Il-parkeġġ fl-Isptar Mater Dei

Matul il-kampanja elettorali għall-elezzjoni ta’ mexxej tal-Partit Laburista, wieħed mill-kandidati, il-Ministru għas-Saħħa Chris Fearne,  ħabbar li dalwaqt ser jitneħħa kull ħlas għall-parkeġġ tal-isptar Mater Dei.

Mal-ewwel d-daqqa t’għajn din tidher proposta tajba u raġjonevoli. Imma meta tibda taħseb ftit fuq l-implikazzjonijiet tagħha malajr tirrealizza li l-għan aħħari ta’ din il-proposta mhux faċli li jintlaħaq. Il-problema tan-nuqqas ta’ spazju għall-parkeġġ hi ferm iktar ikkumplikata u mhux ser tissolva billi jinqata’ l-ħlas.

Dawk li jużaw il-parkeġġ fl-Isptar Mater Dei huma pazjenti li jżuru l-isptar għall-visti (out-patients), persuni li jkunu qed iżuru lill-morda f’kull ħin tal-jum, impjegati tal-isptar u ħaddiema ingaġġati fuq xogħol kuntrattwali fil-konfini tal-isptar. Ilkoll kemm huma ta’ kuljum jiffaċċjaw in-nuqqas ta’ parkeġġ, ħlief dawk li għandhom spazju riżervat għalihom tul il-ġimgħa kollha, irrispettivament minn kemm jużawh.

Dawk il-pazjenti li jżuru l-isptar Mater Dei għal vista mal-ispeċjalisti diversi huma ġeneralment fost l-iktar persuni vulnerabbli, l-iżjed minħabba l-istat ta’ saħħithom. Għaldaqstant jagħmel ħafna sens  li jkun iffaċilitat għas-servizzi tal-isptar. Iżda għalihom it-tneħħija tal-ħlas għal parkeġġ mhi ser issolvi xejn. Anzi, aktarx l-affarijiet imorru għall-agħar.

Il-problema tal-parkeġġ fl-Isptar Mater Dei ġejja minn żewġ fatturi separati u distinti minn xulxin għalkollox. L-ewwel nett hi r-riżultat tal-użu mhux daqstant effiċjenti tal-ispazju tal-parkeġġ fil-konfini tal-isptar. Il-problema, qed tiġi kkaġunata wkoll mill-fatt li fit-toroq għandna għadd esaġerat ta’ karozzi, ħafna iktar milli jifilħu t-toroq tagħna. Dan, kif jirrimarka l-Pjan Nazzjonali għat-Trasport, jaħti għalih il-fatt li fil-qasam tat-transport ma ppjanajna qatt fit-tul.

Kieku l-ispazju tal-parkeġġ fil-konfini tal-isptar Mater Dei kellu jintuża b’mod iktar effiċjenti, bla dubju l-problema kontinwa ta’ nuqqas ta’ spazju tittaffa, avolja aktarx xorta ma tissolviex għalkollox.

Mhux biex nikkunslaw, imma tajjeb niftakru li l-problema tan-nuqqas ta’ spazju għall-parkeġġ mhix limitata biss għall-isptar Mater Dei, iżda hija mifruxa mal-gżejjer Maltin kollha.

Din hi riżultat tad-dipendenza esaġerata mill-karozzi li qed ikomplu jiżdiedu jum wara l-ieħor u li allura jikkompetu għal spazji dejjem iżjed limitati.

Dwar in-numru mhux żgħir ta’ pazjenti li jżuru Mater Dei għal xi vista huwa ovvju li wieħed ma nistgħux nistennew li dawn jużaw transport alternattiv. Dan minkejja li għadd minnhom diġa jinqdew bit-transport pubbliku b’mod regolari. Bosta minnhom ikunu jeħtieġu l-għajnuna biex ikollhom aċċess adegwat. Din l-għajnuna jsibuha mingħand il-qraba u l-ħbieb bl-użu ta’ karozzi privati.

