Air Malta: vittma tal-klijenteliżmu

Nhar it-Tlieta, fil-Parlament, l-Opposizzjoni talbet dibattitu urġenti dwar il-futur tal-Air Malta. L-iSpeaker, korrettement ma laqax it-talba. Għax x’sens jagħmel li żżomm dibattitu ta’ din ix-xorta waqt li għadhom għaddejjin negozjati sensittivi, anke jekk dawn qed joqorbu lejn it-tmiem?

Iktar kien jagħmel sens kieku l-Opposizzjoni tablet li kellha tinżamm infurmata dwar fejn waslu in-negozjati. Dan ikun xieraq li jsir, fl-interess pubbliku u a bażi li l-informazzjoni tinżamm kunfidenzjali. Imma sfortunatament  l-Opposizzjoni iktar hi interessata fit-tejatrin!

Il-PN għandu ħafna x’joffri dwar dan kollu li għaddej, għax bħall-Labour, tul is-snin ta’ kontribut biex żviluppat il-qagħda attwali tal-Air Malta, waħda fejn ġiet żviluppata dipendenza fuq il-klijenteliżmu. It-tnejn li huma jġorru responsabbiltà għall-qagħda attwali.

L-istat attwali tal-Air Malta hu wieħed ta’ eżempju kif il-klijenteliżmu jkollu impatt fuq intrapriża pubblika li tul is-snin tmexxiet b’favoritiżmu politiku. It-tmexxija tal-Air Malta hi ukoll rifless ta’ kif tmexxa l-pajjiż. Il-klijenteliżmu qered lill-Air Malta, bħalma qiegħed jeqred lill-pajjiż.

Tul is-snin l-Air Malta kienet mgħobbija b’ħafna iktar impiegi milli kienet tiflaħ. Deċiżjonijiet ta’ tmexxija ittieħdu minn politiċi li f’xi waqtiet l-anqas rieda tajba ma kellhom!  Tiftakru, per eżempju lil Konrad Mizzi, ex-Ministru li fl- 2019 kien ħabbar li fl-aħħar l-Air Malta kienet għamlet profitt? Dakinnhar kulħadd kien jaf li din kienet gidba ħoxna!

Kellna wieħed ex-Direttur tal-Air Malta, li miet riċentement, li f’artiklu li kien kiteb xi snin ilu kien iddeskriva lill-Air Malta bħala l-baqra li l-politiċi kontinwament jaħilbu. Riżultat ta’ hekk in-numru ta’ impjegati spara l-fuq, b’mod partikolari fil-perjodi qrib ta’ xi elezzjoni ġenerali.

L-affarijiet ilhom ċari. Saru eżerċiżżji ta’ ristrutturar u ħarġu numru ta’ skemi ta’ irtirar kmieni. Intefqu flejjes kbar, imma l- Air Malta xorta baqgħet f’diffikultà minkejja l-fondi pubbliċi li xorbot. Hu għal din ir-raġuni li l-Kummissjoni Ewropeja qed tirreżisti li għal darba oħra jkun hemm għajnuna minn fondi pubbliċi: l-Air Malta kellha kemm-il darba għajnuna biex tirkupra, imma kull darba reġgħet għal li kienet: ħliet dak li rċeviet!

Il-wasla tal-linji tal-ajru low cost għamlu s-sitwazzjoni ħafna iktar diffiċli għall-Air Malta għax dawn huma mibnija fuq mudell ekonomiku li l-Air Malta, frott tal-qagħda tagħha, ftit setgħet tikkompeti miegħu.  Mgħobbija kif kienet bl-spejjes, hemm limitu  kemm l-Air Malta setgħet tiċċaqlaq f’suq dejjem iktar kompetittiv.

L-istrateġija li fassal il-Ministru tal-Finanzi Clyde Caruana lejlet l-elezzjoni tal- 2022 ġiet tard wisq. Il-marda kienet daħlet il-ġewwa wisq.

Il-klijenteliżmu flimkien mal-għajununa minn fondi pubbliċi, lill-Air Malta kissruha. Kien għaldaqstant inevitabbli li illum jew għada l-Air Malta kellha tiffaċċja r-realtà.  L-affarijiet ilhom ċari sa mill-2004 meta Malta issieħbet fl-Unjoni Ewropeja: l-ebda pajjiż ma jista’ juża fondi pubbliċi biex joħnoq il-kompetittività. Il-fondi pubbliċi bħala għajnuna lill-intrapriża jistgħu jintużaw biss f’ċirkustanzi eċċezzjonali u ċertament mhux b’mod repetut. L-Air Malta kellha kważi 20 sena ċans, li ħliethom. Xorbot il-fondi pubbliċi bla ma tat riżultati. 20 sena li tulhom kien hemm Gvern immexxi mill-PN u ieħor immexxi mill-Labour!

