Ikla tajba tiftaħlek l-aptit sewwa. Hekk jidher li ġara lill-Kap tal-Opposizzjoni Bernard Grech f’ikla li kellu waqt il-kampanja elettorali ma’ numru ta’ negozjanti. Hi ikla li għaliha mar bis-sasla biex jiġbor flejjes kbar. Għax għandu bżonn il-miljuni. Ġew imwegħda somom kbar, mid-dehra. Imma jidher li kien hemm ukoll il-kundizzjonijiet.

Intqal li hemm min ried proklama għal tal-familja. Hemm min ried jagħlaq ħalq uħud mill-kandidati tal-PN. Għax qed idejquh!

Diġa saru dikjarazzjonijiet dwar dak li ġara, għax uħud li kienu hemm, għall-ikla, tkellmu.

Il-verità kollha mhux ser inkunu nafuha qabel ma jkun hemm min jgħid l-istorja kollha. S’issa nafu biss biċċiet. Kull min tkellem qal il-biċċa li taqbillu.

Li jkun hemm min jagħmel talbiet lill-Kap tal-Opposizzjoni bħal dawk li issemmew hu possibli. Li hu ta’ interess pubbliku iżda hu x’wieġeb il-Kap tal-Opposizzjoni għat-talbiet li sarulu. Kemm dawk (it-talbiet) li nafu bihom kif ukoll dawk li għad ma nafux!

Iċ-ċaħda li saru t-talbiet ma tantx titwemmen. Għalhekk hu iktar importanti li tingħata spjegazzjoni ċara ta’ x’ġara eżattament. Illum jew għada nkunu nafu, imma l-verzjoni li toħroġ bil-mod qatt ma tkun preċiża, dejjem tkun imlewwna. Il-kuluri żejda, kif tafu, ma jagħmlu ġid lil ħadd.

Urban open spaces and climate change

After a free-for-all building spree during which the development of multiple private gardens in our towns and villages were targeted, mostly successfully, our towns and villages have been promised open spaces. This, it is being stated, will bring nature closer to people! A shining sun which will hopefully produce less hay!

The implementation of the first such proposal for an open space is nearing conclusion. An open space in the Tar-Rabbat Housing Estate in Ħamrun has been partially built-up to produce an artificial garden on concrete stilts! The area below the concrete stilts is being reserved for parking of cars! This is definitely not an open space.

The open spaces which we need should not add to the concrete jungle which has developed unabated around us over the years. The open spaces should be free from any form of construction and should be the opportunity to squeeze out cars from the urban environment, preferably relegating them to the periphery of our towns and villages. The open spaces are meant to re-introduce nature into our lives, even if in a very limited way.

Our urban areas have been left to develop on their own for quite too long. As a result, they have been guided by business-friendly or market-friendly authorities, producing the mess of an urban jungle we have to face every day. This is a mess resulting from political decisions which have ensured that profits repeatedly have a priority over people and their quality of life.

The availability of funds to introduce open spaces in our urban areas is a unique opportunity to redesign the urban environment such that it becomes people-friendly. It is also an opportunity to bring urban planning in line with the requirements of climate change mitigation policy.

Earlier this month the latest report on climate change was published by the United Nations Intergovernmental Panel for Climate Change (IPCC). The document, almost 3000 pages long, emphasises that without profound changes to our lifestyle the Paris 2015 Climate Summit objectives will not be attained.

As islands, Malta and Gozo should be at the forefront in the international climate change debate. Climate change is already here. Extremes of temperature, long periods of drought or sudden floods are no longer a rare occurrence in the Maltese islands. We have experienced this repeatedly over the past years.

A sea-level rise will impact our coastal areas. Large stretches of our coastline are developed and used for residential purposes or else they are utilised for the maritime and tourism industries. A sea level rise, dependent on its extent, would severely impact all this activity. It is in our interest that any sea level rise resulting from climate change would be minimal, if at all. This can only happen if the climate mitigation targets agreed to at the Paris Summit are adhered to the soonest.

One of the ideas doing the rounds in the climate change debate is to rethink our urban design strategy as one of the basic tools with which to combat the climate crisis. The idea crystallised as “the 15-minute city” by Carlos Moreno, an architect advising the Paris Mayor, entails turning current urban planning on its head to ensure that all our needs are available not more than 15 minutes away on foot or by bike! Consequently, our dependency on the car would be done away with, as a result even claiming back our streets. The open spaces initiative could fit in perfectly within the parameters of the “15-minute city”.

Can we reassess the nature and quality of our urban lifestyle within this framework?

The Covid-19 pandemic has given most of us a taste of working from home. If this could become a permanent feature of our urban lifestyle, some of us would not need not travel to work every day. This would address and potentially reduce our addiction to the car. Over a period of time this would impact our carbon emissions.