L-awtoritajiet tal-Isptar Mater Dei għandhom ifasslu pjan li jindirizza l-ħtiġijiet tat-trasport ta’ dawk kollha dipendenti mill-isptar (pjan li jissejjaħ Green Transport Plan) biex ikun identifikat l-aħjar mod kif jistgħu jintużaw il-faċilitajiet tal-parkeġġ tal-isptar. Dan għandu jindirizza mhux biss il-ħtiġijiet tal-pazjenti fis-sodod tal-isptar u tal-impjegati imma ukoll ta’ dawk kollha li jżur l-isptar f’kull ħin tal-ġurnata.

Dan il-pjan mhux biss jista’ jidentifika soluzzjonijiet prattiċi għat-titjib fl-infrastruttura tal-isptar iżda wkoll jindika l-aħjar mod kif din tista’ tintuża. F’dan ix-xenarju mbagħad it-tneħħija tal-ħlas għall-parkeġġ tkun dettall pjuttost insinifikanti.

Parking at Mater Dei Hospital

Within the context of the electoral campaign for the leadership of the Labour Party, Minister for Health Chris Fearne announced that, shortly, parking at the Mater Dei Hospital grounds will be free of charge.

At face value this is a reasonable proposal. However, when one tries to understand the implications of such a proposal it is obvious that this is easier said than done. The problem of lack of parking space is much more complex and it will not be unravelled by abolishing parking charges.

Users of Mater Dei Hospital parking are out-patients, those visiting bed-ridden patients, hospital staff and contractual workers carrying out duties within hospital grounds. All of them face a daily acute shortage of parking space, except, possibly, a small section of staff who have access to reserved parking on a 24/7 basis irrespective of the time they actually make use of it.

Mater Dei Hospital out-patients are among the most vulnerable of the Maltese population. So, it stands to reason that any measure aiming at facilitating their reasonable access to the services at Mater Dei Hospital would be most welcome. However, the availability of free-parking will not solve their parking problems. Rather, it will possibly make matters even worse than it is at present.

The parking problem at Mater Dei Hospital is the result of two separate and distinct factors. Firstly, it is the result of what is possibly an inefficient use of the available parking space within Mater Dei Hospital grounds. Secondly it is in itself a reflection of the large number of cars on our roads, which, as everyone knows, are bursting at the seams. This, as our Transport master plan points out is the result of an absence of long-term transport planning in the Maltese islands.

A more efficient use of the available parking space within the grounds of Mater Dei Hospital would undoubtedly contribute to reducing the parking problems faced by all users of the hospital, but it will most probably not solve it. At the end of the day the lack of parking space is a problem common to all sectors of Maltese society: it is an issue of over-dependence on the use of private cars with an ever-increasing number of cars competing for limited parking space.

It stands to reason that one cannot expect a number of out-patients to use alternative transport. Some already make use of public transport on a regular basis. Most would however need some form of help with their transport requirements which help is generally forthcoming from family and friends through the use of private cars.

The Hospital authorities need to draw up a Green Transport Plan covering the needs of the hospital’s stakeholders and the optimal use of the hospital facilities for this purpose. Green Transport Planning would analyse the requirements not just of the hospital’s patients and its staff: it would also project the requirements of those visiting patients.

At the end of the day the Green Transport Plan for Mater Dei Hospital would propose practical solutions in improving the hospital’s infrastructure as well as in optimising the use of its facilities. In this respect payment or non-payment for parking would be just a minor detail.

Ftit ħsibijiet wara t-traġedja f’Ġenova

Wara l-kollass tal-pont f’Ġenova hemm numru ta’ lezzjonijiet, anke għalina, mijiet ta’ kilometri ‘l bogħod mill-pont Morandi.

