We need a Carbon Budget

Searching for the word “climate” through the 2021 Pre-Budget document published earlier this week entitled Towards a Sustainable Economy one finds the word three times: twice referring to the United Nations Agenda which has to be addressed by Malta as a prospective UN Security Council member, while a third reference is to policy documents under preparation in Malta. The word climate in the pre-budget document is not associated with any climate change policy implementation or action and its impact on the Maltese economy.

It is already five years since the Paris Climate Summit and its conclusions are still being “studied” in Malta. If we keep on procrastinating, achieving carbon neutrality by 2050 will be very difficult to attain.

When Parliament approved the Climate Action Act in 2015 it identified that one of the tools to be used in the politics of climate change was the formulation of a Low Carbon Development Strategy. Consultation on a Vision to develop such a strategy was carried out in 2017, but three years down the line the final policy document is nowhere in sight, even though the Minister for Climate Change Aaron Farrugia has indicated that it may be concluded towards the end of this year. 

A Low Carbon Development Strategy will identify those sectors which are of considerable relevance in developing a low carbon strategy. Some of them are major carbon emission contributors to be addressed. Other sectors are part of the solution as they provide alternative tools which serve to decouple the economy from intensive energy use, in the process reducing carbon emissions.

The Vision which was subject to public consultation three years ago identifies a number of sectors as areas for climate action, namely: enterprise, energy, transport, waste, water, agriculture, tourism, information and communication technologies (ICT) and finance.

The Low Carbon Development Strategy, when published, should address these areas of action. It would also be expected that such a strategy would also identify the manner in which we will be in a position to achieve our target of carbon neutrality. Such a strategy would also, for completeness be expected to be coupled with a carbon budget which would break down the general target into specific manageable objectives which could be achieved over a specific and reasonable timeframe.

At the Paris Climate Summit, together with all other countries, Malta made pledges to take action in order to lay the foundations for reducing climate impacts. If all the pledges made at Paris are honoured, however, we will still be very far off from achieving the target of not exceeding a two-degree Celsius temperature rise. Much more is required.

Unfortunately, Malta’s climate related policies are double faced. On one hand the Malta government publicly pledges action to address climate change. Simultaneously, however, it proceeds with massive road infrastructural projects which encourage more cars on our roads. On the other hand, plans for the electrification of our roads are apparently subject to an elephantine gestation period. In the meantime, car emissions compete with power generation emissions as Malta’s major contributor to climate change.

It is unfortunate that the Low Carbon Development Strategy and the associated Carbon Budget are taking too long to be formulated. It will take much longer to implement them as special interest groups will undoubtedly seek to protect their specific areas to the detriment of attaining our carbon-neutral objective.  

Malta should be at the forefront of climate change action. Parliament’s declaration recognising the existence of a climate emergency is not enough. Words must give way to action. As an island, Malta should be aware that a primary climate change challenge in the years to come will be a rising sea level as a result of which the coastline may recede inwards at a rate so far unknown. The coast, we may remember, is home to most of our maritime and tourism infrastructural facilities, all of which are under threat. Even residential areas close to the sea level will be impacted. This would include all sandy beaches and the residential/commercial areas at l-Għadira, Xemxija, Salini, Gzira, Msida, Sliema, Ta’ Xbiex, Pietà, Marsa, Marsaxlokk, Marsaskala, Birzebbuga, Xlendi, and Marsalforn. Impacts could also move towards inland low-lying areas such as Qormi.

If we take too long to bring our own house in order, it may be too late.

Il-bluff ta’ Yorgen

Kemm hu minnu li Yorgen Fenech kien jaf bid-data tal-elezzjoni ġenerali bikrija li Joseph Muscat sejjaħ f’Ġunju 2017 sa minn Diċembru 2016? Din mhiex informazzjoni li għandha naċċettaw mingħajr ma ngħarbluha. Hu faċli, wara li l-fatti jkunu seħħew, li tagħmel dikjarazzjonijiet ta’ din ix-xorta.

Din id-dikjarazzjoni ta’ Yorgen Fenech dwar li kien jaf bid-data tal-elezzjoni bikrija saret waqt l-interrogazzjoni tiegħu u saret pubblika mill-Ispettur Kurt Zahra iktar kmieni din il-ġimgħa fil-Qorti. Milli ntqal mhux ċar kemm Zahra ta importanza lil din l-informazzjoni kif ukoll jekk din kienitx korraborata.

Dan il-bluff ta’ Yorgen, fil-fehma tiegħi, għandu skop wieħed u preċiż: li jsaħħaħ l-argument u “joħloq” il-provi li mhux hu kien il-moħħ wara l-assassinju ta’ Daphne Caruana Galizia.

Li toqgħod tilgħab b’din l-informazzjoni hu ħafna agħar milli ixxerred il-gideb. Forsi Jason l-avukat jirrealizza dan u jiġbed widnejn Jason il-Membru Parlamentari.

Dan il-bluff ta’ Yorgen jinkwadra f’dak li jaħsbu uħud: li Kastilja kienet involuta fl-ippjanar tal-assassinju ta’ Daphne Caruana Galizia. Imma dan hu f’kunflitt ma’ informazzjoni oħra li kisbet l-investigazzjoni permezz tar-recordings ta’ Melvin Theuma: meta Yorgen Fenech, iffaċċjat b’elezzjoni ġenerali bikrija fil-bidu ta’ Mejju 2017 ta’ struzzjonijiet biex l-assassinju jkun sospiż. Sfortunatament uħud għandhom memorja qasira ħafna: illum jinsew dak li jkunu saru jafu fil-ġranet li għaddew!

