Waste Management consultations

The Minister for the Environment has informed us that, tomorrow, Monday, he will be publishing a new Waste Management Strategy for public consultation.

The current waste management strategy is up for renewal as it was originally envisaged to cover between 2014 and 2020.

It is indeed unfortunate that the public consultation has been delayed this far. It has also once more been slotted in a festive period, thereby reducing its effectiveness.

One hopes that the strategy being submitted for public consultation, next Monday, will be accompanied by the studies which have been carried out in order to assist in its preparation. We need to understand the motivation for the proposals being made through studies, not through political soundbites. When proposals are buttressed by serious studies it is much easier for them to be accepted.

One such study commissioned some months ago is a waste characterisation study. This study which has presumably been carried out simultaneously in all the regions should identify the composition of our waste by region. There are known to be significant variations in waste generated in the different regions which variations are a reflection of a standard of living which inevitably varies. These variations need to be quantified as they have an important effect on the manner in which the waste management services are impacted.

We also need to be informed as to the results attained so far in the implementation of measures to organise and modernise waste management. I would expect that, for example, the documentation available in the public consultation should be accompanied by the reports drawn up to examine the uptake of organic waste collection from domestic households. 

In my opinion, the experience so far is generally positive. There is however a need for substantial improvement. This applies across the board, not just to the organic waste stream but also to general recycling which so far still lags far behind what is expected.  Recycling is officially at 12 per cent, but most probably, from what I have been informed, it is closer to 8 per cent of the municipal solid waste generated.

On Thursday an online public consultation is scheduled on the Environmental Impact Assessment relative to the proposed Magħtab incinerator, also referred to as the waste to energy facility. Some reports feeding this consultation are unfortunately tainted by conflicts of interest which may eventually result in the invalidation of the whole EIA consultation process.

This is unfortunate as waste management urgently requires more focused attention, not just to attain compliance with EU standards but more importantly because it may eventually translate into a better quality of life for all of us.

We need to minimise the waste that we generate. For example, our supermarkets need to be encouraged to use biodegradable packaging as this would ensure a further increase in the organic waste stream and consequently a further potential reduction in the mixed waste black bag. So far as a result of the introduction of the organic waste collection the black bag content should have reduced by about fifty per cent in content. This can be further reduced with suitable policy initiatives aimed at a reduction of the waste going to landfill.

Incinerating our waste, should not be an encouraged option. 

The shift to a circular economy is an opportunity which we should embrace. It is the time to shift seriously to a sustainable consumption mode. The personal choices we make accumulate in our waste bag which should be reducing gradually in both size of bag and volume of content.

There is still much to do. I sincerely hope that we can achieve much more. This will however only happen if we can tap the good faith of the environmentally conscious among us. It is only at that point that the moderate improvements achieved to date can be transformed into a definite success. We need it, and it can be done.

The basics of waste politics

Waste is what we throw away. It does however have value, which at times can be substantial.

We have lived most of our lives in a linear economy as a result of which, after we consume a product, at the end of its useful life, we throw it away as we have no further use for it.

The shift to a circular economy ought to change all that, such that after consumption we do not throw away what’s left from our “consumed product”.  In a circular economy, at the end of its useful life a product is used to create a new product. This is the objective of a sustainable waste management policy.

Incinerating waste is a declaration of failure of waste management policy. This policy has not failed overnight. Its failure is the accumulated result of mismanagement over the years as well as a reluctance of the authorities as well as the regulator to set up clear and practical objectives which drive the message home that each and every one of us needs to take control of the waste that we generate.

Consider for example the issue of organic waste. While undoubtedly progress has been achieved on the organic waste generated in our households, we still lag behind in controlling the organic waste generated by the tourism industry. The impacts of Covid-19 on the tourism industry is a unique, once in a lifetime opportunity, to bring the industry to its senses on the need to control its act. It is an opportunity which is being unfortunately being lost.

Recycling in Malta is in shambles. Malta is currently recycling around 12 per cent of Municipal Solid Waste when the Waste Framework Directive target for 2020 is fifty per cent which increases to 55 per cent in 2025. This is the extent of the failure of waste management policy in Malta.

It is a key principle of EU waste policy to move up the waste hierarchy ladder: disposal (including incineration) being the least desirable with waste prevention being the most desirable stage.

Incineration encourages the throwaway society. It does not encourage citizens to care about what they consume. It sends the message that others will shoulder the problems created by our consumption.

