Pollution can make you fat

A very interesting article entitled Pollution can make you fat was published in The Independent (UK).

This article examines a study carried out in Barcelona Spain by the Municipal Institute of Medical Research and published in the Journal Acta Paediatrica. It deals with levels of hexachlorobenzene (HCB) found in the umbilical cords of 403 children born in the Spanish island of Menorca and found that those with the highest levels were twice as likely to be obese when they reached the age of 6 and a half years.

Well we are exposed to many chemicals in this short life of ours, none of which have ever been examined to establish their effect on life : not just human life. These are the types of reports which shed some light as to why industry did its best to torpedo the REACH regime in the EU.

It-Triq Tal-Għadira

Il-Gvern permezz tal-Ministru tat-Trasport Austin Gatt ħabbar il-ħsiebijiet tiegħu dwar il-kostruzzjoni ta’ triq ġdida fl-Għadira wara r-riżerva naturali kif ukoll wara l-villaġġ tad-Daniżi.

Intqal li saret konsultazzjoni mal-Birdlife u mal-Management tal-villaġġ Daniż. Tajjeb li saret konsultazzjoni magħhom, imma mal-pubbliku f’Malta s’issa għadha ma saret l-ebda konsultazzjoni. L-ambjent f’Malta la hu tal-Birdlife u l-anqas tal-Management tal-villaġġ Daniż iżda tal-poplu Malti.

Li kieku ma tkellmux il-gazzetti ħadd ma kien ikun jaf x’inhu għaddej.

It-triq kif proposta mill-Gvern ma tistax issir għax tmur kontra l-provedimenti tal-Habitats Directive tal-Unjoni Ewropea. Taħt il-provedimenti ta’ din id-direttiva ir-riżerva naturali tal-Għadira hi diġa dikjarata Special Area of Conservation (SAC). Fl-inħawi tal-SAC ma jista’ jsir xejn li jista’ jkollu impatt fuq l-area protetta. Triq ewlenija bħal dik proposta bil-movimenti u d-dwal li jkollha ser teffettwa l-funzjoni tal-SAC.

L-Unjoni Ewropea ma tagħtix fondi għal proġetti li jeffettwaw SACs. Jiġifieri jekk id-Direttorat tal-Ambjent fi ħdan il-MEPA jagħmel dmiru u jipproteġi r-riżerva tal-Għadira t-triq ma ssirx. Jekk min-naħa l-oħra  d-Direttorat tal-Ambjent jagħlaq għajnejh u ma jagħmel xejn, jinstab mod kif l-Unjoni Ewropea tkun infurmata dwar x’qiegħed jiġri f’dan il-pajjiż li fih “bil-kliem” l-ambjent jingħata importanza kbira.

Jekk tintmiss it-triq eżistenti tal-Għadira, fi ġranet ta’ maltemp, meta jaħkem il-Grigal, dak kollu li hemm fir-riżerva jitkaxkar. Hi it-triq eżistenti li qed tipproteġi r-riżerva.

Hemm imbagħad l-effett fuq il-villaġġ tad-Daniżi. Dan inbena bħala faċilita turistika għall-kwiet, f’atmosfera rurali. Il-bini ta’ triq prinċipali kważi ħajt ma ħajt mal-villaġġ ser teqred l-identita ta’ dan il-villaġġ.

Hemm ħafna affarijiet oħra x’jingħadu dwar din it-triq pero’ naħseb li dan t’hawn fuq hu l-iktar importanti għalissa.

Tackling Climate Change means taking action now

As published in the Malta Independent 26 November 2008 :

author Michael Carabott

In what can be described as a break from the norm, and a somewhat forward looking agenda, the Union Haddiema Maghqudin yesterday held an extraordinary general meeting to discuss climate change, with politicians from political parties adding to the mix.

The meeting was held at the New Dolmen Hotel in Qawra and brought together Rural Affairs and Resources Minister George Pullicino, Opposition Climate Change Spokesman Leo Brincat, the ever interesting Carmel Cacopardo from Alternattiva Demokratika, AN’s John Spiteri Gingell and the UHM’s own two Gejtus, President Gejtu Tanti and secretary general Gejtu Vella.

The debate was very interesting and perhaps the most salient point raised by all is that while ‘fixing’ climate change involved an expense, it will be much more damning and expensive to fix if we leave it till later. Another very salient point raised by Minister Pullicino is that people must realise that green energy is more expensive to produce than conventional type energy.

