A minimum income for a decent living

Within the European Union structures a debate has commenced on adequate minimum wages throughout the Union. Commission President Ursula von der Leyen had stated on her appointment that she would be proposing a legal instrument to ensure that every worker in the Union has a fair minimum wage.

The consultation process within the EU was launched over one year ago. As a result, a proposal for an EU Directive on adequate minimum wages has been finalised together with a number of supporting documents, including a 240 page long extensive impact assessment

In an explanatory memorandum published by the EU together with the text of the proposed Directive it is emphasised that “in the majority of EU Member States with national statutory minimum wages, minimum wages are too low vis-à-vis other wages or to provide a decent living even if they have increased in recent years.” In its impact assessment, the EU Commission calculated that an increase of national minimum wages according to the double decency threshold (60% of the median and 50% of the average wage) would improve the wages of around 25 million workers in Europe.

Malta is one such state with a low minimum wage which does not suffice, in particular, for vulnerable categories. A Caritas study published last Friday once more identifies short-comings of the minimum wage in Malta, when this is the only source of income for a number of vulnerable households.

The Caritas study entitled “A Minimum Essential Budget for a Decent Living 2020” follows previous studies published by Caritas in 2012 and 2016 as a result of which detailed research illustrates how the basic needs of vulnerable households, cannot be addressed if these households are dependent on one minimum wage as their only source of income.

The latest Caritas study concludes that a household comprising two adults and two children require €13947 annually as a minimum for a decent living, while if the household consists of a lone parent and two children this requirement drops to €11038. This is well below the 2021 statutory minimum wage which is currently €181.08 per week even if one also takes into consideration the June and December statutory bonus. On the other hand, the requirements of a household consisting of an elderly couple adds up to €8157 annually, concludes the Caritas study. This last figure, which is manageable, is however qualified in the Caritas report in that it may vary substantially due to the myriad of costs specific to the lifestyle and health status of the elderly.

The above excludes cases where the minimum wage earner needs to fork out expenses for a privately rented dwelling, in which case subsistence is practically impossible. The Caritas 2020 report emphasises that impact of the rent due “can dramatically affect the financial circumstances and quality of life of low-income households”.

The agreement signed by government with the social partners in 2017 as a result of which after one year in receipt of a minimum wage there are mandatory increases of €3 per week and an additional €3 per week after the second year, was a step forward and without doubt lessens the burdens of minimum wage earners. But this is certainly not enough. An overhaul of the method of calculation of the minimum wage is essential as this has to be reflective of real and actual needs. It has to be capable of sustaining a dignified living.

The recent news that the Maltese government is among the EU Member states which are objecting to EU legislation that would set up a framework regulating the minimum wage is worrying as the Maltese Government has been reluctant to take steps ensuring that the minimum wage is revised periodically to reflect actual needs. ADPD has long been advocating for this revision. However, the Labour government has repeatedly indicated that it was more interested in helping the wealthy get even wealthier. It was more interested in defending the crooks in its midst.

Our society needs to guarantee a basic income for all which is sufficient for a decent living. A number of countries are carrying out trials to identify the best way forward in this respect. The Universal Basic Income or UBI is being tested in a number of countries through pilot projects.

There is much to learn not just from these pilot projects. Malta’s Covid-19 wage supplement, for example, was a worthy initiative which merits further consideration. If properly applied it can form the basis of a long-term initiative to guarantee a minimum income for all. Obviously, it is easier said than done but we need to start some long-term planning which addresses the need to guarantee a minimum income for all thereby ensuring that all have access to sufficient resources to live a dignified life. This is the next step for the welfare state.

Beyond GDP

“The GDP measures everything except that which makes life worthwhile.” This was stated by Robert Kennedy at the University of Kansas 52 years ago in what is known as his GDP speech!

In what was a highly charged US Presidential campaign, during which he was assassinated, Robert Kennedy had further explained that the GDP “does not allow for the health of our children, the quality of their education or the joy of their play.  It does not include the beauty of our poetry or the strength of our marriages, the intelligence of our public debate or the integrity of our public officials.  It measures neither our wit nor our courage, neither our wisdom nor our learning, neither our compassion nor our devotion to our country.”

We may use different language or emphasise different aspects to explain the problem, but not much has changed since: The GDP measures everything except that which makes life worthwhile!

Pursuing economic growth as the single most important policy goal is in conflict with the earth’s limited resource base. It contrasts with the fragile ecosystem of which we are a part and on which we depend for our survival.

