L-aħdar: sens komun ambjentali

Iktar minn sentejn ilu, nhar l-20 ta’ Marzu 2017, il-Kunsill Eżekuttiv tal-Awtorità tal-Ippjanar irrifjuta applikazzjoni għal kontroll tal-iżvilupp intenzjonata biex tistabilixxi x’jista’ jinbena fuq art f’ Ta’ Durumblat il-Mosta, b’kejl ta’ 38,600 metru kwadru.

Ma kienitx sorpriża meta iktar kmieni din il-ġimgħa din l-applikazzjoni reġgħet tfaċċat fil-forma ta’ applikazzjoni ġdida fuq art ftit ikbar fid-daqs, din id-darba 40,500 metru kwadru. Il-proposta hi biex iż-żona kollha tkun żviluppata f’waħda residenzjali b’binjiet ta’ erba’ sulari, b’waħda minnhom parzjalment taħt il-livell tat-triq.

Il-ġlieda biex inħarsu l-ambjent jeħtieġ li nġedduha kuljum billi l-forzi tar-rebgħa qegħdin f’posizzjoni b’saħħitha li jibqgħu jippruvaw sakemm iġibuha żewġ.

Għadna taħt l-effett tal-eżerċizzju ta’ razzjonalizzazzjioni li kien implimentat taħt id-direzzjoni tal-ex Ministru tal-Ambjent tal-PN George Pullicino bir-riżultat li madwar żewġ miljun metru kwadru ta’ art barra miz-zona tal-iżvilupp (ODZ) ingħataw għall-iżvilupp. Dakinnhar, fl-2006, l-Opposizzjoni Laburista kienet ivvutat kontra din l-inizjattiva, imma hekk kif ħadet is-setgħa, konvenjentement insiet kollox. Huwa biss issa li bosta qed jirrealizzaw kemm hi kbira l-ħsara ambjentali li ser tkun ikkawżata minn dan l-eżerċizzju ta’ razzjonalizzazzjoni. Sfortunatament, ir-rimedji possibli għal din il-ħsara huma limitati. Is-sitwazzjoni hi agħar minħabba li l-Gvern, bi strateġija ċara ma jaġixxix. Għax hu konvenjenti li jistax jwaħħal fil-Gvern ta’ qablu għal din il-mandra.

Il-punt hu li ma għandna l-ebda ħtieġa ta’żvilupp massiċċ fuq art verġni, bil-konsegwenza li tisparixxi iktar art agrikola fil-periferija taż-żoni urbani tagħna, bil-possibiltà li jingħaqdu fiżikament il-lokalitajiet. Il-mistoqsijiet li qamu sentejn ilu meta konna ffaċċjati bl-applikazzjoni oriġinali għadhom hemm, mhux imwieġba. Dawn ġew injorati mill-iżviluppaturi u dan minħabba li l-applikazzjoni l-ġdida hi identika għal dik oriġinali.

Għalfejn iridu żvilupp daqshekk intensiv? Xi studji hemm li jkejlu l-impatt tal-proposti ta’ żvilupp fuq l-infrastruttura tal-inħawi? Iż-żona li hu propost li tkun żviluppata hi sostanzjali. Zona li kien jagħmel sens li tkun pulmun aħdar għall-Mosta ser tispiċċa mibnija b’mijiet ta’ residenzi u garaxxijiet.

Meta għandna Gvern li mhux kapaċi jieħu posizzjoni ċara kontra żvilupp esaġerat, l-Awtorità tal-Ippjanar ma tantx għandha fejn tiċċaqlaq u dan billi d-deċiżjoni bażika favur l-iżvilupp esaġerat ilha li ttieħdet mill-Parlament sa mill-2006. Li baqa’ li jkun deċiż huwa n-natura tal-iżvilupp permissibli, inkluż jekk ikunx permess bini intensiv inkella bini baxx b’ħafna spazji miftuħin madwaru.

L-iżvilupp propost fil-Mosta m’huwiex sostenibbli għax ma nistgħux nibqgħu nitilfu iktar raba’ bla bżonn.

Alternattiva Demokratika hi l-uniku partit politiku li konsistentment oppona l-pjan ta’ razzjonalizzazzjoni u emfasizza l-ħsara ambjentali li dan kien ser jikkawża fil-lokalitajiet tagħna. Dawk li jridu jħaxxnu bwiethom, ovvjament jaħsbuha mod ieħor. Dawk li jiddeċiedu, min-naħa l-oħra, b’mod konsistenti injoraw l-impatti ambjentali.
Din il-problema mhix waħda limitata għall-Mosta, imma hi mifruxa ma’ Malta u Għawdex. Kelli l-opportunità li niġbed l-attenzjoni għal diversi eżempji f’lokalitajiet oħra bħall-Marsaxlokk, il-Mellieħa, Ħ’Attard, Pembroke, San Ġiljan, tas-Sliema u diversi lokalitajiet oħra, fejn ir-rgħiba tħalliet issaltan.

Din hi kampanja favur is-sens komun, għax is-sens komun ambjentali hu aħdar. Huwa d-difiża tal-ġid komuni. Il-ħarsien tar-raba’ minn żvilupp mhux neċessarju hu essenzjali għax ma nistgħux nibqgħu nitilfu iktar art fi ġlieda mar-rgħiba. Hu mod kif inqegħdu fil-prattika dak li nipprietkaw dwar l-iżvilupp sostenibbli.

Meta jkollok daqshekk politiċi jipprietkaw kemm jemmnu fil-prinċipji tal-iżvilupp sostenibbli diffiċli li wieħed jifhem kif Alternattiva Demokratika hi prattikament waħedha fuq il-front politiku li jopponi l-iżvilupp esaġerat.

Il-ħarsien tal-ambjent hu ferm iktar minn eserċizzju ta’ tindif. Huwa dejjem tajjeb li jinġabar l-iskart mormi mal-kosta jew fil-kampanja. Li topponi l-iżvilupp esaġerat huwa tindif preventiv tal-periferiji urbani tagħna. Ir-residenti jeħtieġu l-appoġġ. Imma anke huma jeħtieġ li jifhmu li jekk ser jivvutaw bħas-soltu l-affarijiet mhux ser jinbidlu.

Environmental common sense is green in colour

Over two years ago, on 20 March 2017, the Planning Authority’s Executive Council threw out a Planning Control application intended to determine the nature of permissible development in a stretch of land at Ta’ Durumblat Mosta having an area of 38,600 square metres.

