L-aħbar li Mario de Marco, bħala avukat, qed jassisti waħda mill-kumpaniji tal-iGaming li l-ġimgħa l-oħra kellhom il-liċenzja tagħhom sospiża terġa’ tipponta lejn waħda mill-problemi fil-politika Maltija. Il-Membri Parlamentari Maltin  huma part-timers u jridu jibqgħu jipprattikaw il-professjoni tagħhom sakemm għadhom Membri tal-Parlament. Dan jiftaħ beraħ id-diskussjoni dwar il-konflitt ta’ interess potenzjali li għandu l-Membru Parlamentari Malti f’din is-sitwazzjoni.

Ovvjament, kulħadd irid jgħix, kulħadd irid jiekol!

Il-GRECO [il-grupp ta’ stati kontra l-korruzzjoni fil-Kunsill tal-Ewropa] jgħid hekk dwar il-Membri Parlamentari part-time ta’ Malta fl-aħħar rapport tiegħu li ġie ppubblikat f’Ġunju li għadda:

“Parliamentarians, in Malta are generally part-time legislators who also maintain their private practices. The potential for a conflict of interest due to the personal and professional networks and business links built across Malta, make maintaining decisionmaking independence, and being able to publically demonstrate this independence, a live issue.” (Fourth Evaluation report – 2014)

Sadanittant f’Malta, għoxrin xahar ilu kien konkluż rapport imħejji minn kumitat kompost mill-Ombudsman, l-Awditur Ġenerali u l-Kummissarju Elettorali Ewlieni, intitolat Recommended Remuneration Mechanism for Holders of Political Office. F’dan ir-rapport hemm diversi proposti li wasal iż-żmien li niddiskutuhom bis-serjetà. Dawn il-proposti jinkludu dawk dwar il-possibilità li l-Membri Parlamentari Maltin jibdew jaħdmu full-time fil-Parlament.

Ma jagħmilx sens li l-Membru Parlamentari Malti fil-għaxija jikkritika lill-Awtorità (hi liema hi) dwar kif din qed taħdem u fil-għodu fil-Qorti jassisti lil min jikkontesta l-mod kif tkun ħadmet l-istess awtorità. Il-Membru Parlamentari għandu juri b’mod ċar li hu legislatur indipendenti. Għax sakemm jibqa’ part-timer dejjem ser ikun hemm dubju raġjonevoli li ta’ l-inqas xi drabi huwa jkun immotivat mill-interessi tal-klijenti tiegħu iktar minn kull ħaġa oħra.

Salarju tal-Prim Ministru €94,000, daqs kemm kellu Austin Walker tal-MEPA ?

L-Independent f’dawn il-ġranet żvela l-kontenut tar-rapport li l-Prim Ministru talab Kumitat magħmul mill-Ombudsman,l-Awditur Ġenerali u l-Kummissarju Elettorali Ewlieni dwar mekkaniżmu biex ikun stabilit il-ħlas li jirċievu l-politiċi (holders of political office).

Dan hu punt politiku li jirriżulta mill-polemika taż-żieda tal-€500 fil-ġimgħa li l-Kabinett immexxi minn Lawrence Gonzi ta’ lilu innifsu. Kien awto-goal li ħalla effetti negattivi mhux żgħar fuq il-Gvern immexxi mill-PN għax permezz ta’ dan il-pass idefinixxa lilu innifsu bħala Gvern insensittiv : għax fil-waqt li żied il-piż fuq iż-żgħir, fl-istess ħin ma iddejaqx jagħti lilu innifsu żidied sostanzjali.

L-Opposizzjoni dakinnhar għamlet dak li tagħmel kull Opposizzjoni: ħatfet l-opportunita’ li ngħatat lilha fuq platt. Kienet opportunita’ politika li għasritha u ħalbitha sa l-aħħar qatra possibli.

Għalhekk il-Gvern tal-lum qiegħed attent u qiegħed jipprova jiddistakka ruħu mill-proposti tal-Kumitat immexxi mill-Ombudsman Said Pullicino.

