Sandwich : bejn il-Libja u l-Italja

Malta għandha ċans tajjeb li tkun sandwich nukleari f’nofs il-Mediterran. Bejn il-proġetti għal impjanti nukleari tal-Gvern ta’ Berlusconi fit-Tramuntana u dak ta’ Sarkozy fin-Nofsinnhar, ġewwa l-Libja.

 

Veru li kull Gvern jiddeċiedi x’jagħmel f’pajjiżu (b’rispett sħiħ lejn il-liġijiet tal-pajjiż). Imma huwa veru ukoll illi hemm obbligi f’dak li jsir f’kull pajjiż, lejn it-drittijiet ta’ pajjiżi terzi.

 

Fi tmiem ix-xahar l-ieħor kien it-22 anniversarju tat-traġedja ta’ Chernobyl, li dwarha kkummentajt f’dan il-blog.

 

It-traġedja ta’ Chernobyl ħalliet ħerba mhux biss fejn seħħ l-inċident  u madwaru, iżda effettwat ukoll pajjiżi diversi. Ir-radjuattivita li xterdet inħasset mijjiet ta’ kilometri l-bogħod. Issa l-impjanti nukleari jistgħu jkunu ta’ sigurta massima fis- sens li jaħdmu sewwa dejjem u bl-aħjar teknoloġija. B’nies mħarrġa kif imiss.

 

Kull ma hemm bżonn huwa żball uman wieħed. Li kif tafu, bil-buonavolonta kollha jista’ jiġri f’kull ħin. Bi żball uman wieħed, jiġifieri, jkollna ħerba wara l-bieb.

 

Issa żid ma din li fiċ-ċentru tal-Mediterran hawn ukoll attivita’ sismika. Ħarsu ftit x’ġara fil-Ġappun is-sena l-oħra.

 

Dan jonqos fil-Mediterran ! Kontaminazzjoni ta’ radjuattivita teqred il-ftit ħut li baqa’ apparti dak li tagħmel lit-turiżmu !

 

 

Surcharge

Stqarrija ta’ Alternattiva  Demokratika

 

 

In vista taż-żieda imminenti fis-surcharge applikat għall-ħlas tal-kontijiet tad-dawl u l-ilma, Alternattiva Demokratika emfasizzat għal darba oħra li surcharge applikabbli b’rata waħda huwa inġust. Huwa każ ċar ta’ politika tal-calculator.

 

Ralph Cassar, il-kelliemi tal-AD għall-Enerġija, Innovazzjoni u l-Industrija qal li “Alternattiva dejjem irrikonoxxiet li huwa essenzjali li jkun hemm x’jagħmel tajjeb għall-prezz dejem jiżdied taż-żejt. L-ebda politiku ma jista’ jiċħad dan. Imma Alternativa temmen li l-implimentazzjoni ta’ rata waħda u uniformi  a’ surcharge hi ineffettiva kemm soċjalement kif ukoll ambjentalment. Alternattyiva tirrepeti l-proposta illi iktra minn rata waħda hemm ħtieġa li jkunu introdotti rati differenti  applikali skond l-użu li effettivament isir ras għal ras fir-residenzi tagħna. B’dan il-mod familji li ma jaħlux iħallsu rata baxxa filwaqt li dawk li jaħlu jħallsu rata għolja. B’hekk dawk li għandhom konsm għoli jikkontribwixxu u jagħmlu tajjeb għall-ħlas tas-surcharge ta’ dawk li huma effiċjenti. Dan ma jinvolvix spejjes addizzjonali għall-kaxxa ta’ Malta. Il-proposta ta’ Alternattiva tagħmilha possibli għall-Gvern illi jraħħas is-surcharge għal dawk li jimmerithom għax effiċjenti fil-waqt li jirkupra ammont ekwivalenti mingħand dawk li jaħlu.”