It was no surprise that, earlier this week, the application was resubmitted to the Planning Authority in respect of a slightly larger area in the region of approximately 40,500 square metres. The proposal is to develop the whole site into a residential area subject to a proposed height limitation of three floors and a semi-basement.

The battle to defend our environment needs to be renewed every day, as the forces of greed are well placed to continue with their endeavours, until they succeed in gaining acceptance of their proposals.

The rationalisation exercise was carried out under the direction of former PN Environment Minister George Pullicino. It has resulted in around two million square metres of land outside the development zone (OZD) being given up for development – and the full impact is yet to be felt.

In 2006, the then Labour Opposition voted against this initiative, yet it conveniently forgot all about its stand when it was elected into office and it is only now that many are starting to realise the significant environmental impact of the rationalisation exercise. Unfortunately, the possibilities to remedy the damage in store are very limited and this limitation to act is further compounded by a government which (strategically) fails to act, as it is most convenient to be able to point fingers at your PN predecessors in government.

The point at issue is whether we need further large-scale development on virgin land, with the result of gobbling up more agricultural land on the periphery of our urban areas which will potentially merging neighbouring localities.

The queries raised two years ago – when the original application was submitted – are still unanswered. These queries have been ignored by the developers as the application that has been resubmitted is practically identical to the original one.

Why are the developers proposing so intensive a development? Do studies exist to assess the impacts which this proposal will have on the infrastructure of the area – which is substantial? Hundreds of residential units and garages will be constructed in an area when it would make more sense for it to remain as a green belt around Mosta.

Faced with a government which is reluctant to act against over-development, the Planning Authority does not have much elbow room for manoeuvre because, for all intents and purposes, the basic decision in favour of over-development has already been taken by Parliament – way back in 2006. What’s left to be decided is the nature and extent of the development. Whether, for example, the development would be intensive as proposed in the application or else low-density, such as limited to bungalows with a 25 per cent site coverage

The proposed development in Mosta is certainly not sustainable, as we cannot afford to lose more land to the current development spree.

Alternattiva Demokratika has been the only political party to continuously and consistently point out that the implementation of the rationalisation exercise will cause environmental havoc in our local communities. Those seeking to line their pockets obviously think otherwise. The decision-makers have also been consistent in ignoring environmental impacts.

This problem is not limited to Mosta but is spread all over the islands. I have had the opportunity to point out various other instances in Marsaxlokk, Mellieħa, Attard, Pembroke, St Julians, Sliema and various other areas where, once again, greed has won the day.

This is a campaign for commonsense to prevail, as environmental common sense is inevitably green in colour, in defence of the ecology and the common good. Protecting agricultural land from unnecessary development is essential as we cannot keep losing more land to greed. It is also the only practical way to implement sustainable development.

With so many political personalities proclaiming their adherence to basic principles of sustainable development, I fail to understand how Alternattiva Demokratika is practically on its own on the political front in consistently opposing over-development.

Protecting the environment entails much more than clean-ups. It is laudable to clean up the mess of rubbish accumulated along the coast or in the countryside but at this point in time campaigning against over-development is an exercise in preventively cleaning up the periphery of our urban areas. Residents need our support but they must, however, also note that if they vote as usual, they will be condemning themselves to more of the same.

Aħdar ir-risposta

(diskors li għamilt illum is-Sibt 6 t’April 2019 f’egħluq Laqgħa Ġenerali Straordinarja li approvat il-kandidati u l-Manifest Elettorali ta’ Alternattiva Demokratika għall-elezzjonijiet ta’ Mejju 2019)

Il-Manifest Elettorali li għadna kif iddiskutejna u approvajna huwa mibni fuq erba’ argumenti: l-ugwaljanza, l-ekoloġija, is-saħħa u d-demokrazija. Hija r-rabta kontinwa li nfittxu bejn il-politika ambjentali u l-politika soċjali.

Kif ngħidu fil-Manifest li għadna kif approvajna, “Biex tkompli tinbena Ewropa b’saħħitha li tiddefendi liċ-ċittadin hemm bżonn li tissaħħaħ id-demokrazija. Id-demokrazija trid titħaddem dejjem iżjed fl-istituzzjonijiet kollha, b’mod li d-deċiżjonijiet kollha li jittieħdu mhux biss ikunu trasparenti imma fuq kollox jittieħdu minn persuni eletti u politikament kontabbli. Iċ-ċittadini għandu jkunilhom possibli li jinvolvu ruħhom direttament f’dan il-proċess demokratiku.

Għal dan l-iskop, anke l-lobbying għandu jkun trasparenti, b’regoli ċari li japplikaw għal kulħadd. (hu ta’ sodisfazzjoni li illum qrajna fil-gazzetti li l-Kummissarju tal-Istandards fil-Ħajja Pubblika beda jaħdem dwar l-ewwel regoli dwar il-lobbying)

Għax mhux aċċettabbli f’soċjetà Demokratika li ma jkunx magħruf min qed jipprova jinfluwenza d-deċiżjonijiet, kif u għaliex.

Dan ma’ jgħoddx biss fl-Unjoni Ewropeja imma fuq kollox għandu jgħodd f’kull wieħed mill-istati membri.

Ir-rapporti ippubblikati dwar Malta mill-Kunsill tal-Ewropa, mill-Kummissjoni Venezja u il-GRECO (il-kumitat kontra l-korruzzjoni) lilna ma ssorpreduniex. Fihom ħafna affarijiet li mhux biss Alternattiva Demokratika ilha żmien titkellem dwarhom imma dwarhom ukoll għamilna proposti konkreti matul is-snin, inkluż fil-Manifesti Elettorali differenti.

Il-Gvern qed jipprova jiddefendi ruħu li l-kritika qed issir dwar liġijiet li saru żmien ilu li l-gvern tal-lum wiret mingħand il-gverijiet ta’qabel. Filwaqt li f’numru ta’ kazijiet dan hu minnu jibqa’ l-fatt li l-Gvern preżenti sabha komda li jibqa’ għaddej fuq dak li sab, għax hu komdu ħafna li meta tiġi dahrek mal-ħajt twaħħal f’ dawk li ġew qablek.

