Il-ħiliet ħodor li neħtieġu

Il-ħiliet il-ħodor ma jiġux waħedhom. Għandna ħtieġa kbira tagħhom biex insibu tarf tat-trasizzjoni ekoloġika. Jeħtieġilna li b’mod urġenti nirrisolvu l-kunflitt tal-bniedem man-natura. Neħtieġu li nibdew nirrimedjaw il-ħsara ambjentali akkumulata li l-bniedem ikkawża fuq id-dinja.

Biex nimxu f’din it-triq hemm ħtieġa ta’ bidliet sostanzjali fl-imġieba tagħna. Din mhiex għażla li nistgħu naqblu magħha inkella le. Hi ħtieġa li llum jew għada irridu niffaċċjaw.

L-istrateġija dwar l-iżvilupp sostenibbli, li preżentement hi soġġetta għal konsultazzjoni pubblika,  titkellem, fost oħrajn, dwar l-oġġettiv ta’ edukazzjoni ta’ kwalità li tkun kapaċi tirrispondi għall-ħtiġijiet tas-suq tax-xogħol. Dan tagħmlu hi u tiddiskuti l-oġġettiv strateġiku numru 4.  L-istrateġija tinfurmana li dawn il-ħtiġijiet tas-suq tax-xogħol jinkludu l-ħiliet ħodor.

Ma għandi l-ebda diffikulta dwar oġġettiv bħal dan li jipprova joħloq kredenzjali ħodor għall-ekonomija. Imma, naħseb li jkun għaqli li flok nimmiraw ħafna il-fuq nidentifikaw mod prattiku kif nassiguraw li l-parti l-kbira tal-popolazzjoni tikseb il-ħiliet bażiċi ħodor. Fl-aħħar minn l-aħħar l-iżvilupp sostenibbli mhux ser nilħquh mill-uffiċini, billi noħloqu pjani dettaljati minn wara l-iskrivanija. Nilħquh bl-imġieba tagħna, ġod-djar tagħna, fejn ngħixu l-ħajja normali tagħna. Din hi l-isfida tagħna. Hi sfida li tmur lil hinn mill-ekonomija.

L-għaqda ambjentali Nature Trust, flimkien ma numru ta’ skejjel, fuq dan qegħda fit-triq it-tajba, ferm qabel ma tfasslu strateġiji. Iċ-ċavetta qegħda fl-aċċess għall-imħuħ. Tul is-snin l-implimentazzjoni tal-proġett eko-skola min-Nature Trust wassal numru sostanzjali ta’ tfal u żgħażagħ f’kuntatt ma’ rejaltajiet ambjentali li niffaċċjaw ta’ kuljum.

Tul is-snin kelli diversi opportunitajiet fejn iltqajt ma’ parteċipanti fl-eko-skola kif ukoll mal-għalliema tagħhom. L-għarfien ambjentali li kisbu kien wieħed impressjonanti. Applikaw l-għarfien li kisbu għad-dinja ċkejkna tagħhom, l-iskola. Uħud minnhom irnexxielhom ukoll iwasslu dak li tgħallmu sad-dar u influwenzaw kemm lill-ħuthom kif ukoll lill-ġenituri tagħhom biex huma wkoll jaġixxu b’mod li ma jkunux ta’ ħsara ambjentali.

Dan hu pass kbir il-quddiem. Imma mhux biżżejjed.  

L-eko-skejjel jeħtieġ li jinfettaw lill-komunitajiet lokali tagħna biex huma ukoll jimxu fuq l-istess passi. Dan jista’ jwassal għat-tibdil meħtieġ fl-imġieba tagħna lkoll. Dan hu proċess twil. Bil-mod il-mod nistgħu nibnu komunitajiet sostenibbli. Dan nagħmluh billi nassiguraw ruħna li kull eko-skola tgħin lill-ġenerazzjonijiet differenti fil-komunitajiet lokali  tagħna biex huma jagħrfu u jakkwistaw il-ħiliet il-ħodor. Ħiliet li lkoll kemm aħna neħtieġu biex inkunu nistgħu ngħixu f’armonija  fl-ambjenti rispettivi tagħna. Ħilijiet li dawk li ġew qabilna kellhom, imma li tul is-snin intilfu minħabba dak li kultant jissejjaħ “progress” li biddel il-mod kif ngħixu!

Jeħtieġ li nqiesu l-kisba u l-għarfien ta’ ħiliet ħodor bħala ħiliet soċjali essenzjali. Dan ftit nagħtu kaz tiegħu minkejja l-biżibilju konsultazzjonijiet pubbliċi li jsiru mid-diversi awtoritajiet pubbliċi tul is-snin. Dan ifisser ukoll li flimkien mal-istrateġija “nazzjonali” dwar l-iżvilupp sostenibbli neħtieġu ukoll strateġija fuq livell lokali biex din tkun implimentata fl-għeruq tas-soċjetà, fil-komunitajiet lokali tagħna.

Tul is-snin sar ħafna xogħol, imma dan, ħafna drabi, sar bla koordinazzjoni ta’ xejn. Il-koordinazzjoni meħtieġa, meta issir sewwa, jirnexxielha tagħti riżultati tajbin billi tifrex il-ħiliet ħodor fil-komunitajiet lokali tagħna. Dan hu mod prattiku kif il-proċess ta’ twettieq tal-istrateġija għall-iżvilupp sostenibbli jitmexxa minn min hu effettwat mill-ħsara ambjentali akkumulata li irridu niffaċċjaw ta’ kuljum.