Economic growth is supposed to deliver prosperity. Instead it has delivered unbridled climate change, fuel insecurity, sky-high commodity prices, collapsing biodiversity, reduced access to depleted water resources or clean air, and an ever-increasing global inequality. Is this measured by the GDP? Definitely not.

The GDP is just concerned with material wealth, ignoring in the process our health, our education, the safety of our streets, the social tissue of society, the state of our families, the devastation caused by all forms of hatred …………… GDP includes the production of armaments and the destruction of the environment carried out in the name of “progress” as well as the television programmes that glorify violence in order to sell toys to our children.

The earth’s resources are limited and, consequently, they cannot fuel infinite economic growth. There are practical limits to growth, which should lead our economic planners to consider decoupling prosperity and economic growth.

This is the context in which Greens welcome the Justice and Peace Commission of the Church in Malta looking beyond the GDP. It is welcome not only because it is the correct approach but also because we have been at it for so long, mostly practically on our own.

The 54 page published Church Commission study entitled Beyond GDP – A framework to gauge Malta’s success through quality of life justifiably argues that limiting ourselves to gauging progress through the use of the GDP leads to a situation where other factors leading to a satisfactory quality of life can be easily disregarded.

The study, supported by EY, APS Bank and Seed Consultancy is a very valid contribution to a mature political debate which we lack so much.

The insistence that we should go beyond GDP in gauging our quality of life is not an exercise in diminishing the importance of the economy. Rather, it signifies the determination that the economy should not be seen in isolation but that it should be viewed within a realistic context. Social, environmental and cultural dimensions are extremely relevant, as much as economics, in the gauging of our wellness, or the lack of it.

A more just economy needs to look at the bigger picture and not limit itself to the GDP to get its bearings right. This is another way of emphasising the need for a sustainable development, a term which is much in use nowadays but unfortunately not sufficiently understood or catered for. Going beyond GDP in measuring our state of wellness would definitely yield more realistic indicators which we urgently require.

Illum : wara li l-Arċisqof beżaq mis-sunnara tal-PN


L-emendi Kostituzzjonali reġgħu fuq l-agenda.

Nafu li tul dawn l-aħħar snin il-possibilita li tiltaqa’ l-konvenzjoni kostituzzjoni kienet limitata minħabba li ġie mdeffes fin-nofs Franco Debono. Il-Partit Laburista ried lilu u l-Partit Nazzjonalista oppona. Nifhmu li għad qed isiru sforzi biex din il-problema tingħeleb.Imma qed jingħadu diversi affarijiet oħra li huma ta’ interess kbir.

Madwar tlett ġimgħat ilu, Mons Scicluna qal li l-Knisja ma jkollha l-ebda oġġezzjoni li titneħħa r-referenza għal Kattoliċiżku mill-Kostituzzjoni Maltija. Il-Knisja, qal Mons. Scicluna, ma tridx privileġġi imma trid il-libertà reliġjuża. Dikjarazzjoni makakka u f’waqtha ta’ Mons Scicluna li indirizzat waħda mill-issues jaħarqu quddiem il-Konvenzjoni Kostituzzjonali. Jaħarqu fis-sens li kien (u għadu) antiċipat li l-PN jopponi din il-bidla. Dan minkejja li din il-bidla kostituzzjonali ma għandhiex bżonn żewġ terzi tal-Parlament għall-approvazzjoni, iżda teħtieġ biss maġġoranza sempliċi. Bid-dikjarazzjoni ta’ Mons Scicluna l-Knisja beżqet mis-sunnara tal-P.N. u mhux ser tħalli lill-P.N. jinqeda biha!

Issa li l-Knisja beżqet mis-sunnara tar-Religio et Patria, illum ħarġet ir-reazzjoni ta’ Adrian Delia, mexxej tal-PN, u dan kif antiċipat. Ser jibda jbeżża’ bil-babaw ġaladarba l-Knisja mhux ser tħallieh jinqeda biha. Dalgħodu kien rappurtat li Adrian Delia qal li l-Prim Ministru jrid ineħħi l-kurċifissi mill-iskejjel! Daqt jibda jgħidilna li sejrin l-infern!

Ir-realta hi li Malta għandha bżonn Kostituzzjoni lajka, jiġifieri kostituzzjoni li filwaqt li tirrispetta l-liberta reliġjuża tkun waħda li ma tpoġġi l-ebda reliġjon fiċ-ċentru tagħha. Tkun kostituzzjoni sekulari. Il-pajjiż hekk hu fir-realtà, wieħed lajk, u l-kostituzzjoni tiegħu għandha tirrispetta dan il-fatt.