Our contribution to climate change mitigation as a result of which we can accelerate our path to carbon neutrality could be achieved without impacting our mobility. Through a judicious use of public transport, and the facilitation of other sustainable mobility options our mobility can in fact be substantially improved as a result.

Come October all public transport will be free of charge. Hopefully it will also be reliable and efficient. If adequately planned this could be a turning point in climate change mitigation measures as over a period of time it can lead to a reduction of cars from our roads. Initially such a reduction would necessarily be of a temporary nature. Eventually we can move towards a permanent change.

Within this context open spaces adequately planned have a pivotal role. They improve our quality of life by bringing it closer to nature in our 15-minute cities.

The financing of the PLPN

Through a number of articles in the local press we have been repeatedly made aware that government and its authorities do not treat the parliamentary political parties (and their commercial companies) as the rest of us when it comes to outstanding bills, including those relating to taxes due.

The regulation of party-political financing should not stop at donation reports. We need to shine the spotlight on their pending bills too as these are an additional substantial financing source which in practice serves to finance the political parties through open-ended credit facilities! It is being carried out by the state, directly and by stealth.

To be clear I am referring to outstanding VAT payments and pending water and electricity bills which go back a number of years which have accumulated to millions in outstanding dues. In addition, there are also NI and PAYE contributions collected by the parliamentary political parties and their commercial companies on behalf of the Inland Revenue Department from their employees and retained unlawfully at their end. Any private employer who acts in the same manner is normally subject to legal action, in particular for failure to act on repeated reminders to conform! If you try not paying your water and electricity bills for years on end you will very soon receive a polite notice from ARMS indicating that you will soon have no more access to water and electricity!  But it is kids gloves for the PLPN. 

The amounts due run into many millions of euros and form part of the accumulated debts of the parliamentary political parties. It is difficult to quantify the precise amounts due by PLPN and their commercial companies as the authorities continuously withhold information as to the precise accumulated amount of the arrears due. The only information available in the public domain is sourced through leaks indicating that the amounts due run into millions: an upward eight digit spiral! Public knowledge of the extremely generous credit terms which public authorities grant parliamentary political parties and their companies would reveal the systemic abuses which have been shielded for too long a time.  This information should be disclosed as this is in the public interest. Good governance requires it.

This is an indirect source of political party financing which needs to be quantified and acted upon immediately. It is unfortunate that the regulator of political party financing is the Electoral Commission which is itself composed of nominees of the PLPN, who are thus regulating themselves, in addition to regulating their direct competitors, the other political parties.

It is also about time that the commercial companies belonging to the political parties are dealt with as an integral part of the political parties which they service. Stricter controls and real-time reporting time-frames are essential if we really want to ensure that these commercial companies are not used as vehicles to channel illicit funding to oil the PLPN political machinery.

As expected PLPN are in denial. The PL insists that its companies have not entered into a deal with Yorgen Fenech. The PN on the other hand insist that all is above board at its end: they proclaim that they have not issued any fake dB invoices! Yet both of them continuously fail to play by the rules. Audited accounts for their companies have not been presented for many years. As a result, there is no way to verify whether and to what extent the PLPN commercial companies are innocent of the charges that they are being continuously used to circumvent the rules regulating the funding of political parties.

Both the PL and the PN sanctimoniously proclaim their adherence to the basic principles of good governance. It is about time that they start practicing what they preach!

Abusive continuity

The distribution of multiple cheques to every household by the Labour Government on the eve of the general election is more than abusing the power of incumbency. Through the said distribution, the power of incumbency is being transformed into a corrupt practice, specifically intended to unduly influence voters.

What, in normal circumstances should be a simple administrative act is being transformed into blatant political propaganda, at public expense, straight into your letterbox. A covering letter signed by Robert Abela and Clyde Caruana says it all. A Banana Republic in all but name!

Why should such handouts be distributed on the eve of elections if not to influence voters?

Even if one were to accept that such handouts are acceptable, it is certainly not in any way justifiable to plan their distribution specifically on the eve of an election. This goes against the basic principles of good governance.

The power of incumbency is the executive power of a government seeking re-election. Incumbents always have an advantage. The manner in which they handle it defines their governance credentials.

This has been a government characterised by bad governance throughout its term in office. Right from the very beginning, on 13 March 2013. I consider the full 9 years as one continuum. This was reinforced by Robert Abela himself who emphasised that his leadership of the Labour Party seeks to continue the “achievements” of his predecessor and mentor Joseph Muscat. Continuity was his declared mission.

On its first days in office, Labour started off on its Panama tracks. The secret Panama companies set up by Konrad Mizzi, Keith Schembri and someone else, known as the (mysterious) owner of Egrant, went on to rock Labour over the years.

The Electrogas saga and its link to the assassination of Daphne Caruana Galizia intertwined with the Panama debacle.

