Regulating lobbying

When Parliament, some years back, approved the Standards in Public Life legislation it did not arrive at any conclusions on the regulation of lobbying. It postponed consideration of this important matter by delegating the matter to the Commissioner for Standards in Public Life – then still to be appointed. The Commissioner had to draft a set of lobbying guidelines.

It is now almost two years since the publication by the Commissioner for Standards in Public Life of a consultation document entitled “Towards the Regulation of Lobbying in Maltain which document Dr George Hyzler, the Commissioner, outlines his views as to how lobbying should be regulated in Malta.

The Office of the Commissioner for Standards in Public Life has requested technical support from the EU’s Directorate General for Structural Reform in the area of “public integrity”. A technical support team from OECD engaged by the EU is currently in Malta to assist and advise the Office of the Commissioner for Standards in Public Life.  I have had the opportunity of a very fruitful discussion with one of the OECD lobbying experts earlier during the week.

Hopefully in the weeks ahead the Commissioner will be in a position to submit a clear proposal indicating the way ahead for regulating lobbying in Malta.

In his consultation document of two years ago the Commissioner rightly emphasises that due to the particular circumstances of the country, the small size of the country and the population in particular, decision-takers are easily accessible. This leads to the conclusion that there is limited need to regulate the professional lobbyist. Rather, opines the Commissioner, there is a need to address contacts between decision-takers and private individuals who have such easy access.

The Commissioner makes the point that this should be done carefully without obstructing or hindering the direct contact between the politician as decision-taker and the voter at constituency level. This is a valid point but not without its dangers and pitfalls. At constituency level democracy is strengthened. It is also where clientelism is carefully nurtured. This is also a basic characteristic of this small country.

Lobbying is about influencing the decision-taker. It is perfectly legitimate for any citizen, group of citizens, corporations or even NGOs to seek to influence decision-taking. This is done continuously and involves the communication of views and information to politicians, parliamentarians and administrators by those who have an interest in the decisions under consideration.  

Hence the need for lobbying to be transparent and above-board. This is normally done through ensuring that meetings held by holders of political office or senior administrators are well documented and that the resulting minutes and supporting documents are available for public scrutiny.

Formal lobbying would be thus addressed. But that leaves informal lobbying which is the real headache. This can only be regulated if those lobbied are willing to submit themselves to the basic rules of transparency. Self-declarations by those lobbied would in such circumstances be the only way to keep lobbying in check!

This is however not all.

There are more sinister ways through which lobbying is carried out. Well organised sectors of industry and business employ former decision-takers as advisors or in some other high-sounding senior position. This ensures that the “advisor” can share his knowledge and contacts with his “new employer” thereby facilitating the effectiveness of focused lobbying. This practice is normally referred to as “revolving-door recruitment” and is an integral part of the lobbying process which needs regulating the soonest.

There are countless examples of this practice both locally and abroad, in respect of which I have already written various times. This aspect tends to be regulated by establishing a reasonable time-frame during which the former decision-taker or administrator cannot seek employment in areas of economic activity in respect of which he had political or high-level administrative or regulatory responsibilities.

The regulation of lobbying is essential in a democracy. Unregulated, lobbying can, and generally does, develop into corruption.

Lobbying can be a legitimate activity. Adequate regulation of lobbying, properly applied, ensures that it remains within legitimate boundaries.

Meħtieġa: politika dwar id-droga b’wiċċ uman

Id-dibattitu ta’ bħalissa fil-Parlament dwar riforma fil-qasam tad-droga messu ilu li sar.

Il-manifest elettorali tal-partit tiegħi għall-elezzjoni ġenerali tal- 2017 kien l-unika wieħed li tkellem b’mod ċar dwar il-ħtieġa li nintroduċu politika dwar id-droga b’wiċċ uman. Il-politika dwar id-droga illum tikkastiga lill-vulnerabbli billi tikkriminalizza l-użu tad-droga. Id-dikriminalizzazzjoni tal-użu tad-droga għandha tkun parti minn viżjoni iktar wiesa’, fit-tul,  bl-iskop li tgħin u mhux li tikkastiga lil min hu vulnerabbli. Dan m’ghandux ikun limitat għall-kannabis, imma għandu japplika għal kull xorta ta’ droga.