In his opening address, UHM President Gejtu Tanti said that a recent report by the Intergovernmental Panel on Climate Change showed that Southern Mediterranean states, in particular small islands, were to be hit hard by rising temperatures in the future.

He said that such evidence shows that the problem of climate change needs to be tackled on a local, continental and global level. He said that two areas that will be particularly hit hard will be agriculture and tourism. “However, we must also look on the bright side of life – European and US studies have shown that millions of jobs can be created in the fight against climate change,” he said.

Mr Tanti said that like the world has a black economy, fighting climate change will create a green economy, an economy that will present new opportunities.

The union president said that many countries were pumping billions of euros into the economy to alleviate the global financial downturn and the probability is that this cash will be pumped into the green economy to hit two birds with one stone. He said that to a certain degree, the last local budget was trying to do the same.

AD’s Carmel Cacopardo opened the session and said that it was extremely positive that the UHM was speaking out about environmental issues and not only those with a direct or indirect impact on employment.

He said that it was incorrect to say that the environment is only related to humans. “We live in society. Society is our way of fitting into an eco-system, but there are also flora and fauna. It is important for our starting point to not only look at the economy. Society needs to take the step to move to a green economy. We need to not only look at social and economic impact, but the environment must figure in all decisions. This is the only way to get to a level of sustainable development,” he said.

Climate change means a change in temperature and the world was going through the phenomenon of tropicalisation. “For example, in the Mediterranean, we are finding fish that were not there originally. That can also mean insects can spread disease to Europe,” he said. Mr Cacopardo said the snow on the Alps is melting, as are the ice caps while islands disappear and seasons change. He said Malta’s main contributors to climate change were energy generation, waste, transport and agricultural activities. He also hit out at the car registration tax and said that before anything else, Malta’s public transport system needed a radical overhaul that has been promised for years and never materialised.

In a pre-recorded video, Leo Brincat said that jobs can be created by going for a green economy. “Look at the proliferating solar water heaters and photovoltaic systems to take an example. We need more people who are qualified in their installation and maintenance,” he said.

Mr Brincat said that trade union involvement needed to be ongoing. “Many countries have found that implementation of climate change policies bring about investment. We need sustainability and that will lead to the creation of green jobs which will offset the losses of conventional.

He said that the Malta Labour Party was proposing a Climate Change Bill and wanted all stakeholders involved. He said that several countries were putting climate change at the top of the agenda, also making reference to pledges made by US President Elect Barack Obama. He said that climate change needed to be taken in the context of Kyoto targets.

Minister George Pullicino said climate change was mostly brought about by human activity. “Consumption of energy is one of the biggest contributors to climate change. If we act now, the ‘price’ we have to pay will be lower than if we do not act right now on a global level.”

He said the EU has set targets which state that members must reduce carbon dioxide emissions to 20 per cent of 1990 levels. “For us that means reducing carbon dioxide levels by 50 per cent of what we have today and that does not mean reducing consumption by half, it means producing energy without as many emissions,” he said.

Mr Pullicino said Malta needed to utilise new clean fuels. He also said Malta needed to meet a second target in 2020 – that of 10 per cent of energy generated to be clean.

He said that Malta needed a culture change in implementing energy efficiency in construction. “For clean energy, we need initiatives, enforcement and incentives,” he said. However, he warned people that everything came at a price and that clean energy was more expensive than conventionally generated power. “To have three per cent of our consumption being generated by wind, we need to spend e130m and to have the same percentage generated by solar power we need a e350 million investment.

He said that Malta needed a change of attitude whereby people would not leave lights on for no reason, with electrical appliances on in the background or even on standby. He also spoke about the new concept in utility bills where people will not subsidise others and will simply pay for their own consumption, explaining that a low income family, under the old system would be subsidising others.

However, he said that Malta was not at a complete loss on the environment, adding that just a few years ago 20 per cent of energy generation went towards producing water while it now stood at 4 per cent. He also said that Maltese technicians were working in Turkey and Tunisia to design and maintain reverse osmosis plants.

