We need a Carbon Budget

Searching for the word “climate” through the 2021 Pre-Budget document published earlier this week entitled Towards a Sustainable Economy one finds the word three times: twice referring to the United Nations Agenda which has to be addressed by Malta as a prospective UN Security Council member, while a third reference is to policy documents under preparation in Malta. The word climate in the pre-budget document is not associated with any climate change policy implementation or action and its impact on the Maltese economy.

It is already five years since the Paris Climate Summit and its conclusions are still being “studied” in Malta. If we keep on procrastinating, achieving carbon neutrality by 2050 will be very difficult to attain.

When Parliament approved the Climate Action Act in 2015 it identified that one of the tools to be used in the politics of climate change was the formulation of a Low Carbon Development Strategy. Consultation on a Vision to develop such a strategy was carried out in 2017, but three years down the line the final policy document is nowhere in sight, even though the Minister for Climate Change Aaron Farrugia has indicated that it may be concluded towards the end of this year. 

A Low Carbon Development Strategy will identify those sectors which are of considerable relevance in developing a low carbon strategy. Some of them are major carbon emission contributors to be addressed. Other sectors are part of the solution as they provide alternative tools which serve to decouple the economy from intensive energy use, in the process reducing carbon emissions.

The Vision which was subject to public consultation three years ago identifies a number of sectors as areas for climate action, namely: enterprise, energy, transport, waste, water, agriculture, tourism, information and communication technologies (ICT) and finance.

The Low Carbon Development Strategy, when published, should address these areas of action. It would also be expected that such a strategy would also identify the manner in which we will be in a position to achieve our target of carbon neutrality. Such a strategy would also, for completeness be expected to be coupled with a carbon budget which would break down the general target into specific manageable objectives which could be achieved over a specific and reasonable timeframe.

At the Paris Climate Summit, together with all other countries, Malta made pledges to take action in order to lay the foundations for reducing climate impacts. If all the pledges made at Paris are honoured, however, we will still be very far off from achieving the target of not exceeding a two-degree Celsius temperature rise. Much more is required.

Unfortunately, Malta’s climate related policies are double faced. On one hand the Malta government publicly pledges action to address climate change. Simultaneously, however, it proceeds with massive road infrastructural projects which encourage more cars on our roads. On the other hand, plans for the electrification of our roads are apparently subject to an elephantine gestation period. In the meantime, car emissions compete with power generation emissions as Malta’s major contributor to climate change.

It is unfortunate that the Low Carbon Development Strategy and the associated Carbon Budget are taking too long to be formulated. It will take much longer to implement them as special interest groups will undoubtedly seek to protect their specific areas to the detriment of attaining our carbon-neutral objective.  

Malta should be at the forefront of climate change action. Parliament’s declaration recognising the existence of a climate emergency is not enough. Words must give way to action. As an island, Malta should be aware that a primary climate change challenge in the years to come will be a rising sea level as a result of which the coastline may recede inwards at a rate so far unknown. The coast, we may remember, is home to most of our maritime and tourism infrastructural facilities, all of which are under threat. Even residential areas close to the sea level will be impacted. This would include all sandy beaches and the residential/commercial areas at l-Għadira, Xemxija, Salini, Gzira, Msida, Sliema, Ta’ Xbiex, Pietà, Marsa, Marsaxlokk, Marsaskala, Birzebbuga, Xlendi, and Marsalforn. Impacts could also move towards inland low-lying areas such as Qormi.

If we take too long to bring our own house in order, it may be too late.

Malta: b’politika diżonesta dwar il-klima

Stimi dwar kemm jista’ jogħla l-livell tal-baħar, b’mod globali kif ukoll fl-Ewropa, ivarjaw skond kif wieħed iqis ir-rata tad-dewbien tas-silġ akkumulat fil-poli kif ukoll fi Greenland. Il-mod kif nilqgħu għall-emissjonijiet tal-karbonju ukoll għandu impatt fuq dawn l-istimi. Dawn l-istimi fil-fatt ivarjaw minn żieda ta’ 34 ċentimetru sa żieda ta’ 172 ċentimetru sa tmiem dan is-seklu. Imma jekk l-emissjonijiet tal-karbonju jkunu indirizzati b’politika iffukata u effettiva, din iż-żieda tista’ tkun waħda iżgħar.