Ħu per eżempju l-poteri li għandu l-Prim Ministru u l-Ministru tal-Intern li jawtorizza l-intercettazzjoni tat-telekomunikazzjoni (tapping). Ma kellniex bżonn li l-GRECO jiġbdulna l-attenzjoni għaliha din. Ilna ngħiduha, kif għamilna anke fil-Manifest Elettorali tal-2017 ta’ AD. Kif jista’jkun li jibqa’ jkun il-politku li jiddeċiedi jekk jingħatax permess jew le biex isir it-tapping? Kif ser jiddeċiedi l-politiku meta jkun iffaċċjat b’talba biex ikunu investigati dawk ta’ madwaru? Dan mhux konflitt ta’ interess kbir? Hu għalhekk li ilna ngħidu li l-awtorità li jsir it-tapping għandha tingħata lill-ġudikatura li bla dubju tfittex li toqgħod attenta illi fil-ġlieda kontra l-kriminalità mhux biss titwarrab il-politika partiġjana u l-protezzjoni tal-ħbieb tal-politiku imma fuq kollox tassigura li jkun imħarsa d-drittijiet fundamentali.
Għidna ferm iktar minn hekk. Fl-2017 fil-Manifest Elettorali tkellimna ukoll fuq l-FIAU (Financial Intelligence Analysis Unit) fejn insistejna li m’għandiex tkompli tkun imexxija mill-AG (Avukat Ġenerali) u li r-rapporti tagħha m’għandhomx imorru għand il-Pulizija imma direttament għand il-Magistrat tal-Għassa. Irid ikun assigurat li r-rapporti tal-FIAU meta jaslu għand il-Pulizija ma jispiċċawx fil-bir tas-skieken imma li dawn ikunu investigati sewwa u li jittieħdu passi kull fejn jirriżulta meħtieġ.

Il-Kummissjoni Venezja u l-GRECO qalulna li istituzzjonijiet f’Malta għandna ħafna imma li dawn huwa dgħajfa. Qalu tajjeb, imma l-opinjoni pubblika f’Malta ilha konxja minn dan. Imma dan ġie injorat mill-Gvern immexxi mill-Partit Laburista. Il-PN min-naħa l-oħra, kellu jkun fl-Opposizzjoni biex jirrealizza dwar id-djgħufija tal-istituzzjonjijiet. Uħud minnhom ħoloqhom hu stess, iddiżinjati dgħajfa apposta, u dwar oħrajn sakemm inqeda għalaq għajnejh.

Huwa f’dan il-kuntest li ilna naħdmu għal dawn is-snin kollha.
Il-ħidma tagħna f’din il-kampanja elettorali b’differenza is-soltu mhiex limitat inkella iffukatan kważi esklussivament fuq il-Parlament Ewropew. Għall-ewwel darba qed niffaċċjaw l-elezzjonijiet tal-Kunsilli Lokali kollha fl-istess jum.

Ser nippreżentaw tal-inqas 9 kandidati, l-parti l-kbira minnhom żgħażagħ li qed jikkontestaw għall-ewwel darba fuq il-Mellieħa (Luke Caruana), Marsaskala (Daniel Desira), B’Kara (Anna Azzopardi), Naxxar (James Gabarretta), u Ħaż-Żebbuġ (Samwel Muscat). Għandna ukoll Irlandiż li jgħix Malta (Donal Kelly) li offra s-servizz tiegħu bħala kandidat fuq ix-Xgħajra u l-attivist ambjentali fil-Gżira (Jamie Mercieca). Ma dawn ngħodd ukoll lill-veteran tagħna fil-Kunsill Lokali ta’ H’Attard Ralph Cassar, li issa ilu jiġi elett għal snin twal – madwar għoxrin sena.

Grazzi lilkom ilkoll li qed toffru s-servizz tagħkom.

Ma dawn kollha, bħala partit iddeċidejna li għandi nikkontesta jiena ukoll fil-lokalità ta’ San Ġiljan. Għażilna din il-lokalità għax bħala partit irridu nagħtu kontribut dirett lir-residenti f’San Ġiljan li qed jiffaċċjaw problemi kbar. San Ġiljan hu fost dawk il-lokalitajiet li huma l-iktar milquta mill-iżvilupp bla rażan li bħalissa qed iħarbat il-ħajja ta’ kuljum ta’ bosta mill-Maltin.

Fiċ-ċentru tal-ħidma politika tagħna bħalissa hemm il-ħarsien tal-ambjent urban. Tul dawn il-ġimgħat dorna diversi lokalitajiet nitkellmu dwar il-kundizzjonijiet tat-toroq, dwar il-politika tat-trasport intenzjonata biex tkompli iżżid il-karozzi fit-toroq, dwar in-nuqqas ta’ aċċessibilità kif ukoll dwar it-teħid tal-ispazji pubbliċi, inkluż il-bankini, min-negozji għad-detriment tar-residenti.

F’diversi lokalitajiet, primarjament mal-kosta r-residenti ġew ridotti għal priġuniera f’darhom għax il-bankini okkupati minn imwejjed u siġġijiet li qed joħlqu diffikultajiet kbar kemm għall-aċċess tar-residenti għal djarhom kif ukoll għal servizzi bażiċi bħall-ġbir tal-iskart.

It-traskuraġni amministrattiva tul is-snin irrediet lokalità bħall-B’Kara bħala lokalità perikoluża kull meta jkollna maltempata. B’Kara għadha tiffaċċja l-għargħar kull meta jkun hawn ħalba xita, qawwija u mhux. Il-Gvernijiet repetutament fittxew li jindirizzaw l-effett u ftit li xejn saret ħidma dwar il-kawża ta’ dan kollu. Parti mhux żgħira mill-bini ta’ dan l-aħħar ħamisn sena fiħ nuqqas ta’ bjar (jew bjar ta’ qisien żgħar) bil-konsegwenza li f’kull ħalba xita miljuni ta’ litri ta’ ilma tax-xita jispiċċa fit-toroq ta’ B’Kara flok fil-bjar li suppost inbnew. Dan mhux biss hu ħtija ta’ nuqqas ta’ bjar f’B’Kara imma ukoll fil-lokalitajiet fil-madwar. F’dan is-sens B’Kara hi l-vittma ta’ amministrazzjoni pubblika inkompetenti li tul is-snin injorat ir-responsabbiltà li tara illi kull binja hi mgħammra b’bir ta’ daqs adegwat.

Hemm il-ħtieġa li nenfasizzaw iktar fuq il-ħtieġa li tkun implimentata mingħajr iktar dewmien l-istrateġija nazzjonali dwar it-trasport li teżiġi li jonqsu l-karozzi mit-toroq tagħna, primarjament għax m’għandniex bżonn din il-kwantità ta’ karozzi. Għandna bżonn investiment ikbar fit-trasport pubbliku, inkluż transport pubbliku reġjonali u lokali għax dan iservi biex inaqqas l-użu ta’ karozzi privati fit-toroq tagħna għal distanzi qosra. Irridu nirrealizzaw li 50% tal-vjaġġi li jsiru bil-karozzi privati fit-toroq Maltin isiru għal distanzi qosra li jdumu inqas minn 15-il minuta.