It is now clearly established that the assassination of Daphne Caruana Galizia was directly linked to her investigative journalism. Her investigations led her to identify the governance credentials of various holders of political office and their links with big business. Defining their relationship as being too close for comfort would be a gross understatement.

As emphasised in the investigation report on the Daphne Caruana Galizia assassination, over the years, a culture of impunity has developed in these islands. This has led to misbehaviour in public office being normalised. It has also led to considerable resistance in the shouldering of political responsibility by holders of political office, whenever they were caught with their hand in the cookie jar! Rosianne Cutajar and Justyne Caruana being the latest examples, as amply proven by the Commissioner for Standards in Public Life George Hyzler.

To add insult to injury Cutajar and Caruana were the recipients of generous termination benefits, notwithstanding that their term of political office ended in disgrace. Caruana received terminal benefits twice in the span of a short time, as she established a national record of resigning twice from Robert Abela’s Cabinet!

With this track record one should not have expected otherwise from the Muscat/Abela administration. With the abusive distribution of cheques on the eve of the general election Labour’s current term is approaching a fitting end.

The Labour Party in government has consistently acted abusively. Robert Abela has followed in the footsteps of his predecessor and mentor Joseph Muscat. Continuity has been ensured, as promised.

L-istupru t’Għawdex

Il-PLPN kontinwament jipperfezzjonaw l-istrateġija tagħhom dwar l-istupru t’Għawdex. Din l-istrateġija illum il-ġurnata jispjegawha fil-wegħdiet elettorali tagħhom.  Sfortunatament, f’din il-ħidma tagħhom għandhom l-appoġġ ta’ għaqdiet bħall-Kamra tal-Kummerċ Għawdxija li għadhom kif ħarġu dokument bil-prijoritajiet li huma qed jipproponu għall-leġislatura li jmiss.

Il-mina taħt il-fliegu bejn Malta u Għawdex, għalihom tibqa’ prijorità. Ma’ dan issa żdied mitjar rurali. Jidher li jridu jassiguraw li l-istupru li qed jippjanaw fuq Għawdex ikollu effett massimu.

Il-mina proposta mhiex għan-nies iżda għall-karozzi. Hi mina dipendenti b’mod assolut fuq il-karozzi u l-inġenji kummerċjali oħra li jkunu jistgħu jagħmlu użu minna. Kull waħda minn dawn il-karozzi jew inġenji kummerċjali tħallas biex tgħaddi mill-mina. Il-vijabilità ekonomika tal-mina tiddependi milli jkunu mħajjra jagħmlu użu minna l-ikbar numru possibli ta’ karozzi.

F’wieħed mill-istudji li saru kien ħadem stima li bħala riżultat tal-mina proposta, il-moviment ta’ karozzi bejn Malta u Għawdex jimmultiplika ruħu bi tlieta, minn 3000 moviment kuljum għal 9000 movement kuljum. L-istudju hu intitolat Establishing a Permanent Link between the Island of Gozo and Mainland Malta: An Economic Cost Benefit Analysis of Available Strategic Options.  Dan l-istudju kien ikkummissjonat mill-Kamra tal-Kummerċ Għawdxija  u  Transport Malta.

Il-Kamra tal-Kummerċ Għawdija qegħda fuq quddiem nett fl-isforz biex Għawdex ikun stuprat. Flimkien mal-PLPN iridu jerfgħu r-responsabbiltà għall-konsegwenzi.

X’sens jagħmel li żżid bi tlett darbiet il-moviment tal-karozzi Maltin fit-toroq Għawdxin? It-toroq Għawdxin jifilħu għal dan? Għandna nissagrifikaw il-kwalità tal-arja f’Għawdex ukoll?  Jagħmel sens li nesportaw il-problemi tat-traffiku minn Malta għal Għawdex?

It-tweġiba ovvja għal kull waħda minn dawn il-mistoqsijiet hi le. Bosta minnha huma konxji li t-toroq Għawdxin ma baqax fejn tqiegħed labra fihom u dan bħala riżultat tal-karozzi li diġa qed jaqsmu l-fliegu f’dan il-mument.

Anke fit-toroq Għawdxin hemm il-ħtieġa li jonqsu l-karozzi.  Diġa hemm wisq. Ma jagħmilx sens li jiżdiedu. Dan imur kontra dak kollu li jipprovdi l-pjan nazzjonali għat-trasport. Dan il-pjan japplika għal-Għawdex ukoll.

Is-servizz tal-fast-ferry service, jekk organizzat sewwa b’mod li jwassal in-nies f’punti differenti tul il-kosta Maltija, jibqa’ soluzzjoni tajba. B’hekk tkun assigurata mobilità sostenibbli bejn il-gżejjer.  Imma biex dan ikun effettiv, jeħtieġ ukoll transport pubbliku iffukat u faċilitajiet aħjar fil-port tal-iMġarr Għawdex. Dan jassigura mobilità aħjar b’impatt ambjentali sostanzjalment imnaqqas.  