Huwa biss billi niddemokratizzaw il-bidla meħtieġa fl-imġieba fuq livell lokali li nistgħu nibdew il-mixja lejn żvilupp sostenibbli bis-serjetà. Il-Kunsilli Lokali, jekk iridu, għandhom rwol ċentrali f’dan kollu. Hi opportunità unika ta’ kif jistgħu jagħtu sura lill-ħajja ta’ madwarna.

The green skills which we require

Green skills do not grow on trees. Yet we need them in abundance in order to be able to navigate the ecological transition. We need to urgently come to terms with nature. It is required that we start the healing process, slowly repairing the accumulated environmental damage which humankind has to date inflicted on Mother Earth.

In order to walk along this path substantial behavioural change is essential. This is not an option. It is a basic requirement which all of us must address, sooner rather than later.

The Sustainable Development Strategy, currently subject to public consultation, advocates the achievement of high-quality education responsive to labour market needs when discussing its strategic objective number 4. These labour market needs, we are informed, include green skills.

I have no issue with such an objective which seeks to align the markets to green pathways. I would however point out that before aiming for the stars it would be appropriate if we seek practical ways of ensuring that basic green skills are acquired by as large a section of the population as possible. At the end of the day sustainable development will not be achieved if adequately planned in our offices: it requires proper implementation in our homes, in our routine behaviour. This is our challenge. A challenge which goes far beyond the economy.

The environmental NGO Nature Trust in conjunction with a number of schools, is, in this respect, on the right track, before the drafting of written strategies. Access to our thinking faculties is fundamental. Over the years the implementation by Nature Trust of the eco-school project has brought a substantial number of children and youngsters in touch with the eco-realities which we have to face day-in day-out.

Over the years I have had various opportunities of meeting with eco-school participants together with their teachers. The eco-knowledge which they have acquired is impressive. They have applied this knowledge in their micro-world, their school. Some of the eco-school participants have also exported this knowledge to their homes nudging their siblings and their parents into acting in an eco-friendly manner.

This is a gigantic step forward. It is however not enough.

Our eco-schools need to infect our local communities into following similar paths, consequently leading to the required behavioural change. This is a slow and laborious process. Slowly we can build sustainable communities by ensuring that our eco-schools serve as catalysts, mentoring the different generations in our localities into acquiring the green skills which we all require in order to be able to live in harmony with our surroundings. Skills similar to those which our forefathers had, but which have been discarded as a result of the so-called progress which we have been subject to throughout the years!

We need to consider the development of green skills as essential social skills, a matter which is not considered in any depth by the multitude of public consultations carried out over the years by the different authorities. This signifies that in parallel to the “national” sustainable development strategy we urgently require a local strategy for sustainable development to be implemented at the roots of our society, in our local communities.

A lot of uncoordinated efforts have been taken in hand over the years. Coordinating the work done as well as that currently in hand could, if done properly yield significant results in disseminating green skills amongst our local communities. This is the practical manner in which the sustainable development strategy process can be owned by those impacted by the accumulated environmental damage which we have to face day-in day-out.

Only by democratising the behavioural change required at a local level can we start moving along the path of sustainable development. Local Councils have a pivotal role in this whole process. It is their’ s for the taking. It is a unique opportunity through which they can realistically shape their surroundings.

Kultura ta’ dipendenza

Il-baġit għall-2023 li l-Ministru tal-Finanzi Clyde Caruana ippreżenta lill-Parlament nhar it-Tnejn għandu jkun deskritt bħala wieħed li jsaħħaħ kultura ta’ dipendenza.  Il-Gvern jagħmel użu mit-tqassim taċ-ċekkijiet biex jilħaq dan l-iskop! Id-dipendenza fuq il-Gvern, taħt il-Labour hi oġġettiv  inkoraġġit. Is-sitwazzjoni minn baġit għall-ieħor tmur mill-ħażin għall-agħar.

Dan hu forsi l-iktar ċar mill-mod kif il-Gvern imexxi l-quddiem il-politika tiegħu dwar il-pagi. Żviluppat differenza kbira bejn id-daqs tal-paga minima u kemm verament teħtieġ biex tgħix. Il-Gvern qed jipprova jindirizza din id-differenza billi jqassam iċ-ċekkijiet. Issa ħoloq COLA ġdida biex jgħin lill-vulnerabbli u dan flimkien ma numru ta’ sussidji li uħud minnhom mhux neċessarji inkella huma ta’ ħsara.

 Il-ħolqien ta’ dan il-benefiċċju ġdid għall-persuni vulnerabbli (80,000 skond il-Ministru) li ma jistgħux ilaħħqu mal-ħajja, hu pass pożittiv. Il-vulnerabbli jeħtieġu l-għajnuna, imma jeħtieġu ferm iktar minn ċekk ta’ madwar €300 li ser jitqassam fi żmien il-Milied. Kien ikun ferm iktar għaqli kieku l-Gvern iffoka fuq il-problema reali u indirizza din il-probema bis-serjetà. Issa ilu żmien ikaxkar saqajh.

Il-problema reali hi li l-paga minima hi baxxa ħafna: hi ferm il-bogħod minn paga li tista’ tgħix biha. Gvern wara l-ieħor għamel ħiltu biex din il-problema jevitha. Tajjeb li niftakru li l-benefiċċji soċjali, fil-parti l-kbira tagħhom, huma marbuta mal-paga minima u huma rifless tagħha. Paga minima diċenti awtomatikament teffettwa l-benefiċċji soċjali li riżultat ta’ hekk jitjiebu sostanzjalment, bi dritt.

Tul dawn l-aħħar għaxar snin tlett rapporti tal-Caritas analizzaw din il-materja fil-fond. L-aħħar rapport, li nħareġ fl-2021, kien ikkonkluda li hemm diskrepanza ta’ 40 fil-mija bejn il-paga minima u dak meħtieġ biex wieħed jgħix b’mod diċenti. Dan jammonta għal diskrepanza ta’ madwar €4,000 fis-sena. Din hi l-problema rejali!