Id-dokument konsultattiv ippubblikat f’Marzu li għadda dwar it-tisħiħ tal-qafas legali għall-użu responsabbli tal-kannabis flimkien mad-dibattitu parlamentari li għaddej bħalissa huma pass sinifikanti l-quddiem.

Għandna nifhmu, li, kif ippruvat tul is-snin, il-kriminalizzazzjoni tal-użu tad-droga ma solva xejn! Kien fl-2011 li l-Kummissjoni Globali dwar il-politika għad-droga, immexxija minn Kofi Anan, ex-Segretarju Ġenerali tal-Ġnus Maghquda, kienet iddikjarat li l-ġlieda globali kontra d-droga kienet falliet u dan b’konsegwenzi diżastrużi kemm individwalment kif ukoll għas-soċjetà.

Ewlenija fost ir-rakkomandazzjonijiet tal-Kummissjoni globali hemm it-tmiem tal-kriminalizzazzjoni, tal-marġinalizzazzjoni u tal-istigmatizzazzjoni ta’ dawk li jagħmlu użu personali mid-droga mingħajr ma jagħmlu l-ebda ħsara lill-ħaddieħor.

In-numru ta’ vittmi hu wieħed sostanzjali. Numru mhux żgħir ta’ ħajjiet intilfu jew ġew irvinati ħtija ta’ din il-gwerra kontra d-droga.   Isem partikolari li jiġi quddiem għajnejja hu dak ta’  Daniel Holmes li dabbar sentenza sostanzjali ta’ ħabs f’Malta għax kabbar il-pjanti tal-kannabis għall-użu tiegħu.  Ma għamel ħsara lil ħadd, imma spiċċa jerfa’ fuq spallejh sentenza twila ta’ ħabs. Din hi l-agħar forma ta’ inġustizzja kriminali.

Il-proposti li presentement hemm quddiem il-Parlament huma limitati għall-kannabis, avolja fost ir-responsabbiltajiet tal-Awtorità dwar l-Użu Responsabbli tal-Kannabis hu emfasizzat li din l-Awtorità tkun tista’ “tipparteċipa fil-proċess nazzjonali tal-ippjanar dwar il-politika soċjali u l-politika dwar il-mediċini perikolużi”. Hu possibli li l-leġislatur għandu pjani oħra f’moħħu għall-futur, imma dawn, s’issa għadhom mhux magħrufa.

Il-proposta għad-dikriminalizzazzjoni tal-użu tal-kannabis tagħmel sens f’kuntest ta’ politika olistika dwar id-droga li ma tibqax tikkonsidra l-użu tad-droga f’kuntest kriminali imma f’kuntest soċjo-mediku. Dan jirrikjedi iktar ħsieb, analiżi kif ukoll studji dwar impatti kemm f’Malta kif ukoll barra. Id-dikriminalizzazzjoni tal-użu tal-kannabis għandha tkun  ikkunsidrata bħala parti minn politika dwar id-droga koerenti, b’wiċċ uman li tiddikriminalizza l-użu tad-drogi kollha.  

Min jagħmel użu okkażjonali tad-droga m’għandux ikun ikkunsidrata bħala kriminal. Il-vittmi u dawk dipendenti mid-droga għandhom bżonn l-għajnuna permezz ta’ esperti mħarrġa inkluż l-għajnuna medika kemm u kif meħtieġ.  

Il-Portugall mexa f’din it-triq u tul is-snin kellu success konsiderevoli li bħala riżultat tiegħu naqas l-użu ta’ kull tip ta’ droga kif ukoll naqset l-inċidenza tal-HIV.  Irridu nfasslu l-mixja tagħna biex nindirizzaw sewwa b’mod koerenti l-użu tad-droga f’pajjiżna.  

Il-kriminalizzazzjoni tal-użu tad-droga għamlet ħsara ferm iżjed mid-droga innifisha. Ir-riżorsi tal-istat għandhom jintużaw biex intejbu l-ħajjiet tan-nies u mhux biex ikunu ikkastigati dawk li jeħtieġu l-għajnuna tagħna!  Id-dikriminalizzazzjoni u r-regolamentazzjoni tal-kannabis għandha tkun l-ewwel pass f’dan il-proċess.

