From Dubai to Singapore

Last week, the President of the Republic, laying out the programme for the new government in what is known as the speech from the throne, emphasised that the environment is a core value for this government. Reading through the speech prepared by government, his Excellency was clear by dwelling on a number of different topics of considerable environmental importance.

However, Dr Vella was unfortunately not advised as to how and when the government intends to address its continuous contradictions in its drive to shift its focus from the infrastructure to the environment.

The elastic environmental politics presented by this government ranges from more flyovers to achieving carbon neutrality, simultaneously being dependent on two interconnectors tapping the Sicilian energy market.

Previous governments led by the Labour party had sought to transform Malta into another Dubai, that is a land of high rises and extensive land reclamation . The attempt at Dubai-ification embarked on by the Muscat led government will apparently now be transformed into a Singaporization as emphasised by infrastructure Minister Aaron Farrugia. This is the implementation of the policy of continuity which his Excellency was apparently not sufficiently advised about.

The current crop will do their best to outshine their predecessors. Since there is not much more land to ruin, they have therefore turned their gaze towards the sea which they will be ruined in due course.

Preliminary studies carried out in the past had identified the areas in Maltese waters where land reclamation could be considered, subject to more in-depth studies. The coastal areas identified and studied are those along the  Magħtab/Baħar iċ-Ċagħaq coastline and the Xgħajra/Marsaskala coastline. These are the coastal zones which have to be watched and protected.

The basic question to ask before embarking on planning any land reclamation projects is: what do we need land reclamation for? In the past land was reclaimed to construct the Freeport or to protect the coast at Msida, Gżira and elsewhere.

If any new pressing need is identified one should carefully consider them.

The Netherlands used land reclamation successfully to adequately manage its low-lying land. Hong Kong made use of land reclamation to create high value land required for its airport on the Chek Lak Kok island. Through land reclamation Singapore expanded its container port, an essential cornerstone in its economy.

The way to go about tackling land reclamation is through serious public consultation. Labour in government has, so far, only consulted developers on land reclamation. It has, in the recent past, only consulted those who were seeking new ways to make a quick buck! These are the fourth-floor guys who are only interested in making hay while the sun shines.

If government is serious about land reclamation it should immediately publish a list of its proposed projects. This should be accompanied by a draft national land-reclamation strategy for public consultation. At this point consultation should not be with the speculation lobby: it has already been extensively consulted. Consultation at this stage should primarily be with environmental NGOs and the coastal communities, in particular those directly impacted.

Having said the above I do not think that land reclamation is or should be a priority. Rather, the priority should be the restructuring of the construction industry: specifically cutting it down to size and putting it to good use.

The country would be economically, environmentally and socially much better off if the construction industry is assisted in its much-needed restructuring. It would undoubtedly need to shed labour which can be absorbed by other sectors of the economy. Retraining would be required to ease the entry of the shed labour force into other economic areas.

After years of haphazard and abusive land-use planning, land reclamation is the last thing we need!

Climate Change and solar rights

Reducing greenhouse gas emissions is necessary if we are to address climate change effectively. In Paris, in 2015, it was agreed by all that limiting global temperature increase to 1.5 degrees Celsius is essential if we are to address climate change adequately.  Three months ago, in August, the UN Intergovernmental Panel on Climate Change (IPCC) informed us that this increase was already 1.09 degrees Celsius, and rising.

The impacts of this increase are manifested in the extreme weather which we are currently witnessing, such as the floods all over Sicily and Calabria earlier this week, and in many other countries earlier. The resulting devastation is shocking. It will however get much worse very soon if we do not act decisively.

Having policies encouraging a low-carbon economy is crucial if we are to adequately address climate change.

Obviously solar rights must be entrenched: they should no longer be at the mercy of unbridled development and an insensitive land use planning process. The increase in permissible building heights introduced when the 2006 lot of local plans was approved had a heavy price-tag in renewable energy sacrificed. We are still paying this price and it will be quite some time before we recover from this irresponsible impact.

Switching over electricity generation at Delimara from one dependent on heavy fuel oil to one running on natural gas was a step in the right direction which greens always supported. It is however not enough. Natural gas is a transitional fuel.  Having most or all of our electricity generated from renewable sources would be a much better option, even better than making use of hydrogen, which is being considered as a future fuel. We need however to upgrade the national electricity distribution grid in order that it would be possible for residential areas to contribute much more to the national effort in renewable energy generation. Investing in an efficient distribution system is crucial. Yet it lags behind. It is not part of the priorities in hand.

Investing heavily in the generation of solar energy is more rewarding. It is also sustainable in the long term.  It would also do away with being dependent on a second energy interconnector with the Sicilian mainland, as government is currently planning.

Currently energy prices on mainland Europe are on a steep rise. This has resulted in a policy of restricting the use of the existing energy interconnector between Malta and Sicily.

As a result of the electrification of land transport, the demand for electricity is bound to increase in proportion to the uptake of electric cars. Can we cope with this increase in demand without being at the mercy of the mainland energy markets?

If we go for a substantial increase in the generation of renewable energy, we can definitely address part of the shortfall. The rest can also be addressed by actively encouraging a behavioural change in our mobility patterns.

The relative basic information is contained in the Transport Masterplan which points out that 50 per cent of the trips we make with our private vehicles are for short trips having a very short duration of under fifteen minutes.