Where is the environmental benefit of incineration? A study commissioned by the international NGO Zero Waste Europe entitled The Potential Contribution of Waste Management to a Low Carbon Economy indicates that recycling of waste can save substantially much more energy that can be generated through the incineration of the same waste. The waste to energy proposal is thus another gimmick.

More effort needs to be invested in waste minimisation and in recycling of waste. The recycling industry has the potential of developing into a very robust pillar of the green economy, creating a number of green jobs. The government proposal in favour of incineration will be an insurmountable obstacle as a result of which this important element of the circular economy will not be allowed to develop.

Burning waste in an incinerator will further reduce the commitment of the few who are currently bothering to recycle. Instead of avoiding addressing the failure of implementing the waste management strategy, it would be more appropriate if the reasons for this failure are identified and acted upon.

It-Tibdil fil-Klima: wara t-twissja ta’ Covid-19

 

Il-virus Covid-19 beżbiżna waħda sew u ħarbat il-ħidma ta’ kulħadd. Imma ħdejn l-impatti antiċipati tat-tibdil tal-klima dan hu kollu logħob tat-tfal li dwaru Covid-19 jista’ jitqies bħala prova parzjali. Twissija li forsi tiftħilna ftit għajnejna.

F’Pariġi fis-7.25pm ta’ nhar it-12 ta’ Diċembru 2015, 5,000 delegat li kienu qed jirrappreżentaw 195 pajjiż, unanimament aċċettaw l-evidenza dwar l-impatti tal-klima. Huma għażlu t-triq għall-futur.

Nhar il-25 ta’ Frar 2020 Christiana Figueres u Tom Rivette-Carnac ippreżentawna b’publikazzjoni li għandha tkun ta’ interess kbir. Hi intitolata “The Future We Choose. Surviving the Climate Crisis.” Christiana Figueres, li magħha hu assoċjat il-ftehim ta’ Pariġi, kienet tmexxi l-Aġenzija tal-Ġnus Magħquda inkarigata mit-Tibdil fil-Klima (UNFCC) bħala Segretarju Eżekuttiv. Tom Rivette-Carnac kien l-istrateġista ewlieni tagħha inkarigat biex jaħdem dwar l-appoġġ minn utenti (mhux Gvernijiet) li kienu nteressati f’dan il-ftehim li kien ilu jinħema s-snin.

Wara l-qbil dwar it-triq li setgħet twassal għal bidla, biex il-kliem miktub ikun trasformat f’azzjoni konkreta hu dejjem sfida. L-għażliet quddiemna huma ċari.

L-attitudni li qiesu mhu jiġri xejn (business as usual) twassal biex it-temperatura medja globali, li diġa qabżet bi grad wieħed Celsius it-temperatura medja ta’ qabel żmien ir-rivoluzzjoni industrijali, tista’ tiżdied b’madwar 4 sa 5 gradi Celsius. Il-wegħdiet reġistrati s’issa, anke kieku kellhom jitwettqu kollha, m’humiex biżżejjed biex iż-żieda fit-temperatura globali ma taqbiżx iż-żewġ gradi Celsius, u preferibilment mhux iktar minn grad u nofs Celsius, kif insistew il-komunitajiet ta’ mal-kosta kif ukoll il-gżejjer li mhumiex wisq il-fuq mil-livell tal-baħar. Dan m’għandux ikun limitat għall-elettrifikazzjoni tal-karozzi, wara li jkunu tnaqqsu drastikament fin-numru, imma għandu jinkludi tnaqqis sostanzjali tal-ajruplani. Għax l-azzjoni dwar it-tibdil fil-klima jfisser li l-ivvjaġġar bl-ajru (inkluż it-turiżmu) kif nafuh sal-lum m’għandux futur. Jeħtieġ li napprezzaw u nagħmlu użu iktar minn prodotti agrikoli lokali. L-impatti tal-Covid-19 huma logħob tat-tfal meta wieħed jara sewwa x’hemm lest għalina bħala riżultat tat-tibdil fil-klima. Fid-dawl tat-tibdil fil-klima hemm soluzzjoni prattika waħda: bidla radikali fil-mod kif ngħixu, naħdmu u nqattgħu l-ħin liberu. Permezz tal-Covid-19 in-natura tatna twissija ċara. Jekk dan ninjorawh m’hemm ħadd f’min nistgħu nwaħħlu.

Climate Change: after the Covid-19 rehearsal

Covid-19 virus has rattled each one of us, throwing all into unprecedented turmoil. This is however child’s play when contrasted with the anticipated impacts of climate change in respect of which Covid-19 may be considered as a rehearsal or a minor drill!