Fuq kollox hemm bżonn ta’ investiment ikbar fl-infrastruttura lokali, iffukata fuq il-ħtieġa li niffaċilitaw dejjem iktar l-aċċessibilità għal in jagħżel li jimxi inkella li jsuq ir-rota.

Il-kwalità tal-ambjent urban jirrifletti l-kwalità tal-ħajja tagħna. Jeffettwa l-arja tant essenzjali biex ngħixu. Jeffettwa l-ispazji pubbliċi tant essenzjali biex bħala l-pulmun tal-lokalitajiet tagħna jagħtuna in-nifs u l-ispazju fejn ngħixu.

Il-karozzi ħadulna t-toroq. In-negożji ħadulna l-bankini. Irriduhom lura. Dawn huma essenzjali għall-ħajja urbana. Huma l-ispazji pubbliċi bażiċi li flimkien mal-pjazez tagħna jimmarkaw lill-komunitajiet tagħna.

Neħtieġu toroq u bankini li jkunu aċċessibli għal kulħadd. Il-Kunsilli Lokali, għandhom ikunu fuq quddiem biex iħeġġu lill-gvern sabiex mis-€700 miljun li qed jipproġetta bħala nefqa biex jirranġa t-toroq, jitbiddlu ukoll il-bankini. Ħafna minnhom saru biex jaġevolaw il-karozzi fil-garaxxijiet bil-konsegwenza li diversi bankini spiċċaw tlajja u nżul kontinwi b’detriment għal min huwa vulnerabbli. Bl-istess mod, il-Kunsilli Lokali għandhom jaraw li l-bankini ikunu ħielsa minn ostakli li ħafna drabi iġiegħlu lir-residenti, partikolarment dawk l-iktar vulnerabbli jimxu fin-nofs tat-triq.

Għal kunsilliera f’isem Alternattiva Demokratika, din hija kwistjoni prijoritarja ta′ aċċessibilità għar-residenti kollha.

Irridu nsellmu lill-dawk il-kunsilliera kollha li tul is-snin ħarġu għonqhom b’konvinzjoni kbira biex inħarsu l-wirt storiku u l-wirt ekoliġiku ta’pajjiżna. Mhux xogħol faċli. Ħidma li f’Alternattiva Demokratika nagħmluha bla waqfien. Uħud mill-proġetti l-kbar li huma fuq l-aġenda tal-pajjiż għax-xhur u s-snin li ġejjin huma ta’ ħsara kbira. M’għandix f’moħħi biss il-mina bejn Malta u Għawdex li barra li mhiex meħtieġa ser tagħmel ħsara mhux biss lill-Għawdex fit-totalità tiegħu imma ukoll lill-agrikultura madwar in-Nadur f’ Ta’ Kenuna kif ukoll lill-Wied tal-Pwales u z-zona tal-Għerien fil-limiti tal-Mellieħa. Iktar kmieni din il-ġimgħa ippreżentajna oġġezzjini għall-bini tat-torri tat-Toyota f’Ħaż-Żebbuġ li qed ifittex li joħloq mostru ta’ 14-il sular, 11 minnhom il-fuq mit-triq f’zona li ser ikollha impatti kbar fuq ir-residenti ta’ Ħaż-Żebbuġ.

Aħna qegħdin hawn biex inservu. Ilkoll.

Qed noffru mill-ġdid is-servizz tagħna fil-Parlament Ewropew u fil-Kunsilli Lokali. Hi ħidma li ser tkun imsejsa fuq il-valuri bażiċi li fuqhom hi mibnija l-ħidma ħadra: l-għarfien ekoloġiku, il-ġustizzja soċjali, id-demokrazija parteċipattiva, n-non-vjolenza, s-sostenibilità u r-rispett lejn id-diversità.

Qegħdin nippreżentaw Manifest li jiftaħ il-bibien u t-twieqi għal żiffa li tnaddaf, għal diskussjoni li tfittex risposti għall-mistoqsijiet u teżamina s-soluzzjonijiet possibli. Irridu b’mod kontinwu nisfidaw l-istatus quo u f’dan il-proċess inneħħu l-għanqbut li hemm f’diversi irkejjen mhux biss f’Malta imma ukoll fi Brussell.

Il-politika ħadra tfisser li ma tibża’ tiddiskuti xejn.

Jekk inti tfittex u tistaqsi kif il-kwalità tal-ħajja tagħna lkoll tista′ tkun aħjar, kif għandha tonqos u eventwalment tkun eliminata l-emarġinazzjoni, kif tissaħħaħ id-demokrazija, m’għandekx wisq minn fejn tagħżel.

Pajjiżna ma jistax jibqa’ b’rasu fir-ramel: għalhekk l-aħdar hu r-risposta għall-mistoqsijiet tiegħek.

Alternattiva Demokratika hi l-unika garanzija li leħen kulħadd jinstema’ .

 

Il-Manifest Elettorali issibu hawn

Bejn prezz u valur

Kien Oscar Wilde li madwar mitt sena ilu kiteb li hawn uħud li jafu l-prezz ta’ kollox imma m’għandhomx l-iċken idea tal-valur ta’ dak li hemm madwarhom. Illum l-affarijiet huma ferm iktar soffistikati minn hekk. Għandna studji kkumplikati li janalizzaw il-benefiċċju miksub ikkomparat mal-infieq li jsir u studji dwar impatti ta’ kull xorta li bihom tista’ tipprova tiġġustifika dak li trid, dejjem sakemm tkun ippreparat biex tħallas minn imnieħrek għal dan il-privileġġ.

Illum il-ġurnata prattikament kollox hu ridott għal valur monetarju. Meta nitkellmu dwar spiża, prattikament kulħadd jifhem nefqa f’termini ta’ flus. Li titkellem dwar spiża ambjentali jew spiża soċjali donnu li hi xi ħaġa stramba, qisu diffiċli biex tinftiehem.

L-Assoċjazzjoni tal-Iżviluppaturi Maltin dejjem trid iktar. B’pariri minn xi professjonisti, inkluż eks uffiċjali anzjani tal-ippjanar, issa l-iżviluppaturi qed jippreżentaw it-talbiet tagħhom billi jilgħabuha tal-vittmi tar-regolamentazzjoni. Imma fis-sustanza t-talbiet tagħhom huma dejjem l-istess: biex jimmassimizzaw il-frott tar-rebgħa.