Minkejja li l-investigazzjonijiet uffiċjali dwar l-għaliex seħħ dan il-kollass tal-pont għadhom bil-kemm bdew, il-media Taljana diġá qed tiddiskuti dak li ġara fid-dettall. Il-pontijiet kollha fl-Italja qegħdin taħt il-lenti, b’mod partikolari dawk li hu magħruf li m’humiex f’kundizzjoni tajba u li allura jistgħu, f’qasir żmien jikkollassaw huma ukoll. Dan jassumi sinifikat ikbar meta wieħed iqis li f’dawn l-aħħar ħames snin, fl-Italja, diġa ikkollassaw seba’ pontijiet oħra, u qiesu ma ġara xejn!

Bla dubju, fost il-lezzjonijiet ewlenin, jeħtieġ nifhmu l-ħtieġa li nieħdu ħsieb u nikkuraw b’mod adegwat il-proġetti pubbliċi. Għax anke f’Malta, wara li l-proġetti pubbliċi jkunu saru, ħafna drabi ftit nagħtu kas tagħhom. Ħarsa ftit lejn il-flyover li tifforma parti mill-bypass tal-Marsa/Ħal-Qormi kif inhi illum, tkun biżżejjed, avolja kif ħabbret Infrastruttura Malta nhar il-Ġimgħa ma hemm l-ebda ħsara strutturali. Huwa biss issa li tħabbar li ser jibda programm ta’ manutenzjoni, issa li n-nies, wara l-istraġi ta’ Ġenova, bdiet tistaqsi l-mistoqsijiet. Forsi, min jaf, mil-lum il-quddiem jibda jkollna skeda regolari ta’ manutenzjoni tal-proġetti pubbliċi kollha. Forsi xi darba l-mini ta’ Santa Venera ma jibqgħux iqattru.

Hemm ukoll x’jingħad dwar il-governanza tajba fil-proġetti pubbliċi.

Deċiżjoni riċenti tal-bord li jirrevedi l-kuntratti pubblici (Public Contracts Review Board) hi ta’ tħassib kbir. L-għoti tal-kuntratt għall-bini u t-tkomplija taċ-Ċentru tas-Saħħa f’Raħal Ġdid ġie mwaqqaf wara li Public Contracts Review Board esprima dubji serji fuq kif tmexxew il-proċeduri tal-evalwazzjoni tal-offerti. Fil-fatt ġie identifikat li żewġ professjonisti (inġinier u Perit) kienu konsulenti kemm tal-Fondazzjoni tas-Servizzi Mediċi tal-Ministeru tas-Saħħa kif ukoll ta’ tnejn minn dawk li tefgħu l-offerti. Fil-fehma tiegħi huwa diffiċli ferm biex nifhem kif ħadd mill-Fondazzjoni għas-Servizzi Mediċi ma nduna b’dan il-konflitt ta’ interess. Kont nistenna xi ħaġa aħjar mill-Fondazzjoni, għax jidher li ftit li xejn qed jagħtu importanza lill-ħtieġa ta’ governanza tajba fil-ħidma tal-fondazzjoni.

Issa li l-Public Contracts Review Board ħa deċiżjoni nistenna li l-korpi professjonali li jirregolaw l-inginiera u l-periti jeżaminaw sewwa l-kaz biex jaraw x’passi għandhom jieħdu f’dak li hu ksur ta’ etika professjonali bażika.

Il-kontroll adegwat tal-materjali li jintużaw fuq is-sit ta’ kostruzzjoni hi materja oħra ta’ importanza fundamentali. Din mill-ewwel tfakkarni fl-investigazzjoni li saret dwar il-kwalitá tal-konkos użat fl-isptar Mater Dei. Anke hawn kienet responsabbli l-Fondazzjoni għas-Servizzi Mediċi. Dwar dan ma kienx hemm biss l-inkjesta li saret taħt it-tmexxija tal-Imħallef irtirat Philip Sciberras imma ukoll rapport tal-Awditur Ġenerali fuq talba tal-Ministru tal-Finanzi. Dan ir-rapport kien konkluż u ippubblikat f’Mejju li għadda.

