Illum il-31 ta’ Marzu huwa xieraq li nirriflettu ftit fuq il-qagħda fit-Tibet. Pajjiż okkupat minn forzi barranin.

Il-protesti preżenti fi Lhasa, belt kapitali tat-Tibet ilhom għaddejjin min-nofs Marzu, anniversarju tal-protesti imdemmija li kienu saru kontra t-tmexxija Ċiniża fit-Tibet fl-1959.

L-istorja tat-Tibet hi waħda ta’ sekli sħaħ ta’ dominazzjoni Ċiniża.

Issa it-Tibetani qed iħosshom minoranza f’pajjiżhom. Il-mexxej tagħhom id-Dalai Lama fl-eżilju.

Bil-waqa’ tad-dinastija Qing it-Tibet sar stat indipendenti fl-1913, wara sekli sħaħ taħt id-dominju Ċiniż. Baqa’ hekk indipendenti sal-1951 meta reġa’ ġie anness mar-Republika Popolari Ċiniża. Dak li li llum huwa magħrufa bħala r-Reġju Awtonomu tat-Tibet huwa biss parti minn dik li kien it-Tibet. Il-bqija ġie inkorporat fi-proviċji Ċiniżi ta’ Sichuan, Yunnan, Gansu, u Qinghai.

Fl-10 ta’ Marzu 1959 l-armata Ċiniża attakkat il-palazz tad-Dalai Lama, l-mexxej tat-Tibet, li irnexxielu jaħrab lejn l-Indja fejn qiegħed fl-eżilju.

Nhar l-10 ta’ Marzu 2008 mitt patri mill-monasteru Drepung bdew mixja lejn Lhasa bħala protesta għall-arrest ta’ patrijiet wara li d-Dalai Lama ngħata midalja tad-deheb mill-Kungress Amerikan. Il-forzi tas-sigurta Ċiniżi mhux biss żammew il-mixja milli tkompli għaddejja, talli uħud mill-patrijiet ġew imsawta.

Is-sena d-dieħla jaħbat il-50 anniversarju tal-irvellijiet tal-1959.

Dan fil-qosor huwa l-kuntest ta’ dak li qiegħed jiġri llum fit-Tibet.

Il-poplu tat-Tibet jixraqlu appoġġ. Uħud iridu jużaw l-Olimpijadi ta’ Bejing għal dan l-iskop. Fil-passat kien hemm min ipprova jagħmel dan dwar il-gwerra tal-Afganistan (l-Olimijadi ta’ Moska fl-1980) imma l-iskop ma ntlaħaqx.

Għax l-isport u l-politika m’għandhomx jiġu mħallta.

Il-komunita internazzjonali xorta għandha l-obbligu li tagħti l-kontribut tagħha biex l-imperu Ċiniż jisfaxa ukoll bħalma ġralu dak Sovjetiku 18-il sena ilu. Ilhom jistennew 50 sena !

Is-Segretezza – L-ikbar għadu tad-demokrazija

Is-segretezza huwa is-suġġett li jittratta is-sit elettroniku intitolat EU Corruption, li tiegħu għadni kif żidt il-link fil-lista dejjem tiżdied fuq il-lemin. F’dan is-sit elettroniku hemm informazzjoni interessanti ħafna li tvarja minn informazzjoni dwar miżuri li ttieħdu fuq livell ta’ EU kontra abbużi finanzjarji għal informazzjoni dwar miżuri favur iktar trasparenza. Hemm ukoll appoġġ lil veduti minoritarji kif ukoll li dawk li huma vittmi ta’ ċensura. Huwa sit interessanti li forsi jkolli l-opportunita li nirreferi għalih iktar tard.

MEPA : the fundamental flaw

Mepa reform is finally on the national agenda. Mepa will never be a popular organisation as most of its decisions are simultaneously viewed as acceptable or unacceptable by different sectors of society. Unfortunately, though understandably, it is the issuance of development permits and the related activities which are at the forefront contributing to the public’s perception of Mepa. Lately the matter of public consultation and the extent to which this should be carried out has been an additional issue of contention.

