L-argument dwar iċ-ċirkwit tal-tlielaq tal-karozzi qiegħed jiġi mpoġġi ħażin.

Uħud qed jgħidu li dan iċ-ċirkwit m’għandux jitqiegħed f’ODZ. Dan hu argument li min qed jagħmlu m’jafx x’inhu jgħid. Għax l-ebda ċirkwit tat-tlielaq tal-karozzi ma jsir ġo żona ta’ żvilupp.

Jiena nħares lejn il-materja b’mod ħafna differenti.

Nistaqsi: Għandna biżżejjed art għal din l-attività? Nafu li din l-attività tirrikjedi kwantità kbira ta’ art?

Tkun fejn tkun l-art ser toħloq xi forma ta’ impatt. Tista’ teffettwa raba’ li qed jintuża jew kien jintuża għall-agrikultura. Tista’ minflok teffettwa xagħri u allura l-impatt ikun iżjed wieħed fuq riżorsi naturali u bijodiversità. Dan apparti wirt storiku jew arkejoloġiku li jiddependi minn fejn tkun l-art.

Jekk min-naħa l-oħra l-proposta tkun viċin wisq l-abitat (kemm jekk ODZ kif ukoll, agħar jekk ġoż-żona ta’ l-iżvilupp) l-impatti fuq ir-residenti ser ikunu ta’ natura sostanzjali. Hemm l-impatti kkawżati mill-istorbju kif ukoll mit-tniġġiż tal-arja bħala riżultat tal-użu ta’ kwantità kbira ta’ fuel fit-tlielaq.

L-istorbju ma jeffettwax biss lill-bniedem. Jeffettwa ukoll lin-natura. Jeffettwa ukoll l-annimali fl-irziezet. Hemm diversi regoli u liġijiet dwar dan li jirrestrinġu ċerta attività bħalma hi dik tat-tlielaq tal-karozzi.

Jiġifieri taqta’ fejn taqta’ joħroġ id-demm.

L-art li ser tkun meħtieġa hi waħda sostanzjali. Qabel l-aħħar elezzjoni d-delettanti tal-isport tat-tlielaq tal-karozzi kienu taw indikazzjonijiet li l-art meħtieġ tista’ tkun bejn it-33 tomna u 40 tomna.

Mhux kull art li tista’ tkun magħżula ser ikollha l-istess impatt. Irridu nistennew u naraw għax tkun liema tkun l-art li ser tintagħżel ser toħloq problema. Peró din bil-fors ser tkun ODZ – barra miż-żona tal-iżvilupp! Għax ma tista’ tkun imkien iktar.

Meta nisma’ proposti bħal din dwar iċ-ċirkwit tat-tlielaq tal-karozzi huwa ċar li uħud donnhom għad ma jridux jaċettaw iċ-ċokon tal-pajjiż. Minħabba dan iċ-ċokon attività bħat-tlielaq tal-karozzi fl-opinjoni tiegħi ma jagħmlux sens.

L-aħbar li hemm possibilità tajba li fuq il-pjaneta Mars instab l-ilma nisslet ħafna interess fil-media. Anke f’Malta l-aħbar ingħata spazju għax bla dubju hi aħbar interessanti.

Dan l-interess huwa imnissel ukoll mill-fatt li f’ħafna pajjiżi madwar id-dinja hawn nuqqas ta’ ilma.

Min jaf, forsi, waqt li nieħdu pjaċir li fuq il-pjaneta Mars instab l-ilma nibdew nagħtu  ftit iktar każu napprezzaw l-ilma ftit iktar viċin tagħna.

Fil-passat riċenti f’Malta, bħala pajjiż,  ma tantx tajna każ tal-ilma. Il-kostruzzjoni tal-bjar fir-residenzi, biex fihom jinġabar l-ilma tax-xita, naqas sostanzjalment. F’ħafna każi, l-ilma tax-xita flok ma jinġabar fil-bjar intefa’ fit-toroq jew fid-drenaġġ.

L-għorrief fil-Parlament, flok ma insistew biex l-ilma tax-xita jibda jinġabar fil-bjar ħolqu proġett biex jiġbru dan l-ilma u jixħtuħ fil-baħar. Irmew l-ilma u miegħu irmew ukoll miljuni ta’ euros.

Aħjar nibdew nagħtu ftit każ tal-ilma ta’ madwarna flok l-ilma li x’aktarx hemm fuq Mars!