Wanted: a drug policy with a human face

The current debate on drug reform, in parliament, is long overdue.

My party’s electoral platform for the 2017 general election was the only one which clearly and unequivocally spoke in favour of introducing a drug policy with a human face. Current drug policy punishes the vulnerable through the criminalisation of the use of drugs. Decriminalisation of drug use should be part of a long-term vision that aims to help and not punish the vulnerable.  This should not be limited to cannabis but should encompass all drug use.

The White Paper published last March on the strengthening of the legal framework relative to the responsible use of cannabis together with the parliamentary debate currently in progress are welcome first steps in this direction.

It is about time that we realise that, as proven over the years, considering drug use as a crime has not led to any significant result. It was in 2011 that the seminal Global Commission on Drug Policy led by former UN Secretary General Kofi Anan declared that the global war on drugs has failed, with devastating consequences for individuals and societies around the world.

Foremost among the recommendations of the Global Commission was the end of criminalisation, marginalisation and stigmatisation of people who use drugs but who do no harm to others.

The number of victims is substantial. Many lives have been lost or ruined as a result of this war on drugs. A specific person which comes to mind is Daniel Holmes who was sentenced to a substantial prison term in Malta for growing his own cannabis plants. He harmed no one, yet he was made to shoulder a heavy prison sentence. This is criminal injustice at its worst.

The proposals currently before Parliament are limited to the consideration of cannabis, even though amongst the functions of the proposed Authority on the Responsible Use of Cannabis one finds that it may “participate in the national planning process relating to social policy and dangerous drugs policy”. Possibly the legislator has some other plans which, however, are so far not known.

The proposed decriminalisation of cannabis use makes sense within the context of an holistic drugs policy which would shift the emphasis on addressing drug use from one based on criminal law to a socio-medical model. This requires much more thought, analysis and consideration of studies and impact assessments carried out both in Malta and abroad. It cannot remain on its own but needs to form part of a coherent drugs policy with a human face which decriminalises all drug use.

Those who occasionally make use of drugs should not be considered as criminals. Victims and those who become addicted as a result of more than an occasional use of drugs should be offered adequate support, through the assistance of trained social workers as well as medical assistance whenever this is required.

Portugal has followed this path and over the years has had a considerable success in reducing use of heavy drugs and HIV.  We have to design our own path towards addressing the uptake of drugs.

The criminalisation of drug use has ruined more lives than drug use itself. It is about time that we use the resources of the state to improve lives and not to punish those who need our help!  The decriminalisation and regulation of cannabis should be just the first step in such a process.

An invitation: keep the doors open

The abortion debate gets nastier by the minute. This was expected. It may even get worse!

The priest who described pro-choice PN candidate Emma Portelli Bonnici as a later day Hitler, kicked off this week’s instalment! The Archbishop’s Curia at Floriana forced the removal of the facebook post where he published these views: yet the damage was done. Will we ever learn to discuss anything respectfully? Is this too difficult to expect?

The Labour Party is being extremely cautious. It is very rare to hear any Labour Party speaker express himself or herself on the subject of abortion. Labour is aware of the different and contrasting views within its ranks when debating abortion. That in itself is healthy and could potentially lead to a mature debate. The current Labour Party leadership, however, as readers are aware, is acutely conservative on the matter even though there is a progressive element among its voters which is of the opposite view. This includes a couple of present and former electoral candidates and MPs/MEPs.

The PN on the other hand, going by Bernard Grech’s declaration earlier this week has not yet learnt its lessons from the divorce referendum campaign, ten years ago. I respect its political position on the matter but I still cannot understand its constant denigration of those within its ranks who have the courage to speak their mind. Stifling political debate is very damaging.  It has long-term effects which go much beyond the current debate!

As pointed out elsewhere, Bernard Grech’s declaration signifies one thing: the abortion debate is closed within the PN ranks, and anybody who dares think otherwise should start packing. From where I stand that is the clear message conveyed by Bernard Grech.

Within ADPD, the Green Party, last May, after a three year long internal debate, we approved a clear political position in favour of decriminalisation of abortion, as a result of which any woman opting for an abortion would not be subject to criminal action. We further emphasise that abortion should not be normalised but that it should be limited to specific, extraordinary and well-defined circumstances.

