It-tibdil fil-klima hi kawża ta’ inġustizzji

Kulħadd hu konxju li f’partijiet differenti tad-dinja t-temp għaddej minn estrem għall-ieħor. In-National Geographic, riċentement, taħt it-titlu “It-tibdil fil-klima tisforza Gwatemali biex jemigraw” irrappurtat ukoll li “n-nixfa u t-tibdil fil-klima qed jagħmilha diffiċli għall-bdiewa ta’ mezzi żgħar biex jgħajxu lill-familji tagħhom. Dan qed iwassal għal kriżi umanitarja.”

L-Organizzazzjoni Dinjija tal-Ikel (FAO) u l-Programm Dinji tal-Ikel tal-Ġnus Magħquda huma kkonċernati li n-nixfa qed ikollha impatt sostanzjali fuq dawk l-iktar vulnerabbli fl-Amerika Ċentrali. Din diġa wasslet biex intilfu 280,000 ettaru ta’ raba’ fil-Gwatemala, l-El Salvador u l-Honduras, u bħala riżultat ta’ dan effettwat is-sigurta tal-ikel ta’ żewġ miljun ruħ.

Nafu anke minn esperjenza tagħna stess f’Malta kif in-nixfa u l-għargħar huma kawża ta’ ħsara kbira lill-uċuħ tar-raba’: ħsara li qed tkun iktar spissa.

Xi pajjiżi qed isofru min-nuqqas ta’ xita. Oħrajn għaddejjin minn esperjenza differenti: fi ftit ġranet ikollhom ix-xita kollha li normalment tagħmel f’sena u dan bil-konsegwenza ta’ għargħar kbar. Dan it-tibdil fil-klima qed iseħħ ħtija tal-ħidma u l-imġieba tal-bniedem, ħidma mifruxa fuq ħafna snin li wasslet għal żidiet sostanzjali ta’ emissjonijiet ta’ karbonju (carbon emissions).

Hu ċar li t-tibdil fil-klima hu theddida għar-riżorsi bażiċi tal-ikel u l-ilma li fuqhom jiddependu l-komunitajiet tal-ġnus: dan kollu hu ostaklu kbir għad-dritt għal ħajja li għandu kull wieħed u waħda minna.

Il-politika dwar il-bidla fil-klima, fuq inizjattiva u l-insistenza ta’ stati gżejjer, ewlenin fosthom il-gżejjer fil-Paċifiku, preżentement qed tiffoka fuq il-ħtieġa li ż-żieda fit-temperatura tad-dinja ma taqbiżx 1.5 grad Celsius fuq it-temperatura pre-industrijali. Hemm kunsens fost il-komunità xjentifika globali li jekk iż-żieda taqbeż din iċ-ċifra hemm possibilità kbira ta’ apokalissi klimatika. Dan ma jikkawżax biss estremitajiet ta’ nixfa u għargħar imma ukoll jogħla l-livell tal-baħar b’mod li jinqerdu z-zoni kostali kif ukoll gżejjer diversi jispiċċaw taħt wiċċ l-ilma.

Ir-rapport speċjali tal-lnter-governmental Panel on Climate Change (IPCC) ippubblikat f’Ottubru li għadda jispjega fid-dettall il-veduti tal-komunità xjentifika globali dwar x’inhu jiġri: jispjega x-xjenza tal-bidla fil-klima u l-effett ta’ dan fuq id-dinja. 224 xjenzjat ewlieni minn 40 pajjiż differenti eżaminaw 30,000 studju xjentifku: il-konklużjonijiet tagħhom ma jistgħux ikunu injorati.

Ir-rapport tal-IPPC iwissina li t-temperatura tad-dinja diġa għoliet bi grad Celsius fuq it-temperatura pre-industrijali. Jekk nibqgħu għaddejjin bl-istess livell ta’ attività, sa mhux iktar tard mis-sena 2050 din it-temperatura ser tiżdied b’nofs grad Celsius ieħor, ikompli jwissina r-rapport. Għal din ir-raġuni l-komunità xjentifika hi tal-fehma li l-emmissjonijiet tal-karbonju għandhom jonqsu tant li sa mhux iktar tard mis-sena 2050 l-emmissjonijiet netti jkunu zero.

Hemm resistenza għal dan l-oġġettiv f’numru ta’ pajjiżi. Erbgħa minnhom (ir-Russia, l-Istati Uniti tal-Amerika, l-Kuwajt u l-Arabja Sawdita) ippruvaw ixellfu l-kunsens globali dwar il-konklużjonijiet tar-rapport tal-IPPC waqt il-laqgħa f’Katowice dwar il-klima iktar kmieni dan ix-xahar.