Minkejja dan, naħseb li għadu kmieni biex naslu għal konklużjonijiet dwar min hu involut, apparti dawk li diġa qed iwieġbu għal għemilhom quddiem il-Qrati. Hu ovvju li Joseph Muscat ser jiċħad bil-qawwa kollha anke l-iktar konnessjoni remota mal-assassinju. M’għandniex nimpressjonaw ruħna għax f’dan l-istadju għadu kmieni u hu prudenti li ma neskludu xejn.

Yorgen kontinwament jitfa biċċiet żgħar ta’ informazzjoni biex iċaqlaq l-attenzjoni għal fuq ħaddieħor. Din il-ġimgħa kompla permezz tax-xhieda ta’ Keith Schembri. Schembri informa lill-Qorti kif sieħbu Yorgen ġieli qallu bil-krib ta’ Adrian Delia tal-PN biex jiffinanzjhom. Ma qal xejn imma dwar kemm ħareġ flus għall-Labour, apparti l-inbid Petrus lil Joseph, għax dak donnu hu ovvju u mistenni li fejn jidħol il-Labour idaħħal idu fil-but. Għaliex le, sakemm ikun fil-limiti ta’ dak permissibli?

Huwa u jwieġeb għall-mistoqsijiet tal-ispettur Keith Arnaud, Keith Schembri rrakkonta dak li qallu sieħbu Yorgen dwar kemm dejqu l-Kap tal-Opposizzjoni Adrian Delia għall-fondi. Il-flus, qal Schembri lill-Qorti, kien jiġborhom Pierre Portelli, sieħeb Delia, €20,000 kull darba. Kif kien mistenni kemm Delia kif ukoll Portelli b’mod immedjat u kategoriku ċaħdu dan kollu. Delia żied jiċħad li qatt talab finanzjament biex jipprova jixkana l-barra lil David Casa mis-siġġu fil-Parlament Ewropew. Dawn, imma, huma allegazzjonijiet li diġa konna smajnihom minn bnadi oħra.

Din hi informazzjoni li hi minnha jew inkellha hi informazzjoni żbaljata li d-duo Keith-Yorgen qed jisqu lill-inkjesta? Dan l-aħħar l-iskwadra tal-Pulizija dwar ir-reati ekonomiċi bħal donnha qamet mir-raqda u bdiet tinvestiga dan l-allegat finanzjament ta’ Delia minn Yorgen. Hu possibli li jkollna konklużjoni dwar x’daħal fis-sasla ta’ Delia malajr u dan minħabba li l-iskwadra dwar ir-reati ekonomiċi issa jidher li ser ikollha x’tagħmel għax ser teżamina xi rapporti li ħalliet jiġbru t-trab fil-passat qrib. Jista’ jkunu okkupati ftit fit-tul b’Konrad Mizzi li tul dan l-aħħar għalqu ftit għajnejhom mhux ħażin dwar dak li qed jingħad li għamel u ħawwad.

Konrad issa tkeċċa mill-Grupp Parlamentari tal-Partit Laburista wara li hu irrifjuta t-talba ta’ Robert Abela biex jirreżenja.

Din ma kienitx l-ewwel darba li fil-Partit Laburista kellhom diskussjoni taħraq dwar Konrad Mizzi. Imma din id-darba ma kienx hemm Joseph Muscat jiddefendieh.

Erba’ snin ilu Joseph Muscat kien irrifjuta li jkeċċi lil Konrad meta kien irriżulta li Konrad kien l-uniku Ministru fl-Unjoni Ewropeja li ssemma fil-Panama Papers. Minn dakinnhar l-iskandli assoċjati miegħu żdiedu biex issa hemm ukoll il-kaz tal-kummissjonijiet li tħallsu fuq it-tanker tal-gass li hemm Delimara, kif ukoll l-istejjer dwar il-kumpanija 17-Black. L-aħħar storja hi dwar l-imtieħen tar-riħ fil-Montenegro li bħala riżultat tagħha is-17-Black selħet madwar €5 miljuni profitti minn fuq dahar l-Enemalta, li għaliha kellu responsabbiltà politika Konrad Mizzi għal żmien twil.

B’dan it-tip ta’ transazzjonijiet il-kumpanija ta’ Yorgen Fenech 17-Black faċilment tilħaq il-miri tagħha biex tkun tista’ titrasferixxi €5000 kuljum fil-kumpaniji li n-Nexia BT waqqfet fil-Panama f’Marzu 2013.

Edward Scicluna, Ministru tal-Finanzi, qalilna li l-Gvern ma għandu l-ebda ħtija għal dan il-ħmieġ. Għandu żball: dawk kollha involuti ngħataw vot ta’ fiduċja wieħed wara l-ieħor. It-tort hu kollu kemm hu tal-Gvern!

Yorgen’s bluff

Did Yorgen Fenech really know the date of the early election called in June 2017 by Joseph Muscat as far back as December 2016? I would take that information with a pinch of salt.

It is quite easy to bluff your way after the fact. Yorgen Fenech’s declaration on knowing the date for the early election was made to Inspector Kurt Zahra during his interrogation.

It is not clear whether Inspector Kurt Zahra simply noted Yorgen’s bluff or else whether he succeeded in corroborating this with additional information. Yorgen’s bluff, in my view, had a specific purpose: to drive home the point that he was not the mastermind behind the assassination.

Spinning this is at times worse than spreading lies. Maybe Jason the lawyer should caution Jason the MP about this.

Yorgen’s bluff fits like a glove into one of the theories making the rounds: that the OPM was involved in the planning and commissioning of the assassination. However it is in conflict with other bits of information fed into the investigation through the Theuma recordings: the plans in motion for the assassination were suspended by Yorgen as soon as the early election was called in early May 2017.