Hemm bżonn ftit iktar serjeta meta niddiskutu l-kostituzzjoni. B’mod partikolari mill-partit tal-avukati!

Sadanittant Alternattiva Demokratika qed tistenna li tibda l-konvenzjoni kostituzzjonali biex tkun tista’ tinvolvi ruħha fid-diskussjoni dwar it-tibdil meħtieġ fil-kostituzzjoni Maltija. S’issa, AD ma hiex involvuta f’xi diskussjjonijiet li jidher li għaddejjin.

The financing of Fawlty Towers

The saga of the Mrieħel and the Townsquare towers is now entering a new phase, with the planning appeal stopwatch due to start ticking shortly –  most probably towards the end of the month. It is known that, so far, Sliema Local Council and a number of environmental NGOs will be appealing against the 4 August decision of the Planning Authority to approve the “Fawlty Towers” at Mrieħel and Townsquare Sliema .

Financing of the projects is next. The banks cannot increase their already substantial exposure to loans that are dependent on building speculation. Consequently, the developers will inevitably have to seek the involvement of private citizens and, possibly, institutional investors. Most probably, the process for financing the projects has already commenced; it will involve the issuing of bonds to the public and will normally be sponsored by a bank and a stock-broking agency.

The bank or banks and stockbrokers sponsoring the bond issue will have to ensure that the bonds are subject to an “appropriateness and suitability testing” subject to such direction as the Malta Financial Services Authority  may consider necessary and suitable. Also, in the light of past local unpleasant experiences, the Authority will undoubtedly be guided by the need to ensure  that prospective investors fully understand the inherent risks of the proposed investments.  It will also ensure that detailed information is published in the form of a suitable prospectus in which the small print is both legible and understandable.

Those who finance the high-rise projects should shoulder responsibility for their impact together with the Planning Authority and the developers. They will potentially make it happen, so they should carry the can. It is important to get this message through: those who will invest in the Gasan and Tumas bonds intended to finance the “Fawlty  Towers”  should receive more than a monetary return on their investment. The moment they sign up they will also assume co-responsibility – with the developers, the Planning Authority, the bank or banks and the sponsoring stockbrokers – for this projected development .

Word is going around on the need to boycott the services and products placed on the market by the Gasan and Tumas Groups. Journalist Jürgen Balzan, writing in Malta Today described these services and products as being wide-ranging (hotels, car-dealerships, gaming, finance and property) which easily impact on the daily life of a substantial number of Maltese citizens. However, such a boycott’s only link with  the “Fawlty  Towers”  would be through the owners.  It would be preferable for a boycott to have a direct link with the offensive action.  In this context, the forthcoming bond issue to finance the “Fawlty  Towers”  presents itself as a suitable opportunity.

A boycott is a non-violent instrument of protest that is perfectly legitimate in a democratic society. The boycotting of the forthcoming bond issue would send a clear message that people will not be complicit in further ruining the  urban fabric of Sliema and ensure that development at Imrieħel is such that the historic landscape is fully respected.

A social impact assessment, if properly carried out, would have revealed the apprehensions of the residents in particular the residents on the Tignè peninsula. But, unfortunately, as stated by Sliema Green Local Councillor Michael Briguglio, the existing policy-making process tends to consider such studies as an irritant rather than as a tool for holistic management and community participation.

We have had some recent converts on the desirability of social impact assessments, such as Professor Alex Torpiano, Dean of the Faculty for the Built Environment at the University of Malta. Prof. Torpiano, in an opinion piece published by the Malta Independent this week, stressed that spatial planning in Malta needs a social-economic dimension. Unfortunately, I do not recollect the professor himself practising these beliefs as the leading architect in the MIDI and Cambridge projects on the Tignè peninsula,  a stone’s throw from Townsquare!

Investing in this bond issue is not another private decision: it will have an enormous impact on the community.

Responsibility for this ever-increasing environmental mess has to be shouldered by quite a few persons in Malta. Even the banks have a very basic responsibility – and not one to be shouldered just by the Directors: the shareholders should also take an interest before decisions are taken and not post-factum.

I understand that the Directors of APS Bank have already taken note of the recent  statements regarding the environment by  Archbishop Charles Scicluna. As such, it stands to reason that APS will (I hope) not be in any way associated with the financing process for the “Fawlty  Towers”.  However, there is no news as yet from the other banks, primarily from the major ones – ie Bank of Valletta and HSBC.

This is a defining moment in environmental action in Malta. It is time for those that matter to stand up to be counted – and the sooner the better.