We have highlighted that Maltese legislation on abortion is not fit for purpose. It needs to be brought up to date after more than 160 years since its enactment. It requires to be brought in line with medical and scientific progress over the years.

We identify three such extraordinary circumstances in which abortion is justified, namely, when the life of the pregnant woman is in danger, when a pregnancy is the result of violence (rape and incest) and when faced with a pregnancy which is not viable.

There is definitely an urgent need for more emphasis on reproductive and sexual health education at all levels of our educational structures. This is a gap which needs plugging at the earliest!

We have been criticised by some as not going far enough. Others have stated that we have gone much too far.

Empathy, the ability to understand and share the feelings of others, is key in the abortion debate. It is essential that women who undergo abortion are not threatened any more with persecution and prosecution. They need the state’s protection as a result of which more will seek help before taking critical decisions. This will save lives as well as avoid unnecessary medical complications.

The abortion debate in Malta is unfortunately characterised by long periods of silence, alternating with outbursts of hate, insults and extreme intolerance. This is definitely not on. Political parties should take the lead by encouraging contributions to a clear and objective debate.

While others close their doors to the debate, ours will remain wide open.

Il-kosta tagħna lkoll: inħarsuha

Għaddej sforz kontinwu biex il-kosta tkun ikkommerċjalizzata. Sforz li ilu għaddej is-snin.

Il-jott marina proposta f’Marsaskala hi biss eżempju wieħed minn bosta li mhux limitati għan-nofsinnhar politiku, iżda li huma mifruxa mal-pajjiż.  Fost l-eżempji hemm it-Terminal tal-Port Ħieles, Manoel Island, il-Bajja tal-Balluta, ix-Xatt u l-jott marina tal-Birgu, il-jott marina fil-Kalkara u x-Xatt tal-Belt.  

Hemm ukoll għaddej il-kummerċjalizzazzjoni tal-ispazji pubbliċi mal-kosta, bil-bankini b’kollox.

L-art pubblika kontinwament qed tkun trasformata f’minjiera ta’ profitti privati, ħafna drabi għall-magħżulin. Il-kwalità tal-ħajja tar-residenti rari jagħtu każ tagħha, jekk mhux fl-aħħar minuta. Meta possibli jevitawha kompletament ukoll.

Għaddew madwar erba’ snin minn meta l-Parlament approva il-leġislazzjoni biex tissaħħah il-protezzjoni tal-kosta permezz tal-liġi dwar id-dimanju pubbliku. Kellna kemm-il Ministru li tkellem b’mod pompuż dwar dan. L-għaqdiet ambjentali ippreżentaw lista ta’ iktar minn għoxrin sit, mifruxa mal-kost,a li kollha kemm huma jikkwalifikaw għall-protezzjoni. Ninsab infurmat li l-għaqdiet ambjentali għamlu riċerka estensiva dwar min hu sid din l-art. Iżda sfortunatament l-Awtorità tal-Artijiet u l-Awtorità tal-Ippjanar qed iżommu dan il-proċess milli jitwettaq, anke għal dawk il-każijiet fejn l-art hi kollha kemm hi propjetà pubblika.  

Għalfejn jiġu approvati dawn il-liġijiet jekk ma hemm l-ebda intenzjoni li dawn ikunu implimentati?

Nafu li wieħed mill-impatti ewlenin tat-tibdil fil-klima fuq il-gżejjer, inkluż dawk Maltin, hu bit-tibdil fl-livell tal-baħar. Numru ta’ gżejjer fl-Oċejan Paċifiku li mhumiex wisq il-fuq minn livell il-baħar diġa bdew jisparixxu taħt baħar li l-livell tiegħu qed jogħla. Robert Abela, Prim Ministru, huwa u jindirizza l-laqgħa Internazzjonali fi Glasgow dwar it-tibdil fil-klima (COP26), iktar kmieni din il-ġimgħa, emfasizza dan il-punt.