Minkejja dan, ħadd ma qiegħed f’posizzjoni li jantiċpa jekk din iż-żieda fil-livell tal-baħar tkunx waħda gradwali inkella jekk din isseħħx f’daqqa. Hemm iżda l-biża’ li l-gravità tas-sitwazzjoni tista’ taċċellera avolja il-jekk u l-meta ħadd ma jaf. Din hi xi ħaga ġdida għal kulħadd!

Kull żieda fil-livell tal-baħar, kemm jekk isseħħ b’mod gradwali kif ukoll jekk isseħħ f’daqqa, ikollha impatt fuq il-kosta u b’mod partikolari fuq l-infrastruttura żviluppata tul iż-żmien. Din l-infrastruttura hi primarjament waħda turistika imma tinkludi ukoll żvilupp residenzjali li xi drabi jasal sax-xifer, sal-baħar: kemm bl-approvazzjoni tal-awtoritajiet u anke xi minndaqqiet mingħajrha!

Il-ħsara potenzjali għall-infrastruttura kostali hi kwistjoni li għandha tħassibna. Din diġà sofriet ħsarat diversi minħabba il-maltemp qalil li żied fil-frekwenza u l-intensità tul dawn l-aħħar snin. L-impatt ta’ żieda fil-livell tal-baħar bla dubju ser joħloq tibdil kbir tul il-kosta kollha tal-gżejjer Maltin. L-istorja tgħallimna. Nhar it-Tnejn 28 ta’ Diċembru 1908 fil-5.20 ta’ fil-għodu Messina fi Sqallija ġarrbet wieħed mill-iktar terrimoti qliel li qatt kien hawn fl-Ewropa, b’qawwa mkejla ta’ 7.5 fuq l-iskala Richter. Immedjatament, inħoloq tsunami b’mewġ għoli sa 9 metri. Madwar sagħtejn wara, fit-7.45 ta’ fil-għodu dan it-tsunami, ftit immansat, wasal fil-gżejjer Maltin.

Diversi gazzetti Maltin ta’ dak iż-żmien irrappurtaw li l-lokalitajiet mal-kosta viċin il-livell tal-baħar kienu mgħarrqa fl-ilma mit-7.45 ta’ fil-għodu għax b’effett taz-tsunami l-baħar tela’ l-art. Dan baqa’ sal-4.00 ta’ waranofsinnhar meta l-baħar reġa’ ikkalma u rritorna lejn il-livelli normali tiegħu! Herbert Ganado, f’l-ewwel volum ta’ Rajt Malta Tinbidel jgħid li residenzi u ħwienet tul il-kosta ta’ tas-Sliema, l-iMsida u tal-Pietà kienu mgħarrqa f’tebqa’ t’għajn għax daħlilhom kwantità ta’ ilma fis-sular terran. Bħala medja l-baħar għola madwar erba’ piedi : 1.20 metri. Fil-Port il-Kbir, imma, ma ġara xejn għax kien imħares mill-breakwater, li l-bini tiegħu kien ġie ffinalizzat madwar sentejn qabel, fis-sena 1906.

Żieda fil-livell tal-baħar bħala riżultat tat-tibdil fil-klima tkun tfisser repetizzjoni tal-impatti taz-tsunami tal-1908 mifruxa iktar u fuq bażi permanenti. Il-lokalitajiet Maltin tul il-kosta li qegħdin viċin tal-livell tal-baħar jispiċċaw b’mod permanenti fl-ilma baħar. Dan ikun jinkludi r-ramliet kollha u żoni kummerċjali u residenzjali fl-Għadira, ix-Xemxija, is-Salini, l-Gzira, l-iMsida, tas-Sliema, Ta’ Xbiex, Tal-Pietà, il-Marsa, Marsaxlokk, Marsaskala, Birzebbuġa, ix-Xlendi, u Marsalforn. L-impatti jistgħu jinħassu iktar il-ġewwa mill-kosta ukoll, f’lokalitajiet li huma f’livell tal-baħar bħal Ħal-Qormi u allura jeffettwa l-inħawi kollha mix-xatt tal-Marsa sa Ħal-Qormi b’dik li hi magħrufa bħala l-Marsa tal-Inġliżi b’kollox. Dan jeffettwa ukoll l-investiment fl-infrastruttura sportiva.

Li jogħla l-livell tal-baħar issa hu inevitabbli. Imma b’ħidma bil-għaqal għad hemm ċans li nnaqqsu kemm dan jogħla. Dan jista’ jseħħ kemm-il darba nieħdu passi biex innaqqsu l-emmissjonijiet tal-karbonju u allura inkunu qed nagħtu kontribut biex iż-żieda fit-temperatura globali tkun l-inqas possibli.