Minn strateġiji, kieku, l-Air Malta qatt ma kienet nieqsa!  Sfortunatament qatt ma kien hemm rieda biex ikun indirizzat in-nuqqas fundamentali tal-kumpanija, l-kontroll politiku. L-Air Malta għexet kontinwament bil-kontroll politiku li spiċċa qeridha darba għal dejjem. Issa l-qrid li għaddej, kollu għal xejn, tard wisq!

Air Malta: victim of clientelism

On Tuesday the Opposition in Parliament requested an urgent debate on the future of Air Malta. The Speaker rightly refused the request. What sense does it make to have such a public debate when sensitive negotiations are still ongoing, even though it is known that they are approaching the end?

The Opposition should, in my view, have insisted to be kept in the loop, to be kept informed continuously of developments, as to the current state of play of the negotiations. This should have been done in the public interest and on the basis of confidentiality. Unfortunately, the Opposition prefers theatrics!

The PN has much to offer on the matter, in view of the fact that together with Labour, it has, over the years, contributed substantially to the current state of Air Malta, ensuring its dependency on clientelism. Both PN and Labour shoulder responsibility for the current state of affairs.

Air Malta’s current state is a textbook case of the impacts of clientelism on a state enterprise which is, or rather, has been managed on the basis of political favouritism throughout the years. The administration of Air Malta is also a reflection of the manner in which the country is managed. Clientelism has ruined Air Malta just as it is ruining the whole country.

Over the years Air Malta engaged employees much more than it required. Most administrative decisions were taken by holders of political office who at times even lacked good faith. Don’t you remember, for example, the declarations by disgraced Minister Konrad Mizzi in 2019 that Air Malta had at last turned a profit, when it was pretty obvious to one and all that he was lying through his teeth? Mizzi was Minister for Tourism as well as in charge of the restructuring of Air Malta. Unfortunately, as we well know today, fraud permeated practically all areas for which Mizzi was politically responsible over the years!

A former Air Malta Director, recently deceased, had described Air Malta as the politicians’ milch cow in an article he penned some years ago. The number of Air Malta employees spiralled out of control in the run-up to most general elections.

The writing has been on the wall for quite some time. Various restructuring exercises and early retirement schemes have been implemented at considerable expense, only for Air Malta to remain in considerable difficulties notwithstanding the massive state aid utilised in the process. This is the basic reason as to why the European Commission is reluctant to approve further use of state aid for Air Malta.

The advent of low-cost flights over the years made matters more difficult for Air Malta. Low-cost fares are dependent on ensuring the minimisation of costs throughout the airline’s operations. As a result of being overloaded with excess labour, accumulated as electoral favours, Air Malta could never compete with low-cost airlines!

The four-year strategy announced by Finance Minister Clyde Caruana on the eve of the 2022 general election was too little, too late. At that point Air Malta was already on its knees.

Clientelism buttressed by state aid continuously made matters worse for Air Malta. The moment that we joined the EU it was only a matter of time as to when we had to face the music.

There was ample time, almost twenty years, to rectify matters. One Board of Directors after the other ignored the writing on the wall until it was too late. Twenty wasted years spanning PN and Labour led governments!

Air Malta never lacked strategies. It just lacked one crucial target: the political will to be cut loose from political control. Clientelism was its lifeblood for so long. It was also its death certificate.

It is now useless to argue further as it is clear that Air Malta will soon be no more.

Ftit ħsibijiet dwar il-baġit li jmiss

F’dawn il-ġranet, fil-Ministeru tal-Finanzi jkun qed isir ix-xogħol preparattiv dwar il-baġit li normalment ikunu imħabbar matul ix-xahar ta’ Ottubru.

Il-Ministru tal-Finanzi, mid-dehra diġa ddeċieda li jagħti l-aħħar irtokki biex ikompli jiffinanzja l-klijenteliżmu fl-Air Malta.  Dan hu proġett fit-tul li l-ħidma dwaru ilha għaddejja fuqu mill-predeċessuri tiegħu. Proġett li jinvolvi iktar miljuni ta’ euro ġejjin mit-taxxi tagħna li ser ikunu moħlija biex jonoraw wegħdiet politiċi li saru matul il-kampanja elettorali tal-elezzjoni ġenerali li għada kif għaddiet. Din hi irregolarità oħra bħat-tqassim tac-ċekkijiet bieb bieb waqt il-kampanja elettorali. Monument “xieraq” għall-klijenteliżmu politiku.

L-għoli tal-ħajja spara l-fuq, bla kontroll. Probabbilment li l-COLA, ż-żieda għall-għoli tal-ħajja għall-pagi,salarji u pensjonijiet, li titħabbar bħala parti mill-baġit li jmiss, tkun madwar €10 fil-ġimgħa. Il-Ministru Clyde Caruana diġa qal li din kienet tkun sostanzjalment għola minn hekk kieku l-Gvern ma issussidjax il-petrol/dijsil u l-kontijiet tal-elettriku u l-ilma.