L-għarbiel hu meħtieġ



Id-dibattitu ambjentali fil-pajjiż qed irabbi l-għeruq. Iktar nies huma konxji ta’ dak li qiegħed  jiġri. Peró dan mhux rifless biżżejjed fil-mod kif in-nies iġġib ruħha. F’dan is-sens għadna ftit lura. Imma, wara kollox, dan huwa proċess li jieħu żmien mhux żgħir biex minn għarfien aħjar ngħaddu għall-impenn.

Waħda mid-diffikultajiet li rridu niffaċċjaw kuljum hi l-frammentazzjoni tas-settur pubbliku b’mod li r-riżorsi li għandu, l-pajjiż ma jagħmilx użu tajjeb biżżejjed tagħhom, għax dawn huma mifruxa żżejjed. Il-qasma tal-MEPA f’żewġ awtoritajiet jiena nħares lejha f’dan is-sens.

Il-MEPA ma kienitx qed taħdem tajjeb, imma li taqsamha f’żewġ biċċiet, qatt ma kienet soluzzjoni, għax kull waħda miż-żewġ biċċiet qatt mhu se tkun b’saħħitha biżżejjed, l-anqas fil-qasam tagħha.

Il-MEPA ma kienitx b’saħħitha biżżejjed minħabba li fil-ħidma tagħha tul is-snin, qatt ma poġġiet l-interess tal-komunità sħiħa fiċ-ċentru tal-ħidma tagħha. Dejjem iffukat fuq l-iżvilupp tal-art u assigurat li l-bqija ta’ ħidmieta ma jtellifx dan l-iskop primarju. Meta fl-2002 l-ambjent ingħaqad mal-iżvilupp tal-art f’awtorità waħda kien hemm opportunità tad-deheb, li sfortunatament ma ġietx użata sewwa.

F’pajjiż żgħir bħal tagħna, l-eżistenza ta’ awtorità waħda għall-ambjent u l-ippjanar għall-użu tal-art kienet opportunità unika biex il-ħidma ambjentali tkun iffukata u effettiva. (Il-ħidma ambjentali tinkludi l-ippjanar għall-użu ta’ l-art.) Minflok, din l-opportunità intużat ħażin. Kien hemm il-possibilità ta’ sinerġija, imma din ġiet skartata. Minflok, ġie assigurat li d-Direttorat tal-Ambjent jibqa’ bla riżorsi umani u tekniċi inkluż bla direttur għal diversi snin, kif għadu sal-lum li qed nikteb. Kif kien, bla snien u bla idejn, id-Direttorat tal-Ambjent ftit seta jkun effettiv.

Fil-bidu ta’ din il-ġimgħa ġiet konkluża d-diskussjoni fil-Parlament biex il-MEPA tinqasam mill-ġdid f’żewġ awtoritajiet: awtorità għall-ambjent u oħra għall-ippjanar għall-użu tal-art. Il-liġijiet li tressqu f’ħafna aspetti huma identiċi għal-liġi l-qadima, bid-difetti b’kollox.

Kull waħda miż-żewġ liġijiet ewlenin ippreżentati, fiha lista ta’ prinċipji li qegħdin hemm biex iservu ta’ gwida għall-Gvern, u anke għall-awtoritajiet il-ġodda infushom, dwar il-mod kif għandhom jaġixxu. Imma, sfortunatament dawn tħallew biss bħala prinċipji fuq il-karta għax mhuwiex possibli li ċittadin ordinarju inkella għaqda ambjentali tmur il-Qorti bl-insistenza li dak li l-Parlament approva fil-prinċipju jitwettaq. Din mhix xi ħaġa ġdida, għax dan id-difett fil-liġijiet ġie ikkupjat mil-liġi l-qadima li fis-sustanza tgħid l-istess affarijiet.

Bid-difetti kollha tal-liġijiet, dawn jitħaddmu, tajjeb jew ħażin, skond x’tip ta’ persuni jinħatru biex imexxuhom. Kellna, u għad għandna, kemm persuni kapaċi kif ukoll persuni li mhumiex kapaċi biex imexxu dawn it-tip ta’ awtoritiajiet. Kultant, xi persuni kapaċi ddakkru mill-bqija.

Qatt mhu tajjeb li l-Gvern jiddeċiedi waħdu dwar il-persuni li għandhom ikunu fdati bit-tmexxija ta’ dawn l-awtoritajiet. Il-prattika fl-Unjoni Ewropeja u anke fl-Istati Uniti tal-Amerika hi li l-persuni li jinħatru jkunu mgħarbla fil-pubbliku minn kumitati tal-Parlament. Il-proċess fl-Istati Uniti tal-Amerika huwa ħafna iktar rigoruż minn dak fl-Unjoni Ewropeja. Hemmhekk anke l-imħallfin prospettivi jgħarblu u mhux l-ewwel darba li kien hemm persuni nominati li ma kisbux l-approvazzjoni biex jinħatru.