In Paris, at 7.25pm on 12 December 2015, five thousand delegates representing 195 nations unanimously accepted irrefutable evidence on the impacts of climate change and selected a pathway for the future.

On 25 February 2020 Christiana Figueres and Tom Rivette-Carnac presented us with a riveting publication entitled “The Future We Choose. Surviving the Climate Crisis.” Christiana Figueres, public face of the Paris agreement, was the Executive Secretary of the United Nations Framework for Climate Change (UNFCC). Tom Rivette-Carnac was her Chief Political Strategist. He joined the effort to advance the Paris Agreement negotiations, mobilising support from a wide range of stakeholders outside national governments.

After selecting the pathway which could lead to change, transforming words into action can be quite a challenge. The options we face are unequivocal.

Business as usual would signify that the current mean global temperature, which is already around 1 degree Celsius above average temperatures before the industrial revolution, can warm up by 4 to 5 degrees Celsius. The impacts of such an increase in global temperature would be catastrophic.

Increasingly, in some regions, as a result of an increase in global temperature it would be impossible to stay outdoors for a length of time. Parts of the earth will, as a result, become uninhabitable. The increased temperatures at the poles will accelerate the melting of the polar ice-caps, as a result further increasing the rise in sea-level. Coastal communities will be under threat and all coastal activity and infrastructure will be severely impacted.

The change in atmospheric conditions will increase precipitation in areas and drought in others. The frequency and intensity of storms and the resulting havoc will multiply as is already evident in the various parts of the globe.

The Paris summit conclusions signified that the international community has recognised and accepted the accumulated scientific evidence on climate change. In Paris it was agreed that each individual country will identify and communicate its pledges through which they will participate in the global effort to address the causes of the change in climate. These pledges have to be updated every five years. The pledges registered so far, even if adhered to, are however insufficient to limit warming to well below two degrees Celsius, and preferably to not more than one and a half degrees Celsius, in line with the expectation of communities spread along coastal areas and low-lying islands. Much more is required to walk the talk.

To achieve the Paris targets global emissions must be reduced by not less than half not later than 2030. We must attain a carbon neutral status by not later than the year 2050.
In order to reach these essential targets Christiana Figueres and Tom Rivett-Carnac draw on the various proposals which have been made to date. They emphasise that the change required is significant: a change of this magnitude, they emphasise, would require major transformations in all that we do. It would require radical changes as to how we live, work and travel, along with changes to what we consume as well as to how and what to produce.

The sudden advent of the Covid-19 crisis has given a minor hint of some of the changes.
Telework must be a permanent component of our method of operation and not a temporary exception. Education can and should contain a more permanent online component.

Non-essential travel should be curtailed on a permanent basis. Where necessary, travelling should use sustainable means. This does not only include electrification of our cars, after drastically reducing their numbers, but also a substantial reduction of aeroplanes from our skies permanently. Acting on climate change means that tourism as currently practised has no future. Air travel will become quite costly if its considerable environmental impacts are internalised.

On a long-term basis the current intensive development of our road infrastructure also serves no purpose. Fewer cars on our roads will also signify extensive land use planning impacts. Local communities can then reclaim back our roads. With fewer cars there will be less need of parking space and/or garages. Our towns and villages may then be planned for residents, not for cars.

We need to appreciate and make full use of local agricultural products. However, agriculture must internalise its substantial environmental costs. The cost of production of meat and dairy products, for example, would be substantial if their environmental impacts are internalised. Christiana and Tom, comment that in 2050 food is expensive because it requires valuable resources to produce. “Water. Soil. Sweat. Time.” Clearly the current Common Agricultural Policy of the European Union has no future once we seriously start implementing the conclusions of the Paris agreement.

The impacts of Covid-19 are child’s play when considering the long-term impacts of climate change. Faced with climate change we have one practical option: a radical change in how we live, work and play. The Covid-19 rehearsal is nature’s clear warning. We ignore it at our peril.

Imma minn dak in-nhar żviluppat f’Partit bi ħsieb politiku distint mill-PN u l-PL. L-assoċjazzjoni ta’ AD mal-Ħodor Ewropej (EGP – European Green Party) għin biex AD issaħħaħ din l-identita’ distinta tagħha.

Il-filosofija politika ħadra hi kristallizzata b’mod ġenerali fid-dikjarazzjoni ta’ Canberra tal-Global Greens liema dikjarazzjoni kienet approvata fl-2001 u tiġbor il-ħsieb politiku aħdar f’sitt oqsma u ċjoe:  ir-rispett lejn l-eko-sistema li niffurmaw parti minnha, l-integrazzjoni tal-ġustizzja soċjali u l-ġustizzja ambjentali, demokrazija parteċipattiva, in-non-vjolenza u kultura ta’ paċi bejn il-ġnus, is-sostenibilita w ir-rispett għad-diversita’ .