Ir-rapport tal-Kumitat immexxi mill-Ombudsman fih ħafna x’tiddiskuti.

Jiena u Arnold Cassola f’isem Alternattiva Demokratika iltqajna mal-Kumitat u iddiskutejna magħhom il-proposti li kienu qed jikkunsidraw. Huwa għalhekk ta’ sodisfazzjon għalina li l-Kumitat qabel ma waħda mill-proposti fil-programm elettorali ta’ Alternattiva Demokratika fl-aħħar elezzjoni ġenerali u għamilha tiegħu. Qed nirreferi għall-proposta li f’Malta l-Membri tal-Parlament ikunu full-timers.

Ir-rapport tal-Kumitat, li Alternattiva Demokratika ngħata kopja tiegħu madwar xahar ilu bil-kundizzjoni li żżommu kunfidenzjali, jemfasizza l-vantaġġi ta’ Membri Parlamentari li jiddedikaw il-ħin kollu tagħhom għall-ħidma Parlamentari tagħhom.

L-ikbar interess tal-gazzetti u l-aħbarijiet fuq l-istazzjonijiet tat-TV kienet ovvjament dwar is-salarji proposti.

Interessanti l-fatt li l-Kumitat qed jipproponi illi l-Prim Ministru jkollu salarju ta’ madwar €94,000. Għal min qed jaħseb li dan hu xi salarju fenomenali  tajjeb li tiftakru li Austin Walker Chairman tal-MEPA tħallas dan l-istess ammont kull sena  matul il-perjodu 2008-2013.

Lobbying risks corruption

In a democratic society, lobbying is a potentially legitimate activity. It involves the communication of views and information to legislators and administrators by those who have an interest in informing them of the impacts of the decisions under consideration.  It is perfectly legitimate that individuals, acting on their own behalf, or else acting on behalf of third parties, seek to ensure that decision takers are well informed before taking the required decisions. Obviously lobbying should not be the process through which the decision takers make way for the representatives of corporations to take their place.

Free and open access to decision takers is an important matter of public interest. It is perfectly legitimate but ought to be regulated and the resulting information adequately and appropriately disclosed. The difficulty, as always, is where to draw the line. It must be ensured that society protects itself against the corruption risks involved in lobbying when this is secretive and unregulated.

The manner in which Dalligate is unfolding in the EU institutions clearly underlines this preoccupation.  The European Institutions have lobbying rules.  The basic issue of Dalligate is in my view not whether former EU Commissioner John Dalli resigned or was dismissed. Rather, in line with the Code of Conduct for Commissioners, the issue is whether he “acted in a manner that is in keeping with the dignity and duties” of his office when meeting with lobbyists away from the Commission offices, unaccompanied, and such that what went on during the meetings is not documented but known only to a couple of persons. Even if everything said in such meetings was above board, the fact that they were held is itself unacceptable. John Dalli claims, most probably correctly, that he was entrapped by the tobacco industry. Being so naive as to facilitate his own entrapment, it was right that he should go without a whimper. Instead we were regaled with theatrics which have served no useful purpose, not even for John Dalli.

All this is further compounded by the additional very serious allegation that representatives of the tobacco industry met with other senior officials of the EU Commission without these meetings being disclosed and documented.  Emily O’Reilly Ombudsman of the European Union is currently carrying out an investigation at the request of Corporate Europe Observatory on fourteen such meetings.

Corporate Europe Observatory, a watchdog based in Brussels and campaigning for greater transparency and accountability in decision taking, estimates that in Brussels alone there are around 30,000 lobbyists. Compare this to the around 24,000 staff employed by the European Commission as on 31 December 2013 and you get a glimpse of what’s going on in the corridors of Brussels. Lobbying in Brussels is a billion euro industry which seeks to influence and at times deflect political decisions. The regulation of lobbying seeks to place a spotlight on the source of influence and hopefully to counter attempts to derail or deflect political decisions.

