Iż-żiemel ta’ Trojja

Il-mitoloġija Griega tgħallimna ħafna: tajjeb li kultant nagħtu ftit każ. Waħda minn dawn it-tagħlimiet  hi dwar ir-rigali: kuntant dawn ikunu rigali finta għax, xi drabi, warajhom jinħbew motivi li xejn ma jkunu sbieħ!  Tagħlima partikolari toħroġ fl-Ilijade, ir-rakkont ta’ Omeru dwar il-gwerra ta’ Trojja, rakkuntata ukoll fl-Anejadi, kapulavur tal-poeta Ruman Virgilju. 

Virgilju jagħtina l-parir biex noqgħodu attenti mill-Griegi meta dawn b’ħafna ħlewwa jiġu joffru r-rigali. L-osservazzjoni ta’  Virgilju hi referenza għaż-żiemel ta’ Trojja, żiemel tal-injam li s-suldati Griegi ħallew barra s-swar tal-Belt assedjata ta’ Trojja.

Kif nafu, moħbija f’dan iż-żiemel/rigal kien hemm suldati armati Griegi li matul il-lejl, meta fi tmiem l-assedju ta’ Trojja iddaħħal fil-belt b’ċelebrazzjoni, issarraf f’ħerba għax minnu ħargu s-suldati armati.  Dan hu t-tifsira taż-żiemel ta’ Trojja!

In-nomina xi xhur ilu ta’ George Hyzler minn Robert Abela, għan-nom tal-Gvern, biex Hyzler ikun membru tal-Qorti Ewropeja tal-Awdituri hu rigal minn dawn. Bħaż-żiemel ta’ Trojja dan kien rigal li l-Opposizzjoni kellha toqgħod attenta minnu: kien intenzjonat li jkollu effetti oħra li mal-ewwel daqqa t’għajn ma jidhrux.

Kważi kulħadd jaqbel li George Hyzler ħadem sewwa bħala Kummissarju dwar l-iStandards fil-Ħajja Pubblika. Anke l-Gvern jaqbel! Tant qabel li offrielu promozzjoni: karrotta tad-deheb li kien diffiċli li jirrifjuta. Hyzler ingħata promozzjoni biex ikun jista’ jitwarrab minn fejn kien u riżultat ta’ hekk ikun hemm xewka inqas tiġri mas-saqajn. Fil-fehma tiegħi ma hemm l-ebda mod ieħor kif tista’ tinterpreta dak li ġara.  

In-nomina ta’ Hyzler bħala membru tal-Qorti Ewropeja tal-Awdituri hi parti mill-logħba ta’ manuvri politiċi ta’ Abela. Ħafna drabi jimmanuvra b’ta’ madwaru. Permezz tan-nomina ta’ Hyzler, imma, irnexxielu jpoġġi lill-Oppożizzjoni f’posizzjoni ta’ diffikultà li Bernard Grech ma rnexxielux jinduna biha minn kmieni u allura ma rnexxielux jevita.  

L-Oppożizzjoni messa ġibdet l-attenzjoni ta’ Hyzler li kien mistenni li hu jservi t-terminu kollu li għalih inħatar bħala Kummissarju għall-Istandards fil-Ħajja Pubblika. Fiċ-ċirkustanzi politiċi tal-lum Hyzler qatt ma messu aċċetta n-nomina bħala membru tal-Qorti Ewropeja tal-Awdituri. L-iskop tan-nomina messu kien ċar anke għal min għadu jibda fil-politika! Sfortunatament donnu li kulħadd induna x’kien qed jiġri, ħlief l-Opposizzjoni.

Dan hu l-kuntest għad-dibattitu parlamentari kurrenti dwar l-emendi proposti għall-liġi dwar l-iStandards fil-Ħajja Pubblika.

Uffiċjalment l-emendi proposti kellhom l-iskop li jħollu l-problema f’każ li ż-żewġ terzi ma jintlaħqux (anti-deadlock mechanism). Meta ż-żewġ terzi meħtieġa biex jinħatar il-Kummissarju għall-Istandards fil-Ħajja Pubblika ma jintlaħqux f’żewġ votazzjonijiet konsekuttivi,  b’ġimgħa bejniethom, hu propost li minn hemm il-quddiem tkun meħtieġa  maġġoranza sempliċi biss biex tkun approvata l-ħatra.

L-emendi proposti qed ifittxu li jeliminaw oġġettiv ewlieni tal-liġi eżistenti. Dan hu li, għalkemm il-Kummissarju tal-Istandards fil-Hajja Pubblika hu approvat mill-Parlament, hu għandu jgawdi ukoll il-fiduċja tal-Opposizzjoni.  (Jeżistu liġijiet oħra li jipprovdu posizzjoni ċentrali garantita għall-Opposizzjoni: fost dawn hemm il-Presidenza tal-Kumitat Parlamentari dwar il-Kontijiet Pubbliċi kif ukoll ir-rwol ta’ Deputat Speaker.)