Government policy as accounted for in the last budget will introduce free public transport as of October 2022. This needs fine-tuning, as existing fares have never been an obstacle to use public transport. It is the frequency and efficiency of the service which deters use. If this is adequately addressed it could be a gamechanger in increasing the attractiveness of public transport and consequently its increased use.

This is the possible future linking climate change and transport policy through adequate energy planning and the entrenchment of our solar rights.

Nature provides sustainable solutions for most of our needs. It is up to us to use them properly!

PLPN : parrini tar-rgħiba

Il-pjani lokali huma 7. Il-Pjan Lokali dwar il-Bajja ta’ Marsaxlokk kien approvat fl-1995, madwar sentejn wara li twaqqfet l-Awtorità tal-Ippjanar. Kellhom jgħaddu 7 snin oħra biex ġie approvat pjan lokali ieħor, din id-darba dak għall-Port il-Kbir.  Il-bqija kienu approvati f’daqqa bl-għaġġla fis-sajf tal-2006. Fl-2006 ukoll kien ippubblikat u approvat mill-Parlament dokument ieħor dwar ċaqlieq tal-linja tal-iżvilupp, intitolat “Rationalisation of Development Zone Boundaries”.

Kull wieħed minn dawn it-tmien dokumenti huwa wild il-PN fil-Gvern. Il-konsiderazzjonijiet ambjentali fihom huma nieqsa bil-kbira.

B’mod partikulari, d-dokument li ċaqlaq il-linja tal-żvilupp  ġie approvat mill-Parlament b’għaġġla kbira u bħala riżultat ta’ hekk żewġ miljun metru kwadru ta’ art li kienu barra  miż-żona ta’ żvilupp (ODZ) f’daqqa waħda saru tajbin għall-iżvilupp.

Mill-Opposiżżjoni l-Partit Laburista fil-Parlament ivvota kontra dan iċ-ċaqlieq tal-linja tal-iżvilupp, imma, wara, meta tela’ fil-Gvern ġie jaqa’ u jqum minn dan kollu. Dan minħabba li l-opposizzjoni għall-proposti kienet waħda partiġjana mhux minħabba xi viżjoni alternattiva.

Il-pjani lokali jeħtieġu reviżjoni immedjata. Id-dokument li jistabilixxi kif kellha tiċċaqlaq il-linja tal-iżvilupp għandu jitħassar u safejn hu possibli dik l-art kollha (ż-żewġ miljun metru kwadru) terġa’ issir art ODZ – barra miż-żona tal-iżvilupp.  

Fost it-tibdil meħtieġ hemm tnaqqis ġenerali fl-għoli permissibli tal-bini, liema għoli, f’ħafna każi qed itellef lill-komunità residenzjali mid-dritt ta’ aċċess għax-xemx. Dan qed inaqqas u jostakola l-potenzjal tagħna bħala pajjiż fil-ġenerazzjoni ta’ enerġija rinovabbli. Dan kollu kien injorat mill-pjani lokali.

Hemm bosta materji oħra fl-erba’ rkejjen tal-pajjiż li jeħtieġu li jkunu eżaminati mill-ġdid. Kif spjegajt f’artiklu preċedenti l-pjani lokali ma jagħtux każ tal-impatti kumulattivi tal-iżvilupp li huma stess jipproponu. Din hi materja bażika li teħtieġ attenzjoni kbira għax għandha impatt sostanzjali fuq il-kwalità tal-ħajja tagħna. Sfortunatament il-pjani lokali ftit li xejn jagħtu każ tal-kwalità tal-ħajja. Jiffokaw fuq is-sodisfazzjon tar-rgħiba.

Għandu jkun hemm kumpens jekk art li illum tista’ tkun żviluppata terġa’ lura fl-ODZ bħala art mhiex tajba għall-iżvilupp?

Xi ġimgħat ilu l-Ministru  Aaron Farrugia responsabbli għall-Ippjanar u l-Ambjent kien qal li kellu l-parir favur id-dritt ta’ kumpens. Konvenjentement l-Onorevoli Ministru injora l-fatt li l-Qorti Kostituzzjonali f’Malta kif ukoll il-Qorti Ewropeja dwar id-Drittijiet tal-Bniedem diġa kellhom kaz bħal dan fejn kien hemm talba għal kumpens. Il-Qorti Kostituzzjonali irrifjutat it-talba u l-Qorti fi Strasbourg ma ikkunsidratx t-talba f’deċiżjoni fis- 27 September 2011 li fiha iddiskutiet il-parametri legali applikabbli.

Il-kaz huwa dwar il-kumpanija Maltija Trimeg Limited u jikkonċerna 10,891 metru kwadru ta’ art li kienu fil-limiti tal-iżvilupp fl-1989 kif stabilit mill-iskemi temporanji tal-iżvilupp ta’ dakinnhar. Imma fl-1996 din l-art ġiet skedata għal skop ta’ konservazzjoni f’kuntest tal-protezzjoni tal-widien. Fil-Qrati Maltin il-kumpanija Maltija kienet qalet illi li kieku ħarġu l-permessi ta’ żvilupp l-art kien ikollha valur ta’  €11-il miljun. B’daqqa ta’ pinna imma, dan naqas għal  €230,000. Trimeg Limited kienet xtrat din l-art  €140,000.Il-Qorti Kostituzzjonali f’Malta ma aċċettatx dawn l-argumenti. Il-Qorti fi Strasbourg ma bidlet xejn minn dak li qalet il-Qorti Maltija.