There is a continuous debate in the EU institutions on fine tuning the rules regulating lobbying. In 2011 the European Parliament approved an “Inter-institutional agreement on a Common Transparency Register between the Parliament and the Commission”. This register provides for the voluntary registering of lobbyists active in the EU institutions. It is hoped that during the current EU Parliament’s term the registration of lobbyists in Brussels will be a compulsory matter. This may happen when the issues raised by Dalligate are finally addressed, possibly within the next few months.

Closer to home, a Parliamentary Select Committee has concluded its workings on Standards in Public Life. The Select Committee generally did a good job. It produced a final report which Mr Speaker laid on the Table of the House on the 24 March 2014. The report, including the proposed legislation attached to the said report, deals with the behaviour of Members of Parliament (including members of Cabinet) and persons appointed to positions of trust in the public sector (including statutory authorities) primarily with reference to their declaration of assets as well as with reference to a Code of Ethics which has been in force since 1994.  Surprisingly there is no direct reference to lobbying in the workings and conclusions of the Parliamentary Select Committee.

Lobbying, as is normal, is very much existent in Malta too. It would be appropriate if it is addressed by ensuring that it is regulated, documented and disclosed where appropriate. However it seems that currently there are no plans to regulate lobbying in Malta. If we are really serious on tackling corruption at its roots it would be better if the need to regulate lobbying is urgently reconsidered. Together with legislation on the financing of political parties, the regulation of lobbying would create a quasi complete tool-kit in the fight against corruption.

Fuq il-passi ta’ Eva Peron

Il-logħob bil-kliem, tal-Gvern u tal-Prim Ministru Joseph Muscat, dwar diversi issues legali u kostituzzjonali jixħtu dell fuq il-kredenzjali demokratiċi tal-Partit Laburista. Inbidlu diversi liġijiet biex ikun possibli li Membri Parlamentari jinħatru fuq diversi bordijiet, inkluż dawk ta’ xi awtoritajiet. Din l-azzjoni imminat il-proċess demokratiku għax biha l-Membru Parlamentari flok ma jaqdi dmiru biex jgħarbel il-ħidma tal-Gvern sar parti minn din l-istess ħidma. Dak mhux ix-xogħol tal-Membru tal-Parlament.

Il-Membri Parlamentari li nħatru fuq dawn il-Bordijiet qegħdin f’posizzjoni li ma jistgħux jaqdu d-dmirijiet tagħhom fil-Parlament b’mod adegwat. Kien ikun aktar għaqli li l-Parlament ħoloq l-għodda neċessarja biex ikun jista’ jissorvelja aħjar il-ħidma tal-Gvern.

F’dan is-sens Joseph Muscat qed jimxi fuq l-eżempju ta’ Lawrence Gonzi meta dan, fil-legislatura l-oħra (2008-13), ħoloq il-kariga ta’ Assistenti Parlamentari u ipprova jaħtar lil kull Membru Parlamentari fil-backbench f’xi kariga. Dan għamlu għal raġuni waħda: biex ikollhom x’jagħmlu u b’hekk ikun inqas possibli li jikkonfoffaw jew ilabalbu kontra l-Gvern.

Il-Prim Ministru qiegħed ukoll jilgħab bil-kliem dwar it-talba għal referendum abrogattiv liema talba diga ġiet ippreżentata. Filli jgħid li r-referendum abrogattiv isir jekk hemm il-firem rikjesti mill-liġi u filli jagħti x’jifhem li lest li jikkunsidra talba għal tnaqqis fl-applikabilita tal-provedimenti tal-liġi dwar ir-referendum abrogattiv. Dan il-logħob bil-kliem da parti tal-Prim Ministru hu ta’ ħsara ghall-proċess demokratiku.