Kull pajjiż għandu sehem x’jagħti biex it-tnaqqis fl-emmissjonijiet jintlaħaq, u dan soġġett għall-prinċipju ambjentali li jistabilixxi li r-responsabbilta għalkemm hi waħda komuni tintrefa b’mod differenti (principle of common but differentiated responsibility). Anke Malta teħtieġ li terfa’ is-sehem tagħha ta’ din ir-responsabbiltà b’mod li tikkontribwixxi biex jonqsu l-emissjonijiet tal-karbonju ħalli jkun assigurat li ż-żieda ta’ 1.5 gradi fit-temperatura tad-dinja ma tinqabizx.

Meta l-ġenerazzjoni tal-enerġija f’Malta ma baqgħitx issir bl-użu tal-HFO (heavy fuel oil), żejt maħmuġ, u minflok qlibna għall-gass sar pass importanti l-quddiem. Imma meta nħarsu fit-tul dan mhux biżżejjed għax il-gass hu fuel ta’ transizzjoni: transizzjoni fit-triq lejn enerġija li tkun iġġenerata kompletament minn sorsi renovabbli. Neħtieġu iktar enerġija ġġenerata mix-xemx u mir-riħ kif ukoll għandna bżonn nagħrfu nagħmlu użu tajjeb mill-enerġija ġġenerata mill-mewġ li hi abbundanti fl-ibħra madwarna.

L-applikazzjoni tat-teknologija f’dawn l-oqsma toħloq xogħol sostenibbli u fl-istess ħin ittejjeb il-kwalità tal-ħajja ta’ kulħadd.

F’dan is-sens il-qasam tat-trasport f’Malta għadu ta’ uġiegħ ta’ ras u dan minħabba l-emmissjonijiet tal-karbonju li jirriżultaw miż-żieda astronomika ta’ karozzi fit-toroq tagħna. Sfortunatament, flok ma jinvesti f’trasport sostenibbli, l-gvern għaddej bi programm intensiv ta’ żvilupp tal-infrastruttura tat-toroq li inevitabilment ser iwassal biex jinkoraġixxi użu ikbar tal-karozzi fit-toroq tagħna. Dan iwassal biex jikkanċella l-progress li sar biż-żieda reġistrat fl-użu tat-trasport pubbliku.

Biex tkompli tagħmel l-affarijiet agħar, il-mina bejn Malta u Għawdex hi essenzjalment mina għall-karozzi,mhux mina għan-nies. Hu stmat li bħala riżultat ta’ din il-mina proposta ċ-ċaqlieq ta’ karozzi bejn iż-żewġ gżejjer jiżdied minn medja ta’ 3,000 għal medja ta’ 9,000 kuljum, u dan fi żmien 15-il sena. Hu possibli li jkun provdut serviz alternattiv u sostenibbli, indirizzat biss lejn in-nies, permezz ta’ dak li nirreferu għalih bħala fast ferry. Dan jista’ jwassal lin-nies dritt minn Għawdex saċ-ċentri kummerċjali tal-pajjiż. Il-karozzi, imma, huma fattur ċentrali għall-mina proġettata u dan għax il-ħlas li jsir għall-użu tal-mina huwa dipendenti fuq in-numru ta’ karozzi li jagħmlu użu minnha!

Dan kollu jmur kontra l-ispirtu tal-Pjan Nazzjonali għat-Trasport-2025 li jistabilixxi l-oġġettiv ta’ tnaqqis ta’ karozzi mit-toroq tagħna bħala mira li tista’ tintlaħaq. It-tnaqqis tal-karozzi mit-toroq tagħna mhux biss itejjeb il-kwalità tal-arja li permezz tagħha nieħdu n-nifs: hu ukoll il-kontribut żgħir tagħna bħala pajjiż kontra l-inġustizzji maħluqa minn tibdil fil-klima għax inkun qed innaqqsu l-emissjonijiet tal-karbonju bil-konsegwenza ta’ tnaqqis fiż-żieda tat-temperatura tad-dinja.

Għax il-ġlieda kontra l-inġustizzji li qed jinħolqu bit-tibdil fil-klima hi responsabbiltà tagħna ukoll.

Climate justice is our responsibility too

Everyone is aware that different parts of the world are experiencing weather extremes.  Under the heading “Changing climate forces desperate Guatemalans to emigrate”, National Geographic recently reported that “Drought and shifting weather are making it difficult for many small-scale farmers to feed their families, fuelling a human crisis”.

The Food and Agriculture Organisation and the World Food Programme of the United Nations are concerned that drought is having a considerable impact on the most vulnerable in Central America. It has led to a loss of 280,000 hectares of agricultural land in Guatemala, El Salvador and Honduras, as a result affecting the food security of more than two million human persons.

We are aware, even as a result of local experience, that drought and floods cause considerable damage to agriculture and are occurring with increasing frequency. Some countries are experiencing an acute lack of rain while others are experiencing a concentration of a year’s rainfall in the space of a few days. These changing patterns of the weather are the result of human behaviour, accumulated over a large number of years through ever-increasing carbon emissions.

