Simon Busuttil u l-kannibaliżmu politiku

Simon irid koalizzjoni. Koalizzjoni kontra l-korruzzjoni. Imma l-koalizzjoni m’għandiex tkun biss kontra l-korruzzjoni, imma fuq kollox għandha tkun koalizzjoni favur it-tmexxija għaqlija (good governance).

Għal Simon Busuttil l-unika mod kif tieħu forma din il-koalizzjoni hi jekk tinġabar fi ħdan il-Partit Nazzjonalista. Fil-prattika dan ifisser li Simon Busuttil irid li jibla l-partiti ż-żgħar billi jipprova jikkondizzjonhom illi jekk huma kontra l-korruzzjoni (u favur it-tmexxija għaqlija) posthom hu mal-Partit Nazzjonalista. Dan qiegħed jingħad b’mod ċar ħafna bħal per eżempju fl-editorjal tat-Times ta’ nhar il-Ġimgħa 23 ta’ Settembru 2016 intitolat How many a Salvu is there?

It-Times bħal Simon tgħid li “Given our electoral system, to achieve that realistically would mean that people like Mr Mallia, Dr Farrugia and others who share the same ideals would have to stand on the PN ticket even if they might not feel totally at home with the party.”

Imma t-Times iżżid tgħid li dan kollu (li l-koalizzjoni isseħħ ġewwa l-PN) hi “an issue of concern”. Għax, ikompli jargumenta l-editorjal tat-Times, li tirbaħ elezzjoni mhux kollox. Għax wara irid ikollok il-kapaċità li tiggverna.

L-editorjal jirreferi għall-instabilità tal-Gvern ta’ Lawrence Gonzi b’referenzi speċifiċi għal Franco Debono u Jeffrey Pullicino Orlando u jagħti parir lill-Partit Nazzjonalista li jekk qed joħlom dwar l-allejanzi għandu jaħseb fit-tul, għax l-allejanzi għandhom ikunu ibbażati “on sound political principles and on a clear and agreed electoral programme”. Dan hu l-messaġġ rejali tat-Times u mhux il-lixka li bela sa grixmejh Salvu Mallia. Il-Times ġustament qed temfasizza li x-xogħol rejali tal-koalizzjoni li qed joħlom biha Simon jibda wara l-elezzjoni u allura huwa importanti ħafna li koalizzjoni tkun mibnija fuq programm politiku miftiehem u mhux li individwi jintelqu fi ħdan partit avolja jafu (kif iddikjara Salvu Mallia innnifsu) li hemm diversi affarijiet li dwarhom ma jaqblux mal-istess partit.

Il-proposta ta’ Simon Busuttil hi ibbażata fuq il-kannibaliżmu politiku. Koalizzjoni serja min-naħa l-oħra tkun ibbażata fuq programm politiku miftiehem u fuq ir-rispett sħiħ tal-elementi kollha li jiffurmawha. Ma hemmx lok għal fiduċja għamja. Il-fiduċja għamja fit-tmexxija politika, bħala pajjiż, wasslitna sal-punt diżastruż li qegħdin fih illum.

Is-soluzzjoni għall-kriżi etika fil-politika Maltija mhiex li tkun ikkonsolidata sistema ta’ Parlament b’żewġ partiti imma li jkollna Parlament b’iżjed minn żewġ partiti. Ma hemmx bżonn emendi fil-liġijiet tal-pajjiż biex dan ikun jista’ jsir. Isir meta jirnexxielna nfehmu lin-nies li din hi is-saħħa rejali tal-vot ta’ kull wieħed u waħda minna.

Għax filwaqt li hu importanti li min m’għandux idea ta’ tmexxija għaqlija (good governance) jaqla’ ċamata tajba fl-elezzjoni ġenerali li jmiss, huwa daqstant ieħor importanti li l-ebda partit politiku ma jkollu iktar il-kontroll assolut tal-makkinarju tal-istat.