Dan hu kaz wieħed biss. Il-ħsieb ġenerali iżda hu li apprezzament tal-ħarsien ambjentali qed jaqbad art fost in-nies illum li huma iktar sensittivi minn qatt qabel dwar dan.  Ħadd m’għandu jistenna kumpens għat-tibdil li jkun meħtieġ.

Din hi ġlieda kontinwa mar-rgħiba u l-ispekulazzjoni. Nafu li fil-passat, u għal żmien twil, ir-rgħiba kienet minn fuq. Ir-rgħiba fl-ippjanar għall-użu tal-art kellha żewġ parrini: il-PN u l-PL. Fl-Opposizzjoni jopponu u fil-Gvern jirrumblaw minn fuq kulħadd.  

Kemm il-PN kif ukoll il-PL ma jistgħux jindirizzaw din il-mandra fl-ippjanar għall-użu tal-art għax huma parti mill-problema: il-PLPN ħolquha, kabbruha u iddefendewha. Il-PN beda l-froġa u il-Labour sostniha.

Hu meħtieġ li nibdew paġna ġdida.  Il-linja tal-iżvilupp trid titraġġa lura u l-pjani lokali jeħtieġu tibdil mill-qiegħ. Aħna l-Ħodor biss nistgħu nagħmluh dan, għax aħna m’aħna fil-but ta’ ħadd. L-oħrajn, bil-provi wrew tul is-snin li bejn ir-rgħiba u l-kwalità tal-ħajja dejjem isostnu r-rgħiba!

PLPN have continuously sponsored greed

The local plans are 7 in number.  The Marsaxlokk Bay Local Plan was approved in 1995, just two years after the setting up of the Planning Authority. It took another 7 years to approve the next one, the Grand Harbour Local Plan. The rest were approved in one go, in a hurry in the summer of 2006. In 2006 a document entitled “Rationalisation of Development Zone Boundaries” was also published and approved by Parliament.

All eight documents above-mentioned have the PN fingerprints on them. They are certainly not green fingerprints.

The Rationalisation document in particular which was rushed through Parliamentary approval during July 2006 transformed 2 million square metres of land outside the development zone into land which could be considered for development. It shifted the development zone boundaries.

Labour, in Opposition when the rationalisation document was submitted for Parliament’s consideration, voted against its adoption only to embrace it as if it were its own once it was elected into government. Labour’s opposition was not on principle due to some alternative vision. It was pure partisan politics.

The local plans should be revisited the earliest. The rationalisation document should be scrapped and the land it refers to returned to ODZ status wherever this is possible.

Among the revisions considered essential to the local plans is a general reduction in permissible building heights which are interfering with the solar rights of our residential community. This is hampering our potential as a country to generate more renewable energy. This was ignored by the local plans!

There are various other issues spread all over the islands which require revisiting and careful analysis. As explained in a previous article the local plans fail to take into consideration the cumulative impacts of the development which they propose. This is one of the basic matters which should be considered in depth as it has a substantial impact on our quality of life.

Unfortunately, quality of life was considered irrelevant on the local plan drawing board. Only servicing greed was deemed essential.

Would any compensation be due if land currently suitable for development is relegated to ODZ status? Some weeks ago, Planning and Environment Minister Aaron Farrugia emphasised that the advice he received was in favour of compensation. Conveniently the Hon Minister failed to point out that the Constitutional Court in Malta and the European Court of Human Rights in Strasbourg has already dealt with a Maltese similar case requesting compensation. The Constitutional Court shot down the case and the Strasbourg Court considered it as being inadmissible on 27 September 2011 in a decision which discusses at some length the applicable legal parameters.

The case involved the Maltese Company Trimeg Limited and concerned 10,891 square metres of land which was within the limits of development as defined by the Temporary Provisions Schemes of 1989 but was then, in 1996, scheduled for conservation purposes as part of a valley protection zone.  The Maltese Company had previously claimed in the Maltese Courts that the land would have a value of €11 million if development permits were issued but was reduced in value to €230,000 at the stroke of a pen. The land was originally purchased by Trimeg Limited for €140,000.

The Constitutional Court in Malta had not accepted the arguments brought forward and the Strasbourg Court did not change anything from that judgement.

This is obviously just one case. The general train of thought however is that it is not a legitimate expectation to expect that the law does not change in the future. Environmental protection is hopefully on the increase as today’s men and women are nowadays more sensitive on the matter.

It is obviously a continuous tug-of-war with greed and speculation. The dreadful news of the past is that greed has for quite a stretch of time had the upper hand. Greed in land use planning has been alternatively sponsored by the PN and the PL. They oppose it when in opposition but adopt it once in government.

Neither the PN nor the PL can offer solutions to the current land use planning mess as both of them are part of the problem: PLPN created it, encouraged it and defended it. PN created the mess, PL sustained it.

It is time to start a new page. Scrap the rationalisation exercise and radically reform the local plans. Only we, the Greens, can do it, as we are in nobody’s pocket. The others have proven, time and again that they support greed at the expense of our quality of life.

Dritt ta’ aċċess għax-xemx

Id-dritt li jkollna aċċess għax-xemx reġa’ għal darba oħra qed jissemma b’insistenza. Dawk fostna li huma konxji li l-użu tax-xemx għall-ħtiġijiet tagħna jagħmel kemm sens ambjentali kif ukoll sens ekonomiku qiegħed dejjem jiżdied. Sfortunatament huma ostakolati mill-politika dwar l-użu tal-art li hi interessata biss biex taqdi lir-rebgħa li, jippruvaw jgħidulna li hi żvilupp.