Clearly, climate change threatens essential resources – such as water and food – on which communities depend, putting in question their very right to life.

The politics of Climate Change, on the initiative and insistence of island states, in particular Pacific island micro-states, is currently focusing on the need to limit increases in global warming to not more than 1.5 degrees Celsius. There is a consensus among the global scientific community that, beyond such an increase, a climatic apocalypse would be more likely. This will be the cause of not just more drought and floods but also of unprecedented rise in sea level, as a result wiping out coastal areas, and low-lying islands all around the globe.

The special report issued by the lnter-governmental Panel on Climate Change (IPCC) in October explains in detail the views of the global scientific community on the current state of play: it explains the science of climate change and the future of the Earth. A total of 224 leading scientists from 40 countries have assessed 30,000 scientific papers and their conclusions cannot be ignored.

Its report warns that the earth has already warmed by one degree Celsius more than the pre-industrial age. If we retain the present level of activity, we are warned that the temperature will rise a further half of a degree before the year 2050.

This is the reason why the scientific community considers that carbon emissions must be reduced, achieving net zero emissions before the year 2050. However, there are various pockets of resistance to attaining such an objective in a number of countries. So much that four of them (Russia, the United States, Kuwait and Saudi Arabia) have sought to water down the global consensus on the IPPC report conclusions in Katowice, at the climate change summit held earlier this month.

Each and every country has a role in achieving this substantial reduction of carbon emissions, subject to the principle of common but differentiated responsibility. Malta also has such a responsibility to contribute to a reduction of carbon emissions in order to ensure that the 1.5 degree barrier is not breached.

In Malta, the switching of energy generation from one dependent on heavy fuel oil to gas was a positive step. However, in the long term, this is not enough as gas is considered a transition fuel: a step on the path to energy generation completely dependent on renewable sources. We require more energy generated from the sun and wind and we also need to ensure that good use is made of energy generated from waves – so abundant in the sea around us. The application of technology will lead to the creation of new, sustainable jobs and simultaneously contribute to an improvement in the quality of life for everyone.

Transport, however, is still a major problem considering Malta’s carbon emissions due the astronomic increase in the number of cars on our roads. Unfortunately, instead of investing in sustainable transport, the government has embarked on a massive programme of further development of the road infrastructure which will only result in encouraging more cars on our roads. Consequently, this will cancel out the progress being achieved with the registered increase in the use of public transport.

To add insult to injury, the proposed tunnel below the seabed between Malta and Gozo is essentially a tunnel for the use of cars. It is estimated that, as a result of this tunnel, the vehicle movement between the two islands will increase from 3000 to 9000 vehicle movements daily over a 15-year period. An alternative sustainable service providing for the movement of people would be a fast ferry service from Gozo to the commercial centres of Malta. However, the encouragement of the use of cars is central to the projected tunnel as tolls will be paid by car owners.

All this runs counter to the National Transport Master-Plan 2025 which establishes the reduction of cars from Maltese roads as an achievable target.

Reducing the number of cars on our roads will not only improve the quality of the air we breath but will also be a small but important contribution to global climate justice through a reduction in carbon emission levels.

Climate justice is our responsibility too.

Mill-Kummissjoni Venezja: Malta demokrazija parlamentari?

Meta tipprova tifhem dak li ntqal mill-Kummissjoni Venezja tal-Kunsill tal-Ewropa tirriżulta preokkupazzjoni waħda bażika: Malta demokrazija parlamentari? Meta tgħarbel l-opinjoni li kienet ippubblikata iktar kmieni din il-ġimgħa tasal għal konkulżjoni loġika: id-demokrazija parlamentari f’Malta hi prattikament ineżistenti. Minflok għandna ċentraliżmu demokratiku bil-Kabinett jiddetta lill-Parlament. Dik li fuq il-karta hi l-ogħla istituzzjoni tal-pajjiż hi fil-fatt sudditu tal-Kabinett.

Wasal iż-żmien li l-Parliament jieħu l-mazz f’idejh. Din hi l-qalba ta’ dak li għandu jkun ikkunsidrat f’riforma kostituzzjonali massiċċa li hi meħtieġa.

L-opinjoni tal-Kummissjoni Venezja teżamina diversi materji. Hi intitolata “Malta: Opinion on Constitutional Arrangements and Separation of Powers and the Independence of the Judiciary and Law Enforcement.”