Sakemm nibqgħu bil-paga minima baxxa daqshekk, it-tqassim fuq stil tar-rigali tal-Milied (Father Christmas) ser jibqgħu jsiru biex jitnaqqas il-piz minn fuq spallejn il-vulnerabbli. Xi drabi ir-rigali ta’ Father Christmas ma jkunux limitati għall-vulnerabbli imma qed jinfirxu ma kulħadd. Hekk ġara biċ-ċekkijiet ta’ qabel l-elezzjoni, u l-hekk imsejħa rifużjoni tat-taxxa!

Flok din id-dipendenza fuq dan it-tqassim, ikun iktar xieraq li l-paga minima tiżdied u issir paga li tista’ tgħix biha.  Dan jista’ jsir billi l-baskett ta’ oġġetti u servizzi li fuqu tkun ikkalkulata l-paga minima jkun aġġornat regolarment. Dan jelimina l-ħtieġa tat-tqassim ta’ cekkijiet ta’ kull xorta fil-parti l-kbira tal-każi għax il-paga raġjonevoli tkun ir-regola: ma jkunx hemm ħtieġa tal-benvolenza politika tal-Gvern, la fi żmien il-baġit u l-anqas, fi żmien ta’ elezzjoni ġenerali kif, b’mod abbużiv diġa sar.

B’żieda ma’ dan it-tqassim taċ-ċekkijiet bi pjaċir, flok pagi ġusti bi dritt, tajbin biex wieħed jgħix bihom, il-Gvern qiegħed ukoll japplika numru ta’ sussidji li huma mfasslin b’mod żbaljat.

Is-sussidji tal-petrol u d-dijżil huma żejda. Iż-żieda internazzjonali fil-prezz tal-petrol u d-dijżil, li huma madwar id-doppju ta’ dak li qed inħallsu Malta, hi opportunità unika li f’idejn kapaċi tista’ tikkoreġi l-iżbalji li għamel il-Gvern fil-konfront tal-problema tagħna tad-dipendenza fuq il-karozza privata.

Flok is-sussidji fuq il-prezz tal-petrol u d-dijżil ikun aħjar kieku ninvestu fl-effiċjenza u l-puntwalità tat-trasport pubbliku. Din hi opportunità unika li, f’idejn min jifhem tista’, fit-tul, twassal għal tibdil fl-imġieba tan-nies favur użu iktar tat-trasport pubbliku u użu inqas tal-karozzi privati.  L-introduzzjoni ta’ transport pubbliku b’xejn għal kulħadd mill-bidu ta’ dan ix-xahar kien pass primatur: l-effiċjenza u l-puntwalità tat-trasport pubbliku kellu jkun indirizzat ferm qabel ma ttieħed dan il-pass importanti.

Li tkun indirizzat id-dipendenza fuq il-karozzi privati hu oġġettiv politiku li l-Gvern stess ippropona fil-Pjan Nazzjonali dwar it-Trasport. Il-Gvern qiegħed jinjora l-pjan tiegħu stess.

Min-naħa l-oħra hu xieraq li l-konsum bażiku tal-ilma u l-elettriku fir-residenzi tagħna jibqa’ jkun issussidjat. Imma hu żball li is-sussidju japplika ukoll għall-konsum kollu ta’ kulħadd. Ikun ferm aħjar jekk setturi differenti tal-ekonomija jkollhom aċċess għal għajnuna mfassla għall-ħtiġijiet tagħhom sakemm iddum il-kriżi kurrenti.   Dan jista’ jagħti protezzjoni ferm ikbar kemm lill-impiegi kif ukoll lill-ekonomija. Fuq kollox b’dan il-mod jista’ jkun evitat li jkun issussidjat il-ħela u l-abbuż fl-użu tal-ilma u l-elettriku.

Ma hemmx ħtieġa li nsaħħu kultura ta’ dipendenza fil-forma ta’ tqassim ta’ ċekkijiet inkella b’sussidji mhux meħtieġa.  Huwa tajjeb li l-vulnerabbli jkunu mgħejjuna. Imma li tinbena u tissaħħaħ kultura ta’ dependenza bħala riżultat ta’ politika skaduta dwar il-pagi hi xi ħaġa ferm differenti. Dan jagħmel ħsara lit-tessut soċjali tal-pajjiż u għandu jinġieb fit-tmiem l-iktar kmieni possibli.

A Culture of Dependency

The budget for 2023 presented to Parliament by Finance Minister Clyde Caruana last Monday may be described as one which reinforces a culture of dependency. Government handouts are used, left, right and centre to achieve this objective. Under Labour the culture of dependency is actively encouraged: it gets worse with every budget.

This is most clear in the manner in which government deals with incomes policy. A chasm has developed between the actual minimum wage and what is required as a living wage. Government tries to bridge this through various handouts including the newly created special COLA for the vulnerable as well as through subsidies, some of which are unnecessary or damaging.

The creation of a new ad hoc benefit payable to vulnerable persons (estimated by the Minister at 80,000 persons) who cannot cope with the current rate of inflation is a positive step. They definitely need help, but they need much more than an approximately €300 handout at Christmas time.  It would have been much better if government focused on the real problem and addressed it head-on. It has been procrastinating for ages.

The real problem is that the minimum wage is ridiculously low: it is far from being a living wage. Governments have repeated sought to avoid addressing this issue. It is pertinent to point out that social benefits are mostly pegged to the minimum wage. A minimum wage at a reasonable level would automatically adjust all social benefits to an equally reasonable level too.