L-għoli fil-livell tal-baħar ikollu impatt sostanzjali fuq il-gżejjer Maltin, skond kemm dan ikun kbir. Jeffettwa l-infrastruttura kostali kollha: l-infrastruttura marittima, dik tat-turiżmu, tal-ilma kif ukoll l-infrastruttura tal-enerġija li huma kollha b’xi mod marbuta mal-kosta. Kemm-il darba jogħla l-livell tal-baħar dawn kollha jitħarbtu.  Anke iż-żoni residenzjali viċin tal-kosta jsofru impatti mhux żgħar.  

Ħadd ma jaf eżatt dwar kemm, kif u meta dan ser iseħħ. L-ewwelnett għax il-proċess li bih dan iseħħ għad mhux mifhum biżżejjed. Imma ukoll għax għalkemm ma nistgħux nevitawh nistgħu nnaqqsu l-impatt tiegħu billi nindirzzaw u nnaqqsu l-emissjonijiet tal-karbonju.

Repetutatament fil-laqgħat tal-UNFCCC (United Nations Framework Convention for Climate Change) li jsiru regolarment tul is-snin, kien hemm emfasi fuq il-ħtieġa li ż-żieda fit-temperatura globali minn kif kienet fl-era pre-industrijali ma tiżdiedx b’iktar minn 1.5 gradi Celsius. Dan sar fuq insistenza tal-istati gżejjer u tal-pajjiżi sottożviluppati, għax għal snin twal il-limitu raġjonevoli kien meqjus li kien ta’ 2 gradi Celsius. Pass ieħor il-quddiem. Imma mhux biżżejjed.

F’Pariġu fl-2015 kien hemm qbil dwar dan kollu. Imma sfortunatament dan ma kienx ikkonvertit f’azzjoni. Huwa dak li issa qed nistennew li jseħħ fi Glasgow.

Huwa essenzjali li nindirizzaw it-tibdil fil-klima bis-serjetà. Anke l-ħarsien tal-kosta jiddependi minn hekk.

Claiming back (and protecting) our coast

A continuous effort to commercialise the coast is under way. It has been going on for quite some time.

The proposed Marsaskala yacht marina is just one example. It is possibly the latest of many examples, not just in the political south, but throughout the Maltese islands. The Freeport Terminal, Manoel Island, Balluta Bay, the Birgu Waterfront and yacht marina, the Kalkara yacht marina, Valletta Waterfront are some of the most glaring examples which come to mind.

There is also the ongoing commercialisation of the public spaces adjacent to the coast, including pavements and open spaces.

Public land is continuously being transformed into private profits, many times for the chosen few. In practically all cases,the quality of life of residents is not factored in, until the eleventh hour. Whenever possible, it is avoided completely.

It has been around four years since parliament approved legislation in order to reinforce the protection of the coastline through the public domain legislation. Much was said pompously by many a Minister. Environmental NGOs have submitted a list of over twenty sites along the coast which qualify for protection. I am informed that eNGOs have even carried out extensive research on ownership issues related to these sites. It is indeed unfortunate that the Lands Authority and the Planning Authority have ground the whole process to an unacceptable halt. This applies even in those instances where it is proven beyond any doubt whatsoever that the land in question is public property.

Why approve such laws when there is no intention to implement them?

We are aware that one of the main areas through which climate change will impact islands, including the Maltese islands, is through sea level rise.  A number of low-lying islands in the Pacific Ocean are already in the process of disappearing below a rising sea level.  Robert Abela, Prime Minister, addressing the Glasgow Climate Change COP26 earlier this week emphasised this point.

A rise in sea level will have a substantial impact on the Maltese islands, depending on its extent. It will impact the coastal infrastructure: the maritime, tourism, as well as the water and electricity infrastructure are all linked to our coast. A sea level rise will play havoc with all this. It will even impact the residential areas which have been developed close to the coast.

No one is certain as to when, how and the extent of this happening. Primarily this is due to the fact the natural processes in play are not fully understood yet. It is also however possible that mitigation measures planned and in hand to reduce carbon emissions could be quite effective if taken up.

During UNFCCC (United Nations Framework Convention for Climate Change) meetings it is continuously emphasised that the increase in global mean temperature should not exceed 1.5 degree Celsius over the pre-industrial temperature. This is the result of extensive lobbying by island states and under-developed countries over the years. They have been successful in adjusting the objective from the previous 2 degree Celsius.  This is definitely a step in the right direction, but it is not enough. 