Kważi fl-istess ħin sirna nafu li l-Assoċjazzjoni Maltija tal-Ilma żarmat. Okkazjoni bħal din hi dejjem waħda ta’ dieqa. Imma r-realtà tibqa’ li f’Malta hawn ftit wisq attivisti ambjentali f’numru ta’ għaqdiet ambjentali li mhux wieħed żgħir. Forsi l-għaqdiet ambjentali jirrealizzaw illi l-multiplikazzjoni tagħhom ma tagħmilx ġid lill-kawża li jmexxu l-quddiem. Lanqas ma jagħmel ġid li dawn l-għaqdiet iħarsu lejn il-konsulenti tal-iżviluppaturi l-kbar huma u jfittxu tmexxija ġdida. Il-kredibilità tagħhom, naħseb, li tista’ tieħu daqqa ta’ ħarta.

Il-ħarsien tal-ambjent hu għadma iebsa. Bosta ma jirrealizzawx li l-kwalità tal-ħajja tagħna jiddependi minn din il-ħidma. Ir-riżultati tal-ħidma favur il-ħarsien tal-ambjent, jew in-nuqqas tagħha, jidhru ġeneralment fuq tul ta’ żmien, ma jidhrux malajr. Dan inevitabilment iwassal biex ma tidhirx b’mod ċar ir-rabta bejn il-kawża u l-effett u bħala  konsegwenza ma jkunx hemm biżżejjed interess f’dak li qed jiġri, sakemm ikun tard wisq.

Illum bosta qed jirrealizzaw x’inhuma l-impatti konsiderevoli tal-ezerċizzju ta’ razzjonalizzazzjoni tal-art li nieda l-Gvern immexxi minn Lawrence Gonzi fl-2006 li bħala riżultat tiegħu madwar żewġ miljun metru kwadru ta’ art madwar dawn il-gżejjer saru tajbin għall-iżvilupp mil-lum għal għada. Ftit jiftakru li l-Partit Laburista, dakinnhar, kien ħa posizzjoni kontra l-proposta ta’ razzjonalizzazzjoni u kien anke ivvota kontra tagħha fil-Parlament. Illum il-ġurnata, imma, l-Partit Laburista fil-Gvern ħalla kollox kif kien, għax, wara kollox, hu komdu li meta kkritikat tkun tista’ twaħħal f’ ta’ qablek u b’wiċċ ta’ qdusija artifiċjali tiddikjara li ma tista’ tagħmel xejn, għax sadanittant hemm min laħaq rabba’ l-ġust!

Din l-aħħar manuvra tal-Assoċjazzjoni tal-Iżviluppaturi li jilgħabuha tal-vittmi mhiex xi ħaġa ġdida. Kif spjega dak li kien Direttur tal-Ippjanar, u li illum mid-dehra hu konsulent tal-Assoċjazzjoni, l-Perit Stephen Farrugia, l-proposta tinvolvi tpartit ta’ arja f’żoni ta’ konservazzjoni urbana ma drittijiet ta’ żvilupp iktar vantaġġjuż xi mkien ieħor. Bażikament it-talba tal-Assoċjazzjoni hi biex il-membri tagħha jkunu kkumpensati għar-restrizzjonijiet fiż-żoni ta’ konservazzjoni urbana kif ukoll fil-konfront ta’ bini protett. Kif intqal f’artiklu ippubblikat iktar kmieni din il-ġimgħa mill-President tal-Assoċjazzjoni Sandro Chetcuti t-talba hi biex dak li mhux jitħallew jiżviluppaw jibqa’ għandhom bi dritt li jkun trasferit fuq art oħra fejn ma hemmx l-istess restrizzjonijiet. S’issa ma ippubblikawx dettalji imma hu ovvju li l-proposta qed tfittex li jinħolqu ammont sostanzjali ta’ drittijiet ta’ żvilupp li jkompli jżid mal-madra li diġa hawn.

L-Assoċjazzjoni bil-proposta tagħha qed tmur kontra dak li hu bażiku fl-ippjanar tal-użu tal-art għax qed tassumi b’mod żbaljat li kull sid ta’ propjetà għandu dritt ugwali biex jiżviluppa rrispettivament mil-livell ta’ protezzjoni applikabbli. Hi proposta li tfisser biss taħwid, iktar milli diġa hawn.

Knowing the price of everything but the value of nothing

It was Oscar Wilde who over 100 years ago coined the expression on “knowing the price of everything but the value of nothing”. Today matters are more sophisticated, with “cost benefit analysis” and impact studies of all sorts which seek to justify practically anything, as long as you can pay for the privilege.

Reducing everything to a monetary value seems to be the order of the day. When we speak of costs, we are only understood as having spoken about financial outlays. Environmental costs or social costs seem to be something out of this world: apparently, they are so difficult to comprehend.

The Malta Developers Association wants more. With advice from professionals, including former senior land use planning regulators, they are now sugar-coating their demands. Essentially, however they are still making the same point: they are seeking to maximise the fruits of greed.

Almost simultaneously, we get to know that the Malta Water Association has closed shop. It is always a sad day when an eNGO disbands, but the reality is that we have too few environmental activists and too many environmental organisations on this little rock. It is about time that all environmental NGOs come together, as the proliferation of eNGOs is not doing the environment lobby any good. Nor is it helpful to the environment cause to co-opt former advisors of mega-developers to lead eNGOs. Credibility may, in my view, be at stake.

Protecting the environment is a tough job because not many realise that our quality of life is dependent on it. The results of environment protection – or the lack of it – are generally only evident in the long term as they are not easily identifiable immediately. This inevitably leads to a lack of connection between cause and effect and consequently to a lack of interest in the issues which matter, until it is too late.

Today, many people are realising the considerable impacts of the rationalisation exercise on land use embarked upon by the Lawrence Gonzi administration in 2006, as a result of which around two million square metres of land spread around the Maltese islands became suitable for development overnight. Few remember that, at the time, the Labour Party had then taken a stand against the proposal, even voting against it in Parliament. Today, however, Labour leaves the rationalisation proposals in place because, when faced with rampant over-development, it is most convenient to be able to continuously shift the blame on your predecessors, sanctimoniously declaring that you cannot do anything about it, as, in the meantime, vested rights have taken root!

