Direct Order għal Delimara ?

Il-proposta tal-Labour hi waħda valida. Imma hi nieqsa mid-dettalji biex id-diskussjoni dwarha twassal għal konklużjoni pożittiva.

Hemm diversi punti validi.

Li jkollna impjant li jaħdem bil-gass ifisser inqas impatti fuq l-arja u per konsegwenza fl-inħawi fejn jaqbel il-proposta twassal għal kwalita’ tal-arja li tkun aħjar.

Il-PL qed jgħid li f’21 xahar jista’ jwettaq din il-proposta. Hawnhekk fl-opnjoni  tiegħi hawn diversi affarijiet li jeħtieġ li jkunu ċċarati.

Iktar m jgħaddi żmien iktar qed jidher li biex iż-żmien ikun qasir mhux ser jinħarġu tenders. Ser ikun hemm “expression of interest”.  L-anqas ma hu ċar dwar proċess ta’ permessi u studji dwar l-impatti ambjentali. Gfħax minkejja li diġa saru studji fl-inħawi dwar l-estensjoni tal-impjant ta’ Delimara dawn ikun meħtieg li bħala minimu jkunu aġġornati in vista ta’ proposta li hi teknikament differenti u li għalkemm ser naqqas uħud mill-impatti tista’ tiġġenera impatti differenti.

Il-proċess tat-tendering m’huwiex kapriċċ li nistgħu ngħaddu mingħajru. Huwa proċess b’mekkaniżmi li huma intenzjonati li jnaqqsu l-irregolaritajiet. Illum il-ġurnata huma proċeduri ikkumplikati u jinkludu appell minn eventwali deċiżjoni. Li twarrab dawn il-proċeduri m’huwiex ħaġa għaqlija. Biha tnaqqas iż-żmien, imma biha ukoll tnaqqas il-kontrolli fuq il-proċess innifsu. U għalkemm l-ebda proċess ta’ kontrolli ma hu garanzija assoluta kontra l-abbuż, li twarrab il-proċess tat-tendering hu żball. Tnaqqas iż-żmien vera imma iżżid il-possibilita’ tat-tahwid. Tiftaħ il-bibien beraħ għall-abbuż. Dan ikun il-konsegwenza ta’ Direct Order li jidher li hemm ippjanat għal Delimara.

Hemm imbagħad il-costings tal-proġett. Dawn ftit li xejn nista’ nikkummenta fuqhom sakemm ma narax ir-rapporti u l-istudji li saru. Għalhekk meħtieġa t-trasparenza biex dak li qiegħed jintqal ikun issostanzjat.

L-aħħar punt huwa dwar garanzija għal prezz tal-gass. Qiegħed jintqal li ser tintalab garanzija ta’ 10 snin dwar il-prezz tal-gass. Il-costings jidher li x’aktarx huma ibbażati fuq dan.

Ma naħsibx li din hi kundizzjoni realistka. Għalkemm il-gass hu orħos mill-fuel użat illum, u huwa iktar effiċjenti ukoll, xorta huwa soġġett għal prezz li jvarja. Huwa antiċipat ukoll illi dan il-prezz jista’ jiċċaqlaq il-fuq matul iż-żmien u dan billi d-domanda għalih qed tikber. Issa jekk il-PL għandu xi garanzija f’dan is-sens dan il-fatt huwa importanti ħafna. Mhux biss għall-garanzija innifisha imma ukoll dwar il-kundizzjonijiet li jista’ jkun hemm marbuta magħha.

Din hi l-posizzjoni.

Diskussjoni ibbilanċjat hi meħtieġa. Imma biex issir il-Labour irid jippubblika l-informazzjoni kollha li għandu.  Jekk l-informazzjoni tiġi ippubblikata diskussjoni serja tista’ tagħmel il-ġid f’din il-kamoanja elettorali għax isservi biex niddiskutu politika nazzjonali dwar l-enerġija. Jekk le ifisser li l-Labour irid jgħaddi ż-żmien bin-nies.

It seems that the ultility bills are going to be the battleground on which the election will be fought – and hopefully the ‘discussions’ would evolve into the actual cost (in its widest sense) to procure, store, generate and distribute energy/water, in the most environment friendly manner and with responsible social sustainable sensitivity.

    In view of this AD can express itself objectively (as your concise post above), responsibly, and with a ‘can / let’s do’ approach, so that AD’s input would be an eye-opener for voters who are far from convinced (to say it mildly) with the public pronouncements, confusing claims, hazy allegations, and unconstructive accusations which the PNPL will continue throwing at each other, without any sense of working together to address an environmental, economic and social matter.

    Whilst striving to instill this sense of objectivity and problem solving or better still opportunity maximisation, AD should also qualify that its ‘contribution’ is based on the voluntary time its officers are dedicating to understand and impartially review information and experiences from other countries – not through our taxes financing Ministry’s officers and/or Consultants/Donators making a killing on government (i.e. publicly funded) projects/contracts.

    If the voting public can appreciate that the Greens are in their own limited way (due to sheer limitation of resources and public air-time exposure) inducing the discussion to move towards a more objective and constructive path – they would also hopefully envisage a possibility of transcending this into our bi-polar parliaments and the way government goes about taking decisions/positions.