L-iskandlu tal-Volkswagen fit-toroq Maltin

In-numru ta’ karozzi fit-toroq tagħna hu wieħed kbir, anzi hu kbir ħafna. It-toroq ma jesgħux daqstant karozzi tant li f’xi ħinijiet dawn ikunu ġġammjati bħalma rajna dal-għodu, issa li reġgħu bdew l-iskejjel. Skond iċ-ċifri uffiċjali, sa l-aħħar ta’ Ġunju fit-toroq tagħna kellna 340,981 karozza, inkluż dawk ta’ użu kummerċjali. Jiġifieri 802 karozza għal kull 1000 ruħ li hawn f’Malta u Għawdex.

Hemm ħtieġa li jonqsu l-karozzi fit-toroq. Dan jista’ jseħħ biss kemm-il darba t-trasport pubbliku jagħmel il-qabża tant meħtieġa fil-kwalità, biex ikun użat iktar u b’hekk joffri alternattiva kredibbli u prattika għall-użu tal-karozzi privati.

Sadanittant bosta jibqgħu jagħmlu użu minn karozzi privati, b’numru li qiegħed dejjem jiżdied u li qed ikompli jħassar il-kwalità tal-arja ta’ pajjiżna. Il-posizzjoni dejjem qed tmur għall-agħar meta uħud minn dawk li jimmanifatturaw il-karozzi, minn fuq, jabbużaw mill-posizzjoni tagħhom.

Fi tmiem il-ġimgħa li għaddiet tħabbar li l-Iżviżżera waqqfet temporanjament il-bejgħ tal-mudelli tal-karozzi li jaħdmu bid-diesel li tipproduċi l-Volkswagen u li sal-lum hu magħruf li huma effettwati mill-iskandlu tal-emmissjonijiet moħbija. L-iskandlu tal-Volkswagen.

Il-karozzi effettwati, mudelli li jaħdmu bid-diesel li ġew immanifatturati bejn l-2009 u l-2015 huma VW Jetta, Beetle u Golf, il-mudell Passat tal-2014-15, u l-mudell Audi A3 ta’ bejn l-2009 u l-2015. Minn dawn jidher li hemm ħdax-il miljun karozza imxerrda mat-toroq tad-dinja.

F’Malta sadanittant l-informazzjoni għadha qed tinġabar. Għax nhar is-Sibt tħabbar li Transport Malta fl-aħħar bdiet tiċċaqlaq u talbet l-informazzjoni lill-aġenti lokali biex tkun tista’ tagħmel il-verifiki meħtieġa.

X’qed tistenna Trasport Malta biex bħall-Isvizzera temporanjament twaqqaf il-bejgħ ta’ dawn il-karozzi billi żżommilhom il-ħruġ tal-liċenzja? X’qed tistenna Transport Malta biex tissospendi temporanjament il-liċenzji ta’ dawn il-karozzi diġa fit-toroq tagħna u mgħammra b’dan l-apparat li jaħbi t-tniġġiż rejali li jikkawżaw?

It-tniġġiz li qed jikkawzaw dawn il-karozzi huwa wieħed sostanzjali. Skond dak li diġa ntqal fil-media dan it-tniġġiż ivarja bejn 20 darba u 35 darba dak li hu permess.

L-istorja ħarġet fil-media l-ġimgħa l-oħra, imma r-riżultati tat-testijiet li saru ilha magħrufa 18-il xahar. Imma f’dawn it-18-il xahar ma sar xejn la mill-kumpanija Volksvagen u l-anqas mill-Gvern Ġermaniż, bit-tama li l-istorja tintesa.

Minflok, matul dawn it-18-il xahar inbiegħu iktar karozzi. B’hekk żdiedu iktar il-karozzi fit-toroq li jniġġsu ħafna iktar milli hu permess.

Hemm bżonn li Transport Malta tfittex tieħu passi billi tneħħi mit-toroq tagħna dawn il-karozzi li qed iniġgsu ħafna iktar milli hu permissibli. Irid jieqaf ukoll immedjatament il-bejgħ ta’ dawn il-karozzi sakemm isirulhom l-aġġustamenti neċessarji biex it-tniġġis li jikkawzaw jinġieb f’livell aċċettabbli.