This signifies that actually he had no prior knowledge! Unfortunately, some have a very short memory span: they tend to forget today what was reported the day before yesterday!

Notwithstanding, it is too early to arrive at conclusions as who is or isn’t involved beyond those already arraigned. It is to be expected that Joseph Muscat categorically denies even the remotest of connections to the assassination.

We should not however be impressed into conclusions either way at such an early stage. I would definitely not exclude anything at this stage.

Yorgen’s dripping titbits of information continued through Keith Schembri’s testimony this week. Schembri recounted how his friend Yorgen described the manner in which he financed the PN. No information is forthcoming as to whether and how he financed the PL: presumably this is taken for granted. Replying to questions fielded by police inspector Keith Arnaud, Keith Schembri recounted how he had been informed by his friend Yorgen Fenech as to funding requests by Adrian Delia, Leader of the Opposition.

Delia’s sidekick, Pierre Portelli, the Court was told, used to collect the monies €20,000 at a time. As expected, Delia and Portelli immediately and categorically denied this. Delia further denied that he had requested funding to squeeze out David Casa from his MEP seat. We have however already heard of these allegations from various other sources. Are they true, or is it just incorrect information being slowly fed into the investigation by the Yorgen-Keith tandem? The Police Economic Crimes Unit has recently done a Rip van Winkle and is investigating the possibility of Yorgen funding Delia’s PN.

It may be possible to have a conclusion on Adrian Delia’s collections quite soon as the Police Economic Crimes Unit may now be in a hurry as they may soon have to recall their Konrad Mizzi archives to act upon reports which they were too busy to examine appropriately in the recent past.

Konrad has now been kicked out of the Parliamentary Group of the Labour Party after refusing to act on Robert Abela’s suggestions to resign. The discussion within Labour earlier this week was not the first with Konrad as the target. This time Joseph Muscat was however not around to defend him. Four years ago, Joseph Muscat had refused to dismiss Konrad Mizzi when it had resulted that Mizzi was the only member of Cabinet within the EU member states to have his name included in the Panama Papers. Since then we have had plenty of additions to the Panama Papers saga. These include commissions paid on the gas tanker anchored at Delimara as well as the 17-Black saga.

The latest addition is the Montenegro windfarm scandal as a result of which 17-Black made a windfall profit of around €5 million at the expense of Enemalta, for which Konrad Mizzi was politically responsible for a considerable length of time. With this type of transaction 17-Black could easily fulfil its objectives of transferring €5000 a day to the Panama companies setup by Nexia BT.

Finance Minister Edward Scicluna has stated that government is not to blame. He is wrong: those in the spotlight were repeatedly given votes of confidence. Government has no one to blame but itself.

Min qed jiġbed l-ispag?

Hemm mistoqsija li bla dubju tberren f’moħħna aħna u nisimgħu jew x’ħin inkunu qed naqraw rapporti dwar ix-xhieda li qed tinġabar il-Qorti in konnessjoni mal-assassinju ta’ Daphne Caruana Galizia. Lil min qed tipproteġi l-pulizija?

Qed joħroġ messaġġ ċar li f’waqtiet partikulari xi uffiċjali tal-Pulizija u l-kriminali li bħalissa qed ikunu investigati kienu id f’id. Naturalment l-uffiċjali in kwistjoni dan jiċħduh. Imma, sfortunatament għal kulħadd, il-kredibilità tagħhom ilha li spiċċat.

Id-deċiżjoni tal-5 t’Ottubru 2018 tal-Qorti Kostituzzjonali dwar Silvio Valletta, dakinnhar Deputat Kummissarju tal-Pulizija, b’kunflitt ta’ interess minħabba r-responsabbiltajiet politiċi ta’ martu Justyne Caruana (politically exposed person) għamlet l-affarijiet ferm agħar. Fl-2018 il-Qorti Kostituzzjonali kienet aċċettat l-argumenti ta’ tal-familja ta’ Daphne Caruana Galizia u ordnat li Silvio Valletta jitbiegħed mill-investigazzjoni dwar l-assassinju.

Fid-dawl tal-allegazzjonijiet kontra id-Deputat Mexxej tal-Partit Laburista Chris Cardona dwar il-possibiltà ta’ ordni separata għall-assassinju ta’ Caruana Galizia, jikber konsiderevolment id-dubju dwar min qiegħed ikun protett mill-Pulizija. Għax kif jista’ jkun li Deputat Kummissarju tal-Pulizija li hu politikament espost jinvestiga politiku ġej mill-istess partit politiku li fih hi attiva martu ukoll Membru tal-Kabinett? Kien fit-8 ta’ Mejju 2016 li din il-gazzetta kienet irrappurtat illi Silvio Valletta kien offrut il-ħatra ta’ Kummissarju tal-Pulizija imma ma aċċettax minħabba li martu Justyne Caruana u l-fatt li “hija Membru tal-Kabinett u persuna prominenti fil-Partit Laburista, seta’ jitfa’ wisq piż u dell fuq l-operat tiegħu kieku aċċetta li jkun fit-tmun tal-Korp.” Dakinnhar iddeċieda tajjeb imma wara insihom id-dellijjiet!

Il-problema tikber konsiderevolment kull meta jissemmgħu dawk li kienu madwar Joseph Muscat, ewlieni fosthom Keith Schembri. Imma hemm oħajn ukoll li kellhom parti importanti fl-iżviluppi ta’ din il-ġimgħa: min jikkonsla u jikkalma u min iwassal il-messaġġi.

Hu magħruf li kemm Chris Cardona kif ukoll Keith Schembri intalbu jwieġbu xi mistoqsijiet mill-Pulizija imma safejn hu magħruf pubblikament s’issa ħadd minnhom mhu qed jiġi investigat.