Three Caritas reports have analysed the issue in depth in the last ten years. The last report issued in 2021 had found a 40 per cent discrepancy between the minimum wage and what is required as a living wage. This translates into approximately a €4,000 shortfall per annum. This is the real problem!

For so long as the minimum wage remains at such a low level, government handouts in Father Christmas style will remain the norm in order to reduce the burdens on the vulnerable. At times, this Father Christmas benevolence is not limited to the vulnerable but spread to the benefit of one and all. The pre-electoral handouts and the so-called tax refunds are just two examples.

Instead of being dependent on handouts, it would be appropriate if the minimum wage is a living wage. This can only be achieved through a regular updating of the basket of goods and services on the basis of which the quantum of the minimum wage is determined. This would eliminate the need for most handouts at any time of the year as all would get their dues as of right, on a regular basis, and not be dependent on the political benevolence of government, be it at budget time or else, abusively, on the eve of general elections as has already happened.

In addition to a policy of preferring handouts to a clear statutory determination of a fair living wage Government has also embarked on a policy of increased subsidies, designed in an ill-advised manner.

The subsidies applied to petrol and diesel are uncalled for. The current international spike in fuel prices – approximately double what we pay locally– is a unique opportunity which, if properly managed could make up for government’s lack of action to address the car dependency problem on the Maltese islands.

Instead of subsidising the price of petrol and diesel it would be much better to invest in the efficiency and reliability of public transport. This is a unique opportunity which if properly managed could be the beginning of a long-term behavioural change: away from the private car and towards public transport. Having free public transport for all as of this month was a pre-mature step: the efficiency and reliability of public transport should have been adequately addressed before embarking on such an important step.

Addressing car dependency head-on is a policy objective proposed by government’s own National Transport Master Plan but repeatedly ignored by government itself.

On the other hand, it is appropriate to subsidise basic water and electricity domestic consumption. One should however think beyond an across-the-board subsidy.  Having focused assistance to different sectors of the economy tailor-made to their specific needs for the duration of the current crises would yield far better results in protecting employment and the economy in the long-term. It would definitely avoid subsidisation of waste and misuse of water and electricity.  

We do not need to create or reinforce a culture of dependency in the form of handouts and unnecessary subsidies. Helping the vulnerable is laudable. Reinforcing a culture of dependency as a result of an outdated incomes policy is something quite different: it damages the social fabric and should be reversed the soonest!

Xogħol fuq pjattaforma diġitali: skjavitù modern?

Ilna ftit li bdejna nindunaw, bil-mod, li l-kundizzjonijiet tax-xogħol ta’ dawk assoċjati mal-pjattaforma diġitali lokali setgħu ma kienux adegwati.  Fi Frar li għadda, wieħed minnhom, Nepaliż ta’ 28 sena, kien involut f’inċident tat-traffiku fatali fil-Marsa waqt li kien għaddej fuq xogħolu, jqassam l-ikel.

Din mhiex xi ħaġa li tikkonċerna lilna biss, f’Malta.  Hi sitwazzjoni li hi ukoll taħt l-osservazzjoni tal-Unjoni Ewropeja li qed tikkunsidra l-introdużżjoni ta’ Direttiva, applikabbli fl-Unjoni kollha, “dwar it-titjib fil-kundizzjonijiet tax-xogħol fuq il-pjattaformi diġitali”.  

L-istudju dwar l-impatt ta’ din il-miżura, li ġie mfassal bħala dokument biex ikun ta’ għajnuna fid-deliberazzjonijiet meħtieġa, jemfasizza li uħud minn dawk li jaħdmu permezz tal-pjattaformi diġitali qed jiffaċċjaw kundizzjonijiet ħżiena ta’ xogħol u aċċess mhux adegwat għal ħarsien soċjali.  Uħud minnhom, jgħid l-istudju, huma b’mod żbaljat deskritti jew klassifikati bħala persuni li jaħdmu għal rashom. 

Bħala riżultat ta’ din id-deskrizzjoni ħażina dawn ġeneralment jitilfu ħafna mid-drittijiet jew protezzjoni li huma intitolati għaliha.   Dawn jikkonċernaw il-ħarsien dwar kemm jaħdmu siegħat, il-paga minima (inkluż il-bonus statutorju ta’ Ġunju u Diċembru), leave annwali bi ħlas, leave għall-mard, leave tal-ġenituri u ħarsien tas-saħħa u sigurtà fuq il-post tax-xogħol.

L-azzjoni industrijali tal-kurriera tal-ikel tal-Bolt il-ġimgħa l-oħra iffukat l-attenzjoni fuq il-qagħda ta’ dawk li jaħdmu permezz tal-pjattaforma diġitali. “Kważi ħadd ma jaf minn xiex ngħaddu biex inwasslu l-ikel malajr” kien ikkwotat jgħid wieħed mill-kurriera.

Hu fatt mhux daqstant magħruf li l-operaturi tal-pjattaforma diġitali konnessa mat-tqassim tal-ikel, minbarra li jiġbru l-ħlas dovut għat-tqassim jieħdu ukoll kummissjoni sostanzjali mingħand l-operaturi tal-istabilimenti tal-ikel li jservu. Xi kultant, jiena infurmat, li dawk il-kummissjonijiet jammontaw għal madwar it-30 fil-mija tal-valur tal-ikel li jkun qed jitqassam.  Ġibduli l-attenzjoni tiegħi li din il-kummissjoni kulltant tidher riflessa f’diskrepanza bejn il-prezzijiet li jidhru online u dawk li tista’ tara b’għajnejk fl-istabilimenti tal-ikel infushom!