Il-Prim Ministru ddeċieda ukoll minn jeddu li jaqbad u jgħaddi responsabbiltajiet fil-qasam soċjali lill-uffiċċju tal-President tar-Repubblika. Dan qed jagħmlu meta l-Kostituzzjoni hi siekta dwar dan, kif ukoll mingħajr ma kien hemm il-possibilita li jesprimi ruħu l-Parlament dwar il-materja.

Hu opportun li nagħtu każ ukoll li mart il-Prim Ministru qed tingħata ukoll rwol politiku fid-delegazzjonijiet governattivi Maltin barra minn Malta. Huwa biss f’pajjiżi fejn m’hemmx demokrazija jew inkella fejn id-demokrazija hi dgħajfa li l-Prim Ministru jagixxi b’dan il-mod. F’demokrazija mart il-Prim Ministru m’għandha l-ebda rwol għax meta l-Prim Ministru jkun għal xi raġuni indispost hemm id-Deputat Prim Ministru jew xi membru ieħor tal-Kabinett li għandu  jaġixxi minn floku. Hekk ikun xieraq għax il-Ministri jirrappreżentaw lill-poplu li eleġġihom. Iżda mart il-Prim Ministru ma tirrappreżenta lil ħadd.  Juan Domingo Peron kien jagħmel hekk: kien jibgħat lil Eva biex tirrappreżentah!

Parlament full-time?

Il-bieraħ ħadt sehem f’diskussjoni qasira fuq TVam flimkien mal-Psikjatra Joe Cassar (PN) u l-Avukatessa Deborah Schembri (PL).

Id-diskussjoni kienet dwar il-proposta ta’ Alternattiva Demokratika li l-Parlament għandu jaħdem fuq bażi full-time mhux bħal ma jaħdem il-lum, part-time.

Hemm ħafna xogħol li l-Parlament jeħtieġ li jagħmlu u ma jagħmlux għax ħin m’għandux.

Il-ħidma tal-Gvern ftit li xejn issir sorveljanza tagħha fid-dettall mistħoqq. Dak li għaddej fl-Unjoni Ewropeja ma jiġix mgħarbel kif meħtieġ. Dan minkejja li l-Parlament ta’ stat membru illum il-ġurnata bħala riżultat tat-trattat ta’ Liżbona għandu rwol importanti fil-proċess leġislattiv Ewropew.

Il-Parlament u l-Parlamentari għandhom bżonn lil min jassistihom fir-riċerka. Qasam injorat għal snin twal.

Kont sorpriż iżda bl-argument li dwaru qablu Joe Cassar u Deborah Schembri dwar li jista’ jkollok Parlament full-time imma l-Parlamentari mhux bil-fors ikunu full-timers. Jiġifieri dawn iridu sistema li tippermetti li uħud mill-Membri tal-Parlament jagħżlu li jkunu full-timers u lil oħrajn li jagħżlu li ma jkunux u dan minħabba li l-professjoni jew xogħol ieħor tagħhom jokkupalhom iktar ħin. Din hi l-attitudni li tirreżisti l-ħtieġa li kull Membru Parlamentari jagħti l-ħin kollu għall-Parlament għax sfortunatament għad hawn min irid li jibqa’ jkollu sieq waħda fuq naħa u s-sieq l-oħra fuq in-naħa oħra.

Għad għadna Membri Parlamentari li jippreferu jagħtu l-attenzjoni prinċipali tagħhom lill-professjoni. Jeħtieġ li issir għażla għax il-prattika tal-professjoni u l-ħidma parlamentari huma żewġ responsabbiltajiet li faċilment jikkonfliġġu u jistgħu joħolqu konflitt ta’ interess.

Nifhem l-attitudni, għax din ġejja minn persuni li uħud minnhom għadhom m’humiex konvinti l-anqas dwar il-ħtieġa li l-Ministri u s-Segretarji Parlamentari  għandhom jieqfu mill-prattika tal-professjoni tagħhom.