Dan mhu xejn ġdid għalina f’Alternattiva Demokratika. Jekk wieħed jgħarbel il-manifesti elettorali, stqarrijiet u artikli minn esponenti ta’ AD tul is-snin hu ċar li l-parti l-kbira ta’ dak li tgħid il-Kummissjoni Venezja ġie indirizzat minn Alternattiva Demokratika. Imma dak li qalet AD ġie repetutament injorat mill-klassi politika diriġenti li kontinwament injorat il-ħtieġa ta’ bidla. Qatt ma kellhom rieda tajba li jindirizzaw il-poteri kolonjali tal-gvernatur li fil-parti l-kbira tagħhom għaddew għand il-Prim Ministru u rabbew l-għeruq fil-kostituzzjoni u l-liġijiet tagħna. Il-mentalità li min jirbaħ ikaxkar kollox trid tispiċċa u tinbidel f’waħda fejn kull settur tas-soċjeta ikollu rwol fit-teħid tad-deċiżjonijiet u fejn il-Parlament ma jibqax servili lejn il-Kabinett imma jkun kapaċi li jieqaf fuq saqajh u jagħti direzzjoni hu lill-Kabinett.

Fl-opinjoni tiegħi mhux korrett li jingħad li d-demokrazija f’Malta hi pprattikata fuq il-mudell ta’ Westminister. Iktar inkunu korretti jekk nirrealizzaw li l-mudell hu dak imfassal mill-Uffiċċju tal-Kolonji imma mlibbes ilbies kostituzzjonali iktar riċenti: gvernatur liebes ta’ Prim Ministru.

Il-problema bażika hi li l-Parlament Malti ġie ikkastrat mill-PNPL. Hu Parlament ineffettiv għax m’għandux ir-rieda politika li jġiegħel lill-Gvern jagħti kont ta’ għemilu: la l-Gvern tal-lum u l-anqas lil dawk li ġew qabel .

Il-Kummissjoni Venezja tidħol fil-qalba tal-materja meta tipponta lejn żewġ punti fundamentali li jeħtieġ li jkunu indirizzati.

Id-defiċjenza kostituzzjonali bażika f’Malta hi li l-Prim Ministru għandu f’idejh poteri kbar, wirt mill-gvernaturi kolonjali u f’ħafna każi bla jedd tal-Parlament li jara x’inhu għaddej. Dan iżeblaħ dik li nirreferu għaliha bħala demokrazija parlamentari u hu l-kawża tal-problemi kollha indirizzati mill-opinjoni tal-Kummissjoni Venezja.

It-tieni problema hi l-membri parliamentari servili lejn l-eżekuttiv dejjem ifaqqsu: jistennew it-tqassim mill-Prim Ministru ta’ ħatrijiet intenzjonati biex iżommuhom okkupati u allura ma jkollomx il-ħin biex isaqsu u jgħarblu dwar il-ħidma tal-Gvern.
Dawn mhumiex problemi li ħoloqhom Joseph Muscat. Inħolqu minn ta’ qablu u ġew ipperfezzjonati tul is-snin biex ikun assigurat li ħadd ma jazzarda jaħseb b’moħħu. Il-ftit eċċezzjonijiet jippruvaw ir-regola!

L-aħħar tibdil sar mill-Parlament b’maġġoranza Laburista elett fl-2013 meta sar tibdil f’diversi liġijiet biex ikun possibli li membri parlamentari (laburisti) jkunu jistgħu jinħatru f’diversi karigi, bi ħlas sostanzjali. Dan jassigura li ħadd minnhom ma jiftaħ ħalqu biex ikun kritiku tal-Gvern għax kollha għandhom idhom fil-borma.

Lawrence Gonzi ipprattika dawn l-affarijiet, filwaqt li Joseph Muscat irfina s-sistema.

L-opinjoni tal-Kummissjoni Venezja titkellem dwar bosta materji oħra ta’importanza kbira. Imma fl-opinjoni tiegħi, fl-aħħar, dak kollu li jingħad hu rifless f’punt wieħed : it-tmexxija għandha tkun f’idejn il-Parlament li għandu jibni demokrazija parlamentari ta’ vera u jġiegħel lill-Kabinett jagħti kont ta’ egħmilu kontinwament. Il-kumplament ikun il-konsegwenza loġika ta’ dan.

Venice Commission opinion: is Malta a Parliamentary Democracy?

Reading between the lines of the Council of Europe Venice Commission’s opinion on Malta, one basic preoccupation sticks out: is Malta a parliamentary democracy? Perusal of the opinion, released earlier this week, leads to one logical conclusion: parliamentary democracy in Malta is practically nonexistent. Democratic centralism reigns supreme, with the Cabinet dictating to Parliament. What on paper is the “highest institution in the land” is in fact a vassal of Cabinet.

Is it not about time that Parliament takes control? This is the crux of the matter which needs to be addressed by a major constitutional overhaul.

The Venice Commission’s opinion is wide-ranging. It is in fact entitled “Malta: Opinion on Constitutional Arrangements and Separation of Powers and the Independence of the Judiciary and Law Enforcement.”