Niftakru li l-Awditur Ġenerali fir-rapport tiegħu kien emfasizza li rriżultalu li kien hemm nuqqas kbir ta’ dokumentazzjoni dwar kull stadju tal-proġett (significant lack of documentation with respect to all stages of the project). Dan wassal lill-istess Awditur Ġenerali biex jikkonkludi li “l-inkapaċita tal-Fondazzjoni li tipprovdi l-informazzjoni bażika dwar proġett ta’ dan il-kobor ifisser falliment istituzzjonali u negliġenza grassa fl-amministrazzjoni ta’ fondi pubbliċi” (the Foundation’s inability to provide basic information relating to a project of this magnitude represents an institutional failure and gross negligence in the administration of public funds).

Min-naħa l-oħra, anke l-inkjesta immexxija mill-Imħallef irtirat Philip Sciberras identifikat nuqqasijiet kbar li dwarhom irrakkomandat li jittieħdu passi.

In partikolari qed nara quddiemi l-konklużjoni numru 5 tar-rapport Sciberras li tgħid li “in-nuqqasijiet gravi li nkixfu bir-rapporti tekniċi tal-lum jindikaw li l-konkos dgħajjef li nstab f’kull parti tas-sit hu riżultat intenzjonat ta’ azzjonijiet bi skop ta’ frodi. Il-Bord ifforma l-impressjoni ċara li l-ġrajjet li wasslu għal dan ma kienux riżultat ta’ koinċidenza, lanqas ma kienu providenzjali, imma warajhom kien hemm id moħbija li tagħti direzzjoni.” (the widespread failings uncovered by the present day technical reports indicate that the pervasive weak concrete found in the site is a result of intended fraudulent actions. Moreover the Board is left with a distinct impression that events as they transpired were not the fruit of coincidence or providence but seem to indicate an element of concertation and direction.)

Ma tantx jidher li sar wisq dwar dawn ir-rakkomandazzjonijiet. X’qed nistennew? Li jaqa’ x’imkien?

Hemm tagħlim waħda bażika minn Ġenova: in-nuqqas ta’ governanza tajba tista’ twassal ukoll għall-imwiet.

Lessons from the Genova bridge collapse

The collapse of the Morandi bridge in Genova should lead to a number of lessons which have an application hundreds of kilometres away from Genova.

Notwithstanding the fact that the official investigations into the bridge collapse have barely commenced, the media in Italy is discussing the possible causes of the collapse and whether there are any other bridges on the Italian mainland that may shortly have a similar fate. The fact that there have been some seven other bridge collapses in Italy during the past five years adds more fuel to this debate.

Among the many lessons to be learnt is the need to ensure adequate maintenance of public structures at all times. How does Malta score? Not very well, I would say. Have a look at the bridge forming part of the Marsa/Qormi flyover. It does not send out a good message even if, as stated by Infrastructure Malta on Friday, the flyover is structurally safe. The authorities in Malta have only announced the commencement of a maintenance programme for this bridge when questions began being asked as a result of the Genova tragedy.

Hopefully we will henceforth have regular maintenance schedules of all public structures and,  maybe, someday the dripping Santa Venera tunnels will be seen to permanently!

What about good governance in tenders for public projects? A recent decision by the Public Contracts Review Board is cause for concern. The award of the contract for the building and finishing of a health centre in Paola was halted by this Board after serious doubts regarding the evaluation procedure were raised. In fact, two professionals (an engineer and an architect) were identified as being simultaneously advisors of the Health Ministry’s Foundation for Medical Services as well as two of the three tenderers. It is, in my opinion, very difficult to understand how nobody at the Foundation for Medical Services was aware of this glaring conflict of interest. Good governance is apparently not the Foundation’s strong point.