Hemm ħtieġa li niddiskutu ftit iktar dawn is-sussidji biex ikunu aħjar, iktar effettivi u li jilħqu lil min verament jeħtieġhom. Fiċ-ċirkustanzi attwali hi politika tajba li l-użu bażiku jkun issussidjat, imma mhux għaqli li fuq tul ta’ żmien dan jibqa’ sussidju sħiħ għall-konsum kollu. Għax is-sussidji mhux qed imorru għand il-vulnerabbli biss: min mhux vulnerabbli għandu bżonn inqas tas-sussidji tal-lum.  Is-sussidji jeħtieġ li jkunu ffukati jekk irridu li l-pajjiż ikun ta’ għajnuna utli għall-vulnerabbli. Għax ir-riżorsi tal-pajjiż ma jippermettux li nibqgħu sejrin kif aħna fit-tul.

Xi ġranet ilu, s-sussidju fuq il-fuel li jieħdu l-inġenji tal-baħar tneħħa. Dan hu sewwa u seta ġie evitat mill-bidu. Imma dan mhux biżżejjed.  It-tnaqqis gradwali tas-sussidji fuq il-petrol u d-dijżil mhux biss inaqqas il-karozzi mit-toroq u jtejjeb il-kwalità tal-arja, imma fuq kollox jagħmilha possibli li iktar finanzi jkunu allokati għal oqsma oħra li tant jeħtieġu l-attenzjoni.

Il-Kamra tal-Kummerċ għamlet tajjeb li tkellmet dwar ftit iktar ħsieb fuq kif ikunu issussidjati l-kontijiet tal-elettriku u l-ilma. Anke f’dan il-qasam hu l-użu bażiku li għandu jkun issussidjat. Sussidji iktar minn hekk ifisser li anke l-użu esaġerat tal-elettriku u l-ilma qed ikun issussidjat. Dan hu użu ħażin ta’ fondi pubbliċi lijista’ jkun indirizzat bla diffikultà.

Naqbel perfettament ma’ Josef Bugeja tal-GWU li iż-żieda għall-għoli tal-ħajja għandha titħallas kollha lil min jaħdem (u lill-pensjonanti). Il-COLA mhiex, wara kollox, żieda fil-paga imma tipprova tagħmel tajjeb għall-impatt tal-inflazzjoni fuq il-paga, salarju jew pensjoni.

Imma tibqa’ l-ħtieġa ta’ bidla mill-qiegħ dwar il-politika li tikkonċerna l-pagi (incomes policy) biex din tkun dejjem iktar relevanti għaż-żmien li qed ngħixu fih.

Ilna ħafna nitkellmu dwar il-ħtieġa li l-baskett ta’ oġġetti u servizzi li jservu biex fuqhom tinħadem il-paga minima u l-COLA jkun revedut biex ikun assigurat li dan jirrifletti l-ħtiġijiet tal-lum. L-istudji li ippubblikat il-Caritas tul dawn l-aħħar snin jiffukaw eżattament fuq hekk. Minn dawn l-istudji joħroġ ċar li reviżjoni tal-baskett ta’ oġġetti u servizzi jwassal għal żieda inevitabbli ta’ 40 fil-mija fil-paga minima kurrenti. Li dan ikun indirizzat bla iktar dewmien hu essenzjali. Ifisser, skond dawn l-istudji tal-Caritas, li paga minima diċenti għandha tkun ta’ madwar l- €14,000 fis-sena.

L-inflazzjoni  sostanzjali ta’ din is-sena jfisser li l-vulnerabbli fostna għaddejjin minn żmien diffiċli. F’dawn iċ-ċirkustanzi ikun mill-iktar raġjonevoli li l-COLA titħallas darbtejn fis-sena: fl-1 ta’ Lulju u l-1 ta’ Jannar. Dan ma jżidx l-ammont li jitħallas imma billi dan jinqasam fi tnejn, u parti titħallas sitt xhur qabel, inaqqas ħafna l-piz fuq spallejn il-vulnerabbli.

Għadna qed nistennew lill-Onorevoli Ministru tal-Finanzi biex iwettaq dak li wiegħed is-sena l-oħra bl-introduzzjoni ta’ mekkaniżmu speċjali li jipproteġi lill-vulnerabbli mill-impatti tal-għoli tal-ħajja. Għadna nistennew, imma l-Onorevoli Ministru jidher li hu iktar ippreokkupat biex jonora l-wegħdiet konnessi mal-klijenteliżmu politiku fl-Air Malta.

Some budgetary considerations

In the Finance Ministry this is the time when they gear up to prepare next year’s budget which is normally presented sometime in October.

The Hon Minister for Finance has apparently already decided to proceed with the finishing touches to further finance clientelism in Air Malta. This is a long-term project what they call “works in progress”. It involves more millions of euro in taxpayer’s money down the drain to honour political pledges made during the March 2022 general election. This is another corrupt practice together with the distribution of cheques to every household during the general election campaign. A “fitting” monument to political clientelism.