Ir-rappreżentanti tal-PN u l-PL donnu li jridu jħallu f’idejn il-Membri Parlamentari individwali biex jiddeċiedu huma dwar jekk ikunux membri full-time jew part-time. Iridu li jkollna kemm Membri Parlamentari tal-ewwel diviżjoni (full-time) kif ukoll dawk tat-tieni diviżjoni (part-time). Fi ftit kliem iridu jibqgħu jipprattikaw il-professjoni u fl-istess ħin jippruvaw jaqdu r-responsabbiltajiet Parlamentari.

L-esperjenza sal-lum uriet li Parlament part-time hu Parlament dgħajjef. Parlament part-time hu Parlament li jabdika r-responsabbiltajiet tiegħu f’idejn il-Gvern tal-ġurnata.

Huwa billi jkollna Parlament li jagħmel xogħolu kollu li l-pajjiż jista’ jimxi l-quddiem. L-ogħla istituzzjoni tal-pajjiż ma tistax tibqa’ tiffunzjona fuq bażi part-time.

Dan hu l-pass li jmiss għall-Parlament. Parlament iktar b’saħħtu jfisser demokrazija iktar b’saħħitha.

Fil-Parlament il-lejla l-Ispeaker Anġlu Farrugia ta’ ruling fuq każ ta’ ksur ta’ privileġġ li Joseph Muscat Prim Ministru ressaq kontra Simon Busuttil Kap tal-Opposizzjoni.

Muscat ħassu offiż li l-bieraħ, fil-Parlament, Busuttil qal li kien hemm indħil politiku minn Muscat fil-każ tal-pulizija fil-konfront ta’ John Dalli.

L-Ispeaker Farrugia ikkonkluda li kien hemm ksur ta’ privileġġ. L-Opposizzjoni telqet il-barra wara li Mario de Marco qam fil-Parlament u qal li r-ruling tal-Ispeaker ifisser illi l-Membri Parlamentari ma jistgħux jaslu għal konklużjoni politika dwar dak li jkun għaddej.

Naħseb li l-Membri Parlamentari qed jaġixxu qieshom tfal żgħar.

Muscat messu qam u spjega għaliex Busuttil wasal għal konklużjoni żbaljata, jekk inhu l-każ.  Il-fatt li dan m’għamlux ifisser li jħossu skomdu jidħol f’dan l-argument. Għax dak li qal Simon Busuttil hi konklużjoni li waslu għaliha ħafna nies hemm barra fit-triq.

Hija l-perception tan-nies.  L-istess perception li tul is-snin wasslet in-nies biex tikkonkludi li dan hu pajjiż korrott.  Jekk tistaqsi għall-provi ħadd ma jagħtihomlok. Mhux ser issibhom imma hekk taħseb in-nies.

Meta tara l-mod kif tkellmu kemm il-Kummissarju tal-Pulizija tal-lum Pietru Pawl  Zammit kif ukoll il-Kummissarju ta’ ftit ilu John Rizzo bil-fors tasal għal konklużjoni li hemm xi ħaġa m’hiex f’postha. Kif jista’ l-Kummissarju Rizzo jasal għal konklużjoni mod u wara ftit il-Kummissarju Zammit jasal għall-konklużjoni mod ieħor? It-tnejn qalu li qabel magħhom l-Avukat Ġenerali tar-Repubblika, avolja dak li fil-fatt qal l-Avukat Ġenerali tar-Repubblika s’issa ma jafu ħadd hlief Rizzo u Zammit!

Qiesna f’Repubblika tal-Banana.

Il-logħba ta’ Muscat hi waħda perikoluża u għalkemm ma naqbilx li hemm xi theddida għad-demokrazija kif qiegħed jgħid il-PN qed tinħoloq klima ta’ sfiduċja li fit-tul tista’ twassal għal konsegwenzi gravi.

Il-Gvern qed jieħu għalih bil-kritika u flok ma jwieġeb u jispjega juża l-ksur tal-privileġġ, metodu mhux adatt għas-seklu 21.