  2. Its good that the PL came up with these new project. Suddenly, GonziPN is asking for workings, but how many working did he show us when he choose an 18 cents per unit toxic oil versus the 9 cents gas fired clean energy and choose the bizarre option of high bills and a dirty air! Why indeed was this option chosen? I don’t care, and its not that important for me, if this new project takes an extra year or two years : it is feasible and will surly lower the electricity bills which are leaving us breathless! Europe is full of gas powered power stations, and most of them that are by the seaside are replenished by gas carriers(ships)
    GonziPN ONLY published a simple energy policy paper- a week before elections- when, for 25 years, it slept over it?
    This evening I listened to Bondi+ a disaster. Since when do we ask lawyers to explain technicalities in energy projects Mr Bondi? Who is going to believe that Dr Abela should know the technicalities of power stations. He would be presumptuous if he tried to answer and Bondi were playing the well known political game because Bondi knows Dr Abela does not know the answer!
    Bondi asked the same questions on numbers as Mr Norman Vella on TVhemm.
    Can you imagine an imbecile asking Profs Scicluna and taking him to task on a subject that Mr Vella is illiterate about?
    As for Simon, he should have been an actor: you tell him which character to play and he will act! But beyond acting: zero!

Nahseb qed jinsa kif il-gvern hareg it-tenders, u kiseb il permessi li ried minghad il-MEPA fi zmien rekord. L-istess ghamel Zaren Vassallo. Jien ahseb li l-Partit Laburista ghandu jigi inkoraggit mhux imfixkel li jattwa dak li qed iwiehed. Nahseb l-ebda partit, inkluz l-Alternattiva ma hareg daqshekk taghrif dwar dak li qed jipproponi.

    Il-partit laburista lanqas ma injora l-pipeline. Kif qal il-Gvern stess, din il-pipeline tiehu z-zmein, hamsa jew sitt snin biex titwettaq. Il-PL halli l-option miftuha u jekk meta tassew issir jinstab li l-prodzzjoni tal-gass tkun irhas, jusaha. X’naghmlu allura tul dawn il-hames/sitt snin. Nibqghu nhallu lill-gvern jidhak bina i jgibna gharkuptejna bil-prezzijiet gholja? Nixtieq kieku tigi tara l-kotba tieghi bhala self employed halli tara minn liema martitrju ghaddejjin minnu.

    Nistenna wkoll li tikkritika lill-gvern li l-ewwel qeridna, bil-Prim instru jghid li kien kuntent li jivvota kontraa li johsu l-prezzijiet tal-elettriku, imbaghad jghid li ma jistax ikun li jorhsu, u issa ghax bhas-soltu jinsab b’denbu bejn saqajh, qed jghid li lest li jrahhas. Xi tghidlu bniedem bhal dan? Ma nghixlux inkonsistenti, imma qarrieq.

    Irrid naqra l-kritika tieghek (ghax nammirak) ghal dak li qed jipprova jaghmel il-gvern. Minkejja li jaf li jinsab f’agunija qed ikompli jisparpalja l-flus u jwieghed l-ilma jizfen. Dan jista’ jgahmlu meta kulhadd jaf li dak li qed jaghmel hu biss biex jirbah il-voti ta’ min ghadu fidil?

    • Jiena dejjem ghidt li l-proposta tal-Partit Laburista hi interessanti imma hu mehtieg li jkunu ippubblikati l-istudji li jissostanzjaw il-konkluzjonijiet li wasal ghalihom. Il-proposta qed jaghmilha l-Partit Laburista u allura huwa l-Partit laburista li jehtieg li jippubblika t-taghrif kollu dwarha.

      Li jissemmew kazijiet ta’ permessi li hargu malajr ma jiggustifika xejn. Dawn kienu ikkritikati ghax ma jidhirx li l-affarijiet saru sewwa. ma jaghmilx sens li jkunu kritikati kazijiet fejn ir-regoli jidher li ma kienux applikati imam mbaghad dawn l-istess kazi jintuzaw bhala gustifikazzjoni biex ikun hemm repetizzjoni taghhom.

      M’ghandix dubju li l-kontijiet gholjin li ghandna illum joholq hafna diffikultajiet.

      L-anqas ma hemm nuqqas ta’ qbil dwar il-htiega li l-kontijiet tal-elettriku jonqsu.

      L-uniku dubju hu dwar jekk dak li qed jghid il-Partit Laburista jistax isir.

      Minn l-informazzjoni ippubblikata s’issa mill-Partit Laburista dan id-dubju ma jissolviex. Nixtieq li tkun ippubblikata informazzjoni li ssolvi d-dubji dwar il-proposta. S’issa dan m jidhirx li ser isir. Jekk issir inkunu nistghu nitkellmu ahjar.

  4. Jekk irridu nkunu korretti is-savings iridu jitqablu mhux mat-2012 imma mat-2014, meta jibda jintuza l-interconnector. Anyway, iz-zewg partiti jaqblu mieghu u se juzawh.

    Bil-proposta tal-Labour is-savings (skond ic-cifri imsemmija), meta mqabbla mas-2012 (bl-enemalta taghmel telf ta’ €70+m) ikunu madwar €110m mhux €187m, ghax trid tnaqqas it-telf, ovvjament. Fit-2013 (jekk l-enemalta tnaqqas it-telf ghal €50+m) is-savings ikunu €90m. U fit-2014 b;-interconnector is-savings jonqos izjed. Pero minn dan is-savings trid tnaqqas is-€77m li l-LP qed iwieghed li jaghti lura lil-konsumatur (ghax is-savings ikun hemm jekk thalli t-tariffi kif huma llum). Ir-riskju hu li fil-fatt, meta taghmel is-sommom kollha hemm riskju kbir li tkun qed tahdem bit-telf jew bi break-even.

    Minn research semplici jidher li fir-rejalta hemm 2 options ghal powerstation gdida – HFO jew Natural Gas. Il-Gas hi l-preferred option imma f’postijiet remoti, fejn it-trasport tal-gas huwa sfida, l-HFO tkun aktar taghmel sens. Powerstation bil-gas hija aktar efficjenti mill-HFO u probabilment tigbor il-kapital qabel, imma jekk il-provista ta’ gass ma tiswilekx hafna.