Fis-summit ta’ Pariġi, Malta, flimkien mal-bqija tal-pajjiżi, wegħdet li tieħu azzjoni konkreta biex ikun possibli li jonqsu l-impatti fuq il-klima. Però anke jekk il-wegħdiet kollha li saru f’Pariġi jkunu onorati, hu ċar li għadna l-bogħod ħafna milli nilħqu l-mira miftehma li ma naqbżux iż-żieda ta’ żewġ gradi Celsius fit-temperatura. Hu meħtieġ ħafna iktar mingħand kulħadd. Hemm bżonn mhux biss iktar azzjoni konkreta imma ukoll politika koerenti u konsistenti.

Il-politika ta’ Malta dwar il-klima, imma, hi waħda diżonesta. Nuru wiċċ b’ieħor kontinwament. Min-naħa l-waħda l-Gvern Malti jwiegħed li jaġixxi biex ikun possibli li nindirizzaw il-klima. Imma fl-istess ħin jibqa’ għaddej bi proġetti infrastrutturali li jinkoraġixxu iktar karozzi fit-toroq u allura iktar emissjonijiet. L-emissjonijiet tal-karozzi jikkompetu ma dawk li joriġinaw mill-ġenerazzjoni tal-elettriku.

Hemm bżonn li ndaħħlu ftit sens u konsistenza fil-politika ta’ Malta dwar il-klima. Għax sakemm nibqgħu inkonsitenti kullma qed nagħmlu hu li qed ngħinu biex ikompli jitħaffar il-qabar tagħna.

Malta: a double-faced climate change policy

Estimates for sea-level rise, both globally as well as in Europe, vary depending on the assumptions made as to the rate at which ice at the polar caps and Greenland is melting.

The carbon emission-mitigation policy scenario also has a direct bearing on these estimates. These estimates range between a 34- and 172-centimetres potential sea-level rise by the end of the current century. Lower emissions together with a focused mitigation policy may restrict sea-level rise towards the lower end of the range.

However, notwithstanding, no one is in a position to predict as to whether such a sea-level rise will be gradual or sudden. It is however feared that once a tipping point is reached changes may occur at a much faster pace than anticipated. We all are on a learning curve on this!

Any sea-level rise, gradual or sudden, will have an impact on our coastline and in particular on the infrastructure developed over the years along the coast. This infrastructure is primarily of a touristic nature but it also includes residential development at times built along the water’s edge with or without the acquiescence of the planning authorities.

There is nothing to worry about if the sea-level rise wipes out abusive development. When one considers the potential impact on coastal infrastructure that is, however, a different kettle of fish.

The coastal infrastructure is already battered by the ever-frequent storms. The impact of a sea-level rise will without any doubt redraw the coastal map of the Maltese islands.

Let us have a look at our history books. At 5.20am of Monday 28 December 1908, Messina in neighbouring Sicily experienced one of the most powerful earthquakes to ever hit Europe, measuring 7.5 on the Richter scale. Immediately, a tsunami generating waves as high as 9 metres was unleashed. Just over two hours later, at 7.45am, the tsunami, slightly tamed, reached the Maltese Islands.

Various local newspapers of the time reported that low-lying areas were flooded from 7.45am until around 4.00pm when the sea receded back to its “normal level”. Herbert Ganado, in his Rajt Malta Tinbidel (Volume 1, page 37) states that residences and shops along the coast in Sliema, Msida, and Pietà were suddenly flooded. The average sea-level rise was 1.20 metres. The Grand Harbour was spared as it was protected by the breakwater, whose construction had been finalised a couple of years earlier.

A sea-level rise as a result of climate change would repeat the Malta impacts of the 1908 tsunami on a permanent basis. The low-lying parts of the Maltese coastline would then be permanently underwater. This would include all sandy beaches and the residential/commercial areas at l-Għadira, Xemxija, Salini, Gzira, Msida, Sliema, Ta’ Xbiex, Pietà, Marsa, Marsaxlokk, Marsaskala, Birzebbuga, Xlendi, and Marsalforn. Impacts could also move towards the inland low-lying areas such as Qormi.

Sea-level rise is inevitable. It is only its extent which can be reduced. This can happen if we take appropriate action which reduces carbon emissions and hence contributes to nudging the temperature increase towards the least possible.

Bomba tal-ħin jisimha Pilatus

Il-kwistjoni tal-bank Pilatus Bank għandha l-potenzjal li tkun il-kawża ta’ ħsara li tmur lil hinn minn dik lir-reputazzjoni tal-pajjiż.