Il-pjan nazzjonali għat-trasport, ippubblikat mill-Gvern Laburista jemfasizza l-ħtieġa li jonqsu l-karozzi mit-toroq tagħna. Il-proposta għal mina bejn Malta u Għawdex tikkontradixxi dan il-pjan. Għalfejn il-Gvern jieħu parir, iħallas għalih minn fondi pubbliċi u imbagħad jinjorah? Għaliex il-Gvern qiegħed kontinwament jinjora l-pjan tat-trasport tiegħu stess?

Jekk il-proġett tal-mina isseħħ, dan ser ikun il-kawża ta’ ħsara ambjentali sostanzjali kemm f’Malta kif ukoll f’Għawdex.  F’Malta ser jinqered il-villaġġ trogloditiku tal-Għerien fil-limiti tal-Mellieħa. F’Għawdex ser jinqered ammont mhux żgħir ta’ raba’ f’ Ta’ Kenuna, limiti tan-Nadur.

Hemm iktar soluzzjonijiet biex tkun indirizzata l-mobilità bejn Malta u Għawdex. Dan jirrikjedi li niffukaw fuq il-mobilità tan-nies. Jirrikjedi li nindirizzaw id-dipendenza li żviluppajna fuq il-karozza, kemm f’Malta kif ukoll f’Għawdex. Sakemm nieħdu d-deċiżjoni li nibdew nindirizzaw din id-dipendenza, kull soluzzjoni li nippruvaw, ftit tista’ tkun effettiva.  

Ilna nopponu l-proposta għall-mina sa mill-ewwel jum minn meta, madwar għaxar snin ilu, din ġiet proposta mill-Kamra tal-Kummerċ Għawdija bl-appoġġ tal-PLPN. Jekk inti ukoll ma taqbilx li issir din il-mina żomm quddiem għajnejk li huma biss membri parlamentari eletti f’isem ADPD li jistgħu jmexxu l-quddiem l-idejat tiegħek.

The rape of Gozo

The PLPN have elevated their strategy to accelerate the rape of Gozo to manifesto status. Unfortunately, they are supported in their endeavours by the likes of the Gozo Business Chamber which has just issued its key priority areas for the next legislature.

The tunnel below the Gozo Channel remains a priority on their books. To this they have now added a “rural airfield”. It seems that they want to ensure that their planned rape has maximum effect on Gozo.

The proposed tunnel is a tunnel for cars not for people.

The proposed Gozo tunnel is dependent on cars and other vehicles making use of it. It is these cars which will be subject to the payment of tolls. Maximising such vehicular use is crucial for the proposed tunnel to make any economic sense.

One of the studies carried out, which is in the public domain, had estimated that as a result of the proposed tunnel, the current daily movements of vehicles between Malta and Gozo would be trebled from 3000 daily movements to 9000 daily movements. The study entitled Establishing a Permanent Link between the Island of Gozo and Mainland Malta: An Economic Cost Benefit Analysis of Available Strategic Options was commissioned some years back by the Gozo Business Chamber together with Transport Malta.

The Gozo Business Chamber is in the front seat in this effort to rape Gozo. Together with the PLPN it has to shoulder responsibility for the consequences.

Does it make sense to treble the daily vehicle movements on Gozitan roads? Do Gozitan roads have that capacity? Should we sacrifice air quality in Gozo too? Does it make sense to export traffic problems from Malta to Gozo? The obvious answer to all these questions is a clear no. Most of us are aware that Gozitan roads are already bursting at the seams as a result of the number vehicles crossing over at this point in time.

Cars should be decreased on Gozitan roads too! There are already too many on the road. Increasing them exponentially is not on. This is the antithesis of the underlying theme of the National Transport Master Plan.

The fast-ferry service, suitably organised and servicing multiple destinations along the Maltese coast, is the potential long-term solution to ensure having a reasonable and sustainable mobility between the islands. In order for this to be effective, however, it has to be buttressed by a more focused public transport service and substantially improved port facilities at Mġarr Gozo. This will ensure better mobility with a much-reduced environmental impact.

The National Transport Master Plan published by this Labour administration advocates the need to reduce the number of cars on our roads. The proposal for the Gozo tunnel contradicts this objective. Why does government seek advice and then ignore it? Why does government repeatedly ignore its own Transport Master Plan?

If the tunnel materialises, it will result in significant environmental damage in both Malta and Gozo. On the Malta side it would include the obliteration of the troglodytic village at l-Għerien in the limits of Mellieħa. In Gozo it would ruin extensive agricultural holdings in the Ta’ Kenuna area, in the limits of Nadur.

There are other solutions which can adequately address the mobility between Malta and Gozo. It does however require thinking outside the box and focusing on the real issue: the sustainable mobility of people. This would require a bold initiative of addressing head-on car-dependency in both Malta and Gozo. Until we take the decision to start shedding our car- dependency, however, no solution can be really effective.