Huma f’dawn il-mumenti li jkollna l-provi dwar kemm l-awtoritajiet f’Malta jaħdmu fl-interess tagħna lkoll.

Malta’s finch-trapping at the European Court of Justice

On May 1, 2013, Roderick Galdes, Parliamentary Secretary responsible for Hunting and Trapping announced that a technical loophole had been found “that would allow the Government to present proposals to the European Union to allow bird-trapping in autumn.” The European Commission has not been impressed and the loophole referred to by Roderick Galdes will shortly be examined by the European Court of Justice.

During the negotiations leading to Malta’s accession to the European Union, bird-trapping had been one of the areas referred to in the treaty itself. In fact, the Treaty of Adhesion provided for a transition period at the end of which bird- trapping in Malta was to cease permanently. The cut-off date was 31 December 2008.

This limited concession was subject to a number of conditions relative to the setting-up of a captive bird  breeding programme which was to be introduced by 30 June 2005 as well as to carry out various studies intended to establish the numbers and types of species held and bred in aviaries as well as their mortality rate and their replenishment to sustain the genetic diversity of the captive species.

All this was ignored, notwithstanding the fact that, way back in 2004, the authorities had  detailed advice as to how this was to be implemented.

This is the current state of play: the interpretation of the rules as accepted on the date of Malta’s EU adhesion.

 

Earlier this week, the Commission of the European Union decided to refer Malta to the European Court of Justice because Malta is not committed to end finch- trapping. The following was stated by the Commission in an explanatory press release:

“The case concerns Malta’s decision to allow the live capture (i.e. trapping) of seven species of wild finches as of 2014. In the EU, the capture and keeping of bird species like finches is generally prohibited. However, member states may derogate from the strict protection requirement if there is no other satisfactory solution, and if the derogation is used judiciously, with small numbers and strict supervision. As these conditions have not been met in this case, the Commission sent a letter of formal notice in October 2014, urging Malta to refrain from allowing finch-trapping. Despite this warning, Malta went ahead as planned with the opening of a finch-trapping season in 2014. In response, the Commission sent a reasoned opinion to Malta in May 2015, urging Malta to end the practice. Malta has replied, contesting the Commission’s analysis. Since Malta has not committed to end finch-trapping, the Commission has therefore decided to refer Malta to the Court of Justice of the EU.”

In a background note the Commission further noted:

“In Europe, many species of wild birds are in decline, and markedly so in some cases. This decline disturbs the biological balance and is a serious threat to the natural environment.The EU Directive on the conservation of wild birds aims to protect all species of wild birds that occur naturally in the Union. The Directive bans activities that directly threaten birds such as deliberate killing or capture, destruction of nests and removal of eggs, and associated activities such as trading in live or dead birds, with a few exceptions. It also places great emphasis on the protection of habitats for endangered and migratory species, especially through the establishment of a network of Special Protection Areas (SPAs).

Article 9 of the directive provides limited scope for derogations from the requirement of strict protection where there is no other satisfactory solution, for instance, in the interests of public health and safety or air safety, to prevent serious damage to crops, livestock, forests, fisheries and water, and for the protection of flora and fauna. Derogations may also be permitted for the purposes of research and teaching, repopulation, reintroduction and for the breeding necessary for these purposes.

Malta was allowed a transitional arrangement in the Accession Treaty to phase out the trapping of finches, taking into account the time required to establish a captive breeding programme. The transitional arrangement expired in 2008.

The case concerns the live capture of seven species: chaffinch, linnet, goldfinch, greenfinch, hawfinch, serin and siskin.”

Qed isiru diversi laqgħat minn esponenti tal-Gvern mal-korpi kostitwiti bl-iskop li jiddiskutu miżuri li għandhom ikunu kkunsidrati fil-Budget li ġej, ġimgħatejn oħra.

F’laqgħa li l-Prim Ministru Joseph Muscat kellu l-bieraħ mal-MHRA (l-Assoċjazzjoni Maltija għal-Lukandi u r-Restoranti) il-Prim Ministru hu rappurtat mill-Malta Independent li qal li ma jistax ikollok lukanda ta’ sitt stilel imbagħad ambjent ta’ tlett stilel madwarha.

Inews ikkwota lill-Prim Ministru jgħid hekk: “meta jiżdiedu t-turisti donnu ż-żibel ma jinġabarx u din issa se tkun fuq l-aġenda”.