Iktar kmieni din il-ġimgħa kien żvelat li ċ-Chairman tal-Bank Pilatus Ali Sadr Hasheminejad bħala riżultat ta’ investigazzjonijiet li kienu ilhom għaddejjin madwar sitt snin kien arrestat fl-Istati Uniti tal-Amerika u akkużat li pprova jdur mas-sanzjonijiet Amerikani kontra l-Iran billi uża banek Amerikani ħalli jittrasferixxi miljuni ta’ dollari mill-Venezwela b’mod li ħeba l-konnessjoni Iranjana.

Ġejna infurmati li dawn l-akkużi, jekk ippruvati, jistgħu jwasslu sa massimu ta’ 125 sena l-ħabs.

F’temp ta’ ftit siegħat, nhar il-Ħamis, hekk kif ħarġet l-aħbar, l-Awtoritá Maltija tas-Servizzi Finanzjarji (MFSA) neħħiet lil Ali Sadr Hasheminejad mit-tmexxija tal-bank Pilatus, inkluż li ssospendiet d-drittijiet kollha tiegħu fuq il-bank u mbagħad ipproċediet biex ħatret amministratur bl-inkarigu li jmexxi l-bank u jieħu ħsieb l-assi kollha tiegħu. Dan sar wara li MFSA tat direzzjoni li l-bank ma kellux jiddisponi minn, jillikwida, jittrasferixxi jew b’xi mod imiss l-assi u l-flus tal-klijenti tal-bank.

Issa sirna nafu ukoll li x-xahar li għadda l-Awtoritá Ewropeja dwar il-Banek (European Banking Authority) kienet ordnat li tinbeda investigazzjoni preliminari dwar is-supervizjoni tal-bank Pilatus mill-Awtoritá Maltija tas-Servizzi Finanzjarja u b’mod partikolari dwar il-verifiki li kellhom isiru in konnessjoni mal-kapital inizzjali ta’ €8 miljuni li Ali Sadr Hasheminejad uża biex waqqaf il-bank.

Damu ftit jaħsbuha!

Bosta minna jiftakru lil Ali Sadr Hasheminejad ħiereġ mill-uffiċini ta’ Pilatus f’Ta’ Xbiex tard fil-għaxija, jum fost l-oħrajn, bil-kameras tat-TV jiġru warajh u bil-gurnalisti jfajjru l-mistoqsijiet. Kienu qed jistaqsu jekk fil-bagalji li kellu kienx hemm xi dokumenti tal-bank konnessi mal-kontroversja dwar min kienu is-sidien ta’ Egrant inkella dwar it-trasferimenti ta’ flejjes minn uħud mill-kontijiet tal-bank.

Ir-Repubblika tal-Azerbajġan ilha ftit turi interss f’kooperazzjoni ma’ Malta. Ta’ interess f’dan is-sens kienet stqarrija ta’ 127 kelma li ħarġet lejn tmiem Diċembru tal-2014 li ħabbret li kien ġie iffirmat ftehim bejn Konrad Mizzi, dakinnhar Ministru tal-Enerġija ta’ Malta u l-kontro-parti tiegħu Natiq Aliyev kif ukoll ftehim ieħor mal-kumpanija statali taż-żejt tar-Repubblika tal-Azerbajġan (SOCAR). La l-istampa Maltja ma kienet hemm u l-anqas ma kien hemm uffiċjali pubbliċi jassistu lid-delegazzjoni Maltija mmexxija mill-Prim Ministru Joseph Muscat. Dakinhar kulħadd kien staqsa “għaliex ?”

F’dan l-isfond ma nafx liema hu dak il-pajjiż li jista’ jżomm ir-reputazzjoni tiegħu intatta!
Bħalissa għaddejjin diversi investigazzjonijiet, lkoll bil-pass ta’ nemla. F’xi ħin, nittama li mhux il-bogħod, kapaċi naraw il-biċċiet jingħaqdu fi stampa waħda li tkun ċara u li tinftiehem minn kulħadd.

A time-bomb called Pilatus

The Pilatus Bank saga has the potential to develop into much more than damage to the country’s reputation. 

Earlier this week it was revealed that Pilatus Chairman Ali Sadr Hasheminejad was, as a result of investigations spanning the past six years, arrested in the United States on charges that he evaded US-Iran sanctions by moving millions of dollars from Venezuela through US banks using a network of banks in order to conceal the Iranian connection.

We were informed that if the charges are proven a maximum sentence of 125 years behind bars is at stake.