Din hi l-ikbar u l-aħjar garanzja kontra l-korruzzjoni u favur it-tmexxija għaqlija.

It-tanker tal-gass waqt il-maltemp: fil-port jew barra?

Il-bieraħ fil-gazzetti kellna żewġ rapporti li jgħidu affarijiet bil-maqlub dwar it-tanker tal-gass.

Is-Sunday Times tgħidilna li waqt il-maltemp it-tanker ikollu joħroġ barra mill-port, waqt li l-Malta Independent on Sunday tgħidilna li ser jibqa’ hemm imma li ser jittieħdu miżuri biex ikun protett.

Huwa fatt li l-maltemp fil-Port ta’ Marsaxlokk jista’ jkun qalil. Fil-fatt fil-Freeport stess, minkejja l-protezzjoni parzjali mill-breakwater ukoll ikun hemm id-diffikultajiet tant li  jkollhom jissejħu t-tugboats għall-għajnuna.

L-Independent tikkwota lill-project manager tal-Electrogas li min-naħa tagħha tispjega dwar il-miżuri addizzjonali li huma ippjanati li jittieħdu matul il-ġimgħatejn li ġejjin. Il-project manager Catherine Halpin spjegat lill-Independent li ser tkun stallata fil-port sistema speċjali ta’ rmiġġ (mooring system) magħrufa bħala Spread Mooring System li huwa ippjanat li tagħti protezzjoni addizzjonali lit-tanker li ser ikun fil-port b’mod permanenti meta jkun hemm il-maltemp.

Tajjeb li issa għandna din l-informazzjoni għax s’issa ma jidhirx li huma aċċessibli r-rapporti li jeżistu dwar dawn il-miżuri.

The Paceville Master Plan: a preliminary peek

In an event marking European Mobility Week, Transport Minister Joe Mizzi announced various initiatives which, if properly implemented would contribute to a reduction in the amount of congestion on our roads. Studies on the feasibility of a tram service, car-sharing and bike-sharing, as well as e-bike schemes are all welcome initiatives.

Barely 48 hours after Minister Mizzi had made his announcements, the Planning Authority published a draft Paceville master plan for public consultation which also contains a number of transport related initiatives. It is entitled Paceville. Malta’s prime coastal location. Development Framework. Given the almost simultaneous announcements, it is not known whether there was any consultation with the  Transport Ministry.

The proposed master plan seeks to establish parameters for the further development or redevelopment of Paceville in view of the high concentration of large-scale development projects in the area, most of which are still in the pipeline, including various proposals for the development of high-rise buildings. Readers will remember that, way back in 2008, a Professor Mir Ali from the University of Illinois at Urbana-Champaign USA had advised the then MEPA on the urban design strategy to be adopted when considering the future of tall buildings in Malta. Professor Ali had then emphasised the need to draw up a master plan identifying and addressing the impacts of tall buildings.  This advice was ignored when the Floor Area Ratio policy was drawn up by the Planning Authority. Likewise, it was ignored regarding development proposals currently under consideration in Sliema – notably on the Tignè peninsula.

The Mott-Macdonald draft master plan for Paceville is a vindication of Professor Mir Ali’s advice. Professor Ali stressed that Malta needed to pull up its socks on issues of public transport, irrespective of whether high-rise buildings are developed or not. An efficient, integrated and sustainable public transport system is essential in under-pinning the essential infrastructure for tall buildings. Way back in 2008  Professor Mir Ali had emphasised that this must cover the whole of Malta and Gozo and should not be limited to just Paceville!

The Mott-Macdonald draft master plan puts forward three options through which it presents two contrasting transport strategies for public discussion. The first option, entitled Sustainable Transport Strategy seeks to reduce the dominance of the car and places considerable emphasis on the pedestrianisation of Paceville (including the pedestrianisation of coast), cycling facilities and bike sharing schemes, and seeks to ensure that  public transport is within easy reach – not more than a four-minute walk away.