Li l-persuna nominata tkun persuna ta’ integrità bħalma hu Joe Azzopardi l-Prim Imħallef Emeritu, mhux biżżejjed. Il-fatt li mhux aċċettabbli għall-Opposizzjoni hu minnu innifsu raġuni suffiċjenti u valida biex ma jkunx addattat għall-ħatra, sakemm hemm raġuni valida għal din l-opposizzjoni.  Ma hemmx ħtieġa li jkun nominat mill-Opposizzjoni, imma għandu jkun persuna aċċettabbli għaliha.

Il-Gvern qal li Bernard Grech l-ewwel qabel man-nomina u mbagħad bidel fehemtu. Anke kieku dan kien minnu, dan hu irrelevanti, għax il-persuna nominata għandha tkun aċċettabbli għall-Opposizzjoni kollha u mhux biss għall-Kap tal-Opposizzjoni. Il-Grupp Parlamentari għandu kull dritt li ma jaqbilx mal-Kap tiegħu kull meta jħoss il-ħtieġa għal dan. F’partiti politiċi demokratiċi, din mhiex xi ħaġa rari li issir.

L-iskop kollu li l-ħatra tikseb l-approvazzjoni ta’ żewġ terzi hu li jinħoloq l-iktar kunsens wiesa’ possibli meta jinħatar Kummissarju għall-iStandards fil-Ħajja Pubblika. Li titneħħa din il-ħtieġa għall-kunsens iwassal biex ikun imminat il-proċess kollu.

Riżultat tal-ħtieġa ta’ żewġ terzi biex tkun approvata l-ħatra, l-Opposizzjoni m’għandiex biss is-saħħa li tkun determinanti fid-deċiżjoni: għandha ukoll l-obbligu li taġixxi b’mod responsabbli. Jiġifieri għandha l-obbligu li iġgib il-quddiem raġunijiet validi biex issostni l-posizzjoni tagħha.  Anke l-Opposizzjoni hi soġġetta għall-kontabilità.

Id-dibattitu parlamentari sadanittant qed idur mal-lewża. L-Gvern irid jikkontrolla l-proċess kollu waħdu. Dan minkejja li diġa fil-prattika jikkontrolla d-deċiżjoni finali dwar kull investigazzjoni: kemm riżultat tal-maġġoranza parlamentari kif ukoll in vista tal-komposizzjoni tal-Kumitat Parlamentari dwar l-iStandards fil-Ħajja Pubblika. Il-Partit Laburista fil-Gvern  donnu ddeċieda li m’għadux essenzjali li min jinħatar tkun persuna aċċettabbli għall-Opposizzjoni Parlamentari. Il-ħtieġa li jkun hemm kunsens qiegħed jitwarrab. Dan jimmina  l-integrità tal-proċess kollu li bih huma regolati l-iStandards fil-Ħajja Pubblika.  L-Opposizzjoni, s’issa, għadha ma spjegatx  il-għala qed topponi n-nomina tal-ħatra tal-Prim Imħallef Emeritu Joe Azzopardi. Għandha obbligu politiku li dan tagħmlu.

Kemm il-Partit Laburista kif ukoll il-PN ħadu posizzjoni intransiġenti: jew kif ngħid jien, inkella insa kollox, qed jgħidu. Flimkien qed iżarmaw dak li ħa ħafna żmien biex inbena.

Dan hu li kapaċi tagħtina sistema Parlamentari ta’ żewġ partiti!

The Trojan gift

Greek mythology conveys a multitude of lessons which we could do well to ponder on. One of them refers to gifts that mask a hidden, and generally destructive, agenda. One such lesson results from the account of the Trojan war in Homer’s Iliad and its retelling in Virgil’s masterpiece Aeneid.

Virgil advises us that we should beware of Greeks bearing gifts. Virgil’s observation is with reference to the “gift” of a wooden horse left by the Greek warriors outside the walls of the besieged city of Troy! As we know the actual hidden element attached to the Greek gift was the armed soldiers hidden within the wooden horse!

The Trojan horse was pulled within the city of Troy as part of the celebrations for the lifting of the city’s siege. When the celebrations had subsided, during the night, out came the surprise from within the wooden horse, armed Greek soldiers which devastated the city. This is the proverbial Trojan horse!

The nomination by Robert Abela of George Hyzler some months ago as a member of the European Court of Auditors is precisely one such gift of the Labour leader to the Opposition.

Most would agree that George Hyzler performed well as Commissioner for Standards in Public Life. Even government shares this view. As a result, it has gone out of its way to offer him a gilded carrot which he could not easily refuse. Hyzler was kicked upstairs as a result of his performance. In my opinion there is no other realistic way of interpreting the nomination.

Hyzler’s nomination to the European Court of Auditors is part of the Abela chess game of political manoeuvring. Generally, he moves about Labour pawns along the political chessboard. Through Hyzler’s nomination he has also succeeded in placing the Opposition in an awkward corner which, so far, Bernard Grech has proved to be incapable of avoiding.