Dan ifisser li wara li l-Gvern jinnomina lill-persuni li għandhom imexxu dawn jidhru quddiem kumitat parlamentari li jistaqsihom diversi mistoqsijiet, u jiddibatti magħhom il-fehmiet u l-esperjenzi tagħhom relatati mall-oqsma differenti ta’ ħidma tal-awtorità li jkunu ġew nominati biex imexxu. Dan isir biex ikun stabilit jekk humiex kompetenti biex imexxu.

Hi sistema li meta tkun addottata għandha isservi ta’ xprun fuq il-Gvern tal-ġurnata biex joqgħod iktar attent dwar il-persuni maħtura, għax id-difetti jew in-nuqqasijiet tagħhom b’dan il-mod hemm ċans tajjeb illi jiġu esposti immedjatament.

Din il-proposta saret kemm fil-manifest elettorali tal-Alternattiva Demokratika kif ukoll fil-manifest elettorali tal-Partit Laburista. Fil-Parlament f’dawn il-ġranet, ġew ippreżentati proposti f’dan is-sens kemm minn Marlene Farrugia f’isem Alternattiva Demokratika kif ukoll minn esponenti tal-Partit Nazzjonalista.

Minkejja li kien hemm l-opportunità ta’ kunsens dwar dawn il-proposti, il-Gvern sfortunatament għażel li jirreżisti dak li kien ikun ċertament pass kbir il-quddiem fil-kontabilità tat-tmexxija tal-awtoritajiet.

Kien biss nhar il-Ġimgħa 4 ta’ Diċembru, li waqt id-diskussjoni pubblika organizzata mill-Kummissjoni Ambjent tal-Knisja li l-Prim Ministru iddikjara illi l-Partit Laburista ma abbandunax l-idea imma li għadu qed jiżviluppa qafas li jkun japplika għal firxa wiesa’ ta’ awtoritajiet. Filwaqt li dan hu tajjeb jibqa’ l-fatt li intilfet opportunità unika fid-dibattitu parlamentari li tiġi introdotta s-sistema tal-għarbiel bi prova fil-qasam li hi l-iktar meħtieġa, dak ambjentali.

Għax wara koIlox huma dawk afdati bit-tmexxija li jistgħu jagħmlu d-differenza, anke jekk il-liġijiet jibqgħu difettużi. Għalhekk il-ħtieġa li ngħarblu aħjar il-ħatriet li jsiru, illum qabel għada. Hu b’hekk li l-għarfien aħjar tal-obbligi ambjentali tagħna nistgħu nittrasformawhom f’awtoritajiet impenjati bis-serjeta biex jagħmlu dmirhom.

Il-Partit Nazzjonalista u l-boathouses tal-Aħrax tal-Mellieħa

Il-partiti politiċi fil-Parlament ħafna drabi ma jieħdux pjaċir jiftakru jew tfakkarhom fil-passat tagħhom. Jgħidulna biex il-passat inħalluh għax huma jridu jħarsu l-quddiem.

Hu obbligu tagħna li niftakru il-passat ukoll. Mhux biss għax il-passat hu l-mera tal-futur, imma, iktar minn hekk għax min il-bieraħ xejn ma ddejjaq jarmi l-prinċipji l-baħar, xejn m’hu ser jerġa’ jaħsibha biex għada (jekk ikollu l-opportunità) jerġa’ jagħmel l-istess.

Nhar il-Ġimgħa li għaddiet Simon Busuttil, il-Kap tal-Opposizzjoni, waqt id-diskussjoni organizzata mill-Kummissjoni Ambjent tal-Knisja offra l-kooperazzjoni tal-Partit Nazzjonalista lill-Gvern biex jitneħħew l-irregolaritajiet tal-boathouses tal-Aħrax tal-Mellieħa.

Dam jaħsibha 25 sena l-Partit Nazzjonalista. Kellu iċ-ċans kollu tad-dinja biex mhux biss jitkellem kontra l-irregolaritajiet tal-bini, imma seta ukoll ineħħihom. Imma sfortunatament fis-siegħa tal-prova il-PN beża’ milli jimxi sewwa. Fis-siegħa tal-prova, l-PN l-prinċipji rmiehom il-baħar, għax beża’ li jitlef il-voti.