The latest MDA land use planning gimmick is a well-known strategy of playing the role of the victims. As explained by the former Director of Planning – now apparently a consultant to the Association, architect Stephen Farrugia – this MDA proposal will involve trading in airspaces in urban conservation areas in order to acquire more advantageous planning rights elsewhere instead. Basically, it is a request by the MDA for its members to be compensated for planning restrictions in Urban Conservation Areas as well as in respect of limitations on the potential development of protected buildings. The MDA seeks the possibility, as stated earlier in an article published this week by its President Sandro Chetcuti, to transfer the potential unused gross floor area from buildings whose development is restricted to areas where it is not. The details are not yet out but it is obvious that this proposal seeks to create a substantial amount of development rights which will further increase the unbridled development to which we have become so accustomed to.

The MRA proposal negates the very basics of land use planning as it assumes that every property owner has an equal right to develop, irrespective of the level of protection afforded to specific properties. In practise the MDA proposal will signify deregulation and the sooner it is shot down, the better.

In-Natura m’għandhiex vot

Infrastruttura Malta hi insensittiva għal dak kollu li għandu x’jaqsam mal-ekoloġija. Ittrasformat trejqiet fil-widien u madwarhom f’toroq wisgħin bl-użu ta’ volumi kbar ta’ konkos kif għamlet fil-Wied Tal-Isqof u Wied is-Sewda. Dan ser ikollu impatt negattiv konsiderevoli fuq l-ambjent rurali, fuq il-komunitajiet rurali u fuq il-pajsaġġ.
Dawn it-trejqiet li ġew ittrasformati f’toroq, issa, inevitabilment ser ikunu użati minn iktar traffiku: il-problemi tat-traffiku ser ikunu trasferiti miż-żoni urbani għall-kampanja.

Il-widien huma parti integrali mill-eko-sistema tagħna, b’rikkezzi kbar ta’ bijodiversità. In-natura, li timla kull rokna tal-kampanja tagħna hi taħt theddida kontinwa. Mhux Infrastruttura Malta biss hi responsabbli għal dan.

L-eko-sistema taħdem f’sintonia kważi perfetta, b’rabta sħiħa bejn kull fjura u jew insett u l-bqija tal-madwar. L-ekoloġija ma żżidx biss mal-kuluri tal-pajsaġġ tagħna, imma hi l-bażi essenzjali tal-ħajja innifisha. Permezz ta’ diversi organiżmi li jistkennu fil-kampanja u l-widien in-natura tipprovdi servizzi essenzjali għall-agrikultura.

In-natura mhix dekorazzjoni tajba biss għar-ritratti, videos jew pitturi. Mhix qegħda hemm biex niggustawha.

Sfortunatament qed ngħixu f’dinja li ftit li xejn tagħti kaz ta’ dak kollu li m’għandux valur espress fi flus. Din hi r-raġuni ewlenija għan-nuqqas ta’ ħafna li jifhmu u japprezzaw l-importanza tal-ekoloġija fil-ħajja ta’ kuljum. Uħud ma għandhom l-ebda idea li aħna ma ngħixux f’ekonomija imma niffurmaw parti integrali minn eko-sistema!

Fil-passat saru diversi attentati biex tiġi kkoreġuta din l-attitudni permezz ta’ studji li ippruvaw jikkwantifika il-valur ekonomiku tal-bijodiversità. Dan sar kemm fuq livell Ewropew kif ukoll minn pajjiżi individwali. Dawn l-istudji jesploraw u jippruvaw jikkwantifikaw kemm jiswa’ biex ikunu sostitwiti s-servizzi li n-natura tipprovdilna b’xejn għal erbgħa u għoxrin siegħa kuljum. L-ammont jitkejjel bil-biljuni.

Hemm ħtieġa li nifhmu li l-bniedem huwa dipendenti fuq is-servizzi li n-natura tipprovdilna l-ħin kollu bla ebda ħlas. Dawn jinkludu l-ilma, l-ħamrija u l-arja nadifa li qed isofru attakk frontali kontinwu minn dak li nsejħulu żvilupp.

Is-siġar qed jitqaċċtu biex jagħmlu l-wisgħa għall-kostruzzjoni bla rażan li għaddejja bħalissa. Dan jinkludi l-proġetti mhux meħtieġa ta’ toroq li qed iseħħu f’dan il-ħin.

Is-siġar huma rigal li tagħtina n-natura. Jagħtuna l-ossiġnu li mingħajru ma nieħdux nifs. Dan l-ossignu jipproduċuh billi jassorbu id-dijossidju tal-carbonju mill-atmosfera, u jżommu l-karbonju depositat fiz-zokk u l-friegħi tas-siġra. B’dan il-mod is-siġar jagħtuna żewġ servizzi essenzjali bla ħlas: l-ossiġnu biex nieħdu n-nifs u depożitu naturali għall-karbonju. Dawn is-servizzi huma l-alternattivi naturali għat-teknoloġija magħrufa bħala “carbon capture technology” li tiswa’ l-miljuni. In-natura tipprovdilna alternattiva u aħna din ninjorawha. Huwa servizz bla ħlas u allura mhuwiex apprezzat. It-tibdil fil-klima huwa (in-parti) riżultat ta’ diforestazzjoni fuq skala kbira, akkumulata tul is-snin.

Aħna niddependu fuq in-natura ferm iktar milli niddependu fuq l-ekonomija. Imma fil-waqt li ninkwetaw meta pajjiżna jiffaċċja żbilanċ finanzjarju, ħafna jinjoraw l-iżbilanċ ambjentali li qiegħed isir dejjem iktar agħar milli qatt kien. Li nindirizzaw dan l-iżbilanċ ambjentali huwa essenzjali qabel ma jkun tard wisq. Mhux kulħadd hu konxju li ħadd ma hu ser jagħmlilna tajjeb għal dan l-iżbilanċ. Ma hemm l-ebda bale-out għal dan l-iżbilanċ!

Għandna Ministru tal-Kabinet li hu responsabbli mill-Iżvilupp Sostenibbli. Sfortunatament, kif ngħidu, lanqas jaf x’laqtu! Bħala riżultat ta’ dan hu ovvju li hawn nuqqas ta’ strateġija ta’ sostenibilità fis-settur pubbliku kollu.

L-impatt ta’ dan kollu jinħass fit-tul. Ma jidher li hemm l-ebda għaġla, għax in-natura m’għandiex vot. Imma dawk minna li għandhom vot għandna responsabbiltà etika li naġixxu f’isimha. Dak li tagħmel Alternattiva Demokratika.

Nature has no vote

Infrastructure Malta is insensitive to all sorts of ecological issues. It has transformed country lanes in and around valleys into quasi-highways through the indiscriminate use of large volumes of concrete, which will have a considerable negative impact on the rural environment, the rural communities and on the rural landscape.

These former country lanes will inevitably now be used by more traffic, moving traffic- related problems from the urban areas into our countryside.