There is but one basic point, simple to point out but too complex for some to comprehend. Mepa’s mission is that of acting on behalf of the whole Maltese community (both present and future generations) in ensuring that development, in its drive to create wealth, conforms to the eco-system of which we form part as well as the social structures in existence from time to time. This is what sustainable development is all about. In carrying out its endeavours, Mepa has no right to discount the future.

This is the measure of Mepa’s failure. It has failed the Maltese community as a whole. Within this context, the suspension by the Prime Minister of the development permit functions at Mepa so soon after resuming office is significant even if for a limited period of two weeks.

There are obviously responsibilities which have to be shouldered and these can be traced to those who opted over the years to channel their allegiance away from the community!

What is the purpose of defining controversial limits of development if these are infringed the moment they are approved? The Local Plans, effective as of August 2006, are controversial enough. Land owners wanted much more; environmentalists much less.

In the past weeks, the audit report on the proposed Lidl supermarket at Safi was published: Development was permitted outside the development zone. The members of the Mepa Development Control Commission resigned on publication of the Mepa audit officer report, which censored them for approving the said application. Will that development permit be repealed?

The Mistra tragedy is still unfolding. At the time of writing one thing is crystal clear: Another development permit, even if only an “outline” one, was issued not only in an area which lies outside the development zone but which is also protected in terms of the EU Habitats Directive, possibly exposing Malta to infringement procedures.

In both cases (Safi and Mistra), the technical personnel at Mepa recommended a refusal of the applications under consideration. Yet, their recommendations were discarded without any valid justification by the DCC.

Now the NGO Flimkien Għal Ambjent Aħjar (FAA) has revealed that over two thousand five hundred development permits have been issued by Mepa outside the development zone in the past three years. In such a situation do the Local Plans have any further relevance? It is only a question of time when other irregularities will be identified.

Isn’t it logical to conclude that the members of the DCC who have approved these development permits are as a minimum not aware of their responsibilities? Who will assume political responsibility for these appointments and the consequences thereof?

Accountability has to filter down through the ranks but it has to exist at the very top of the pyramid.

Land use planning is a political process. One cannot take politics out of it. The politicians in charge have to assume responsibility for their actions and decisions. Once they have determined the parameters and approved the policies within which the community can be protected, they should refrain from further involvement: Neither directly nor indirectly. Their role is that of policy makers and not of hands-on managers!

Restoring confidence in Mepa is no easy job. In the recent past no effort was spared to undermine it. Through its actions one could clearly deduce that its loyalty was deliberately steered towards the construction industry.

This is the fundamental flaw which needs addressing. Mepa needs to be loyal to the community made up of both present and future generations. In tackling this flaw one very important tool needs to be used: The financing of political parties needs to be tightly regulated.

Għada id-29 ta’ Marzu 2008 fit-8.00pm miljuni ta’ nies madwar id-dinja ser jesprimu l-preokkupazzjoni tagħhom dwar it-taqlib fil-klima (climate change) billi jitfu d-dwal b’appoġġ għal dik li qed tissejjaħ Earth Hour. Din hi inizzjattiva li ttieħdet mill-World Wildlife Fund u bdiet f’Sydney l-Awstralja s-sena l-oħra.

Jekk inti interessat, ghafas hawn u zomm ruhek aggornat. B’hekk tkun qed tnaqqas il-piż minn fuq ir-riżorsi tad-dinja, li qed jinħlew.

Il-Birdlife għadha kif ippubblikat rapport dwar it-tniġġis ikkawżat mid-dawl u kif dan jeffettwa għasafar li jbejtu f’Malta. Ir-rapport huwa intitolat Light Pollution and its effect on Yelkouan Shearwaters in Malta; causes and solutions. Dan ir-rapport huwa parti minn proġett iffinanzjat mill-EU biex tkun imħarsa l-Garnija u fejn din tbejjet, magħruf bħala l-Rdum tal-Madonna fl-Aħrax tal-Mellieħa.

It-tniġġis kawżat mid-dawl huwa problema fiż-żoni madwar il-kosta u jeffettwa lill-għasafar li jtiru l-iktar bil-lejl. Dan it-tnġġis mid-dawl ma jeffettwax biss lill-għasafar. Minbarra ħlejjaq oħra jeffettwa ukoll lilna.