Now that the Public Contracts Review Board has decided the case, I would expect that the professional bodies regulating the professionals involved take appropriate action on what is clearly a very serious breach of professional ethics.

Adequate quality control of materials used on site is another fundamental issue. The investigations regarding the quality of concrete used in the construction of the Mater Dei Hospital project comes to mind. The Foundation for Medical Services was also responsible for this project.

This issue has been dealt with not only by an inquiry led by retired judge Philip Sciberras but also by a report drawn up by the Auditor General at the request of the Finance Minister, which was concluded and published last May.

We may remember that, in the Auditor General’s report, it was emphasised that he found a “significant lack of documentation with respect to all stages of the project”. This led the Auditor General to conclude that “the Foundation’s inability to provide basic information relating to a project of this magnitude represents an institutional failure and gross negligence in the administration of public funds”.

On the other hand, the inquiry led by retired judge Philip Sciberras also identified various deficiencies in respect of which it recommended that action be taken.

I point in particular to conclusion No. 5 of the Sciberras report which states that : “the widespread failings uncovered by the present day technical reports indicates that the pervasive weak concrete found in the site is a result of intended fraudulent actions. Moreover, the Board is left with a distinct impression that events as they transpired were not the fruit of coincidence or providence but seem to indicate an element of concertation and direction.”

Apparently, not much has been done to date regarding the  implementation of the recommendations of these reports. Shall we wait for our own bridge collapse before action?

There is one basic lesson to be learnt from the Genova tragedy: a lack of good governance is a potential killer.

Ftit ħsibijiet wara l-istraġi ta’ Genova

Wara l-istraġi ta’ Genova bla dubju it-Taljani ser jippruvaw jitgħallmu l-lezzjonijiet li s’issa ma rnexxielhomx jitgħallmu, sforz amminstrazzjoni ġeneralment inkompetenti u korruzzjoni fl-għoti tal-kuntratti.

L-investigazzjoni dwar x’wassal għall-kollass tal-pont għadha fil-bidu. Il-pont ilu hemm iktar minn 50 sena u bla dubju kemm saret (jew kemm ma saritx) maintenance adegwata tul is-snin ser tkun materja fundamentali fl-investigazzjoni. Anke l-fatt li l-pont kien ilu daqstant snin, hu fattur, għax probabbilment messhom ilhom li ittieħdu passi biex il-pont jinbidel għax il-konkos tiegħu bla dubju għejja u per konsegwenza ddgħajjef wara dan is-snin kollu fl-użu.

F’dan il-kuntest ikun tajjeb li flok il-konkos ta’ Genova niftakru ftit fil-konkos ta’ Mater Dei. Dwar dan hemm mhux biss ir-rapport tal-awditur ġenerali, ppubblikat f’Mejju li għadda, imma ukoll ir-rapport tal-inkjesta immexxija mill-Imħallef irtirat Philip Sciberras.

Ikun tajjeb li niftakru li fir-rapport tal-Awditur Ġenerali kien ġie emfasizzat li kien hemm nuqqas ta’ dokumentazzjoni li hi tant essenzjali biex tingħata l-assigurazzjoni li proġett ta’ dan il-kobor sar sewwa.

Min-naħa l-oħra r-rapport tal-inkjesta immexxija minn Philip Sciberras kien identifika diversi nuqqasijiet li dwarhom irrakkomanda li jittieħdu passi.

Wara l-istraġi ta’ Genova għandna kull dritt nistaqsu: x’passi ittieħdu dwar ir-rapporti fuq il-konkos ta’ Mater Dei? Għax jekk ma jittieħdux il-passi neċessarji, dawn l-affarijiet ser jibqgħu jirrepetu ruħhom.

Some memories of my father

It is now four weeks since he passed away in the early hours of 11 June. Yet I still find myself dialling his telephone number at least twice a day to exchange some news or to ask for his opinion or advice on some matter.