Li nagħmlu użu mill-enerġija li tiġġenera x-xemx jiddependi minn dak li jkun hemm jostakola l-wasla tar-raġġi tax-xemx meta jkollna ħtieġa tagħhom! Meta l-parti l-kbira tal-pjani lokali kienu approvati fis-sajf tal-2006, kien żdied bil-kbir l-għoli tal-bini permissibli f’diversi lokalitajiet. F’xi każi l-ammont ta’ sulari li jistgħu jinbnew żdiedu minn 2 għal 5, inkluż penthouse. Is-sitwazzjoni hi agħar fejn jista’ jkun hemm garaxxijiet li jkunu parzjalment taħt il-livell tal-triq (semi-basement). Din il-bidla f’dak li jista’ jinbena effettwat ħafna żoni fejn kien hemm bini b’żewġ sulari.

L-impatt ta’ din il-bidla fl-għoli permissibli tal-bini qiegħed jiżdied biż-żmien għax issa qed isir żvilupp mill-ġdid ta’ bosta propjetajiet li ilhom ftit ta’ żmien li nbnew. Dan qed joħloq ħafna dellijiet fuq bosta djar residenzjali fl-ibliet u l-irħula tagħna. Bħala riżultat ta’ dan il-pannelli fotovoltajċi u l-istallazzjonijiet li jsaħħnu l-ilma bix-xemx (solar water heaters) stallati fuq il-bjut ta’ bosta residenzi issa qegħdin fid-dell għall-ħin twil u ġew ma jiswew xejn. Dawn huma investimenti li għamlu ħafna familji Maltin li ġew issagrifikati fuq l-altar tar-rebgħa tal-hekk imsejjaħ żvilupp. Sussidji użati bħala għajnuna biex niġġeneraw l-enerġija mix-xemx, inkluż dawk li oriġinaw minn fondi Ewropej, f’numru mhux żgħir ta’ każi spiċċaw moħlija.

Dan kollu hu riżultat ta’ politika dwar l-ippjanar tal-użu tal-art bla viżjoni fit-tul. Politika li falliet biex tqis u tindirizza impatti ovvji. B’mod speċifiku hi riżultat li teżamina l-proposta dwar l-għoli permissibli tal-bini fid-dawl tal-proċeduri stabiliti mid-direttiva tal-Unjoni Ewropea dwar l-istima ta’ l-effetti ta’ ċerti pjanijiet u programmi fuq l-ambjent (Strategic Environment Assessment Directive). Din hi direttiva li tfittex li teżamina politika (policy), pjani u programmi biex ikun stabilit u eżaminat l-impatt ambjentali tagħhom.

Dawk minnha li huma familjari ma kif taħdem u ħadmet l-Awtorità tal-Ippjanar jafu li l-Pjani Lokali ġew approvati bl-għaġġla fis-sajf tal-2006. Dan sar l-għaliex iktar dewmien kien ikun ifisser illi dawn il-pjani kienu jkun soġġetti għal eżami dwar l-impatti ambjentali tagħhom skond kif tipprovdi d-direttiva tal-Unjoni Ewropea dwar l-istima ta’ l-effetti ta’ ċerti pjanijiet u programmi fuq l-ambjent (Strategic Environment Assessment Directive). Inevitabilment kien jirriżulta minn dan l-eżami li ż-żieda fil-għoli tal-bini li seta jingħata l-permess kien ser ikollu impatt negattiv fuq il-ġenerazzjoni tal-elettriku mix-xemx, kif fil-fatt qed jiġri llum! Dan l-impatt kien ikollu jkun indirizzat u l-għoli tal-bini kien ikollu jonqos.

Kellna parti mill-Gvern taħdem favur il-ħtieġa li nagħmlu użu mix-xemx biex niġġeneraw enerġija nadifa. Imma kellna parti oħra mill-Gvern li kienet ostaġġ tal-lobby tal-iżviluppaturi li riedu iktar spazju fejn jistgħu jiżviluppaw. Il-bqija nafu x’ġara. Dak l-ispazju issa qed jiġi żviluppat u bħala riżultat spiċċajna bil-pannelli fid-dell fuq il-bjut!

Iktar kmieni din il-ġimgħa, fil-Parlament, Miriam Dalli, Ministru għall-Enerġija, l-Intrapriża u l-Iżvilupp Sostenibbli fi tweġiba għal mistoqsija parlamentari ta’ Ryan Callus kelliemi tal-Opposizzjoni dwar l-Enerġija qalet li l-Gvern għaddej b’konsultazzjonijiet interni dwar dan kollu.

Tant ilna niddiskutu dan kollu li mhux nifhem x’għandha f’moħħha l-Onorevoli Ministru. Fil-fatt ftit hemm possibilitajiet x’jiġu kkunsidrati.

L-iktar possibilità ovvja hi li fejn hu possibli jitreġġa’ lura l-għoli permissibli tal-bini għal dak li kien fl-2006. Dan imma, hu diffiċli biex isir, u kieku kellu jsir immedjatament tasal talba għal kumpens ta’ miljuni ta’ euro.