The Opposition should have advised Hyzler that he ought to serve his full term as Commissioner for Standards in Public Life. Given the prevailing political circumstances, Hyzler should have never accepted the nomination to the European Court of Auditors. Its Trojan purpose should have been clear enough even to the most junior of political novices. Unfortunately, everyone was aware of this except, apparently, the Opposition, which was once more outmanoeuvred by Labour.

This is the essential and basic background to the current parliamentary debate on the proposed amendments to the legislation relative to the regulation of Standards in Public Life.

Officially the proposed amendments seek to introduce an anti-deadlock mechanism. Whenever the two-thirds majority required to approve the appointment of a Standards in Public Life Commissioner is not attained in two consecutive ballots, a week apart, it is being proposed that thereafter, the required threshold would be reduced to that of a simple majority.

The proposed amendments seek to eliminate a basic objective of the existing legislation, this being that the Standards Commissioner, though approved by Parliament, must enjoy the confidence of the Parliamentary Opposition. (Our laws provide other instances where the Opposition is guaranteed a central role: the Chairmanship of the Parliamentary Public Accounts Committee and the role of Deputy Speaker come to mind.)

Having a nominee of integrity, such as former Chief Justice Joseph Azzopardi, is not sufficient. The fact that he is not acceptable to the Opposition is in itself a sufficient (and valid) reason justifying his non-suitability to the post, provided a valid reason for such an objection exists. It is not required that the person be an Opposition nominee: he or she should however be a person whom the Opposition accepts.

The point made by government that Bernard Grech first accepted the nomination and then changed his view, even if correct, is irrelevant, as the proposed candidate needs to be acceptable to the Opposition as a whole and not just to its Leader. His Parliamentary Group is within its rights in over-ruling him whenever it considers that this is necessary. This is not a rare occurrence in democratic political parties!

The whole purpose of the two-thirds requirement is to have as wide a consensus as possible when appointing a Commissioner for Standards in Public Life. Removal of the broad consensus requirement undermines the whole process.

As a result of the two-thirds requirement the Opposition does not just have a major determining say: it also has the duty to act in a responsible manner. It must as a consequence have valid reasons justifying its decision. Even the Opposition is accountable.

The parliamentary debate is currently going round in circles. Government wants to control the whole process on its own. It already enjoys the final say on deciding on each and every investigation, through its parliamentary majority as well as a direct result of the composition of the parliamentary committee on Standards in Public Life. Labour has apparently decided that it is no longer essential to ensure that the eventual appointee is acceptable to the Parliamentary Opposition. It has decided to discard the consensus requirement. This will undermine the integrity of the oversight required on the regulation of Standards in Public Life. The Opposition, has, so far, not explained why it is opposing the nomination of former Chief Justice Joseph Azzopardi.

Both Labour and the PN have taken an intransigent position: my way or no way. Together they are demolishing what has been slowly developed over the years. This is what a two party system is capable of producing!

It-turiżmu wara l-pandemija

It-turiżmu kien wieħed mis-setturi li l-iktar intlaqat bħala riżultat tal-pandemija Covid-19. Tul is-snin in-numri tat-turisti li ġew iżuruna żdied kull meta tjiebet il-konnettività: min-naħa l-oħra hekk kif il-konnettività naqset u eventwalment waqfet kompletament, ġara bil-maqlub.

Iktar kmieni din il-ġimgħa bdew jaslu l-ewwel turisti fil-port u l-ajruport tagħna. Bil-mod qed terġa’ tiġi stabilita l-konnettività li twassal biex it-turiżmu jibda jirpilja bil-mod. Il-Ministru tat-Turiżmu Julia Farrugia-Portelli f’dawn il-ġranet ħabbret il-mira tal-Gvern: 700,000 turist sal-aħħar tas-sena. Iktar kmieni t-tmexxija tal-Ajruport Internazzjonali ta’ Malta kienet emfasizzat li jeħtieġ madwar sentejn biex il-wasla tal-passiġġiera tirkupra u naslu fejn konna qabel ma faqqgħet il-pandemija.

Jista’ t-turiżmu qatt jilħaq il-livelli ta’ qabel il-pandemija?

Jeżistu stimi diversi dwar il-kontribut tat-turiżmu lejn l-ekonomija. Stima minnhom tipponta lejn kontribut dirett ta’ 5 fil-mija tal-ekonomija. Imma, bħala riżultat tal-impatt fuq setturi oħra dan is-sehem jitla għal madwar 12 fil-mija. Barijiet, restoranti, ħwienet li jbiegħu bl-imnut, attivitajiet pubbliċi, l-industrija tad-divertiment u t-trasport (in partikolari l-kiri tal-karozzi) huma dipendenti fuq it-turiżmu. Setturi partikolari bħat-tagħlim tal-Ingliż u ċ-ċentri tal-għaddasa huma meqjusa bħala parti integrali mill-ekonomija turistika.