Three months short of his 85th birthday, he had retired from the civil service 25 years ago after a continuous public service spanning over 40 years. I do remember most of his postings, in particular those at the Customs and the then Water Works Department. He was dedicated to his duties at the Department of Social Services where he spent more than twenty years of his public service.

He was an only child as his elder sister had died at birth. At the tender age of six he was already an orphan when he lost his father who worked as a linotype operator at the government printing press. It was in 1937, two years before the outbreak of World War II. Without a breadwinner at home and inexistent social services life was miserable.

My father was not into politics. He was of the opinion that it would have been much better had I followed in his footsteps! He told me as much in very forceful language many times, in particular on the morrow of Black Monday in October 1979 when standing in the timber balcony of our home in St Paul Street Valletta we could still observe smoke coming out from the gutted Progress Press, home to The Times and The Sunday Times for many years.

He was a civil servant of the old school who took much pride in his work. As a young boy I could observe this at close quarters whenever he took me along. As an account keeper at the Water Works Department in the 1960s he would patiently listen to and address complaints on “errors” in water and electricity bills. Later in the 1980s, he would apply his skills as a welfare officer in the different area offices of the Department of Social Services assisting the elderly and vulnerable who sought the assistance of the state.

In 1977, after taking part in a sympathy strike called by the UĦM in solidarity with bank employees he was transferred to the Bormla Area Office of the Department of Social Services. It was certainly not intended to be a pleasant experience. In fact, he used to recount how in the first weeks after his being transferred to the Bormla Social Services Area Office, various officials of the local Labour Party Club used to turn up at the office “to check” on the progress of the new welfare officer! Subsequently he was transferred to other Area Offices.

My father spent his last weeks in palliative care at the Sir Anthony Mamo Oncology Centre where he was much impressed by the dedicated service of all members of staff, without exception. My family is grateful to them all as their care and dedication ensured that his last days were bearable right to the very end. May he rest in peace.

Simon Busuttil u l-konkos ta’ Mater Dei

Dal-għodu, il-Kap tal-Opposizzjoni Simon Busuttil, ġo B’Kara, ikkummenta dwar il-Bord tal-Inkjesta li saret dwar Mater Dei.

Ikkummenta fuq il-fatt li wieħed mill-membri tal-Bord tal-Inkjesta kien Karl Cini, l-istess persuna li f’isem in-Nexia BT kien qed jieħu ħsieb it-twaqqif tal-kumpaniji fil-Panama għal Konrad Mizzi, Keith Schembri l-Kasco u oħrajn mhux magħrufa, preżentement fl-aħbarijiet.

Bla dubju l-presenza ta’ Karl Cini fuq dak il-Bord tal-Inkjesta jitfa’ dell fuq il-proċess kollu ta’ investigazzjoni dwar l-isptar Mater Dei, ħlief għall-istat tal-konkos. Għax l-istat tal-konkos huwa riżultat ta’ eżami xjentifiku fil-laboratorji mid-ditta Arup u fil-fatt Karl Cini ma kellu xejn x’jaqsam biex ġie stabilit li l-konkos kien dgħajjef.

Tajjeb li l-Kap tal-Opposizzjoni Simon Busuttil jiftakar f’dak li qal kważi sena ilu meta insista li dawk responsabbli għall-konkos dgħajjef għandhom iwieġbu għal għemilhom. Dakinnhar kien staqsa lil min kien qed jiddefendi l-Gvern ta’ Joseph Muscat. Jiġifieri mhux kontestat li l-konkos hu dgħajjef. Pero għadu mhux stabilit ċar min hu direttament responsabbli għal dan.

Tajjeb li niftakru li reċentement in-Nexia BT li f’isimha aġixxa Karl Cini, riċentment ingħataw inkarigu addattat ħafna mill-Gvern. Il-Ministru tat-Turiżmu inkarighom biex jirrappurtaw dwar il-latrini pubbliċi ta’ Malta u Għawdex. Materja li mid-dehra jifhmu sewwa fiha.