The second option, aptly labelled Car-Based Transport Strategy defends the car’s dominance on our roads and puts the emphasis on reducing congestion by improving road intersections and better traffic management through an intelligent transport system and also proposes the introduction of a tunnel to be bored beneath Paceville. The third option, misleadingly labelled as the Balanced Transport Strategy, is a mixture of the first two options with the proposed tunnel shifted to the edge of Paceville.

The Mott-Macdonald draft strategy suggests that the third option is the preferred option.

During the coming six weeks (the length of the consultation period) we will have the opportunity to dissect the different transport strategies as well as the other proposals in the draft master plan. The draft is over 200 pages long and deals with various development, transport and infrastructural options of relevance to the various Paceville development proposals and is to be implemented over a number of years.

It is right and proper that the impacts of the extensive developments projected for Paceville are examined cumulatively and in a holistic manner. Such an attitude and methodology, if maintained throughout, can only lead to workable solutions that will benefit everyone’s.

It does, however, inevitably beg the question: why is all this applicable to Paceville but ignored in respect of the Tignè peninsula in Sliema, as well as elsewhere else?

Mela fl-aħħar l-Awtorità tal-Ippjanar iddeċidiet li tirtira l-permessi tal-gaġeġ tal-ħut. Daqsxejn tard. Imma aħjar tard milli qatt.

Ir-rappreżentant tal-Opposizzjoni fuq il-Bord tal-Awtorità, Ryan Callus, ukoll ivvota biex il-permessi jkunu irtirati. Tajjeb. Dan ngħidulu progress!

Jibqa’ biss il-Kap tal-Opposizzjoni li ġimgħatejn ilu kellu riżervi kbar li tittieħed azzjoni, għax sfortunatament ma fehem xejn mill-ħsara kbira li qed jikkawżaw dawn l-irziezet fil-baħar.

Issa nistennew il-passi li jmiss. Li jsir ic-ċaqlieq tal-gaġeġ iktar il-barra fejn il-ħsara tkun minimizzata. Kif ukoll li l-awtoritajiet idaħħlu f’rashom darba għal dejjem li meta jitfaċċaw l-abbużi u l-irregolaritajiet għandhom jaġixxu mill-ewwel u mhux joqgħdu jipposponu.

Faqqa’ l-iskandlu tal-Panama u malajr induna li xi avukatini, li huma jew qrabathom iħufu madwar il-partit billu subgħajhom, billi mill-uffiċini tagħhom waqqfu kumpaniji simili. Ma jidhirx li għandhom kumpaniji imma taw pariri li min waqqafhom!

Sar ma jista’ jafda lil ħadd għax dak li jikkritika malajr isib lil xi ħadd madwaru li jkun għamlu hu ukoll.

Hemm problema oħra.

Din id-dikjarazzjoni (li hu biss l-onest) hi insult. Qed ipoġġi lil kulħadd fl-istess keffa għax b’hekk ir-raġġiera jilbisha b’iktar kumdità. Issa politiċi diżonesti hawn peró hu kollu qżież li jgħid li hu onest u l-“oħrajn” m’humiex.

Issa jipprova jgħidilna li mhux eżattament hekk ried jgħid. Li fehmuh ħażin.

Il-ħatriet fil-pajjiż

Il-PN qed jgħid li l-ħatriet importanti fil-pajjiż għandhom ikollhom l-approvazzjoni ta’ zewġ terzi tal-Parlament.

Issa din, meta tingħad, tinstema tajba. M’għandix dubju li l-iskop wara l-proposta hu wieħed tajjeb. Bħalissa kemm l-Ombudsman kif ukoll l-Awditur Ġenerali jinħatru b’dan il-mod u s’issa dejjem instabet soluzzjoni raġjonevoli għal dawn il-ħatriet. L-argument allura hu jekk dan il-metodu (taż-żewġ terzi) jagħmilx sens għal ħatriet oħra ukoll.