Intqal ħafna dwar l-impatt tal-pandemija fuq il-lukandi. Imma anke dawk li jipprovdu sodod turistiċi barra mil-lukandi ġarrew fuq spallejhom impatt sostanzjali avolja ftit li xejn issemmew fid-dibattitu konness mal-impatti tal-pandemija. Dan huwa settur li jinvolvi negozjanti żgħar u dawk li nirreferu għalihom bħala micro-businesses li kull wieħed minnhom jimpjega inqas minn għaxar persuni.

UNCTAD, l-Aġenzija tal-Ġnus Magħquda dwar il-Kummerċ u l-Iżvilupp, iktar kmieni din il-ġimgħa ħabbret li l-iġġammjar tat-turiżmu minħabba l-pandemija ser jiswa’ lill-industrija globali tat-turiżmu madwar $1.2 triljun . Din l-istima tista’ tirdoppja skond kif tiżviluppa t-tieni mewġa tal-pandemija.

Il-Ġamajka tista’ titlef madwar 11 fil-mija tal-Prodott Gross Domestiku, t-Tajlandja 9 fil-mija, l-Italja 5 fil-mija. Fl-Unjoni Ewropeja l-agħar impatti huma mal-kosta Mediterranja fejn l-ekonomija hi dipendenti ħafna fuq it-turiżmu. Minbarra Malta hemm l-Italja, l-Kroazja, is-Slovenja, Cipru u l-Greċja li kollha ntlaqtu sew. It-Turkija u t-Tunesija, parteċipanti Mediterranji fl-industrija turistika ukoll iġġammjaw, wara li gawdew minn żidiet sostanzjali fin-numri ta’ turisti tul is-snin.

Jagħmel sens li l-Gvern, f’dan il-waqt, permezz tal-Awtorità Maltija tat-Turiżmu, qiegħed jiffoka fuq li jġib lill-industrija tat-turiżmu lura fuq saqajha. Dan imma, mhux biżżejjed. Jeħtieġ li nibdew naħsbu dwar il-futur tal-industrija u dan billi neżaminaw fid-dettall dak li l-industrja teħtieġ li tiffaċċja fit-tul.

Fi tmiem is-sena li għaddiet, l-2019, ilħaqna in-numru ta’ 2.8 miljun turista iżuruna. Il-punt hu jekk dawn in-numri humiex sostenibbli. Dan hu argument ta’ dejjem li ilu għaddej sa minnmeta n-numri kienu ferm iżgħar. Id-dibattitu kien, u għandu jibqa’ jkun dwar jekk għandniex niffukaw iktar fuq il-kwalità milli fuq il-kwantità.

Il-miġja fostna tal-linji tal-ajru low-cost bħala parti essenzjali mill-politika tat-turiżmu illum tpoġġi emfasi ikbar fuq in-numri. Din hi għażla politika li saret u li teħtieġ li tkun eżaminata u analizzata fil-fond. L-impatti ekonomiċi għandhom jitqiesu fl-istess ħin mal-impatti ambjentali. Irridu niftakru kontinwament li t-turiżmu jiġġenera bosta impatti ambjentali.

Wasal iż-żmien li nirrealizzaw li d-dibattitu meħtieġ dwar il-futur tat-turiżmu jeħtieġ li jsir fl-isfond tal-Patt l-Aħdar: The Green Deal.

L-emissjonijiet tal-ajruplani ser ikollhom ikunu indirizzati fil-futur qarib. Hu inevitabbli li jiddaħħlu taxxi dwar dawn l-emissjonijiet (carbon taxes) fi żmien mhux il-bogħod. Jekk mhux ser jittieħdu passi immedjati dwar dawn l-emissjonijiet ser ikun ħafna iktar diffiċli, biex ma ngħidx impossibli, biex ikunu ndirizzati l-konklużjonijiet tas-Summit Klimatiku ta’ Pariġi tal-2015. Summit li Malta ħarġet tiftaħar li kienet wieħed mill-ewwel pajjiżi li rratifikatu. F’dak il-mument (jekk nibqgħu ma nieħdux passi) mhux biss it-turiżmu jaqla’ daqqa kbira oħra imma tkun il-kwalità tal-ħajja tagħna lkoll li tieħu daqqa l-isfel.

Il-gżejjer Maltin, bħall-parti l-kbira tal-gżejjer imxerrda mal-ibħra, ikunu minn tal-ewwel biex jaqilgħu ġo fihom l-impatti tat-tibdil fil-klima. Il-kosta tkun effettwat bl-għoli tal-livell tal-baħar. Tajjeb li niftakru li l-infrastruttura tat-turiżmu qegħda kważi kollha mal-kosta! Iktar ma ninjoraw dan il-fatt bażiku ikbar tkun id-daqqa li naqilgħu.

S’issa naħseb li kulħadd irrealizza kemm l-industrija tat-turiżmu hi waħda fraġli. Kull xokk li l-industrija issofri jista’ jwassal għal tnaqqis kbir fl-impiegi f’din l-industrija. It-turiżmu għadu staġjonali wisq u dan minnu innifsu jwassal għal kundizzjonijiet tax-xogħol ta’ natura prekarja.

