduce waste and to prevent waste occurring, with a view to achieving a zero-waste society by 2050” (page 14 of Malta’s strategy).

It is pertinent to point out that the Zero Waste International Alliance has defined zero waste as follows: “Zero Waste is a goal that is both pragmatic and visionary, to guide people to emulate sustainable natural cycles, where all discarded materials are resources for others to use. Zero Waste means designing and managing products and processes to reduce the volume and toxicity of waste and materials, conserve and recover all resources and not burn or bury them. Implementing Zero Waste will eliminate all discharges to land, water, or air that may be a threat to planetary, human, animal or plant health.”

A Zero waste philosophy is thus a strategy and a set of practical tools seeking to eliminate waste and not just to manage it. The point at issue is how to go about reducing and eventually eliminating the waste that we generate.

This is basically a cultural change, waking up from our slumbers and realising that we live in a world where resources are finite. It is about time that we address our ecological deficit: from which there is no bale-out option.

There is one basic first step in the road towards zero waste which should be carefully planned and managed and this is a meticulous recycling strategy. Zero waste municipalities in Europe are continuously indicating that an 80 to 90 per cent recycling rate is achievable. The fact that Malta’s recycling rate is, at best, estimated at around 12 per cent, shows that there is room for substantial improvement: a seven-fold increase in Malta’s recycling rate.

How can this be brought about?

A first step would be to discard the apparently easy solutions which lead nowhere. Government’s proposed incineration policy, as a result of which 40 per cent of the waste generated will be burned, is a policy that seeks to manage waste and does away with the target of reducing and eventually eliminating its generation. The very fact that incineration is being proposed signifies a failure in the implementation of the waste management strategy just three years after its last revision, in 2014.

A second step would be to ensure consistency in waste policy. Malta’s Waste Management Strategy is aptly sub-titled ‘A Resource Management Approach’. By no stretch of the imagination can Malta’s proposed incineration policy be deemed to be consistent with such an approach. It is, in my view, just a panic reaction to the fact that there is no more space available for landfills.

The issue involved is very straightforward: can we deliver on our own target of a zero waste society by 2050? In planning to achieve this objective, each Minister has to be a Minister for the Environment, as each Ministry has a role in preventing or re-using the waste generated by the different economic activities. It is certainly a headache not only for Environment Minister José Herrera, but also for all the other Ministers, in particular Tourism Minister Konrad Mizzi and Minister for the Economy Chris Cardona.

In analysing waste management strategy targets achieved to date, it is not only Wasteserve that should be in the dock. The Minister responsible for the Economy has a duty to give account as to what measures and initiatives are in hand to develop the circular economy. It is the point where the paths of environment policy and economic policy cross, and rhetoric has to give precedence to results achieved or in the pipeline to be achieved.

Likewise, it is about time the Tourism Ministry seriously addresses the waste generated by hotels, bars and restaurants. This is an area that has been neglected for several years and is creating considerable difficulties in various parts of the Maltese islands, especially those along the coastline.

It is about time we realised that the implementation of an environment policy is not to be restricted to the corridors of the Environment Ministry: it is an activity that should be carried out by each and every Ministry.