There is nothing new to Maltese Greens in all this. Going through Green election manifestos, statements and articles throughout the years clearly shows that most of the points raised by the Venice Commission’s opinion have been repeatedly addressed by Alternattiva Demokratika-The Green Party. Yet these green proposals have been ignored time and time again as the alternating ruling political classes have continuously manifested a glaring lack of good will to embrace change and remove the vestiges of colonial rule which are still entrenched in Malta’s constitutional and legal setup.

The “winner takes all” mentality has yet to give way to one where all sectors of society are involved in decision-taking and where, in particular, Parliament is not subservient to the tenant at the Auberge de Castille, but is capable of holding Cabinet on a leash.

It is, in my opinion, incorrect to state that democracy in Malta is practiced on the basis of a Westminister model. It is rather a Colonial Office model camouflaged in modern constitutional clothing: a governor in prim-ministerial clothing. The basic problem lies in the fact that Malta’s Parliament has been castrated by the PNPL. It is an ineffective Parliament, as there is no political will to hold any government to account: neither the present nor any previous other.

The Venice Commission’s opinion goes to the heart of the matter when it points out two fundamental issues that need to be addressed.

The basic constitutional deficiency in Malta is an all-powerful Prime Minister who has constitutionally inherited all the powers exercised by the colonial governors, many times without parliamentary oversight. This makes a mockery of our so-called parliamentary-democracy and is the source and cause of all the problems addressed by the Venice Commission opinion.

The second basic problem is a never-ending supply of servile Members of Parliament who look forward to the sinecures distributed by the Prime Minister to all (government) backbenchers, thereby ensuring that all or most of them are at his beck and call. They are thus kept busy and have no time to ask questions and demanding answers, thereby holding the executive to account.

These problems have not been created by Joseph Muscat. They have, however, been specifically designed by his predecessors in office, red and blue, and tweaked over the years to ensure that at no point would it be possible for anyone to upset the applecart. The few exceptions prove the rule.

The latest adjustments to the system were made by a Labour-controlled Parliament after the 2013 elections as a result of the amendments to various laws making it possible to assign various responsibilities, against substantial payments, to practically all Labour parliamentary backbenchers. This ensures that they each and every government backbencher is not in a position to call the government to account as they all have a finger in the pie!

Lawrence Gonzi had also practised the above, while Joseph Muscat perfected the system.

The Venice Commission opinion speaks on various other important topics. In my humble opinion, at the end of the day it only boils down to one point: Parliament should take full control: it should construct a real parliamentary democracy and hold the tenant at the Auberge de Castille and his associates to account, continuously. All the rest will necessarily follow.

Il-bidla fil-klima: mill-kliem għall-fatti

Fit-tmiem ta’ attivita’ dwar il-bidla fil-klima organizzata minn Alternattiva Demokratika Żgħażagħ (ADŻ), dalgħodu jiena u Mina Tolu (flimkien miegħi u ma Arnold kandidat għall-Parlament Ewropew) indirizzajt konfernza stampa dwar il-bidla fil-klima.
Tajjeb li Alternattiva Demokratika Żgħażagħ ħadet din l-inizjattiva għax hemm ħtieġa li insemmgħu leħinna anke dwar dan.

Il-bidla għall-ġenerazzjoni tal-enerġija mill-heavy fuel oil għall-gass kien pass tajjeb. Il-gass iżda, jitqies bħala fjuwil ta’ tranżizzjoni għal enerġija rinnovabbli. Neħtieġu iktar energija mix-xemx u mir-riħ kif ukoll li naraw li jkun hemm użu tal-energija mill-mewġ li bħala gżira aħna mdawwrin bih is-sena kollha. L-applikazzjoni tat-teknoloġija li qegħda dejjem tiżviluppa twasslu għal tipi ta’ xogħol ġdid u sostenibbli u fl-istess ħin jikkontribwixxu lejn kwalita’ ta’ ħajja aħjar għal kulħadd.

It-trasport għadu problema kbira u jidher li l-problema se tkompli tikber minħabba żieda astronomika fin-numru ta’ karozzi fit-toroq Maltin u Għawdxin. Sfortunatament l-Gvern minflok jinvesti f’trasport sostenibbli u nadif qiegħed għaddej fuq programm qawwi ta’ xogħol infrastrutturali li qed iservi biex jinkoraġġixxi iktar użu tal-karozzi u per konsegwenza qiegħed iħassar il-progress li qed jinkiseb biż-żieda fl-użu tat-trasport pubbliku. Irridu investiment serju f’infrastruttura għar-roti u r-roti elettriċi, kif ukoll fl-użu ta’ mezzi alternattivi għat-trasport li jinkludu dawk bil-baħar.