Jeħtieġ li nippjanaw iżjed billi nħarsu il-bogħod u fuq medda twila ta’ żmien: naħsbu u nippjanaw sewwa dwar l-impatti soċjali, ambjentali u ekonomiċi ta’ kull deċiżjoni. Dan wara kollox hu l-proċess li jwassal għal żvilupp sostenibbli. Hu l-unika mod kif nistgħu nassiguraw li l-impatti negattivi tal-industrija tat-turiżmu nistgħu nindirizzawhom illum qabel għada.

Post-Covid Tourism

Tourism is understandably one of the hardest hit sectors as a result of the Covid-19 pandemic. Over the years, tourism numbers increased substantially as a result of an increased connectivity: the reverse happened the moment that connectivity was restricted or became practically inexistent.

Earlier this week saw the first arrivals at our air and seaports. Slowly, connectivity is being restored. It is expected that tourism will now start a slow recovery. Tourism Minister Julia Farrugia-Portelli is on record with a 700,000-tourist target for year end. Malta International Airport CEO had earlier opined that it will take at least two years to recover to pre-pandemic level airport movements.

Will tourism ever recover to the pre-pandemic levels?

There are various estimates of the contribution of tourism to the economy. One such estimate points at a direct contribution of around 5 percent of our economy. However, as a result of its impacts on other sectors the overall contribution rises to around 12 percent. Bars, restaurants, retail trade, events, entertainment and transport (in particular car hire), are heavily dependent on tourism. Specific sectors such as the English language school sector as well as diving are important sectors in the tourism economy.

Much has been stated on the impact of the pandemic on the hotel industry. The providers of non-hotel beds, however, have also been heavily impacted by the pandemic, but they have not featured much in the post-Covid-19 debate. This is a sector which involves a number of small-scale investors and micro-businesses each employing less than ten employees.

UNCTAD, the UN Trade and Development Agency, earlier this week stated that the four-month standstill of the tourism industry due to the pandemic Covid-19 could cost the industry around $1.2 trillion. This estimated cost could more than double, depending on the severity and spread of a second wave of the pandemic.

Jamaica could lose as much as 11 percent of its GDP, Thailand 9 percent, Italy 5 percent. In the EU, the worst impacts are along the Mediterranean coast where the economy is heavily dependent on tourism. In addition to Malta, Italy, Croatia, Slovenia, Cyprus and Greece are also heavily impacted. Turkey and Tunisia, Mediterranean players in the tourism industry have also been almost at a standstill, after experiencing a substantial expansion of their tourism industry throughout the years.

It is understandable that government through the Malta Tourism Authority is currently focused on getting tourism back on its feet. This is however not enough. We must start discussing a long-term view of the tourism industry.

At the end of 2019 the 2.8 million mark of tourists visiting the Maltese islands had been attained. The point at issue is whether this is sustainable in the long-term. This has been a perennial issue in tourism politics since the days when the numbers were much lower. The debate was and should be whether we should focus more on quality than on quantity.

The advent of low-cost carriers as an essential part of the tourism equation places more emphasis on numbers than on quality. It is a choice which may need to be analysed and revisited. Economic impacts have to be viewed concurrently with environmental impacts. We must remember that tourism has a considerable environmental impact. It is about time that the tourism debate is carried out within the parameters of the Green Deal.

Aeroplane emissions will at some point in time in the near future have to be addressed. Carbon taxes will sooner or later come into play. Unless they are addressed immediately it will be more difficult, if not practically impossible, to address the Paris Climate Change conclusions to which Malta has adhered. At that point it will not be just the tourism industry but our whole lifestyle which will be in for the chop.

The Maltese archipelago, like all islands, will bear the brunt of climate change impacts. The coastline will be severely hit by a sea level rise. It may be pertinent to remember that the coast houses practically all of the tourism infrastructure. The longer we ignore this basic fact, the more severe will the impacts be.

By now all of us are aware that Tourism is a very volatile industry: any shock will result in mass redundancies. Tourism is currently way too seasonal, and consequently it only serves to create precarious working conditions.

It is the time to plan ahead: thinking carefully of the social, environmental and economic impacts of all decisions. This is what sustainable development is, after all, about. It is the only way to ensure that the negative impacts of the tourism industry are addressed by us sooner rather than later.

€55 million down the drain

Our roads are bursting at the seams. We all agree that this is an accurate statement, but the problem is with identifying sustainable solutions addressing the issue.

Government has opted for the solution which focuses on an upgrading of the road network: widening roads, reorganising road intersections, constructing flyovers and underpasses. These solutions may reduce commuting time in the short term but they will, however, in the long term inevitably increase the number of cars on our roads, as a result making the situation even worse than it is now. This is a policy which sends one clear message: the private car is the transport policy makers’ preferred mode of transport.

This policy option is clearly unsustainable.