The cost-of-living is out of control. Most probably that the COLA, the cost-of-living adjustment to wages, salaries and pensions, announced during the budget speech will be around €10 per week. Minister Clyde Caruana states that it could be substantially more if government did not subsidise fuel and electricity bills.

The blanket subsidises of fuel and electricity bills need to be revisited in order that they are more effective in supporting the vulnerable. In the present circumstances it is good policy to subsidise basic use but it does not make sense for a prolonged blanket policy of subsidies. The current subsidies are not going into the pockets of the vulnerable alone. Those who are not amongst the vulnerable can do without most of the current subsidies. Subsidises need to be focused such that they are of help to the most vulnerable. The country does not have the resources to go on in this way for too long a time.

Some days ago, the fuel subsidisation policy was amended in order that the fuelling of pleasure seacraft was at last excluded from further benefitting from the use of subsidised fuel. This is however not enough. The gradual reduction of subsidies of petrol and diesel would not only ease traffic from our roads and improve the quality of our air: they would also make substantial finance available for other areas.

The Chamber of Commerce has also rightfully pointed out that subsidising water and electricity bills across the board needs to be revisited. Even in this area it is basic use which should be subsidised. Subsidising across the board signifies that excessive use is subsidised too. This is a misuse of public funds which we can easily do without.

Josef Bugeja (GWU) is spot on in insisting that the cost-of-living adjustment (COLA) should be paid out in full to all employees (and pensioners). It has to be underlined that COLA is not an increase in wages and salaries. It merely makes good for the impact of inflation on wages, salaries and pensions during the past year.

There is however need for a long overdue overhaul of the incomes policy to make it more relevant to this day and age.

It is about time that the basket of goods and services used to compute the minimum wage and the COLA is revised in order to ensure that it reflects todays needs. The Caritas studies throughout the years have made this basic contribution to the debate: revising the basket of goods and services would identify a 40 per cent shortfall in the current minimum wage. The sooner this is addressed the better. On the basis of the Caritas studies, currently a decent minimum wage should be around €14,000 per annum.

The substantial inflation throughout this year signifies that the vulnerable amongst us are passing though a very difficult patch. In such circumstances it would be reasonable to consider having COLA paid twice a year: 1st July and 1st January. This would not increase the amount due but by splitting it in two, and bringing forward part of its payment by six months, would reduce the burden shouldered by the most vulnerable amongst us.

We are still waiting for the Hon Minister of Finance to honour his commitment made this time last year to address the cost-of-living impacts on the vulnerable through some special mechanism. We are still waiting, unfortunately, as the Hon Minister is more preoccupied in servicing clientelism at Air Malta.

Min jitwieled tond, ma jmutx kwadru

Uħud ma kienux qed jistennew li Malta tiżdied fuq il-lista l-griża tal-Financial Action Task Force (FATF).  Il-kitba, iżda, ilha fuq il-ħajt għal bosta żmien. Sfortunatament il-linġwaġġ tal-governanza tajba ma jinftiehemx minn kulħadd. B’mod partikolari, min l-unika valur li jifhem fih hu dak tal-flus, ftit li xejn ser jifhem u jagħti kaz.  

Uħud donnhom jgħixu kontinwament fid-dellijiet. Donnhom jippreferu li jinsatru fid-dell tal-kważi anonimità. It-taħwid f’dan it-tip ta’ ambjent hu ferm iktar faċli.

Skond rapporti fil-media, l-awditur intern tal-Awtorità tal-Artijiet,  Charlene Muscat, qed tingħata l-ġemb u ġiet miżmuma milli taqdi r-responsibbiltajiet tagħha. Qed jingħad li dan ilu jseħħ numru ta’ xhur.  Wara li ħejjiet rapport kritiku dwar ħidmet l-Awtorità tal-Artijiet issa ser tispiċċa trasferita x’imkien ieħor fis-servizz pubbliku.  

Charlene Muscat, li kienet ġurnalista mal-One kif ukoll hi ex-Sindku Laburista tal-Imqabba kienet impjegata biex tiffaċilita l-governanza tajba fl-Awtorità tal-Artijiet u dan billi tagħmel il-verifiki interni ta’ ħidmet l-awtorità.  Ġiet miżmuma milli tagħmel xogħolha billi, fost oħrajn ma tħallietx tattendi laqgħat tal-Bord u nżammilha aċċess għall-files meħtieġa biex tagħmel xogħolha. Fi ftit kliem xi ħadd iddeċieda li xogħol l-awditur intern ma kienx iktar meħtieġ. Nifhem dan xi jfisser għax dan għaddejt minnu jiena ukoll f’ċirkustanzi oħra xi żmien ilu.

