L-importaturi tal-karozzi qed igorru għax naqsu l-ordnijiet. Dawn naqsu għax in-nies qed tittama li l-Gvern iraħħas il-prezz tal-karozzi. Kulħadd għandu għajnejh f’wiċċu u anke’ biss mir-riklami fuq it-televison taljan malajr tinduna li l-karozzi f’Malta mhux irħas.
Qed jingħad (u x’aktarx li huwa veru) li hu fid-Danimarka biss li t-taxxa fuq il-karozzi hi għola minn Malta.
Il-posizzjoni hi waħda sempliċi ħafna. Il-Gvern kien kostrett iħabbar li ser jobdi lill-EU u għaldaqstant iddikjara iktar kmieni din is-sena illi ser jirrevedi t-taxxa tar-reġistrazzjoni fuq il-karozzi billi b’mod partikolari jindirizza l-kwistjoni tal-VAT (l-EU ddikjarat li ma tistax titħallas taxxa fuq taxxa) u tad-diskriminazzjoni fl-applikazzjoni tat-taxxa bejn karozzi ġodda u karozzi second hand.
Il-Gvern ħabbar il-kriterji li fuqhom ser jimxi : taxxa tar-reġistrazzjoni li tvarja skond l-emissjonijiet tal-karozzi u t-tul tagħhom (minħabba l-ispazju li jiġi okkupat u allura l-effett fuq il-parking u fuq il-konġestjoni fit-toroq) kif ukoll liċenzja li tvarja skond kemm tkun ilha fit-triq il-karozza. Il-Gvern ħabbar ukoll li m’huwiex qed jippjana li jiġbor iktar taxxa milli qed jiġbor illum.
Ovvjament il-Gvern inqabad fuq sieq waħda. Kif iddikjara l-Ministru Fenech kien jippreferi li jibqa’ bis-sistema kif inhi. Ma ried jibdel xejn. Fil-passat irrifjuta li jisma’ l-leħen ta’ min intebaħ x’inhu ġej. Dawn huma l-konsegwenzi.
Ser jibqa’ jkollna iktar konsegwenzi minn dawn sakemm il-Gvern jibqa’ mingħalih li jista’ jimxi waħdu. Ma jagħti każ ta’ ħadd u ta’ xejn iżda biss ta’ dak li jidhirlu hu. Din is-sistema l-ġdida tat-taxxa ta’ reġistrazzjoni tal-karozzi imissha ilha li saret. Imma l-Gvern ipposponiha mhux biss biex jevita li jagħmilha imma ukoll biex ma tidħolx lejliet l-elezzjoni.
Għad irridu naraw kif ser tkun implimentata t-taxxa l-ġdida biex inkunu nistgħu nikkummentaw fuqha. S’issa dwar id-dikjarazzjonijiet li saru m’hemm xejn xi tgħid ħlief li d-dewmien hu eżaġerat.
I do not understand how a tax can be imposed on a car related to the effect of pollution it could make and this is due to the following reasons.
• Various cars having a big engine are not used daily so when not used they do not pollute.
• Locally there are a vast amount of vintage cars being collectors items which are not used much and because of their age these will pay higher taxes the a small car that is used daily and so is a bigger pollutent.
• If a person owns two cars he can only use one at a time keeping the other in the garage so why has he got to pay for parking or space when that car is in a private garage.
There are many other reasons this proposed system is unfair and I suggest that car tax is eliminated for ever and instead a tax is introduced on fuel to replace it so that way how uses fuel and pollutes pays accordingly, so if yuo have an electrical car and do not use fuel you do not pay, also if you have a car always in the garage which does not pollute you do not pay. After all the main problem is pollution which comes from fuel emission so my idea is fair burn the stuff and pay the tax.
Do we need a minister and lots of experts for this ?? this will also give the tax man a larger piece of cake by just putting a few cents per liter extra will not effect anyone.
It is difficult to comment on the dynamics of the system as the details are not yet known.
However it is necessary to reduce cars from the road : 292,000 cars for these small islands are too much! An efficient public transport system is a basic requirement. Thereafter encouraging the reduction of cars fromn the road through car registration taxes and fuel taxes would be good politics as there would be a reasonable alternative (an efficient public transport).
Unfortunately this government did nothing on bith counts. It is now forced to act on two fronts at one go ! It is difficult to obtain results. But that is the way government has selected.
First doing nothing. Then having to act as a result of circumstances.