Malta’s transport policy makers have – time and again – failed to understand that the foundations of transport policy in Malta have to be based on the simple fact that everywhere is close by – a stone’s throw away. An efficient public transport system would solve most of our mobility needs. However, for public transport to feature more prominently in the manner we select our mobility requirements, subsidies are not enough.

After more than sixty years of neglect, the policy-makers need to take a clear stand to encourage alternatives to owning and driving a car. It is only then that public transport can take its rightful place as the leading – and preferred – provider of sustainable mobility in our islands. This could be supplemented with sea-transport, cycling and walking. As a result of fewer cars on our roads, both cycling and walking would undoubtedly become more attractive options.

From the reply to a Parliamentary Question answered earlier this month by Transport Minister Ian Borg, it results that, on the 30 April 2018 we had 377,305 vehicles on our roads. With a population estimated at 432,000 that translates to 832 vehicles per thousand people, one of the highest car ownership statistics in the world. This is not a sign of effluence but the most solid proof that the policy-makers have failed to come to grips with the real issues of sustainable mobility in a small country.

According to 2014 statistics available, Luxembourg had 661 vehicles per thousand population on its roads. This too is a very high car ownership rate, but applying it to Malta would signify that we could do with removing 75,000 cars from our roads: a 20 percent reduction. Luxembourg, having a population comparable to Malta, is also small in size as a country, with everywhere being easily within reach, even though it is approximately six times the size of Malta. Turkey, on the other hand, which is much larger in size and population when compared to Malta, has 134 cars per thousand people on its roads: a car ownership statistic which, if applied to Malta, would mean that we have an excess of 302,000 cars on our roads – 80 per cent. Rather than further developing our road network with fly-overs and under-passes we could then start planning for the transformation of most of our existing roads into recreational areas! This, of course, is wishful thinking.

However, these are the real issues that need debating. Unfortunately, there is no interest in considering the reduction of car ownership as a realistic policy solution which effectively addresses traffic congestion and consequently sustainable mobility.

Rather than a policy of upgrading our roads we need a policy of transition, that slowly nudges our behaviour from one as a result of which cars rule our roads to one where our mobility is addressed in a sustainable manner primarily through a substantially increased use of public transport. It will obviously take time to reverse a 60-year neglect – as a result of which the state in Malta abdicated its duty to offer guidance leading to the development of sustainable mobility solutions.

It is this state of affairs which earlier this week led Minister of Transport Ian Borg to launch a “Central Link project”. €55 million down the drain.

The recycled summit

The Valletta Migration Summit is over. Prime Minister Joseph Muscat has described it as a ‘historic summit’. It seems to me that it would be more accurately described as the ‘recycled summit’.

In one of the last speeches at the Summit, on Thursday morning, Senegalese President Macky Sall encapsulated in a few words the sentiments of the African side when he stated that African nations would have no need of aid if multinationals corporations active on the African continent paid their fair share of taxes and a fair price for the natural (African) resources. Of course President Sall left out an important last sentence: he avoided any reference to corrupt politicians generally in sync with these multinational corporations.

Earlier in the week had seen the 20th anniversary of the judicial killing of environmental activist Ken Saro Wiwa and his colleagues, who were executed on the orders of a secret military tribunal on the basis of trumped-up charges in Nigeria on 10 November 1995. Ken Saro Wiwa and his colleagues had  stood up in defence of the Ogoni people against Anglo-Dutch multinational Shell, who ignored one and all in its intensive corporate greed.

The conclusions of the Valletta Summit are nothing but a re-cycling of measures that have been discussed for some time: EU leaders have continued to focus on returning migrants and outsourcing problems to frontline states. This is an approach that the EU had previously attempted with Libyan dictator Gaddafi who, way back in 2010, had demanded €5 billion as his price-tag to stem the flow of immigrants across the Mediterranean. In contrast, the initial carrot dangled before African heads of state was a mere €1.8 billion. Another €3 billion was simultaneously being offered to Turkey by Frans Timmermans Vice President of the EU Commission.

Bargaining with non-EU countries in the hope of trading EU funds in return for re-admission mechanisms is not the right approach. The original EU proposal of linking funds to a take-back of immigrants who did not qualify for asylum had to be withdrawn as the African side of the Summit refused the bait.

The causes of immigration into the EU are various. They range from repression and civil war to the accumulating impacts of climate change – primarily drought and the resulting collapse of domestic agriculture. Matters are made worse as a result of tribal rivalry, as well as the absence of the strong institutions of a democratic state. Consequently, the resulting vacuum is filled by corrupt politicians who, after taking their fill from accommodating multinational corporations seek to top up their spoils through additional contributions from Brussels.

The situation is tricky for the EU as there is no one else to talk to. It is for this reason that the Action Plan tied the proposed €1.8 billion assistance to specific projects subdivided into sixteen priority areas built around five priority domains.