Jingħad li għad baqa’ informazzjoni sensittiva x’tinkixef.

Irridu nżommu quddiem għajnejna li Daphne kienet stħarrġet u kitbet dwar il-każijiet ta’ korruzzjoni ewlenin fil-pajjiż tul dawn l-aħħar snin, li minnhom ma kellniex ftit. L-atturi xi drabi huma l-istess. Din il-ġimgħa kellna iktar informazzjoni fuq każ kbir. Hu il-kaz tal-Montenegro li stħarrġet it-Times u li minnu irriżulta li 17 Black ta’ Yorgen Fenech daħħlet madwar ħames miljun euro minn fuq dahar l-Enemalta. Min hemm sħab ma Fenech fis-17 Black u s’issa ma jidhirx?

Ix-xhieda fil-Qorti fil-kaz tal-assassinju qed jindikaw il-possibilità li hemm iżjed minn moħħ wiehed wara dan il-qtil. Yorgen Fenech ilu jinsisti li mhux hu l-moħħ iżda li hemm xi ħaddieħor li hu aqwa minnu.

Ma nagħmlux mod li dawn l-idejn moħbija wara l-qtil għandhom interess ukoll fil-qliegħ mill-Montenegro fejn spiċċa jidher Yorgen Fenech għal darba oħra għalihom hux?

Min qed jiġbed l-ispag f’dan kollu? Meta l-Pulizija jagħmlu investigazzjoni iktar fil-fond forsi jkollna ħjiel. Imma ma jiddependix biss minnhom. Jiddependi ukoll minn min s’issa għadu qiegħed jerfa’ l-piz waħdu u jostor lil ħaddieħor.

Il-kobba hi mħabbla sewwa. L-iskandli wieħed wara l-ieħor ilhom jakkumulaw. Dwar uħud minnhom ma sar xejn u dwar oħrajn tapari sar xi ħaġa. F’dan kollu hemm rwol fundamentali għall-ġurnaliżmu investigattiv li b’responsabbiltà jgħarbel u jfittex il-konnessjonijiet bejn in-numru dejjem jikber ta’ skandli. Il-qtil biex isikket lil min jinvestiga mhuwiex biss delitt kontra l-persuna imma hu ukoll delitt kontra d-demokrazija. Għax l-istampa libera li ma tibżax hi pilastru ewlieni tad-demokrazija tagħna.

L-istess idejn jidhru repetutament. Min hemm mistoħbi warajhom? Min qed jiġbed l-ispag Delimara, il-Montenegro u lura sal-Bidnija?

Malta: b’politika diżonesta dwar il-klima

Stimi dwar kemm jista’ jogħla l-livell tal-baħar, b’mod globali kif ukoll fl-Ewropa, ivarjaw skond kif wieħed iqis ir-rata tad-dewbien tas-silġ akkumulat fil-poli kif ukoll fi Greenland. Il-mod kif nilqgħu għall-emissjonijiet tal-karbonju ukoll għandu impatt fuq dawn l-istimi. Dawn l-istimi fil-fatt ivarjaw minn żieda ta’ 34 ċentimetru sa żieda ta’ 172 ċentimetru sa tmiem dan is-seklu. Imma jekk l-emissjonijiet tal-karbonju jkunu indirizzati b’politika iffukata u effettiva, din iż-żieda tista’ tkun waħda iżgħar.

Minkejja dan, ħadd ma qiegħed f’posizzjoni li jantiċpa jekk din iż-żieda fil-livell tal-baħar tkunx waħda gradwali inkella jekk din isseħħx f’daqqa. Hemm iżda l-biża’ li l-gravità tas-sitwazzjoni tista’ taċċellera avolja il-jekk u l-meta ħadd ma jaf. Din hi xi ħaga ġdida għal kulħadd!

Kull żieda fil-livell tal-baħar, kemm jekk isseħħ b’mod gradwali kif ukoll jekk isseħħ f’daqqa, ikollha impatt fuq il-kosta u b’mod partikolari fuq l-infrastruttura żviluppata tul iż-żmien. Din l-infrastruttura hi primarjament waħda turistika imma tinkludi ukoll żvilupp residenzjali li xi drabi jasal sax-xifer, sal-baħar: kemm bl-approvazzjoni tal-awtoritajiet u anke xi minndaqqiet mingħajrha!

Il-ħsara potenzjali għall-infrastruttura kostali hi kwistjoni li għandha tħassibna. Din diġà sofriet ħsarat diversi minħabba il-maltemp qalil li żied fil-frekwenza u l-intensità tul dawn l-aħħar snin. L-impatt ta’ żieda fil-livell tal-baħar bla dubju ser joħloq tibdil kbir tul il-kosta kollha tal-gżejjer Maltin. L-istorja tgħallimna. Nhar it-Tnejn 28 ta’ Diċembru 1908 fil-5.20 ta’ fil-għodu Messina fi Sqallija ġarrbet wieħed mill-iktar terrimoti qliel li qatt kien hawn fl-Ewropa, b’qawwa mkejla ta’ 7.5 fuq l-iskala Richter. Immedjatament, inħoloq tsunami b’mewġ għoli sa 9 metri. Madwar sagħtejn wara, fit-7.45 ta’ fil-għodu dan it-tsunami, ftit immansat, wasal fil-gżejjer Maltin.