Billi kellu lil Winston Zahra (President tal-MHRA) quddiemu, u lil Edward Zammit Lewis Ministru tat-Turiżmu ħdejh kien ikun għaqli kieku l-Prim Ministru staqsihom ftit biex jgħidulu x’jagħmlu r-ristoranti bl-iskart li jiġġeneraw, primarjament fiż-żoni turistiċi.

Seta staqsihom jekk hux veru li dawn fil-liċenzja tagħhom li toħrog l-Awtorità Maltija tat-Turiżmu (MTA) għandhom kundizzjoni li teħtieġilhom li jkollhom kuntratt ma’ operatur privat tal-iskart (li jħallsuh huma) li jieħu ħsieb jiġbor l-iskart li huma jkunu ġġeneraw u jiddisponi minnu.

“Most of what was said today by central European was said in the past by Mediterraneans… We had the luxury of retaining the position we had taken then without even needing to shift just one millimetre.”

Dr Muscat said he was proud to have attended a summit where Malta was not asking for help but offering it. The number of refugees allocated to Malta, a total of 189, was extremely manageable and people could be really welcomed. The decision also gave Malta strength and credibility politically that if it was faced with problem once again there was a blueprint in place and it could ask for assistance.

“Prime Minister Joseph Muscat has reaffirmed his government’s position not to exclude the controversial pushbacks of migrants at sea, even though he has acknowledged that the practice employed by the Italian government in the past was found to be illegal by the European Court of Human Rights. Muscat today brushed aside criticism from NGOs who took his position on migrant pushbacks to task, saying that his government had a mandate to take a “strong position”.

L-iskandlu tal-Volkswagen

Id-dettalji tal-iskandlu tal-Volkswagen  fl-iStati Uniti tal-Amerika għadhom ħerġin. L-istorja kollha, forsi, għadha mhux magħrufa s’issa.

Jidher li dan l-iskandlu jinvolvi madwar nofs miljun karozza li taħdem bid-diesel (qed issemma ukoll iċ-ċifra ferm ikbar ta’ 11-il miljun karozza) kif ukoll żieda ta’ madwar miljun tunellata ta’ emmissjonijiet ta’ NOx li jniġġzu l-arja u li  fil-parti l–kbira tagħhom huma ta’ ħsara għas-saħħa.

Dan jidher li seħħ minħabba li diversi karozzi prodotti mill-kumpanija Volkswagen kellhom apparat elettroniku stallat li kien inaqqas it-tniġġiz meta l-karozzi jkunu qed jiġu ittestjati liema apparat iżda ma kienx jaħdem f’ħin ieħor. Jidher li l-logħba kienet permezz ta’ software li kien istallat biex meta l-karozza tkun qed tiġi misjuqa b’mod normali l-kontrolli tal-emmissjoniiet kienu jintfew awtomatikament b’mod elettroniku. Dawn il-kontrolli iżda, kienu jerġgħu jinxtegħlu awtomatikament meta jkun għaddej xi test tal-emmissjonijiet.

Il-karozzi effettwati, mudelli li jaħdmu bid-diesel li ġew immanifatturati bejn l-2009 u l-2015 jidher li huma VW Jetta, Beetle u Golf, il-mudell Passat tal-2014-15, u l-mudell Audi A3 ta’ bejn l-2009 u l-2015.

Volkswagen qed tikkalkula li dan l-iskandlu ser jiswielha €6.5 biljuni fi ħsarat u possibilment mat-$18-il biljun f’multi fl-iStati Uniti tal-Amerika fejn ġie identifikat dan l-abbuż. Dan aparti multi f’pajjiżi oħra, kif ukoll, possibilment, proċeduri kriminali kontra d-diriġenti tal-kumpanija.

Il-ħsara lir-reputazzjoni tal-kumpanija, ukoll, diġa hi kbira ħafna.

Iktar tard illum, il-Kumitat tal-Ambjent tal-Parlament Ewropew ser jikkonkludi d-diskussjoni dwar abbozz ta’ leġislazzjoni li taġġorna r-regolamenti dwar it-tniġġiz mill-karozzi Euro 5 u Euro 6 applikabbli fl-Unjoni Ewropeja. Fi stqarrija li ħareġ il-bieraħ,  il-kelliemi tal-Ħodor Ewropej Bas Eickhout qal li ilu magħruf li l-manufatturi tal-karozzi fl-Unjoni Ewopeja qed iduru mar-regoli tat-tniġġiz tant li m’humiex josservawhom. L-iskandlu tal-Volkswagen fl-Istati Uniti għandu tiftaħ beraħ għajnejn kulħadd dwar dak li fil-fatt qed jiġri.