Will this Action Plan solve anything? It is too early to tell, as it is a long-term issue which will be implemented within a number of timeframes specified in the plan itself. The main point of contention remains the immediate short term, during which the pressures on the EU borders will keep increasing to the point that, as Donald Tusk indicated, the whole Schengen process is under threat.

In this context it is pertinent to underline that Malta has recently been spared the troubles as the flow of immigrants ending in Malta has decreased to a trickle as a result of Italy taking up all immigrants that it has intercepted or rescued in Malta’s search and rescue area. The reasons why Italy is behaving in this manner are not yet officially known: the rumour mill has it that oil exploration rights are part of the equation. Originally, Home Affairs Minister Carmelo Abela had indicated that there was some informal agreement with Italy only for him to come back and state that he had been understood.

As stated by Guy Verhofstadt, former Belgian Prime Minister and Liberal leader in the European Parliament : “The EU leaders have let us down.”

While the Valletta Summit has agreed to a reasonably detailed Action Plan which can form the basis of action in the long term, it has failed at containing the migration crisis in the short term.

Learning to use chopsticks

We have been told that it is most worrying that China could acquire a share in our energy corporation. It is worrying, we are told, due to the strategic importance of the sector.

We tend to forget that Malta has plenty of foreign investments in other strategic sectors. Another one wouldn’t change much would it?

Our only airport is run by Austrians.

Gambling has been left to  Greek Intralot.  Banking is heavily influenced by global HSBC ironically originating from Hong Kong, the tip of the Chinese mainland.

The public  transport fiasco has an Anglo-German fingerprint through Arriva.

LPG Gas is controlled by Italians through GASCO.

The Freeport is controlled by a Franco-Turkish alliance for the next 65 years. (CMA-CGM and Yildirim Group)

When its Austria, Greece, Anglo-German interests, Italian investments, Franco -Turkish controls, or global HSBC then its globalisation.

The Chinese interest is part of the same process.

Obviously the details of the memorandum of understanding signed earlier this week are not yet known. Hence a proper discussion would have to wait until such details are known. There will surely be positive and negative impacts. China stands to gain. Whether Malta’s potential gains are adequate is still to be seen as we have only been fed titbits of information.

China obviously stands to gain through establishing a stronger foothold in Malta and within the EU.  Whether it will be similarly positive for Malta is still to be seen.

Some Chinese companies are world class. They provide stiff competition to international firms such as Lahmeyer International the one time consultants to the Malta Resources Authority and to Enemalta Corporation. Some of these Chinese companies have reached the same grade in World Bank blacklists !

We have been there before.

It may turn out not to be so difficult to learn to use chopsticks after all !

Solar Energy comes free and safe

Greenpeace has accused Nicolas Sarkozy of using the newly formed Union of the Mediterranean to push forward the French agenda for nuclear power. Sarkozy, acting more like a salesman than a President, has been touring various regions, but clearly focusing on the Mediterranean, offering French nuclear technology.

In 2007, Sarkozy’s government signed agreements with nine Mediterranean and Middle Eastern countries on nuclear exports and cooperation. He is desperately trying to sell the French designed European Pressurised Reactor (EPR), the flagship of the so-called “nuclear renaissance” despite the fact that the only construction attempts of the EPR in Finland and France have been disastrous.

The Finnish Olkiluoto 3 reactor is two-and-a-half years behind schedule, and costs have doubled to just short of €5 billion. The French nuclear safety authority has shut down the French construction site at Flamanville after just six months due to chronic safety problems.

In the Mediterranean, France has expressed an interest in the construction of nuclear plants in Libya, Algeria, Morocco, Turkey, Egypt, and Tunisia.

Libya’s reactor will supply energy for the desalination of seawater from the Mediterranean Sea.

Turkey’s first nuclear reactor is planned for Akkuyu Bay near the Mediterranean port of Mersin. It is scheduled to be in operation by 2015. Akkuyu Bay is situated in an earthquake prone zone on the Mediterranean coast north of Cyprus.

The Akkuyu reactor has been in the pipeline since 1996 but has been continuously postponed due to controversy surrounding the underestimation of the earthquake risks involved. Tenders will be issued in September 2008 and French Company Areva (90 per cent State owned) will most probably be competing with American giant General Electric for the tender. Turkey is planning to construct a second nuclear power plant at Sinop on the coast of the Black Sea.

Egypt’s nuclear reactor is under construction at El Dabaa on the Mediterranean coast.

Italy, through its Minister for Economic Development Claudio Scajola, has declared itself in favour of nuclear energy. On 26 July Italian newspaper Il Sole 24 Ore reporting on Berlusconi’s joint press conference with Maltese Premier Lawrence Gonzi hinted at unofficial rumblings that Italy wants to set up nuclear reactors in Albania, Montenegro and Malta. It was only after being prodded by Alternattiva Demokratika – The Green Party that the Department of Information in Malta emerged from hibernation to deny that the matter was ever discussed between the Maltese and Italian delegations.