The Green Party has been opposing the proposal for an undersea tunnel continuously since it was first tabled by the Gozo Business Chamber and supported by the PLPN, around ten years ago. Improving waste collection

Waste collection in our towns and villages does not cater for a modern 21st century European island state. It is approximately fifty years out of phase. It has not evolved with time to take into consideration modern day requirements.

The waste collection schedules do not cater for the needs of shift workers, of short-term tenants and small local businesses.

Local government governs at a local level. It takes decisions necessary in order to address the varying requirements of the community which it leads. Our local councils unfortunately do not have such an authority. Government (directly as well as through Wasteserv Malta Limited, the state waste operator) is continuously breathing down their necks such that they cannot plan and carry out waste collection differently and in an efficient manner.

A news item in the Malta Independent on Monday pointed at a proposal of the Local Councils’ Association on an alternative to the door-to-door waste collection in our towns and villages.

Our restricted pavements, as things stand, are during parts of the mornings cluttered with waste bags. In addition, they are also used for restaurant tables and chairs.  Possibly if there is enough space, pavements can also be used for the mobility of pedestrians! Vulnerable persons with different mobility disabilities and parents caring for young children are often at a loss in such situations. They are the first squeezed out of pavements!

It is within this context that the Local Councils’ Association has proposed a gradual shift from a door-to-door waste collection system to one where waste is deposited at specific collection points. The proposal is interesting even though it is not easily applicable in all localities. Specifically in village cores and in urban conservation areas there may not be sufficient space suitable for the development of the necessary infrastructure for the development of waste collection points. Our streets are already cluttered with services: drainage, water, electricity and communications! I believe that it will be slightly difficult to find adequate space for these collection points in some of our streets.

The proposal was submitted to government some months ago in response to the public consultation in hand on the Waste Management Strategy. It entails the identification of 13,000 collection points serving 250,000 households. It is envisaged that each household could possibly be within a 100-metre distance from a waste collection point.

I have discussed this proposal with Local Councils Association President Mario Fava who is very enthusiastic on its workability. Studies detailing the proposal have not to date been carried out locally but the method is practiced in a number of European cities.

Such a collection system could be the source of various benefits in our localities. Top of the list would be cleaner pavements and roads as a result of substantially reduced waste spillage. There would be less traffic congestion and obstruction as a result of not having a waste collection vehicle doing the rounds at a speed of 5 kilometres per hour through the streets of our towns and villages. In addition, greenhouse gas emissions from fuel consumption by waste collection vehicles would be substantially reduced. (Electrification of waste collection vehicles could likewise attain the same objective of greenhouse gas emission reduction.)

The next step should be a pilot project in a number of localities as a result of which the required infrastructural improvements should be identified and implemented for a selected number of waste collection points. Such a pilot project should not only consider the workability of the proposed alternative. It should also seek to address how those facing mobility difficulties can cope and what assistance would be required to ensure that they will eventually benefit from the proposed improvement to the waste collection system.

The new waste management strategy is long overdue. I hope that when finalised it will recognise that local councils, both individually as well as through their association are fully capable of planning and delivering the services which our towns and villages require in this day and age. They should not be obstructed from functioning as a local government.

Il-kumpaniji tal-PLPN jeħtieġ li jkunu regolati sewwa

Tal-PLPN, permezz tal-kumpaniji tagħhom tal-media, għandhom jagħtu l-miljuni lill-Kummissarju tal-VAT.  Kif jistgħu qatt ikunu kredibbli meta jitkellmu dwar il-miżuri meħtieġa kontra l-evażjoni tat-taxxa?  Mhux aħjar li jkunu huma minn tal-ewwel li jħallsu dak dovut u jagħtu l-eżempju?

Iktar kmieni din il-ġimgħa konna infurmati li l-kumpaniji tal-media tal- PL u tal-PN għandhom jagħtu mal-€5 miljuni lill-Kummissarju tal-VAT. Dan l-ammont hu dovut lill-kaxxa ta’ Malta u jirrappreżenta taxxa li nġabret mill-kumpaniji tal-PLPN u nżammet għandhom.  Iż-żamma għandhom da parti tal-kumpaniji tal-PLPN ta’ dawn il- €5 miljuni jfisser li dawn ħadmu uqed jaħdmu bi flus li ma humiex tagħhom, iżda tal-kaxxa ta’ Malta. Huwa self moħbi li minnu ibbenefikaw kemm il-PL kif ukoll il-PN. Għalhekk kważi skiet perfett. Fejn jaqblihom iħokku dahar xulxin: malajr jiftehmu bi ftit kliem.

L-għaqdiet tan-negozju għamlu sew li semmgħu leħinhom u lmentaw pubblikament dwar dan it-trattament preferenzjali tal-kumpaniji tal-PLPN dwar il-ħlas tal-VAT li dawn għad għandhom pendenti. Huwa essenzjali li l-mexxejja tal-pajjiż imexxu bl-eżempju. Kif ngħidu, l-kliem iqanqal, imma l-eżempju jkaxkar.  