Diversi gazzetti Maltin ta’ dak iż-żmien irrappurtaw li l-lokalitajiet mal-kosta viċin il-livell tal-baħar kienu mgħarrqa fl-ilma mit-7.45 ta’ fil-għodu għax b’effett taz-tsunami l-baħar tela’ l-art. Dan baqa’ sal-4.00 ta’ waranofsinnhar meta l-baħar reġa’ ikkalma u rritorna lejn il-livelli normali tiegħu! Herbert Ganado, f’l-ewwel volum ta’ Rajt Malta Tinbidel jgħid li residenzi u ħwienet tul il-kosta ta’ tas-Sliema, l-iMsida u tal-Pietà kienu mgħarrqa f’tebqa’ t’għajn għax daħlilhom kwantità ta’ ilma fis-sular terran. Bħala medja l-baħar għola madwar erba’ piedi : 1.20 metri. Fil-Port il-Kbir, imma, ma ġara xejn għax kien imħares mill-breakwater, li l-bini tiegħu kien ġie ffinalizzat madwar sentejn qabel, fis-sena 1906.

Żieda fil-livell tal-baħar bħala riżultat tat-tibdil fil-klima tkun tfisser repetizzjoni tal-impatti taz-tsunami tal-1908 mifruxa iktar u fuq bażi permanenti. Il-lokalitajiet Maltin tul il-kosta li qegħdin viċin tal-livell tal-baħar jispiċċaw b’mod permanenti fl-ilma baħar. Dan ikun jinkludi r-ramliet kollha u żoni kummerċjali u residenzjali fl-Għadira, ix-Xemxija, is-Salini, l-Gzira, l-iMsida, tas-Sliema, Ta’ Xbiex, Tal-Pietà, il-Marsa, Marsaxlokk, Marsaskala, Birzebbuġa, ix-Xlendi, u Marsalforn. L-impatti jistgħu jinħassu iktar il-ġewwa mill-kosta ukoll, f’lokalitajiet li huma f’livell tal-baħar bħal Ħal-Qormi u allura jeffettwa l-inħawi kollha mix-xatt tal-Marsa sa Ħal-Qormi b’dik li hi magħrufa bħala l-Marsa tal-Inġliżi b’kollox. Dan jeffettwa ukoll l-investiment fl-infrastruttura sportiva.

Li jogħla l-livell tal-baħar issa hu inevitabbli. Imma b’ħidma bil-għaqal għad hemm ċans li nnaqqsu kemm dan jogħla. Dan jista’ jseħħ kemm-il darba nieħdu passi biex innaqqsu l-emmissjonijiet tal-karbonju u allura inkunu qed nagħtu kontribut biex iż-żieda fit-temperatura globali tkun l-inqas possibli.

Fis-summit ta’ Pariġi, Malta, flimkien mal-bqija tal-pajjiżi, wegħdet li tieħu azzjoni konkreta biex ikun possibli li jonqsu l-impatti fuq il-klima. Però anke jekk il-wegħdiet kollha li saru f’Pariġi jkunu onorati, hu ċar li għadna l-bogħod ħafna milli nilħqu l-mira miftehma li ma naqbżux iż-żieda ta’ żewġ gradi Celsius fit-temperatura. Hu meħtieġ ħafna iktar mingħand kulħadd. Hemm bżonn mhux biss iktar azzjoni konkreta imma ukoll politika koerenti u konsistenti.

Il-politika ta’ Malta dwar il-klima, imma, hi waħda diżonesta. Nuru wiċċ b’ieħor kontinwament. Min-naħa l-waħda l-Gvern Malti jwiegħed li jaġixxi biex ikun possibli li nindirizzaw il-klima. Imma fl-istess ħin jibqa’ għaddej bi proġetti infrastrutturali li jinkoraġixxu iktar karozzi fit-toroq u allura iktar emissjonijiet. L-emissjonijiet tal-karozzi jikkompetu ma dawk li joriġinaw mill-ġenerazzjoni tal-elettriku.

Hemm bżonn li ndaħħlu ftit sens u konsistenza fil-politika ta’ Malta dwar il-klima. Għax sakemm nibqgħu inkonsitenti kullma qed nagħmlu hu li qed ngħinu biex ikompli jitħaffar il-qabar tagħna.

Malta: a double-faced climate change policy

Estimates for sea-level rise, both globally as well as in Europe, vary depending on the assumptions made as to the rate at which ice at the polar caps and Greenland is melting.

The carbon emission-mitigation policy scenario also has a direct bearing on these estimates. These estimates range between a 34- and 172-centimetres potential sea-level rise by the end of the current century. Lower emissions together with a focused mitigation policy may restrict sea-level rise towards the lower end of the range.

However, notwithstanding, no one is in a position to predict as to whether such a sea-level rise will be gradual or sudden. It is however feared that once a tipping point is reached changes may occur at a much faster pace than anticipated. We all are on a learning curve on this!

Any sea-level rise, gradual or sudden, will have an impact on our coastline and in particular on the infrastructure developed over the years along the coast. This infrastructure is primarily of a touristic nature but it also includes residential development at times built along the water’s edge with or without the acquiescence of the planning authorities.

There is nothing to worry about if the sea-level rise wipes out abusive development. When one considers the potential impact on coastal infrastructure that is, however, a different kettle of fish.

The coastal infrastructure is already battered by the ever-frequent storms. The impact of a sea-level rise will without any doubt redraw the coastal map of the Maltese islands.

Let us have a look at our history books. At 5.20am of Monday 28 December 1908, Messina in neighbouring Sicily experienced one of the most powerful earthquakes to ever hit Europe, measuring 7.5 on the Richter scale. Immediately, a tsunami generating waves as high as 9 metres was unleashed. Just over two hours later, at 7.45am, the tsunami, slightly tamed, reached the Maltese Islands.