A Maltese delegation visits Libya: the matter of the Franco-Libyan nuclear reactor is not on the agenda. A Foreign Office official was quoted as stating that it is a non-issue, of interest only to the press.

In the meantime, in the first seven months of 2008, eight nuclear incidents have taken place on the European mainland (see box) three of them in France. Some of them are minor incidents, which could however have developed into major ones had safety precautions failed to come into operation. The French incidents are the most serious and occurred in July within a 21-day timeframe.

The French incidents have contaminated a water source and exposed 97 workers to excessive radiation from radioactive Cobalt 56. The Guardian, published in Manchester on 26 July, reported the reactions of residents living close to the Tricastin nuclear plant on the outskirts of Bolléne. “I always trusted that nuclear was totally secure. But now I wonder, have there been other accidents in the past we haven’t been told about?” In a country long accustomed to nuclear energy, which accounts for 80 per cent of all energy generated in France, this comment is significant. The nuclear leak, states Angelique Chrisafis reporting for The Guardian from Bolléne, “has shaken French trust in nuclear safety and embarrassed Nicolas Sarkozy as he crusades for a French-led world renaissance in atomic power.” The first casualty is the market for nuclear energy in the UK.

Almost concurrently with these happenings the Union of the Mediterranean has endorsed the Mediterranean Solar Plan, pushed by German Chancellor Angela Merkel. This involves making use of the sun’s energy on the Sahara Desert to generate electricity for Europe’s use. The world’s sun belt in the Sahara desert can provide a solution and an alternative to the spiralling fuel costs.

 

Alok Jha, science correspondent of The Guardian reported on 23 July that an area slightly smaller than Wales in the Saharan Desert could one day generate enough solar energy to supply all of Europe with clean energy. The project is a long term one envisaging massive investments to the tune of €450 billion. Its effectiveness however will be dependent on technological innovations that are still at an experimental stage – primarily the capacity to store electricity generated when the sun doesn’t shine. Storing solar energy is currently both expensive and inefficient. Experiments are currently underway at the Massachusetts Institute of Technology, which, if successful could lead the way to a large scale low cost use of solar energy.

In his article entitled “Solar Power from Saharan Sun could provide Europe’s electricity, says EU”, Alok Jha emphasises that harnessing the sun in the Sahara would be more effective because the sunlight there is more intense. It is estimated that photovoltaic panels installed in the Sahara could generate three times the electricity similar panels installed in Northern Europe generate. Some doubt whether this amount of electricity could be generated. In addition, when transporting electricity over large distances issues of losses would assume a greater significance.

The major costs of the project would be related to upgrading the grid networks and infrastructure in the Southern Mediterranean countries.

Would Malta feature in such a project?

Algeria is projecting the annual export of 6,000 Mega Watts of solar-power generated to Europe by 2020. The Saharan project would take longer (up to 2050) to reach its projected annual output of 100 Giga Watts.

On the other hand, the Italian nuclear project would take between 10 and 20 years to materialise (ie between 2018 and 2028), yet the Maltese government considers it expedient to consider linking Malta to the Italian electricity grid.

Other Mediterranean countries such as Portugal and Spain have invested heavily in solar technology. On 13 June, the Jerusalem Post reported the launching of an American-Israeli experimental solar technology plant in Israel’s Negev desert.

Described as the “highest performance, lowest cost thermal solar system in the world”, this technology makes use of computer-guided flat mirrors known as heliostats to track the sun and focus its rays on a boiler at the top of a 200-foot tower. The water inside the boiler turns to steam, powering a turbine and subsequently producing electricity. The project is at a final testing stage and is planned to complete full-sized facilities in California’s Mojave Desert by 2011. It is estimated that this technology could cut costs associated with solar energy by 30 to 50 per cent.

This is the technology of the future that will be available shortly and depends exclusively on the sun’s rays that are beamed in our direction free of charge. Yet, Malta’s mainstream politicians look elsewhere.

Solar energy is an area Malta could tap jointly with Libya for mutual benefit. Both countries are blessed with a bountiful sun available all year round, which, if adequately used, is sufficient for all of Malta’s and Libya’s needs.

So, who needs nuclear energy in the world’s sun belt? Solar energy comes free and it’s safe.

4 June – Krško (Slovenia): 3 cubic metres water leaked from reactor cooling system. Reactor safely shut down.

7 July – Tricastin (France): 30,000 litres of liquid containing 12 grammes of uranium per litre spilled into ground and into Gaffiere and Lauzon rivers.

11 July – Varbourg (Sweden): Fire breaks out on roof of Ringhals nuclear plant turbine facility.

18 July – Roman Sur Isere (France): Radioactive leak from buried broken pipe.

23 July – Tricastin (France): Workers exposed to radioactive particles escaping from a ruptured pipe from plant. Ninety-seven staff had to be evacuated and sent for medical tests. Seventy showed low traces of radio-elements.

29 July – Biblis (Germany): One of Germany’s 17 functioning nuclear reactors automatically shuts down after crane snagged an electric power cable outside nuclear compound.