Il-mina proposta għal bejn Malta u Ghawdex hi essenzjalment mina għall-karozzi u mhux mina għan-nies. Fil-fatt huwa stmat li fi żmien 15-il sena l-ammont ta’ movimenti ta’ karozzi bejn il-gżejjer ser jiżdied minn 3000 għal 9000 karozza kuljum. Servizz għan-nies ifisser servizzi ta’ fast-ferry minn Għawdex sal-qalba ta’ Malta. Il-mina tinkoragixxi l-uzu tal-karozzi għax il-ħlas li jinġabar minn dawk li ser jinvestu fil-mina ser jiddependi esklussivament fuq in-numru ta’ karozzi li jgħaddu mill-mina.

Huwa essenzjali li n-numru ta’ karozzi fit-toroq tagħna jonqos. Dan wara kollox hu ukoll wiehħed mill-iskopijiet ewlenin tal-istrateġija Nazzjonali tat-Trasport approvata mill-Gvern Malti fl-2015. Il-Gvern Malti ma jistax jibqa’ għaddej kif inhu. Bħalissa qed jagħti messaġġi konfliġġenti kontinwament.

Jekk irridu nindirizzaw il-bidla fil-klima bis-serjetà huwa essenzjali li nindirizzaw l-impatti ikkawżati mit-trasport. Żmien il-paroli għadda. Għandna ngħaddu mill-kliem għal fatti.

Dejjem jagħtu l-eżempju!

 

Mela issa sira nafu li minkejja dak kollu li jgħidu l-ilsna ħżiena f’dan il-pajjiż Neville Gafà hu s-sors ta’ altruwiżmu bla limitu. Ix-xogħol volontarju li qed jagħmel fl-uffiċċju tal-Prim Ministru huwa biss eżempju wieħed minn ħafna.

Il-bqija, għax hu bniedem umli, jagħmel ħiltu biex jibqa’ mistur.

Kultant insiru nafu xi ħaga, bħal per eżempju dawk l-eluf ta’ visa għal skop mediku li “tqassmu b’xejn”. Min jaf, forsi għalhekk kien il-Libja dan l-aħħar biex ikompli din l-opra ta’ benefiċjenza.

Jekk ħasbu li qed jgħaddu n-nies biż-żmien, huma mqarrqin!

 

Venice Commission: Malta’s Parliament is castrated

 

Going through the Council of Europe Venice Commission report leads to one logical conclusion: this is no parliamentary democracy. It is in fact an exercise in democratic centralism with Cabinet dictating to Parliament which in turn obliges.

There is nothing new in all this. Going through Green electoral manifestos, statements and articles throughout the years clearly shows that most of the points raised by the Venice Commission report have been addressed by Alternattiva Demokratika. The proposals made have been ignored time and again as the alternating ruling political classes have continuously manifested a glaring lack of good will.

The heart of the problem lies in Parliament which has been castrated by the PNPL. It is ineffective as there is no political will to hold any government to account: neither the present nor any previous other.

The Venice Commission report goes to the heart of the matter when it points out two particular issues.

The basic constitutional deficiency is an all powerful Prime Minister who constitutionally has inherited all the powers exercised by the colonial governors, many times without parliamentary oversight. This makes a mockery of our so-called parliamentary-democracy.

The second basic problem is the servile members of parliament elected who look forward to the sinecures distributed by the Prime Minister to all (government)backbenchers thereby ensuring that all of them (or most of them) are at his beck and call.

The problems have not been created by Joseph Muscat or Adrian Delia. They have however been specifically designed by their predecessors and tweaked over the years to ensure that at no point would it be possible for anyone to upset the applecart.

The latest adjustments to the system were made by a Labour controlled Parliament after the 2013 elections as a result of the amendments to various laws making it possible to assign executive responsibilities to practically all parliamentary backbenchers. This ensures that they each and every government backbencher is not in a position to call government to account as they all have a finger in the pie!

Il-mina t’Għawdex: ħmar il-lejl

Il-Ministru Ian Borg, iktar kmieni din il-ġimgħa, infurmana li kien qed jaħdem biex iwettaq il-ħolma ta’ diversi Għawdxin billi jmexxi l-quddiem il-proċess tal-mina taħt qiegħ il-baħar bejn Malta u Għawdex. Wara dibattitu li ilu għaddej is-snin hu ċar li iktar milli jwettaq il-ħolm ikun aħjar jekk Ian Borg jipprepara ruħu għal ħmar il-lejl.

Saru studji ġejoloġiċi imma lanqas il-konklużjonijiet ġenerali dwarhom ma nafu. Għadhom mistura qieshom xi sigriet tal-istat. Tliet snin ilu l-ġejoloġista Peter Gatt kien ġibed l-attenzjoni għall-fatt li l-mina tal-Enemalta bejn il-power station tal-Marsa u Delimara kienet swiet id-doppju ta’ dak ippjanat u dan minħabba kollass tal-blat f’diversi punti matul il-mina nnifisha. Dan kien seħħ bħala riżultat tan-nuqqas ta’ informazzjoni ġejoloġika meta ġiet imfassla l-mina. Kieku dan kellu jseħħ waqt li jkun għaddej ix-xogħol fuq il-mina bejn Malta u Għawdex hu inevitabbli li jkollna problemi kbar, inkluż possibilment numru ta’ mwiet.