Valleys are an integral part of our eco-system: so rich in biodiversity. Wildlife, so abundant in our valleys and countryside, is continuously under threat as a result of this insensitivity. But Infrastructure Malta is not the only culprit.

There is an intricate inter-relationship between the different constituent parts forming our eco-system. Ecology does not just add colour to our landscapes but it is the very foundation of life itself. Nature is not just a desirable decoration to be captured on photographs, videos or paintings. Through a multitude of organisms sheltering in our valleys and the countryside, nature provides essential services to our agriculture through the provision of shelter to pollinators.

Unfortunately, we live in a world which tends to ignore non-monetary value. This is the underlying reason for the general failure to appreciate the importance of ecology in our daily lives. In fact, to some it is incomprehensible that we live in an eco-system and not in an economy! In the past, in an effort to try and remedy this myopic approach, there has been an attempt to quantify the economic value of biodiversity. Various studies have been undertaken to quantify this value on both a European level as well as an individual country basis. These studies explore and try to quantify what it would cost to replace the services that nature provides free on a 24/7 basis. This cost is measured in billions of euros.

We need to understand that humankind is dependent on the eco-system services that is freely provided by nature. These include water, fertile soil and clean air – all of which are being meticulously ruined as a result of so-called “development”.

Trees are being chopped down to make way for the current building spree, including the large scale road infrastructural overhaul currently in hand.

Trees are a gift of nature. They give us oxygen, without which we cannot breathe. They produce this oxygen by absorbing atmospheric carbon dioxide, retaining the carbon in the process. By doing this, trees give us two essential services free: oxygen to breathe and a natural deposit for carbon – what we refer to as a “carbon sink”. Trees are the natural alternative to carbon capture technology. Carbon capture technology – used as part of the technological response to climate change – costs millions to produce and operate. Yet we have a natural alternative which we continuously discard. It is a free service and hence it is not appreciated. Climate change is partly the result of large-scale deforestation accumulated over the years.

We are significantly more dependent on nature than on the size of our country’s GDP and yet while we worry when our country is faced with a financial deficit, many ignore the ever-increasing environmental deficit. Addressing this deficit is essential before it is too late. Not everyone is aware that no one will bale-us out.

We have a Cabinet Minister responsible for Sustainable Development who, unfortunately, he has no idea of his brief. As a result, a focused sustainability driven strategy is very obviously missing right through the Maltese public sector.

The resulting impacts from all this are long-term. There seems to be no hurry to act, because nature has no vote. Yet those of us who do have a vote also have an ethical responsibility to act on its behalf. It is what we do at Alternattiva Demokratika-the Green Party.

Infrastruttura Malta qed tinjora l-unika soluzzjoni

Għadhom kif ġew ippubblikati l-istudji li jiffurmaw parti mill-EIA (Environmental Impact Assessment) dwar il-proġett infrastrutturali tat-toroq bejn l-Imrieħel u Ħ’Attard : is-Central Link Project. Il-konsultazzjoni pubblika ser tibqa’ għaddejja sal-21 ta’ Frar 2019.

L-istudji ippubblikati huma voluminużi. Apparti r-rapport finali miktub mill-koordinatur tal-EIA b’543 paġna hemm 11-il rapport tekniku dwar temi ta’ relevanza. Dawn ivarjaw mill-użu tal-art, il-pajsaġġ u l-impatti viżivi, il-ġeoloġija, l-ilma, l-ekoloġija, l-agrikultura, l-arkejoloġija, l-kwalità tal-arja, il-ħsejjes, l-infrastruttura u s-servizzi u l-aċċess pubbliku.

Dawn ir-rapporti nkitbu bejn Awwissu 2015 u Jannar 2019 u fihom madwar 1400 paġna. Fiż-żmien qasir li ilhom aċċessibli ma kienx possibli li jinqraw kollha. Imma, l-posizzjoni li qed tieħu Infrastruttura Malta, bla ebda dubju a bażi ta’ direzzjoni politika, hi waħda ċara ħafna.

Infrastruttura Malta qed tipproponi li tindirizza l-konġestjoni tat-traffiku fit-toroq tagħna bil-bini jew twessiegħ ta’ toroq flmkien mat-titjib ġenerali tal-infrastruttura tagħhom. B’dan il-mod, jidhrilha li l-konġestjoni tkun eliminata inkella tonqos drastikament. Dan għandu jwassal għal inqas emissjonijiet u allura titjieb il-kwalità tal-arja, jonqos il-ħin li jintilef tistenna fit-traffiku u allura jonqos ukoll il-konsum tal-petrol u d-dijsil li jinħela bil-karozzi weqfin jistennew.

Fil-Kapitlu 3 tar-rapport finali miktub mill-koordinatur tal-EIA hemm eżami tal-alternattivi għall-proġett ta’ toroq propost. Hemm sitt alternattivi li huma kkunsidrati. Dawn ivarjaw milli ma tagħmel xejn għal numru ta’ soluzzjonijiet infrastrutturali differenti. (ara paġna 66 tar-rapport)

Fir-rapport tiegħu l-koordinatur tal-EIA injora waħda mill-iktar miri ċari tal-Pjan Nazzjonali tat-Trasport 2025: it-tnaqqis tal-karozzi mit-toroq. Meta kien approvat dan il-pjan nazzjonali stabilixxa numru ta’ miri operattivi. Il-mira 2.2.2 tistabilixxi l-ħtieġa ta’ alternattivi għall-karozzi privati biex tkun inkoraġġuta mobilità sostenibbli u tnaqqas il-karozzi miz-żoni fejn hemm il-konġestjoni. (Provide alternatives to private vehicles to encourage sustainable travel patterns and reduce private vehicular demand in the congested hub area). Il-pjan jispjega li dan l-oġġettiv kien identifikat li madwar ħamsin fil-mija tal-vjaġġi li jsiru b’karozzi privati jdumu inqas minn kwarta, liema fatt juri li dawn huma fuq distanzi qosra ħafna (ara paġna 95 tal-pjan).

L-EIA li Infrastruttura Malta tippreżenta għall-konsultazzjoni pubblika jonqos milli jikkunsidra l-implimentazzjoni ta’ dan il-mira fost l-alternattivi differenti kkunsidrati bħala soluzzjonijiet possibli għall-konġestjoni tat-traffiku. Probabbilment li Infrastruttura Malta qed tiffaċċja nuqqas ta’ rieda politika biex tittieħed azzjoni. Xi ħadd jeħtieġ li jispjega għaliex din l-għodda qed tkun skartata daqshekk malajr wara li ddaħlet tifforma parti mill-pjan tat-trasport.