Fid-dwal mixgħula bil-lejl għandna ħafna ħela. Ir-rapport jirrakkomanda x’miżuri jistgħu jittieħdu biex dan it-tniġġis mid-dawl ikun ikkontrolat u possibilment eliminat.

It-tip ta’ fittings għad-dwal użati fit-toroq jista’ jnaqqas ħafna din il-problema ta’ tniġġis u dan billi jidderiġi d-dawl lejn fejn hu meħtieġ. F’ċerti toroq hemm dawl żejjed.

L-istudju jiffoka fuq il-kolonja tal-garnija fl-Aħrax tal-Mellieħa u jikkonkudi li l-garnija li tbejjet hawn hi efettwata mit-tniġġis tad-dawl li qed joriġina minn Buġibba, l-Mellieħa, il-Campsite fl-Aħrax stess, iċ-Ċirkewwa u l-Għadira.

Ir-rapport fih lista ta’ rakkomandazzjonijiet li jinkludu mod kif jitnaqqas it-tniġġis mid-dawl kkawżata mid-dwal fit-toroq, mal-bajjiet, mal-lukandi u anke dak madwar bini pubbliku, bħas-swar u l-knejjes.

Fil-kampanja elettorali li għada kif intemmet, kemm il-manifest elettorali tal-Alternattiva Demokratika kif ukoll dak tal-Partit Nazzjonalista jitkellmu dwar l-għoti ta’ bozoz energy saving b’xejn.

Issa dawn il-proposti huma frott ta’ pika tajba. Huma motivati mill-idea li n-nies jiġu mħajra ma jaħlux. Għax il-bozza li ma taħlix tiswa iktar, għall-bidu biex jitħajru jew biex ma jitgerrxux nies saret il-proposta tal-għotja ta’ bozoz b’xejn. Hi proposta li saret ukoll u ġiet attwata f’pajjiżi oħra. Miżura żgħira li ftit tinvolvi spejjes imma kien hemm ukoll min ipprova jirredikolha.

Tfisser li taħli inqas elettriku (inqas surcharge) u allura tnaqqas l-impatti ambjentali li jeffettwaw lil kulħadd. Teffettwa lil butek, lill-kaxxa ta’ Malta u lis-saħħa ta’ kulħadd minħabba inqas emissjonijiet !

Imma hemm affarijiet oħra li m’huwiex ċar jekk humiex qed jiġu meqjusa bir-reqqa neċessarja. Il-bozoz energy savers fihom ammont żgħir ta’ merkurju. X’passi qed jittieħdu biex dawn il-bozoz, meta jagħmlu żmienhom ma jispiċċawx mal-bqija tal-iskart ? Jekk bozza tinkiser nafu li t-trab tal-merkurju li fihom jista’ jkun ta’ periklu ? Tajjeb li jkun hemm min jispjega ftit.