Hu fatt magħruf li fil-Fliegu hemm diversi kisriet ġejoloġiċi (geological faults). Tajjeb li nirrealizzaw li tnejn mill-proposti għall-mina, li saru minn Mott MacDonald, il-konsulenti ta’ Transport Malta, jgħaddu minn dawn il-kisriet.

Li jkunu eżaminati l-kampjuni tal-blat f’laboratorju, anke jekk għal ftit ġimgħat, bla dubju jżid l-għarfien tal-ġejoloġija taż-żona imma dan mhux biżżejjed biex fuqu jittieħdu deċiżjonijiet dwar id-diżinn tal-proġett. Biżżejjed nifhmu li minkejja l-istudji ġejoloġiċi dettaljati fuq numru kbir ta’ snin, ix-xogħol fuq il-mina bejn l-Ingilterra u Franza, iċ-Channel Tunnel, kellu jieqaf u jkun devjat diversi drabi minħabba li t-tħaffir iltaqa’ ma problemi ġejoloġici li ma kien hemm l-ebda indikazzjoni tagħhom fl-istudji dettaljati!

L-istudji serji jieħdu ż-żmien biex isiru: ma jistgħux ikunu mgħaġġla minħabba data determinata minn agenda politika.

Tliet snin ilu, Transport Malta, flimkien mal-Kamra tal-Kummerċ Għawdxija kkummissjonaw studju ekonomiku, ferm qabel ma biss bdew l-istudji ġejoloġiċi. L-istudju kien intitolat Establishing a Permanent Link between the Island of Gozo and Mainland Malta: An Economic Cost Benefit Analysis of Available Strategic Options, li kien sar minn E-Cubed Consultants. Dan l-istudju kien argumenta li t-traffiku bejn il-gżejjer kien ipproġettat li fuq perjodu ta’ 15il sena jiżdied minn medja ta’ 3000 moviment kuljum għal 9000 moviment kuljum. Argument li jmur kontra l-Pjan Nazzjonali għat-Trasport approvat fl-2015 ukoll.

Il-mina proposta teħtieġ ammont kritiku ta’ movimenti ta’ karozzi li jħallsu biex jgħaddu mill-mina u per konsegwenza minn fuqhom jinġabru l-ispejjes tal-mina kif ukoll il-profitti tal-operaturi. Fi ftit kliem il-mina, biex tirnexxi tiddependi minn moviment kbir ta’ karozzi kuljum. Dan imur kontra l-politika dwar it-trasport tal-lum, li ta’ l-inqas fuq il-karta, timmira għal tnaqqis ta’ karozzi mit-toroq tagħna. Din hi materja li bla dubju għandha tkun eżaminat mill-istudju fuq l-impatti ambjentali (EIA) dwar il-mina proposta. Dan l-istudju għadu fl-istadji inizzjali tiegħu u dan wara li l-Awtorità dwar l-Ambjent u r-Riżorsi ftit ġimgħat ilu approvat dak li għandu jkun indirizzat (terms of reference) minn dan l-istudju. L-EIA hu stadju essenzjali li minnu jeħtieġ li jgħaddi l-proġett.

Għaldaqstant, kien irresponsabbli l-Ministru tat-Trasport, meta, iktar kmieni din il-ġimgħa, ħabbar li fi żmien sitt xhur kienet ħierġa sejħa internazzjonali għall-offerti għall-mina bejn Malta u Għawdex. Dan ifisser li dawn l-istudji huma irrelevanti? Fl-opinjoni tiegħi il-Ministru  qiegħed jagħti  dan il-messaġġ ċar u tond.

Din hi l-agħar forma ta’ governanza ħażina għax jimmina l-isforzi tal-awtoritajiet fil-qadi ta’ dmirijiethom. B’dan il-ħsieb jiena ktibt lill-Ombudsman u tlabtu jinvestiga dan in-nuqqas ta’ governanza tajba. Il-Gvern għandu jkollu l-paċenzja li jistenna sakemm ikunu konklużi l-istudji ambjentali qabel ma jieħu d-deċiżjonijiet.

Gozo tunnel nightmares

Minister Ian Borg informed us, earlier this week, that he seeks to turn into reality a Gozitan “long-held dream” by starting the process for a Malta-Gozo tunnel below the seabed. After debating the matter for years, it is clear that rather more than dreams, Ian Borg should prepare himself for a nightmare.