Il-politika ta’ AD li hi l-implimentazzjoni ta’ dan f’kuntest lokali tikkuntrasta ma dik offruta mill-PN u l-PL. Hi politika li tagħti sens ta’ valur lill-komunita’ u lill-kwalita tal-ħajja bħala oġġettiv primarju tal-politika ambjentali. Politika li żżewweġ flimkien il-politika ambjentali u dik soċjali fi sforz biex hi u tnaqqas il-konsum żejjed tassigura li r-riżorsi limitati jistgħu  jintużaw ukoll mill-fqir li għandu dritt għal għixien diċenti.

Pope Benedict XVI : Laying the Groundwork for a Sustainable Civilization ?

Rumour has it that Pope Benedict may address climate change during his visit to the United Nations this week. Whether he does or not, his young papacy can claim to be the “greenest” ever. Benedict has identified extensive common ground between sustainability concerns and a Catholic worldview – adding weight to the argument that the world’s religions could be instrumental in nudging policymakers and the public to embrace sustainability. Now, the Pope has the opportunity to further develop the links between sustainability and religious values, markedly advancing thinking in both arenas.

Benedict’s predecessor, John Paul II, made important environmental statements during his long papacy, but Benedict is the first “green pope.” Last year, the Vatican installed solar panels on its 10,000-seat main auditorium building, and it arranged to reforest land in Hungary to offset Vatican City’s carbon emissions, making it the world’s first carbon-neutral state. And Benedict has repeatedly urged protection of the environment and action against poverty in a number of major addresses. His next encyclical (major papal teaching), due out this summer, is expected to further wrestle with environmental, social, and other themes of interest to the sustainability community.

As he embraces these themes, Benedict and the larger Catholic community could play an especially valuable role in helping to address two major influences on the environment that get too little attention today: consumption and population. (A third, technology, already receives high levels of policy focus.)

The consumption question should be comfortable ground for a modern Catholic pope, given the longstanding social and spiritual critique of consumerism in Catholic thought. For example, Pope Paul VI, in his 1967 encyclical Populorum Progressio, linked heavy consumption to injustice, declaring that, “No one may appropriate surplus goods solely for his own private use when others lack the bare necessities of life…. The earth belongs to everyone, not to the rich.”

John Paul II added a spiritual dimension in Centesimus Annus in 1991, critiquing “a style of life which is presumed to be better when it is directed towards ‘having’ rather than ‘being,'” and urging people to “create life-styles in which the quest for truth, beauty, goodness and communion with others for the sake of common growth are the factors which determine consumer choices, savings and investments.” The Church’s spiritual and social teachings are rich complements to modern environmental arguments against consumerism.

Benedict’s challenge is to move longstanding Church teaching into concrete action. Despite the extensive archive of papal statements on the subject, there is no evidence that Catholics consume less or differently than anyone else. Yet given that 40 percent of the human family lives on less than $2 a day while the prosperous among us consume casually and wastefully, Catholic leadership in redefining “the good life” away from accumulation and toward greater human wellbeing and solidarity with the poor cannot come soon enough.

Benedict will need to be creative in persuading the comfortable in his Church to take consumption teachings seriously. The dramatic equivalent of solar panels on a Vatican rooftop may be needed to move prosperous Catholics to critically assess their own consumption-and to find joy in consuming less.

The other issue, population, is more difficult for a Catholic leader to tackle, especially one with Benedict’s reputation for doctrinal strictness. For Benedict and most Catholics, human reproduction is a domain infused with questions of deep personal morality. But a pontiff who appreciates the epochal nature of the sustainability crisis must surely also recognize the moral challenges raised when human numbers grow exponentially in a finite world.

How much of modern hunger, disease, poverty, and environmental degradation can be blamed on population sizes that have exceeded the carrying capacity of local, regional, and global environments? The share is unknowable, but surely not small. The challenge for Benedict will be to apply his formidable intellect to harmonize the personal and social ethics of population issues.

Benedict’s interest in sustainability issues comes not a moment too soon. The sustainability crisis is civilizational in scope and depth-and therefore a natural concern for a global institution like the Catholic Church. Should Benedict raise the twin issues of consumption and population to the level of theological and spiritual attention they deserve, he would not only advance thinking on religious ethics-but also on how to create just and environmentally sustainable societies.