Tista’ allura teħodhom bis-serjetà meta jitkellmu b’dan il-mod? Donnhom għadhom jaħsbu li jistgħu jibqgħu jgħaddu n-nies biż-żmien.

Kellna ex-Ministru li xi snin ilu kiteb fil-gazzetti li hu (fil-bidu tas-snin 90) kien ressaq quddiem il-Kabinett proposta biex il-boathouses illegali fl-Aħrax tal-Mellieħa jitneħħew. Imma l-Kabinett dakinnhar ma qabilx.

Huwa konvenjenti għall-PN li issa jitkellem kontra l-boathouses tal-Aħrax tal-Mellieħa. Meta seta mhux biss jitkellem imma seta ukoll jieħu passi wasal għal ftehim magħhom bħalma għamel lejlet l-elezzjoni tal-2003. Dakinnhar għall-PN il-voti kienu iktar importanti mill-prinċipju li jimxi sewwa.

Minkejja dan kollu huwa ta’ sodisfazzjoni għal Alternattiva Demokratika li wara li ilha snin twal tikkampanja kontra l-bini illegali tal-boathouses fl-Aħrax tal-Mellieħa (Ramlet il-Qortin, l-Armier, Little Armier u t-Torri l-Abjad) issa anke l-Partit Nazzjonalista qed jgħid li kkonvinċa ruħu li ma jistax u m’ghandux jibqa’ jappoġġa dawn il-ħniżrijiet.

Ikun tajjeb, kieku l-Kap tal-Opposizzjoni Simon Busuttil jiddisassoċja ruħu mill-ftehim li kien għamel il-Partit Nazzjonalista qabel l-elezzjoni tal-2003 ma dawk li qegħdin fil-boathouses. Dak il-ftehim, tajjeb li niftakru, kien jipprovdi biex 26 ettaru (260,000 m2) ta’ art tal-Gvern fl-Aħrax tal-Mellieħa jgħaddu għand il-kumpanija Armier Developments Limited għal 65 sena (bi ħlas ta’ €366,000 fis-sena) biex ikunu żviluppati boathouses ġodda.

Hi ħasra li l-PN dam 25 sena biex fetaħ għajnjejh u ra d-dawl. Li fetaħom ftit snin ilu kien jagħmel ftit ġid. Issa sfortunatament il-ħsara laħaq għamilha.

Hu għalhekk li din il-konverżjoni ambjentali tal-Partit Nazzjonalista ma tikkonvinċi lil ħadd. Għax hi biss għal konvenjenza.

L-Aħrax tal-Mellieħa: tagħna lkoll?



Id-diskussjoni ta’ hawn fuq saret qabel l-elezzjoni tal-2013.

Il-bieraħ waqt id-diskussjoni li ġiet organizzata mill-Kummissjoni Ambjent tal-Knisja dwar l-enċiklika tal-Papa Franġisku Laudato Si Simon Busuttil ammetta li l-PN fil-Gvern għamel l-iżbalji dwar il-boathouses tal-Armier. Offra l-kooperazzjoni tal-Opposizzjoni lill-Gvern biex dawn l-illegalitajiet jitneħħew.

Joseph Muscat qal li ma jridx jibda mill-Armier. Iżda minn każijiet ferm iktar gravi.

Bdew jiċċaqalqu t-tnejn li huma. Forsi l-ewwel pass għaqli jkun li kemm il-PN kif ukoll il-PL iħassru kull ftehim li għandhom ma’ dawk li bnew il-boathouses.

Anke l-Knisja hemm bżonn li tieħu posizzjoni. S’issa l-illegalitajiet ġew imbierka mill-Knisja li torganizza attivitajiet reliġjużi fl-Aħrax tal-Mellieħa.

L-Aħrax tal-Mellieħa jixraqlu jkun tagħna lkoll.


Il-baġit hu wieħed nej

Il- baġit fih diversi ingridjenti tajbin. Iżda m’humiex imħalltin tajjeb. M’hemmx ħsieb biżżejjed. L-anqas m’huma msajra biżżejjed. Kif ngħidu bil-Malti: il-baġit hu nofsu nej.

F’dan l-artiklu ser nillimita ruħi għal uħud mill-proposti ta’ natura soċjali.

Nibda bil-paga minima. F’Malta din ġiet introdotta fl-1974 mit-tieni Gvern tal-Perit Mintoff.  Dakinnhar kienet stabilita għall-ammont ta’ Lm10, jiġifieri €23.29. Ovvjament Lm10, dakinnhar, kienu jiswew u bihom kont tixtri ferm iktar mill-tixtri illum. Kull sena, din il-paga minima tiżdied b’ammont li jikkumpensa għaż-żieda fil-għoli tal-ħajja. L-ammont jitħabbar fil- baġit. Iż-żieda b’effett minn l-1 ta’ Jannar li ġej ser tkun €1.75 biex b’hekk il-paga minima għal persuna ta’ il-fuq minn tmintax-il sena għal ġimgħa xogħol ta’ 40 siegħa issa ser tkun €168.01. Ma din irid jiżdied il-bonus statutorju.