Hu possibli li jkunu introdotti drittijiet dwar l-aċċess għax-xemx f’bini ġdid. Dan għandu jsir immedjatament. Hu possiblili li jkunu emendati r-regoli tal-ippjanar b’mod li jkun assigurat illi fil-bini ġdid, b’mod partikolari fil-bini ta’ flats, ikun possibli li minn fuq il-bjut tagħhom tkun ġġenerata l-enerġija mix-xemx. Dan għandu jkun biżżejjed u jagħmel tajjeb għall-konsum tal-elettriku fil-blokk tal-flats kollu. Dan ikun ifisser li l-arja ma tinżammx mill-iżviluppatur iżda tkun parti mill-blokk f’idejn is-sidien tal-flats biex fuqha jistallaw pannelli foto-voltajiċi. Dan jassigura li kull blokk ġdid ta’ flats ikun carbon neutral, jiġifieri jiġġenera elettriku mix-xemx daqs kemm ikun ikkunsmat. Il-pannelli b’hekk jieħdu post il-penthouse.

B’hekk nistgħu nibdew bil-mod insewwu l-ħsara li saret.

Solar rights and planning wrongs

Solar rights are once more in the public debate. The number of those aware that utilising solar energy for our needs makes both environmental and economic sense is on the increase. Unfortunately, they are being obstructed by land use planning policy which is only interested in serving greed, camouflaged as development.

The utilisation of the sun’s energy is dependent on what gets in the way of the sun’s rays when we need them!  When most of the Local Plans were approved way back in summer of 2006, the permissible heights of building development in a multitude of areas were substantially increased. At times this increase was from 2 to 5 floors, including a penthouse level. It is worse where semi-basement garages are permissible. This change was in particular applied in respect of large areas with a previous predominance of two floored terraced houses. 

The impact of this change in the permissible height limitation is increasing in severity with time as the redevelopment of old properties is being gradually taken in hand. This is resulting in the shadowing of an ever-increasing number of residential units in a number of residential areas. As a result, solar water heaters and photo voltaic panels installed on a number of roofs in the past years, are now in the shade for a considerable amount of time and consequently are practically useless. Investments made by a number of our families have been sacrificed on the altar of development greed. Subsidies (including those originating from EU funds) which were utilised to assist the tapping of solar energy in a substantial number of cases have thus been thrown down the drain.

This is the result of myopic land use planning which failed to consider obvious impacts. Specifically, it is the result of the failure to subject the proposed height relaxation planning policies to the EU Strategic Environment Assessment Directive. The Strategic Environment Assessment Directive seeks to examine policies, plans and programmes in order to ensure that their environmental aspects are effectively considered.

Those of us familiar with the workings of the Planning Authority are aware that most of the Local Plans were rushed through to approval during the summer of 2006. This was done as any further delay would have made them subject to Strategic Environment Assessment procedures which would have inevitably highlighted the impact of height relaxation on the generation of solar energy. As a result, the conflict with the need to have solar energy generated would have been highlighted and most probably addressed.

While one section of government was encouraging one and all on the need to tap the sun’s rays to generate clean and renewable energy, another section, hostage to the development lobby was obstructing this and pushing forward their need for more space to develop! The rest is history. That space is currently being developed today, in the process obstructing the further generation of renewable energy on our rooftops.

In Parliament, earlier this week Minister for Energy, Enterprise and Sustainable Development Miriam Dalli in reply to a Parliamentary Question from Ryan Callus, spokesperson for Energy on behalf of the Opposition, stated that government was holding internal discussions on the matter.

The matter has been discussed many times to date so I cannot decipher exactly what Minister Miriam Dalli has in mind. There are in fact very few possible options which can be considered.

The most obvious option is to revise as much as possible the height relaxation carried out in 2006. This will be very difficult to carry out, and, if done, it will be immediately followed-up by a request for compensation running into many millions of euro.

Alternatively, one can seek to introduce solar rights on new buildings without further delay. It is possible that planning policy is amended to ensure that all new properties, in particular blocks of flats, should generate sufficient electricity to cater for the number of units in the new block, thus ensuring carbon neutrality. Such a measure would essentially require that the roof is owned together with the individual units in order that owners of the said units may install photo voltaic panels. Consequently, it would signify that the space which till now has been utilised for the development of penthouses would henceforth be reserved for the generation of renewable energy.

In so doing a history of planning wrongs would commence the long and difficult road of correction.

Lil hinn mir-rapport tal-KPMG dwar l-industrija tal-kostruzzjoni

Kif mistenni, ir-rapport tal-KPMG dwar l-industrija tal-kostruzzjoni jpinġi stampa sabiħa tal-industrija. Dan minkejja li l-awturi tar-rapport jikkonċedu li l-informazzjoni fir-rapport faċli li tintuża biex biha tasal għal konklużjonijiet ferm differenti minn tagħhom.

Jiena eżaminajt ir-rapport biex nara kemm dan jitkellem dwar numru ta’ affarijiet importanti bħall-iżvilupp esaġerat (over-development), ir-riċiklaġġ tal-iskart tal-kostruzzjoni, l-ambjent u l-klima. Kien ikun importanti kieku konna infurmati dwar il-veduti tal-industrija tal-kostruzzjoni dwar dawn il-materji u oħrajn. Imma ftit li xejn hemm kummenti dwarhom, skond l-awturi tar-rapport.