Seminar tal-UĦM dwar il-bdil tal-klima u l-impatt tagħha fuq l-impiegi

F’isem Alternattiva Demokratika illum attendejt għal seminar organizzat mill-UĦM dwar il-bdil tal-klima u l-impatt tagħha fuq l-impiegi. Ħadt pjaċir nisma’ mhux daqstant lill-kelliema mistiedna daqs kemm lid-delegati tal-Union jitkellmu dwar il-preokkupazzjonijiet ambjentali tagħhom. Il-mistoqsijiet u iktar il-kummenti jixhdu interess f’dak li qed jiġri.

Lejn tmiem is-seminar ħadt sehem f’diskussjoni qasira flimkien ma rappreżentanti tal-partiti politiċi oħra. Kienet diskussjoni qasira imma waħda ċivili.

Prosit lill-UĦM. Imma hemm bżonn li issa l-Union tibda tieħu interess f’dak kollu li jikkonċerna l-ambjent. Neħtieġu iktar ilħna li jinstemgħu meta jkun meħtieġ.

Dr Gonzi u t-trasparenza fil-MEPA

Il-Prim Ministru l-bieraħ waqt business breakfast organizzat mill-Kamra tal-Periti tkellem b’mod ġenerali dwar ir-riforma li teħtieġ illi ssir fil-MEPA u kif din tinkwadra fir-riformi l-oħra li jrid jagħmel il-Gvern f’diversi oqsma.

Fost dak li ntqal, kif rappurtat mill-Independent laqatni l-kumment segwenti :

” However, he said, that there is a big difference between transparency in procedure and true     transparency achieved by giving motivated decisions. MEPA lacks in this sense, he explained, as no explanation is given why explanations should be accepted by boards in the face of a refusal suggested by case officers.”

L-unika ħaġa li kien jonqsu jgħid il-Prim Ministru kien li l-Liġi kif inhi illum diġa tipprovdi dwar dan. Fil-fatt l-artiklu 13 (5) tal-Att dwar l-Ippjanar tal-Iżvilupp jipprovdi kif ġej :

“Meta l-Kummissjoni tivvota kontra rakkomandazzjoni magħmula mid-Direttur ic-Chairman ta’ dik il-Kummissjoni għandu jirreġistra fil-file relattiv ir-raġunijiet ta’ ppjanar speċifiċi mogħtija mill-membri tal-Kummissjoni li ma jkunux qablu mar-rakkomandazzjoni tad-Direttur.”

Li kien qed jiġri hu li f’uħud mill-każijiet il-membri tal-Kummissjoni ġew jaqgħu u jqumu minn dan. Jiġifieri il-liġi diġa tipprovdi għal trasparenza tali li tobbliga illi jkun hemm spjegazzjoni kull meta rakkomandazzjoni tad-Direttur tal-Ippjanar (jew il-case officers li jagixxu f’ismu) ma tkunx milqugħa mill-Kummissjoni għall-Kontroll tal-Iżvilupp. Li ġara kien li l-membri tal-Kummissjoni ma mxewx mal-liġi. U qiesu ma ġara xejn.

It-tagħlima hi : l-emendi għall-liġi mhux biżżejjed. Iridu jinħatru persuni kompetenti u li jifhmu fl-ippjanar. S’issa dan mhux dejjem sar. Anzi ħafna drabi ma sarx !

Sinjal ta’ progress ?

Fil-Parlament il-bieraħ intqal li fil-waqt li fis-sena 2000, 630.6 minn kull elf Malti kellu karozza, fis-sena 2007 dan in-numru tela’ għal 699.8 .  Zieda ta’ kważi 70 karozza għal kull 1000 resident !

Dawn iċ-cifri ġew deskritti bħala sinjal ta’ progress.

F’soċjeta’ żgħira bħal tagħna jiena naħseb li dawn iċ-ċifri huma sinjal ħażin ħafna. Il-parti l-kbira tad-distanzi li neħtieġu nivvjaġġaw mhumiex kbar. B’sistema ta’ transport pubbliku effiċjenti jiena naħseb li kienu jkunu ħafna dawk li jagħżlu li ma jkollhomx karozza. Jew flok żewġ karozzi fil-familja jinqdew b’karozza waħda.

Imma s-servizz ta’ transport pubbliku kif inhu s’issa, fl-2008, huwa tali li jekk ma jkollokx karozza tkun qed tagħżel li tinqata’ mid-dinja.

B’servizz ta’ transport pubbliku effiċjenti allura kien ikollna numru ferm inqas ta’ karozzi fit-toroq tagħna. Preżentement hawn madwar 300,000 karozza fit-toroq ta’ dawn il-gżejjer.