Iktar kmieni dan ix-xahar konna nfurmati b’żieda sostanzjali fl-użu tat-trasport pubbliku matul l-2018. Kien rappurtat li kien hemm 53.4 miljun passiġġier li għamlu użu mit-trasport pubbliku fl-2018. Żieda ta’ 11.25% fuq l-2017. Hu ċar li l-pubbliku qed jirrispondi billi jagħmel użu mit-trasport sostenibbli offrut għall-użu tiegħu.

Transport Malta teħtieġ li taġixxi mingħajr iktar dewmien. Hemm ħtieġa ta’ pjan ċar biex tkun implimentata l-mira tat-tnaqqis tal-karozzi mit-toroq tagħna. Din hi l-iktar soluzzjoni li tagħmel sens għax hi soluzzjoni li tħares fit-tul. Meta dan il-pjan ikun stabilit, imbagħad ikun possibli li l-proġett Central Link ikun ikkunsudrat mill-ġdid f’kuntrast ma alternattiva realistika.

Sfortunatament il-Gvern naqas milli jifhem li diġa kellu f’idejh is-soluzzjoni għall-problema tal-konġestjoni tat-traffika. Soluzzjoni li tindirizza l-kawza (il-karozzi) flok ma tindirizza l-effett.

Huwa nuqqas kbir li l-EIA jonqos milli jqis dan kollu. Għax l-EIA suppost li hu proċess ta’ eżami indipendenti tas-soluzzjonijiet għall-problemi li ser ikunu indirizzati. Jeħtieġ li dan in-nuqqas ikun indirizzat immedjatament.

Infrastructure Malta is missing the real alternative

The studies forming part of the Environmental Impact Assessment (EIA) on the Central Link project dealing with the road infrastructure between Mrieħel and Attard has just been published. Public consultation runs up to 21 February 2019.

The studies published are voluminous. In addition to the coordinated assessment report – running into 543 pages – there are 11 technical reports dealing with various issues of considerable relevance. They deal with land cover and uses, landscape character and visual amenities, geology, water, ecology, agriculture, archaeology, air quality, noise, infrastructure and utilities and public access.

The reports dated between August 2015 and January 2019 run into approximately 1400 pages. In the limited time for which all the different reports have been available, it has not yet been possible to read through them.

Notwithstanding, the general approach of Infrastructure Malta – undoubtedly as a result of Ministerial direction – is very clear. It is proposed by Infrastructure Malta to alleviate the various bottlenecks on our roads, and the resulting traffic congestion, through the construction of new roads, the widening of existing ones and the upgrading of junctions. It is envisaged that, as a result of doing away with bottlenecks, the level of emissions will be reduced, thereby improving air quality, the time lost in traffic will be eliminated as well as the over-consumption of fuel, resulting in savings in both the fuel used and the emissions generated.

Chapter 3 of the coordinated assessment examines and assesses alternatives to the proposal under consideration. Six alternatives are considered, ranging from a do-nothing option to a number of specific infrastructural solutions, including a combination of such solutions (see page 66 of the coordinated assessment).

The coordinated assessment ignores one clear and specific objective of the National Transport Master-Plan 2025, that is a reduction in the number of cars on our roads. Approved in 2016, this master plan establishes a number of operational objectives for the implementation of transport policy. Objective 2.2.2 establishes the following: “Provide alternatives to private vehicles to encourage sustainable travel patterns and reduce private vehicular demand in the congested hub area”. The master plan explains that “this objective has been developed since the data shows that about 50 per cent of trips are under 15 minutes, illustrating that mobility is produced at a local level on very short paths.” (see page 95 of Master Plan)

The EIA presented by Infrastructure Malta for public consultation fails to consider the implementation of this objective among the various alternatives that can be used to address traffic congestion. It is possible that Infrastructure Malta is facing a brick wall due to a lack of political will to implement this objective. Someone needs to explain why this policy route is being discarded so soon after it being included into the Master Plan.

Earlier this month, we were informed about the substantial increase in the patronage of public transport. It was reported that during 2018, 53.4 million people had used public transport: an increase of 11.25% over 2017. It is clear that the public is responding through the uptake of the sustainable transport options being made available.

Transport Malta needs to stop procrastinating and take the bull by the horns. A road map for implementing the objective of reducing the number of cars from our roads is the only sensible way forward. It is the long-term view which is missing in our transport policy. Once this road map is clearly defined, then it would be easier to reassess – and probably substantially redefine and downscale – the Central Link project on the basis of a realistic alternative.

The government has, unfortunately, failed to appreciate that it has already identified policy tools with which to tackle traffic congestion. It had a solution in hand which targeted the cause of the problem: cars.

That the EIA also fails to assess this alternative is a significant flaw in the process, as this assessment should be an independent examination of the possible solutions to the identified problem. It needs to be addressed forthwith.

Central Link Project u l-Istudji Ambjentali

Sirna nafu li l-istudji dwar l-impatti ambjentali tal-proġett tat-toroq magħruf bħala Central Link Project lesti.

S’issa, dawn l-istudji għadhom mhumiex pubbliċi, u, fil-fatt, fil-mument li qiegħed nikteb ma hemm l-ebda informazzjoni fuq dawn l-studji fuq is-sit elettroniku tal-ERA, l-Awtorità dwar l-Ambjent u r-Riżorsi.

Imma, minn dak li ntqal s’issa minn uffiċjali f’isem Infrastruttura Malta l-problema b’dawn l-istudji ser tkun mhux daqstant dwar dak li jgħidu imma dwar dak li jħallu barra. Imma dwar dan inkun nista’ nitkellem aħjar meta r-rapporti jkunu ppubblikati għall-konsultazzjoni pubblika, kif hemm l-obbligu li jsir bil-liġi. Il-konsultazzjoni pubblika normalment tkun twila sitt ġimgħat imma tista’ tkun itwal ukoll.

Alternattiva Demokratika diġa tkellmet ċar dwar dan il-proġett inutli li ser ikompli jżid il-karozzi u (l-ħsara ambjentali) fit-toroq tagħna.

Il-posizzjoni ta’ Alternattiva Demokratika hi ċara daqs il-kristall: il-proġett imur dijametrikament kontra l-pjan nazzjonali tat-Trasport li fassal u approva l-Gvern: pjan li jrid inaqqas il-karozzi mit-toroq.

Kif ikollna ċans naraw l-istudji, hekk kif dawn ikunu pubblikati, nkunu nistgħu nitkellmu aħjar.