Il-problema iżda hi ħafna ikbar minn hekk. Xi żmien ilu l-medja kienet ikkummentat dwar il-fatt li tal-PLPN l-anqas il-kontijiet tad-dawl u l-ilma ma kienu qed iħallsu. Il-kontijiet pendenti kienu enormi.  L-aħħar informazzjoni li sibt kienet tindika kontijiet pendenti tal-PLPN u l-kumpaniji tagħhom, flimkien, għall-ammont ta’ madwar  €2,500,000. Diffiċli biex ikollok informazzjoni preċiża u aġġornata minħabba li l-ARMS tqis li din hi materja kunfidenzjali minkejja li hi materja ta’ importanza nazzjonali enormi: għax il-PLPN qed jabbużaw mis-sistema u l-awtoritajiet mhux biss qed iħalluhom imma qed jostruhom.    L- ARMS għandha l-obbligu li tittratta lill-kumpaniji tal-PLPN bl-istess mod li timxi ma’ kumpaniji oħra: trid tassigura ruħha li anke huma jħallsu l-kontijiet fil-ħin!  

Għadni ma semmejtx l-arretrati dwar il-ħlas tal-kontribuzzjoni tas-sigurtà nazzjonali u t-tnaqqis tal-PAYE għat-taxxa tad-dħul tal-impjegati tal-partiti politiċi u tal-kumpaniji tagħhom. Minn dak li ġie indikat fil-passat dawn l-arretrati jistgħu jammontaw għal miljuni kbar, avolja l-ammont eżatt tagħhom mhux magħruf!

Dan ifisser li fil-prattika tal-PLPN għandhom sors ieħor mhux dikjarat ta’ dħul li bih jiffinanzjaw il-ħidma tagħhom: għandhom kreditu fuq it-taxxi u pagamenti oħra dovuti lill-istat u istituzzjonijiet oħra. Self ieħor iffinanzjat minn dawk li jħallsu it-taxxi: self mhux dikjarat li jista’ jammonta għal madwar €10,000,000!

Kull negozju li jkollu jħallas dawn l-ammonti f’taxxa u ħlasijiet oħra jkollu jkollu inkwiet mhux żgħir. Ikun qabad it-triq tal-falliment. Jkun qed jissogra li l-assi tiegħu jittieħdu biex bihom jitħallsu l-kontijiet pendenti. Imma mal-PLPN, qiesu ma ġara xejn!

Dan kollu irridu narawh ukoll fil-kuntest ta’ xi ftehim mistur li niskopru bih minn żmien għal żmien bejn il-partiti l-kbar u x’uħud fin-negozju. L-aħħar każ hu dak tal-abbozz ta’ ftehim bejn il-Labour u Yorgen Fenech liema ftehim kien jipprovdi ħlas ta’ €200,000 għal xi servizzi. Dan bla dubju jfakkarna fil-każ l-ieħor ta’ xi snin ilu bejn il-Grupp dB u l-PN, dwar servizzi ukoll. F’kull kaz wara dawn il-ftehim hemm moħbija donazzjonijiet politiċi “taparsi ħlas għal servizzi”. B’hekk il-partiti l-kbar ikunu qed iduru mar-regolamenti dwar id-donazzjonijiet li jistabilixxu li l-valur kumulattiv ta’ donazzjoni fi flus lil partit politiku ma tistax taqbeż il–limitu ta’ €25,000 minn sors wieħed speċifiku.  

Dan kollu jipponta lejn nuqqas gravi u intenzjonat fit-tfassil tal-leġislazzjoni li tirregola l-finanzjament tal-partiti politiċi. Għidna repetutament li kemm il-PL kif ukoll il-PN kontinwament qed jagħmlu użu mill-kumpaniji tagħhom biex b’mod konvenjenti jevitaw l-obbligi tar-regolamenti finanzjarji.  

Kif wieħed jistenna, l-PLPN jiċħdu dan kollu. L-PL jinsisti li l-kumpaiji tiegħu ma daħlu fl-ebda ftehim ma’ Yorgen Fenech. Il-PN, min-naħa l-oħra jinsisti li m’għandu xejn irregolari. Imma mbagħad it-tnejn li huma ma jimxux mar-regoli. L- accounts ivverifikati tal-kumpaniji tagħhom ilhom snin kbar ma jkunu ppreżentati lill-awtoritajiet skond il-liġi. Bħala riżultat ta’ dan ma hemm l-ebda dokumenti li jistgħu jindikaw  jekk u kif il-kumpaniji tal-PLPN humiex verament mexjin sew u b’mod partikolari jekk humiex kontinwament jintużaw biex ikunu evitati ir-regoli dwar id-donazzjonijiet lill-partiti politiċi.