Il-paga minima teħieġ li tkun reveduta. Meta tfasslet fl-1974, tfasslet għall-ħtiġijiet ta’ dakinnhar.

Illum, wara 41 sena teħtieġ titfassal mill-ġdid skont il-ħtiġijiet tal-lum. Fil-fatt studju li kien ippubblikat mill-Caritas f’Marzu 2012 kien jistma illi hu meħtieġ li jkun hemm żieda ta’ 13.8% fil-paga minima biex l-iktar persuni vulnerabbli jingħataw in-nifs.  Ir-rapport kien intitolat A Minimum Budget for a Decent Living. A research study by Caritas Malta focusing on three low-income household categories.

Il-Gvern,(kemm dak tal-lum kif ukoll dak tal-bieraħ) ma jaqbilx ma dan. L-argument politiku tagħhom hu li bit-taħriġ u l-investiment iffokat fuq il-kisba ta’ ħiliet, ikun possibli li taqla’ l-persuni fuq il-paga minima u ċċaqlaqhom ‘il-fuq fis-sellum tal-ħajja. Din hi idea nobbli imma fil-prattika, iddum ma tagħtik ir-riżultati. Sadanittant min hu vulnerabbli jispiċċa dipendenti mill-ħarsien soċjali u għajnuniet supplimentari. Jintgħaġen fid-dipendenza. Il-paga għal dawn in-nies mhiex biżżejjed għall-minimu neċessarju tal-ħajja. In-nuqqas tal-istat li jintervjeni biex il-paga minima toffri l-protezzjoni minima meħtieġa, hu messaġġ li bix-xogħol ma tistax tgħix meta dan jitħallas bil-paga minima li għandna illum.

Huwa neċessarju li nżewġu flimkien it-taħriġ, ma’ paga minima suriet in-nies li tkun rifless tal-ħtiġijiet minimi għall-bniedem tal-lum. In-nuqqas tal- baġit li jagħraf din il-ħtieġa u jagħġina bħala parti integrali mill-viżjoni tiegħu jagħmlu l-baġit wieħed nej.

Il- baġit jirrikonoxxi l-ħtieġa li togħla l-pensjoni minima nazzjonali biex din eventwalment tasal sa 60% tad-dħul medju f’pajjiżna.  Jagħmel  l-ewwel pass  billi jipproponi żieda fil-pensjoni minima għall-dawk li għandhom il-bolol tas-sigurta soċjali mħallsa b’tali mod li l-anqas pensjoni kontributorja ser tkun €7,280 fis-sena.  Dan hu pass tajjeb. Ħadd ma jistenna li l-aġġustament meħtieġ isir kollu f’daqqa. Imma l-pensjonanti tagħna li bnew  lil Malta kif inhi illum, bi dritt jippretendu li jkun stabilit żmien raġjonevoli sa meta l-pensjoni minima nazzjonali tkun 60% tad-dħul medju f’pajjiżna. Mhux biżżejjed li l-baġit  jgħid li dan it-tragward nilħquh sal-2027. Ikun xieraq li l-pensjonanti tagħna jingħataw lura d-dinjità w ir-rispett li jistħoqilhom. Anke hawn il-baġit kien jonqsu ftit ieħor biex isir. Għadu nofsu  nej.

L-aħħar eżempju li rrid insemmi huwa dwar il-persuni b’diżabilità. Il-baġit isemmi l-ħolqien ta’ hub għal persuni b’diżabilità. Il-baġit hu xott mid-dettalji u fil-fatt jiddedika biss 6 linji għal din il-proposta fil-paġna 77 tiegħu. Dawn id-dettalji imma kienu biżżejjed biex nhar il-Ħamis li għadda, l-eks-chairman tal-Kummissjoni Nazzjonali għall-Persuni b’Diżabilità Joseph Camilleri jiddeskirivi dak propost bħala attentat biex tkun introdotta s-segregazzjoni bis-serqa (Segregation by stealth. Times of Malta, October 15, 2015).