Għandu jkun ċar li dawn il-flejjes mill-kummissjonijiet ma jispiċċawx għand il-kurriera li jkunu qed jiġru bil-muturi mat-toroq tagħna. Jispiċċaw fil-kont tal-bank tal-operaturi tal-pjattaforma diġitali!

Uħud mill-kurriera jitħallsu bir-rata miżera ta’ €2 għal kull vjaġġ bl-ikel, kultant inqas. L-iffurtunati fosthom kultant jitħallsu  €2.50 (jew ftit iktar) għal vjaġġ bl-ikel! Dan ifisser li jkun jeħtieġilhom li jaħdmu għal siegħat twal biex jistgħu kemm kemm jgħixu.  L-affarijiet huma bil-bosta agħar għal dawk meqjusa bħala  “indipendenti”, inkella b’mod falz deskritti bħala li jaħdmu għal rashom. Dawn jispiċċaw iridu jħallsu l-ispejjes li jkollhom huma ukoll. Jispiċċaw ħafna agħar!

Dan hu skjavitù tas-seklu wieħed u għoxrin. Skjavitù diġitali!

Wara l-azzjoni industrijali tal-ġimgħa l-oħra tal-kurriera tal-ikel tal-pjattaforma diġitali, uħud mill-istabilimenti tal-ikel kienu mħassba u fetħu ħalqhom għax dan effettwalhom il-but. Ħadd ma nduna li kienu b’xi mod imħassbin huma u jużaw dan is-servizz ta dawn il-kurriera imħaddma qieshom skjavi. Xejn ma iddejqu. Il-kuxjenza ma niggżithomx.

L-istabilimenti tal-ikel li jagħmlu użu mis-servizz tal-pjattaforma diġitali mhumiex direttament responsabbli għal kif din topera! Imma, l-fatt li jagħmlu użu minna jirrendihom kompliċi f’ din l-industrija ta’ skjavitù modern li qed tiżviluppa biex taqdi lilhom.

L-azzjoni industrijali tal-ġimgħa l-oħra fetħet għajnejn bosta, inkluż ta’ dawk li kienu qed jagħmluha tal-boloh, taparsi ma jafu b’xejn. Issa hu l-waqt għal azzjoni konkreta. Azzjoni li teħtieġ li anke l-konsumatur jieqaf milli jagħmel użu mis-servizzi ta’ dawk li qed jinkoraġixxu dan l-iskjavitù diġitali  modern.

Platform work: digital slave labour?

The rumblings on the working conditions of those engaged in local digital platform work have been around for some time. Last February one of them, a 28-year-old Nepalese, was involved in a fatal traffic accident in Marsa when on a food delivery trip.

This is not just a local issue. The matter is also on the radar of the European Union which is considering the introduction of an EU wide Directive “on improving the working conditions in platform work”. 

An impact assessment drawn up as an EU Commission staff working document emphasises that some of those working through digital platforms face poor working conditions and inadequate access to social protection. A number of them, says the impact assessment, are falsely classified as self-employed. As a result of the misclassification of their employment status they tend to lose various rights and protections. These include rights relative to working time, minimum wage (including the statutory bonus payable in June and December), paid annual leave, paid sick leave, parental leave and occupational health and safety.

The industrial action by Bolt food couriers last week brought to light the plight of local platform workers. “Almost nobody knows what we must go through just so that they get their food quickly” one of the couriers was quoted as saying.

It is not so well known that the food courier platform operators, in addition to collecting the delivery charges, collect substantial commissions from the food outlets which they serve. At times, I am informed that this may be as high as 30 per cent of the value of the delivery food. It was pointed out to me that this commission charged is at times evident in a discrepancy between the prices quoted online and those displayed at the food outlets themselves!

It has to be underlined that these substantial commissions do not end up in the pockets of the food couriers but in the bank accounts of the platform operators!

Some of the couriers are paid at a miserly rate of €2 per delivery, at times even less. The lucky ones can get as much as €2.50 per delivery or slightly better! This signifies that they must work very long hours to try and earn a very basic income on which to exist. To make matters worse, in those cases where the couriers are “independent” or “falsely” classified as self-employed they end up paying their own expenses. As a consequence, they end up much worse off!

This is twenty first century slave labour. It is in fact digital slave labour!

After the industrial action last week, some catering establishments have voiced their concerns as the action taken by the food courier platform workers has at the end of the day impacted their bottom line too. I do not recall hearing their concern on utilising digital slave labour: they did so without qualms. They had no second thoughts or pangs of conscience.

The catering establishments are not directly responsible for the manner in which digital platform work operates. However, the fact that they make use of it renders them complicit in the slave labour industry being developed to satisfy their bottom lines. They make it possible.

Last week’s industrial action was an eye opener for all, including those who feigned ignorance as to what was going on. Now is the time for all round action. This must also include action on the part of consumers who should not use the services of those who keep encouraging and making use of digital slave labour.

Climate Change and the 15-minute city

The latest report on climate change was published by the United Nations Intergovernmental Panel for Climate Change (IPCC) earlier this month. The full document is almost 3,000 pages long!

The current international debate on climate change is focusing on whether the objectives of the 2015 Paris Climate Summit are achievable. It is clear to all that, without profound and imminent changes in our lifestyles, these objectives will not be achieved.

The clear objective agreed to in Paris is to reduce carbon emissions in order to achieve carbon neutrality soonest. This would ensure that the global mean temperature does not surpass the pre-industrial temperature by more than 1.5ºC. This would in turn tame the climate over time.

As an island, Malta should be at the forefront in the international climate change debate. We will be severely impacted like all other countries. In fact, we are already at the receiving end of the impact of extreme weather conditions at an increased frequency. Long periods of drought are more frequent. Likewise, we have experienced more than a fair share of floods, which have caused considerable damage all over the islands.