Imbarra l-infieq biex dawn jinxtraw ifisser spejjes biex jitħaddmu u tniġġiż fit-toroq tagħna. Mhux ta’ b’xejn li l-aħħar rapport ippubblikat mill-MEPA dwar l-Istat tal-Ambjent jidentifika t-trasport bħala wieħed mill-ikbar impatti negattivi fuq l-ambjent.

Altru li sinjal ta’ progress !

Id-drenaġġ ifur fil-Kalkara

Qabel xejn : għal min ma jafx niddikjara interess fuq is-suġġett tal-lum. Jiena noqgħod il-Kalkara u ilni noqgħod hawn għal dawn l-aħħar tlettax-il sena.

Il-Kunsill Lokali tal-Kalkara wissa’ lill-Korporazzjoni għas-Servizzi tal-Ilma li ma jistax jibqa’ jissaporti d-drenaġġ ħiereġ fit-triq kull meta tagħmel ix-xita. Ara ir-rapporti fit-Times u l-Independent .

Issa l-Korporazzjoni hi responsabbli għas-sistema tad-drenaġġ għax minn xi snin ilu lil hawn id-Dipartiment tad-Drenaġġ ġie assorbit fil-Korporazzjoni għas-Servizzi tal-Ilma.

Li qed jiġri meta jfur id-drenaġġ fil-Kalkara (kif ukoll f’postijiet oħra), kif spjegajt iktar kmieni din il-ġimgħa hu li hemm numru ta’ binjiet illi m’għandhomx bir kif jirrikjedu r-regolamenti sanitarji. Minflok ma jinġabar fil-bir (li ma jeżistix) l-ilma tax-xita jispiċċa fit-triq jew fid-drenaġġ.

Meta s-sistema tad-drenaġġ ma tlaħħaqx tfur. Fil-każ tal-Kalkara id-drenaġġ ifur Ix-Xatt fejn għal siegħat twal wara li tkun waqfet ix-xita inkunu għadna b’riħa ta’ drenaġġ.

Issa l-Korporazzjoni ghas-Servizzi tal-Ilma għandha responsabbilta dwar dak li qed jiġri għax l-uffiċjali tagħha jawtorizzaw kull kaz ta’ komunikazzjoni ġdida mas-sistema. Fil-fehma tiegħi jonqsu meta jawtorizzaw li komunikazzjoni ġdida sseħħ jekk qabel ma jkunux ivverifikaw li teżisti sistema separata għall-ilma tax-xita.

Pero r-responsabbilta’ mhiex biss tal-Korporazzjoni għas-Servizzi tal-Ilma. Hemm ukoll il-MEPA li minkejja li l-kostruzzjoni ta’ bir għall-ilma tax-xita hi wahda mill-kundizzjonijiet fil-permessi tal-bini dan ma tiverifikax li jkun sar qabel ma toħroġ ċertifkat li l-iżvilupp sar skond  il-permess. Li kieku l-MEPA tagħmel il-verifiki neċessarji postijiet bla bir ma jkunux jistghu jiġu użati għax ma jkunux jistgħu jingħataw is-servizz tal-elettriku u l-ilma mingħajr iċ-ċertifikat tal-MEPA (il-compliance certificate).

Hemm ukoll l-awtoritajiet sanitarji (Id-Dipartiment tas-Saħħa Pubblika) li għandu ukoll l-obbligu permezz tal-Ispetturi Sanitarji li jagħmel il-verifiki. Kull tant professjonalment niltaqa’ ma xi spettur sanitarju jagħmel verifiki ġeneralment wara xi rapport li jkun sar jew minħabba xi tilwima bejn ġirien. Mill-bqija l-ebda verifika waqt li jkun għaddej il-bini biex ikun stabilit li x-xogħol qiegħed isir sewwa.

Il-ħażina u l-ħarsien tal-ilma tax-xita huwa wieħed minn dawk l-oqsma li fih tirrenja l-liġi tal-ġungla f’Malta. Kulħadd jagħmel li jrid u li jogħġbu. Billi l-parti l-kbira tal-bini ġdid illum huwa fil-forma ta’ flats jew maisonettes dawn ġeneralment jinbnew biex jinbiegħu. Min jibnihom ikun irid jonfoq l-inqas biex jaqla’ l-iktar. L-amministrazzjoni pubblika billi ma tivverifika kważi xejn f’dan ukoll saret qaddejja tal-ispekulatur. Hu jonfoq inqas u wara l-kaxxa ta’ Malta terfa’ l-ispejjes minħabba l-problemi li jinqalgħu.