Two events this week will set out very different visions of Britain’s future in an age of accelerating climate change and diminishing supplies of oil – and very different views on how this country can lead the world. On Thursday Gordon Brown and Nicolas Sarkozy will meet amid much ballyhoo in the unlikely environment of Arsenal’s Emirates Stadium, where they are expected to sign an agreement to build a new generation of nuclear power stations and to export the technology around the globe. And on Saturday, as we report today, a barge is set quietly to slip out of Belfast to install the world’s first-ever commercial tidal power turbine in the much more attractive surroundings of Strangford Lough.There are no prizes for guessing which will get the most attention, but in 20 years’ time the story may be very different, for the low-key event in Northern Ireland may then well be seen either as the beginning of something radically new, or as a tragically missed opportunity. Which will depend on the decisions taken by Brown and Sarkozy, and by their counterparts around the world.This is not merely an issue of nuclear versus renewables. True, Britain’s record in this area is appalling. Blessed with by far the best renewable resources in Europe – tide, wave, and wind – we remain near the bottom of the European league when it comes to exploiting them. True too, the nuclear industry – and, more particularly, a treacle layer of atavistic atomophiliacs in the civil service which seems to persist and reproduce despite changes in the departments dealing with energy – is largely responsible for this scandalous situation. There is plenty of evidence that the proper development of renewables in Britain has been stifled lest it pose the slightest threat to the nuclear dream. But this is about something even more fundamental, the whole direction in which society should develop.Time and tide, they say, wait for no man, but tidal energy has been waiting for an awful long time for the men (and too few women) who run the country to realise its importance. Now, finally, they appear belatedly to have caught on and ministers have become enthusiastic converts to the Severn Barrage which, it is estimated, could by itself supply 5 per cent of Britain’s electricity from an utterly predictable and dependable renewable source.But they still have fully to realise the potential of the turbine which is about to start generating power, 12 years from the earliest date at which the barrage could possibly do so. Espousing a totally different technology – which draws energy from the currents as they run past, rather than impounding them behind a dam – is much cheaper, more flexible and faster to construct and get into operation. And its potential to supply Britain with power is just as great, maybe greater.The issue is the same as with the nuclear obsession, whether to centralise or decentralise energy supply. Ever since Britain became the first country to develop a national grid in the 1930s, governments have sought to maximise centralisation. Ministers far prefer to make a few major decisions on building big power plants, than relying on a large number of smaller ones to save energy or to install small plants. But this will now have to start to change. One reason is that – apart from a few a typical instances like the Severn Barrage – renewables come in small packages: the sun, winds, waves, and tides are diffuse, distributed by nature for free, and they are best exploited accordingly. Decentralised energy is more efficient, as it suffers fewer distribution losses. It is cheaper, as the International Energy Agency has itself pointed out. And in an age of terrorism and disruption it is also, counterintuitively, more secure.Gordon Brown has done well to resist pressure from John Hutton, his Secretary of State for Business, to scrap Britain’s commitment to a European target to get 15 per cent of our energy – and thus 40 per cent of our electricity from renewable sources. It may be the only issue where he has recently stood up to the Blairites who were once his bitterest foes.

The Government has also gone part of the way to embracing the new imperative in its welcome plans to insist that all new homes are zero-carbon, generating their own energy. But the Prime Minister still falls far behind Chancellor Merkel of Germany, or even Mr Sarkozy, who are vigorously expanding decentralised programmes of small-scale renewables in their own countries. What is needed is balance, which so far the Government has woefully failed to provide – and a vision that stretches far beyond the Arsenal stands to the sea.

Ir-Riforma tal-MEPA : (6) Konklużjoni

Matul dawn l-aħħar jiem fuq dan il-blog fissirt fehmti dwar l-aspetti prinċipali li naħseb illi riforma tal-MEPA għandha tindirizza.

L-ebda riforma m’hi ser tirnexxi jekk dawk li eventwalment iridu jamministrawha ma jħaddnux bis-serjeta’ l-prinċipji ta’ trasparenza u kontabilita. Il-ħidma kollha trid tkun fil-beraħ, u kulħadd irid jagħti kont ta’ egħmilu. Miż-żgħir nett sal-kbir nett, bla eċċezzjoni.

Riforma tal-MEPA biex tkun effettiva tirrikjedi ukoll miżuri oħra, li mad-daqqa t’għajn jistgħu għal uħud jidhru li ma tantx għandhom x’jaqsmu. Dan irid jinvolvi liġi li tirregola l-finanzjament tal-politika, t-twessiegħ tad-dritt għal informazzjoni (presentement eżistenti b’mod limitat) u liġi li tipproteġi lil min jikxef l-irregolaritajiet, ċjoe Whisteblowers Act.

Mhux kulħadd jistenna l-istess riżultat mill-MEPA. L-industrija tal-bini w l-iżviluppaturi jistennew li l-permessi ta’ żvilupp ikunu f’idejhom malajr u mingħajr ħafna mistoqsijiet. Ir-residenti u l-ambjentalisti jistennew li joħorġu inqas permessi kif ukoll li tonqos l-art li tingħata għall-bini.

Ir-realta’ hi li l-MEPA m’għandhiex tibqa’ tiġi meqjusa bħala magna tal-permessi tal-iżvilupp, iżda ta’ tarka tal-komunita li tinkuraġixxi dejjem żvilupp li jkun sostenibbli. Jiġifieri dik il-ħidma li meta sseħħ, filwaqt li tkattar il-ġid ekonomiku, ttejjeb l-infrastruttura soċjali u tkun kompatibbli (il-ħin kollu) mal-wirt ambjentali tagħna u mal-eko-sistema li minnha niffurmaw parti.