As islands, sea-level rise will add to our problems in Malta and Gozo in a manner which is dependent on the rate at which this will take place. A substantial part of our essential infrastructure lies along our coast. This will potentially be severely impacted as a result of a sea-level rise. Just think about the impacts on the tourism infrastructure, for example.

One of the ideas doing the rounds in the climate change debate is to rethink the way we plan our cities as one way in which to combat the climate crisis. The idea crystallised as ‘the 15-minute city’ by Carlos Moreno, an architect advising the Paris mayor, entails turning current urban planning on its head to ensure that all our needs are available not more than 15 minutes away.

Moreno speaks of a social circularity for living in our urban spaces based on six essential functions: to live in good housing, to work close by, to reach supplies and services easily, to access education, healthcare and cultural entitlement locally by low-carbon means.

Can we reassess the nature and quality of our urban lifestyles within these parameters?

COVID-19 has given most of us a taste of remote working. In a limited way, this could become a permanent feature of our urban lifestyles. Some of us need not travel to work every day. With proper planning, remote working could reduce a substantial number of cars from our roads permanently and, consequently, the associated carbon emissions.

In the Maltese islands, distance should not be an issue: almost everywhere is within easy reach. Our National Transport Master Plan, in fact, advises us that 50 per cent of trips carried out by our private vehicles are for short distances, having a duration of less than 15 minutes. Achieving 15-minute cities should not be that difficult if we put our heads together to address it.

Our contribution to climate change mitigation, as a result of which we can accelerate our path to carbon neutrality, could be achieved through a substantial reduction of cars from our roads. We can achieve this without impacting our mobility. Through a judicious use of public transport and the facilitation of other sustainable mobility options, our mobility can be substantially improved as a result.

Come October, all public transport will be free. Hopefully, it will also be reliable and efficient. If adequately planned, this could be a turning point in climate change mitigation measures as, over a period of time, it can lead to a reduction of cars from our roads. Initially, such a reduction would necessarily be of a temporary nature. Eventually, we can move towards a permanent change.

Real change takes time to achieve.

Giving shape and form to 15-minute cities could be the next realistic challenge in our climate mitigation road map. All that is required is the political will.

L-impatti tal-Coronavirus: inħarsu l-impiegi kollha

Il-Gvern ħabbar pakkett finanzjarju ta’ €1.8 biljun biex jilqa’ għall-impatti tal-Coronavirus.

Kif ser ikun effettwat il-ħaddiem b’kuntratt bla rabta ta’ numru ta’ siegħat li jaħdem (zero-hours contract), jew dawk f’impieg temporanju, dawk tas-sengħa li jaħdmu għal rashom, inkella n-negozjanti ż-żgħar? Il-pakkett finanzjarju imħabbar, ftit li xejn jaħseb fihom. Allura, minkejja l-merti tiegħu, il-pakkett finanzjarju tal-Gvern mhux tajjeb biżżejjed.

Il-ħaddiem iż-żgħir l-ewwel li jlaqqatha f’kull kriżi. Hu l-impatt fuqhom li għandu jservi ta’ kejl biex inkunu nistgħu niffurmaw opinjoni dwar kemm dan il-pakkett finanzjarju, kif ukoll dawk li għad jistgħu jiġu, huma effettivi.

Ilkoll nieħdu pjaċir b’inizjattivi biex jassiguraw li l-ekonomija u min iħaddimha jiġi fuq saqajh, mhux biss meta tiġi fi tmiemha din il-kriżi iżda ukoll fil-mixja li jeħtieġilna ngħaddu minnha biex nirkupraw. Imma kemm hu sew li noħorġu r-riżorsi tal-pajjiż biex tkun tista’ tirkupra ekonomija li mhiex kapaċi tirrispetta l-iktar dgħajfa fostna?

Il-proposti tal-Gvern biex jilqa’ għall-impatti tal-Coronavirus ma jorbtux lill-operaturi ekonomiċi li jagħmlu użu mill-proposti differenti fil-pakkett milli jħarsu l-impiegi. Is-sensji diġa bdew. Il-ħaddiem iż-żgħir l-ewwel li jlaqqatha. Warajh ilaqqtuha oħrajn.

Il-pakkett tal-Gvern biex jilqa’ għall-effetti tal-Coronavirus jeħtieġ miżuri addizzjonali.

L-għajnuna li ser tingħata għandha tmur lil dawk li sofrew tnaqqis sostanzjali fid-dħul tagħhom meta kkomparat mas-sena li għaddiet. Il-pakkett tal-Gvern huwa iffukat biex jiffaċilita l-likwidità kif ukoll biex jgħin ħalli jkun iggarantit self bankarju. Filwaqt li dawn huma miżuri importanti, f’din il-kriżi hu essenzjali li l-għajnuna tkun iffukata fuq il-pagi tal-ħaddiema. L-għajnuna diretta lill-operaturi ekonomiċi għandha tkun marbuta mal-obbligu tagħhom li jipproteġu l-impiegi. Jekk ma jkunx imħares ix-xogħol m’għandhiex tingħata għajnuna.

Aħna l-Ħodor f’Alternattiva Demokratika mħassba dwar il-ħaddiem iż-żgħir. Hu l-ewwel ma jlaqqatha f’din il-kriżi: huma l-ewwel vittmi tal-Coronavirus. L-għajnuna li dawn jeħtieġu hi fil-forma ta’ dħul minimu garantit tul ix-xhur li ġejjin, kemm iddum il-kriżi. Huma l-iktar vulnerabbli u ħadd mhu jitkellem dwarhom.