Issemmew żewġ karigi partikolari: dawk ta’ President tar-Repubblika u ta’ Kummissarju tal-Pulizija.

Ikun tajjeb, kif anke qalet diversi drabi Alternattiva Demokratika, li l-President tar-Repubblika ma jibqax jinħatar mill-Parlament waħdu. Minflok għandu jinħatar minn kulleġġ elettorali li jkun jinkludi ukoll (flimkien mal-Parlament)rappresentanza minn kull Kunsill Lokali.

Dwar il-Kummissarju tal-Pulizija l-problema rejali hi li jkun evitat li l-ħatra tiegħu (jew għaliex le, tagħha) tkun tali li titneħħa l-konsiderazzjoni ta’ politika partiġjana bħala kriterju fl-għażla. Tul is-snin, kellna persuni ta’ eċċellenza li okkupaw il-kariga u kellna oħrajn ta’ inkompetenza grassa. Naħseb li l-għażla issir minn żewġ terzi tal-Parlament ma issolvi xejn. Proposta ta’ din ix-xorta tissogra paraliżi amministrattiva. Forsi jkun iktar għaqli li għal karigi ta’ importanza nazzjonali jkun meħtieġ l-approvazzjoni tal-Parlament, b’maġġoranza sempliċi. Imma approvazzjoni bħal din tkun teħtieg public hearing. Jiġifieri li l-persuna nominat tkun mgħarbla fil-pubbliku minn kumitat parlamentari.

Proposta ta’ din ix-xorta ma għandiex tapplika biss għall-Kummissarju tal-Pulizija imma għandha tapplika ukoll għall-ħatriet kollha ta’ ambaxxaturi u għat-tmexxija ta’ awtoritajiet u Dipartimenti tal-Gvern.

L-emfasi tiegħi mhux daqstant fuq il-ħtieġa tal-approvazzjoni mill-Parlament imma fuq li l-persuna proposta tkun mgħarbla fil-pubbliku. B’hekk tonqos il-possibilità tal-ħatra ta’ persuni inkompetenti kif ukoll ta’ persuni li l-unika kwalifika tagħhom tkun it-tessera tal-partit.

Naħseb li sistema bħal din, għalkemm bla dubju kontroversjali, hi iktar prattika mill-proposta tal-approvazzjoni mill-parlament b’maġġoranza ta’ żewġ terzi.

Leo Brincat: loyalties and lip service

When Leo Brincat gave evidence before the EU Parliamentary Committee on Budgetary Control last week he was, as anticipated, quizzed on his position regarding the Panama Papers.

Leo Brincat made himself crystal clear by stating that he would have submitted his resignation – or else suspended himself from office until such time as matters would have been clarified – had he been himself involved.

He volunteered the information that there had been a point at which he had considered resigning from Ministerial office due to the manner in which the Panama Papers scandal was handled in Malta. He added that, eventually, however, his considerations did not materialise and he did not resign as he had no desire to be a “hero for a day and end up in the (political) wilderness” thereafter.

Then came the fundamental issue: what about his vote against the motion of No Confidence in Minister Konrad Mizzi which was discussed by Malta’s House of Representatives? He emphasised that he could not vote in favour of the No Confidence motion as he was bound by the party’s Parliamentary Whip! It was a basic standard of local politics, based on the Westminister model, he emphasised.

At this point Leo Brincat made it clear to the EU Parliament’s Budgetary Control Committee that he had made a very important and fundamental choice: he preferred loyalty to the party whip to loyalty to his principles: those same principles which he has been harping on for ages. When push came to shove, solidarity with Konrad Mizzi took priority over good governance. This is what irked a substantial number of MEPs and prompted them not to recommend the  approval of Leo Brincat as a member of the European Court of Auditors. Leo’s declaration means only one thing: that his statements on good governance are only lip service to which there is no real commitment.