Issa x’ser jigri? Qiesu ma gara xejn ? Id-drenaġġ fil-Kalkara (u f’postijiet ohra) mhux din il-ġimgħa far l-ewwel darba. Ilu s-snin.

Il-Kalkara tifforma parti minn Distrett Elettorali li minnu jiġi elett il-Prim Ministru Lawrence Gonzi fil-Parlament.

Il-Prim Ministru għandu r-responsabbilta politika li jara li l-amministrazzjoni pubblika tkun ta’ servizz lill-pajjiż. Jista’ (jekk irid) jdur fuq il-Ministru responsabbli għall-MEPA (hu stess), jdur ukoll fuq il-Ministru responsabbli għas-Saħħa (John Dalli) u fuq il-Ministru responsabbli għall-Korporazzjoni għas-Servizzi tal-Ilma (Austin Gatt) u jitlohom jagħtu spjegazzjoni il-għaliex l-awtoritajiet li minnhom huma responsabbli mhumiex jaqdu dmirhom. Forsi ma tafx kif dawn it-tlett Ministri jiċċaqalqu u jaraw li dawk li jitħallsu mit-taxxi jerfgħu r-responabbiltajiet tagħhom.

Forsi l-Gvern ma jibqax jagħtina servizz tal-qamel.

Il-5 Bozoz ta’ Lawrence Gonzi

Kif tħabbar fil-budget f’data mhux il-bogħod ser nirċievu voucher li jintitolana nġibu 5 bozoz energy savers mill-ħanut tal-għażla tagħna.

Dawn il-bozoz jużaw bejn 66% u 80% inqas enerġija mill-bozoz li aħna mdorrijin nużaw u jibqgħu tajbin għall-użu għall-perjodu ferm itwal.

Issa li l-Gvern beda il-kampanja favur dawn il-bozoz li jaħlu anqas hemm ħtieġa ukoll ta’ kampanja edukattiva dwar :

a)       kemm hu utli li nagħmlu użu minn dawn il-bozoz biex ma naħlux elettriku,

b)       kif niddisponu mill-bozoz li jkunu spiċċaw,

c)       x’għandna nagħmlu meta tinkiser bozza.

L-utilita’ tal-użu ta’ dawn il-bozoz m’għandix dubju li jifhimha kważi kulħadd. Mhux ċajta li tifranka sa 80% tal-elettriku li normalment tuża’ biex iddawwal id-dar.

Xi ħaga importanti li s’issa għadu ma ntqal xejn dwarha f’Malta hu kif niddisponu minn dawn il-bozoz energy savers meta jintemm l-użu tagħhom. Dawn il-bozoz fihom ammont żgħir ħafna ta’ merkurju, sustanza perikoluża li insibuha ukoll f’ammont ferm ikbar fit-termometri u l-barometri li għandna minnhom fi djarna. Meta bozza energy saver tispiċċa allura ma tistax tintrema mal-iskart normali u dan biex jiġi kkontrollat it-tixrid tal-merkurju li hu meqjus bħala hazardous waste. Jiena naħseb li l-WasteServe, l-aġenzija tal-Gvern li tieħu ħsieb l-immaniġjar tal-iskart għandha teduka u tinforma lill-pubbliku ta’ x’għandu jsir f’dan ir-rigward.

Meta tinkiser bozza m’għandniex nallarmaw ruħna. Kif jgħidu l-esperti f’pajjiżi oħra huwa importanti li meta tinkiser bozza nagħtu ċans lit-trab tal-merkurju joqgħod, jiġifieri li ma jkunx għadu fl-arja u b’hekk ma nassorbuhx man-nifs. Id-Dipartiment tal-Ambjent Ingliż fil-fatt jirrakkomanda li l-kamra li fiha tinkiser bozza energy saver għandha tkun evakwata għal 15-il minuta. Nistenna li l-awtoritajiet f’Malta jispjegaw b’mod iżjed ċar x’għandu jsir

Issa li l-Gvern iddeċieda nittama li jibda kampanja pubbliċitarja ta’ tagħrif biex b’hekk kulħadd ikun infurmat u kulħadd ikun jaf kemm jaqbel nużaw il-bozoz energy savers, kif niddisponu minnhom u x’għandu jsir jekk tinkiser bozza.