Il-kelliem tal-AD għall-Iżvilupp Sostenibbli Carmel Cacopardo qal li ma nistgħux nibqgħu inżidu s-surcharge biex inlaħħqu maż-żieda fil-prezz taż-żejt. Jekk Malta trid tilħaq it-targets tal-Unjoni Ewropea billi tipproduci 10% tal-enerġija minn sorsi rinovibbli sal-2020 hemm bżonn li jidħol fis-seħħ pjan serju b’miri u skadenzi ċari. Il-proposti tal-Alternattiva jiffukaw fuq l-effiċjenza, eliminazzjoni tal-ħela kif ukoll proposti varji immirati biex il-familji jiġu mgħejjuna jnaqqsu d-dipendenza tagħhom fuq enerġija minn sorsi li jniġġsu u dan simultanjament ma għajnuna biex jitnaqqsulhom il-kontijiet. Carmel Cacopardo żied jgħid li “Il-Gvern qiegħed jindirizza biss l-impatti ekonomiċi. Il-proposti ta’ Alternattiva Demokratika tħares lejn il-problema b’mod olistiku billi tintegra l-konsiderazzjonijiet ekonomiċi, ambjentali u soċjali.”  Ralph Cassar żied jgħid “Il-proposti tagħna jinkludu minn 4 sa 5 turbini tar-riħ li jiġġeneraw l-elettriku bi spiża ta’ madwar 5 euro-ċenteżmi għal kull unit, filwaqt li l-elettriku ġġenerat mill-Enemalta jiswa madwar 11-il euro-ċenteżmu għal kull unit; programm nazzjonali ta’ inċentivi biex jinbidlu fid-djar il-bozoz bil-filament b’dawk energy saving; investiment fuq medda ta’ 5 snin f’solar water heaters għal 50,000 residenza kif ukoll investiment biex ikunu istallati 5,000 sistema fotovoltajka. Dak li jiffranka l-Gvern bl-użu ridott taż-żejt importat ikun iktar minn biżżejjed biex jagħmel tajjeb għal dan l-investiment. Huwa meħtieġ li Malta  issib il-mod kif tilħaq il-miri tal-Unjoni Ewropea. Il-proposti tagħna għall-ħames snin li ġejjin huwa bidu tajjeb biex dawn jintlaħqu.”

‘Protecting Biodiversity Is Critical to Mankind’s Survival’

Protecting endangered species is as important to the survival of mankind as protecting the climate, says Klaus Töpfer. In an interview with SPIEGEL ONLINE, the former head of the United Nations Environment Program talks about the value of nature, failed efforts to protect endangered species — and whether mammoth conferences make any sense.

SPIEGEL ONLINE: What do you expect from the United Nations biodiversity summit in Bonn?

Klaus Töpfer: So far we have not managed to pay as much attention to protecting endangered species as to climate change. Unlike protecting the climate, the issue of protecting endangered species lacks something comparable to the Intergovernmental Panel on Climate Change (IPCC), which brings together research and politics. The Nobel Prize that the IPCC received for its work was well deserved.

 

 

SPIEGEL ONLINE: That would be another high-ranking UN panel. But isn’t it time to finally implement the goals

 

Töpfer: That’s precisely the reason we need less paper and more concrete political decisions. The protection of species is not some luxury item by Gucci or Hermès, for people who have no problems.

SPIEGEL ONLINE: What exactly do you mean?

Töpfer: Protecting biodiversity is just as important and critical to the survival of mankind as stabilizing the climate. Species protection and climate are interdependent. I am a great supporter of bionics …

SPIEGEL ONLINE: … in which nature can provide us with role models for technological innovations, such as surfaces for aircraft or the perfect structural design …

Töpfer: … and this diversity in nature, this genetic diversity, is not available for free. We, as industrialized nations, have already sinned enough, and we have significantly reduced biodiversity in our countries. But now we expect the poor, less developed countries of the world to preserve their rainforests, mangrove forests and coral landscapes for us at no charge.

SPIEGEL ONLINE: But German farmers receive subsidies for preserving and caring for natural landscapes.

Töpfer: That’s completely correct. It’s a service they provide for society. This makes it all the more incomprehensible that we would expect the poorest of the poor to do the same, but for free.

SPIEGEL ONLINE: We see these subsidies as an alibi — us spending millions to protect the rainforests so that we can preserve our standard of living. Isn’t that called greenwashing?

Töpfer: By no means is it greenwashing. It is payment for important services that contribute to our prosperity. This is why it’s important to add financial appraisals of the services of nature to the biodiversity convention. What is the value of forests as carbon dioxide sinks or of primeval forests, with their great biodiversity, for the pharmaceutical industry? Knowledge about natural medicine, for instance, is not protected. It’s difficult to protect something if it doesn’t have a price.

SPIEGEL ONLINE: But when you were the head of the United Nations Environment Program (UNEP), based in Nairobi, Kenya, you had six years to implement this new assessment of nature.

Töpfer: And quite a lot was achieved. In its “Millennium Ecosystem Assessment,” UNEP was the first organization to address the valuation of a wetland, for example. This can be more valuable than a new dam. We know the market price of a tree trunk from tropical countries. But the processing of that tree trunk, which creates jobs, takes place in the highly developed countries.

SPIEGEL ONLINE: In the context of the Kyoto Protocol, countries with abundant forests are already eligible to receive real money if they preserve their forests, because in doing so they capture pollutants. Is this the right approach?

Töpfer: So far, payments for preserving forests are by no means adequately regulated in the Kyoto Protocol. As a rule, we need such valorization programs in species protection. I hope that the UN summit will set clear signals in this regard.