From this point onwards, the issue became one of principle, stated Slovenian Green MEP Igor Šoltes, Vice Chairman of the EU Parliamentary Committee on Budgetary Control and rapporteur on the European Court of Auditors, when interviewed by the local media. How is it possible to expect appointment to the European Court of Auditors and simultaneously give a nod of approval to Konrad Mizzi? Leo’s reluctance to distance himself from Konrad’s misbehaviour was his undoing.

Leo Brincat was considered as being technically qualified for the post of member of the European Court of Auditors but his public behaviour relative to the Panama Papers left much to be desired: it rendered him ethically unqualified.

Most of the information on Malta and the Panama Papers scandal is freely available online. In this day and age, MEPs and their staff, like anyone else, can easily look up all the information they need in an instant. They do not need any prodding by David Casa, Roberta Metsola, Therese Commodini Cachia or anyone else!

The facts are damning enough. Leo Brincat, unfortunately, came across as an ambivalent person who speaks in favour of good governance yet through his vote simultaneously gives support to its negation. Konrad Mizzi’s behaviour,, sanctioned in parliament by the vote of Leo Brincat and his colleagues on the government benches, signifies that the Parliamentary Labour Party in Malta does not care about good governance. Leo Brincat’s failure is quite representative of the Labour Parliamentary group’s behaviour in Malta, as they have all contributed to this mess – the effects of which are yet to come.

In fairness, I must also point out that the press had, at a point in time picked up information about a rowdy Labour Party Parliamentary Group meeting during which Leo Brincat and a number of other MPs (including a number of Ministers ) had argued for Konrad Mizzi’s resignation or removal. It is indeed unfortunate that Joseph Muscat did not feel sufficiently pressured to remove Konrad Mizzi from Cabinet, as that meeting was only followed up with cosmetic changes in Konrad Mizzi’s Cabinet responsibilities.

It is useless to try and shift the blame onto Joseph Muscat and his cronies. While Joseph Muscat is ultimately responsible, this does not exonerate Leo Brincat and each individual member of the Labour Party Parliamentary group; each one of them too must shoulder responsibilities for  failure to act in removing Konrad Mizzi from public office.

At the end of the day there is just one lesson: loyalty to your conscience is not up for bartering.

F’Marzu li għadda f’intervista fl-Illum kien qalilna li f’Malta “għandna żewġ partiti li daqqa jerda’ wieħed u daqqa jisraq l-ieħor”.

L-Independent illum tgħidilna li Salvu Mallia huwa lest li jikkontesta l-elezzjoni ġenerali li ġejja mal-Partit Nazzjonalista.

Forsi Salvu Mallia jgħidilna ftit x’inhu biħsiebu jagħmel issa. Għax billi fi kliemu stess ta’ ftit xhur ilu qalilna li f’Malta “għandna żewġ partiti li daqqa jerda’ wieħed u daqqa jisraq l-ieħor” forsi ddeċieda li jagħżel waħda minn dawn ż-żewġ attivitajiet. Dejjem sakemm m’għandux xi pjan li jibdel il-PN. Pjan li s’issa b’ħażen kbir, għadu ma qal xejn dwaru.

Leo Brincat: iħallas il-prezz tal-ambivalenza

Il-Parlament Ewropew iktar kmieni illum waranofsinnhar iddeċieda li ma jaċċettax in-nomina ta’ Leo Brincat bħala membru Malti tal-Qorti tal-Awdituri. Fil-Parlament ma kienx hemm diskussjoni, imma r-rakkomandazzjoni tal-Kumitat tas-sorveljanza tal-Budget. Kienet rakkomandazzjoni biex Leo Brincat ikun approvat. Fil-kumitat kien hemm diskussjoni u l-maġġoranza tal-kumitat qablet li Leo Brincat kellu  ikun approvat.