L-inċident f’Paqpaqli : il-mistoqsija li teħtieġ tweġiba

L-inċident tal-bieraħ f’”Paqpaqli għall-iStrina” hu wieħed serju ħafna.

Il-bieraħ stess Alternattiva Demokratika esprimiet is-solidarjetà mal-vittmi kollha ta’ din il-ġrajja traġika. Kienu hemmhekk biex jieħdu pjaċir u fl-istess ħin jagħtu kontribut b’risq attività ta’ solidarjetà b’risq il-Community Chest Fund.

Nawgura li l-ġenerożità tagħhom tiġi ppremjata billi joħorġu minn din il-ġrajja drammatika mingħajr konsegwenzi serji għall-bqija ta’ ħajjithom.

Hu floku ukoll li nosservaw li s-servizz tal-emerġenza fl-Isptar Mater Dei kien effettiv. Ta’ dan ħaqqu l-prosit kull min kellu sehem.

Imma tibqa’ mistoqsija iebsa li nittama li tiġi mwieġba mill-inkjesti li bdew jew li għad iridu jsiru. Meta ser nibdew nagħtu każ tal-ħarisen tas-sigurtà  (safety) bis-serjetà f’dan il-pajjiż?

Meta kważi ħadd ma jkun qed jagħti każ, nhar il-Ġimgħa 14 t’Awwissu 2015, waranofsinnhar, il-Gvern ippubblika żewġ emendi għar-regolamenti li jikkonċernaw il-bini.

Jidher li l-iskop ta’ dawn l-emendi hi li żvilupp li jsir fil-konfini tal-isptarijiet ta’ Għawdex, Mater Dei, Monte Carmeli, St Luke’s u San Vinċenż, ma jkunux jirrikjedu permess sakemm dan l-iżvilupp ikollu x’jaqsam ma kura medika.

Ir-regolamenti li ġew emendati huma tnejn: dawk imsejħa DNO, jiġifieri L-Ordni dwar in-Notifikazzjoni dwar Żvilupp, u r-regolamenti tal-EIA.

L-ewwel emendi, dawk għad-DNO jistabilixxu li żvilupp li għandu x’jaqsam ma sptarijiet hu permess mingħajr ħtieġa la ta’ applikazzjoni u l-anqas ta’ notifika.

It-tieni sett ta’ emendi għar-regolamenti tal-EIA jeżenta żvilupp fl-isptarijiet li semmejt iktar il-fuq minn EIA.

 

Dawn l-emendi saru mingħajr diskussjoni u mingħajr l-ebda konsultazzjoni nhar l-14 t’Awwissu 2015 meta bosta jkunu bil-vakanzi.

Ifissru li dak li jagħmel il-Gvern fl-isptarijiet, issa, l-MEPA m’għandha l-ebda kontroll fuqu. Il-Gvern qed jagħti lilu innifsu l-awtorita li jagħmel li jrid u b’hekk qed idawwar l-arloġġ lura għal qabel l-1992 meta għall-ewwel darba l-Gvern beda hu ukoll japplika għall-permessi tal-bini.

Mela fejn jidħlu l-isptarijiet il-Gvern qed ipoġġi lilu innifsu il-fuq mil-liġi. Għalfejn? It-tweġiba għalija hi ovvja: għandu żewġ proġetti għall-isptar t’Għawdex u St Luke’s li dwarhom wasal f’xi forma ta’ ftehim ma’ żviluppaturi barranin u dak li ftiehem irid iwettqu mingħajr ma jindaħallu ħadd.

 

 

Il-konkos f’Mater Dei : il-ħmar iwaħħal f’denbu

Qed naqra r-rapport tal-inkjesta immexxija mill-Imħallef Philip Sciberras dwar il-konkos fl-Emerġenza tal-isptar Mater Dei.