Hemm ħtieġa urġenti li r-regoli li bihom huma rregolati l-kumpaniji tal-partiti politiċi induruhom dawra sew. Dawn il-kumpaniji għandhom ikunu eżaminati fil-kuntest tal-Att tal-2015 dwar il-Finanzjament tal-Partiti Politiċi.  Rappurtaġġ fil-ħin hu essenzjali biex ikun assigurat li dawn il-kumpaniji ma jibqgħux jintużaw biex tinkiser il-liġi.  

F’dan il-mument il-PLPN u l-kumpaniji tagħhom ikkapparraw self sostanzjali bla ebda awtorizzazzjoni. Dik governanza tajba!

Il-PLPN ma jistgħux isolvuha din. Huma parti integrali mill-problema.

Huma biss Membri Parlamentari eletti minn fost dawk ippreżentati minn ADPD li jistgħu jibdew it-triq tat-tindif tat-taħwid li ħoloq u kattar il-PLPN.

Regulating the commercial companies owned by PLPN

PLPN media houses owe millions to the VAT office.  How can PLPN be credible when speaking about measures to bring tax dodging and tax evasion under control? Would it not be more appropriate if they bring their own house in order first?

Earlier this week we were informed that the PL and the PN media houses have a combined unpaid VAT tax bill to the tune of €5 million. This amount is due to the exchequer and represents VAT collected by them and not paid to the state coffers. The retention by the PLPN of this sum of €5 million also signifies that the party media houses are making use of monies due to the national exchequer in their day-to-day workings!  It is an undeclared loan to the benefit of both the PL and the PN. Whenever it suites them, PLPN are in agreement. They are on the same wavelength. They are taking a free ride on the taxpayers back, year-in year-out.

Business is right to publicly complain on the preferential treatment meted out to the PLPN media houses on outstanding VAT payments. It is a reasonable expectation that the country’s leaders should lead by example!

The problem is however much larger than that. Some time back the media alerted us on the PLPN pending water and electricity bills too. The pending amounts due were known to be substantial. The latest available information is of a combined outstanding bill of €2,500,000. Up to date information is difficult to come by as ARMS considers it as a confidential matter, notwithstanding it being a matter of public interest due to its abusive nature.  Is it not about time that ARMS deals with PLPN companies in the same way as it deals with its other customers and ensures that they pay their bills on time?

There are also arrears due for National Insurance contributions and Income Tax deductions for employees of political parties and their companies. It has in the past been indicated that these arrears may run into many million euros even though the precise quantum is not known.

In effect this means that the PLPN have another undeclared source of finance for their day-to-day operations: an interminable credit on taxes and payments due to the state and its various institutions. Another loan financed by taxpayers in the region of around €10,000,000!

This has to be seen within the context of the underhand deals revealed from time to time between PLPN and business. The latest revelation of a possible draft agreement between Labour and Yorgen Fenech through which a €200,000 “deal for services” by the party media was planned, is a case in point. This is reminiscent of the other deal some years back between the dB Group and PN companies also for “services” by the party media. In both cases these deals are intended to disguise effective donations as “payment for services” thereby circumventing the donations regulations which impose an annual cumulative limit of €25,000 for donations to political parties from any one specific source.

Any business owing so much to the exchequer would be in deep trouble, on the inevitable fast track road to bankruptcy. Such a business would also be risking a takeover of its assets to make good for the substantial amounts due. But for the PLPN it seems that there is nothing to worry about!

All this points to a major intended deficiency of the legislation regulating the financing of political parties. It has been repeatedly pointed out that the PL and the PN are continuously using their companies as a convenient front to go around the political party financial regulatory framework.

As expected PLPN are in denial. The PL insists that its companies have not entered into a deal with Yorgen Fenech. The PN on the other hand insist that all is above board. Yet they continuously fail to play by the rules. Audited accounts for their companies have not been presented for many years. As a result, there is no way to verify whether and to what extent the PLPN commercial companies are innocent of the charges that they are being continuously used to circumvent the rules regulating the funding of political parties.

The rules regulating companies owned by political parties should be tightened up. Such companies should be scrutinised within the framework of the Financing of Political Parties Act of 2015. Real-time reporting is essential in order to ensure that such companies are not used any more to circumvent the rules.

As things stand, at this point in time, the PLPN and their commercial companies have appropriated a substantial loan without authorisation. How’s that for good governance? Another contributory factor to grey-listing?

PLPN cannot solve this. They are an integral part of the problem.

Only the election of Green MPs can clean up this PLPN mess.

Mina : rovina

Il-mina proposta bejn Malta u Għawdex, għal darba oħra qegħda fl-aħbarijiet.