Dan hu eżempju ieħor ta’ Gvern li jgħid ħaġa u jagħmel oħra: jikkuntrasta ma dak kollu li ntqal dwar il-posizzjoni ta’ Malta fuq il-lista l-griża tal-FATF. Il-Prim Ministru Robert Abela ilu jxerred id-dmugħ tal-kukkudrilli dwar kemm Malta ġiet ittrattata ħażin meta tqegħdet fuq din il-lista l-griża, għax ma ħaqqiex hekk. Imbagħad, fl-istess ħin il-Gvern tiegħu stess jirresisti proċessi ta’ verifika trasparenti, tant essenzjali biex tkun assigurata governanza tajba.  Mingħajr  governanza tajba, trasparenza u kontabilità, ftit hemm ċans li neħilsu minn posizzjoni fuq il-lista l-griża!

L-Awtorità tal-Artijiet twaqqfet ftit wara li tfaċċa l-iskandlu Gaffarena, bħala rimedju għat-taħwid li kien tfaċċa dakinnhar. Għad hemm lok għal bosta spjegazzjonijiet anke dwar dan, għax il-ħolqien tal-Awtorità jidher li ma solviet xejn, għax min jitwieled tond, ma jmutx kwadru.

Dak li kien CEO tal-Awtorità tal-Artijiet, James Piscopo, kien warrab mill-kariga tiegħu ftit inqas minn sena ilu. Il-kuntratt tiegħu ma kienx ġie mġedded, u dan meta bdew jissemmew numru ta’ allegazzjonijiet serji fil-konfront tiegħu.  Kien intqal li t-taqsima tar-reati ekonomiċi fil-korp tal-Pulizija kienet qed tinvestiga numru ta’ transazzjonijiet offshore. Investigazzjoni kumplessa li jekk u meta tkun konkluża setgħet possibilment titfa’ dawl fuq  bosta ħwejjeġ. Dak li kien skrivan mal-Air Malta għad hemm bosta ħwejjeġ x’jispjega!

Iil-qarrejja bla dubju jiftakru x’għadda bejn is-sidien tal-Lukanda Fortina u l-Awtorità tal-Artijiet. Kif art pubblika li oriġinalment ngħatat b’kundizzjonijiet favorevoli għat-turiżmu spiċċat tiġi sviluppata b’mod spekulattiv għal ufiċċini u appartamenti. Żvilupp li qed iwassal għal qliegħ ta’ miljuni, a spejjes tal-kaxxa ta’ Malta. S’issa għad mhux ċar kif dan seħħ u min kien responsabbli biex ippermettieħ. L-Awtorità tal-Artijiet għad trid tispjega x’ġara eżattament.

Fid-dell, kważi mistura, hemm numru ta’ interessi kummerċjali marbutin flimkien. Interessi li nifhem li bdew ifeġġu fuq l-iskrijn tal-komputer ta’ dik li kienet l-awditur intern tal-Awtorità tal-Artijiet. L-ispjegazzjonijiet iżda qatt ma ngħataw.

Meta nħolqot l-Awtorità tal-Artijiet, flok dak li kien id-Dipartiment tal-Artijiet, kien intqal b’ħafna pompa li ser tiddaħħal iktar serjetà fl-amministrazzjoni tal-art pubblika. Ma kienx ser ikollna iktar “King tal-Lands”, għax kollox kien ser jgħaddi f’idejn ir-Repubblika!  Fir-rapporti annwali tal-Awtorità tal-Artijiet hu emfasizzat li din hi mibnija fuq prinċipji sodi: fuq sens ta’ ġustizzja, kontabilità u trasparenza. Probabbilment li dik li kienet awditur intern ma taqbel xejn ma dan!

Old habits die hard

Malta’s grey-listing by the Financial Action Task Force (FATF) may have caught some on the wrong foot.  The writing, however, has been on the wall for some time. The language of good governance does not have any meaning or significance to those who appreciate values only within the context of the skills required to handle a bank account.

Unfortunately, lurking in shadowy grey areas has been a favourite past-time for some, where they consider themselves as being quite at home.

According to reports in the media, the Internal Auditor at the Lands Authority, Charlene Muscat, has been side-lined, prevented from carrying out her duties and responsibilities for a number of months. She is now being redeployed elsewhere in the civil service. This follows her critical report on the Lands Authority.

Charlene Muscat, a former One TV reporter and former Labour Mayor of Mqabba was employed in order to ensure that proper internal checks and balances are in place thereby facilitating good governance at the Lands Authority. She has been obstructed from doing her work properly by being prevented from attending board meetings, and from having access to files. In a few words, someone, somewhere made sure that the Internal Auditor is rendered useless and ineffective. I have a personal understanding of what this means and feels, having been through it myself elsewhere.

This is another example of the double-talk of government and comes hot on the heels of the FATF grey listing. The Prime Minister Robert Abela whines and whinges about Malta’s grey-listing by the FATF, shedding many crocodile tears in the process. However, at the same time, his own government actively resists the implementation of transparent internal auditing processes, a basic prerequisite for good governance. Without good governance, transparency and accountability we will never get rid of grey-listing.

Set up in the wake of the Gaffarena scandal, the Lands Authority has quite a lot of pending explanations, as apparently, old habits die hard!