Nistennew li nkunu infurmati jekk ġewx mibjugħa minn dawn il-karozzi f’Malta u x’passi ser jittieħdu dwarhom.

Simon jidher li impressjona ruħu bl-ikbar dimostrazzjoni favur l-ambjent – dik dwar iz-Zonqor. Meta Simon kien Brussels kellna ħafna minnhom dawn id-dimostrazzjonijiet dwar il-frejjeġ ambjentali tal-Gvern immexxi minn sieħbu Lawrence Gonzi. Dan m’huwiex biss il-passat, iżda huwa ukoll parti mill-kawża tal-agunija ambjentali li minnha għaddej il-pajjiż illum.

Managing our waste

Malta’s waste management strategy establishes the attainment of a zero waste target by the year 2050. An ambitious target, but also an achievable one.  How will we get there in thirty five years time?

The waste management strategy was updated in January 2014 through the publication of a waste management plan aptly subtitled ‘A resource management approach’. It has a seven-year lifespan (2014-2020).

Waste is considered a resource which should be utilised instead of being thrown away.  For this to be achieved, we need to change gear and shift from a linear to a circular economy.

In the linear economy, we consume (or use) a product and at the end of its useful life we throw it away. On the other hand, the circular economy functions such that a product (or its constituent parts), at the end of its useful life, remains in existence by being utilised to create another product.

In line with the EU waste hierarchy, Malta’s waste management strategy rightly places waste prevention as a first step.

Waste prevention, or waste minimisation, signifies the reduction of generated waste to a minimum.  Life cycle thinking is key to reducing waste throughout the useful life of a product. This is done when a product is still being designed. Applying eco-design weeds out the unnecessary constituent elements of a product. In addition, these constituent elements are also examined, such that it is ensured that none of them impede the eventual recycling at the end of the product’s useful life.

We can also minimise waste by ensuring that we purchase and use only that which is required in appropriate quantities. We can do this, for example, by using products in large sizes instead of similar multiple products in small sizes, as a result sending less packaging to waste.

The next level of the waste hierarchy is the recycling of products at the end of their useful life. We already recycle glass, metal, paper and plastics but we need to substantially improve our recycling performance as a nation. We need to acknowledge that we had a very late start in recycling. The first attempts at recycling were carried out in the mid-1990s under the watch of then Parliamentary Secretary Stanley Zammit. Unfortunately, Dr Zammit received very little support in his endeavours. 2013 statistics indicate that in Malta only six per cent of domestic waste is recycled, with another five per cent being composted. This 11 per cent of Malta’s domestic waste, which does not go to landfill, is in striking contrast to that for Germany (65%), Slovenia (61%), Austria (59%), Belgium (55%) and many other countries.

Statistics for 2014 and 2015 may eventually show a slight improvement, but we still have quite a long way to go.

Wasteserv will shortly be commencing a pilot project to collect organic waste separately from domestic households. Organic waste can be converted into energy. It can also be used to produce compost. In addition, if the collection of organic waste is carried out successfully from all households, it may reduce the contents of the black garbage bag by as much as 50%, signifying a substantial reduction of domestic waste going to landfill. (If catering establishments were to take similar initiatives, the achievable results would be much more significant.)

A proper implementation of rules regulating the waste arising from electric and electronic equipment should hopefully be in place in the coming weeks when responsibility for this waste stream is definitely transferred to the private sector in terms of the extended producer responsibility specified in the EU’s WEEE Directive (WEEE meaning waste from electric and electronic equipment).

It is also essential to address the operation of scrap yards, which are an affront to Malta’s environmental obligations. They are mostly an eyesore, generally a blot on the landscape, as well as being the cause of negative environmental impacts.

Recycling scrap metal (and other materials) is an important economic activity which ensures that resources originally extracted from the earth are kept in use and not discarded as waste. Recycling activity, if properly managed, is an important economic activity which is environmentally friendly.

Managing properly the waste which we generate reduces our environmental impacts and improves our quality of life. In addition, the employment opportunities created are an important source of green jobs.