Ir-rapport fih bosta informazzjoni, imma fih in-nieqes ukoll. Dak li hu nieqes hu essenzjali biex tgħaqqad l-istampa kollha ta’ x’ġara u dwar min sar jaf xiex u meta. Peró xorta nafu ħafna iktar milli konna nafu, biżżejjed biex uħud mill-affarijiet li konna qed naħsbu li setgħu ġraw, issa nistgħu ngħidu b’ċertezza illi ġraw.

Kif diġà kelli l-opportunità li nikteb f’dawn l-aħħar ġranet, l-istorja kollha hi waħda ta’ falliment ta’ mekkaniżmi ta’ kontroll tal-kwalità tal-konkos. Fi kwalunkwè proġett ta’ dan il-kobor il-kontroll tal-kwalità tal-konkos hi kruċjali u allura ma nistax nifhem kif min mexxa l–proġett ma nvestiex iżjed f’dan il-qasam. Mhux biss fl-apparat, imma investiment ikbar f’persuni ta’ integrità bl-inkarigu li jassiguraw il-kwalità. Dawk li jassiguraw il-kwalità tal-konkos, kif rajna, huma importanti daqs l-awdituri finanzjarji!

Skanska kellha kull dmir u interess li tassigura l-kwalità u dan  bħala l-kuntrattur ewlieni. L-istess  il-Gvern li ukoll kellu kull interess, kemm direttament kif ukoll permezz tal-Fondazzjoni għas-Servizzi Mediċi illi jassigura ruħu mill-kwalità. Il-fatt li naqsu milli jassiguraw li din l-iktar parti kruċjali tal-proġett timxi fuq ir-rubini jfisser li kien hemm nuqqas ta’ serjetà kbira. Dak li qal Vince Cassar, dakinnhar Direttur Ġenerali tax-Xogħolijiet u illum Chairman tal-MEPA, hu riprodott fir-rapport tal-inkjesta, imma waqa’ fuq widnejn li donnhom ma riedux jisimgħu.

Hi stupidità li l-Gvern, prinċipalment permezz tal-Ministru Konrad Mizzi, jgħid li Simon Busuttil għandu xi responsabbiltà politika għal dak li ġara. Fl-opinjoni tiegħi r-responsabbiltà politika trid tinġarr imma mill-politiċi  li tul il-perjodu li dam jinbena l-isptar kienu responsabbli mill-proġett. Għax kull wieħed minnhom ikkontribwixxa, min ftit u min ħafna, min b’dak li seta’ għamel jew iktar b’dak li m’għamilx biex għandna din il-froġa.

Waqt li qed nixtarru dak li nkiteb fir-rapport tal-inkjesta beda ukoll jistema il-kor ikanta “mhux jien”. Għax kull min jissemma fir-rapport qed iħoss il-ħtieġa li jispjega kemm dak li għamel (jew dak li m’għamilx) seta ġie interpretat ħażin.

Matul il-ġimgħat li ġejjin l-istorja tkun iċċarata ħafna iktar milli hi s’issa, avolja ser tibqa’ l-ħtieġa tal-pubblikazzjoni ta’ rapporti oħrajn, li filwaqt li inkitbu, s’issa għadhom ma rawx id-dawl tax-xemx.

Jidher ukoll ċar ħafna li hemm numru ta’ “baqar sagri” li qed isir sforz partikolari biex ikunu protetti. Din storja li ser tibqa’ għaddejja għal xi ġimgħat sakemm il-Pulizija tiddeċiedi jekk hemmx provi biżżejjed biex tibda passi kriminali u iktar tard sakemm l-Avukat Ġenerali jagħti l-pariri tiegħu lill-Gvern.

Għax waqt li Konrad Mizzi ħabbar li dal-waqt ser issir laqgħa bejn il-Gvern u Skanska sadanittant nibqgħu nosservaw lill-ħmar iwaħħal f’denbu.