Former Lands Authority Chief Executive James Piscopo stepped down from his role less than a year ago after his contract was not renewed in the wake of a number of serious allegations in his regard.  The economic crimes unit is apparently still investigating a number of offshore transactions of the former Air Malta purchasing clerk: a complex investigation which, once concluded, could possibly join a lot of dots, as a result placing more grey areas under the spotlight.

Readers may remember the dealings of the Fortina Hotel owners with the Lands Authority as a result of which public land made available to the Fortina developers in the past for tourism purposes is currently being redeveloped partly as offices and apartments. It is not so far clear as to who and how made it possible for subsidised public land to be available for speculation. A very grey area which the Lands Authority has a duty to be very transparent about.

In the grey shadows there are a number of interlocking commercial interests which I presume time and again appear on the computer screens of the Lands Authority internal auditor. Explanations have not been forthcoming yet.

When the Lands Authority was created, rising from the ashes of the former Lands Department, it was depicted as the long-awaited solution to the opaque internal secretive dealings involving land in public ownership. The Lands Authority would no longer have a king. Now it ought to be part of the republic! Its annual reports emphasise that it has a corporate philosophy grounded in the values of fairness, accountability and transparency. Really? The (former) internal auditor is definitely not convinced about that!

Wara l-gwerra ċivili fil-PN

Għad m’hemm l-ebda ħjiel tat-tmiem tal-gwerra ċivili fil-PN. Din qed tagħmel ħafna ħsara, mhux biss lill-PN: fl-aħħar minn l-aħħar qed tagħmel il-ħsara lill-pajjiż kollu.

Kull wieħed miż-żewġ darbiet fejn ġie espress vot ta’ sfiduċja fil-Kap tal-PN Adrian Delia iwassal messaġġ politiku ċar li s’issa l-Kap tal-Opposizzjoni għad ma fehem xejn minnu. Meta Delia stqarr li l-vot ta’ sfuduċja espress mill-grupp parlamentari Nazzjonalista u iktar tard mill-Kumitat Eżekuttiv tal-PN ma kellhom l-ebda sinifikat partikolari, kien qed jesponi l-miżerja ta’ kredenzjali demokratiċi tiegħu kif ukoll kien qed jirrifletti l-immaturità politika tiegħu. Dan fl-aħħar m’għandux biss rifless fuq il-kredibilità ta’ Adrian Delia imma ukoll fuq dik tal-PN innifsu.

Il-gwerra ċivili fil-PN qed tisraq l-attenzjoni li presentement jixraq li tkun fuq materji oħra ta’ importanza kbira.  L-irkupru mill-impatti sostanzjali tal-pandemija  Covid-19 u t-tisħiħ tal-kapaċità ta’ Malta kontra l-korruzzjoni u l-ħasil tal-flus jeħtieġu ferm iktar attenzjoni u enerġija. Mhux biss mill-Gvern, imma anke mill-Opposizzjoni.

Jeħtieġ li niddiskutu fid-dettall pjan ta’ rkupru mill-pandemija Covid-19 li jinfirex fuq l-oqsma kollha effettwati: pjan li għandu jkun wieħed integrat ma’ strateġija li tindirizza t-tibdil fil-klima u dan fil-qafas tal-konklużjonijiet tas-summit ta’ Pariġi.  Alternattiva Demokratika diġà tat il-kontribut tagħha xi ġimgħat ilu permezz tal-pubblikazzjoni tar-rapport: Pjan Aħdar: Ġust u Sostenibbli.

Studju riċenti ta’ Deloitte li kien ikkummissjonat mill-Assoċjazzjoni tal-Lukandi u r-Restoranti (MHRA) jindika li l-industrija tat-turiżmu bdiet ġejja f’sensiha. Qed tirrealizza li l-irkupru mhux biss seħħ bil-mod, iżda bil-mod ħafna: iktar kajman milli qatt antiċipaw.   L-Air Malta irrevediet il-pjan kummerċjali tagħha u issa qed tantiċipa li teħtieġ madwar seba’ snin biex tkun f’posizzjoni li terġa’ tibda iġġorr l-istess numru ta’ passiġġiera li kienet iġġor qabel ma faqqgħet il-pandemija.  Dan kollu jwassal għal osservazzjoni waħda – evitata minn bosta – dwar kemm l-aspettattivi tal-industrija tat-turiżmu dwar l-irkupru tal-industrija mhumiex realistiċi.

Ikun ferm aħjar kieku napprofittaw ruħna mis-sitwazzjoni u nippjanaw aħjar biex l-industrija tat-turiżmu tissaħħaħ billi ma tibqax tiffoka fuq in-numri imma fuq il-kwalità tat-turist. Pjan ta’ din ix-xorta, bla dubju, jkun jista’ jindirizza l-impatti ambjentali negattivi sostanzjali tal-industrija b’mod effettiv. Il-Ministru tat-Turiżmu  Julia Portelli-Farrugia ma tantx tidher li taqbel ma dan, għax il-ħin kollu tredden bin-numri.