In Paris in 2015 this was already agreed upon. Yet it was all words, none of which was converted into action. At Glasgow we need some decisions which are implemented the soonest.

Taking definite action on climate change is required to protect our coast.

Il-klima fi Glasgow: mill-kliem għall-fatti

Bil-kliem, illum il-ġurnata, jidher li hemm qbil wiesgħa bejn il-partiti politiċi dwar il-politika li tikkonċerna t-tibdil tal-klima. Dan imma mhux il-każ. Il-qbil hu wieħed superfiċjali.

Il-politika ħadra dejjem kienet waħda olistika li tħares lejn l-ekoloġija b’għożża.  Partiti oħra bdew jaraw illum (jew dan l-aħħar) dak li aħna ilna nitkellmu dwaru is-snin. Dak li rajna snin ilu b’konvinzjoni u analiżi ħaddieħor qed jintebaħ bih issa! Pass il-quddiem, imma ċertament mhux biżżejjed. Id-dewmien biex jiftħu għajnejhom fisser iktar ħsara li baqgħet takkumula.

Ilkoll kemm aħna niffurmaw parti minn din l-ekoloġija, li tagħtina servizz siewi l-ħin kollu. Mhux lilna biss tagħti dan is-serviżż iżda lin-natura kollha.

Dak kollu li naraw madwarna mhux tagħna. Aħna fil-fatt parti minnu. Dak li naraw hu disponibbli biex nagħmlu użu minnu. Qiegħed għandna għal ftit żmien, sakemm ngħadduh f’idejn dawk li ġejjin warajna.

Tul is-sekli l-bniedem ħares lejn l-ekoloġija b’mod differenti. Hemm min ħares lejha b’għożża. Hemm min fittex biss li jisfrutta kemm jista’. Hemm min ħaseb fil-lum biss. Hemm min ħares fit-tul u qegħda l-ħtiġijiet tiegħu jew tagħha b’responsabbiltà.

L-ekonomija u l-mod kif ngħixu mhux dejjem taw kaz tal-impatti fuq l-ekoloġija. Issa, ħafna drabi kien iktar importanti minn għada. Għax għada ma jġibx voti! Huma l-ġenerazzjonijiet tal-lum li jivvutaw. Il-ġenerazzjonijiet ta’ għada, għalissa ma jivvutawx.

L-ekoloġija kapaċi tissaporti. Imma hemm limitu dwar kemm tiflaħ tagħmel dan. Ilha snin tagħtina indikazzjonijiet li qed tixba’. Imma bosta ma tawx kaz. GħaI dawk li jaħsbu li kollox jiddependi mis-suq iktar kien (u għadu) importanti l-iżvilupp tal-ekonomija u tal-kumditajiet. Il-prezz għal dan kollu ma tħallasx, għadu pendenti.

Illum qegħdin fis-sitwazzjoni li aħna lkoll ser ikollna nħallsu l-kont kemm tal-impatti tagħna kif ukoll dawk tal-ġenerazzjonijiet li ġew qabilna u li tħallew jakkumulaw. Ġenerazzjonijiet li sfruttaw lill-ekoloġija u abbużaw mis-servizzi ekoloġiċi mingħajr ma ħasbu f’dawk li kellhom jiġu warajhom: il-ġenerazzjonijiet futuri. Il-bidla fil-klima hu l-kont bl-imgħax li qiegħed dejjem jiżdied. Kont li jrid jitħallas għax daqt jiskadi ż-żmien li nistgħu nagħmlu dan!

It-tibdil fil-klima hi riżultat ta’ dan kollu, riżultat tal-ħidma tal-bniedem tul l-aħħar mitejn sena, u iktar. Hu piz akkumulat li irċevejnieh mingħand ta’ qabilna u li għandna l-obbligu li nnaqqsuh biex dawk li ġejjin warajna jirtu dinja aħjar minn dik li writna aħna. Mhux biss għandna l-obbligu li nħallsu dan il-kont: fuq kollox irridu noqgħodu attenti u ma nżidux miegħu.

L-effetti fuqna s’issa huma l-estremi tat-temp: nixfa jew għargħar, sħana jew kesħa estrema.