Waqt konferenza stampa, iktar kmieni matul il-ġimgħa, kelliema tal-PN fissru kif jaħsbuha dwar il-mina proposta bejn Malta u Għawdex. Bħas-soltu jippruvaw jogħġbu liż-żewġ naħat (favur u kontra l-mina), din id-darba bil-proposta ta’ referendum dwar jekk il-mina għandhiex issir jew le.

Kieku kellu jseħħ referendum ta’ din ix-xorta, dan għandu jinvolvi lil kulħadd, u mhux biss lill-Għawdxin. Dan billi l-impatti negattivi tal-mina, jekk isseħħ, ser jolqtu liż-żewġ naħat tal-fliegu: kemm f’Malta kif ukoll f’Għawdex.  

Mid-dettalji li nafu s’issa dwar il-mina, hu magħruf li f’Malta din ser tibda minn ħdejn l-Għerien, villaġġ ċkejken, villaġġ trogloditiku fil-limiti tal-Mellieħa. Kif jixhed ismu dan il-villaġġ hu parzjalment fl-għerien, fejn kienu jgħixu uħud mill-ewwel abitanti f’dawn il-gżejjer. Riżultat tat-tħaffir għall-mina dan il-villaġġ ser jinqered kompletament. F’Għawdex, min-naħa l-oħra, l-mina tibda fl-inħawi Ta’ Kenuna, fil-limiti tan-Nadur b’impatt qawwi u negattiv fuq il-biedja lokali.  

Tajjeb li neżaminaw mill-ġdid uħud mill-argumenti għala mhemmx ħtieġa ta’ mina li kull ma ser iġġib hu rovina.  

Il-mina proposta bejn Malta u Għawdex ser tkun tiddependi mill-karozzi w inġenji oħra li għax jagħmlu użu minnha jħallsu. Biex il-mina tagħmel sens ekonomiku n-numru ta’ karozzi u inġenji li jagħmlu użu mill-mina jrid ikun wieħed sostanzjali.  F’wieħed mill-istudji li saru u li hu pubbliku kien hemm estimu li l-moviment ta’ karozzi u inġenji oħra bejn Malta u Għawdex jiżdied bi tlett darbiet, minn tlett elef kuljum għal disat elef kuljum. L-istudju hu intitolat Establishing a Permanent Link between the Island of Gozo and Mainland Malta: An Economic Cost Benefit Analysis of Available Strategic Options u kien ikkummissjunat mill-Kamra tal-Kummerċ Għawdxija flimkien ma’ Transport Malta.

Jagħmel sens li l-karozzi li kull jum jiżdiedu fit-toroq Għawdxin jiżiedu bi tlett darbiet? It-toroq Għawdxin jifilħu għal dan? Għandna nissagrifikaw il-kwalità tal-arja f’Għawdex ukoll?  Jagħmel sens li nesportaw il-problemi tat-traffiku minn Malta għal Għawdex?  it-tweġiba ovvja għal kull waħda minn dawn il-mistoqsijiet hi: le, dan ma jagħmilx sens. Bosta minna huma konxji li anke illum, it-toroq Għawdxin diġa ma jifilħux għat-traffiku li jiġi minn Malta kuljum.

Is-servizz tal-katamaran (fast-ferry service) li riċentement beda jitħaddem għandu l-potenzjal għal soluzzjoni fit-tul biex tkun indirizzata b’mod raġjonevoli l-mobilità sostenibbli bejn il-gżejjer.  Imma dan is-servizz, waħdu, mhux biżżejjed, jeħtieġ li jkun rinfurzat mis-servizz tat-trasport pubbliku kif ukoll minn faċilitajiet aħjar fil-port tal-Imġarr Għawdex.

Mid-dibattitu tul ix-xhur qed tissaħħaħ l-idea li minbarra r-rotta diretta bejn l-Imġarr u l-Port il-Kbir jista’ jkun utli li jkun hemm xi waqfiet. Din hi proposta li tajjeb li tkun ikkunsidrata, imma irridu noqgħodu attenti li din ma tkunx skuża li warajha tinħeba strateġija biex jiżdied l-iżvilupp mal-kosta, b’mod partikolari dawk il-partijiet tal-kosta li għadhom mhux mittiefsa. Ikun tajjeb li nillimitaw ruħna għall-infrastruttura kostali eżistenti.

L-iżvilupp tas-servizz tal-katamaran, b’dan il-mod, mhux biss iwassal għal ħolqa effiċjenti u permanenti bejn il-gżejjer. Iwassal ukoll għal tnaqqis ta’ karozzi mit-toroq tagħna, kemm f’Malta kif ukoll f’Għawdex.  

Il-mina proposta mhiex soluzzjoni, hi problema, iġġib rovina. Nistgħu nsolvu l-problemi ta’ mobilità bis-sens komun. Is-servizz tal-katamaran hi waħda minn dawn is-soluzzjonijiet: issolvi problema illum mingħajr ma tgħabbi l-ġenerazzjonijiet futuri.