L-Opposizzjoni min-naħa l-oħra minflok ma tirreaġixxi bil-kalma bl-iskop li tesponi b’mod intelliġenti l-Gvern għal dak li hu, issabbat saqajha u titlaq il-barra.

L-anqas li kien Parlament tat-tfal ma jimxi b’dan il-mod.

L-Onorevoli jingħaraf mill-imġieba tiegħu mhux minn kemm jissejjaħ Onorevoli.

Il-mozzjoni ta’ l-Opposizzjoni li tressqet fil-Parlament iktar kmieni  din il-ġimgħa hi għaldaqstant flokha meta teżiġi li jkun hemm min jissorvelja li l-Onorevoli jġibu ruħhom b’mod denju ta’ isimhom.

l-Onorevoli ġieli jagħmlu żbalji kbar u xi drabi jagħmlu żbalji żgħar ukoll!

Bħal meta jkun hemm min jinsa’ jiddikjara xi kont bankarju kemm f’Malta, fi Brussels inkella fl-Iżvizzera. Kollha jgħidu li  jkun żball ġenwin. Teħduhiex bi kbira li bosta drabi ma jkun żball xejn.

Kellna ukoll membri parlamentari  li repetutament ma ippreżentawx id-dikjarazzjoni annwali tad-dħul u l-assi tagħhom.  Dan mhux żball. L-anqas traskuraġni.

Li l-Membri Parlamentari kif ukoll il-membri tal-Kabinett kull sena jippreżentaw dikjarazzjoni tad-dħul u l-assi tagħhom hemm skop speċifiku warajha: biex kull wieħed mill-Membri Parlamentari jagħti kont ta’ egħmilu.

Allura min ma jippreżentax id-dikjarazzjoni jrid iwieġeb u jispjega għaliex. Jekk jipprova jaħbi tista’ tiġih agħar. L-istess min jagħmel dikjarazzjoni bin-nieqes jew dikjarazzjoni żbaljata.

Diġa kellna diversi każijiet bħal dawn. Bħalma kellna min aċċetta rigali li ma kellux jaċċetta: mhux biss l-arloġġ tal-lira imma ukoll il-vjaġġ ma nies tal-business biex jara lill-Arsenal jilgħabu logħba futball!

Kellna ukoll min messu waqaf mill-prattka tal-professjoni tiegħu għax sar Ministru jew Segretarju Parlamentari u ma waqafx.

The Foreign Minister & the Ministerial Code of Ethics

Dr George Vella, Foreign Minister, in reply to Ivan Camilleri on today’s Times of Malta makes a valid point as to why, after being appointed a Cabinet Minister, he needs a transition period relative to the practicing of his profession as a medical doctor.

Ivan Camilleri describes Dr Vella as being “angry” at what he perceived as a “witch-hunt” in respect of members of the Cabinet still practising their profession.

Dr Vella has in fact repeated what former Health Minister Dr Joseph Cassar stated last week that in respect of patients who have been under his care for a number of years it would be extremely insensitive for him to withdraw abruptly from caring for them until they have had adequate time for them to identify an alternative professional who could take over their care.

This could easily have been solved by an immediate amendment to the Ministerial Code of Ethics through considering the possibility of utilising a suitable and reasonable transition period at the end of which medical doctors who are also members of Cabinet would be expected to cease practicing their profession altogether.

Establishment of such a transition period and subject to the medical doctor not being remunerated would have been a very reasonable  solution to the current impasse.

It however leaves unaddressed the general problem of Members of Parliament who still consider their parliamentary duties as being of a part-time nature. AD considers that it is high time that this issue is also addressed.

Parliament, AD states in its March 2013 electoral manifesto, should become a professional institution made up of full-time parliamentarians. This would assist MPs in fullfilling their Parliamentary duties much better than they are at present and could also possibly lead to Parliament functioning in a more family-friendly manner. [a very valid point made recently by new Labour MP Deborah Schembri]

An added benefit of a Parliament made up of full-time Members of Parliament would mean that by the time an MP (who is also a professional) is appointed as a Minister or Parliamentary Secretary he would have been weaned off his private practice. He/she would be used to it and so would his/her patients.