Rajna l-għargħar fi Sqallija l-ġimgħa l-oħra. Iktar kmieni fis-sena rajna l-ħsara ikkawżata mill-għargħar fil-Ġermanja u fil-pajjiżi viċini.

Imma hemm effett ieħor gravi: l-għoli tal-livell tal-baħar. S’issa għad mhux inħossu dan l-effett. Imma fl-Oċejan Paċifiku diġa hemm xi gżejjer li bdew nieżla taħt l-ilma. Hu biss kwistjoni ta’ żmien meta anke aħna fil-Mediterran ikollna nindirizzaw dan ukoll.

L-għoli tal-livell tal-baħar, bħala pajjiż gżira għandu jinteressana ħafna għax jolqotna sewwa. Jeffettwa l-infrastruttura kostali tagħna. L-infrastruttura tal-kummerċ marittimu, l-infrastruttura turistika u anke dik tal-ilma u l-enerġija lkoll marbutin mal-kosta. L-għoli tal-livell tal-baħar joħloq problemi sostanzjali f’dan kollu. Jeffttwa ukoll il-bini kollu fil-qrib tal-kosta.

Ħadd ma jaf eżatt dwar kemm, kif u meta dan ser iseħħ. L-ewwel għax il-proċess li bih dan iseħħ għad mhux mifhum biżżejjed. Imma ukoll għax għalkemm ma nistgħux nevitawh nistgħu nnaqqsu l-impatt tiegħu billi nindirzzaw u nnaqqsu l-emissjonijiet tal-karbonju.

Repetutatament fil-laqgħat tal-UNFCCC (United Nations Framework Convention for Climate Change) li jsiru regolarment, kien hemm emfasi fuq il-ħtieġa li ż-żieda fit-temperatura globali minn kif kienet fl-era pre-industrijali ma tkunx iktar minn 1.5 gradi Celsius. Dan sar fuq insistenza tal-istati gżejjer u tal-pajjiżi sottożviluppati għax għal snin twal il-limitu raġjonevoli kien meqjus li kien ta’ 2 gradi Celsius. Pass ieħor il-quddiem. Imma mhux biżżejjed.

F’Pariġu fl-2015 kien hemm qbil bil-kliem dwar dan kollu. Imma sfortunatament il-paroli ta’ Pariġi ma kienx ikkonvertit f’fatti. Huwa dak li qed nistennew fi Glasgow.

Diskors wara l-ieħor qed jgħidulna li jeħtieġ li ngħaddu mill-kliem għall-fatti. Għad irridu naraw kemm dan ser iseħħ! Dak li hu meħtieġ li jsir hu magħruf. Jinħtieġu deċiżjonijiet iebsin. Li jonqos hi r-rieda politika li dan jitwettaq.

Tibdil fil-klima u l-aċċess għax-xemx

Huwa essenzjali li nnaqqsu l-gassijiet serra jekk irridu nindirizzaw b’mod effettiv it-tindil fil-klima. F’Pariġi, fl-2015, kien hemm qbil li kien meħtieġ illi t-temperatura globali ma kelliex tiżdied iktar minn 1.5 gradi Celsius biex ikun possibli li l-bidla fil-klima tkun taħt kontroll.   Tlett xhur ilu, f’Awwissu, l-Intergovernmental Panel on Climate Change tal-Ġnus Magħuda (IPCC) infurmana li ż-żieda fit-temperatura diġa qabżet il-grad Celsius, u li din qed tkompli tiżdied.  

L-impatt ta’ dan jidher fil-maltemp estrem li qed niffaċċjaw kontinwament. Bħall-għargħar fi Sqallija u l- Calabria iktar kmieni din il-ġimgħa u fil-Ġermanja u pajjiżi oħra iktar kmieni.  Il-ħerba li qed tiżviluppa hi enormi. Jekk ma nieħdux passi deċiżivi, dak li qed naraw mhu xejn ħdejn dak li ser jiġri.

Huwa kruċjali li l-ekonomija tagħna tkun waħda li ma tkunx dipendenti mill-karbonju, jekk irridu naslu biex nindirizzaw it-tibdil fil-klima.