Joseph Camilleri jargumenta li għad hawn min ma jistax jaċċetta l-fatt li l-persuni b’diżabilità ukoll għandhom l-istess aspirazzjonijiet bħal kull wieħed u waħda minna. Għaddew minn istituzzjonijiet edukattivi li taw importanza ikbar lill-inklussività, u dan b’differenza kbira minn dak li rċevew il-ġenerazzjonijiet passati.

Il-proposta fil-baġit li toħloq dan il-hub għall-persuni b’diżabilità hu għaldaqstant pass retrogradu, nieqes mill-ħsieb u huwa anke perikoluż.  Is-soċjetà Maltija tant imxiet il-quddiem, li d-Dar tal-Providenza, il-pijuniera f’Malta tal-kura għall-persuni b’diżabilità, illum il-ġurnata qed tiffoka l-enerġija tagħha fuq inizjattivi bbażati fil-komunità li joffru opportunitajiet għal għixien indipendenti lill-persuni b’diżabilità.

Anke hawn il-baġit hu nej għax huwa nieqes mill-ħsieb. Post il-persuni b’diżabilità hu magħna fil-komunità u mhux ġo gaġġa bil-vireg tad-deheb. Għax is-segregazzjoni tibqa’ gaġġa u irrispettivament mill-kwalità għolja tas-servizz mogħti, tibqa’ ħajja f’gaġġa li toqtol l-aspirazzjonijiet tal-persuni b’diżabilità. Qed nitkellmu dwar persuni, mhux dwar numri.

Għalhekk, u għal bosta raġunijiet oħra, l-baġit ta’ nhar it-Tnejn kien wieħed nofsu nej.

Estremist jew …………….. imdawwar bil-poodles

Ġieli qalulna ukoll fundamentalisti. L-aħħar titlu hu estremisti. Hekk irrappurtat it-Times online illum diskors dal-għodu ta’ Joseph Muscat. L-Independent min-naħa l-oħra  uża l-kelma “absolutism”.  Il-Malta Today irrappurtat dak li ntqal b’video li jaqbel ma dak li qalet l-Independent.

Ir-realtà hi li l-valur tal-ekoloġija hu wieħed assolut. Għalhekk din l-opposizzjoni li bdiet u nittama li ma tieqafx.  Il-ħerba ekoloġika madwarna qed tikber kontinwament, għax hawn wisq politiċi irresponsabbli bħal Joseph Muscat jiġru mas-saqajn. Tkun irresponsabbli jekk tħares sal-ponta ta’ mnieħrek. Jekk tħares lejn il-gwadann immedjat u tinjora, jew aħjar tagħlaq għajnejk għall-ħsara irreparabbli li qed tiżviluppa bil-mod u fit-tul.

Il-proposta tal-hekk imsejjaħ kompromess li qed jimbotta ftit ftit Joseph Muscat, fis-sens li jibni biss parti mill-campus tal-“Università” fiz-Zonqor u l-kumplament x’imkien ieħor hi proposta irresponsabbli. Għax jekk Muscat qed jagħraf li hemm validità fl-argument li l-Università għandha titbiegħed miż-Żonqor, din għandha titbiegħed kompletament. Mhux biċċa biss biex taparsi kien qed jisma’.

Tajjeb li l-Gvern jisma’. Imma hu iktar importanti li jagħti każ. Li ma tkunx trid  tisma’ hu ħażin. Imma li tisma’ u ma tagħtix każ hu agħar għax turi li taparsi qed tisma’.

Pajjiżna ma jistax jitlef iktar raba’. Tilef iktar minn biżżejjed tul is-snin. Dak li ntilef ma jistax jinġieb lura.

Ir-raba’ taż-Żonqor m’huwiex biss sors ta’ għajxien għall-bdiewa. Huwa ukoll bejta tal-bijodiversità li qed tinqered ftit ftit.

Li topponi li l-ġungla tal-konkos jibla iktar raba’ m’huwiex estremiżmu. Huwa sens ta’ responsabbiltà kbira favur żvilupp sostenibbli. Għax l-iżvilupp għaqli m’huwiex li tibni iktar imma li tkun kapaċi tutilizza dak li hu diġa mibni biex taqdi l-ħtiġijiet tal-lum.

Dan ma jgħoddx biss għaż-Żonqor imma jgħodd ukoll għall-iskejjel li trid tibni l-Knisja f’Ħal-Ghaxaq. Ankè dawk, m’għandhomx jinbnew. Għandhom jinstabu soluzzjonijiet oħra, avolja diffiċli.

It-titlu ta’ estrimist fejn jidħol l-ambjent xejn ma jdejjaqni. L-importanti l-konsistenza li min huwa mdawwar bil-poodles m’għandux idea xi tkun.