Imma dan ma jikkuntentax lil kulħadd. Għalhekk isiru kemm isiru riformi l-MEPA ser tibqa’ kontroversjali.

F’dan il-kuntest naħseb illi riforma tal-MEPA għandha fl-istadju inizzjali tindirizza s-segwenti :

  1. il-ħtieġa li l-Ministru responsabbli għaliha jagħraf jagħti direzzjoni filwaqt li jeżiġi kontabilita’ sħiħa mingħajr ma jindaħal fil-ħidma ta’ kuljum,
  2. in-neċessita’ li l-ħidma tal-MEPA tkun sorveljata kontinwament biex min hu responsabbli għaliha jagħti kont ta’ egħmilu kuljum, dan jgħodd kemm għal politiku kif ukoll għat-tekniku,
  3. il-ħatra ta’ l-aħjar nies; issa dan hu ftit diffiċli minħabba li mhux kuħadd huwa lest li jagħti servizz pubbliku; il-kompetenza mhux il-fehma politika għandha tkun ir-riga li biha jitkejlu n-nies li jintagħżlu;
  4. il-kunflitt ta’ interess għandu jkun indirizzat minnufih, preferibilment jiġi evitat, u m’għandux jitħalla jakkumula b’mod li eventwalment jhedded il-kredibilita’ ta’ kulħadd inkluż ta’ l-istituzzjoni nnifisha.

Emendi fil-liġijiet jistgħu jkunu neċessarji iżda l-parti l-kbira tad-diffikultajiet tas-snin passati jistgħu jkunu indirizzati b’suċċess kemm-il darba jistabu l-persuni addattati.

Għalkemm jidher li hemm il-volonta’ li dan isir, huwa ż-żmien li ser jagħtina parir.

Ir-Riforma tal-MEPA : (5) L-Uffiċjal tal-Verifika (Audit Officer)

 

 

L-Uffiċjal tal-Verifika (Audit Officer) tal-MEPA matul dawn l-aħħar xhur kien fl-aħbarijiet minħabba li b’mod konsistenti kien l-uniku leħen kritiku tal-MEPA.

Ir-rwol tiegħu ilu jiżviluppa madwar 4 snin. Għal tlett snin ħdimt fl-uffiċċju tiegħu u għaldaqstant għandi iktar minn idea tajba dwar il-ħidma tiegħu. Huwa jinvestiga l-ilmenti li jirċievi, kif ukoll jieħu l-inizzjattiva li jinvestiga fejn iħoss il-ħtieġa għal dan. Meta jikkonkludi l-investigazzjoni jibgħat ir-rapport bil-konkluzjonijiet u r-rakkomandazzjonijiet tiegħu lill-Bord tal-MEPA. Il-Bord tal-MEPA jiddeċiedi jekk jimpilmentax dak li jkun irrakkomanda l-Uffiċjal tal-Verifika u wara jibgħat ir-rapport lill-Ministru. Meta l-Bord tal-MEPA jibgħat ir-rapport lill-Ministru huwa obbligat li jinfurmah jekk ikunx laqa’ r-rakkomandazzjonijiet u f’każ li le hemm l-obbligu li jispjega għaliex. Din hi l-posizzjoni sal-lum.

F’ġieh it-trasparenza u l-kontabilita hemm bżonn li l-affarijiet jitjiebu u riforma tal-MEPA tista’ tgħin biex dan isir.