Geological studies have now been carried out and the results therof are being treated as some state secret. Three years ago, geologist Peter Gatt had drawn attention to the fact that the Enemalta tunnel between the Marsa power station and Delimara had a cost overrun of 100 per cent as a result of rock collapse along several points of the tunnel. This had occurred due to inadequate geological information fed into the design process. If the same were to happen during the Malta-Gozo tunnel works, a series of disasters, including possibly loss of life, would be inevitable.

It is a known fact that the Gozo channel is full of geological faults. It is pertinent to note that two of the tunnel options put forward by Transport Malta advisors Mott MacDonald pass through an active fault in the Gozo channel.

Taking borehole samples and examining them in a laboratory over a few weeks certainly increases our knowledge of the geology of the area but it is nowhere near the sufficient knowledge on the basis of which one can conclude the design parameters of the project. Suffice it to point out that notwithstanding the detailed geological studies spanning over many years and underpinning planning for the Channel Tunnel linking Folkestone in Kent and Coquelles near Calais, the drilling of the tunnel had to be deviated at certain points because of unpredicted geological formations.

Serious studies take years to conclude: they cannot be rushed to meet a deadline set by a political agenda.

Feasibility studies have been carried out some time ago, long before the geological studies were even taken in hand. Three years ago, the Gozo Business Chamber in conjunction with Transport Malta commissioned a study entitled Establishing a Permanent Link between the Island of Gozo and Mainland Malta: An Economic Cost Benefit Analysis of Available Strategic Options. In the study, which was carried out by E-Cubed Consultants, it was argued that the average annual daily traffic (AADT) between the islands is projected to increase from 3000 to 9000 vehicle movements over a 15-year period.

This feasibility study makes assumptions which run counter to the National Transport Master Plan objective of reducing cars from our roads.

Basically, the proposed tunnel requires a critical mass of vehicular movements which would be subject to the payment of a toll and hence contribute to the recovery of the capital outlay, maintenance costs and profits. This runs counter to current Maltese Transport policy, which (at least on paper) aims to reduce the use of private cars from our roads.

This is an issue which would undoubtedly be examined by the Environmental Impact Assessment (EIA) on the proposed Tunnel which study is currently in its initial stages after the Environment and Resources Authority recently approved the terms of reference of such a study. The EIA is an essential stage of the assessment of the project.

It was therefore irresponsible for the Minister of Transport, earlier this week, to announce that within six months an international call for tenders would be issued relative to the Malta-Gozo undersea Tunnel. Does this mean that the government considers the EIA irrelevant? This, in my opinion is the clear message being conveyed.

It is the worst form of bad governance as it undermines the efforts of the established authorities in carrying out their responsibilities. With this in mind, I have written to the Ombudsman and asked him to investigate this breach of good governance. Government should have the patience of awaiting the outcome of the EIA before taking any further decisions.

L-inkwiet ta’ Konrad Mizzi

Konrad Mizzi qed jgħidilna li qed jirfsulu d-drittijiet tiegħu. Miskin, inkwetat li qed jippruvaw iċappsulu l-integrità tiegħu.

Hi verament ħasra li Konrad, u oħrajn, huma konxji ħafna ta’ dak li jaħsbu li huma d-drittijiet tagħhom, imma m’għandhom l-ebda idea tad-drittijiet tagħna lkoll.

Jiena dejjem kont (u għadni) xettiku dwar akkużi ta’ korruzzjoni għax dawn hu dejjem diffiċli ħafna biex tippruvahom. Jiġifieri minkejja s-suspetti kollha li hawn, avolja huma suspetti fondati u nkwetanti ħafna, dawn jibqgħu suspetti.

Ir-rapporti tal-inkjesti tal-maġistrati, kemm dawk konklużi kif ukoll dawk li għad iridu jkunu konklużi, meta dawn jgħidu li ma sabu xejn, ikunu preċiżi. Ma jkunux qed jgħidu li ma hemmx korruzzjoni jew li t-tali mhux korrott, imma biss li quddiemhom ma nġiebet l-ebda prova. Mhux li provi ma hemmx, imma li dawn ma ġewx ippresentati quddiemhom.

L-ispin politika iżda twassal messaġġ differenti kontinwament. Għax id-dellijiet jibqgħu hemm, minkejja kollox, u n-nies dan tafu. Għalhekk Konrad u ta’ madwaru inkwetati għax l-ispin tqawwi (biss) qalb dawk konvinti: imma l-bqija jibqgħu inkwetati li l-pajjiż qiegħed f’idejn ċorma ħallelin: inħossuha lkoll kemm aħna, avolja l-provi għad m’humiex ċari. Xi darba imma jkunu, nittama li f’data mhux fil-bogħod.

Sadanittant għandna l-obbligu li ma nesagerawx f’dak li ngħidu. Għax il-kummenti żejda jistgħu jkunu kontro-produċenti.