Il-Moneyval hu Kumitat tal-Kunsill ta’ l-Ewropa  magħmul minn esperti li jevalwaw miżuri kontra l-ħasil tal-flus u l-finanzjament tat-terroriżmu.  Hu grupp ta’ monitoraġġ permanenti bl-inkarigu li jara li l-istati membri tal-Kunsill ta’ l-Ewropa qed jieħdu l-miżuri meħtieġa u maqbula fuq livell internazzjonali.

Fl-aħħar rapport dwar Malta ippubblikat fl-2019 il-Moneyval, tagħmel 40 rakkomandazzjoni spjegati f’ 233 paġna. Rakkomandazzjonijiet dwar x’inhu meħtieġ li jsir.  Ir-riskji għal Malta huma ċari: għandna ekonomija li hi vulnerabbli ħafna primarjament minħabba d-daqs tagħha kif ukoll minħabba l-fatt li hi esposta ħafna għal dak kollu li jiġri barra minn xtutna.   Ir-rapport tal-Moneyval jemfasizza li r-remote gaming, per eżempju hu vulnerabbli ħafna għall-ħasil tal-flus u dan “due to the high number of customers, mainly non-resident, the high volume of transactions, the non-face-to-face nature of the business and the use of prepaid cards.”

Mhux biżżejjed li għandna liġijiet li huma ġeneralment liġijiet tajbin. Hemm ħtieġa qawwija ta’ riżorsi għax mingħajr r-riżorsi ma tista’ timplimenta xejn. Ix-xhieda riċenti tal-Assistant Kummissarju tal-Pulizija  Ian Abdilla fl-inkjesta pubblika dwar l-assassinju ta’  Daphne Caruana Galizia, ftit jiem wara li tneħħa mit-tmexxija tat-taqsima tar-reati ekonomiċi, jindika n-nuqqas ta’ impenn biex il-ħafna dikjarazzjonijiet li jsiru kontra l-ħasil tal-flus ikunu implimentati. Sfortunatament id-dikjarazzjonijiet u l-assigurazzjonijiet repetuti tal-Gvern mhumiex kredibbli.

Mhux aħjar l-Opposizzjoni tuża’ l-ħin tagħha dwar dan? Iktar ma jikkonkludu l-glied intern malajr, aħjar għal kulħadd. Hemm ħafna x’isir wara li  Adrian Delia jiġi f’sensieh u jaċċetta l-inevitabbli.

After the PN civil war

The civil war within the PN has no end in sight. This does not only inflict considerable damage on the PN: at the end of the day it damages the whole country.

The two instances of a vote of no confidence in PN leader Adrian Delia are clear political statements which unfortunately the Opposition leader has so far been incapable of deciphering. Labelling the no confidence votes expressed separately by the Opposition Parliamentary Group and the PN Executive Committee as being of no significance further dilutes Adrian Delia’s democratic credentials and reflects his political immaturity. This has a bearing not only on Delia’s credibility but also on that of the PN.

The PN civil war is diverting attention from more pressing issues. The recovery from the devastating impacts of Covid-19 and the strengthening of Malta’s capability in the fight against corruption and money laundering surely require more attention and energy. Not just from government but also from the opposition.

We need to discuss in depth a Covid-19 recovery plan which spans all areas and factors in climate change. Maltese Greens have already made their contribution through the report published some weeks ago entitled: Green Plan: Fair and Sustainable.

A recent Deloitte study commissioned by the Malta Hotels and Restaurants Association (MHRA) indicates that the tourism industry is coming to its senses and realising that the recovery is slow, maybe even much slower than originally perceived.  Air Malta’s revised business plan is envisaging that it will take around seven years for the national carrier to return to pre-Covid-19 capacity. All this begs the question, so far avoided, as to whether the expectations of the tourism industry of attaining full recovery are realistic.

Would it not be more realistic if we realise that this is the appropriate time to plan for a tourism industry that foregoes quantity and focuses on quality? Such a course of action would address the substantial negative environmental impacts of the tourism industry. Tourism Minister Julia Portelli-Farrugia is not on the same page. She is unfortunately desperately after numbers.

Moneyval is a Council of Europe Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism. It is a permanent monitoring body tasked with assessing compliance of Council of Europe member States with international standards.

In its 2019 report on Malta, Moneyval, in a 233-page report, made 40 recommendations on measures which need to be taken. The risks are clear: our economy is highly vulnerable to money laundering, even as a consequence of its size and international exposure.  The report emphasises that remote gaming, for example, is inherently vulnerable to money laundering “due to the high number of customers, mainly non-resident, the high volume of transactions, the non-face-to-face nature of the business and the use of prepaid cards.”