Il-qalba tal-power station ta’ Delimara minn waħda li taħdem fuq iż-żejt maħmuġ (heavy fuel oil) għal waħda li taħdem fuq il-gass kien pass tajjeb li jħares il-quddiem, pass li aħna bħala partit dejjem appoġġajna. Imma dan mhux biżżejjed. L-użu tal-gass hu fih innifsu pass ta’ transizzjoni.   Li jkollna l-parti l-kbira tal-elettriku (jew kollu!) iġġenerat minn sorsi rinovabbli jkun ħafna aħjar milli nagħmlu użu mill-idroġenu – li qed jissemma bħala l-fuel tal-futur!

Neħtieġu iżda li ntejbu is-sistema nazzjonali tad-distribuzzjoni tal-elettriku biex ikun possibli li z-zoni residenzjali jikkontribwixxu iktar fl-isforz nazzjonali biex niġġeneraw l-enerġija rinovabbli.  Investiment f’sistema ta’ distribuzzjoni iktar effiċjenti hi kruċjali. F’dan għadna lura, għax mhiex prijorità.

Id-dritt tagħna għal aċċess għax-xemx għandu jissaħħaħ. Ma jistax ikun li dan id-dritt jibqa’ dipendenti fuq proċess tal-ippjanar tal-użu tal-art insensittiv u żvilupp bl-addoċċ. Iż-żieda fl-għoli permissibli tal-bini meta kienu approvati l-pjani lokali tal-2006 wassal għal impatt negattiv f’enerġija rinovabbli li ntilfet. Hu prezz li għadna nħallsu u ser nibqgħu nħallsu għall-futur immedjat. Għax baqa’ ftit biex neħilsu minn dan il-piż.

Li ninvestu iktar fil-ġenerazzjoni tal-enerġija mix-xemx jirrendi. Huwa ukoll sostenibbli meta nħarsu fit-tul. Jelimina ukoll id-dipendenza fuq it-tieni interconnector minn Sqallija li dwaru l-Gvern qiegħed iħejji l-pjanijiet tiegħu. 

Bħalissa l-prezz tal-enerġija fl-Ewropa sploda. Dan wassal biex l-użu tal-enerġija permezz tal-interconnector eżistenti bejn Malta u Sqallija ġie ristrett.

Bħala riżultat tal-qalba tat-trasport bl-art minn karozzi li jaħdmu bil-petol jew dijżil għall-elettriku, id-domanda għall-elettriku ser tiżdied skond kemm jiżdiedu l-karozzi tal-elettriku.  Nistgħu nlaħħqu ma’ din id-domanda mingħajr ma nkunu dipendenti fuq is-swieq enerġetiċi kontinentali?

Jekk jirnexxielna nżidu b’mod sostanzjali l-ġenerazzjoni ta’ enerġija rinovabbli nistgħu bla dubju nindirizzaw parti minn din iż-żieda fid-domanda għall-enerġija. Il-bqija hu possibli li nindirizzawha billi ninkuraġixxu bidla fil-mobilità tagħna.

L-informazzjoni bażika dwar dan diġa nafu biha. Qegħda fil-Pjan Nazzjonali tat-Trasport li jiġbdilna l-attenzjoni li nofs il-vjaġġi li nagħmlu bil-karozzi privati tagħna huma għal vjaġġi qosra, li jdumu inqas minn kwarta. 

Il-politika tal-Gvern kif imfissra fl-aħħar baġit ser tintroduċi transport pubbliku b’xejn minn Ottubru 2022. Dan jeħtieġ ftit iktar attenzjoni, għax il-prezz li nħallsu għat-trasport tal-linja qatt ma kien l-ostaklu għall-użu tat-trasport pubbliku. Hi l-effiċjenza u l-frekwenza tiegħu li jeħtieġu titjib. Jekk dan ikun indirizzat jista’ jagħmel id-differenza sostanzjali fl-użu tat-trasport pubbliku.

Dan hu x’joffri l-futur: nindirizzaw it-tibdil fil-klima permezz tal-politika tat-trasport u l-ippjanar aħjar fil-qasam tal-enerġija. Fuq kollox billi nħarsu id-dritt tagħna għal aċċess għax-xemx. 

In-natura tipprovdilna soluzzjonijiet sostenibbli għall-parti l-kbira ta’ dak li neħtieġu. Jiddependi minnha jekk ngħarfux nagħmlu użu minnhom sewwa!