Ma jiena bl-ebda mod sorpriż li l-KPMG ma qalulna xejn fir-rapport dwar l-iżvilupp esaġerat jew ir-riċiklaġġ tal-iskart tal-kostruzzjoni. Dan ovvjament juri, għal min għadu ma ndunax, li l-industrija la jidhrilha li hemm żvilupp esaġerat u l-anqas ma għandha ebda interess fir-riċiklaġġ tal-iskart tal-kostruzzjoni. Kif diġa spjegat f’artiklu riċenti tiegħi (Illum 22 ta’ Settembru 2019: Sħab ma min iħammeġ), l-industrija tal-kostruzzjoni ma għandha l-ebda interess li tirriċikla l-iskart li tiġġenera hi stess, meta dan ikun possibli: interessata biss li jkollha fejn tarmi l-iskart tagħha b’mod issussidjat.

Hi tħammeġ u int tħallas. KPMG jaqblu ma dan?

Fir-rapport tal-KPMG hemm żewġ referenzi ghall-ambjent. L-ewwel referenza hi dwar in-nuqqas ta’ użu ta’ materjal sensittiv ambjentalment fil-bini u jenfasizza li dan ma jsirx ħtija tal-konsumaturi li ma jinteressawhomx! It-tieni referenza hi dwar l-għaqdiet ambjentali u tisfidhom biex il-proposti li jagħmlu jkunu realistiċi!

L-awturi tar-rapport jinsistu li dawn is-suġġerimenti mhux biss għandhom ikunu realistiċi imma għandhom jirrikonoxxu li mhuwiex realistiku li twaqqaf il-kostruzzjoni u l-iżvilupp.

KPMG qed jgħixu fis-sħab għax kieku forsi kienu jirrealizzaw li l-ambjentalisti ilhom żmien twil iressqu proposti li l-gvernijiet kontinwament jinjoraw għax il-gvernijiet moħħhom biss f’kif jinkoraġixxu iktar bini a spejjes tal-kwalità tal-ħajja tagħna. Ikkunsidraw pereżempju l-eżerċizzju tar-razzjonalizzazzjoni, approvat fl-2006 imma li l-impatti tiegħu għadna inħossuhom kuljum f’kull rokna ta’ dawn il-gżejjer. Il-ħsara li saret, u li għadha qed issir, mill-Gvern id f’id mal-iżviluppaturi, hi waħda enormi. Imma, dwar dan, skiet komplet mingħand KPMG.

It-tibdil fil-klima, skont ir-rapport ta’ KPMG, qiesha ma teżistix, għax fir-rapport ma hemm l-ebda referenza għaliha. Dan ovvjament ifisser li l-industrija tal-kostruzzjoni mhiex interessata fil-materja.

M’aħniex qed nistennew lill-awturi tar-rapport ta’ KPMG jispjegawlna kif l-industrija tal-kostruzzjoni ħarbtet pajjiż bi żvilupp esaġerat u l-pretensjoni tagħhom li aħna, l-bqija, nħallsu d-djun ambjentali tagħhom. Il-ġungla tal-konkos li qed tiżviluppa madwarna qed tifgana. L-industrija tal-kostruzzjoni kontinwament trid iktar art għal żvilupp li donnu ma jintemm qatt.

L-industrija tal-kostruzzjoni hemm bżonn li tiġi f’sensiha. Ilkoll jeħtieġilna nifhmu, qabel ma jkun tard wisq, li dan il-bini li għaddej kullimkien mhux sostenibbli u li l-progress ma jitkejjilx bil-bini, bit-toroq jew bin-numru ta’ karozzi li ma jispiċċaw qatt.

Il-kwalità tal-ħajja tagħna għandha titkejjel bl-ispazji miftuħin li jipperpettulna li niskopru mill-ġdid l-egħruq naturali tagħna fil-ħajja naturali li l-urbanizzazzjoni bla limitu qed teqred ftit ftit.

L-industrija tal-kostruzzjoni hi determinata li tisfrutta dan il-mument fejn qed titħalla tagħmel prattikament dak li trid: tibqa’ għaddejja b’bini bla limitu sakemm timla kull ċentimetru possibli, inkluż il-baħar, fuq skala li jħabbatha ma Dubaj! Dik hi l-viżjoni.

Imma għada jasal għal kulħadd, mhux biss għal dawk li jridu jisfruttaw is-sitwazzjoni illum li tippermettilhom iħaxxnu bwiethom bi ħsara għall-komunità kollha. Nittama li meta jasal jibqalna l-enerġija u l-kapaċità li nsewwu l-ħsara enormi li qed issir lil kulħadd.

Beyond the KPMG construction industry report

As expected, KPMG’s report on the construction industry paints a very rosy picture of it, although its authors concede that “others may arrive at a different conclusion” on the basis of the information contained therein.

I have searched through the report to identify the incidence of a number of important expressions like “over-development”, “re-cycling” (of construction waste), “the environment”, and “the climate”. The views of the construction industry on these terms (and others) would have been quite interesting, had they been expressed. According to the authors of the report, however, practically none of them were.

I am not surprised that the terms “over-development” and “recycling” do not feature in the report. This obviously indicates that the industry does not consider there is any “over-development” and, in addition, that the industry is not bothered about recycling its construction waste. As explained in a recent article of mine (TMIS, 22 September 2019 entitled In cahoots with the polluter), the construction industry is not interested in recycling its waste, when this is possible; it is only interested in subsidised dumping sites. They pollute, you pay. Does KPMG endorse this?