Waqt il-laqgħa tal-kumitat Leo Brincat wieġeb diversi mistoqsijiet mill-membri parlamentari ewropej. Il-mistoqsijiet kienu juru b’mod ċar x’kien ta’ tħassib għall-membri tal-kumitat parlamentari. Ir-raġunijiet u l-argumenti li inġiebu huma bla dubju l-bażi li fuqhom il-Membri tal-Parlament Ewropew ivvutaw u iddeċidew li ma japprovawx il-ħatra ta’ Leo Brincat.

Hemm min jitħassar lil Leo Brincat għad-deċiżjoni li ittieħdet iktar kmieni illum. Għax, jgħidu, huwa raġel validu, ippreparat u ta’ integrità. U li ma kellux jeħel hu bit-tortijiet tal-Gvern ta’ Joseph Muscat.

Tajjeb iżda li niftakru ftit li meta Leo Brincat ġie mgħarbel mill-Kumitat Parlamentari tal-Parlament Ewropew dwar is-Sorveljanza tal-Budget ħarġet ċara ħafna li l-bniedem hu ambivalenti.

Issa l-ambivalenza tfisser l-esistenza simultaneja ta’ żewġ attitudnijiet opposti u konfliġġenti.

Leo Brincat iffaċċjat b’dak li kien qed jingħad dwar l-involviment tal-Ministru Konrad Mizzi fil-każ magħruf bħala l-Panama Papers qal illi li kien hu floku (flok Konrad Mizzi, jiġifieri) kien jirriżenja minn Ministru jew ta’ l-inqas jissospendi ruħu sakemm jiċċaraw ruħhom l-affarijiet. Leo Brincat  żied jgħid li ffaċċjat b’dak li kien qed jiġri kien hemm mumenti li kien qed jikkonsidra li huwa jirreżenja minn Ministru. Imma kieku huwa rreżenja, żied jgħid Leo Brincat, kien ikun “a hero for a day”.  Imbagħad, wara, jitwarrab u jispiċċa “in the wilderness”.

F’din is-sitwazzjoni, żied jgħid, ipprefera li jiġġieled minn ġewwa. Ma qalilniex kif jew x’għamel. Imma nafu minn dak li ħareġ fl-istampa li f’dak iż-żmien kien hemm laqgħa movimentata tal-grupp parlamentari laburista u Leo Brincat issemma flimkien ma numru ta’ veterani oħra fil-grupp Parlamentari Laburista li insistew għar-riżenja ta’ Konrad Mizzi u Keith Schembri l-Kasco. Imma jidher li kienu fil-minoranza.

Imbagħad ġiet is-siegħa tal-prova, l-vot ta’ sfiduċja fil-Parlament. F’din is-siegħa tal-prova Leo Brincat bil-vot tiegħu ddikjara li kellu fiduċja f’Konrad Mizzi u ivvota favur tiegħu, minkejja li fil-fehma tiegħu Konrad Mizzi kellu jirreżenja!

Ambivalenza iktar minn din qatt ma rajt u diffiċli biex nara.

Huwa veru li ma kellux freevote imma li kien obbligat mill-Partit tiegħu li ma jivvutax kontra Konrad Mizzi. Imma dik kienet l-għażla li kellu jagħmel Leo Brincat. Meta ġie biex jagħżel ivvota kontra dak li kien jemmen fih. Ivvota favur il-medjokrità u kontra s-serjeta u l-governanaza tajba.

Fil-fehma tiegħi din hi l-issue ċentrali li fuqha iddeċieda l-Parlament Ewropew meta għarbel il-ħatra ta’ Leo Brincat. Kien ċara daqs il-kristall minn kmieni. Id-dikjarazzjonijiet ta’ Leo Brincat favur l-imġieba korretta u l-governanza tajba ma jikkorrispondux mal-vot ta’ fiduċja favur Konrad Mizzi. Huma żewg affarijiet kontradittorji.

Dak hu li jfisser il-vot tal-lum fil-Parlament Ewropew. Min m’għandux il-kuraġġ tal-konvinzjonijiet tiegħu (għax jemmen ħaġa u jagħmel mod ieħor) mhux addattat għal karigi pubbliċi.