Various local newspapers of the time reported that low-lying areas were flooded from 7.45am until around 4.00pm when the sea receded back to its “normal level”. Herbert Ganado, in his Rajt Malta Tinbidel (Volume 1, page 37) states that residences and shops along the coast in Sliema, Msida, and Pietà were suddenly flooded. The average sea-level rise was 1.20 metres. The Grand Harbour was spared as it was protected by the breakwater, whose construction had been finalised a couple of years earlier.

A sea-level rise as a result of climate change would repeat the Malta impacts of the 1908 tsunami on a permanent basis. The low-lying parts of the Maltese coastline would then be permanently underwater. This would include all sandy beaches and the residential/commercial areas at l-Għadira, Xemxija, Salini, Gzira, Msida, Sliema, Ta’ Xbiex, Pietà, Marsa, Marsaxlokk, Marsaskala, Birzebbuga, Xlendi, and Marsalforn. Impacts could also move towards the inland low-lying areas such as Qormi.

Sea-level rise is inevitable. It is only its extent which can be reduced. This can happen if we take appropriate action which reduces carbon emissions and hence contributes to nudging the temperature increase towards the least possible.

At the Paris Climate Summit, together with all other countries, Malta made pledges to take action to lay the foundations for reducing climate impacts. If all the pledges made at Paris are honoured, however, we will still be very far off from achieving the target of not exceeding a two-degree Celsius temperature rise. Much more is required.

Malta’s climate related policies are double faced. On one hand the Malta government pledges action to address climate change. Simultaneously it proceeds with road infrastructural projects which encourage cars on our roads. Car emissions compete with power generation emissions as Malta’s major contributor to climate change. Is it not about time that we bring our own house in order? We are digging our own grave with a double-faced climate policy.

EIA dwar il-pipeline tal-gass: konsultazzjoni pubblika bdiet illum!

 

Illum il-Ħadd fetħet il-konsultazzjoni pubblika dwar il-pipeline tal-gass bejn Malta u Sqallija: bejn Delimara u Gela.

Din il-konsultazzjoni hi dwar l-istudju dwar l-impatt ambjentali. Hemm ċans xahar, jiġifieri sal-15 t’April 2020.

Fid-dawl tal-kriżi attwali kkawżata mill-pandemija tal-Coronavirus, wieħed bil-sors jiddubita x’rieda tajba hemm ta’ parti tal-Awtorità tal-Ambjent u r-Riżorsi li qed tikkoordina l-konsultazzjoni.

X’sens jagħmel li bħalissa jingħata bidu għal din il-konsultazzjoni pubblika?

Tniġġiż tal-arja fil-portijiet

Il-kwalità tal-arja fil-portijiet tagħna hi ta’ tħassib kbir. Niddependu minnha biex nieħdu n-nifs. Ir-residenti fil-lokalitajiet madwar il-portijiet qed isiru iktar konxji ta’ dan u jinsistu b’qawwa li tittieħed azzjoni. Ilkoll huma mħassbin miż-żieda astronomika fil-mard respiratorju madwarhom u fil-pajjiż kollu.

Madwar sena ilu l-għaqda ambjentali Maltija Birdlife flimkien ma’ esperti minn għaqda ambjentali Ġermaniża ħadet sehem f’eserċizzju li fih tkejlet il-kwalità tal-arja. Il-kampjuni tal-arja li nġabru minn madwar il-Port il-Kbir kienu jindikaw presenza għolja ta’ trab fin, li ħafna drabi jispiċċa fil-pulmun tagħna.

Il-Port il-Kbir hu ċentru ta’ attività marittima. Jinkludi terminal tal-cruise liners li tul dawn l-aħħar ħames snin kellu medja ta’ 300 cruise liner fis-sena li ġie Malta.

Il-Cruise liners jużaw ħafna elettriku.

Il-grupp ambjentali T & E (Transport and Environment) f’ rapport li kien ħareġ u li kien hemm referenza għalih fil-media lokali, kien qal li l-emmissjonijiet tal-kubrit mill-cruise liners li żaru Malta żdiedu biex fl-2017 kienu madwar 148 darba tal-emissjonijiet tal-kubrit mill-karozzi karozzi kollha fil-gżejjer Maltin dakinnhar. Din il-konklużjoni kienu waslu għaliha meta studjaw informazzjoni li kisbu mis-satelliti.

L-istazzjon televiżiv Ingliż Channel 4, f’rapport investigattiv li xandar madwar sentejn ilu li kien jiffoka fuq il-linja tal-cruise liners P & O kien ikkonkluda li t-tniġġiż li joħloq cruise liner li jġorr madwar 2,000 passiġġier matul kull ġurnata li jopera kien ekwivalenti għat-tniġġiż ta’ miljun karozza kuljum. Dawn il-vapuri l-kbar jagħmlu użu mill-heavy fuel oil, żejt li kif smajna ħafna drabi tul is-snin iħammeġ ħafna. Fost oħajn fih ammont għoli ta’ kubrit – madwar 3,500 darba daqs kemm hemm fil-fuel li jintuża għall-karozzi.

Jista’ jkun hemm nuqqas ta’ qbil fuq iċ-ċifri eżatti tal-emissjonijiet minn dawn il-vapuri. Ħadd iżda ma jkkontesta li dawn huma sostanzjali.

Il-komunità internazzjonali tfittex kontinwament li tirregola dak li jseħħ fl-ibħra internazzjonali. Aħna, iżda, bħala pajjiż għandna noqgħodu ferm iktar attenti għal dak li qed jiġri fil-portijiet u l-ibħra tagħna. L-emissjonijiet, b’mod partikolari dawk ta’ trab fin minn vapuri fil-portijiet u l-ibħra Maltin għandhom impatt dirett fuq il-komunitajiet residenzjali li jgħixu fil-madwar. Dan jgħodd b’mod partikolari għall-lokalitajiet fil-Port il-Kbir kif ukoll għal dawk fill-Bajja ta’ Marsaxlokk.