There are two references to the environment in the KPMG report. The first points fingers at consumers and emphasises that there is a lack of environmentally-friendly materials in properties because there is no demand for them! The second focuses on environmental lobby groups and challenges them to come forward with realistic suggestions! The authors of the report, however, point out that “such suggestions should be grounded in reality, and recognise that halting all construction and development is not a realistic option.”

KPMG is apparently reporting from the moon as it would have otherwise realised long ago that the environmental lobby has brought forward a multitude of proposals which have been generally ignored by governments, which have continuously sought to ensure that development is facilitated at the expense of our quality of life. It would suffice for a moment if they were to consider, for example, the rationalisation exercise introduced way back in 2006 but the impacts of which are still being felt still being felt up to this very day all around our islands. The damage done by government in cahoots with the developers is enormous but KPMG is, however, completely silent on the matter.

Climate change does not feature at all in the report, meaning that the construction industry is generally not bothered.

We do not expect the authors of the KPMG report to explain how the construction industry has been a major force in ruining this country through over-development and through expecting us to foot their environmental bills.

The concrete jungle developing all around us is suffocating. It is fuelled by a construction industry which has no idea of where to stop and that continuously wants more land for development.

It is about time that the construction industry is cut down to size. We should all realise, before it is too late, that the ongoing building spree is unsustainable and that progress is not measured in terms of buildings, roads or the enormous number of cars on our roads.
Our quality of life is actually measured through the open spaces we can enjoy and through rediscovering our natural roots, which have been obliterated as a result of the ever-expanding urban boundaries.

The construction industry is bent on making even more hay while the sun shines: on building more and more for as long as their Dubaification vision remains in place.

The sun rises for everyone, not just for those seeking to make hay while it shines. When it sets, we rest – preparing for tomorrow and hoping that, when it comes, there will still be time to repair the extensive damage being done to us all.

Sandro’s Monaco: as if tomorrow never comes

 

Having an area of 2.02 square kilometres, the principality of Monaco is around 58 per cent the size of Comino, which has an area of 3.50 square kilometres. Monaco is home to 38,000 persons: Comino having only one resident!

There is practically no ODZ in Monaco: in fact land development there is so intensive that it has been taking up small chunks of the Mediterranean along its coastline which it has been reclaiming since way back in 1880 in order to make up for a lack of land for development.

Malta Development Association (MDA) President Sandro Chetcuti is on record as stating that Malta’s future ought to be one that follows the path traced by Monaco. This, in my opinion, signifies just one thing: the development of every possible square metre of these islands.

The building development lobby is only concerned about today: making hay (today) while the sun shines. Sandro Chetcuti believes that the Monaco blueprint is the only realistic one. This is a vision very similar to Joseph Muscat’s “Dubaification” of the Maltese islands: a vision of high rises and land reclamation.

Chetcuti and Muscat sing from the same song sheet. They think and act as if tomorrow never comes. Development cannot stop, maintains Chetcuti, as “many” would be hurt. The “many”, obviously, being those seeking to make hay, while their sun still shines. They are aware that, at some point, their sun will set and hence they will no longer be able to make hay. Until such a day comes, should they be allowed to ruin everywhere?

Tomorrow will come, and the sun will rise again only for us to realise that we have increased substantially the problems bequeathed to future generations.

Obviously, the point about Monaco which sets Chetcuti ticking is that practically all its 2.02 square kilometres is an urban area. Monaco has no ODZ which can be taken up by rationalisation schemes to increase its building stock. Instead, it reclaims land from the sea and thus slowly adding to its land mass over the years.

The concrete jungle developing all around us is suffocating. It is fuelled by a building development industry which has no idea of where to stop and which wants more land for development.

It is about time that the building industry is cut down to size. We  should all realise, before it is too late, that the ongoing building spree is unsustainable and that progress is not measured in terms of buildings, roads or the enormous number of cars on our roads.

Our quality of life is actually measured through the open spaces we can enjoy and through rediscovering our natural roots, which have been obliterated through the ever- expanding urban boundaries.

The building industry is bent on producing more hay while the sun shines: on building more and more until such time that the Dubaification policy of the present government remains in implementation. Unfortunately the resulting “hay-fever” is being inflicted on all of us.

The sun rises for everyone, not just for those seeking to make hay, and when it sets, we rest – preparing for the morrow and hoping that, when it comes, we will still be in time to repair the extensive damage being done to us all.

L-Awtoritá tal-Ippjanar tinkoraġixxi l-ispekulazzjoni tal-art

L-Awtoritá tal-Ippjanar qed toħroġ il-permessi ta’ żvilupp għall-pompi tal-petrol u d-dijsil ħierġin bħall-pastizzi.

Xi xhur ilu, f’diskors li għamel il-Prim Ministru kien qal li l-Gvern immexxi minnu jaqbel li karozzi li jaħdmu bil-petrol jew bid-dijsil għandhom jispiċċaw mit-toroq Maltin. Nhar l-10 ta’ Settembru 2017 Joseph Muscat kien ħabbar li l-Gvern kien fi ħsiebu li “dal-waqt” jagħti bidu għal konsultazzjoni pubblika biex ikun stabilit meta u kif għandha tkun implimentata din il-politika li bħala riżultat tagħha jkunu jistgħu jinxtraw biss karozzi li jaħdmu bl-elettriku jew karozzi simili.