Having good laws is not sufficient. Resources are desperately needed as otherwise laws cannot be implemented. The recent testimony of Police Assistant Commissioner Ian Abdilla in the ongoing public inquiry on the assassination of Daphne Caruana Galizia, a few days after being unceremoniously removed from leading the Economic Crimes Unit, clearly indicates the lack of commitment to implement Malta’s declared objectives in addressing money-laundering. Unfortunately, government’s repeated declarations and assurances are not credible.

Some food for thought for the Parliamentary Opposition: the sooner they conclude their in-fighting the better. There is much to be done after Adrian Delia comes to his senses and accepts the inevitable.

Fl-Air Malta hemm bżonn il-kalma

 

Il-kliem iebes dwar dak li għaddej bħalissa fl-Air Malta m’huwiex jonqos. Bħalissa għaddej eżerċizzju biex jikkonvinċu l-opinjoni pubblika dwar min hu l-iżjed b’saħħtu.

Il-Gvern qed jgħid li lest li jibqa’ għaddej. Ftiehem mal-parti l-kbira tal-Unions u jistenna li jiftiehem ukoll mal-Union tal-piloti. Id-dettalji tal-ftehim kollettiv propost ma nafhomx, u safejn naf jiena m’humiex pubbliċi. L-unika ħaġa magħrufa s’issa hi dak li qal il-Prim Ministru dalgħodu li hemm proposti żidiet sostanzjali li imma huma marbuta ma tibdiliet fil-prattiċi tax-xogħol. Fuq quddiem hemm l-insistenza tal-Gvern u tal-Management tal-Air Malta li hemm ħtieġa ta’ żieda fis-siegħat tat-titjir.

Il-Gvern irid jipprova jasal. Għalhekk beda mill-Unions li kien iktar faċli li jasal magħhom u ikkonkluda ftehim ma kull waħda minnhom matul dawn il-ġimgħat. Il-Union tal-piloti l-ALPA min-naħa l-oħra żammet iebes minħabba l-posizzjoni strateġika tagħha fil-kumpanija u tittama li ssarraf din is-saħħa strateġika f’vantaġġi ikbar għall-membri tagħha. Xejn ħażin f’dan, sakemm nagħrfu li hemm limitu dettat mir-raġuni u l-etika li m’għandux jinqabeż.

Kull ftehim jinvolvi give and take. Tirbaħ xi affarijiet u ċċedi oħrajn. Nappella għaldaqstant għas-sens komun tal-partijiet li jippruvaw isibu soluzzjoni.

Apparti l-kwistjoni tal-ftehim kollettiv bħalissa jidher li qed tikber b’mod sproporzjonat tilwima oħra, separata, dwar il-mod kif ġie ittrattat wieħed mill-piloti minn uffiċjal għoli tal-kumpanija Air Malta. Dwar dan, jidher li l-piloti vvutaw biex jagħtu l-awtorità lill-Union ħalli  jibdew azzjonijiet industrijali.

Hemm bżonn daqsxejn tal-kalma. L-iżbalji jeħtieġ li jiġu msewwija imma ejja f’ġieħ is-sewwa ma nesagerawx.

Il-pajjiż għandu bżonn lill-Air Malta għax din tista’ tagħti kontribut siewi lill-ekonomija. Biex dan iseħħ hem bżonn li kulħadd jaġixxi b’mod responsabbli.

Li nikkalmaw ftit ikun pass tajjeb!

L-Air Malta u l-arroganza ta’ Konrad Mizzi

 

It-theddid ta’ Konrad Mizzi (f’isem il-Gvern) li jekk il-Unions fl-Air Malta ma jbaxxux rashom għal dak li qed jgħid il-Gvern ma jkollux triq oħra għajr li jagħlaq il-kumpanija u jerġa’ jiftagħha b’impjegati ġodda hi l-agħar forma ta’ arroganza ta’ Ministru.

U meta theddida bħal din tkun ġejja minn Ministru Laburista li l-partit tiegħu repetutament wiegħed li mhux ser jagħlaq l-Air Malta din mhux biss hi theddida imma fuq kollox hi manifestazzjoni ta’ iprokrezija grassa.

Mhux qed ngħid li ma hemmx bżonn tibdil fil-prattiċi industrijali fl-Air Malta. Probabbilment hemm ukoll element ta’ intransigenza li żviluppa fil-proċess tan-negozjati. Imma ikun tajjeb li Konrad Mizzi jifhem li l-proċess tan-negozjati hu “give and take”. Li tinnegozja jfisser li tifhem u tfiehem u wara li tagħmel dan tipprova issib soluzzjoni ġusta għaż-żewġ naħat.

Fl-aħħar għalhekk hemm l-arbitraġġ: biex jekk il-proċess tan-negozjati ma jwassalx, il-partijiet jippruvaw jaslu bl-involviment ta’ persuni indipendenti.

Imma kif nafu lkoll, aħjar soluzzjoni miftehma minn waħda imposta.

Nawgura lil Konrad li jiġi f’sensieh. Fl-interess ta’ kulħadd.