Hemm żewġ materji partikolari li għandhom jingħataw prijorità. L-ewwel nett hemm ħtieġa li l-awtoritajiet regolatorji Maltin jinfurzaw b’mod strett ir-regoli ta’ l-Unjoni Ewropea li jobbligaw lill-operaturi tal-vapuri li fil-portijiet juzaw zjut li jniġġsu inqas u b’mod partikolari li dawn ikollhom kontenut baxx ta’ kubrit. It-tieni miżura meħtieġa hi dwar it-titjib fl-infrastruttura tal-portijiet tagħna biex ikun possibli illi l-vapuri li jidħlu fil-portijiet tagħna jagħmlu użu minn elettriku ġġenerat fuq l-art u b’hekk ikun possibli illi jintfew il-ġeneraturi tal-elettriku fuq il-vapuri. Miżura ta’ din ix-xorta telimina t-tniġġiż tal-vapuri fil-portijiet tagħna minn dak il-mument li jitfew il-ġeneraturi.

F’Malta diġa saru tal-inqas żewġ studji dwar l-implikazzjonijiet kemm-il darba l-vapuri li jżuru Malta jkollhom jagħmlu użu minn elettriku ġġenerat fuq l-art. L-ewwel studju kien sar fuq talba ta’ Transport Malta u kien konkluż fl- 2014 filwaqt li t-tieni wieħed, li kienkonkluż fl-2018 kien ġie kkummissjonat mill-management tat-Terminal tal-Port Ħieles. Iż-żewġ studji kkonkludew illi kemm-il darba l-vapuri li jżuru Malta jibdew jagħmlu użu minn elettriku ġġenerat mill-art, meta jkunu fil-portijiet tagħna, ikun hemm titjib sostanzjali fil-kwalità tal-arja fl-istess portijiet u fil-lokalitajiet kollha li jmissu magħhom. Ir-rapporti jikkonkludu ukoll li dwar jekk dan jaqbilx ekonomikament jew le, fl-aħħar jiddependi fuq kif jaġixxu l-kompetituri tagħna!

Irridu nistaqsu mistoqsija waħda ċara: jagħmel sens li ninkoraġixxu u niddependu fuq ħidma ekonomika li tagħmel ħsara lil saħhitna?

It-tweġiba għal din il-mistoqsija hi ovvjament le. Il-portijiet tagħna huma riżors prezzjuz li għandna nużawh biex intejbu l-kwalità tal-ħajja tal-kommunitajiet madwar il-kosta.

Air Pollution in our ports

The quality of the air we breath in our major ports is worrying. More residents in the areas around our ports are aware of this and are demanding action: they are all worried by the astronomic increases in the incidence of respiratory illnesses.

Around 12 months ago Maltese eNGO Birdlife carried out an air quality measurement exercise with the support of German experts from the German eNGO Nature and Biodiversity Union (NABU). Air samples taken from the Grand Harbour area indicted the presence of a high level of microscopic particulate matter, which ends up in our lungs.

The Grand Harbour is a hub of shipping activity and also includes a cruise liner terminal which, during the last five years, has had an average annual call rate of over 300 cruise liners.

Cruise liners make use of a large amount of electricity.  In a report covered in the local media, the campaign group T & E (Transport and Environment) said that sulphur emissions from cruise liners visiting Malta in 2017 were around 148 times as much as those emitted from the entire car fleet on the islands. This conclusion was reached after analysing satellite data.

In an investigative report it carried out two years ago focused on the P & O cruise liner company, the UK Television Channel 4 concluded that a cruise liner carrying around two thousand passengers had a daily pollution equivalent to one million cars. Large ships run on heavy fuel oil, which contains 3.5% sulphur – 3,500 times what is permitted in road fuel. There may be a lack of agreement on the exact figures for emissions from the shipping industry, but no one contests that they are substantial.

The international community continuously deals with what happens on the high seas. We can, however, deal more appropriately with what goes on in our ports. Particulate emissions in our ports by the shipping industry has a direct bearing on the residential communities surrounding our ports, notably Grand Harbour and Marsaxlokk Bay.

There are two specific issues which need to be prioritised. The first is for the regulatory authorities to ensure that EU legislation on restricting fuel use to the low sulphur type is observed. The second concerns the need to focus on infrastructural improvements in our ports to facilitate supplying the shipping industry with shore-based electricity, as a result ensuring that the ships’ generators – and consequently the resulting emissions to air –  stops when the ship berthed.

Two studies have already been carried out in Malta on the implications of a shore-to-ship electricity supply for the shipping industry. The first, which was completed in 2014, was carried out by Transport Malta and the second, carried out on behalf of the Malta Freeport Terminals, was completed in 2018. Both studies came to the conclusion that if the shipping industry changed to shore-side electricity there would be a substantial improvement in air quality in our ports. The issue of feasibility, however, is substantially dependent on what our competitors decide!

Does it make sense to keep encouraging economic activity that harms our health? The answer to this question is a definite “no”. Our ports are a most precious natural resource that we should use to enhance the quality of life of our coastal communities.

L-aħdar: sens komun ambjentali

Iktar minn sentejn ilu, nhar l-20 ta’ Marzu 2017, il-Kunsill Eżekuttiv tal-Awtorità tal-Ippjanar irrifjuta applikazzjoni għal kontroll tal-iżvilupp intenzjonata biex tistabilixxi x’jista’ jinbena fuq art f’ Ta’ Durumblat il-Mosta, b’kejl ta’ 38,600 metru kwadru.