Il-kirjiet ta’ residenzi għandhom jiġġeddu awtomatikament sakemm tintemm il-kriżi. Għandu jkun hemm provediment għall-ħarsien minn xoljiment ta’ kuntratti ta’ kera tul il-kriżi. Hemm ħtieġa ukoll li tul il-kriżi l-Gvern jimpenja ruħu iktar biex jassigura illi l-iktar vulnerabbli jkollhom saqaf fuq rashom. Dan għandu jsir dejjem imma b’mod specjali tul il-kriżi.

Aħna l-Ħodor tal-fehma li l-impatt ta’ din il-kriżi fuq l-impiegi turi difetti strutturali fil-qasam soċjali fil-pajjiż. Malta mhux l-unika pajjiż li qed jiffaċċja din il-problema. Huwa importanti li bħal numru ta’ pajjiżi oħra, fosthom l-Isveżja, in-Norveġja, il-belt ta’ Utrecht fl-Olanda, anke f’Malta nidħlu fil-fond u neżaminaw kif jistgħu jaħdmu skemi ta’ dħul minimu garantit li jirreferu għalihom bħala Universal Basic Income u Guaranteed Minimum Income schemes. Ikun għaqli li neżaminaw sewwa dawn it-tip ta’ skemi, għax dawn jistgħu joffrulna tarka tajba meta nkunu iffaċċjati b’dawn il-kriżijiet.

Huwa l-waqt li kulħadd iżomm rasu f’lokha. Il-paroli vojt fil-Parlament tal-Ministru Silvio Schembri iktar kmieni din il-ġimgħa kien barra minn postu u għamel il-ħsara, minkejja li wara skuża ruħu. Qatt mhi idea tajba li thedded bit-tkeċċija lil dawk li b’ħidmiethom taw kontribut biex il-pajjiż kiber, anke bix-xogħol tagħhom. Meta din il-kriżi tgħaddi jerġgħu jkunu huma, inkella oħrajn bħalhom, li nsibu biex jagħmlu dak ix-xogħol li għalih la hemm Maltin, inkella l-Maltin ma jridux jagħmluh għal raġunijiet diversi. Anke issa stess l-Onor Ministru jista’ jagħti titwila lejn is-servizz tas-saħħa u jara jekk hux possibli li jopera mingħajrhom, flimkien dejjem mal-kollegi Maltin. Flimkien qed jagħtu servizz impekkabbli lil pajjiż.

Ilkoll niftakru kif madwar sena ilu, l-Prim Ministru Joseph Muscat kien assoċja l-involviment tal-barranin fid-dinja tax-xogħol f’Malta mal-ġbir taż-żibel. Anke hu, dakinnhar kien għamel apoloġija. Imma sfortunatament il-preġudizzji tiegħu ħallihom warajh fil-Kabinett ta’ Robert Abela.

Coronavirus fallout: the need to protect all jobs

Government has announced its financial package which it described as being a €1.8 billion stimulus package. What is in it for a zero-hours contract worker, the casual worker, the freelance tradesman, the small-scale businessman? Nothing at all. Hence notwithstanding its merits, Government’s package is not a suitable package.

Zero-hour contract workers, the casual worker, the freelance tradesmen and the small-scale businessmen are the first casualties in each and every crisis. It is in the assessment of their plight that we can arrive at a conclusion on the suitability or otherwise of this and any other Covid19 recovery package.

We all applaud initiatives to ensure that the economy and its operators can stand back on their feet not just when this crisis is over, but also along the long road to recovery. But, what purpose is there in pumping the nation’s resources to recover an economy which is not capable of respecting the most vulnerable ones amongst us?

Government’s Covid19 package proposals do not seek to bind economic operators making use of the different opportunities in the stimulus package to protect their labour force. Redundancies have already started. Casual workers and zero-hour contract workers are the first casualties. Others will soon follow.

Additional measures are called for in Government’s Covid19 package.

Assistance given to economic operators should only go to those which have suffered a drastic reduction in their income when compared to last year. Government’s package is predominantly focused on assistance in providing guarantees for bank loans as well as in facilitating and ensuring liquidity. While these are important measures, in this crisis, aid focused directed towards wages of workers is essential. Any direct assistance to economic operators should be linked to their duty of protecting jobs. No job protection should equate to no aid.

Greens are concerned about several freelance tradesman, small scale businessmen as well as casual labour and workers on zero-hours contracts. They are bearing the brunt of the very sharp decrease in work opportunities: they are the first victims of Covid19. Aid to these categories should be a guaranteed income scheme for the coming months, throughout the duration of the crisis. These are the categories which are the most vulnerable and which nobody is talking about.

The lease contracts for tenants should be automatically renewed until the crisis is overcome. There should be introduced a special protection from eviction throughout the Coronavirus crisis. There is also a need for a greater commitment by the government to offer adequate and decent housing to the most vulnerable in particular during this time of crisis.

Greens consider that the crisis’ impacts on employment is showing the structural defects the country has in the social field. Malta is not the only country to have to face this problem. It is important that like various other countries, notably Sweden, Norway, and the city of Utrecht in the Netherlands, guaranteed income schemes referred to as Universal Basic Income and Guaranteed Minimum Income are discussed in depth in Malta too. It would be wise to start considering such schemes for the future as they could offer a long-term solution.

It is time for level-headedness. Minister Silvio Schembri’s outburst in Parliament earlier this week was uncalled for and damaging, even though he eventually apologised. It is never the time to threaten with expulsion those who have contributed so much to our country and economy. When the crisis is eventually over it will be those whom the Hon Minister threatened with expulsion who will once more plug the gap. Even now, the Hon Minister should take a look at the health service and consider whether it would be possible to operate without the participation of non-Maltese medics and paramedical staff who are performing miracles through their professional service hand-in-hand with their Maltese colleagues.