Il-Gvern permezz ta’ diversi dikjarazzjonijiet tal-Prim Ministru Joseph Muscat repetutament qed jgħid li jrid jinvolvi lill-Membri tal-Parlament taż-żewġ naħat tal-Kamra fil-ħidma tal-Gvern.

Dan nissel reazzjonijiet diversi inkluż, u b’mod partikolari, mill-Opposizzjoni. Il-bieraħ fil-fatt Simon Busuttil Viċi Kap tal-PN qal li l-Opposizzjoni mhiex ser tinxtara. Dan qalu kemm fil-Parlament kif ukoll fl-artiklu tiegħu ta’ kull ġimgħa fit-Times intitolat A flawed “executive” offer .

Xogħol il-Membru tal-Parlament hu fil-Parlament. Jiġifieri jagħmel il-liġijiet u jgħarbel il-ħidma tal-Eżekuttiv. Minflok iżda qed tiġi żviluppata l-idea li dawk il-Membri Parlamentari li mhumiex Ministri jew Segretarji Parlamentari jkun aħjar jekk jinstabilhom xi ħaġa biex ikollhom biex jgħaddu l-ħin għax inkella jsibu huma l-mezz biex jgħaddu l-ħin. Il-konsegwenzi ta’ dan ma jkun xejn pjaċevoli kif jaf sewwa Lawrence Gonzi!

Din m’hiex xi ħaġa li ivvinta Joseph Muscat. Esperimentaw biha l-Prim Ministri kollha ta’ qablu. Kemm Mintoff fis-snin sebgħin kif ukoll Gonzi fis-snin li għadhom kif għaddew fittxew modi kif jokkupaw il-ħin tal-Membri Parlamentari. Mintoff u Gonzi din għamluha mal-Membri Parlamentari tal-Gvern li kienu jmexxu. Joseph Muscat qed jipprova jifrex il-ħsieb iktar minn hekk u jsib applikazzjoni tiegħu mal-Opposizzjoni ukoll.

Naħseb li l-idea hi fil-prinċipju żbaljata. Għax il-kapaċita u l-kompetenza ta’ kull Membru Parlamentari għandha tkun applikata fil-ħidma tal-Parlament.

L-ewwel nett fil-ħidma diretta tal-Kamra u l-kumitati tagħha, fil-parteċpazzjoni fid-dibatti dwar liġijiet u l-politika tal-oqsma differenti. It-tieni fis-sorveljanza tal-ħidma tal-Gvern inkluż fil-mod kif jaħdmu l-awtoritajiet: kif jonfqu l-fondi allokati kif ukoll kif titfassal u tiġi applikata l-politika fl-oqsma differenti.

Fost oħrajn il-Parlament għandu jkun full-time. Jiġifieri l-Membri Parlamentari għandhom jokkupaw il-ħin kollu tagħhom fil-Parlament. Jekk u meta jagħmlu dan m’għandix dubju li jsibu ħafna x’jagħmlu. Wisq nibża’ iżda li la l-PN u l-anqas il-PL ma jixtiequ dan għax jekk il-Parlament jiġi f’posizzjoni li jagħmel xogħolu aħjar ikun diffiċli ħafna iktar li xi rokna tal-ħidma tal-Gvern tibqa’ mistura.

Din hi l-problema reali li qed jaffronta Joseph Muscat. Iffaċċja qablu Lawrence Gonzi. Kemm Muscat kif ukoll Gonzi jaħsbu li jkun għaqli li l-Membru Parlamentari jinżamm okkupat. Bħala riżultat t’hekk il-ħidma tal-Gvern tkun mgħarbla ħafna inqas milli hu neċessarju.

The President of the Republic should be elected by an electoral college made up of all Members of Parliament and all elected Mayors of the 68 localities . The widening of the franchise would ensure a wider acceptance of the selected Head of State.