Ma kienitx sorpriża meta iktar kmieni din il-ġimgħa din l-applikazzjoni reġgħet tfaċċat fil-forma ta’ applikazzjoni ġdida fuq art ftit ikbar fid-daqs, din id-darba 40,500 metru kwadru. Il-proposta hi biex iż-żona kollha tkun żviluppata f’waħda residenzjali b’binjiet ta’ erba’ sulari, b’waħda minnhom parzjalment taħt il-livell tat-triq.

Il-ġlieda biex inħarsu l-ambjent jeħtieġ li nġedduha kuljum billi l-forzi tar-rebgħa qegħdin f’posizzjoni b’saħħitha li jibqgħu jippruvaw sakemm iġibuha żewġ.

Għadna taħt l-effett tal-eżerċizzju ta’ razzjonalizzazzjioni li kien implimentat taħt id-direzzjoni tal-ex Ministru tal-Ambjent tal-PN George Pullicino bir-riżultat li madwar żewġ miljun metru kwadru ta’ art barra miz-zona tal-iżvilupp (ODZ) ingħataw għall-iżvilupp. Dakinnhar, fl-2006, l-Opposizzjoni Laburista kienet ivvutat kontra din l-inizjattiva, imma hekk kif ħadet is-setgħa, konvenjentement insiet kollox. Huwa biss issa li bosta qed jirrealizzaw kemm hi kbira l-ħsara ambjentali li ser tkun ikkawżata minn dan l-eżerċizzju ta’ razzjonalizzazzjoni. Sfortunatament, ir-rimedji possibli għal din il-ħsara huma limitati. Is-sitwazzjoni hi agħar minħabba li l-Gvern, bi strateġija ċara ma jaġixxix. Għax hu konvenjenti li jistax jwaħħal fil-Gvern ta’ qablu għal din il-mandra.

Il-punt hu li ma għandna l-ebda ħtieġa ta’żvilupp massiċċ fuq art verġni, bil-konsegwenza li tisparixxi iktar art agrikola fil-periferija taż-żoni urbani tagħna, bil-possibiltà li jingħaqdu fiżikament il-lokalitajiet. Il-mistoqsijiet li qamu sentejn ilu meta konna ffaċċjati bl-applikazzjoni oriġinali għadhom hemm, mhux imwieġba. Dawn ġew injorati mill-iżviluppaturi u dan minħabba li l-applikazzjoni l-ġdida hi identika għal dik oriġinali.

Għalfejn iridu żvilupp daqshekk intensiv? Xi studji hemm li jkejlu l-impatt tal-proposti ta’ żvilupp fuq l-infrastruttura tal-inħawi? Iż-żona li hu propost li tkun żviluppata hi sostanzjali. Zona li kien jagħmel sens li tkun pulmun aħdar għall-Mosta ser tispiċċa mibnija b’mijiet ta’ residenzi u garaxxijiet.

Meta għandna Gvern li mhux kapaċi jieħu posizzjoni ċara kontra żvilupp esaġerat, l-Awtorità tal-Ippjanar ma tantx għandha fejn tiċċaqlaq u dan billi d-deċiżjoni bażika favur l-iżvilupp esaġerat ilha li ttieħdet mill-Parlament sa mill-2006. Li baqa’ li jkun deċiż huwa n-natura tal-iżvilupp permissibli, inkluż jekk ikunx permess bini intensiv inkella bini baxx b’ħafna spazji miftuħin madwaru.

L-iżvilupp propost fil-Mosta m’huwiex sostenibbli għax ma nistgħux nibqgħu nitilfu iktar raba’ bla bżonn.

Alternattiva Demokratika hi l-uniku partit politiku li konsistentment oppona l-pjan ta’ razzjonalizzazzjoni u emfasizza l-ħsara ambjentali li dan kien ser jikkawża fil-lokalitajiet tagħna. Dawk li jridu jħaxxnu bwiethom, ovvjament jaħsbuha mod ieħor. Dawk li jiddeċiedu, min-naħa l-oħra, b’mod konsistenti injoraw l-impatti ambjentali.
Din il-problema mhix waħda limitata għall-Mosta, imma hi mifruxa ma’ Malta u Għawdex. Kelli l-opportunità li niġbed l-attenzjoni għal diversi eżempji f’lokalitajiet oħra bħall-Marsaxlokk, il-Mellieħa, Ħ’Attard, Pembroke, San Ġiljan, tas-Sliema u diversi lokalitajiet oħra, fejn ir-rgħiba tħalliet issaltan.

Din hi kampanja favur is-sens komun, għax is-sens komun ambjentali hu aħdar. Huwa d-difiża tal-ġid komuni. Il-ħarsien tar-raba’ minn żvilupp mhux neċessarju hu essenzjali għax ma nistgħux nibqgħu nitilfu iktar art fi ġlieda mar-rgħiba. Hu mod kif inqegħdu fil-prattika dak li nipprietkaw dwar l-iżvilupp sostenibbli.

Meta jkollok daqshekk politiċi jipprietkaw kemm jemmnu fil-prinċipji tal-iżvilupp sostenibbli diffiċli li wieħed jifhem kif Alternattiva Demokratika hi prattikament waħedha fuq il-front politiku li jopponi l-iżvilupp esaġerat.

Il-ħarsien tal-ambjent hu ferm iktar minn eserċizzju ta’ tindif. Huwa dejjem tajjeb li jinġabar l-iskart mormi mal-kosta jew fil-kampanja. Li topponi l-iżvilupp esaġerat huwa tindif preventiv tal-periferiji urbani tagħna. Ir-residenti jeħtieġu l-appoġġ. Imma anke huma jeħtieġ li jifhmu li jekk ser jivvutaw bħas-soltu l-affarijiet mhux ser jinbidlu.