SPIEGEL ONLINE: That sounds very broad. Isn’t it eco-colonialism, asking others to preserve the environment for us?

Töpfer: I don’t see it that way. Here’s a simple example: In the 1980s, the (German) state of Baden-Württemberg introduced something called the water pfennig, which was added to prices when cooling water or groundwater was used. This meant that farmers who used less fertilizer or pesticides were subsidized. In some countries, after a flood people living upstream pay for the losses of those living downstream. The same approach will become necessarily globally to address the North-South divide. We will probably not want to establish reserves globally, but rather help design and pay for a reasonable development policy based on cooperation with local populations.

SPIEGEL ONLINE: As a long-serving government minister and then UN official, this is a question you are eminently qualified to answer: With the increasingly frequent UN conferences on biodiversity, climate protection, urbanization, water and sustainability, isn’t the environmental issue being talked to death at these events? And that with delegates flying to the conferences on CO2-emitting flights and convening in air-conditioned buildings?

Töpfer: Slow down! We should always question the importance of large conferences. And the fact that many flight kilometers are necessary is an issue that is being thought about. But think about the UN Climate Change Conference in Bali. At that conference, the participation of many committed people helped create the sort of atmosphere and outcome that has enabled the United States to join in climate protection efforts. And besides, where would we be today without the international organizations and environmental groups?

SPIEGEL ONLINE: The current UN summit will call for an assessment of the value of natural assets. According to a few studies by the EU and the UN, that number will amount to €4.5 trillion. But can a price really be put on the Garden of Eden?

Töpfer: Well, at that time God was only confronted with two people. Most of all, Creation must be protected for its own sake, even if we currently assign no value or an incorrect value to it.

F’dawn l-artikli naraw kif il-problemi li niffaċċaw aħna jinsabu kullimkien. Imma xi kultant insibu postijiet fejn hemm ftit iktar volonta’ li l-affarijiet isiru sewwa.

 

Il-ħarsien tal-biodiversita’ huwa obbligu li mhux kulħadd jifhmu għax mhux ilkoll napprezzaw ir-rikkezzi naturali fi pjanti u annimali li aħna mdawrin bihom. Uħud minn dawn fihom benefiċċi li għadna ma nafux bihom għax għadha ma saritx riċerka biżżejjed.  Nittamaw li ma nibdewx napprezzaw biss dak li jkun intilef, għax imbagħad ikun tard wisq.

 

Fost il-postijiet traskurati għal dik li hi biodiversita’ għandna l-Buskett. Hu ismu miegħu, bosk  żgħir li l-Gvern Malti għadu jqiesu bħala ġnien. Bil-mod kif jitmexxa il-Buskett il-biodiversita’ li fih hi mhedda. Anke biss minħabba l-Buskett hemm l-ħtieġa li tfittex tiġi mplimentat l-istrateġija nazzjonali dwar il-biodiversita.

Il-PBS irtirat l-applikazzjoni biex jitwaqqa’ l-bini li għandha fi Gwardamangia. Dan ġara wara direttiva li ġiet mogħtija mill-Prim Ministru. Tajjeb ħafna.

Imma ma kienx ikun aħjar li kieku l-Gvern jappunta nies fuq il-bordijiet tiegħu li jkunu sensittivi għall-wirt storiku tagħna ? F’dan il-każ kien possibli li l-Prim Ministru jintervjeni, u għamel tajjeb. Imma m’hux dejjem ikun possibli li dan isir. Għax mhux dejjem ikun jaf.

B’bordijiet iktar sensittivi għall-wirt storiku (kif ukoll għal dak naturali) setgħu jiġu evitati ħafna problemi li nqalgħu fis-snin li għaddew.

Il-Public Broadcasting Services (PBS), irtirat l-applikazzjoni li kienet għamlet mal-MEPA biex jitwaqqa l-bini li għandha fi G’Mangia. 

Il-Ministru ta’ l-Edukazzjoni, Kultura, Żgħażagħ u Sport, Dolores Cristina, li hi wkoll responsabbli għall-PBS, wara konsultazzjoni mal-Prim Ministru, tat direttiva liċ-Chairman tal-PBS biex immedjatament jirtira l-applikazzjoni li l-kumpanija għamlet mal-MEPA, biex jitwaqqa l-bini eżistenti li l-kumpanija għandha fil-Gwardamangia. 

Il-Ministru tat din id-direttiva wara li kien kunsidrat li dan il-bini hu meqjus bħala eżempju ta’ arkitettura moderna ta’ kwalita’ kif ukoll bħala punt ta’ riferenza għall-bidu tax-xandir f’Malta. 

Fid-dawl ta’ dan, il-Ministru Cristina talbet lill-Bord tad-Diretturi biex ifittex soluzzjonijiet alternattivi biex ikunu żviluppati l-faċilitajiet tal-PBS.