L-Ilma tax-Xita

60% tal-ilma li nikkunsmaw jiġi mill-impjanti tar-Reverse Osmosis. Biex l-ilma baħar isir tajjeb għax-xorb jeħtieġ l-użu ta’ kwantita’ mhux żgħira ta’ elettriku. Il-bqija, l-40% l-oħra jiġi mill-ilma tal-pjan (watertable).

Issa l-ilma tal-pjan, minħabba li qed jittella minnu kwantita’ kbira, qed iżid fis-salinita, u hemm possibilta li f’data mhux il-bogħod ikun inqas possibli li jintuża għall-konsum. Għalhekk kien f’loku li l-MRA fl-aħħar bdiet il-proċess li tikkontrolla x’qiegħed jiġi imtella mill-boreholes.

Dan ifisser li illum huwa meħtieġ iktar minn qatt qabel li jkollna pjan strateġiku dwar l-ilma f’pajjiżna. Pjan li jħares lejn is-sorsi kollha tal-ilma li għandna bħala pajjiż u kif jista’ jsir l-aħjar użu minnu.

L-ilma tax-xita (stormwater) fi pjan bħal dan huwa importanti. Kif qalu bosta l-importanza ta’ dan l-ilma mhiex biss waħda posittiva, bħala riżors li nistgħu nagħmlu użu minnu. Hemm ukoll aspett negattiv : dak assoċjat mal-għargħar, bil-ħsara, perikli u inkonvenjent mhux żgħir li dan iġib miegħu.

Issa f’Malta għandna regolamenti tal-bini li jistabilixxu obbligu ta’ kostruzzjoni ta’ bjar għall-ilma tax-xita. Dan iservi biex kull binja (jiġifieri mhux id-djar biss) jkollha ħazna ta’ ilma tax-xita skond id-daqs tagħha.

Issa f’numru mhux żgħir ta’ bini, dawn il-bjar ma sarux. Dan l-ilma tax-xita (ta’ dawn il-binjiet bla bir) qed isib ruħu fit-triq jew fid-drenaġġ.

L-ilma li flok fil-bir jinxteħet fit-triq qed jikkontribwixxi għall-għargħar b’mod partikolari f’dawk l-inħawi li fihom matul is-snin kien hemm bini konsiderevoli.

Min-naħa l-oħra l-ilma li flok fil-bir qed jintefa’ fid-drenaġġ qed joħloq żewġ problemi : qed jgħabbi s-sistema tad-drenaġġ b’piż li ma tiflaħ u dan bil-konsegwenza li f’ċerti partijiet ta’ Malta meta tagħmel ix-xita d-drenaġġ qiegħed ifur. Imma hemm ukoll l-effett li dan l-ilma ser jispiċċa jgħabbi l-impjanti tat-tisfija tad-drenaġġ ukoll u per konsegwenza tintuża kwantita’ ta’ enerġija elettrika għat-tisfija ta’ drenaġġ żejjed ! Spiża li tista’ tkun faċilment evitata.

Qiegħed jingħad li wieħed mill-proġetti li ser ikunu iffinanzjati mill-EU ser jikkonsisti fil-kostruzzjoni ta’ mini taħt l-art biex fihom jinġabar l-ilma tax-xita fit-toroq u b’hekk jonqos l-effett tal-għargħar kif ukoll jingħata nifs l-ilma tal-pjan.

Fuq il-karta dan hu proġett tajjeb.

L-unika ħaġa li għandha ma ġiet spjegata hi kif ilma ikkontaminat bid-drenaġġ jista’ qatt ikun ikkunsidrat biex jitħallat mal-ilma tal-pjan!

Għadu ukoll ma ġie spjegat lil ħadd kif u meta dawk li għandhom binjiet mingħajr bjar ser jintalbu jaraw li jkollhom bir biex tonqos il-pressjoni tal-ilma tax-xita fuq is-servizzi pubbliċi.

In-nies dan jinteresshom għax jekk min għandu l-obbligu li jkollu bir jibqa’ mingħajru, il-piż tal-ħażna tal-ilma nibqgħu nerfgħuh int u jien bi spejjes ikbar mill-Korporazzjoni għas-Servizzi tal-Ilma u kontijiet għola għal Karmenu, Fausto, Ġużeppi u Franklin !