We do remember that around 12 months ago then Prime Minister Joseph Muscat equated non-Maltese participation in the local labour force with refuse collectors. Though he too eventually apologised, his prejudice unfortunately lingers on in those he left behind in Robert Abela’s Cabinet.

Inċineratur? Le grazzi.

 

L-iskart hu riżors li għandna nutilizzawh flok ma narmuh. Biex nilħqu dan l-iskop irridu nibdlu l-attitudni tagħna u minn ekonomija lineari naqilbu għal waħda ċirkulari. L-istrateġija dwar l-iskart tistabilixxi s-sena 2050 biex sa dakinhar jintlaħaq l-oġġettiv ta’ skart zero fil-miżbliet. Biex dan l-oġġettiv ikun jista’ jintlaħaq hemm diversi għodda amministrattivi.

F’ekonomija lineari aħna nużaw (jew nikkonsmaw) prodott u wara li l-ħajja utli ta’ dan il-prodott tiġi fi tmiemha narmuh. L-ekonomija ċirkulari taħdem b’mod differenti b’mod li l-prodott użat (jew il-partijiet li jiffurmawh) jibqa’ jeżisti wara li jtemm il-ħajja utli tiegħu u dan billi jintuża biex jinħoloq prodott ġdid.

Hu possibli li nimmiraw għal tnaqqis fil-ġenerazzjoni tal-iskart (waste minimisation). Dan isir billi meta l-prodott ikun iddisinjat, min joħolqu iqis sewwa l-iskart li dan il-prodott jiġġenera matul il-perjodu kollu li jkun qed jiġi użat. Permezz ta’ eko-diżinn il-prodott jissaffa minn dawk l-elementi tiegħu li ma jkunux neċessarji u b’hekk jonqsu id-diffikultajiet li jkun riċiklat.

Nistgħu nnaqqsu l-iskart li niġġeneraw billi nassiguraw li nixtru biss dak li għandna bżonn u li dan nagħmluh fi kwantitajiet addattati għall-ħtiġijiet tagħna. Nistgħu, pereżempju nużaw prodotti fi qies kbir flok kwantita ferm ikbar tal-istess prodott f’qies iżgħar. Bħala riżultat ta’ dan aħna jirnexxielna nnaqqsu l-iskart li niġġeneraw u dan billi narmu numru inqas ta’ kontenituri jew pakkjeġġar.

L-iskart li xorta jkun iġġenerat minkejja politika li tfittex li tnaqqsu jista’ jkun irriċiklat. Fil-fatt nirriċiklaw il-karta, l-metall, il-plastik u l-ħġieġ. Nirriċiklaw ukoll l-apparat elettriku u elettroniku. F’xi lokalitajiet beda ukoll ir-riċiklaġġ tal-iskart organiku li niġġeneraw.

Sfortunatament madwar 12% biss tal-iskart li niġġeneraw hu rriċiklat, ferm inqas milli qed jirnexxilhom iwettqu l-parti l-kbira ta’ pajjiżi oħra. Dan hu falliment fl-implimentazzjoni tal-istrateġija dwar l-iskart. Biex jgħatti dan il-falliment, il-Ministru għall-Ambjent, għan-nom tal-Gvern, qed jipproponi li nibdew naħarqu l-iskart li niġġeneraw f’inċineratur. Il-mira hi li jinħaraq 40% tal-iskart tal-gżejjer Maltin. Il-Gvern qed jipproponi li flok ma nibgħatu l-iskart dan naħarquh f’inċineratur biex nevitaw il-ħtieġa ta’ iktar art għal iktar miżbliet.

L-inċinerazzjoni ma tinkoraġix lin-nies biex jagħtu kaz ta’ dak li jikkunsmaw. L-inċinerazzjoni tinkoraġixxi soċjetà li tarmi u twassal il-messaġġ li hemm ħaddieħor li qed jieħu ħsieb jerfa’ l-problemi li noħolqu bil-konsum tagħna.

Qed jinfurmawna li bl-inċinerazzjoni ser niġġeneraw l-enerġija mill-iskart. Studju li ġie ikkummissjonat mill-NGO internazzjonali Zero Waste Europe intitolat The Potential Contribution of Waste Management to a Low Carbon Economy jindika li meta nirriċiklaw l-iskart niffrankaw bil-bosta iktar enerġija milli tista’ tkun iġġenerata meta jinħaraq l-istess skart. Allura fejn hu l-benefiċċju ambjentali?

Hemm bżonn ninvestu sforz ferm ikbar fir-riċiklaġġ tal-iskart. Din l-industrija għandha l-potenzjal li tiżviluppa f’pilastru ewlieni tal-ekonomija l-ħadra b’kontribut sostanzjali lill-ekonomija inkluż bil-ħolqien ta’ numru ta’ impiegi. Il-proposta tal-Gvern favur l-inċineratur ser joħloq ostaklu sostanzjali biex dan l-element importanti tal-ekonomija ċirkulari ma jitħalliex jiżviluppa.

Ikun ferm iktar utli kieku flok ma jwaqqaf kumitati dwar deċiżjonijiet li jkun diġa ħa, l-Onorevoli Ministru tal-Ambjent jipprova jifhem ftit x’inhu mistenni minnu.

Il-ħruq tal-iskart permezz tal-inċinerazzjoni ser iservi biex ikompli jnaqqas l-impenn tal-ftit li qed jirriċiklaw. Hu meħtieġ li minflok ma naħarbu mill-problema tal-falliment tal-politika dwar l-immaniġġjar tal-iskart neżaminaw bir-reqqa ir-raġunijiet għal dan il-falliment.