Fit-Times tal-lum kummenti interessanti ta’ Austin Gatt, Ministru tat-Trasport (ukoll) dwar il-ħtieġa li jonqsu l-karozzi mit-toroq.

 

Biex jonqsu dawn il-karozzi hemm bżonn l-ewwel u qabel kollox li jkollna sistema ta’ transport pubbliku aħjar milli għandna. Tajjeb li fl-aħħar nibdew din id-diskussjoni bis-serjeta. L-AD ilha li bdiet din id-diskussjoni u fil-Manifest tal-Koalizzjoni hemm taqsima speċjali dwar dan.

 

Iktar ma jkun hemm min jiftaħ għajnejħ iżjed hemm ċans li naslu f’xi data fil-qrib.

Fi stqarrija li ħarġet il-bieraħ AD permezz tal-kelliemi tagħha għat-Trasport Mark Scerri esprimiet l-appoġġ għall-posizzjoni li qed tieħu l-ADT fil-konfront tat-tilwima mas-sidien tal-karozzi tal-linja dwar it-testijiet li qed isiru fuq l-emissjonijiet.

 

L-AD tħeġġeġ lill-ADT biex ma ċċedix għall-pressjoni tas-sidien tal-karozzi tal-linja u dan meta huwa magħruf li dawn huma ta’ ħsara mhux żgħira għas-saħħa umana.

 

Huwa neċessarju li l-istandards tal-VRT ikunu iktar iebsin fejn jidħlu l-emissjonijiet biex jiġi assigurat li jonqsu b’mod sostanzjali l-karozzi li jdaħħn fit-triqat tagħna.

Flimkien ma residenti ta’ Ħ’Attard kif ukoll kunsilliera tal-PN, AD u MLP fil-Kunsill Lokali ta’ Ħ’Attard ħadt sehem f’konferenza stampa f’Ta’ Fġieni Attard fi Triq Lorenzo Manche dwar biċċa art li għal snin twal ma kienitx meqjusa li għandha tinbena.

 

L-attivita kienet organizzata mill-NGO ambjentali  Flimkien għal Ambjent Aħjar u għaliha kienu preżenti ukoll il-Membri Parlamentari tal-PN Charlo Bonnici u David Agius.

 

Ir-residenti ta’ Ħ’Attard ilhom snin twal imwegħda mill-Kunsill Lokali li din l-art ser tkun żviluppata bħala area għall-użu tal-pubbliku, bħala żona ħielsa mill-bini fejn il-familji jkunu jistgħu jirrikreaw ftit ruħhom. Din kien ikkonfermat waqt l-attivita’ mill-Professur Henry Frendo, li kien l-ewwel Sindku ta’ Ħ’Attard.

 

Meta l-MEPA ħarġet l-abbozz tal-pjan lokali għaż-żona Ċentrali ta’ Malta – li minnha Ħ’Attard jifforma parti din l-art kienet meqjusa bħala li għandha tkun meħlusa mill-bini. Immarkata bl-isfar f’din l-ewwel pjanta kienet tfisser li kienet parti minn triq jew riżervata għall-karozzi.

 

Iżda meta ħarġet il-verżjoni finali tal-pjan din l-art bidlet il-kulur u issa saret tajba għall-bini.

 

Kontra dan li qed jipprotestaw ir-residenti.

L-AD diġa tkellmet ċar fuq dak li huwa magħruf sa issa. Għaldaqstant f’dan
il-mument tħoss li jkun xieraq li tiddeplora l-attakki li qed isiru fuq il-Perit
Joe Falzon Uffiċjal tal-Verifika tal-MEPA.

L-AD jidhrilha ukoll li d-dewmien fil-konkuzjoni tal-investigazzjoni
mill-awtoritajiet kompetenti qiegħed inissel diversi suspetti. Każijiet ferm
iktar ikkumplikati ħadu inqas minn 48 siegħa biex ġew konklużi. Iktar dewmien
ser jirrinforza l-idea ġenerali li hemm min irid imewwet il-każ.

Nittamaw li l-investigazzjonijiet, li ilhom ghaddejjin iktar minn xahrejn, jiġu
konklużi. Il-konkluzjonijiet flimkien ma dawk tar-rapport tal-Uffiċjal
tal-Verifika tal-MEPA għandhom iwasslu biex mingħajr dewmien tkun magħrufa minn kulhadd l-istampa kollha. Aktar ma huma gravi l-każijiet aktar għandhom jitħaffu l-proċeduri u r-riżultati ta’ l-investigazjoni. B’hekk biss tista’ tikber
il-fiduċja tan-nies fl-istituzzjonijiet tal-pajjiz.