Punt inportanti li dwaru diga’ kien hemm diskussjoni pubblika huwa l-mod kif tkun imħarsa l-indipendenza ta’ dan l-uffiċċju. Indipendenza manifestata ukoll fl-għażla tal-istaff tiegħu. Mingħajr ma noqgħod nidħol fl-argumenti kollha li żviluppaw is-sajf li għadda jkun għaqli jekk ir-riforma tal-MEPA tiddistakka lill-MEPA innifisha mill-għażla tal-Uffiċjal tal-Verifika. Matul is-sajf  tal-2007 faqqset il-proposta li dan l-uffiċċju jgħaddi taħt ir-responsabbilta tal-uffiċċju tal-Ombudsman. Kif spjegajt il-bieraħ fir-raba’ parti ta’ din is-serje ta’ kummenti naħseb li jkun iktar għaqli li l-ħatra tal-Uffiċċjal tal-Verifika u per konsegwenza l-ħarsien tal-indipendenza tiegħu tgħaddi għand il-Parlament permezz tal-Kumitat Magħżula għall-Ippjanar tal-Iżvilupp u fl-istess ħin ikun ta’ assistenza għalih fir-rwol tiegħu ta’ sorveljanza tal-MEPA.

Ir-Riforma tal-MEPA : (4) Ir-Rwol tal-Parlament

   

Il-Parlament sal-lum kellu rwol limitat fejn tidħol il-MEPA. B’mod ġenerali l-Parlament għadda r-responsabbilta’ għas-sorveljanza tal-MEPA f’idejn il-Gvern.

Il-Parlament jappunta żewġ membri tiegħu, wieħed min-naħa tal-Gvern u l-ieħor min-naħa tal-Opposizzjoni bħala membri tal-Bord tal-MEPA. Minbarra dan, darba fis-sena jiddiskuti u japprova r-rapport annwali u l-estimi finanzjarji ta’ din l-Awtorita’.

Isiru u jiġu mwieġba mistoqsijiet fil-Parlament. Permezz ta’ emendi għall-liġi li saru fl-2001  twaqqaf Kumitat tal-Parlament li jiddiskuti materji dwar l-ippjanar ta’ l-użu tal-art, kif ukoll il-ħatra tal-Uffiċjal tal-Verifika tal-MEPA.

Naħseb li wasal iż-żmien li l-Parlament jassumi rwol ta’ sorveljanza kontinwa tal-MEPA. Jiġifieri kontinwament jara jekk l-Awtorita’ hiex qed timxi tajjeb, skond il-policies ambjentali, skond il-policies dwar l-użu tal-art kif ukoll il-politika finanzjarja fis-seħħ.

Żewġ membri tal-Parlament li jipparteċipaw fil-Bord tal-MEPA ma jistgħux jassiguraw li dan isir.

Ikun ħafna aħjar jekk il-Kumitat Parlamentari dwar l-Ippjanar tal-Iżvilupp li diġa jeżisti jassumi funzjonijiet ta’ kelb tal-għassa (watchdog) fuq il-MEPA minflok ma jkun it-timbru li jikkonferma dak li jkun għamel, xtaq jew fi ħsiebu jagħmel il-Gvern.

Fost il-ħidma tiegħu dan il-Kumitat Parlamentari jista’ jkollu s-segwenti :

  1. jiddeċiedi fuq il-ħatriet tal-membri tal-Bord tal-MEPA u c-Chairman ta’ kull waħda mill-Kummissjonijiet ta’ Żvilupp (DCC) fuq proposta tal-Gvern tal-ġurnata u dan wara smiegħ pubbliku,
  2. japprova l-ħatra tal-Uffiċjal tal-Verifika tal-MEPA (Audit Officer), li jirrapporta direttament lilu, u jassigura ruħu li għandu biex jaħdem ħalli jkun jista’ jwettaq xogħolu,
  3. jissorvelja l-ħidma tal-MEPA direttament billi perjodikament matul is-sena jiddiskuti, wara li jingħata l-informazzjoni teknika neċessarja, l-operat tal-MEPA,
  4. jassigura li r-rakkomandazzjonijiet tal-Uffiċjal tal-Verifika (Audit Officer) tal-MEPA fejn meħtieg jittieħdu passi dwarhom, u fejn ma jittieħdux ikun sodisfatt li hemm ġustifikazzjoni għal dan,
  5. jassigura li kontinwament qed isir l-aġġornament neċessarju fil-liġijiet ambjentali tagħna u li l-MEPA qed tingħata l-fondi neċessarji għall-hidma taghha,
  6. jissorvelja matul is-sena kollha l-infieq tal-MEPA.

B’hekk il-Parlament ikun jista’ jissorvelja lill-MEPA il-ħin kollu, u mhux meta tinqala’ xi kriżi biss !