Għaddew seba’ xhur u għadna qed nistennew li jibda dan il-proċess ta’ konsultazzjoni pubblika. Sadanittant, aħna u nistennew, l-ispekulaturi tal-art, bl-għajnuna tal-Awtoritá tal-Ippjanar għaddejjin xalata: jippjanaw kif jirrovinaw iktar raba’, 3000 metru kwadru kull darba, u dan biex jibnu pompi li ftit ieħor mhux ser ikollna bżonn. Imbagħad x’nagħmlu bl-art li tkun diġa ġiet rovinata?

Alternattiva Demokratika taqbel li m’għandniex ħtieġa ta’ karozzi li jaħdmu bil-petrol u d-dijsil fit-toroq tagħna. Fil-fatt kienet Alternattiva Demokratika, bil-ħsieb li tintlaħaq il-mira strateġika ta’ Karbonju Żero fil-gżejjer Maltin li fil-Manifest Elettorali ta’ l-aħħar elezzjoni ġenerali poġġiet quddiem l-elettorat din il-proposta speċifika: li fi żmien 20 sena, ċjoe sal-2037, għandhom jispiċċaw il-karozzi kollha li jaħdmu bil-petrol u d-dijsil mit-toroq Maltin. Alternattiva Demokratika kienet l-uniku partit politiku f’Malta li kien ċar fuq dan f’Malta sa minn qabel l-elezzjoni ġenerali.

Id-dikjarazzjoni tal-Prim Ministru tal-10 ta’ Settembru 2017 kellha twassal għall-konklużjoni loġika li m’għandniex bżonn ta’ iktar pompi tal-petrol u d-dijsil. Kien ikun floku kieku tħabbar moratorju immedjat. Fil-fatt messna qegħdin ngħoddu l-ġranet li neħilsu darba għal dejjem mill-karozzi li jaħdmu bil-petrol u d-dijsil. Bħala riżultat ta’ dan messu hu ovvju li fil-futur qarib m’hu ser ikollna bżonn l-ebda pompa tal-petrol jew dijsil: dawn għandhom jonqsu mit-80 li għandna illum sa xejn u dan meta tkun implimentata b’mod sħiħ il-politika mħabbra mill-Prim Ministru u li dwarha ilna 7 xhur nistennew il-konsultazzjoni pubblika.

M’għandniex bżonn ta’ pompi ġodda: imma għandna bżonn li jagħlqu l-pompi li ġja hawn mingħajr ma jinħolqu oħrajn flokhom. L-20 sena proposti minn Alternattiva Demokratika fil-manifest elettorali tal-2017 biex jispiċċaw mit-toroq Maltin karozzi li jaħdmu bil-petrol jew bid-dijsil kienu meqjusa raġjonevoli, suffiċjenti u fl-istess direzzjoni ta’ deċiżjonijiet politiċi simili li ittieħdu minn pajjiżi oħra. Dan hu żmien biżżejjed biex tkun żviluppata l-infrastruttura nazzjonali meħtieġa għall-karozzi li jaħdmu bl-elettriku. Hu ukoll biżżejjed biex dawk li għandhom dawn it-tip ta’ karozzi jibdew jidraw ftit l-iżvilupp ta’ din ir-realtá ġdida bla petrol jew dijsil.

Bosta pajjiżi oħra diġa ddeċidew, inkella qegħdin fil-proċess li jiddeċiedu li fit-toroq tagħhom ma jkollhomx iktar karozzi li jaħdmu bil-petrol jew bid-dijsil. Dawn jinkludu in-Norveġja u l-Olanda (it-tnejn sal-2025), il-Ġermanja (sal-2030), Franza, r-Renju l–Indja u ċ-Ċina (lkoll sal-2040). Ma jdumx ma jkun hemm oħrajn ukoll.
L-Awtoritá tal-Ippjanar qegħda tkompli tinjora dan l-iżvilupp importanti fil-politika tal-pajjiż billi tibqa’ għaddejja bl-applikazzjoni tal-politika imsejħa 2015 Fuel Service Stations Policy b’mod robotiku. Din il-politika dwar il-pompi tal-petrol u d-dijsil tippermetti qies massimu permissibli ta’ 3000 metru kwadru imma l-Awtoritá qatt ma qieset li kien neċessarju li tordna tnaqqis fil-qies tal-proposti li kellha quddiema. Għax kollha kellhom il-qies massimu ta’ 3000 metru kwadru. Bħala riżultat ta’ dan l-Awtoritá tal-Ippjanar flok għal pompi qed toħroġ permessi għal żoni massiċċi kummerċjali barra miż-żona tal-iżvilupp.

Din hi l-agħar forma ta’ spekulazzjoni tal-art u f’dan il-kaz it-tort hu unikament tal-Awtoritá tal-Ippjanar. L-Awtoritá tal-Ippjanar hi ta’ theddida għall-ġenerazzjonijiet futuri. Dan hu l-punt li għamlu ż-żgħażagħ mill-Moviment Graffiti u l-Kamp Emerġenza Ambjent meta nhar il-Ħamis ipprotestaw u ħarbtu laqgħa tal-Bord tal-Awtoritá tal-Ippjanar waqt li dan kien qiegħed jikkunsidra applikazzjoni għall-pompa ġdida tal-petrol u d-dijsil f’Ħal-Luqa.

Għandna Awtoritá tal-Ippjanar li hi ala bieba mill-ambjent u mill-kwalitá tal-ħajja. Bil-provi.