Over a number of hours  on Thursday, the MFSA removed Ali Sadr Hasheminejad from the Pilatus Chairmanship, stripped him of all authority over the bank – including the suspension of his voting rights – and then proceeded to appoint an administrator to take charge of the bank and its assets. It further directed the bank “not to dispose, liquidate, transfer or otherwise deal with clients’ assets and monies”.

At the same time, the media informed us that last month the European Banking Authority ordered a preliminary inquiry into the Malta Financial Services Authority’s supervision of Pilatus Bank. In particular, this should be dealing with the due diligence checks of the €8 million initial capital which Ali Sadr Hasheminejad used to set up the bank. Is it not about time that such an inquiry is held?

Most of us do remember Ali Sadr Hasheminejad leaving Pilatus offices in Ta’ Xbiex late one evening last year, moving heavy luggage towards his parked car. He was being filmed by a television crew and questioned as to whether he was removing any bank documents from the bank’s vaults in the wake of the Egrant ownership allegations as well as in view of leaked information as to the ownership of a number of accounts held at Pilatus Bank and the transfers carried out to and from such accounts.

The involvement of the Azerbaijani dynasty in a number of matters adds further spice to the developing stories.

Coincidentally, the Azerbaijani Republic is interested in cooperation with tiny Malta. Of interest in this respect is a 127-word statement issued late in December 2014 announcing the signing of a Memorandum of Understanding between Dr Konrad Mizzi, at the time Malta’s Energy Minister, and his counterpart Natiq Aliyev, as well as a further Memorandum with the State Oil Company of the Azerbaijan Republic (SOCAR). The Maltese press did not cover the event and,  moreover, no Maltese civil servants were present to assist the Maltese delegation led by Prime Minister Joseph Muscat. Everyone had queried this at the time.

This is part of the background which, even if its individual bits were unrelated, is sufficient to blow to smithereens any country’s reputation.

Various investigations are currently in the pipeline, albeit moving at a snail’s pace. At some point in time, hopefully not too distant, we may be able to see which parts of the jigsaw puzzle fit together.

Each investigation concluded, and each report published, shortens the fuse of this time-bomb. It can only be hoped that when this time-bomb goes off it will only destroy those who created it – or who watched its development in awe. Unfortunately, the collateral damage will, inevitably, be substantial.

Nisseparaw l-iskart organiku

L-iskart li narmu hu fil-parti l-kbira tiegħu utli. Għalhekk aħna dejjem imħeġġa biex nirriċiklaw dak li s-soltu narmu. Dak li nirriċiklaw jibqa’ jdur fl-ekonomija u ma jinħeliex. Għalhekk nirriċiklaw u nerġgħu nużaw il-karta, l-ħġieġ, il-metalli u l-plastic. Kollha għad għandhom użu, anke meta għalina ma jkunx għadhom utli.

Nhar il-Ġimgħa 30 t’Ottubru, l-WasteServe, flimkien mal-ħames kunsilli lokali tal-Mdina, Ħal-Għaxaq, Ta’ Xbiex, Bormla u Birkirkara ser jagħtu bidu għall-ġbir separat tal-iskart organiku. Dan ser ikun proġett pilota fuq numru ta’ ġimgħat li permezz tiegħu l-iskart organiku ser jinġabar f’dawn il-lokalitajiet darbtejn fil-ġimgħa (it-Tnejn w il-Ġimgħa). Wara, l-ġbir tal-iskart organiku jibda jsir fil-lokalitajiet kollha.

Il-parti organika tal-iskart li narmu jammonta għal ftit iktar min-nofs tal-iskart li llum inqegħdu fil-borża s-sewda. Din tidher li hi l-iktar stima korretta u tirriżulta minn stħarriġ li għamel l-Uffiċċju Nazzjonali tal-Istatistika fl-2012. Studju addizzjonali li sar f’Settembru li għadda mill-WasteServe fil-lokalitajiet li ser jipparteċipaw fil-proġett pilota jindika li l-ammont ta’ skart organiku li niġġeneraw fil-lokalitajiet tagħna jvarja anke skond il-lokalità. Dan jista’ jkun rifless ta’ stil ta’ ħajja u/jew livell ta’ għixien (ftit) differenti fil-lokalitajiet tagħna, liema differenza tinkixef anke minn eżami tal-iskart li niġġeneraw.

Sar eżerċizzju ta’ informazzjoni bieb bieb li bih r-residenti fil-ħames lokalitajiet diġa ġew infurmati x’għandhom jagħmlu. Ingħatawlhom boroż bojod u kontenituri bojod tal-plastic li minnhom tgħaddi l-arja biex iqegħdu l-boroz fihom u l-iskart ma jrejjaħx.

L-iskart organiku huwa prinċipalment fdal tal-ikel kif ukoll skart tal-ġonna. Jista’ jinkludi ukoll karti u kartun.

Meta l-iskart organiku jinġabar minn wara l-bieb tagħna, dan jittieħed fl-impjant ta’ Sant Antnin f’Wied il-Għajn fejn issir verifika li fil-borza hemm biss dak li suppost. Wara, l-iskart organiku jitqiegħed f’apparat imsejjaħ waste digester  fejn jiddikomponi u jipproduċi il-gass metanu (methane) li l-ewwel jinġabar u eventwalment jinħaraq biex jipproduċi l-elettriku.

Mill-proċess kollu tirriżulta ukoll kwantità ta’ sħana li ser tintuża biex jissaħħan l-ilma tas-swimming pool terrapewtiku li għanda l-Fondazzjoni Inspire li qiegħed  ftit il-bogħod. Li jibqa’, jintuża bħala kompost.

Dan il-proġett pilota biex jinġabar separatament l-iskart organiku għandu l-potenzjal li jnaqqas b’mod sostanzjali l-iskart li jispiċċa fil-miżbliet tagħna. L-iskart fil-borza s-sewda jista’ jonqos saħansitra bin-nofs. Il-gass li minnu jiġi prodott l-elettriku jonqos mill-emissjonijiet serra tal-pajjiż u b’hekk ukoll b’dan il-proġett inkunu qed nagħtu s-sehem tagħna biex jonqsu l-impatti li qed jagħtu kontribut għat-tibdil fil-klima.

Our waste has good value

Our waste can be put to good use, which is why we are encouraged to separate and recycle what we would otherwise throw away. Our waste contains plenty of useful resources which can be recovered and re-circulated in our economy and we separate paper, glass, metals and plastic, all of which can be reused.

We also recycle electric and electronic equipment such as televisions, radios, refrigerators,  PCs and laptops. Instead of being thrown away, disintegrating into a chemical soup in a landfill, this equipment will be dismantled into its component parts, most of which can be reused. Most  electronic equipment  nowadays makes use of some rare metal and it is in everybody’s interest that such resources are recycled.

Next Friday, 30 October, state waste management operator WasteServe, in conjunction with the five local councils of Mdina, Ħal-Għaxaq, Ta’ Xbiex, Bormla and Birkirkara will commence the separate collection of organic waste in Malta. This pilot project will run for a number of weeks during which separated organic waste will be collected twice weekly (on Mondays and Fridays) after which it will be extended to the rest of our localities.

The organic fraction of our waste may be as high as 52 per cent of the waste discarded by each household in the black garbage bags. This, apparently, is the most accurate estimate to date resulting from a National Statistics Office study carried out in 2012 entitled Household Waste Composition Survey. A more recent waste characterisation exercise, carried out by WasteServe itself in the localities participating in the pilot project, indicates that the size of the organic waste percentage varies in the different localities. This may be the result of different lifestyles, as a result of which we tend to have different patterns of behaviour that are even evident in our waste.

WasteServe has already organised a door-to-door information exercise explaining their role to residents of the five localities, who have also been supplied with white bags in which they are to collect organic waste, as well as suitably aerated bins in which to place these bags.

Organic waste, sometimes referred to as “green waste”, is organic material such as food and garden waste. It can also include animal and plant-based material and degradable carbon such as paper and cardboard.

The organic waste collected from our doorsteps will be delivered to the Sant Antnin Waste Treatment Plant at Marsascala where it is verified that the white bags contain only organic waste. It is then placed in a waste digester where, as a result of its decomposing in the absence of oxygen, it will produce the gas methane, which is collected and used to produce electricity.

In addition, the heat produced will be used to heat the therapeutic swimming pool at the neighbouring Inspire Foundation, a considerable help to the foundation’s clients. The remainder is then used as compost.

The organic waste pilot project thus has the potential to substantially reduce the  waste that currently ends up at the Magħtab landfill. In addition, when the methane resulting from its decomposition is used to produce electricity, we will also be reducing the emission of a greenhouse gas which is 20 times more potent than carbon dioxide. This will be an additional step in reducing Malta’s contribution to climate change.

These are the practical reasons why it is imperative that we recycle. We reduce our negative environmental impact and, as a result, create the conditions for a better quality of life for everyone.
